Today, there are wars in Ukraine And Sudan and gaza. Another one threatened in lebanon and one looming in the south china sea. American troops are once again deployed on the fringes just in case and now the leaders or the major representatives of all of those countries are gathered right here in new york city. What are they saying privately to each other . And how much does it differ from what theyre saying publicly . The Qatari Amir was pretty blunt saying in israel doesnt want to negotiate for peace. The new iranian president was slightly more measured than usual, saying the country does not seek a wider war in The Middle East but no peace is possible while civilians in gaza are in his words, ruthlessly killed. And President Biden speaking to the assembly for the last time as a leader of the free world, tried to be hopeful. I know many look at the World Today and see difficulties. And react with despair. But i do not. I wont. As leaders, we dont have the luxury. I recognize the challenges from ukraine to gaza to sudan and beyond. War, hunger, terrorism, brutality. Record displacement of people. The climate crisis. Democracy at risk. Strangling our societies. The promise of Artificial Intelligence and its significant risk. The list goes on. But maybe because all ive seen and all we have done together over the decades, i have hope. Again, this is what theyre saying publicly. What are they getting at privately . How much room is there really for real diplomacy here this week and how much desire is there . In a moment that is constantly defined with words like increasingly tense and Games Manship and bring, where is the space for compromise and is that space any more close at hand when the u. S. Is on the brink itself with the american election by the way 42 days away and all of the consequences that decision will have on what happens around the world next. Joining us now, Nbc News White House correspondent, mike memoli. It is an insane moment were living in. I referenced Andrea Mitchell on this. Can i say 2001 . Is that the last time it was so crazy and she agreed. The difference here is that we have, theres all this unrest all around the world. All this uncertainty and now theres all this uncertainty here at home because the two options on the table for the american public will have really different consequences for what happens in each of these wars. In ukraine. The war in gaza. What happens with iran. What happens in the south china sea. How did President Biden try to get at that today when he was speaking to the assembly . He didnt call it insane moment, he called it an inflection point. Hes got better speech writers. One consequence of him no longer being on the ballot is that its opened up a lot more avenues for him to conduct Foreign Policy work. Right . His schedule, instead of going to pennsylvania and new hampshire, hes Making Plans to go to Europe And Africa in the next few weeks. The speech was interesting because it gave you a real window into his thinking at this moment. Hes someone whos spent half a century thinking about how to frame this choice both for an international audience about his legacy, but also for a domestic audience about what this means. I thought that was one of the more interesting moments we heard from the President Today speaking to that audience abroad. Listen to how he put this question about holding on to power. As much i love the job, i love my country more. I decided after 50 years of public service, its time for a new generation of leadership to take my nation forward. My fellow leaders, let us never forget some things are more important than staying in power. Its your people. Its your people. That matter the most. Now, he was also trying to in coded language, talk to the domestic political language. He said we have to show that the forces that bring us together are stronger than the forces that try to bring us apart. Ukraine, he thinks of as a success story, he mentioned Vice President harris. Its the first time in the four addresses hes given to the u. N. General assembly that hes mentioned his Vice President. Mike, stick around. I want to bring in a couple more voices. If Donald Trump is to win, hes promised to end the war in ukraine in one day and the consensus because hes not said that affirmatively, is that he would hand over ukraine to russia or try. He hasnt said he wants ukraine to win. Then on israel, you know, we have the biden administration, harris talking about a Twostate Solution thats the only way forward. I dont know that we can see definitively that trump wants a Twostate Solution. A Trump Win would be massively consequential. Yeah, i think thats right and i think thats why although the president s speech was measured and Value Dick Tory in tone, it was political in sub text. Because the objectives laid out by biden with regard to continuing to support ukraine or supporting a sustainable peace in The Middle East will only be achieved if harris is elected president. Donald trump has said twice in the past 24 hours that he thinks the united states should be out of ukraine. Of course, he says that despite the fact were not actually in ukraine. But that we should stop supporting ukraine and that he pointed out that russia wins wars. And theyre going to win this war. And of course, thats not only defeatist, its historically wrong. And i think its very clear that Trump And Netanyahu have this kind of mutual admiration. Both of them want to stay out of jail and are willing to give each other Blank Check in order to do that. So i think Bidens Message was if you want peace and if you want stability, ultimately the american people are going to have to choose harris. Susan, what is your take on the decision at hand and the consequences . Yeah, i mean, look. Obviously, the space for diplomacy is vanishingly thin at this point before the u. S. Election. I think its important to have a Reality Check there. The biden administration has worked relentlessly over the nearly one year since October 7th in hopes of achieving a Cease Fire. In hopes of achieving another round of a Hostage Deal. I think both of those are increasingly unlikely at any point before the u. S. Election or possibly even in the remainder of bidens term. The u. S. Election as david pointed out is a foreign Policy Election whether we talk about it or not because the consequences regardless of what the candidates actually say on the Campaign Trail, the consequences will be felt in quite a radically different way in terms of the u. S. Position in the world. Theres no bigger difference it seems to me than the difference between Donald Trump and Kamala Harris