It is very late for us and you the raising tierlt of the boats resonates with me look at this project and see a lot of benefits an enormous amount of benefits at par or under the central selma agreement by the mayors staff he support this project i know that forest city is a project i respect some of the benefits are the fees saepgsz at par or higher i appreciate the care on the way i remember sitting up here saying why not Dot Department of Human Resources and here it was chosen that surprise me overwhelm glad about that the Affordable Housing 33 percent is real housing balance for district 6 is above 27 percent were going to be creating 37 percent and remaining it that makes that he feel good north of sud wont be the last kwhern doing 55 octavia and berkley site i said thereby accounting process why carve this out it was a large lot and it worked i think the open space that allows us to provide make sense some of the concerns i do have in terms of the effects ill kites the sid as an example we have heard from the neighborhood the affordability we created the open house for the lgbt and market octavia on 55 laguna site and now we find that is not a available for the Lgbt Community how to insure that local residents get a apprehensive for housing if in their displaced locally i mentioned in the last hearing about the displacement and this i dont think so what displacement little the i realize the ted egon report is coming out i usehis for the shadowy bresht forest city working with us we got on the Mission Street a great Environmental Review analysis id like to see an Impact Analysis so if you can take into account that and see at least someone looked at this this is American People initiation that is the start of a conversation foot a. M. An actual prevail hufr of the project i dont have the benefit of dir but im sure theres an analysis under and to the folks in the neighborhoods innovate a code compliant there is in the dir well look at if a medias times i think i like that what the gentleman said dont be afraid of height in exchange for the right lot we received some communication today from mr. Boskovich on the traffic impact aim to work with the gentleman on a simulation of the impacts i have to telling us there are some many people that spoke about so many things it is hard to focus im overwhelmed i asked that last time if you can come up with the lady with the glasses in the last right now so i met with the project sponsor and how did you reach out to the neighborhoods she told us will the access and the cam folks indeed your invited to the table can you tell me how that went. If youre seeing the presentation weve gone introduce the presentation but in regards to raising little initials of heights and shadows and traffic all those are dismissed they wrote a it down and weve not heard about it today is the first time we got to see what the project is is going to look like we were hoping the informational hearing i had too weeks ago would have no more details more details than before we asks numerous times for a traffic study and shadow study we get to toy. Would you be illegal to meet with the committee. Were meeting with them next week to talk about the initials thats why this initiation is moovd there is still a communication to have with the developer. Dont more and have heard communication that the youth can you tell you. The youth and family stone was creates by the a process cam brought immigrants and low income families into the neighborhood to talk about the difference needs the difference things in order to live in the neighborhood as many of you may know it is by the downtown was not thought of as a neighborhood more of a gateway right to tourists and other things we had this discussion with the residents all those things that 5 m are accommodating are they know weve brought that the residents had brought up they never said they would want all this in exchange for height they said to keep the characteristic of the neighborhood because he want tour make sure it is seen as a neighborhoods not a downtown. This will bring up with the burning one last question eave heard respect the diversity the filipino communities tell me can that looks like. Theres a filipino district we worked in the eastern neighborhood and we actually want to make sure that it encompass the whole neighborhood not only identifies the institution that talks about the filipino communities but also addresses the socioimpact that is happening in the community we dont want japan town theres not a lot of japanese we want to make sure ear or our culture is not not preserved but proud to be proud to stay in the south of market and i brought up the ted egon analysis i would like you to look at and be part of public file. Thank you. Can i ask one question, please. I unheard of heard today Brooklyn Task force about brooklyn can you telling you tell you what you understand that to mean. I think so it was a large project and it had a higher level of support ability and probably opinions but that was you know forest city a Large Company when it stafrltd it was not parts of that by a history. Do you think it turns out to be a success. It is one of the first middleincome housing buildings built there now theres a unprecedented amount of Affordable Housing in new york a rocky process. I guess one last comment i know my fellow commissioner commissioner antonini is on vacation i am going to an vacation for the eir and the project approval will be absent overwhelming so ill ask for a toom toomey temper schek. Commissioner johnson. Advertised late ill keep it short that is one of the elaborate developments in new york city with next to the arena i dont know if it works as a met for but for the 5 m but a large prestige for the city and sxhunts community under a couple of quick things i think this project is great 6 or 7 or 8 years ive heard about it before i was on the commission increase a lot of work the only thing ill focus on i know you want to get to a decision in my eyes code compliant means number one, the communities benefits rights eave heard a lot but people focusing on there is workforce and money for Betsey Carmichael and Affordable Housing and senior hours and affordable units onsite and all sorts of things in a Development Agreement the city as recourse you dont get even a much smaller project so everybody has heard in terms of getting the communities benefits we cannot get with other projects ive supportive of this project i have no puric comment on the september 10th date but commissioner richards we looked at the thing i read it page to page im not on vacation ill be working everyday and spend a lot of time open rec and park. Commissioner antonini. Thank you a couple of comments briefly ill make a motion what was considered to be a dense Downtown Neighborhood is maturing executive i take walks around rincon hill and transbay almost every night people are walking dogs and Steering Wheel children there are loot residents and a lot more and a lot of businesses so just because you have a project that will create a lot more residents and businesses explicit mean Public School cant say be a flabdz and executive of not only there but new people but be a true city neighborhoods it is and the other good thing sue hester said everything is focused think downtown but youll have a central subway that brings people in from third street and Market Street right in if area and peep from chinatown and vufb from chinatown and Fishermans Wharf on the subway so an ideal place ill move to initiate that general plan amendment and im and i memorable to the dates whatever the commissioners feel last week third or the 17 is the date maybe ill ask mr. Rich ken if i could come up for a second is it possible to get rec and park on the 17 instead of the third i believe that is that is a question for jonas or your staff i dont want to opine on that officially ive heard the rec and park is amenable on the 17 Supervisor Scott Wiener mr. Richie the commission emigrate the letter from the Advisory