They are freely propagating their disinformation on the united states. That is good reminder, i think, to americans of who these actors actually are working for. Theyre working for Vladimir Putin. They are not independent news agencies. They are working for the kremlin. The problem, of course, frank, is the ubiquitousness of this, how it gets spread so quickly, and we heard ryan talking about a rapid response team, but how big is The Hill that the administration has to climb, organizations that are concerned about safe elections in tamping down what is clearly an epidemic of Mis And Disinformation . Yeah, youre almost always playing catch up. Youre just one step behind the Intelligence Services that are out in front of you. So this was an impressive move today. I got to tell you, as someone who led counter intelligence investigations, this is impressive stuff. If you read between the lines, you can see theyve got access to internal documents, whether from the kremlin or rt, garland was reading from those documents that say this is what were going to do. Make sure you dont get caught, and we need to make sure that our candidate that we prefer is assisted here. The great investigative work. Its a preemptive strike. It sends a message that, look, were on to you. Were going to keep doing this, and also it sends the message to the two people indicted. Thats critical. Youve got Human Beings indicted. At this hour, we are following Breaking News after police rushed to the scene of a deadly high School Shooting in georgia. At least two people killed, four injured and a suspect in custody. Details are very slow to come in. We also have a report on taking the Campaign Trail less traveled. Kamala harris is away from washington, d. C. She is on the Campaign Trail, and we expect to be hearing from her at the end of this hour. Well see whether or not she addresses what has happened here. You may have been with us in the last hour where we heard from the Attorney General and the assistant Attorney General about the federal resources, including fbi and the atf that have been rushed to the scene. But what youre seeing right now is unfolding in barrel county, georgia. Thats an Hour East of atlanta. The video from the scene, showing directly from the Football Field, Law Enforcement swarmed the scene. We know some parents have been reunited with their children. Lockdowns that had been in place, Soft Lock Downs at other schools in the district have been lifted. Were also hearing from kids inside that school, including a 10th Grader who may have lost a classmate just upset and disappointed in The School, honestly, because if something like this can happen here when you think its a normal day, it could happen anywhere. I heard that a kid my age that i was close to, he passed away today. And just a few minutes ago, Attorney General Merrick Garland weighing in. Heres part of what he had to say. We are still gathering information, but the Fbi And Atf are on the scene working with state, local, and federal partners. Im devastated for the families who have been affected by this terrible tragedy. The Justice Department starts ready to provide any resources or support that the Community Needs in the days ahead. We should note we are expecting more details about the shooting in georgia for a Press Conference set for 4 15 p. M. Priya sridhar arrived on the scene in the last hour. Also with us, retired atf special agent in charge, and Msnbc Terrorism contributor, Jim Cavanaugh, msnbc national security analyst, frank figliuzzi, and senior Law Enforcement analyst, cedric alexander. Priya, whats the scene like where you are this hour . Reporter theres still a massive Law Enforcement presence here. Representatives from local, state, and national authorities. The fbi, the Georgia Bureau of investigation are all on scene here. Theres a lot of emotion as you heard from the people weve already spoken to. Families trying to reunite with their students who went to this High School. Theres an 1,800 Student Body here. Many were directed to the Football Field where they were being questioned by authorities. We heard from parents that they had joined together in a prayer circle. Most of The Streets have been blocked off by Law Enforcement, so there were miles and miles of vehicles of Family Members trying to get as close as they can to this High School. And people were just parking their cars wherever they could and walking for miles in this heat, desperately trying to find their kids. This High School is directly across The Street from a preschool. Were seeing very small kids being picked up by their parents with their backpacks. They seemingly have no idea what took place today. And directly next to the High School is a Middle School. A lot of students standing outside the Middle School, waiting to be reunited with their parents. We heard from the sheriff about where the investigation stands so far. Lets take a listen to what he had to say. Obviously what you see behind us is an evil thing today. At about 9 30 this morning, we received the first call that there was an active shooter on this campus. Were not releasing information as far as injuries, but we have multiple injuries. This is a very fluid investigation, its very early. Reporter and of course we pressed him for any information he may have about the shooter, his identity, a possible motive. He wasnt able to give us anything right now, and i can