First i want to ask our director of sustainable streets, tom mcguire, to recognize one of his outstanding employees. Mr. Mcguire. Good afternoon, directors. Tom mcguire, Sustainable Foods director. Im here today to ask you to help me recognize alex velez rering from sfmta after 11 years of service as a transit fare inspector. During this time, along with many other distinctions, inspector valdez is one of our most reliable inspectors. He once went five years without calling in sick. He is also almost certainly the most productive transit fare inspector in the history of the m. T. A. In terms of the number of customers he interacts with every day and the number of citations he issued. His partners in squad have given him the nickname bossing. Hes had that nickname apparently since he started because they knew from day one he was a person to hold in high esteem and special regard. You may recognize his face because a few years ago he was here with some of his colleagues, several times over the course of his time with the m. T. A. He has saved the lives of patrons or rendered aid to people seriously injured on the system. You may remember that he was previously recognized for this board for his efforts to save the life of a patron sightdisabled patron who had fallen on the tracks and was under the train and i was only alexs quick thinking actions and his partners actions that ensured that they patron was able to survive. So, i hope you will join me in recognizing his outstanding performance and wish him the very best if his retirement. Thank you. [applause] mr. Valdez. He has a few colleagues here to support him. Absolutely. On behalf of the agency, the entire city and the board of directors, thank you so much for your service. Youve really done such amazing work for the agency. Thank you. And congratulations. I wanted to give you a couple of vision zero updates. First the Second Street improvement project. Finally had its groundbreaking last week. A number of departments came together to celebrate the breaking ground. Second street is a major northsouth bike connector on the eastern part of the south of market neighborhood. Its in an important street for vehicle traffic because of its proximity to the bridge and connecting from ballpark to Market Street. It is a vibrant area so lots of foot traffic and the street was not working as well as it should have been. The redesign, can you authorized a while ago, has led to the construction project which is under way. It should be about a twoyear construction project and well be actively working with public works to support the project and to minimize any adverse impacts to folks on the corridor. So, great achievement that that one broke ground. Another project, which you have previously legislated that i want to give you an update on. I know its gotten a little play in the news lately is upper Market Street. This is a project that you legislated i think it goes from octavia all the way to castro, legislated it earlier this year. Two things have been happening since that legislation was approved here at the sfmta board. First that the department of public works, we have engaged with them to begin the Detailed Design process. So that we can complete that. And enter into a construction project. The second thing weve done is at your direction that we may recall the Fire Department raised some concerns about the design. You directed us to work with the Fire Department to resolve those concerns. So, we have done that over the past few months and those have been addressed that will require some changes to the design, but largely keep the integrity of the project in tact and then so we will be beginning early implementation steps as early as next month, january. And well continue to work there is outreach and some doortodoor work that will need to be done in the meantime. But we will looking to implement that with all due haste and then ultimately bring forward the full project subsequently. I appreciate everybodys patience or impatience, with getting the project moving. We do have different needs that we need to address and needed, as you directed, to make sure that we could build this project in a way that was not going to adversely impact the Fire Departments need to respond to emergencies and i believe that weve done that. A couple of other brief updates. I wanted you to know that the general signup is under way now and that is a process that we undergo by our contract with our transit operators every two years where operators have the opportunity to move around the system to move from one bus to another, bus to rail, light rail to cable car. That process is happening now and it is a time when we put changes to the service plan. It also reflects other changes happening in the system such as the opening of our newest maintenance yard, which will be open it goes into effect this coming summer. By the summer, that yard will be opened. Well have our first 24 or so light rail vehicles going into service. Well have the Sales Force Transit Center opening and making some other changes. It is a little bit behind the scenes and it is kind of a big deal for the operators and it is an opportunity for them to change places. Its also an opportunity for us to make these service changes. So, well keep you updated on the progress of that. And speaking of sales force, it is currently scheduled to open in the spring of 2018. However, an Early Service start would be happening with munis 5 fulton which beginning on december 26 will be moving from the temporary transbay terminal from the transport center. So the center wont be fully rational but we will be moving the five fulton to get first baby