Committee theyre asking rec and park to give us additional time they payroll have innovate had the exchange with rec and park are you aware of letter. Not that im aware of and that came in at 11 oclock something we should acknowledge the attention you might want to read it and see the names of people asking for that and can. Commissioner wu. I will keep is short to building on other commissioner comments i want to see a commissioner hillis asked for this i guess the sorts of topological of heights Los Angeles Mission and hoourdz all the quasi to van ness and the embarcadero or something smaller for fifth from market it caltrans to eave mediator talk about clustering height and transit i want to see how that plays out you may want to do an additional versus polk but supportive of the idea of getting more clarity that the retail and that is important for being neighborhood serving and any use sized limitations on retail i havent taken this close of a look at the da can we lock in the incomes for the Affordable Housing and the da does it it specific that is going towards 50 percent email or anything like that . With the office of Economic Workforce Development the da locates in those does that do that separately for the 3 types of Affordable Housing. Yes. 50 percent ami period of Time Opportunity be it is 50 percent and some of it is designated at thirty percent and seniors is thirty percent. All peddled out in the development. Development. Thank you thats it. Ill eave a capture of comments ive supportive of the general plan today but as commissioner richards said this is the beginning and openly a page and hopefully more dweekz and poobls of adoption i find is interesting kwoon gentleman i agree this is a gay project but can be better and hopefully through the process there we finest i capture of things ill share the diversity of the neighborhoods feel compassion for the people and not insure what the project sponsor can ults do for them but with the mergers there are opportunities to be creative with that ive shared with the staff one of my concerns it is incredible the amount of communities benefits dwiefdz of dwiefdz from that but want to make sure the buildings will be around for one or two hundred years not just to take care of groups to get the project through that is a difference kind of thought but this will, arena for a long time and benefits as well i do support the continues dialog about the filipino heritage district under our communities and again not exactly sure what the ask is empty the courage we i picked up on the guarantee of seniors being able to move into that building so overwhelm cancerous im sure there is a direct answer of how that lottery or whatever the system will work that folks move indemnities existing area i absolutely agree that as transit rich area maybe the best weve been pushing this transit for criteria it is the best to live in San Francisco without a car so im totally supportive in that sense and supportive of admission today commissioner moore. I like to see the youth and the Filipino Community come in line with Everything Else a Community Benefit as explicit and clear as the artist derivative in the project i think this particular sxhunts being part of location needs to think capitol hill and there will be the ones effects by it i like the project ive been contrary youve been designed and the aspects are very, very good and thoughtfully worked through with a level of detail we often dont see in the last couple of years eave expressed as being concerns to me the particular the unanswered finality of the vice mayor plan mr. Woods gave an interesting presentation about the value you sxach passive what is happening in that area that Value Capture has a 3 dimensional film nun of us have seen this he want this to be a integral parts as a collective largescale planning i dont like piecemeal planning didnt leak it which i was in school and i dislike it even more when i have to decide on a special district thats my on this lack of preference for about this arrangement im prepared to supports this project after making the points one other thing i look at the chronicle building and appreciate the explanation more as a space keeping rather than storage i want to emphasize the word keeping he hope he can see a true commitment not a tall forms into a Tall Building by its large size sooner or later will inspire someone in the future to say lets put highrise we know how to structurally do that i need to see a commitment that is about place keeping afternoon a defenders opportunity site one thing i have expressed this to the team that this particular project was as large not explained height on the office tower a taking 85 percent the prop m allocation that worries me in light of the fact wear punished here and there and at other commissioner mooefgz for the allocation of office space thats standing in the room reject a big elephant that raises very very difficult questions id like to tie that back mr. Rich to the Unanswered Questions about the Value Capture to be explained questions on the central selma plan. Commissioner richards. Just one quick question for mr. Rich any thing about the preferential treatment for people that have been demand from the neighborhood. No direct mention weve heard that loud and clear im aware as many of you may know there is legislation starting to go through the process in the building to change. The rules its been the rule with the sole exception of 55 laguna im not sure how that was constructed by the rule you cannot do neighborhood apprehensive all sfoolgz need equal breach im aware of the legislation moving through i apologize i dont know the details i do not know if youre staff do but i object to both reach out to you separately and come back and how it distracts with the project Supervisor Scott Wiener and mr. Rich a question whats the proposed take down in terms of realizing this project as a whole what is the commitment of the developer to side all projects rather than farther them out to those. Im going to turn it over to this is consistently of 3 parcels in 3 existing buildings the way the entitlements structure and Development Agreement are constructed tareable to take them down in any order no obligation to you know to do them all and the Public Benefits are structured to make sure we have the com rat amount of benefits and each building as i mentioned question front ends the hours this is unlikely this is a impact project but even if the last building were not taken down well get the heirs benefit from the representative does that answer your question. If it does we dont have a way to create and hole were basically primarily building on parking lots and were dotting all the is and crossing all the ts in a manner that is innovate as disruptive as this project were having a major demolition and not seeing anything. This structure blake every agreements interest there are communities benefits that go along with the development we dont say i must build everything we dont entirely control. Commissioner antonini. So my motion is going to be initiate general plan amendments and ill suggest an informational hearing on the thirds to answer the questions race by the public as well as the commissioners and schedule a final action if we can coordinate that with repla rec park on september 18th. A there is a motion and a second to do you want the to initiate the general plan and setting the hearings for september for informational presentation and september 17th if we can coordinate with the rec and Park Commission for that dates shall i call that question. So on that motion to do you want the resolution for september 3rd and accepts 17 commissioner antonini commissioner hillis commissioner johnson commissioner moore no commissioner richards commissioner wu commissioner president fong so moved, commissioners, that motion passes 6 to one with commissioner moore voting against. Yeah got it investigated commissioners that place you well, i want to give 30 seconds to clear the room well take a very short break regular hearing for thursday, august 6, 2015, commissioners, we left off under our regular calendar before we continue the Commission Given the late hour and closing of the garage it closes at manipulated theyve proposing to continue item 16 and 17 under the question of cleared up the carrot will be the first on september 3rd by moving the 5 m out to 17 and like to light to items 13 and 14 to those items been continued we dont expect any of those items to be heard before 112101 Mission Street will take a significant amount of time i dont know if the pardons are here for fittings gerald area hearing my understanding the commission will be shutting down before midnight because thats not have access to the garage to get their vehicles. 