tell you within the last 20 minutes, there was actually a helicopter that was medically evacuating it appears someone from this school. Still another ambulance that just left from here. Im interrupting Priya Sridhar because Tom Winter joins us now. I understand you have new information from authorities. Reporter thats right, chris, and unfortunately its not a happy update. Four are dead now. Confirming four are dead as a result of this shooting. We dont know whether its student, teachers, staff, an additional nine taken to hospitals with various injuries. The suspect is in custody and is alive. All of this according to the Georgia Bureau of investigation. In a statement they have provided, so again, as a result of this School Shooting in georgia, four are dead. An additional nine taken to hospitals with injuries. We are told that number may go up. As a result of students running and staff running from what happened, but officially the Georgia Bureau of investigation has this as Nine Injured, the suspect is in custody as we have been reporting now for hours, but is alive. And thats an update from them as well. They said that there was a report out there that the suspect had been quote, flew neutralized which means the person is deceased but they say that report is inaccurate. Thats the latest we have. Unfortunately, not a good update. Any details of students, do we know anything . Great question. We dont know yet. Authorities are trying to determine the individuals past, and any sort of nexus and or connection to The School. We were told the suspect is believed to be in their teens, we dont have the specific Identity Or Name yet. Thats something theyre trying to determine. Remember, if were talking about a teenage suspect, its possible they dont have a drivers license. Its possible they dont have any sort of Criminal Record where there would be a generation of finger prints. Those are pieces of information we would have to get to the bottom of it. Its also possible given their age they may not have been legally allowed to purchase this weapon. So the weapon would trace back to another individual, and then with that, be able to tell authorities generally who this person could be. Theres permutations of that. Those are the types of things that investigators are doing, likely as we speak. That might get us to that point. As we know from the recent attempted assassination of former president trump, it was a Family Member who initially collude Law Enforcement into the fact that a gun was missing and their son was missing. Were talking about Thomas Matthew crooks. There are all sorts of different ways authorities could come upon the name. That might be a Reason Werchlt received that information yet, and we want to be particularly cautious. Were talking about a suspect in an active crime who is alive, and whether or not theyre talking with Law Enforcement is something we dont know yet either. All sorts of different questions out there. But the update from the Georgia Bureau of investigation, for folks outside of georgia to understand, theyre the statewide nvktive body. Each state is a little bit different in this regard, but they have criminal investigative authority, and they were close with the various Sheriffs Office agencies, as well as with local police to be able to put together some of these larger crimes, more high profile crimes. And they do some deep and extensive background investigation. So thats what gbi is putting out, and thats the latest information on the record and officially from them, chris. Tom, thank you for that, and i know youll get back to us if we learn anything else. Jim, i can say, and tom raised a number of good points there, we dont know whether or not he was able to legally obtain a firearm. Well, at least according to georgia law, if he is a teenager, the answer to that is no. According to the giffords law center, everytown research, you have to be 21 in the state of georgia. They dont have Background Checks, Purchase Permit laws, but you do have to be 21 years old to legally buy a gun in the state of georgia. Also, again, dont know if hes old enough to have a drivers license, whether or not theres any Criminal Record, but if he is a teenager, chances are there is a Social Media or online footprint. No, exactly, in most of the School Shootings, The Guns come from the home. The way the law works on age, juveniles, federal law is similar to georgia. You have to be 21 to buy a handgun, and 18 to buy a long gun. Theres no law, no federal law against the possession of firearms by a teenager, its the purchase from a licensed Firearms Dealer thats prohibited. A parent can go in and buy the 16yearold a rifle if they want, and give the rifle as gift. We have seen that in past shootings. Thats not unusual. Not unusual. It can be a gift, buy for Target Shooting and sporting and hunting. They can give them a handgun. Theres no federal law about possessing a handgun by a juvenile. They cannot purchase it from a dealer, which is an important restriction. What the law is saying, look, the parents will be responsible and know if the child can handle The Gun. Not always the case. Look at newtown, connecticut, the parent gave the killer The Gun. Its not always the case, but thats the law. So most school soot, The Guns come from home, they take it ouch the closet. Its given to them as a gift. Steal it from their Grandfathers Locker or whatever, and go on