on ukraine. The Trump Position seems to be that hes going to wave a Magic Wand and end the war in 24 hours. This is quite simply absurd. And as with a lot of american discussion of the war in ukraine, it doesnt Factor Ukraine into the mix. Never mind ukraines immediate neighbors such as poland who would never accept just laying down ones arms in order to satisfy the terms of a Donald Trump negotiated, you know, sellout to russia. So i just think were sort of having either a non conversation or a Fantasy Conversation about ukraine and whats possible, but it really underscores the extent to which its not possible to do very much in Foreign Policy before this election resolves where americas going to stand in the world. On that subject, mike, theres so little time left before the election. President biden really wants there to be a peace deal, a Cease Fire deal between hamas and gaza. The Qatari Amir said he doesnt have a Negotiating Partner and israel have heard that from a lot of major foreign and u. S. Officials that they dont feel netanyahu is there at all. The word is that widen has said to his staff, work fing harder. I read that in a report. Hes always been a tough boss. Of course. So when theyre working fing harder, what do they do . What do they think is still possible in this remaining time . I can imagine tony Blinken Thinking were working pretty damn hard already and you can look at the travel schedule. Theyve been relentless. Part of the sense frankly in the White House is that our election may need to be seen through before the israelis but also theyve been putting a lot of Public Pressure now on sinwar. Hamas has to agree to this as well. The Language And Jake sullivan is fond these days of quoting saying youre going to have 1,000 days of failure before your one day of success. I think they think there might be some openings after the election. It might depend on what the result is, of course. What about harris . Do you have an idea of what her Foreign Policy would be . I think we do. Shes been practicing Foreign Policy for the past three and a half years. Shes given speeches on it in munich three times. Talked a lot about what the End Game for the war in gaza would be. In fact, i think her remarks on that have been pretty formative. But you know, with regard to the issues were talking about here and what mike and susan have said, she is certainly behind staying in ukraine. Shes met with zelenskyy six times. She is absolutely committed to maintaining the course there which is critical. And shes said repeatedly that she supports israeli right to defend itself. That she seeks the release of the hostages and that she seeks not only a Cease Fire, but the framework for lasting peace that works both for the people of israel and for the palestinian people. And i think Shell Work at that. One thing that i would throw into the mix here though is the period between the election and the inauguration of a new president is a period where the sitting president , where President Biden can undertake certain steps that might be a little politically risky. He could, for example, provide support for ukraine to use weapons deeper into russia. He could put more pressure on to netanyahu. And i think those are the kinds of things hes likely to try to do to burnish his reputation between now and then. But also to move the ball down the field in a way only he can during the Remainder Period of his presidency. Susan, the subject of israel and President Bidens support of israel has been a problem for democrats on the Campaign Trail because its meant that large populations in key places like michigan have become very skeptical of Biden And Harris is finding theyre pretty skeptical of her, too. How does she try to address the issue of Israel And Gaza to get back that support while maintaining the support of jewish americans . And those who support israel here in america . Yeah, i think thats why prime Minister Netanyahu has the democrats in a pretty tight spot as david said. You know, he seems to be once again kind of fusing his interests with the interests of Donald Trump. I think if there were something he could do to get Donald Trump elected, it seems that he would do so in this. And the problem of course is that you know, the situation on the ground in israel such that it seems very unlikely at this point that theres going to be a major Cease Fire deal or election, that puts Vice President harris in a difficult position. I think shes navigated it pretty well and from a political sense, you know, there was an initial sense that even though she didnt break with President Bidens policy in any overt way, that her emphasis perhaps was somewhat different. She has made a focus of talking about her concern for civilian populations, palestinians impacted by the conflict, but they dont have a good answer. Thats just the bottom line. They do not have a good answer where theyre going to say were going to do X Or Y because their efforts to produce different outcomes on the ground not only have not produced the Hostage Deal and Cease Fire, but at this point, netanyahus been ignoring President Bidens pleas in a very public way for quite a long time. So at this point, short of cutting off the weapons, im not sure what else harris and biden can do before the election. Thank you very much. Troops are headed to The Middle East as israel and he has trade missiles. Today, the Lebanon Health Ministry says at least 58 more were killed by idf attacks. The idf says it is only targeting Hezbollah Weaponry and has sold civilians to get out of there. In its defense, israel points to secondary explosions which prove right here that the idf was hitting hidden missile launchers. You can see one being launched there after the missile hits that site. There is now talk that the idf might also be preparing for a Ground Offensive. Matt bradley, who was in Bay Beirut and anchor of Andrea Mitchell reports, the one on only. What is the latest on the ground there . Reporter for the second time in as many days, a neighborhood here in beirut was struck and killed a senior hezbollah official. These are the only kind of is isolated strikes but also strikes in the valley and in the east. Obviously, as you mentioned, a large number of strikes over the past two days in the southern part of lebanon where hezbollah enjoys a lot more support. Where the Shia Population is based. This has sparked an extraordinary exodus of people. All Fleeing North from Southern Lebanon to here in beirut and points further north. This has been deeply destabilizing and its killed more than 550 people and injured more than 1,000. This according to