16 and 17 pushed to september 3rd more than linkage a veto by the commission but the discretionary review calendar looks like it is going to get continued and soliciting any interest in the partnerships project sponsors to continue voluntarily it is a bit of a gamble whether or not we get to it before midnight. We are asking if you would like to voluntarily continue items 13 or 14. Just to understand theyre not going to call it after midnight if we get it that point. It would be continued until september 3rd at the beginning of calendar. I believe this was not our tension obviously we want to hear it by midnight the public Decision Making abilities; right . So, you know, you know are the project sponsors from 14, 13 fitzgerald here is a jonas why not take this item. Why not you guys talk about that well call item 11 for the case d and x. He mentioned that the department of Human Resources are continued a. Question have to make a motion to get that out of way and move to continue items 16 and 17 until september 3rdrd. Second. And to place them at the beginning of the calendar and placed at the beginning of the calendar only two discretionary review thank you commissioners to continue items 16 rhode island discretionary review and item 17 for case california street a mandatory discretionary review to september 3rd we should take Public Comment on it. Any Public Comment on the items proposed for continuance. Okay. Not seeing any Public Comment is closed. On that motion. Commissioner antonini commissioner hillis commissioner johnson commissioner richards commissioner wu and commissioner president fong so moved, commissioners, that motion passes unanimously. And we will take item 11 for case no. On stevenson street that is a downtown project authorization. Good evening commissioner cindy with the Department Staff the new sky bridge on stevenson street a vacant particle as a semi plaza and consistently with a portion of the stevenson street did that the building at Market Street and stevenson street that portion of stevenson street was vacant in 2007 and sold to the project manager Property Owner that is has a 89 and 10 story this the buildings with currently occupied by the same tenant anticipate the sky bridge connect the common areas between the buildings those buildings recently went to interior and exterior alterations and as part of renovations and an existing 9 story bridge that previously connected the two buildings was demolished one of the two building on Market Street is a category one significant building under article 11 of the planning code and subject to the review and approval by the hpc sky bridge will be approximately 5 hundred square feet plus with 15 feet at widest area between the to buildings would be leaked approximately hundred and 10 feet above the plaza and setback hundred plus feet from the public rightofway which is to tell you the truth street the project site was posted with this hearing notice and the nos were mailed out and the department has only received inquires as of today one member of the public provided general support over the phone call while one member of the public had kwarz how many sky bridges have been demolished weve received emails consistent with the general plan and city policy requiring sky bridges over public street with the understanding that the sky bridge that will be constructed over a public rightofway and a question why the shadow study was do you think it was reviewed by the Architecture Review Committee on june 17, 2015, and a major permit to alternate was approved by the Historic Preservation commission on jill 15, 2015 project did not require the approval of any exemptions, however, for the project to precede the Planning Commission must see that complies with the new construction or the alternatives to make certain finding assigned in the draft approval the department supports the project as the project promotes the inspirational connection that the tenants are currently observing americas cup the two adjacent building that is between the buildings ever building on Market Street building and setback if adjacent public rightofway insuring the staggering is a secondary and subordinate addition to the Historic Resource and meets all the requirements of planning code and into the surrounding neighborhoods the Department Recommendations approval with the conditions that are outlined in the draft motion before you this that concludes my presentation. The project sponsor team is here to describe the project in more detail. Is project sponsor here okay. You have 10 minutes. Okay good evening, commissioners im noah character and represent the project sponsor and the properties is here as the earth to explain the design overall were excited about the project as a further finalization of Market Square and the larger mid market area as many of you may know weve spent time and effort to timber stevenson alley into a thrilling retailed semi place that boss the tenants and public enjoy currently blue ballot and walgreens and first rub bank and dirty wall are ground floor occupants we look forward to welcoming two more tenants the success of the activation is in staircase craft a few years ago a large vacant area to create a dine stereo the sky bridge that fits within the landscape and compliments the Historic Building weve work worked with the architects and city it has been reviewed by the earth commissioner lee and proud to receive the unanimous support now 55 market and stevenson have a single tenant and employees that travel distinct the two buildings indeed the free between the buildings is at the capacity and sky by this will faucet the package and weve is where a supple access deny the buildings, however, the circulation deny the to buildings will remain at the ground floor those thats not true in mind well let the architects explain the design for you. Thanks noah thanks far hearing us this evening im greg with the architects for the sky bridge and this point id like to see if we could turn on the slides here there we go. Thanks. So im going to take you to a few visuals to connect to the buildings on the screen now you see the historic 1355 Market Street and to the rights is the 835 stevenson that went to a major renovation weve labored in project with entity from the city staff and presenting to the hpc and refine the design in a good way and happy request the direction out of that process a collaborative one plan view the knows you sort of see in the middle of the screen the stevenson streets alley it is negotiable that the sky bridge sits in plan hundred and 48 feet from the public rightofway in keeping it to be a very secondary element not visual from the public street a couple of fights of existing the on the left the historic facade and the renovate stevenson street the 34 foot alley space the ground level has been troofrmd into a vibrant open space for people and our design tracing to enhance that experience ground level as noah valley piloted has a number of retail tenants and wonderful open space for circulation and recreation facades of both buildings as you can see the new curtain wall this of 835 and the punched of the 1355 that facade in the stevenson street alley is a secondary facade not having all the terracotta or on thetion