a rampage. We dont know if the shooter is a student. Often it is a student. Identification is roebl not a problem if its a not a problem if its a student because the students know who the student is. The issue is not identifying the shooter. They know who the shooter is. The shooter is being interviewed by the police. We dont know if the shooter is talking, but likely the shooter is. Also the Murder Case we have discussed with frank and clint, its a murder prosecution, but its not a mysterious case. And every person whos been a witness will not be testifying at the murder trial. Theyre not going to bring in 30 or 40 teenagers to testify and say hes the guy that came in with The Gun. They will only need a few of those. They have a strong case. They can pick strong witnesses who can deal with the trauma of it, who can testify, and who will clearly point it out. Theres probably video in The School of the kid carrying the rifle, testimony from police who confront with the rifle, shoot him or tell him to drop. It plenty of mountains of proof. Its not a mystery case. Everything has to be done correctly before its presented to a jury or theres a guilty plea. So we are starting to hear from some students who were inside about what they saw, what they heard. In this case, our local affiliate has spoken to a 16yearold. She just celebrated her 16th birthday, and said she was in the classroom right next to where the shooting happened. Heres what she told our affiliate. We were doing a packet for math or something. And then a student, she just went right back in the classroom, and thats when we started hearing the shooting, and at first, we didnt really react. After that, everybody just like, they reacted fast, and went over to the corner and started hiding. Reporter thats in response to the training you all had . I had kind of forgotten. I was nervous, and i didnt react fast enough, i think. Reporter and so what was it like . It was scary. I could feel everybody like everybody was, likes, on top of me. I was scared. And panicking. Reporter it was like a big cloud . Kind of explain what happened in the room . Everybody was just like we had they were picking up the desk and putting them over. Everybody was calling 911 and their moms and we could still hear screaming and shooting outside, which was scary. Reporter do you know how close you were to The Gunman . He was next door. Reporter you were in the classroom next door to where the shots were . You cant even begin to imagine what a harrowing situation that would be for anyone, particularly a 16yearold, as someone who had just celebrated their birthday, and they know whats going on. They have been trained. Theyre barricading the Dr Door with their desks. Let me ask you, cedric alexander, the horrible reality that so many of our students, Little Kids, Peter Alexander was talking about one of his little girls, they were taught to hibernate, to be quiet, to get down. Do we know that these trainings potentially save lives . Well, we can only hope they do, and they do as best they can. Each one of these scenarios, where you have this type of shooting is very different. Uvalde is different from the last School Shooting that we had, but i think the most important thing, i keep in mind, chris, is that since columbine, over 25 years now, we have seen these School Shootings across the country. Virtually every school in this country. And many of these young people, the 16yearold, they have been going through this training probably since Elementary School. So when you start talking about trauma, just the idea when these kids hear about a shooting across the other side o. Country over the last 25 years, it has impact. This 16yearold Teenager and hundreds of other kids at that school, they werent even born when the first School Shooting occurred, but they had been living with this for a number of years, and it struck them at their school today. So, yes, it has a huge impact upon them. Going through the process, when the shooting starts, you heard her, and she stated, the doors were closed. We tried to stack up our furniture, our chairs, whatever, to protect ourselves. They did everything that they were trained to do, but unfortunately these types of incidents, theres usually going to be victims. And in this case, what we know right now, we have four who have died, and many others possibly who have been injured, but i think in the next Press Conference, hopefully we will hear more but in the training, to your question, in the training, these young people, the staff, they do exactly what theyre supposed to do, and they do it the best that they can until Law Enforcement arrives. Frank, for all of the pressure that is on Law Enforcement to get to the bottom of what happened, the last thing you want to do is put out bad information. We have seen it happen in cases in the past. There is a lot of pressure from the local community. Theres pressure from the press. Right . Law enforcement in this case, when they did just come out to say we dont know very much, heres the most basic facts, well have another Press Conference at 4 00 as cedric brought up, when they ask for patients, what are they doing and what do you think theyll be able to tell us in an hour and a half when they have their first Press Conference where i assume theyll feel confident to give us some more information . Yeah, you know, rule one in training for press releases, and