Commissioner Christenson made a motion to approve the Agenda as modified. Carried 4 COUNTY EMPLOYEE RECOGNITION a) COUNTY EMPLOYEE RECOGNITION 5 HIGHWAY / SURVEY a) Review and approve quote for 2022 Weed Spraying APRIL 19, 2022 Quotes were requested for application of herbicide along 173 miles of various county roads for noxious weed control, two quotes were received. The low quote includes application, chemical, and surfactant. Approve low quote of B&P Weed Control of Bemidji, MN in the amount of $37,523.42. These are budgeted funds for 2022 Commissioner De La Hunt made a motion to approve low quote of B&P Weed Control, of Bemidji, MN in the amount of $37,523.42 for 2022 annual noxious weed control. Commissioner Van Kempen seconded the motion. Carried b) Review and approve quote for annual pavement marking contract - Project CP 29- 22-01 This is an annual contract for pavement marking. Two quotes were received. Recommend to accept the quote from Sir Lines-A-Lot, of Edina, MN in the amount of $72,114.60. This is a budgeted expense. Commissioner Krueger made a motion to approve the low quote of Sir Lines-a-Lot, Edina, MN in the amount of $72,114.60 for annual pavement marking. Commissioner Christenson seconded the motion. Carried c) Review and approve quote for purchase of Large Format Plotter/Scanner/Copier for Highway Department, Survey, and NRM This Large Format (44”) Plotter/Scanner/Copier to be used for plans, plats, aerial photos, and maps, plus an all-inclusive maintenance contract. Replaces our existing plotter that is unable to copy or scan. These are budgeted funds for 2022. Commissioner De La Hunt made a motion to approve low quote of Sheldon Business Solutions, LLC. of Duluth, MN in the amount of $12,545.00 plus all-inclusive maintenance contract that includes maintenance and supplies (except paper). Commissioner Stacey seconded the motion. Carried d) Additional Updates from the Highway Department - Info Only Bid opening Tuesday, April 19th at 2:00 pm for CSAH 16. The agenda for the May 10th Work Session will be a Commissioner bus tour of various highway department projects. The meeting start time has been adjusted to 8:30 a.m. with departure from the Government Center. 6 NATURAL RESOURCE MANAGEMENT a) Review Results of April 11th Timber Auction The Natural Resource Management Office held its Spring Timber Auction on Monday, April 11th. Ten tracts of timber containing 9,655 cords of wood with an appraised value of $247,044.20 were put up for oral bids. All ten tracts were purchased on the first round of bidding. Stumpage prices are trending in a positive direction for the county. The total bid value of the 10 tracts is $390,336.45. The total value of all timber sold so far in 2022 is $794,070.55. This is approximately an $84,000 increase in value of timber sold at this point in time last year. b) Review quotes for Porta-potty rental for Public Accesses and Beaches The Parks Department has received two quotes for the rental and servicing of 4 porta-potty units for the 2022 season. The units will be located at the Stony Lake and Garfield Lake Swimming Beaches and at the south Long Lake Access and Fish Hook Lake Access. Potty Shack of Park Rapids, MN in the amount of $2,438.00 and Bob’s Econo Pump, Inc. of Bemidji, MN of $2,584.00. Commissioner De La Hunt made a motion to approve the low quote of $2,438.00 from Potty Shacks of Park Rapids for the 2022 season. Commissioner Krueger seconded the motion. Carried c) Acquisition of 46 acres northwest of Emmaville from the Conservation Fund for Itasca-Heartland Trail Connection. This item is being brought forward from a prior meeting pending confirmation of closing details. The Conservation Fund is looking to complete this real estate transaction in the same time frame as TPL (Trust for Public Lands) will be acquiring the adjoining 554 acres June 15th or before. The purchase agreement provided by The Conservation Fund requires a $1,000 deposit and will allow for the use of a local title company. Commissioner Christenson made a motion to execute the purchase agreement as presented for the purchase of approximately 46.06+/- acres of real estate offered by The Conservation Fund located in the Southeast Quarter of the Northwest Quarter plus the westerly 200 feet of the Southwest Quarter of the Northeast Quarter, all in section 33 of Clay Township (T142N-R34W) with acquisition funds to come from the Forest Development Account, with a closing on or before June 14th, subject to a Class “B” land exchange using tax forfeited lands for the exchange. Commissioner Krueger seconded the motion. Carried. d) Review and approve quotes for forest road grading North. The NRM Office solicited quotes for forest road grading for both the south and north sectors of the county. There are 12 miles of county-managed forest roads in the northern sector that require routine maintenance. The Natural Resource Management Office has received one quote for forest road grading North, from Gladen Construction of Laporte, MN in the amount of $100.51/mile plus $139.20/hr for additional work. The quote from Gladen Construction, Inc shows an increase of $7.01/ mile over 2021. Commissioner Stacey made a motion to approve the low quote $100.51 per mile from Gladen Construction, Inc. of Laporte for the north 12 miles of forest road requiring routine maintenance. Commissioner Krueger seconded the motion. Carried e) Review and approve quotes for forest road grading South. The NRM Office solicited quotes for forest road grading for both the south and north sectors of the county. There are 17.61 miles of county-managed forest roads in the southern sector that require routine maintenance. The Natural Resource Management Office has received two quotes for forest road grading south, from Gladen Construction of Laporte, MN and Thelens Excavation, Inc. of Park Rapids. The quote from Thelens Excavation, Inc. shows an increase of$8.00/ mile over 2021. Commissioner De La Hunt made a motion to approve the low quote of $74.00 per mile from Thelens Excavating, Inc. of Park Rapids, MN for grading the forest roads in the south. Commissioner Christenson seconded the motion. 7 SOLID WASTE a) Regional Construction and Demolition Landfill Study APRIL 19, 2022 At the beginning of the year 9 Counties (Beltrami, Clearwater, Cass, Mahnomen, Norman, Polk, Marshall, Red Lake) including Hubbard, applied for a grant from the MPCA to study the future of demolition landfill management for the region. Our grant project was not selected for funding. After discussion among Solid Waste managers from our region, we would like to move forward with this project on our own si