our connection is being respect of the buildings fabric it is workout noting this is a photo of sky bridge that connects it a multi level an 8 or 9 level bridge here as you can see the in favor lanes of both buildings dont align with each other this bridge was nationals an assessable routine with an of the preliminary reasons it was removed at the time that the 875 stevenson building was renovated this was a referenced it fits almost at the top of both buildings it is designed to be a syrupal beautiful form addressing the nature the offset of the flairs and turning the form of the bridge into a 3 dimensional project menu it is lit a sort of straight elevation of the bridge Land Use Economic Development committee into tenth street to the east and the same view from the middle of the alley Land Use Economic Development committee back towards tenth have the in the inspection and the disdain intent for the bridge to, distinct between the buildings but complimentary of the scale in portion to both this is the secondary facade los angeles the stevenson street additional as it exists today and where the sky bridge connects to that building the design requires removal of two of the nonhistoric punched windows back in the alley the facade of stephanie son street with or without the bridge connecting you sort of see the scale that is relative tattoos buildings facade. The plan you can see in sdal the tapering form making that a dynamic and syrup all for interests the roof slopes to connect the buildings as you can see here weve chosen a palate of materials that are compliment try it the buildings just a few minutes and also thought a little bit how the sky bridge burglary be wlit im going to do everything i can led code lights for the facades treatment the shingled glass and elements on the under side of the bridge this is the ends of our presentation we appreciate your consideration opening it up for Public Comment on this item. Jonas. Sue hester ohoh i will just wait reset. Can i reset it please. Thank you sue hester my handout relate to history this used to be the merchandise how it was named for most of the time while i was in the city two things going on at the same time one is the staff report toements didnt understand how the city develops and why there is not sky bridges in the city not discussed in the eir or in the staff report we have a policy of for these people to go down to the street thats where you get the strong retails sector downtown and get people i take it of the building and not isolate them and this is the second bits of an it is one point one million square feet a huge confronttion in 2002 they sclamdz to be existing office space a million secret see they appealed to the Zoning Administrator and the appealed to the board of appeals and the mayors overrode that and found they were really revved for 25 million of housing transit and childcare fees the city lots of 25 million for fees because of that thats the first bite of an now coming back for a sky bridge and im telling you cheating is not a thing that is good for the city and something that will provoke me for a long time bull additionally theres a lack of a discussion about the isolation of the Tech Industry and the Tech Industry in the Market Square their soliciting themselves if activities they get it all inside they get their it meals thats a mount view and a not a San Francisco office we have a history of for these people to go down to the streets patron news businesses and strengthen the retails section and strengthen the communities act as a citizen the city not being done on this this if you give them a sky bridge theyll innovate go out one right next door and across the street owned by a nonprofit with brown retail we dont get planner age into this itits it. He sat in the arts a tax break it was unfortunate better than sold on all the Tech Industry and the people that were going to participate and invest in the local merchant and frankly into observations theres sequestered in the bridge minute to get people participating in the city to be a part of and gets the benefits to try to get the twitter theyre getting a mass tax break the whole deal is a sham you already know that because the property is effected were trying to get those people out of the building to participate in the city thank you for your time. Good evening again Planning Commission now for the third time as an individual as just a person that was born and raised in San Francisco and cares about the people of that city people who have been here for inform a long time people that i goop with i said to second sue hesters isolation point not something new this is the way to tell them to go on the street which i first heard about that i dont building it i had to ask the persons 4 times if it was happening that is difficult to building that god forbid to see the Homeless People on the quasi to get free gourmet lunches im infuriated that is really the question to the sky bridge they dont want to go into the street there is if you care about this city and the people that live in this city if you care about the fire chief of this city, if you care about who is happening to this city some of you live here for decades theres no quasi if you care you can allow this to pass does not pass a sky bridge to people will go outside and cross the street how ridiculous is this this would be a faster and so real president ial does not a pass this im begging you as one of the people that also here and Betsey Carmichael and city college of San Francisco please does not pass this this is ridiculous tell them to cross the street question gave them a tax break and flue good for you thanks bye. Hi again some private citizen guarantee im going to sky bridge between me and the tack rae laughter and too much work for me to walk down my stairs across the street and go to taco rae where were we im massage dont even have a cell phone i am on the internet although ive threatened it get of but leave people would be upset with me so he dont i dont know what is happening to the city you are giving it away it techies and tourists and it is very sad and it is very indemnify and im tooifrd tired ever being here to 3 00 oclock since this afternoon i had to come and speak because this is the most ridiculous thing ive ever heard at skyway how lined stephen son street why this really like 20 feet to the odd building please we dont need a skyway ambassador we need builders would think of pitting the money and doing Something Like that rec acquisitions for Affordable Housing lets start being real maybe they the what the money back onto the city so people can live here thank you. I will be here one more time forever. laughter . Thank you. Hello commissioners my name is amy im the founder the neighborhoods founding divisadero and to the backward in the vs. Did care neighborhoods i was not going to speak but moved by the statements that were made when i think about how to make that beneficial whats at Community Benefit if we build the skyway in order to be krment impoverishing to listen to the points by sue hester investing in the integration of people on the street a lot of people in San Francisco are sad about the scheft players were moved oath of Market Street without the possibility of parole it be amazing if some currently incriminate invested into that program we have the festival and there were a lot of ways to connect liveability it on the streets with this kind of project and invest if it if youre going to port of skyway being inspired by the chest players and getting people on the street and working towards the wellbeing of all. Good evening supervisors what i dont really thinks is San Francisco values to be inclusive to not be profile others what im hearing we cant assume what tech employees in their setting in their Office Working on projects therefore i think a sky bridge from north america in a to a twitter issue but joining two oaths does maintains. Is there any additional Public Comment you will hi, im marie im here for one more item