Im not confident of anything except we will get to the details of the deal which includes 579 Billion Dollars in new spending on new projects across the country. Somewhat complicated to Track Strategy and democrats would also pass a supplemental package alongside that. I will talk to senator chris murphy of connecticut about all of that in just a moment. But first i want to take a step back to put this deal in context with a very strange politics of this particular bill. In february, after the insurrection and taking in the aftermath, i published this piece in the atlantic. In which i made the argument the Republican Party was Radicalizing Against Democracy even if it was moderately on core elements policy. And events in the past few days have, i think, worn out that thesis. That bill the for the people act faced uniform total opposition from republicans who used the filibuster to block it. Not a single republican would vote to even start debate on the bill. Senate Minority Leader Mitch Mcconnell made it clear that there is basically nothing democrats can do to ever get any republican support on any part of that bill. Certainly off on things like for instance changing the standards for partisan gerrymandering or even reinstating the parts of the Voting Rights act that John Roberts Supreme Court gutted. Lets keep in mind this is the same Voting Rights act which was last reauthorized and 2006 with a massive bipartisan majority in the house, and a unanimous vote in the senate. They become so unpopular they have been surely but slowly walking away from it all at least in rhetoric and messaging because heres the thing. They have lost the ability to rile the current base, the trump base. Theyve lost the ability to rile them up on those core issues. It doesnt work the base doesnt care. Compare that to where we were 12 years ago. The unrelenting backlash against the obama stimulus which came in response to the great recession. In 2009 The American Recovery Act which is less than a trillion dollars was passed with zero republican votes in the house. The bill supposed to be about jobs, jobs, jobs, has turned into a bill thats all about spending, spending, and spending. Do you know that in this populist built it has been learned, in addition to everything else, Illegal Immigrants will also be given checks i look at this as smother the private sector in terms of the stimulus package. I dont see this as a stimulus package. If you think you are going to get your way out of this recession by all kinds of social programs, welfare programs, youre going to make it worse. Not tax cuts for the rich. And lets also remember that there are a whole slew of social issues on which they are worse than the used to be. I would say portion they are criminalizing abortion in state after state. To say thats part of the state apparatus, but really thats the federal Lincoln Party as well. Its a mixed bag, but if you want to put that in the bin of cultural issues that will light the base on fire you can slot it that way. We but on guns, for example. Womens rights. They are no more moderate than theyve ever been. I agree with all of that as maximalist on those issues. Its not gonna be easy politics for them to become far more detached on Economic Issues from where their people are, and you are to say donald trump on Economic Issues to that party that they think they are still trying to grapple with and figure out how if you look at it doesnt naturally flow with their Ideology Zone said you have them trying to figure out how to extract things out of joe biden. You do a gas tax, will you oppose some of our conservative Privatization Schemes . How about we get you push our conservative agenda. The other part of this, joe biden, i can simulate of rightwing media, he doesnt inspire rage in contempt the way that obama and Hillary Clinton did. But also, President Biden, pelosi, and joe manchin all agreed to have a Reconciliation Bill alongside it. To basically past the stuff that got left out. A kind of taken needed to approach. We will not take up a bill in the house will until the Senate Passes the bipartisan bill and a Reconciliation Bill. If there is one no bipartisan bill well, just go when the Senate Passes a Reconciliation Bill. I expect that in the coming months this summer, before the fiscal year is over, that we will have voted on this bill, the infrastructure bill, as well as voted on the budget resolution. And that is when if only one comes to me, what i am not signing it. Its in tandem. And buoy when some of whats my conservative colleagues said today in the caucus, it appears that we are on track to consider this package developed with the republicans, and also consider significant addition of the bill that will do all of these other things. But why the republicans going to go for this . Like, if this is the plan, if the plan is to walk past this one thing but all the other things they dont like the pass in reconciliation, what am i missing about whether going to vote for . My guess would be this, as Jennifer Reuben said in your prior segment, republicans were kind of uncomfortable with voting on the American Rescue plan and not be able to take credit for it. They didnt nonetheless. There are a bunch of republicans, not all of them, but many of them, who actually want to be go out and trump it projects in their districts. For many republicans, this is an ability to put their name on a package and then be able to disavow other parts that they may not be as comfortable with. There is an ability for republicans to have their cake and eat it as well. That is a great point, i had not thought of it that way, and i have been so locked into the zerosum thinking that is immature. But the Mcconnell Theory of the case from the first days of barack obama is that there are no wind winds to be had, that if you are if the Opposition Party is successful in his agenda, it makes it more popular, it hurts you. Prior to him, there was more of a sense, and not always, but a little more of a sense that you can find stuff that everyone gets a win out of, right . So when im hearing viewers say like, there are people who wants to vote for Infrastructure Package and say, we build that bridge there and listen, i think there is a question as to what mcconnell has that much control over this caucus succeeded. Because you can certainly make