The azerbaijani government has issued a statement saying that armenians in nagornokarabakh can stay if they want. But many Ethnic Armenians have chosen to flee, with more than half the population of the enclave now on the move. Reporter no going back. These refugees fled their homes in nagornokarabakh to armenia, bringing with them only what they could carry. Their homeland as they know it is collapsing. The separatist government says it will dissolve itself by the end of the year, and cede control to azerbaijan. Its painful. What should i think . We were born and raised in nagornokarabakh. Now, its just nothing and dust. The lives we had have been erased. A karabakhi armenia cannot live under the yoke of azerbaijan. Mother armenia used to defend us. We felt safe and lived there as armenians. Reporter the azerbaijani government was quick to release a statement, promising to ease the integration of Ethnic Armenians living in nagornokarabakh into the republic of azerbaijan. But after decades of a bitter struggle between armenia and azerbaijan over their territory, armenians in nagornokarabakh have little faith. Armenias Prime Minister accused azerbaijan of ethnic cleansing, something which azerbaijan refutes. The exodus of armenians from nagornokarabakh as a result of azerbaijans ethnic cleansing policy continues. Analysis of the situation shows that in the coming days there will be no armenians left in nagornokarabakh. This is an act of ethnic cleansing. Reporter more than half of nagornokarabakhs armenian population has fled the territory. Knowing that it is very unlikely that they will ever be able to return home. Brent i am joined now by an armenian american activist who has been advocating for the Ethnic Armenians in nagornokarabakh. You might also recognize him as the seeing singer of the heavymetal banned system of a down. He joins me tonight from los angeles. As someone who has been working for the rights of Ethnic Armenians in nagornokarabakh, i want to ask you, this attack we saw last weekend this mass migration that has resulted, does that surprise you . Serj it was surprising because the eu and the u. S. And many partners of armenia were confident that azerbaijans dictator was promising not to do a full military assault on the people of nagornokarabakh, but he lied, and he did. And now they are lying and saying that people are leaving of their own will, as if for thousands of years you live in your indigenous homeland and you are going to leave your house and belongings behind, everything you own, and flee for no reason. It is insulting. Brent yeah. Well, it is true, we are unable to get into nagornokarabakh to report, and independent observers are also not being allowed in, so there is no way to verify what is happening on the ground there. You have been warning of a genocide of Ethnic Armenians. What do you think about azerbaijans assurances that Ethnic Armenians have nothing to worry about, especially if they decide to stay . Serj look at their own citizens. They are living in a country without much rais. Four or much rights. Four or five journalists were recently incarcerated for speaking against the assault on nagornokarabakh in azerbaijan. So, if those armenians are going to be treated as well as arazi citizens, that does not mean anything. We have a country that is a dictatorship, that uses its oil for influence throughout europe, repackages russian oil throughout the year you as a way to get around russian sanctions. They know it is hypocritical, but they are buying influence this way. And millions of dollars of caviar diplomacy basically paying off a lot of mps in europe and congressmen in the u. S. , and hiring major publicity firms. Otherwise they probably would not be on your network. You had the right hand person on your show yesterday i saw. And it really baffles me how that could happen. Theres people that are doing ethnic cleansing. Their representatives should not be presenting their side of ethnic cleansing. It is absolutely horrendous, and irresponsible for the press to allow that. Brent i do have to say, you are talking about after those talks in brussels, and the interview that was conducted with the Foreign Policy advisor, like i said, we cannot independently verify what is happening on the ground there. Thats the situation. Serj that is because azerbaijan will not allow people to go in. I am sorry to interrupt, but one thing that has happened is azerbaijan has apparently agreed to allow independent monitors to go in. I think that is very valuable. Whether they are going to keep their word or not, i will not hold my breath, but hopefully they do. Because People Living within nagornokarabakh, or those who want to go back to their homes or visit family or visit graves or churches, they cannot feel protected without international monitors or international peacekeepers. That is really vital for their existence in the future. And in the longterm, i have to say that this is a case like kosovo. Just like with Ethnic Albanians that were massacred, and they had to leave their homeland. 1. 5 million albanians left their homeland. The world came together and said these people deserve a homeland because they are not safe otherwise. That is what needs to happen in nagornokarabakh in the longterm. But in the short term it is a humanitarian disaster. 