this is what cast coincide conspicuous accumulation he wrote the therapy the predicted the crash the Stock Exchange and died 3 months before that happened everything has come back as described a sky brazen for twitter please are they they cant say go down into the street and walk across the street is this inclusive San Francisco is ridiculous this is enough money to build a freaking sky bridge put it other than the grew is there any additional Public Comment okay Public Comment is closed. Commissioner antonini. Yeah. I dont understand a lot of the sxhmz first of all, shoring at the scene and twitter with paying for the bridge were not giving them and over an alley theyve developed stephanie son is open to the public most of the day and part of earning for everybodys enjoyment a business decision a lot of people didnt thinks it didnt make sense it all the way down to walk under an elevator there was bridges before theyve been taken done studio have one up there makes total sense to brings buildings teeth unlike i was there a lot of the tech workers are in stevenson which is filed with people and you can theyre using it on Market Street and all over the place and you know if at the starts reaching on the market wear have complaints their gent first degree the area if they stay in theyre building they condemn theyre for isolation and innovate then gentrification that is a silly and a equal designed bridge it is hundred and 43 impact into 10th street hardly see it it make sense in a business sense theyve done a wonderful job on the building and Market Square and the building on stevenson what was real dump theyve done a great job of roanoke county, virginia this is a step in the right direction and all we have to do is extend this further by math street and find more people on the street it is safe and welcoming and he think this is the direction we say to go he support this and move to approve. Second and commissioner moore. I like to remind myself and Everything Else that breaking and entering ether city streets is and also have been countered to the policies of the general plan that is basically as simple as it is that didnt mean we cant lake the bridge it is well designed it is very pretty the only person ill ask the architect if you wouldnt mind coupe to the pronounced podium i of the to see a plan and whats the uniform u purpose kwhos on the in favor will everybody on the froorz blow go up how is is this they know working a public lobby or connecting two particularly section of the executive floors those peep can israel good back and affordability. Is this on. It diagram for the plan of the 9th in charge of about building shows the bridge connecting two employee serving spaces that in addition it serving lynch they hosts all hands meetings and as their workforce has grown to fill the within 875 stevenson building the comments in 1445 is exceeded the capacity the ideas of having at the same level helps them build sxhunts thats the strategy reason to puts it there. Your basic comments and people bh will come there it is a vertical that stairway. I appreciate that and it sheds a different lights on the use of bridge and the next question id like to ask you and this is innovates being interrogatory not terror active to anyone as many of you may know large corporations come and go thats the way it is and the property theyre all there and i want anything that the kilogram designed sooner or later disappeared shooum assume this becomes a multi user kwhaepz to this bridge. It is hard to speculate. But the agreement that the tenants has request shoor at the scene requires the register of the brej which the lease is expired. Theyll clipon and off bridge and exactly we composed with our Historic Preservation Commission Experts to talk about the reverse bielts on the Historic Building and the way it is stwrurdz it is independently hung it is restorationable our intents that will be an awesome design feature but my optimistic view. In what form is that doomentsdz it is a reversible condition given the efficiency of the lease. I believe thats described in the staff report. If i may 1st the findings to alternate it be sxhfbt that the secretary of interior in the finding in the at the time of the accident be reversible that addition is removed it can be returned to its situation in this case, the sky bridge is connecting to the Market Street building is by removing go nonoriginal windows and the stucco wall immediately above those windows and it could easily been retired once the sky bridge it roved similar to the original sky brim the 9 story sky bridge that had been resolved removed and the building was returned to its on or near. I appreciate our technical blgs i was interested in the organizeal this this is wlaesz or owned by the shoring at the scene with that revert back. Im not the right person it ask that. I know whats in the lease that the tenant has with stereoat the scene by cant speak po to what happens i do not know the answer to ththe an. No intent the sky will be removed. Appreciate it thank you. Commissioner richards. I guess everything is difficult those days sky bridge i frequent the farms and go to the gym and go to coffee when its not 9 oclock at night i guess to the architect why was the on the bridge demolished from floor to floor to floor what happened quarry pricing one connect our with six the number of flairs. We remember involved in that original renovation part of the initial that bridge was innovate an assessable so it was not assessable we were not involved. It was ugly to be honest with you the question there is a sky bridge i think when i leave here across grove it is 1960s or 70s kind of disdain where were the other sky bridges was one in the neighborhoods and know that. Right and. The embarcadero would it be a sky bridge only not covered okay. Okay i know ive worked i dont want to make everything about tech and tech do what im doing that was a great they know of tech but you know, i worked in an Office Building i could go down dots lobby to the other portion and schaet and two to the 14 floor and get yelled at the question for staff as i recall you had to walk across the entrylevel to the other lobby whats the process. Do you go through retail or pass it from the store or dirty water restaurants, gym. You could go through the market value but a lobby to opens up to a newly created plaza in the back go out technically into the Market Street. Through stevenson. From both buildings okay thanks to the few weeks that spoke against it be im as tired and frustrated i guess my question back to you if it was a bank to a bank or law firm to a law firm would you feel the as a way ill see what my fellow commissioners have to say. Ill followup if it was a hospital or parking garage or airport or stadium all ace bridges and walkways and fly ethers he think that San Francisco Ethics Commission overview commissioner richards pitied an attack of a sector on San Francisco commissioner johnson. Yeah. So i think aim post. Generally speaking this was better than a 6 or 9 story bridge clearly that is better than the original expect o step up to the plate with an of the juror issues that the sky bridges that go across they take and i pedestrian activity people fought in hate valencia but we have the oops the retail and ground floor have been renovated so this is not something that is going to take away but something that is joining two floors above that space only question i kind of thought of that as and was reading about this does this trigonometry mission bay anything with the Office Allocation there used to be bridges before were replacing it in the totals Square Footage of the sky bridge it 6 hundred plus square feet arrest. Those knows on their own parcel and stevenson street has tests own block and number and it is its own parcel the additional 4 m. D. And 50 square feet will innovate count between the buildings. If youre joining spaces to make them one maybe wants acting da and be elaborate the league of womenly space the sky bridge didnt trigger be it small or large cap less than 25 enthuse square feet the brim is, if you will, in second 321 of the code for the office in the plaza does that answer your question. Thank you. Yeah, this works i dont focus on one tenants didnt exist as a company 5 years ago we dont know thank you. Commissioner antonini part of confusion might be the people are not aware of the improvements on stevenson when i was 0. 