Whether this bill passes as is, or with significant changes, or not at all, its proposal signals an effort by lawmakers to reclaim power over military action and spending that Congress has gradually surrendered over decades. It also puts pressure on presidents to evaluate their foreign policy objectives more clearly, to determine whether military action is, in fact, appropriate and justified.
As I've demonstrated in my research, even though the 1973 War Powers Resolution attempted to constrain presidential power after the disasters of the Vietnam War, it contains many loopholes that presidents have exploited to act unilaterally. For example, it allows presidents to engage in military operations without congressional approval for up to 90 days.

SYDNEY, July 22 (Reuters) - The Australian and New Zealand dollars were trying to sustain a rally on Thursday as global sentiment improved a little, though the mounting economic impact of lockdowns in Australia meant risks remained to the downside.
The Aussie bounced to $0.7350, having hit an eight-month trough of $0.7290 overnight. It needs to get above resistance at $0.7410 to break the current downtrend, which has now been running for five weeks.
The kiwi dollar was hanging on at $0.6950, after also touching an eight-month low at $0.6882. Support lies at $0.6920 with resistance around $0.6980 and $0.7050.
A rebound in world stock markets helped lessen the pressure on risk currencies, and the Aussie got some help from data showing Australia boasted a record goods surplus in June.

NEW YORK, New York - The U.S. economy is back at its pre-pandemic level, but for how long? U.S. investors believe it's back permanently, as stocks took off on Thursday.
The Commerce Department reported GDP rose at a 6.5% annualized pace in the second quarter, however, this was well below analysts' forecasts for 8.40 percent.
Nonetheless Wall Street rallied, with the Standard and Poor's 500 and Dow Jones industrials hitting new record highs.
At the close, the Dow Jones industrials were ahead 153.40 points or 0.44 percent at 35,084.33.
The Nasdaq Composite jumped 15.68 points or 0.11 percent to 14,778.26.

High temps, humidity means hot weekend for Volusia, Flagler

The NWS urges people to take precautions to prevent experiencing heat-related ilnesses.
Though high temperatures will range from the low- to mid-90s and are normal for this time of year, increased humidity will create heat index levels that will make the days feel hotter, said Kole Fehling, meteorologist with the National Weather Service in Melbourne.
"The heat index for the three-day weekend will be between 100 and 105, with Sunday expected to be the hottest," Fehling said.
The heat index combines air temperature and relative humidity, in shaded areas, to get a perceived equivalent temperature.
The forecast for Friday calls for mostly sunny skies with a high near 92 but it will feel like 101 degrees, according to the NWS.
