Jobs. There is very little out there about what she will unveil, specifically today. And so were going to have to wait and see what she says when she takes the stage, which is just a few minutes from now. Dont go anywhere. Heres what shes already announced, broadly speaking. Theres a Child Tax Credit, a corporate tax hike, an elimination of federal taxes on tips. Incentives for housing, incentives for building, money to start new businesses, and fines for Price Gouging along with an elimination of some medical debt. All of this, along with her performance at the debate have brought her closer, yes, closer to Donald Trumps polling on the economy. In fact, the financial times found that those who watched the debate said she would do better on the economy than trump. Thats one poll. Theres a new Fox News Poll that shows her within five points of the former president on the economy, a lot better than the 15point Deficit President biden had against trump back in march. So what does Vp Kamala Harris really need to say today . And who specifically does she really need to talk to . Joining us now, Nbc News white House CorrespondentMike Memoli. Why have we so little detail, mike, On What shes going to say . For the last economic speech, we got detail. Usually a policy briefing, background briefing, heres where this came from, here are the details. Were not seeing that. The Way they have gone about previewing the speech, its less about the specific details, but the values that inspire what she wants to talk about. This is about her not necessarily being wedded to any particular ideology, theyre trying to use what we saw in our nbc poll this weekend, becoming an advantage for her, she is the change candidate, taking a lead over Donald Trump on that score. Also the generic democrat beats Donald Trump, and if we dont get too specific, people are going to like you. I have heard from voters directly, undecided, genuinely undecided voters who say that they want to hear from her, a specific policy that they believe is going to help them. So im confused about why no specifics so far . Maybe she will give us more specifics in the address, and they do want to frame it, though, as her being pragmatic and focusing on manufacturing, a big issue in Western Pennsylvania. And we saw President Biden doing this before he dropped out of the race, when he gave a big speech in scranton to talk about the backgrounds of the two candidates. Everything ultimately comes down to a choice. Shes going to talk about her Middle Class upbringing, talking about putting before the voters, which side are you fighting for. Shell say Donald Trump is fighting for billionaires and she is inspired in her Policy Outlook by her upbringing, her mothers story. Shes supposed to talk at 3 15. Shes generally like past President S on time. So were going to keep our eyes on that. Dont go anywhere. Were going to bring in former Chief Spokesperson for Vice President harris, and cohost of msnbcs the weekend, Symone Sanderstownsend, national Affairs Correspondent for the nation, john nichols, former senior Policy Adviser at the white house, and senior director of economic policy brendon duke, and also with me is democratic strategist, and Chief Of Staff for senator fetterman, adam , what does she need to say for those on the fence to go out and vote for her . I think what you said on the top, its just right. She needs to communicate the values that she represents, that she is bringing to the policy debate. Shes talking about cutting taxes for 100 Million americans, continuing the start up Boom we have seen under the biden harris administration, and then this new manufacturing idea. I think the key thing, the contrast with trump is talking about manufacturing, and a Sales Tax on Working Families with the giant tariffs, whereas Vice President harris is pitching raising taxes on the wealthy and corporations to pay for investments, which is a hugely important contrast. Simone, what do you think . I think that and the Way i have talked to a bunch of my former colleagues and the folks that work for the Harris Walz campaign now, and they have echoed what Mike Memoli said. Were going to break this down in buckets that people care about and what is accessible to them. I talk to folks, shes going to reiterate about groceries, look, shes going to say and make the case about lowering rent for folks, lowering Prescription Drugs, lowering the cost of groceries. Shes going to speak in a Way that, you know, voters can understand so they know that she not only has a plan, but she understands their plight, and frankly, as i have been traveling around, talking to voters, we have a special coming out on sunday on msnbc at 9 00 p. M. , every single conversation we have had with black women voters, whether they be senior black women, millennial black women, gen z, the economy comes up. They talk about how the cost of living is high, they refer to it as how rent is expensive. One woman talked about how she just got her masters. Out of the 20 people in the class, five got a job. Its very expensive. This is something, frankly, that does speak to voters. I have heard that people want to hear policies. When folks say, i dont know Vice President harris, what they are really saying is i dont know what her values are. I dont know much about her specifically. I want to know what shes going to do for us, fight for us. And a speech like this, in a forum, could be just what the voters are looking for. How about in Western Pennsylvania, specifically. Outside of pittsburgh. Adam, you know the area well. You were Chief Of Staff for John Fetterman who spoke to