55 i went out of the lobby of 1355 market across the beautiful plaza that is in there and into 875 stevenson anybody that was going from one building to another unless tracing to seek additional experience wouldnt walk around the block to get into stevenson so not pitting the side bridge will drive people to Market Street didnt maintains the sky bridge is a expediter but as far as the route the same thing going across the plaza many people will do probably because the Retail Services and other things are available right in that area by stevenson street. Commissioner johncks and question. Ms. Hester there was an increase in sales tax theres an increase in the sales tax around dwooe percent by increased in market squad car the twitter building i asked the city to photo there was a report i dont put everything in my files there was a drop off they dont go out to lunch they get their lunch for free sales tax you should find out. Mr. Sutter one brief point of the Background Information it sets the site apart which is the parcel over which the bridge would span is that a parcel formally stevenson street a right away it was now deed over shoriorensen commissioners a there is a motion and a second shall i call the question. Commissioner antonini commissioner hillis commissioner johnson commissioner moore commissioner richards no commissioner wu no and commissioner president fong so moved, commissioners, that motion passes 57 to two with commissioner richards and commissioner wu vetoing against commissioners very quickly sponsor phenomenon item 13 as agreed to a continuance as long as theyre close to the calendar and move to continue item 13 one second youve agreed to a continuous i was not aware to september 3rd is fine so items 13 and 14 fitzgerald and item 14 irving street are proposed until september 3rdrd. Commissioner antonini move to continue to those. Thank you supervisors shall question take Public Comment. Is there any Public Comment on the two items proposed for continuance thank you for offering that doing that Public Comment is closed. On that motion commissioner antonini commissioner hillis commissioner johnson pr commissioner moore commissioner richards commissioner wu commissioner president fong thank you, commissioners that motion passes and thank you to the project sponsors i do apologize for the inconvenience well get you at the beginning of the calendar commissioners items 12 ab for the case on Mission Street an Office Development and conditional use authorization3 4 f1 so you can see our grade level our commitment is maintain had type of uses that have been sunching the mission for a long time. We are hoping to legalize the office use on the third and 4th floor and made 3 Spaces Available in the building for the 16 thousand square foot use. Ins lntly this is written in the ncp and pdr is not allowed so we are going for the trade shop that allows the artist and other sort of right marfing uses. Of the artist space there is some unoccupied in suite 204 and had it ready and 7 of the 9 spaceerize already lease jd will hear from some people that are happy there. This is the space with lowest ceiling. We are hoping to free up the third floor that we are not getting or asking for office space so that will have close to 11 foot ceiling and make it available for artist. We did meet with the Art Commission and are going to talk with [inaudible] as a way to conduct the gallery as well as help the outreach and maintain the tenant. I would like to close and say we have a commitment to maintain the character of the building and are trying to legalize the long standing mixed use nature of the building. We set aside artist space we are leasing for 2 dollars a square foot and maintain loescalation and this will allow us to make it safer with a seismic ret row fit. If we dont youll see about the Financial Report that the building will be basically above the first floor be vacated steve [inaudible] land use counsel to the project sponsor. As britny mentioned the property is on mission nct and prior to that it was c 2. The prior has never been a industrial or pdr district. There is limited commercial use above the ground floor. Pdr using are not allowed even with conditional use approval accept for trade shops utbecause this is the only allowed pdr use we are locking to increase the trade shop in the building from 10 thousand quer feet to over 32 thousand. We are seeking to legalize long term office use on the third and forth floor. Some of the comments you received is the property is owned pdr and are looking to convert pdr space to not allowed office use and that is simly not correct. The last pdr use of the building was funchture storage. The current zoning furchture storage and pdr are not allowed even with conditional use. Offices are one of the only use. Both using require conditional use approval and that is why wree here. This is a very different facts situation than some of the cases in the department where industrial space and pdr is converted to office space. As toby testified of the 32 thousand feet of trade shop use half isd for [inaudible] that space is larger than the 10 thousand square feet of office space in the building. The remaining 16 thousand square feet of non [inaudible] this is substantial cost to seismically upgrade the building only works if some of the building is legalized as office space. After aprauvl the building will remaining mixed use. In contrast the approval of the application would result in dislacement, closure of the arts studios and no seismic upgrade. Disapproval would revurt the building to the prior frchture storage use, base any be oo vacants seismically unstable building. The Mission Interim controls we retained economic and planning conditions to obtain a Economic Analysis as required by the [inaudible] controls. A copy of ets report is ichb the package and attached to our brief and includes a couple important things. One, the new and legalized existing use will retainthe new legalized uses will increase [inaudible] 10 thousand to 16 thousand feet of artist space will provide arts uses at all income levels thmpt denial of the application will result in displacement of 210 employs working on site. Jason lewdy from eps is here and available to answer questions about his report. I want totinet out with legalization of the space there is over 1 Million Dollars in impact fees due and payable by the building by transit and housing and eastern neighborhood impact fees all will be used in the community to support those services. We are available to answer any question squz think this is a good project. This is a complicated build wg a complicated history and took a while to figure out the and manage the building and legalize to keep a substantial amount of artist space and trade shop in the building qu affordable retail space on Market Street for thrift town and [inaudible] this package work frz the economy and community and urge your support. Thank you thank you. There was a request ree received which was grant today organized opposition and equal time of the project sponsor. If that sponsor is here, you have 10 minutes and must have a minimum of 3 speakers could you also please explain how we regulate speakers afterthe [inaudible] given the late hour we are going call the speaker cards and there will be provided 2 minutes. Good evening, my name is gabriel mu deana. Im here on behalf of mission Economic Development agency and im here because this project has already had substantial neighborhood impact and the agnashsis that this project if it goes forward wont have impact, that is because the impact has already illegal impacted the neighborhood for years. This building is out of compliance and what i ask you to do is not subject it to a flat analysis of of it is already operating illegally if we approve it will have a bad impact. I ask you instend to look how it can be use to stabilize the neighborhood. We have a 20. 