I i think it helps the Fire Department, that would have helped us on the 4000 block of mission and the areas in between. I know a learning thing for me is going to be to push the Program Block by block to help us do quicker evacuations in any of these situations. How many people were evacuated due to the incident . Do you know . I dont have the exact numbers. I know the ymca had opened their doors. Dem worked with the Fire Department to get a space for people so they would be able to convene, have a place to rest and a cup of coffee and figure out the next steps from representatives at pg e. Thank you so much. Any other questions . No. Thank you captain. And next well hear from the department of Emergency Management. Thank you. San Francisco Department of Emergency Management, im the Public Relations officer. The role of department of Emergency Management is to support the responding agencies, maintain Situational Awareness and give information to the public and stakeholders. The dem learns about it two ways, 911 call or pg e notifies us. Upon receiving the report Public Safety dispatchers started sending firefighters to investigate the leak and our investigators contact pg e if they havent already to respond to the gas leak. And we informed the watch officer who can coordinate Additional Resources and send alert and warnings to the public. The gas leak at 3971 mission call followed the protocol, public dispatchers received multiple 911 calls about a gas odor in the area. By 9 55, Fire Departments arrived on scene. Pg e, the Police Department and parking control officers were dispatched to the scene. At 10 14 we were advised of an explosion. We reached more than 182 contacts in the area and an alert next door and on social media. Subsequent alerts were pushed out in spanish. And we notified the board of supervisors and provided notification as well. This is just we sent out multiple notifications and we took a step where we deployed a field incident management team, consisting of two emergency coordinators. The primary objective was to provide Situational Awareness, confirm the evacuation parameter and potential Evacuation Center in the area. Over the course of the response, the team maintained communication. Establishment of the Evacuation Center at the mission ymca provided Language Services to the evacuees and for evacuees with disabilities and provided information to residents and evacuees. By 4 07, all residents with exception of those at the address were allowed back in homes but many did not have gas service. We remained in place at the Evacuation Center until it closed and they were receiving short term housing services, services from the red cross and mid to longterm Housing Assistance from the Human Services agency. We want to say that it takes a whole community, bless you. We want to say it takes a whole community to effectively respond to an emergency. We want to thank the mission ymca that the staff opened their doors to their neighbors. The American Red Cross deserves thanks. Their volunteers at the scene of nearly every emergency supporting our responders. And in our community there were a lot of neighbors and businesses that took care of one another. They deserve special thanks. To the committees members, we thank you for your staffing at department of public Emergency Management. Through the month of november we have taken the call within 10 seconds. Your support of the coordinators that send out alert, coordinate resources are all funded by the grant. At this time im happy to answer questions you may have. Thank you. Were thrilled to hear that we have met the National Standard in terms of 911 response times. This was the committee that that hearing was held. Any questions for no . I have one question. Im just wondering, in the case of emergencies like this, do we have sites designated in districts so that we as supervisors know this is the plan, that if there is Something Like this, the we have made a prearranged arrangement with the ymca and notified as a supervisor. Thats an excellent question. We have a shelter data base of 150 facilities we reach out to. We have to make sure theyre functional after the emergency. They need to be inspected and need to be able to accommodate the people that are displaced. We work closely with the Human Services agency on this component. We can reach out to private sector partners in the School District and the Hotel Council as well to add to the list. I think what would be helpful actually if there was Something Like this again, how would we know . We would make the Information Available to the board. Next were going to hear from rex hail from the Fire Department. Good afternoon supervisors. Chief. Im rex hail from the San Francisco Fire Department. This is deputy chief of operations. On november 27th, 2017, at 9 53 a. M. Engine 32 responded on a single unit dispatch to 3987 missions street for reported gas leak. Upon arrival, a heavy smell of gas and bubbling water along the curb indicating there may be a significant gas leak from under the street. We called pg e. We began to evacuate buildings and special call battalion six. There was an explosion that caused the garage door and two floor windows to blow out. Immediately requested a first alarm dispatch and continued to evacuate buildings. At 10 15, it was confirmed that 3971 was the primary building and directed units to continue evacuation of the surrounding buildings. At 10 20 a. M. , the command post was moved for safety reasons and further entree denied until assessing the situation. Pg e arrived during the assessment. Advised to move the command post and evacuate both buildings on both sides of the streets. This evacuation was complete at approximately 11 12 a. M. San francisco