the communities in a Way that other people coming out of the state had not done so. Do they want to hear a Life Story and a message of i know how to fight for you or do they want to hear specifics, not just a Child Tax Credit but like, you know, heres how im going to get your she said housing costs, but are there other things out there she hasnt addressed, not Child Tax Credits, not housing costs, Grocery Prices, that she can convince those in Western Pennsylvania to come out and vote for her . Yeah, you know, i think its a mix. I think theres specifics that people want to see. Housing costs are an issue in Western Pennsylvania, just like they are issued in many parts of the country, cost of food, cost of Child Care, you know, those are pretty universal problems, and big problems in Western Pennsylvania. The Harris Walz campaign has been doing a good job in spending a lot of time and paying attention to Western Pennsylvania. A big part of how democrats win in pennsylvania is not just to drive up turnout in Philadelphia And Pittsburgh but also to keep trumps margins down in rural areas like Erie County in Western Pennsylvania, so theyre doing a good job of that. To simones point, people are looking for values, voters are a little bit funny sometimes, you know, every poll shows voters saying they hate negative advertising, but when you do negative ads, they work quite well. I think theres a similar dynamic here, and voters say they want specifics but what they want is to get to know her and get to know her thinking. Her repeated emphasis that shes not going to be bound by specific ideology, but driven by practicality, and what works best to deliver for Middle Class families is an important part of showing voters who she is, and what kind of decisions she will make as president. John, when we talk about contrasting with Donald Trump, theres a couple of things that i think are worth noting when it comes to Donald Trumps economic policies, just some things he promised in the past, promises that were not kept. There was the carrier, Heating And Cooling plant, back in 2015, 2016. He went after them so hard saying you cant move your plant out of the united states. Carrier didnt move it out of the united states. It was in indianapolis, for a couple of years after Donald Trump took office, but then, i believe in 2018 cut 500 jobs and moved them to mexico. There was a 10 BillionHightech Campus being built by Fox Con in your Home State of wisconsin. Back then trump called the project by the taiwanese company, the eighth wonder of the world, but the plans for the factory never materialized. The jobs didnt materialize. You know, Thats Kind of an open wound in wisconsin. Theres some other things as well. Do voters remember that stuff . Are they holding Donald Trump accountable for that stuff . They will Kamala Harris talks about it. Memory and politics is pretty short. Things move fast and people get hit with so much that theyre often influenced by the narrative of the campaign theyre in, rather than long memories of the things from three, four, five years ago. For harris, its critical to talk about these things, to make the contrast, to say that Donald Trump promised you this and he let you down in lordstown, ohio. He let you down in racine, wisconsin, he let you down in indianapolis. This is something that Shawn Fain, head of the United Auto Workers has done a lot, and he makes it a critical part of his speeches and his message. I think theres another thing about this speech, however, i think this is the speech where you will hear Kamala Harris deliver a much more populist message. I think at the heart of this speech, and ive seen, you know, some little bits and pieces, same as everybody else, at the heart of the speech will be a contrast between Donald Trump as the highrise billionaire, and Kamala Harris as the daughter of the Cancer Researcher who had to struggle to buy a house, and also a reference to the difference between Donald Trump sitting in the suite, high up in the highrise and the people who wire the building, the people who do the Work Mopping the floors. I think youre going to hear much more of a message that identifies with specific workers, perhaps even with their unions. And that is a very smart and necessary thing for Kamala Harris. Its the wait to really connect with folks is to start to mention actual jobs, not just actual places, but actual jobs that people do. Yeah, are there Union Workers that are still convincible . Theres, you know, a lot of leadership, and quite a few that vote Kamala Harris already, vote for democrats, but there are quite a number of Union Workers that like Donald Trump. Can they be convinced by a speech Kamala Harris makes here in pittsburgh today, john . They cant be convinced by one speech. They can be convinced by many speeches delivered over a series of weeks. They can be convince Bid Advertising that backs that message up, and frankly, they can be convinced by the unions themselves. One of the most important things is internal education within a union, where the union, you know, puts out paperwork, where local, you know, President S and treasurers work the floor of a Manufacturing Plant. Come up to workers and say, hey, lets talk about this race. What are you concerned about . I can tell you a quick story of a current senator, Sherrod Brown in ohio. Sherrod brown often goes to the lunch rooms of Manufacturing Plants, sits at the table with the workers and lets the workers go around the table and tell them what they are upset about, often what theyre upset with democrats about, and then brown starts to talk to them. He listens