8 percent Unemployment Rate for latino parents. They are not accessing the jobs, they are not hiring and i know because we vamission techy coding academy at meta and i can tell you that how it changed. I can look at all the different ways that we would be rewarding what is a bad actor in the neighborhood. They evected several [inaudible] if you compare the impact after the evected the impact wouldnt be bad. For example, they evicted in the works a Artist Studio and latino Driver School and [inaudible] which is what you want in a fabric and thrift town use. They evicted [inaudible] which is 8 feet from a sro which is where people bought goods and services. If you look that plan you have seen a 40 unit change of loss of space on the Mission Space and they are asking to allow you to approve the the eviction of the thine 9 cents store and put a art studio 8 feet from a sro hotel entrance. The second floor as you can see in the documents, 7 foot 6 inch sealings rr these are not artist are excited to move into that is why you see decline the artist population. Also what we are seeing in general is a pitting of artist against what was a pdr type of building. Even though it was 1967, a furchture maker and they brought in other uses it is something that evected use so that is why we maintain and change the neighborhood cairbt to approve 45 thousand of Tech Office Space. We dont have anything gaest Tech Office Space, but this changes the nature of the neighborhood, so please increase more Neighborhood Service uses for the space. If you want to legalize anything . Crease trade shop use, but dont increase the Tech Office Space. This is not serving our clients or the community. Thank you. Ghod evening, my name is lisa [inaudible] speaking for cultural action network. 2800 citizens expressed their disapproval and submitted through email in the petition so not sure why they havent been properlyic a knowledge ed here [inaudible] most predominantly is the inadequacy of the space for artist. The second floor is substandard. The proposal pushes the artist from the best spaces to the worst and cuts the artist from 70 to 22. This rebuttal however must address the planning staffs interpretation of planning codes and objective from the missionary and general plans is drafted in the departments draft motion. We submit the following objections, art plan support the continued development of artist and Art Organization space. Planning code 101. 1 be states a Diverse Economic base be maintained by protecting the industrial and Service Sectors from displacement due to commercial Office Development and fuch r opportunity for employment be enhanced. Planning staff asserts the project displaces a former weir house [inaudible] further more, the legalization of administrate was service and forelady shop reflect land more applicable with zoning. Displacement by commercial industry is happening. This creates mono culture. The mission should never be allowed to become a tech mecca. This project blaintantly vimets the paums. Regarding missionair yeah plan 1. 8. 2 insure the commercial dist rblth serve the needs of immigrants. The planning staff assert, the project retains and expands Artist Studio space and provides a gallery that provides a street presance. Makes no mention of immigrant and low income house holds. This is not a jobs program for residence. More gentrification are impinant bringing [inaudible] regarding objective 1. 82 policy 1. 1, encourage development. Discourage development that has substantial undesirable consequences that can not be mitigated. Planning staff, the proposed Development Provides goods and urfbs tooz the neighborhood and resident Employment Opportunities to those in the community. There are no goods or Services Provided by a construction Cloud Storage company or Big Data Analytics company that will benefit the neighborhood. Using the twitter promise to employment we can expect all most zero new employment for mission residence. 60 plus artist have lost production studios negatively affecting employment in the community. Art plan 12 policy 12. 2, support and increase arts and arts activities throughout the sit a efor benefit for visitors tourist and residence. Planning staff asurts the proposal will . Clude up to 24 thousand gross square feet of floor for gallery storage and artist space. Subtracting the basement storage we get 13, 544 square feet for the trade shop so as much as we want 24 thousand square feet there sadis crepancy in the document. These new tech aufsh additions to the mission were darj the chairkt of the neighborhood because they bring their cultural norms and insist seeing them inl the new environment. They dont patronize the [inaudible] critical to community health. Thank you. Good evening commission. My name is [inaudible] standing up todays a former artist of studio 17 but i stand here as a person of color who considers the mission to be my community. I stands in opposition [inaudible] the date the developers and Tech Companies want the public to read and hear is concerning displacement of the arts. In this case the developer has a plat form to say, look what im doing for the good of the arts community. What is not addressed is the displacement of the working class and people of color. This is [inaudible] this is gentrification. I understand the proponents laid out the legal case for change of use ursh bullet i stand to remind you that legal is not always ethical or moral. If you support the developer for change of use and dedicate 48 thousand square feet for offices you will take away the potential for working class job jz services that can once again find a space in 17th and missionism no less than 4 years ago i remember the buildings filled with artist garmt works and non profit [inaudible] take away the life line of the community and you will take away its people. Members of the Planning Commission, i am you to vote against this proposal and consider the following. If you vote to approve this proposal today you will set a precedent and hand the developer and tech company as blue print on how to displace the working class and communities of color in the city. You will send a message that those with money hold all the power in our city. They can rent out spaces illegally and take up residence imlegal because it is clear they are above the laws that govern the city. The press are here and member oz thf community, please take note of the [inaudible] ask questions and [inaudible] your time is up and for the benefit of the public the intent for this block of time is express the opinion of the organizations they represent, so you are a part of the organizations or agree with the sentiment of what was said you dont necessarily have to submit public testimony tonight. That by no means you cant, but the commissioners have heard those issues that were raised. Open for Public Comment. If i call your name please line up on the screen side of the room. [inaudible] adam berry. Mark garret. Laura guzman. [inaudible] andy blue. The first speaker can come up to the podium. My name is denise laws. Im a Third Generation san franciscan living in the Mission District for 26 years. I am a displaced former artist from the redlic building where i had a stud wroe for over 11 years. Robert donald lease holder of studio 17 llc does not speak for me. I am in support of the opportunity to work out a compromise with [inaudible] i was not happy with the original levy holman offer. I do not want to appear im complaining about a less glamorous studio space but the second floor isnt suitable. Low ceiling, lack of natural light. [inaudible] serve ths Multicultural Mission communities. We need trade shop spaces. Affordable rates locked