75,000 people are in armenia right now brent i want to ask you about russia. Armenia has said russia has let it down, that it has been distracted bu its by its invasion of ukraine. What do think when you hear that . Serj it is not so much distraction, but a geopolitical realignment with azerbaijan an turkey because of ukraine. Azerbaijan and turkey basically play both sides. The western side, turkey being a nato ally, as well as the russian side. Without their cooperation, russia would not be able to get its oil to europe, nor would it be able to get ships in crimea without turkish cooperation. So they have realigned their foreign and thrown armenia and armenians under the bus, starting in the war in 2020. Armenia at the time had a bilateral defense pact with russia, and obviously they did nothing. We believe that they have green lit every invasion, they have decided a lot of things having to do with nagornokarabakh. They have a lot of sway with the leadership there. To be honest with you, its a tragedy. Russia has thrown armenians under the bus and they have been trying to supplant our government in armenia at this time and trying to get an extraterritorial corridor in the south of armenia and suni, which is not going to happen. But its just brutal. Its brutal. Its the second worst day in history for armenians in the world after the genocide 108 years ago. Handling surges in Migration Movement has caused tensions in the 27 countries that make up the eu, and intense negotiations seem to be moving towards a unified plan in agreement. So how close are they now to a deal . Reporter at the brussels meeting, all eyes were on germany. With the country greenlight a new eu rulebook for migration clary says crisis . I signaled a proven today on behalf of the German Government because the completion of the common european asylum seeking legislation is of huge importance to us. Reporter this new regulation is designed to kick in when large numbers of migrants all head towards europe at the same time. It would allow Member States to relax certain rules. But germany was worried that would lead to a drop in the standards guaranteeing migrants human rights, especially for children. So initially it did not agree. That stalled negotiations on parts of a sweeping asylum reform. Now, berlin is on board. So, is the deadlock over . Not quite yet. There are no main obstacles left. We will reach an agreement. There was a broad majority for the proposal. That will happen in a few days. Reporter italy is reportedly not satisfied with the new proposals. The country on the eus external border says it is feeling the strain from an increase in immigration. And other eu states say the same. Last year nearly one Million People applied for asylum in the European Union. This is the highest number since 2015 and 2016, when millions of refugees and migrants came to the eu. Most first Time Applications in 2020 were registered in germany, france, and spain. But that is not where most migrants initially arrived. There are different routes to the eu. Migrants across the Mediterranean Sea arrive in italy or greece. Others attempt to winter and over land through the western balkans. Both routes are dangerous, but crossing the mediterranean has proven especially deadly. Thousands drown every year. Eu border countries where most migrants arrived what relief. They say other eu members should help share the burden. But reaching agreement on how to achieve this has created deep divisions. Which the interior brent dws Rosie Birchard has been covering the story from brussels. I asked her if the eu is any closer on finally agreeing on an asylum and migration policy. Rosie not quite across the line yet. How many times we have written or read headlines that eu countries have failed to agree on reforms for immigration and asylum policy . Its an incredibly politically divisive topic here in brussels. But there is Something Different this time. What . Well, a few months ago eu countries agree to a more equitable form to distribute migrants arriving in the southern coastal countries of the bloc, across the other parts of the eu. That was a particularly controversial issue. Now, there remains one last piece to solve, and that is a socalled crisis mechanism. A new rulebook for what happens when large numbers of migrants and asylumseekers arrived to the eu shores all at once. Germany had been abstaining on a vote on this, citing concerns around human rights, conditions for those who are arriving. Because under this crisis mechanism, some rules have been relaxed in the cases of socalled crisis. We spoke to germanys interior minister, she seemed positive and happy to say she secured what she was looking for in terms of getting families and children prioritized under the socalled crisis mechanism regulation. However, when germany got onboard, it seems italy has now withdrawn its support. The italian minister literally walked out of the talks. So there is still no final agreement, though the official line here in brussels is they think they are still just a few days away and on the brink of a breakthrough. Brent it sounds like it could just be diplomatic windowdressing, if i am understanding you correctly. Because we know italy has expressed doubts about this. Are they holding out to get their way, or are we just going to see this peter out and we are not going to have an agreement at the end of the weekend . Rosie there is a bit of political arithmetic going on here, because italy has expressed concerns in the past at least, basically to do with the fundamentals of eu migration asylum policy, under which a person has to register and apply for asylum in the country where they first arrived. That does put an infrastructure burden on countries like italy, those countries which are, by virtue of their geography, the gateway to the eu. There have also been public complaints of disputes of sorts between italy and germany over berlins backing for some nonprofit groups which operate searchandrescue operations in the mediterranean