and then talks. That connection is how you move voters, and yes, you can absolutely move Union Members who may be leaning toward trump toward a vote for Kamala Harris. Simone, you mentioned a moment ago that you spoke with a number of black women. I want to play a little bit of sound from the suburbs of pennsylvania, some of the conversations you were having with those voters about the economy. What do the young black women think . I dont want to speak for everyone, but i do think our generation, its hard to focus On Whats going to happen 40, 50 years from now, and all our generation sees Student Loans issues getting jobs, things like that, where obviously that ebbs and flows over time, no matter whos in the white house. But its just hard to, i feel like, get our generation to see the longterm effects of not being or using your political voice through voting or getting out there and just spreading whatever word you feel is best, that you believe in. Theres a growing sense of nihilism from our generation that essentially feels frustrated because we see the seasonal as broken. A lot of us are in a moment, like alexis said, getting crushed by Student Loans. Inflation is ridiculous at the moment. A lot of my classmates, i just got my masters. A lot of classmates are looking for jobs. Only four of us out of 20 got jobs. First off, i have never done a Voter Panel where i was served champagne, kudos to you on that. Do you see the black vote as being an issue for Kamala Harris . Not black women, but black men . Look, i think democrats would be remiss if they assumed black women, black vote, voters of Color Or Base voters Writ Large are going to vote for democrats in this election. That conversation happened in blue bell, pennsylvania, Montgomery County, a key suburb in the Swing State of pennsylvania. Democrats netted 40,000 more votes in Montgomery County from 2016 to 2020, and that made the difference in Joe Biden winning in 2020 against trump, and its going to make a difference for Kamala Harris, i believe, in the state as well. What we have heard from black voters Writ Large is the fact that they care about the issues, since the switches they have referred to the top of the ticket, they want to hear more from Kamala Harris about who she is, and what is she going to do. We spoke to a number of young voters, millennial voters who say they dont know if theyre going to vote. And Melissa Murray and i asked, does this mean youre considering voting for Donald Trump. If we do vote, it would be for Kamala Harris. We dont know right now if were going to cast a ballot for her. There were voters who said enthusiastically they are going to vote. One woman said she would vote for a Celery Stick over Donald Trump. These next weeks are going to be critical, a speech like this, yes, it is happening in Western Pennsylvania and the pittsburgh area, it is going to speak to a large swath of voters. Traditionally swing voters we think of. White moderate republican voters, but its going to speak to black voters, and base democratic voters who Kamala Harris and Tim Walz are going to need to come out to support them, and frankly, i think the Vice President gets that. The stuff i was getting from the campaign asked if they want to send out to the press, the Media Apparatus folks, they had highlights about their communities of color and black voters specifically. You can learn a lot about what they give you, and what they focus on. Brendan, let me ask you about another issue. This is the gap between progressives and more moderates, and maybe even moderate republicans that Kamala Harris is trying to convince. Is there a Way to bridge that gap . Is there a proposal economically that she can put forth that will make progressives feel good but will also make, you know, moderate independents feel good about voting for her . I dont think its a single proposal, what shes putting together takes from the progressive side and takes from the more moderate side. Shes talking about a deduction for startups, the Child Tax Credit, and talking about universal prek and paid leave. I think the Manufacturing Credit shes going to roll out, which we have read about in the press, that could do a big job there in that its about competing in the 21st century, which i think brings together moderates who care about businesses, succeeding, doing well in competition withmanufacturing, and that Tax Credit could do the job of bringing together the moderate and progressive sides of the party. What about this proposal of Donald Trump, if you were going to build something in mexico, and try to sell it here in the united states, hes going to levee a 200 tariff on the product . Well, look, Donald Trump doesnt understand tariffs, and laurie wallock, the great longterm expert on the issues and a brilliant activist for many many years has made that point again and again and again. Trump talks about tariffs, but its clear that he struggles with understanding how they work. I think he also, remember, coming out of a background as a developer, not as a manufacturer, has very little understanding of how manufacturing works, whether its good or bad, one of the realities of manufacturing in the united states is that many pieces and parts come from mexico. And so when you put a car together, again, whether you like this or not, this is one of the complexities of where manufacturing is at, that car may well have many many pieces for mexico. How do you do that . How do you put a 200 tariff on something thats in a system, in a Supply Chain. The fact of the matter is that we do need to do a lot to renew american manufacturing. And some of