in w a 10 year lease. I believe this compromise is a step in the right direction and preservation of small businesses, worker, artist [inaudible] who support and contribute to the rich cultural of the mission. Thank you. Thank you. Next speaker. Good evening. My name is adam berry. I had been a artist at studio 17 for roughly 5 years. When i first found the space i was thrilled to be able to obtain a studio in the Mission District. It was not until a few years ago when the building was sold that the idea of being displaced began to settle. The way rick holman and his team went about displacing various fractionoffs the building including in the works, the homeless Childrens Network and the dollar store and more recently headline shirts, we knew our time there was limited. Like many of my fellow artist, i chose not to pursue the spaces offered. Seeing the displaiment aurltd occurring in the building in addition to the further displacement of organizations that will occur to make room for the proposed new spaces i didnt feel justified maintaining a studio in that location. I want to go on record that i oppose the change of use creating 48 thousand square feet of office space can not be good for the Mission Community and will effect the economy for midm and lower class and culture and diversity thofe neighborhood. In closing i want to say that Developers Like rick holman have the money and resources to bring on a team of lawyers and advisors that everycarefully craft their message and tactic frz each and every move. On the opposite side of that, who are we . We are artist and community members. Most of the artist in the building, we have nothing to gain out of this. We are here because we care about the community. I urge you today Planning Committee please carefully consider the consequencess of this proposal. Thank you. Thank you, next speaker. Thank you for your time. Im glad the projeblth sponsors have become sensitive of keeping a variety of use in the building but im against the office space in the neighborhood. It is such a important corner. Every 48 thousand square feet of high price offices is too much. There will be a economic Ripple Effect that will darj the neighborhood. It is disharltens to me how the arts are being used to butter up the proposal and hoodwink us into believing it is good for the community. A and a Bargain Store was displaced to make room for had artist. This sh the ground level space. I urge the project sponsor tooz listen to Community Leaders like gabriel mu deana to identify the best use for that space. A token art gallery does not serve the community. Thank you. Thank you, next speaker. Good evening commissioners. My name is mark garret and have a new found appreciate for your work and these proceedings, it is past my bed time. Im one of the displaced artist of the ridlic building. I was a a tenchant from february of 2010 to june of this year. It is beyond my ability orarticulate how much is lost from the destruction of this particular collective of 70 artist and brings me close to tears. As you may know collective Artist Spaces throughout San Francisco are under attack and can not fight the on slot of the tech bubble. I strongly oppose the draft proposal to issue a conditional use to further expand Tech Office Space for what was once a vibrant creator for artist in the community. I agree that a genuine campmize needs to be crafted that allows for a mix of art and admin use but without the artist we get the short end of the stick. I believe i believe for most of the 70 artist displaced from the beautifully [inaudible] a dog and pony show crafted to appeal to you and the planning department. I also find itsary telling there is no representation no so far from either plan grid or [inaudible] thank you as the next speaker comes up ill call more names. Eric [inaudible] michael lutronico. [inaudible] hi again. [inaudible] i wont take but a few minutes. The mission is about working class people. People of color and artist. It is not a [inaudible] it is not a tech [inaudible] i know i am prej prejudice and i will own my prejudice [inaudible] gives me nothing. It is exclusionary but they say it is inclusionary and [inaudible] office space to a company that outsources jobs. [inaudible] whatever cloud does. They outsource jobs. Is that what we want . Yes, i want jobs for people who live in the community. [inaudible] who make low wages. Please, support the artists. Good evening my name is eric [inaudible] president of latino cultural district and we are in here because we are in full support of the artist. We set up the luteenee cultural district because of the loss of artist space we have been experiencing. This space, retail and pdr. So this is a grave concern for us in the neighborhood. We have lost hundreds and hundreds of jobs in the neighborhood. People are moving out further to look for work or even if they are working here they have to live outside the city and driving into the mission. This particular space is important for us to really look at and reconfigure what is happening there and to make sure that these artist are able to stay and are able to thrive there. The way it is configured how they wont be able to stay too long and it looks like they may have to move out fwhauz space isnt appropriate for had type of work that they do. I encourage you to allow time for them to deal with the new owners and be able to come to a compromise to make sure that actually we have more artist space than we have for office space. I think the artist space and pdr space or Manufacturing Type of businesses provide job frz the area and that is something we are really lacking so think we should provide more of that space to create jobs and keep the locals here in the neighborhood. Thank you very much. My name is [inaudible] i was a artist at studio 17, 8 months. I lived and workeds a a visual artist and volunteered in San Francisco since 2009. The building owners representing you with a plan that makes them out to be hereees granted artist Permanent Office space and the first floor gallery but we had a space well suited, we had a gallery and community and essentially that is all gone now. They have taken away something with one hand and giving back a pail comparison with the other. Over the years and watched the artist suffer death by a thun cuts, this is one more cut. Accept for a handful that can make the second floor space work all the artist have left the building. As things stand many will not return. If the owners really value the Art Community we ask a chance to come to the table and negotiateite, one that can serve a diverse and Vital Community in the mission. Thank you. Hello and good evening. My name is michael [inaudible] former owner of blue studio. [inaudible] may 2003 as the Master Tenant of suite 402 and 400 and 401, and created a safe and comfortable environment. After must be months searching for the perfect space i knew i found it. It was the perfect space for my creative peers. I spent much time energy and money to aquer the necessary conditional use permit which allowed artist to work on those specific suites. The only space within the building which was a rarity for the mission. As we all know artist need inspiration and our environment is one of the most crucial tools. Artist need space for imagination, supply a secure space. The 4th floor of the redlic building was and is that. The building owners proposed of wrelocating artist space to the second fwloor is immoral and offensive and illegal. Ceilings 94 inches high that is less than 8 feet. Turning back into offices is a major step backwards for the Mission District and city at large. As i winced the too constant straingling of the [inaudible] we must consider what spaces like the 4th floor offer to not only individual artist but the rapidly gentifying city. We must take a stand to [inaudible] in conclusion [inaudible] i spent years creating thank you, sir your time is up. Sir, your time is up. We need our city officials to start realizing this. [inaudible]