for migrants making that trip to germany. He said in the past those type of groups encourage migrants, particularly smugglers who are trafficking migrants into the eu, into making those peerless journeys. That is a Political Division which still remains in place. Then there are countries including hungary and poland char against any sort of reform, which can lead more migrants and asylumseekers to their door. Listen, we dont know yet what the final deal will be, but the line is there almost there. But there are still some political hurdles to jump. Brent hurdles to jump as the number of migrants coming continues to rise. We will see what happens then when the weekend is over. Rosie birchard, as always, thank you. Alongside italy, greece is one of the main countries where migrants arrive when they come to the European Union. Now, a camp on the greek island of lese boasts of lesbos has become a signal. Our correspondent Emily Sherwin met with some of the people on the island. Reporter emmanuel radiates positivity. That is not always easy for a migrant living on lesbos. He works as a volunteer in the Community Center on the greek island which has been an asylum hotspot for years. He is helping with security at lunch today. He is from wartorn south sudan and arrived on lesbos five months ago. He applied for asylum and relocation to another european country. He knows that many people here get stuck in the asylum process some are in bureaucratic limbo for years. Even though the eu told us that efficient, fast, and fair asylum procedures are critical. Emmanuel the hardest thing that we are facing inside the camp is only about the process, its all about the process, the delivering of the asylum process. And we have no any other option, we have nowhere to go. The house a capacity is decreasing more and more. Huge tense and there is no a c, no fans, so it is really hot inside as well. Reporter the ngo says that is already providing food packages to over 400 people every week. In may, the Greek Migration ministry decided that the camp will no longer feed people whose asylum requests are not currently being processed. In the long wait for asylum in europe, emmanuel is using music to keep up his spirits. He wants the lyrics to give comfort and encourage his fellow migrants. No condition is permanent. Dont think too much, everything is having time. So if the time comes, everything will be fine. Brent a new study says the glaciers in the swiss alps are shrinking at an alarming rate. In just the last two years the glaciers have lost as much ice volume as they did in the 30 years between 1960 and 1990. Reporter these glaciers in the swiss alps used to be covered in snow, but after another hot summer, they are melting fast. They have already lost 4 of their entire volume over the course of this year. Last year they lost 6 in what was the worst melt phase. After this record year last year, we did not expect to see again such a year with very strong losses. This is absolutely unprecedented. Every time i am coming back to this site, i am wondering again what is happening here. Because it is changing so fast. The landscape is changing. New rocks are appearing. Everything is becoming grey and dark. Reporter he and his team have been measuring the loss of ice in switzerland at an altitude of 3000 meters. They found that in the past two years alone the swiss glaciers have lost as much ice volume as they did between 1960 and 1990. The summer was much too warm and we lost, at this position, more than two meters of ice. This is a lot, especially considering that we are at the highest point of the glacier. We are not at the lowlying terminus, but high up where the glacier actually should accumulate some new ice. Reporter the reason for the ice loss is there was not enough snowfall in winter. Then came in next really hot summer, where temperatures in switzerland were 1. 2 degrees celsius above normal levels in august, making it one of the 10 warmest augusts on record. Can you alltime high was recorded. As long as we continue to burn fossil fuels, these events will become more and more frequent. Reporter glaciers play an irreplaceable role in the natural world. They sustain life, replenish ecosystems, and provide freshwater to humans and wildlife. Researchers estimates glacier melting little he has contributive to roughly 21 of observed Sea Level Rise, threatening to displace millions by the end of the century. Our current warming trend, two thirds of earths glaciers might maeve ennis by 2100 may vanish by 2100. Brent i spoke to katrin sedlmeier, she works for the german meteorological service. Katrin one reason is the landmass generally warms faster than the oceans because water can absorb more of the incoming heat than the land. But we also see the temperature trends in the alps are we know several mechanisms for this. The interplay is not very well understood but what fits very well to the temperature increase since the 1980s that we observe is also an observed increase in sunshine duration. So we have more incoming radiation which leads to more warming. This is also enhanced by the snow. If you have white snow, it reflects a lot more of the incoming radiation than if you have bare ground. With increased warming we have less snow cover, or snow melts earlier in spring, and thus we have less radiation which is reflected and more which can warm the ground. So we have this enhanced Feedback Mechanism of warming which also accelerates the melting, and then the warming again. Brent can we expect to see further warming in the alps . I am wondering that is going to lead to. I have seen predictions that it not be that long until we are going to have