that does relate to tariffs. Some of that relates to trade policy. There is a great deal that needs to be done. But on issues like this, id be much more inclined to listen to someone like Shawn Fain of the uaw, than Donald Trump for the actual practicalities about how you make sure that that Supply Chain and that structure benefits you as workers. The last thing ill say on this is that one thing you want to hear people talking about at this point are the industries of the future, where are you building the plants for that . And one of the key things there is batteries, where are you going to build the batteries that go into electric cars and things of that nature . This is a 21st century economy, but too frequently, we still have debates in our political class about a 19th of 20th Century economy. Kamala harris, i think, is much better positioned to talk about that future, and the more she digs into it, i think the more shes actually going to connect with workers who i will emphasize, are often Way ahead of politicians when it comes to what actually creates jobs in the u. S. We talk about 20th Century jobs, like miners, et cetera, car manufacturers, obviously they still exist but when youre talking about 21st century jobs, you would be better suited talking about the chips and Science Act and whats coming down the road. Former president Donald Trump is back in North Carolina, scheduled to talk about manufacturing, which he did a little, focusing on tariffs, again, before launching into stuff like this. If i were the president , i would inform the threatening country, in this case, iran, that if you do anything to harm this person, we are going to blow your largest cities and the country itself to smithereens. Were going to blow it to smithereens. I closed the border. I built hundreds of miles of wall, and i got mexico to give us thousands of soldiers to guard our country so people didnt come in. You know, crime in venezuela is Way down. Crime all over the world is Way down except here. I was right in the debate when David Muir kept interrupting me over and over and over again. Joining us now, nbc News Correspondent Vaughn hillyard whos in mint hill, North Carolina. What was his actual pitch on manufacturing . Reporter the Manufacturing Pitch was a focus on the economy, the extent to which he focused in on parts of his remarks here just outside of charlotte and battleground, North Carolina. And the headline of what he did say when it came to manufacturing was the extent to which he would implement aggressive tariffs, Come 2025 as part of his white Houses Effort to increase domestic production. Lets be very clear, what he has threatened to do, it would have far reaching implications. Not only immediately on the actual producers, whether they be an agricultural or manufacturing in the united states, we saw this play out in 2018 and 2019, when he placed selective tariffs on some goods coming from places like france, other european countries, mexico, canada, but then he also is threatening to put a far reaching tariff at 200 on chinese goods. This is for Donald Trump a message to voters that he will do what it takes in order to ensure that u. S. Manufacturing stays here at home, and that foreign companies move production here to the u. S. Mainland. Now, lets be very clear here, katy, when were talking about what his threats are, we saw this play out in 2018 and 2019. We saw it when youre looking at agricultural goods, the price of soy beans, of southern, all plummet. We saw u. S. Exports go down because of the retaliatory tariffs that places like china put on u. S. Exports. We also know that Donald Trump just today in the last hour suggested that he would potentially cut off countries abilities to send any of their goods to the united states, depending on where the Trade War went, and of course if we just used china as an example, about 150 Billion of u. S. Produced goods, again, that is manufacturing, as well as agricultural goods, are consumed by china, and bought by china. Were talking about potential far reaching impacts to the u. S. Economy if Donald Trump were to go forward with the tariffs that hes telling the North Carolina voters that he would intend to implement Come 2025. Vaughn hillyard, Thank You very much. Ukraine has been fighting off russia for two years now. The president , Volodymyr Zelenskyy was at the u. N. Today, rejecting calls for a Cease Fire Deal with russia, and asking for more support from the west. Listen. When some proposed alternatives have halted settlement plans, so called sets of principles, it not only ignores the interests and suffering of ukrainians who are affected by the war the most, it not only ignores reality but also gives putin the political space to continue the War And Pressure the world to bring more nations under control. Joining us now, Nbc News chief international Correspondent Keir simmons. Im glad to see you in new york. A bit of news outside of what happened at the u. N. Today. Donald trump has announced that hes not going to be meeting with Volodymyr Zelenskyy and also implied that Volodymyr Zelenskyy is the problem, not Vladimir Putin . Reporter yeah, its difficult to imagine its Volodymyr Zelenskyy, two years of a president of a country at war, trying to cajole the u. S. To support, and getting each victory but hard won, but over those two years, zelenskyy has been quite careful with u. S. Politics, and he appears to have not been just this week, and you know, he gave this interview to the New Yorker in which he described j. D. Vance as too radical and said former President Trump doesnt know how to solve the