Police Department assists with the evacuations and traffic control. At 12 55 pg e notified us that they stopped the slow leak of gas. There was still residual gas, and monitored of the buildings. Thank you. I can take questions if you like. I dont know if youre going to be able to answer the question, but out of curiosity, when the Fire Department and all of the city departments were hearing from today respond to an incident like this that is caused by a malfunction of pg e assets as theyre called, does the company reimburs the city for the cost of evacuating do you know . No, i do not. Thats interesting. And because i know youre both extremely experienced, have you have either of you responded to explosions like this before in San Francisco or anywhere for that matter . I personally have not responded to anything like this before. So you dont you havent seen other examples of how long it would take to turnoff the gas and weve had gas leaks before. A lot of times construction in the street, will hit a gas pipe. Its easier because they have dug into the street at that point. But they had their work cut out for them in this one. So in your experience, the cause of the leak would be physical interaction with the pipe. Thats clearly not the case here. It is common with the construction. Do you have questions supervisor sheehy . No . Fewer . No . Thank you for everything you did in this case. And that you do every day. We appreciate it. Then finally we wanted to hear from ben aims of the Human Services agency before we open this item up for Public Comment. To find out how the families are doing that have been impacted by the fire, ben, youre one of the unsung heros of our city and so appreciate everything you do every time theres an emergency like this. Good afternoon supervisors, thank you for the opportunity to speak today. I think that after the event happened, that our response was incredibly well thought out, very fluid, the department of Emergency Management was out on the scene, they called me, we had several Conference Calls and talked about where are we going to take evacuees and what type of services were we going to provide for them and then we identified the fact that we had individuals not able to return to their units and we had the red cross out on scene and the red cross, Standard Operating Procedure went and took the families and provided hotel stays for them. And that will be for about two days. And then normally my agency would step in and do an interview with a tenant, find out what their needs are. If they meet the criteria for longterm housing. This was an explosion and not a fire and would they be able to participate in my fire program or not, thank god i didnt have to have that discussion because pg e stepped up and right away they took responsibility for the needs of the tenants. They provided them cash assistance, they made sure that all their needs were meant. They found housing and i continued to work with pg e and im still continuing to work with them about identifying longterm Housing Needs for the family. Its interesting to note its a four unit building and the families in this building were very closeknit, they have lived in the building for a very long time and the one request was that they wanted to stay together, they wanted to stay in the mission. So pg e contacted me and i contacted the San Francisco Apartment Owners Association and i found a building in the mission at 20th with four vacancies and we were able to keep the families together. Kim who i have been working at with pg e, they showed the families and they elected not to use it because of parking issues. They were able to identify another building on ocean avenue. So the needs of the tenants are being taken care of. In that week, we had two fires, two of them supervisor ronen in your district and then a fire that displaced a 68 unit building that resulted in us opening an emergency building at 1 00 a. M. please stand by the pipeline that we were talking about, on the fulsome project, so the gas that goes through the transmission level pipeline is much more serious. This is november 9th, at 7 45, a truck hit this building, and there was a smell of gas. And so there was a gas leak and the Fire Department came very quickly, and basically just knocked on doors and told people get out, get out, get out and eventually police and pg e came and the incident looked like it was pretty much over, people were let back in their houses around 9 37. [buzzer] should i [off mic] so i just wanted you to be aware of another incident, if you want to do Lessons Learned on that. But i think more important is in district 9 and district 10, we do have these major Gas Transmission pipelines. And even though i have put in comments on a number of projects in portrero hill, and pennsylvania where theres a kink in the transmission level, the Planning Department doesnt really seem to take into account the impact that construction could have and kind of building around these big pipelines. Hello, my name is Marilyn Waterman and im a group of concerned neighbors in bruenel heights, regarding assessing the safety of a building around major Gas Transmission pipelines in San Francisco. So i want to thank you for providing this forum. If we learn anything from this explosion, its that these accidents are serious, they are potentially catastrophic and they need to be prevented via a high degree of caution and rigorous safety measures. These types of hearings are most welcome by our neighborhood and we look forward to your findings and thank you for uridyl jens. Your diligence. Those are my prepared remarks. I have a couple comments, im quite impressed by the response of the responders. It sounds like the Emergency Response at the bottom