winters where the ski slopes will only be able to provide skiing in various skinny areas, an that will be artificial snow. Katrin so, even if we stop emitting now, we will still experience further warming in the next decades, because the climate system responds slower with a time lag to the emissions. And how much . So, how serious this warming is and how big the impacts are depends largely on how much and how fast we are able to globally reduce our emissions. The projections for the alps, yeah, predict temperature rises between 1 to 5 degrees until the end of the century 1980s to 2010 of this century. So, that is a big range. It depends a lot on how we act now. And the impacts largely depends on how much warming we will see in the alps. What we will and do expect of course is less snow, especially in the lower regions, melting of glaciers, thawing of permafrost, and stronger effects on biodiversity. Brent we have been talking a lot about extreme weather events. This year, just this week we have been talking about the torrential rainfall and flooding in greece. When it comes to the swiss alps and these glaciers, is there anything that we can do to prevent, i guess, the more extreme warming in that region that we are seeing . Were on a trajectory right now, if i understand you right, that no matter what we do, we will have to accept and adapt to a certain amount of further warming, right . Katrin yes. Well, the only measure we can have is a comprehensive reduction in global Greenhouse Gases. Because it does not really matter where you emit. So, the local effects do not depend on the local emissions. So really, we have to have a global reduction in Greenhouse Gas emission, and this would greatly curb the warming and also the effects and the impact. So we will have effects, but if we are at the lower range of this projected temperature increase, we will have less effects which we can cope with. Whereas, if we are at the higher range, for example at the glaciers, they will not have a very bright future. Brent yeah, we wont have any more glaciers to talk about. It has been at the heart of one of the worlds longest and bloodiest conflicts in recent history, but as of january 1, 2024, the selfdeclared nagornokarabakh republic will dissolve state institutions and cease to exist as per a decree signed by its separatist president. The enclaves hopes of independence have effectively been banishing since vanishing since azerbaijans attack last week. The Prime Minister says the entire 120,000strong population is expected to clear out in the coming days, an overwhelming number for the armenian government which has previously said it is prepared to take in some 14,000 families. It will be a huge burden. Nagornokarabakh has been run by Ethnic Armenian separatists since winning a bloody war in the 1990s that claimed tens of thousands of lives. It is officially recognized as part of azerbaijan since the fall of the soviet union, but neither baku nor armenia has supported its claim to independence. The Ethnic Armenian government to be resolved to be dissolved. There is this going to work is this going to work, this dissolution of the armenian government . I think azerbaijan has other means andthere has been this, ar report indicated, unrecognized government, de Facto Authority ruling in this space for 31 years, but it has essentially lost all of its external sources of support, and it simply does not have sufficient capacity, at least for military, but also in terms of geopolitical support. I think this is very much the end of aspirations to self rule in nagornokarabakh, and i think its another question if this is the end of any new presence in the territory going forward. Mark you anticipated the next question. What about the armenian Prime Minister accusing azerbaijan of ethnic cleansing . Thats a very loaded statement. I think weve got two different realities that are competing to define the situation. Weve had the situation that led up to last weeks military offensive, numerous escalations, the blockading of the territory, azerbaijani troops shooting at Agricultural Workers in parabolic karabakh, surrounding workers and telling them they have to leave and since the offensive last week, we have had a kind of media storm emphasizing reintegration package. A website has just gone online or armenians can supposedly register as azerbaijani citizens, but there is a problem of credible commitments. Whenever territory has changed hands in this conflict, ethnic cleansing has taken place. There was a huge sense of accumulated hatred and resentment. I think if we are talking about a continued presence, it may have been through people exercising a right to return, but thats going to be a very long time coming. Mark it is an incredibly difficult situation if you try to explain to people who dont know the story the fact that there is a territory that is basically one countrys property, if you like i use the term loosely within someone elses actual geographical territory. Do you think it is somewhat embarrassing for the World Community when one country steams into another part of the country, basically kills 200 people, and nobody seems to be incredibly alarmed about that . I think what is critical in this particular conflict is unlike russias invasion of ukraine, you got this long history where each side on one side of the conflict has been a perpetrator and another site has been the victim. Azerbaijans offensive i think does represent, symbolizes, embodies the failure of diplomatic means, negotiated means of resolving conflict. In that sense, i think it is quite a chilling precedent. I think there will be a lot of other states looking at