war, and that was alWays going to go down badly, and so now it looks as if zelenskyy will not meet with former President Trump, will not beat with j. D. Vance, will meet with President Biden and Vice President harris. Thats not necessarily, you might think people would say, a Smart Position to be in when were this close to an election that is frankly, impossible to call. So a difficult week for President Zelenskyy after he spoke at the united nations. Certainly, and were going to have to leave it at that, keir simmons, Thank You. Kamala harris has just begun her speech, her economic speech in pittsburgh. Let us listen in. And to ensure that the united states of america continues to out innovative and out compete the world, over the past three and a half years, we have taken steps forward to recover from the public health and economic crisis we inherited. Inflation has dropped faster here than the rest of the developed world. Unemployment is near record low levels. We have created almost 740,000 manufacturing jobs. Including 650 at the battery Manufacturing Plant over in turtle creek. And we have supported another 15,000 jobs at montgomery lox. So these are local, great examples of the work that we have achieved thus far. And last week for the first time, of course, in four and a half years, the Federal Reserve Cut interest rates, which will make it just a little easier for families to buy a home or a car or just pay down their credit card bill. But lets be clear, for all of these positive steps, The Cost Of Living In America is still just too high. You know it and i know it. And that was true long before the pandemic hit. Many americans who aspire to own a home are unable to save enough for a Down Payment on a house. And starting to think that maybe home ownership is just outside of their reach. Folks who live in Factory Towns and in rural communities who have lost jobs are wondering if those jobs will ever come back. Many americans are worried about how theyll afford the Prescription Medication they depend on. All of this is happening at a time when many of the biggest corporations continue to make record profits while wages have not kept up pace. I understand the pressures of making ends meet. I grew up in a Middle Class family, and while we were more fortunate than many, i still remember my mother sitting at that yellow formica table, late at night, Cup Of Tea in her hand, with the bills in front of her, trying to make sure she paid them off at The End of the month. Just like many americans, trying to make it all work. Every day, millions of americans are sitting around their own Kitchen Tables and facing their own financial pressures. Because over the past several decades, our economy has grown better and better for those at the very top. And increasingly difficult for those trying to attain, build and hold on to a Middle Class life. In many Ways, this is what this election is all about. The american people face a choice between two fundamentally very different paths for our economy. I intend to chart a new Way forward, and grow americas Middle Class. Donald trump intends to take america backward to the failed policies of the past. He has no intention to grow our Middle Class. Hes only interested in making life better for himself, and people like himself. The wealthiest of americans. You can see it spelled out in his economic agenda. An agenda that gives trillions of dollars in Tax Cuts to billionaires and the biggest corporations while raising taxes on the Middle Class by almost 4,000 a year. ing overtime pay, throwing tens of millions of americans off of Health Care, and cutting Social Security and medicaid. In some, his agenda would weaken the economy and hurt working people and the Middle Class. You see, for Donald Trump, our economy works best if it works for those who own the big skyscrapers, not those who actually build them. Not those who wire them. Not those who mop the floors. While i have a very different vision. I have a very different vision for our economy. I believe we need to grow our Middle Class and make sure our economy works for everyone, for people, like the people in the neighborhood where i grew up. And the Hard Working Americans i meet every day across our nation. So i call my vision the Opportunity Economy. And its about making sure everyone can find a job and more. And more. Because frankly, having a job i believe in our Ambition And Aspiration should be baseline. And we should aspire and have the Ambition And Plan to do more. I want americans and families to be able to not just get by. But be able to get ahead. To thrive, be able to thrive. I dont want you to have to worry about making your monthly rent if your car breaks down. I want you to be able to save up for your childs education, to take a nice vacation from time to time. I want you to be able to buy Christmas Presents for your Loved Ones without feeling anxious when youre looking at your bank statement. I want you to be able to build some wealth. Not just for yourself, but also for your children and your grandchildren, intergenerational wealth. And heres the thing. Heres the thing. Heres the beauty of it all. We know how to build an economy like that. We do know how to unlock strong shared economic growth for the american people. History has shown it. Time and again. When we invest in those things that strengthen the Middle Class, manufacturing, housing, Health Care, education, Small Businesses and our communities, we grow our economy and catalyze the entire country to succeed. I have pledged that building a strong Middle Class will be a defining goal of my presidency. And the