that argument that if you are looking at the politics of this, that if you look at all you care about the defeatist you could it may be that after four years of trump, there are a bunch of republicans who are actually interested in legislating and mcconnell is no longer able to persuade all of his caucus to sit on the sidelines. Half this is the outlier it is not a consequence the dominion argument happened on the same day. In some way there is one issue that is unheard in both cases which is, where these statements made while the speaker knew at the time that they were false . And the panel today found, yes, Rudy Giuliani will knowingly made these false statements. They went through in great detail how they came to this conclusion. Including the reliance on unnamed sources, on confidential informants which they confirmed did not happen. And the facts are inconsistent. He jumps around in the space of one Court Hearing saying, yes we are running on accusations of fraud, no were not. And you cannot do that as a lawyer. Lawyers are supposed to be held, no matter what michael says, to a higher standard. And that was unfair, i agree. I do know that criminal lawyers, a lot of the times, dont ask their clients, did you do . It then you can go out in court and act like the guy didnt do it. So im aware. But what shocked me was that one, it was giulianis disregard for that. As a lure you must be, i dont know. That is why, as i said, and practice ive been practicing law for the 20 years, when the other one was stare against what derek showman who violently sexually abused women, including me. So that seemed worthy of complaint. And this very distant reason seems worthy of complaint. And in this case, his license was not suspended was entirely. Just last month, democrats tried, and good faith, to create a Bipartisan Commission to investigate the attack on the u. S. Capital. Republicans in the house and senate should not a proof of the democrat trap of the january 6th, hopefully Mitch Mcconnell and Kevin Mccarthy are listening. Well they wear, the next day, mccarthy spoke out against it. So nancy pelosi has taken matters into her own hands. This morning, with great solemnity and sadness, im announcing that the house will be establishing a select committee on the january 6th insurrection. Again, january 6th was one of the darkest days in our national history. Ive said it enough times. It is imperative that we establish the truth and ensure that and the top of that kind will not happen, and we will rule out the causes of that. All so what exactly does this mean . Who will be in charge of this thing, and what role with the republicans play, if any . He joins me now. Congressman, what is your understanding of what this announcement means in real terms . In real terms it means that we will not be deterred by the hypocrisy of the republicans. We will negotiate with them in good faith. She came to agreement with on commission five democrats five democrats, but necessary to approve a subpoena. And nonetheless, republicans said no. Mitch mcconnell called it a personal favor. They asked, why on earth would he do that . U. S. By, donald trump and want him to do that. The next step is that they will not allow a commission. We will not certain turn our way from this terrible tragedy. So we have established a select committee to find out whats the why didnt we see the insurrection coming . Was it shared . Why were we so ill prepared on that day . And most importantly, how do we protect ourselves from Something Like this in the future . This is almost even all point, but i think its worth mentioning because i dont know if people know this. The two options on the table, the Bipartisan Commission, the math of it was five and five, equal numbers, and that was the 9 11 commission, and what is significant about that is that the majority holds a majority, they can sort of do what they want as long as they had to hold a caucus on in a Bipartisan Commission you must find consensus. You have to have everyone get together. And that was the model. One offered the republicans was shared power as equals, and they said no. So now theyre gonna get a committee in the minority and not have the same power. How do you understand why they have chosen that . It is pretty remarkable because it is a big Leap Of Faith when youre in the majority to say, lets do a commission, it will be 50 50, and frankly, if you are not doing it in good faith, you can stop the commission to grant a subpoena. So that was a remarkable expression of goodwill, and one that there was commitment to do this in the way it should be done. And the republican said no, and the reason they said no is because they dont want it done. Theyre afraid that it would show complicity among their members in propagating the big lie and creating an environment for the insurrection. They dont want this to see the light of day and most particularly, donald trump doesnt. They are nothing without donald trump. So, what they will be a minority in the select committee. We are nonetheless going to try, whoever the speaker points to this, to conduct this in an objective way. To obtain the truth, to have a thorough and objective report. But republicans will do on their side . I dont know. I think we have to assume that it will be operating in good faith. We can try. Thats all we can do. We cant walk away from a responsibility. The last big committee, the very famously one that Hillary Clinton testifying in 11 hours conjured to a push on her poll numbers. What are the lessons from that subcommittee . I was on that select committee. I was actually on two investigations oven by benghazi. The first was done by the house intelligence committee. And was bipartisan. And it debunked all these Conspiracy Theories about Hillary Clinton, and about security, and allegations that shed interfered with its somehow. We debunked that on a bipartisan basis as six or seven bipartisan committees. But that was not the answer that Kevin Mccarthy wanted. So he pushed for a select committee that would be a political instrument. That is not the situation here. Here, we tried for that Bipartisan Commission. Theyve rejected it so far. We still want this done right, but it has to get done. And will have to get done as a select committee, unless they come to their senses and embrace a truly Bipartisan Commission.
