The safe injection centre is set to open next door to CBD tourist attractions 
Local businesses fear it will prove to be a honeypot for heroin and meth junkies
Experts say the centre has to be near where the junkies are to work effectively
But locals say they are scared and don't know why it has to be in the city centre