reason [ applause ] but let me tell you, the reason is not about politics, and its not about ideology. From my perspective, its just Common Sense. Its just Common Sense. Its actually what works. When the Middle Class is strong, america is strong, and we can build a stronger Middle Class. The american economy, we know this fear. The american economy is the most powerful force for Innovation And Wealth creation in human history. We just need to move past the failed policies that we have proven dont work. And like generations before us, let us be inspired by what is possible. As president , i will be grounded in my fundamental values of fairness, dignity, and opportunity. And i promise you i will be programmatic in my approach. I will engage in what Frankly Roosevelt called bold, persistent, experimentation. Because i believe we shouldnt be constrained by ideology and, instead, should seek practical solutions to problems. Realistic assessments of what is working and what is not. Applying metrics to our analysis applying facts to our analysis. And stay focused, then, not only on the crises at hand, but on our big goals, On Whats best for america over the longterm. And part of being pragmatic means taking good ideas from wherever they come. Listen. You all know my career, andrea shared it with you. I am a devout public servant. I also know the limitations of government. Ive alWays been and will alWays be, and be clear about this, i have alWays been and will alWays be a strong supporter of workers in unions. And i [ applause ] and i also believe we need to engage those who create most of the jobs in america. Look, im a capitalist. I believe in free and fair markets. I believe in consistent and transparent rules of the road to create a stable business environment. And i know the power of american innovation. I have been working with entrepreneurs and Business Owners my whole career. And i believe companies need to play by the rules. Respect the rights of workers and unions, and abide by fair competition. And if they dont, i will hold them accountable. And if anyone has a question about that, just look at my record as attorney general. Look at my record in california, taking on the big banks for predatory lending. Taking on big Health Care companies for conspireing to jack up prices. Taking on a big for Profit College for scamming veterans and students. At the same time, i believe that most companies are working hard to do the right thing by their customers and the employees who depend on them. And we must work with them to grow our economy. I believe an active partnership between government and the private sector is one of the most effective Ways to fully unlock economic opportunity. And that is what i will do when i am president. I will target the major barriers to opportunity and remove them. We will identify Common Sense solutions to help americans buy a home, start a business, and build wealth. And we will adopt them. So lets start, then, with the first pillar of an Opportunity Economy. Which is lowering costs. So i made that our Top Priority for obvious reasons because if we want the Middle Class to be the Growth Engine of our economy, we need to Restore Basic economic security for Middle Class families. To that end, the most practical thing we can do right now is to cut taxes for Middle Class families and individuals. And thats what we will do. Under my plan, more than 100 Million americans will get a middle Class Tax Break that includes 6,000 for new parents during the first year of their childs life. To help families, from everything from Car Seats to cribs. Well also cut the costs of Child Care and elder care. And finally, give all working People Access to paid leave which will help everyone caring for children, caring for ageing parents and that sandwich generation, which is caring for both. So i have a personal experience with care giving. I remember being there for my mother when she was diagnosed with cancer. Cooking meals for her, taking her to her appointments, just trying to make her comfortable, figuring out which clothes were soft enough that they wouldnt irritate her, and telling her stories to try and make her laugh. I know care giving is about dignity. It really is. And when we lower the cost and ease the burdens people face, we will not only make it then easier for them to meet their obligations as care givers, we will also make it more possible for them to go to work and pursue their economic aspirations, and when that happens, our economy, as a whole, grows stronger. Now, middle Class Tax cuts are just the start of my plan. We will also go after the biggest drivers of cost for the Middle Class, and work to bring them down. And one of those, some would argue one of the biggest is the cost of housing. So heres what we will do. We will cut the Red Tape that stops homes from being built. And take on in addition, corporate landlords who are hiking rental prices. And we will work with Build Ers and developers to construct 3 Million new homes and rentals for the Middle Class because increasing the Housing Supply will help we will also help firsttime Home Buyers just get their foot in the door with a 25,000 downpayment assistance. Because the goal is clear. Lets help more americans afford to buy a home, which we know is a critical step in their ability to grow their wealth and intergenerational wealth. And we will work to reduce other big costs for Middle Class families. We will take on bad actors who exploit emergencies and drive up Grocery Prices by enacting the first ever federal ban on corporate Price Gouging. I had experience dealing with that when