of the cliff was very wellorchestrated. I continue to be alarmed by what constitutes safety in the eyes of pg e. And i think some of that was heard tonight. And i think within this culture of safety, i mean, pg e could look at something and say look, weve got it covered. This is absolutely fine. But when we have Pipeline Safety experts look at this saying, its whats not being looked at that you have to be careful about. Thank you. Is there any other member of the public that would like to comment on this item . Seeing none, Public Comment is closed. I just wanted to thank all of the city departments for not only doing such a terrific job in this case showing up, safely evacuating the area, safely communicating with the neighbors and with officials and the department. Helping to house the individuals who were displaced by this fire. Its a moment to feel a lot of pride for the city and i also want to thank you so much for taking the time to sit through the item before this, we didnt expect it to take so long. So thank you for sticking it out and for continuing to be here. I also wasnt aware of the rule that the mission y role the mission ymca played. I want to thank you them, so wonderful for communitybased organizations step up and help the city respond to disasters like this one. And i thought supervisor fewers question was a good one and its good for us to be aware that these organizations play a role. The red cross is always in there and then just to echo captain hart, the neighbors helping each other is really a beautiful sight to see, and something we want to replicate all throughout San Francisco. We know our neighbors better than city Emergency Response departments know and we can really look out for each other. So thank you, captain hart, for putting that plug in for that program. You know, i will ask im grateful pg e showed up today that the company has remaind in communication with my office since the beginning of this explosion. I would ask that, im going to continue this item to the ask my colleagues to continue this item so when you get the report back that we have an opportunity to come back and explore the cause. I continue to be confused, like my colleague, about what do you call the plastic pipe to nowhere and what function that serves and whether or not we, pg e is upgrading its system as its replacing pipes throughout the city to more quickly respond when there are leaks and god forbid, you know, there are no future explosions, but when there is one [coughing] i look forward to that additional information. I want to turn it over to supervisor sheehy and then i will finish because im coughing. I just want to echo supervisor ronan and really deep appreciation for the way the city agencies responded. And the resources that were brought to bear. And i do also look forward to maybe getting more information from pg e. I would like to know what things will look like Going Forward since we are tearing up streets and replacing pipes. If theres a way to mitigate against three hours of leaking gas, that would be great to know. And that may be something we look into for the future. But, again, thank you to First Responders in San Francisco. Great work. Yes, i would like to echo that to our First Responders. My husband was one for many years. But i really want to thank also benjamin aims from the Human Services agency. I have to say when theres a threealarm fire in my neighborhood seeing him there on site with all the people displaced and with blankets around them in the middle of the night and its really cold. It was so reassuring that he was there and that he represented our city in caring for these people that are in the middle of the night out of their homes. So thank you so much to everyone. We are a destination shopping place for people and while everyone is shopping we want to make sure that you have a really great and enjoyable experience so today well talk go all the Additional Resources and things the city is doing to make sure that experience is the greatest one can you have and do your shopping for your family and all the people you shop for and just last week, we actually had the Lighting Ceremony for the snow flakes and as we go in to the Holiday Seasons, theres several more events that will be taking place and most importantly, is to make sure while you are down here that you feel safe and that you really enjoy what you are down here for and so at Public Works Department, we are going to be adding a lot more addition al resources here downtown especially from the hours from 11 00 to 9 00 you will see more street cleaners around here to make sure that you know when you walk around everybody is clean and your trash cannes are clean and well add some additional steam cleaning and night crews will be here making sure that the city is presentable for the next morning and so were going to do everything we can to make sure the downtown area is nice and presentable and you will hear from our police chief he is going to talk a little bit about safety and the man who heads this and the man who started this program 17 years ago when we started with nordstrom there was a small group started this during the holidays is no one other than our mayor ed lee, please welcome here. You know the theme of course every year in association with our Union Square Association our chamber of commerce were here today is that we want people to experience safe and clean holidays and so yes, well invite and union square attracts millions of visitors every year and theyre not going to ever get less because this is just a center piece for our city and so we expect hundreds of thousands of people to be here over the next four weeks and it adds over 6 million just in the next four weeks to our economy