lebanese health authorities. Just to put that in perspective, that is about as many people that have been killed in lebanon by israeli Air Strikes and fighting ever since the October 7th attack last year set off this latest round of hostilities. Its about half the number of killed in the months long war back in 2006. And that war back in 2006, thats what everybody here thinks about when you ask them about what theyre afraid of. What their anxieties are. Its why were seeing a huge number of displaced people moving north. That war, israelis laid waste to Southern Lebanon and thats one of the things theyre so worried about and what theyre seeing in the gaza strip. Theres a lot of anxiety that israel could launch a ground invasion. As youre seeing the exodus from the south of lebanon toward the north, toward beirut, youve seen an exodus of israelis out of the north of israel. And they havent been able to go back to their homes now since October 7th. 60,000 people who have been displaced and israel says that they cant go back until hezbollah stops trying to attack those towns. And israels also accused hezbollah of trying to plan another October 7th Style Attack on the North Part of the country. So thats why theyre saying they need to hit hezbollah so hard. Hezbollah is asking iran to come help. They want iran to get directly involved. You spoke to the Vice President of iran today. What did he tell you . Well, that is one of the key questions. What is iran going to do. Is iran going to get directly involved . These are irans proxies, that i had they were dependent. That said, iran has not wanted a wider war. That is not in their interests. They are trying to lift sanctions and reach out to the americans, actually, quietly. But wasnt a political climate such as this in the united states. We dont have direct diplomatic relations so how do they do that . There have been back channel talks with iran to signal through intermediaries, you know, what are we doing about this. What are you going to do about this. So that is one of the reasons why i was so eager to talk to the new Vice President who was the chief negotiator for the nuclear deal but under the hard liners who replaced him because of their dismay that the trump White House canceled the nuclear deal. The sanctions then were reimposed by Donald Trump. Irans economy was crippled and they blamed the iranian negotiators for that. He was now back in power and this is his reentry with the new president and thats why it was so important to ask him about that. Theyre focused On Gaza and the palestinian crisis. Thats what he had to say. Lets watch. With so much conflict between Israel And Hezbollah and hamas, do you think that we were on the brink though of a wider war . Well, its in the interest of the international community to prevent that and were willing to work with the international community to end the atrocities in gaza in order to prevent a wider war. And i think the region cannot sustain another war and its best for the united states for all those who have influence over israel to compel it to stop this and once that stops, all the consequences will also stop. Of course he wont acknowledge that hamas started the war and no matter what we may think, what he certainly thinks about the Way Israel has handled the war and the disproportionate Balance Of Power there, the other person besides netanyahu is blocking a Cease Fire is Sinwar Hiding in the tunnel and hes the Hamas Leader that is still not saying yes. And leaders in the region believe hes willing to sacrifice all the people of gaza to win this. And certainly the hostages, which is the great tragedy. On the subject of iran, there is an argument out there that changing the posture toward iran from the west might change Irans Behavior with its proxies. There are many united states figures who have reached out to iran independently over the years until this crisis, and perhaps even during, believe that. That the sanctions against iran. At the same time, iran has with the excuse that the u. S. Dropped out of the deal so the nuclear deal still doesnt apply to them, they have reached right up to the level of creating enough nuclear fuel that could create a bomb. They say that the Supreme Leader and their Policy Isnt to create a weapon. That its for peaceful use. The counterargument is that youve got all these oil riches. Why do you need nuclear power. Theyve basically gone a week or two within breakout of having enough nuclear fuel to create one weapon. They dont have the Missile Power to deliver it, but having a Nuclear Weapon changes the whole power structure. On the subject of iran, its an issue of trust just like on the subject of trying to negotiate between israel and hamas. Its a subject and verification. And verification. Think about this as a Mini Trial on the papers alone. Meaning we might never see the witnesses take a seat in the courtroom, but Jack Smith is going to take Judge Chutkan on a tour of why they believe based on the context and circumstances they can get around the Supreme Courts immunity Ruling And Hold Donald Trump responsible on all four of the charges that are pending. So might this become public . I think it could become public but it wont become public automatically. Thats because under an existing order in the case, all sensitive materials have to be treated certain ways. Either the parties have to agree about those materials becoming public or what they do is they hand the entire filing to Judge Chutkan Under Seal and say this is the version we propose the public should see. But at the end of the day, the decision about what we see and when we see it, that belongs to her alone. Alone. Theres no way that trumps team could appeal her decision to the Supreme Court . I dont think so. I dont think that a decision about ceiling is immediately appealable. Its not what we call an interlocutory appeal. But will she allow them to have a say . She could. Thats not laid out in this existing order. Does trumps team have an argument about the time frame . It is so close. 42 days from an election. If this becomes public, it will be closer. Doj has long standing policy not to get involved in these matters. Even if this is doj, i think the doj informal policy sometimes gets stretched beyond what it actually intended. Doj has said it doesnt take active investigative steps. Either 60 to 90 days before an election. This is a case that is already pending. This is a brief in a public court. This is not like knocking on Somebodys Door and serving them with a search warrant. Its very different and outside that doj policy. Well have to see. Thank you very much.
