Philly City Councilmember Kenyatta Johnson wants the city to spend millions more on anti-violence programs

Johnson said that at least 12 City Council members have expressed support for his proposal, a majority of the 17-member body. Council must send an approved budget to Mayor Jim Kenney by June 30.