and it works because our Police Department is very alert and of course theyre going to give a lot of hints out but people just have to be smart when theyre bringing their families and their friends in from town down here just be alert and listen to every piece of advice that the chief, his commanders, his captains and staff because theyre walking this beat along with all of our wonderful, beautiful, red embassadors that are behind us. [applause] and theyre a delight to have and theyve been growing over the years to accommodate all the families and people that are down here with information guides about where to stop and where to get the best bargains right and also, just being here at this Winter Wonder land i know karen is excited because this wonder land grew out of the need to have a place that was outside of the construction immediate zone or to change that zone for the holidays so john is glad to do this more tor yum and well talk about extended construction later on and during the central subway construction, i think we used our innovation to really Work Together to invite people down here and hose up that construction for a period of time which starts now and wont end until after the new year but this is calm and quiet and you will hear less about construction and more about the voices of our family and kids and people just excited to run through here with all the activities on Winter Wonder land were here to make sure its not only safe but clean, welcoming environment, helpful environment and there were be hundreds of thousands of people down here thankful a Wonderful Fund and were encouraging everybody to take advantage of this Winter Wonder land and all the excitement that happens and also shop locally and make sure you spend time and all your merchant corridors is this is a center piece of it and its also clean and fun and making sure everybody is safe so congratulations everyone, and for all those that are going to be visible, thank you because the visibility of the officers on the beat will calm everybody down and just be alert no matter what part of the city you are in and drive safely and dont drink and drive, thank you. So im going to repeat a couple things that have been said and first of all, this is my favorite of time of year because the mol day season is it about tradition and family and community and none of this can happen without us as a community im talking about city partners, the department of public works and the Publicprivate Partnership we have with the bids and the embassadors it has to Work Together so i want to talk about a couple things about our traditions and one of our traditions that we want in this city and we must have is that when people come here from where they come from and they come here from all over the world, we want them to have a safe experience and a safe and clean experience and i was out here on saturday night with my family i had a great time and i got here too late for the beer garden but i was off duty. I was off duty and i missed the beer garden but he had a great time with my daughter and she brought a friend from out of town and it was a great time but more importantly, what made me so happy is that i saw the city working like it should be working. We had officers everywhere they were engage and we had people cleaning the streets and it worked like it was supposed to work so thats what we want to promote. We want to promote a tradition of safety, cleanliness so people enjoy their time when they come to San Francisco and they enjoy the experience so they bring their families and their friends and couple of things of safety tips and some of this is basic and you will hear this repeated, we dont want anybodys Holiday Season to be torn apart by being victimized of crime, so a couple of things, first of all, when you are doing what you do shopping or just enjoying the city, take a break from the cellphone if you are going to use it use it responsibly and Pay Attention to your surroundings i know this is a life line but Pay Attention to your surroundings i cant emphasize that enough. Also, when you are shopping, when you carry around your package and when you are using the a. T. M. , again, Pay Attention to your surroundings, if you are using your a. T. M. And putting your pin number in make sure you shield it so people cant steal your pin number and make sure if you are going to your car, that you dont leave your valuables open where people can see them and get to them and break in your car and steal what you worked so hard to buy and that is a basic thing but you would be surprised just how many people forget to do that if you return to your car, get some thought to move your car to another location and sometimes people that are out to do harm they will watch you put your packages in the car and you resume your shopping and come back and your things are gone so make sure you do that and the mayor mentioned that we want people to have a safe experience when you walk across the street and a simple thing, obey the law , obey the traffic signals, dont cross against the red light, dont cross against the red hen this is a simple thing but you would be surprised how many people dont take that simple advice one of our goals here in the city is to reduce pedestrian and fatalities and that is a simple thing that will help in that regard and also if you are driving the mayor mentioned it, this is a season of festivities and theres a lot of spirits and a lot of good spirits around but you dont want to do that and get behind the wheel of your car because thats not going to help anybody and its probably going to hurt more than it helps so if you are going to drive, drink dont drive and be responsibility with your use of alcohol in terms of your shopping