recalcitrant minorities and thinking about that. In that sense, it is and embarrassment particularly for the European Union. Overall, yes, it is i think a very bad thing for those who believe in the peaceful resolution of conflicts. Mark indeed, that is what we all would hope for, is not it . Clearly this is not something that has been forthcoming in nagornokarabakh, disputed since if you look at the history book, 1988, but i suspect it has been going on a lot longer than that. It has been a constant issue since 2006. You hinted at other countries that may be looking at this as some kind of precedent. Is that what im picking up for you from you, that this could be something that tells other authoritarian leaders that they could perhaps do the same . Yes, just next door to azerbaijan and armenia, there is georgia, which has two breakaway territories, quite similar to nagornokarabakh in abkhazia and south placentia south ossetia. What is significant about what has happened is that russia has dropped its policy of avoiding making a choice between armenia and azerbaijan. That was the policy for three decades, and it has stood aside as azerbaijan has retaken the territory. Perhaps they are calculating what deals they have to cut with russia in order to retake territories elsewhere, so this is not a new phenomenon. If you remember sri lanka, for example, quelled its rebellion in 2006 in a similar way. Russia, of course, quelled its rebellion in chechnya. This is the alternative authoritarian conflict management model, and i think nagornokarabakh is a textbook case. Thank you, sir, for joining us. We appreciate your time and analysis. Extending an olive branch after years of tense relations with corsica, Emmanuel Macron unveiled his latest plan to grant autonomy to the island in front of a nationalistdominated assembly. It wont be an autonomy of the cost of the state, nor an autonomy without the state. Instead, it will be an autonomy for corsica. The proposal includes plans to integrate the corsican language in School Curriculums and public spaces and to introduce new fiscal rules preventing nonresidents from engaging in real estate speculation on the island. It is a step towards autonomy, which many corsican have long been calling for. Yet, local residents have mixed feelings about the announcement. It is about time. We need this. We are an island. We have our own language, our own culture, and our own history. I dont think this is the right way to help corsicas economic development. There are solutions other than autonomy. Corsica officially became a french territory in 1789, but in the past decade, it has witnessed a growing independence drive, marked by a series of terrorist attacks. This culminated in an eruption of violence last year following the killing of jailed separatist militants. Emmanuel macron has given the Corsican Assembly six months to come up with a concrete proposal to amend the islands status in the constitution. Its said the major challenge countries now face is how to ensure more diverse supplies of these Critical Minerals as well as how to increase recycling. Western countries are keen to reduce dependency on china, which accounts for almost 70 of rare earth production and has the biggest refining capacity. The Critical Minerals and Clean Energy Summit seeks to address a growing problem for western countries, how to secure a reliable supply of minerals needed to keep supplies running. Rare earth and other Critical Minerals are used in hightech devices, particularly those needed for green Energy Transitions such as electric vehicles and wind turbines. Global demand for the foremost commonly used Critical Minerals is set to soar in coming years with 40 times the reserves of lithium, 20 times cobalt and nickel, and three times the amount of copper required. One of the most pressing concerns for western countries is to wean themselves off a reliance of china, which dominates the refining of Critical Minerals, processing 67 of the worlds cobalt, 62 of lithium, 60 of manganese and 32 of nickel. Western countries are hoping to source metals from socalled responsible countries and also recycle metals found in electric car batteries and wind turbines. France is putting its nuclear knowhow to use as its alternative Energy Commission headquarters. In the nuclear sector, we were interested in dissolving the fuel so as to be able to separate the elements of interest from those that are less interesting. We take the same approach with magnets, extracting rare earths from iron, for example, and then reusing these rare earth as a form of new raw material. Japan and the United States have already made moves to diversify their supplies of rare earths with new mining facilities taking years to get up and running, the European Union is in a race against the clock to secure new supplies. While this does confirm to us that this footage from that viral video was shot in new york, the claim from the viral video was that the brawl took place at the campbell bar in new york, and in fact, this is about 18 kilometers away from the campbell bar in question, so absolutely not in the same place at all. However, i also did a final check to see, so this is the footage of the interior of the bar allegedly in that viral video, and here is the interior of the campbell bar according to their website. It is very blurry footage, but in our viral video, there are these keywords. We can see some screens that do not exist on the other side, so overall, this particular brawl footage, while it did occur in new york, it did not take place at the campbell bar whatsoever and has fabricated a false narrative and also includes usa today in it as well.