i was attorney general. We will take on big Pharma And Cap the cost of Prescription Drugs for allamericans just like we did for our seniors. Now by contrast, Donald Trump has no intention of lowering costs for the Middle Class. In fact, his economic agenda would actually raise prices. Listen, thats not just my opinion, a survey of top economists by the financial times and the university of chicago, found by an overwhelming 70 to 3 margin my plan would be better for keeping inflation low. Objective economists have been very clear. The second pillar of an Opportunity Economy is investing in american innovation and entrepreneurship. So for the last century the united states of america has been a beacon around the world. As your Vice President now for almost four years, i have been traveling the World Meeting with World Leaders, meeting with foreign leaders, meeting with Business People in various countries in which we have partnerships, and i will tell you, america remains a beacon for what it means to inspire and invest in innovation, not only for our ability to come up with some of the most Breakthrough Ideas but also our ability to turn those ideas into some of the most consequential innovations the world has ever known. I believe the source of our success is the inning ge mute at this, dynamism and enterprising spirit of the american people. To paraphrase yes, it is. Its our nature. Its our nature. To paraphrase warren buffett, since the founding of our nation, there has been no incubator for unleashing Human Potential like america and we need to guard that spirit. We have to guard that spirit. Let it alWays inspire us. Let it alWays be the source of our optimism, which is that spirit that is so uniquely american. And let that then inspire us by helping us to be inspired to solve the problems that so many face, including our small Business Owners. So as i travel the country what i hear Time And Again from those who own Small Businesses and those who aspire to start them, too often they have a good idea, and they have the willingness to take the ris, but they dont have access to the capital that they need to make it real. And as andrea said not everybody was handed 400 Million and filed for bankruptcy six times. I said that. I actually said that. Well, we can make it easier. We can make it easier to access capital. On average It Costs about 40,000 to start a new business. Currently the Tax Deduction for startups, its only 5,000. So currently for startup costs the Tax Deduction is 5,000. Well, in 2024 it is almost impossible to start a business on 5,000, which is why as president i will make the Startup Deduction 10 times richer and we will raise it from 5,000 to 50,000 Tax Deduction. And provide low and no Interest Loans to Small Businesses that want to expand, all of which will help achieve our ambitious, some would say, but thats okay, lets be ambitious, our ambitious goal of 25 Million new Small Business applications by The End of my first term. I know this is very achievable. And for anyone here who is a small Business Owner, works for a small Business Owner or has a Small Business in your life, you understand what im talking about in terms of when we build up our Small Businesses, what that does to entire communities to lift them up, economically, civically, culturally and in every Way. Small businesses, The Point being, help drive our economy and they create they create nearly 50 of private sector jobs. And they strengthen our Middle Class. And if we can harness the entrepreneurialism of the american people and unlock the full potential of aspiring founders and small Business Owners, i am optimistic that no one will be able to outpace us. By contrast, Donald Trump, when he was president , has been described by one of the nations leading experts on Small Businesses in a piece he published in a major paper as not being good for Small Businesses. In fact, the title the title wait, because im burying the lead right now. One of the leading experts on Small Businesses published a piece in one of the major newspapers and the title, im going to quote, does Donald Trump hate Small Businesses . And their answer was yes. Their answer was yes. Because at the same time that Donald Trump was giving a Tax Cut to big corporations and billionaires, he tried to slash programs for Small Businesses and raise Borrowing Costs for them. Instead of making it easier, he actually made it more difficult. Thats not good for Small Businesses. He does not seem to value what it takes to play. But, look, i see some of the heroes. The third pillar of our Opportunity Economy, making Sure America wins the competition for the 21st century. One of the requirements in american history is when we make an intentional effort to invest, it leads to extraordinary prosperity and security. Not only for years but for generations. Think of Alexander Hamilton having the foresight to build the manufacturing capabilities of our new neighbors. Think of lincoln and the transcontinental railroad. Think of eisenhower and the interstate highWay system. Kennedy committing america to win the Space Race and spurring innovation across our society. From our earliest days americas economic strength has been tied to our industrial strength, and the same is true today. So i will recommit the nation to global leadership in the sectors that will define the next century. We will invest in biomanufacturing and aerospace, remain dominant in ai and quantum computing, blockchain and other emerging technology, expand our lead in clean Energy Innovation and manufacturing. So the next generation of breakthroughs from advanced