habits, its always good to have someone with but, also with your packages if you happened to have packages mailed to you from where you are maleing them from make sure that you understand there are people that will steal your packages so i was at may sees so coming is delivered this week but i want to make sure i take precautions to let me neighbors know that things are coming or whatever so people will look at for each other. Look out for your friends, neighbors and watch out far each other and again this is a Community Season so its all about caring about and looking out for others and being responsible in whatever you decide to do this Holiday Season so thank you. If you need to make a phone call if its an emergency, call 911 and if its a quality of life call 311 and well respond. I walked up to the redline and was greeted with a warm welcome im chad redden and anna client of city clinic even has had an std clinic since all the way back to 1911. At that time, the clinic was founded to provide std diagnosis treatment for sex workers. Theres been a big increase in std rates after the earthquake and the fire a lot of people were homeless and there were more sex work and were homeless sex workers. There were some Public Health experts who are pretty progressive for their time thought that by providing std diagnosis and treatmentsex workers that we might be able to get a handle on std rates in San Francisco. When youre at the clinic youre going to wait with whoever else is able to register at the front desk first. After you register your seat in the waiting room and wait to be seen. After you are called you come to the back and meet with a Healthcare Provider can we determine what kind of testing to do, what samples to collect what medication somebody might need. Plus prophylactics is an hiv prevention method highly effective it involves folks taking a daily pill to prevent hiv. Recommended both by the cdc, center for Disease Control and prevention, as well as fight sf dph, two individuals clients were elevated risk for hiv. I actually was in the project here when i first started here it was in trials. Im currently on prep. I do prep through city clinic. You know i get my tests read here regularly and i highly recommend prep a lot of patients inclined to think that theres no way they could afford to pay for prep. We really encourage people to come in and talk to one of our prep navigators. We find that we can help almost everyone find a way to access prep so its affordable for them. If you times we do have opponents would be on thursday morning. We have two different clinics going on at that time. When is womens Health Services. People can make an appointment either by calling them a dropping in or emailing us for that. We also have an hiv care clinic that happens on that morning as well also by appointment only. I felt my life would be just ending there but all the support they gave me and all the information i need to know was very helpful. So i [inaudible] hiv care with their health about a quarter of our patients are women. The rest, 75 are men and about half of the men who come here are gay men or other men who have sex with men. A small percent about 1 of our clients, identify as transgender. We ask at the front for 25 fee for services but we dont turn anyone away for funds. We also work with outside its going out so any amount people can pay we will be happy to accept. I get casted for a pap smear and i also informed the contraceptive method. Accessibility to the clinic was very easy. You can just walk in and talk to a registration staff. I feel im taken care of and im been supportive. All the information were collecting here is kept confidential. So this means we cant release your information without your explicit permission get a lot of folks are concerned especially come to a Sexual Health clinic unless you have signed a document that told us exactly who can receive your information, we can give it to anybody outside of our clinic. Trance men and women face really significant levels of discrimination and stigma in their daily lives. And in healthcare. We have some testing with you on site. So all of our samples we collect here. Including blood draws. We sent to the lab from here so people will need to go elsewhere to get their specimens collect. Then we have a few test we do run on site. So those would be pregnancy test, hiv rapid test, and hepatitis b rapid test. People get those results the same day of their visit. I think its important for transgender, gender neutral people to understand this is the most confidence, the most comfortable and the most knowledgeable place that you can come to. Onsite we have condoms as well as depoprovera which is also known as [inaudible] shot. We can prescribe other forms of contraception. Pills, a patch and rain. We provide pap smears to women who are uninsured in San Francisco residents or, to women who are enrolled in a statefunded program called family pack. Pap smears are the recommendationrecommended Screening Test for monitoring for early signs of cervical cancer. We do have a fair amount of our own stuff the day of his we can try to get answers for folks while they are here. Whenever we have that as an option we like to do that obviously to get some diagnosed and treated on the same day as we can. In terms of how many people were able to see in a day, we say roughly 100 people. If people are very brief and straightforward visits, we can sternly see 100, maybe a little more. We might be understaffed that they would have a little complicated visits we might not see as many folks. So if we reach our target number of 100 patients early in the day we may close our doors early for droppings. To my best advice to be senior is get here early.