conferences for Law Enforcement executives is dont have a Press Conference if you dont have anything to say. You always will say something. What im hoping to hear is about some ongoing things. Its okay to say were conducting searches right now at locations around town. Its okay to say were conducting victim interviews, witness interviews, that will be dozens of people. Were pulling Security Camera Footage from The School. Youre not giving anything away if you say that. We may have an identification of the shooter at the next Press Conference. We may be dealing with a juvenile issue, and that could complicate things about identifying a jooufbl. A juvenile. I hear the frustration of everyone, we want to know now. Search warrants have been drafted for known locations. Interviews already ongoing. Security Camera Footage being pulled. Interview teams being assembled to talk to the witnesses in and around the classroom. Another thing that popped out at me, its The Gun. So weve got Jim Cavanaugh with his atf background. People in america seem to have this myth that theres a Master Database at atf headquarters. It will tell you who bought it and when. It is not necessarily the case. Theres work going on at aftf headquarters. Was it given to someone in a resale . All of that going on now. Was it potentially bought at a gun show, and it wasnt properly registered, all of those kinds of things . Indeed, and what are Georgia Laws about Background Checks and all of that, and gifting a gun, and thirdparty sales, and straw buyers. Here we go again with that discussion of course, and youll see the Georgia Legislature try to propose some bills that might plug some holes here. The other thing that strikes me is, look, weve got a new report, four dead, Nine Injured. Lets assume just for the sake of argument that those Nine Injured were also shot, and we dont know that. They could have been injured in a trampling or crushing or fragments of bullets. Lets assume weve got 13 people shot, thats a lot of shooting. That raises the possibility that maybe a long gun with an increased magazine was used rather than a handgun. We dont know, but here we go with that discussion again about maybe an assault style rifle, and why does this young person have access to it. And i want to go back to what Georgia Gun laws are, and ill do that in just a moment. To the point that jim made, which is that theres a chance, and you reiterated this, frank, that we probably will know something about the shooter when this 4 00 News Conference happens. They may well know. There are students, at least one who we believe knew or believed she knew the shooter. Lets listen to what she had to say. I was crying. I didnt want to die that way. I dont really want to meet the lord that way. Some kids were telling others to stop crying because it was probably scaring them. It was really scary because he was just like a kid that, he was just a quiet kid that sat in the back of the classroom, and No One really knew who he was. Obviously, jim, that is someone who sounds like she knows exactly who it is. And will start to get kind of a profile, right, talk about how they will profile this kid, and what might have led him to the motive to kill . Fbis behavioral Analysis Unit is available to help the police in these cases. The aft had two agents in that unit since 1984 that worked closely with them, and they can come in and help and do a good job to try and look at the psychological autopsy, we call it, of the crime. In other words, they go back, and, you know, look what his State Of Mind was going back. Thats you get into the leakage where he probably told Somebody Something or posted something somewhere or made some comment about something that would indicate his proclivities and motivations here. You know, what is the motive . We talked so much out of all the crimes we covered, chris, we have been on so many times with you, and all of these violent crimes. We talk about the motive. The motive here is not greed. It can be often revenge. Hate. It can be hate, and it can be power. Under the rubric of power sometimes is infamy. So a person wants to be infamous. This is what i think the motive was for the shooter in butler county, pennsylvania. He searched infamy because he searched trumps Web Sites and Bidens Web sites, the Attorney General, he wanted to shoot somebody famous so he could be infamous. A lot of School Shooters and mass shooters are trying to gain infamy as well. That comes under the giant rubric, motive of power. Sometimes it can be hate, bias, racial or religious bias, and sometimes its straight revenge. You know, everybodys done me wrong here, and im going to come back and get them. So theyll figure all of that out. But he may give the direct answers when hes interviewed by the detectives exactly why he did it. And it will be some simple thing, hes a teenager, everybody picked on me. I didnt like the way they treated me. I didnt want to get this. Or i wanted to do that. Hell probably just spit it out, and he might have written it down somewhere on the web or his phone or in a journal. It probably wont be a secret. Hell tell what the motive is. Yeah, and we often do find out this was a kid, and this is only one persons observation, the kid who sat if the back of the classroom and was quiet. That is not an unfamiliar description, frank figliuzzi, for anyone who has followed or covered or been involved in the investigation