step of initiating Transit Service at the new Transit Center. We start working out the kinks to evaluate the logistics. It will require some communications with 5 fulton riders. Because the 5 and the 5, are will have different riding points downtown. But were excited that the transit place is coming into place and we look forward to its full opening later in 2018. Wanted to remind you in the public that, as we do every year, we will be offering free muni service on new years eve from 8 00 p. M. To 5 00 a. M. Its a way to encourage folks to choose a safe way and a professional driver to get them around town on new years eve. Well be publicizing that as usual and let you know when that ones coming. Also coming the following day on january 1, there are fare increases for our passport products, which will go up by 1 on january 1 and that this was approved in the budget that you all approved last year. And it is in line with the automatic fare indexing policies of the board. And finally savinging the best for last, i wanted to let you know that we are launching new website for the sfmta today. I want to ask kristen smith, our marketing manager, to come forward. She has been laboring over this project for quite a while. And it is the first update since 2013. And its bringing a whole lot of great, new features to the general public that will make it easier for access the firefightersing. Ill turn it over. Thank you. Im kristen smith, the marketing and Digital Communications manager at the sfmta. Im pleased to give you a brief demo of the new website that launched this morning. So it is live. I want to first thank everybody who was involved in this project. It has been a massive undertaking from the Marketing Team to our contractors to all of the internal and external stakeholders and especially to our customers who participated in user testing and customer feedback. This is the full redesign of our old site so i want to spend a couple of minutes here highlighting a few of the areas that i think are of particular interest. The first thing you notice on the new website right here on the upper right hand side is there is a quick links. We wanted to make sure that people could get to the most common requests right away without having to go through the entire site to do it. That is at the top of every single page. If you scroll down a little bit, you see these icons here for different modes. They pull together everything for a single mode of travel. If you are interested in accessibility information or bicycle information, you can find it all in one quick stop. Well click on the mu, in i road page here as an example. I think it has been dramatically improved from our howtoride muni con tonals streamlined fares and in particular the routes and stops. If you go to the routes and stops and some of our rapid routes, youll see we first denoted our rapid lines with a red line as they are out on the network. Youll see that we have a frequency table now, which is very new as well as a live, embedded map from nexbus so we wanted to improve this experience for desktop animo bile users and then same with the stop i. D. And live data is in there as well. Everything accessible by screen readers and any other accessibility aspects. Another new section on this site is the neighborhood section. This is Hyperlocal News and information and transportation information. We did not have anything like this on our old site. So, you can either click on the Planning Department neighborhood map or you can just go right here to your specific neighborhood. So if i click on the bayview, you see every muni route that serves the bayview. All of the transportation projects by the sfmta in the bayview, news transportation news from the blog. And where you can buy sfmta products and fares within your neighborhood. So, we have those for all of the Planning Department neighborhoods. Another improvement is the projects page. We talked with a lot of stakeholders about this and heard a lot of feedback about what would improve this. If we were to look at the fullsomehoward street scape, you see that we have a new project timeline and these budget aspects. This is just to give a quick overview of what the projects are and not require our customers to necessarily have to read, you know, hundreds of words of text in order to understand what the project is and how it impacks them. Another new feature is the Businesses Services area. This is a section that has been completely rewritten and also pulls together information for both large and Small Business owners. So, everything you need to do to update your street in front of your business, to how to work with the sfmta to regulations about oversized vehicles. Everything in this onestop shop. Again, a lot of this site is about prioritizing information for different users. We have a huge user base and we want to make sure were giving them the information that they need. And then i think of particular interest to this group is the completely revamped board and legislation section. We talked with a lot of stakeholders on this and spent time indexing and searching the p. D. F. S. Noening loer do you have to go toing google to find out what the legislation is, you can find it right here and it is all searchable. If i were to just type in commuter shuttles as an example. I would be able to easily pull through and see all the legislation that we passed regarding that topic. Wi eve really increased the search overall in the site so we hope that customers will be easily able to find everything that they need. And then finally, another area that weve really improved is the translation. Our old site was just translated for the