of a School Shooting. Are we getting any better at identifying kids or anyone who might do something like this . So i think the knowledge is clearly there, and, yes, were better at identifying Warning Signs and indicators, and the profile of a school shooter. Heres the question that should flow from that, which is are we any better at disseminating what we know to people who could intervene . And that means teachers, guidance counselors, and School Resource officers. Thats the question for me. Knowledge is great, but its useless unless you can disseminate it, and turn it into action, and thats why we need to get the word out. Im an advocate, particularly at the High School setting, for actually, and i know this is sad, your best Warning Signs and indicators, best eyes and ears are the fellow students. They know whats going on in the social Media Chat rooms. They know someone is in trouble. If you can teach them to watch for the Warning Signs that one of their peers is on the pathway to Violence And Report it, i think we could actually intervene in a lot of these. Could that be something that would be adjacent to, part of active Shooter Training drills . Yeah, i think were spending way too much time hiding under desks and locking doors. I dont mean to belittle that, it can save lives, but not enough times teaching the Warning Signs and indicators so you dont have to hide under the desk. So we were talking about Georgia Gun laws, and let me tell you what we know. This is courtesy of the giffords law center, everytown research, georgia doesnt have Background Checks. It doesnt have Purchase Permit laws. Teachers are allowed to carry guns in k through 12. We dont know if that was the situation here. They do not have Red Flag Laws. It does not ban georgia high capacity weapons. It doesnt require any secured gun storage. So a parent could have a gun sitting around. Thats not against the law. A child could take it. Teenager in this case, maybe. If thats what this turns out to be. They allow open carry. Theres no requirement for a concealed carry permit. They dont have any Ghost Gun regulations. They allow Assault Weapons. They allow people with assault or violent Misdemeanor Convictions to carry. It does require a license to have or carry guns, long guns, other weapons, and again, as we said, Gun Owners have to be at least 21. Theres nothing that doesnt allow a parent, a friend, to Gift Someone young a gun. Lets go back, if we can, to one of the students, a 10th Grader at apalachee High School who was there and was describing the period of hearing The Gun actually fired. Lets listen. It was just like a loud boom as if a locker had slammed. So my teacher thought it was just like some kid acting foolish, so then she took a peek outside, and then we heard repeatedly the banging again, and thats when we could identify its a gun, and then the hard lockdown was placed and then we ran to the back of the classroom, turned off the lights. I was shaking. I was scared. And i didnt have my phone on me. And i couldnt communicate with my mom for a half hour. And i didnt know what was going to happen because you could hear The Gunfire right town the hall. Cedric alexander, im brought back most recently to the Democratic National Convention where they had a number of people who were the victims of Gun Violence, david hogg, who we know has become a huge Gun Control Advocate after his High School was the scene of a deadly Shooting Sat and talked to me, and the folks who have been through this Fight Year after year. I still hear from people from columbine. I still hear from people from aurora, colorado, after that. Who are fighting the fight. Who dont want their children, their Loved Ones to have died in vain are we failing these kids who now in suburban atlanta, georgia, will live the rest of their lives with the sound of gunfire, the threat of deaths in their memory . Were not doing enough, chris. We keep having these School Shootings month after month, year after year, and we find ourselves in this place where we are right now, saying the very same things we said before. A lot more needs to be done. It certainly needs to go just beyond training. We have a larger systemic problem in this country, in and around guns, and availability, and being able to access a weapon is just as easy as you get up from your desk, want to get a cup of coffee. Its just that easy. The number of guns that are out here out number the number of people that live in this country, and the number of Assault Weapons that we know have played a real horrible have been involved in multiple shootings where multiple people are killed at a time. A country that has to come to terms with the fact that we have lot of guns in this country and a lot of availability to those weapons. When i was looking at the young man and his mother that were just being interviewed there, chris, you can see the horror in their ways and on their faces. Not only is that young kid traumatized, so is his mother and his family. Its that community. And we see this over and over and over and over. Theres going to have to be some real hard legislation. Thats going to have to come from the federal level and the State Level as well. And in no kind of way, for people whose hair gets blown back, trying to take guns from them, that is not about that. This is about being able to secure weapons, making them safe. Keeping them locked up. Many of these School Shootings, have been a result of someone who went in, took their Parents Gun that was unsecured or whatever the case may be, but the availability and these states where we have very lax Gun Laws, it does not make it any easier. And i hate to say this, and ive said it before, this is not going to be the last School Shooting that we see, if we continue on this trajectory of not doing enough. And a lot more needs to be done in this country. I dont have the answer, but i think we need to get out of the politics of this or what peoples thoughts are on the left and the right, and thinking about the people in which they serve, and how do we keep people safe across this country because it happens in every state, and it happens across this country, and it leaves people pained. It leaves people traumatized and the trauma that has been reported here today is going to have an adverse effect on thousands of millions of people and young students for the rest of The School year. So i think this is a real serious Issue And Weve got to do more, and doing more is that we have to be able to communicate, what are some new thoughtful ideas and decision making we need to do around Gun Laws, and Accessibility And Availability in this country. President Joe Biden who has a long record of looking to get common Sense Gun Legislation passed has put out a statement. Jacksonville and i are mourning the deaths of those cut short. What should have been a joyous Backtoschool Season has turned into another horrific reminder of how Gun Violence continues to tear our communities apart. Students across the country are learning how to duck and cover, instead of how to read and write. We cannot continue to accept this as normal. We are closely coordinating with officials at the federal, state, and local level. We are grateful for the first responders who brought the suspect into custody and prevents further loss of life, and then he turns to the politics of this. If she was elected and the democrats were able to get the senate and the house so they could pass Gun Legislation, that being said, this is going to be a hard issue. This is not something thats easy to pass and the negotiations have fallen apart time and again. He has gone so far as to attack john cornyn, republican senator from texas, the republican side of the negotiations on the Gun Safety Bill as a rhino, republican in name only for being willing to engage with democrats on trying to do something to curb Gun Violence, especially in schools. That effort, of course, grew out of the shooting in uvalde, the most horrible thing i have ever covered. This is not an issue that trump has put any particular policy or rhetorical effort at all. It would be the first time i have heard him speak about this issue in this campaign. Tim, i am reminded that one of the first people i saw on the ground after the sandy Hook Shooting was a priest who had worked with many of these Little Kids for their first communion, and so here we are again, this time with teenagers who were in a school, and i want to play for you some sound that we just got from a 16yearold girl who was inside that school today. All i could think was over at the Middle School if my siblings were okay. Thats what i was most worried about. I thought i was going to die. I was holding some random kids hand. My face was in somebodys butt. I was just trying to get away. You never know. I didnt get to see anything. I was head down. Like outside. I just saw the aftermath. Head down, which sounds like something that they would be told when they were, you know, training for the possibility of a School Shooting, tim. We know what the polls show. We know that most americans, including Gun Owners, believe in what is broadly called common Sense Gun Legislation. We ought to know whos getting a gun. We ought to know whether they have had Mental Health issues. We ought to know if they have had a criminal background. I could go On And on. Weapons of war that people have in their homes. Why has nothing changed . Whats the politics of this that allows nothing to happen. Yeah, thats such heartbreaking video, and my heart goes out to kids and their families. We dont need to mince words, theyre the ones that dont want any additional Gun Reforms, in a few case, there have been Gun Reforms such as after parkland, a lot of people forget, rick scott, who was the senator, put in place some aggressive Red Flag Laws and things of this nature, and now, you know, the republicans that run florida are trying to unwind that. Thats whats happening here, and i think that just a speaking as a political matter, its incumbent upon the democrats to continue to be more aggressive in trying to put republicans on the defense on this issue because as you mentioned, Kamala Harris mentioned this in her kick off speech, Gun Reforms, Red Flag Laws, Assault Weapons bans, i think its totally appropriate for her to do so, its good policy and good politics. I think that you can be even more aggressive and make emotional appeals that get to peoples hearts about why this has to change. I think about the shooter that nearly assassinated donald trump, and based on the video earlier, it seems like students knew them. They very well might be under 21. The idea that an under 21yearold can carry a Weapon Outside in the public and cannot carry a white claw is absurd, that they can go in and buy bullets is absurd, its an 85 issue against