specific aspects that we were required to by title vi. Now youll see that the entire site is translated into 10 languages and in the places that require the title vi regulations. Weve done a manual translation that overrides all of that machine translation. In addition to the projects question, the question we get all the time is how do see exactly whats going on with this drain line or whatever . Sure, yeah. Weve definitely improved that with the new site. We have a longer road map in plan to continue to improve that. But places that youll see it right now is above this hero image. On the home page, you see these are the twitter alerts that are coming in. Youll also see that those feeds, when they are denoticed for a specific line will also appear on that line page. So, if you were to go to the jchurch, you see that there are specific alerts related to that. We also pulled out planned alerts from the media alerts so you could see what is happening maybe in two weeks and separate it from the things that are happening right now. Great. So, the twitter feed is now segregated by line through the web page. Yes. As long as they use their correct tag for i. But yes, we designed it in that way. I just wanted to say kudos on the work for upper Market Street. I know that that was a challenge that the board put to you and the staff to come to some compromise with the Fire Department so we could make sure that we not only kept the bike lanes safe but that we were ready for them to respond to any fires along that stretch. I know last night there was another people protected bike lane event right in that stretch. That was really good timing today. Im sure that it is much appreciated. You can tell how important this is to people if theyre willing to put their little body there is to demonstrate the need for safe bike lanes in that area. If i get on the 5 fulton and ride it into the end im going into the Transit Center . That is correct. Im doing that. When does that start . December 26. Ill put it on my calendar. That sounds great. Let me start out in reference to the website, which the staff just described. I looked at the website this morning and then again just before this meeting. The agenda for this meeting is not on the website. The Staff Reports and other attachments are on the website, but the agenda itself is not. I would encourage you to pause, take a look at the website and see if you can find the agenda. If not, confer with council about whether this meeting can still be legally held so i dont have to file a complaint with the Sunshine Ordinance Task force. Further, there were other aspects of the website i found difficult to navigate, including past board meetings and other links which had previously been there. So, i was certainly not consulted about the Website Redesign and have problems navigating it. I came today in part to recognize the fare inspector alex who was recognized earlier for his good work. They have apparently all left. So, perhaps my remarks can be conveyed to him and the staff. He does a great job in particular, that unit. Swing one and swing two do a great job as the eyes and ears of the agency on the subway, on the buses and just in general. Your chair made references to upper Market Street. I dont know if there were comments about upper Market Street. Earlier i did not hear those comments. I brought a ceqa appeal on the upper Street Market to the board of supervise source and was assured by staff that i would be involved in further design and discussions about that project and have not. So, i would inquire about what comments were made about upper Market Street. In fact, i would ask for a copy of all of the directors comments. Thank you. Im pausing to go to this, the new website. I do see all of the agenda items. Referenced materials. But not the agenda itself. Thank you. You are correct. The actual agenda doesnt appear to be linked on this website. Yeah. Mr. Weedemyhrerer. Good afternoon, chair and members of board. Im the executive director of the San Francisco bicycle coalition. As chair brinkman mentioned yesterday evening, over 70 individuals put their bodies on the line on upper Market Street to draw attention to the continued delays and construction of a protected bike lane that this board approved in may between octavia and dubose. Construction will begin in january. With incomplete drawings and insufficient time to review the design, we have remaining questions about the level of physical protection it offers. Given what we know, we would have trouble considering this new design a fully protected bike lane. But beyond the design, we are disappointed in the process that has led us here. The project that this board approved over six months ago was the result of over two yearss worth of Community Outreach and engagement. Over 700 emails were written in support of this project and dozens of members of the public turned out in person to voice their support. Now we are considering a design that is the result of a process that included just the Fire Department, the sfmta and the mayors office. The growing number of people who bike upper market deserve protection from traffic from octavia all the way to the castro. So, if this is the process that sets the precedent that we should expect on future projects where protected bike lanes are planned for streets with overhead wires then we have grave concerns about San Franciscos abilities to achieve vision zero by 2024. So really just concerned about the process that has got ton this point. On the positive side, i do want to comment on how beautiful the new website is. And the level of accessibility that it offers to members of the public. It is a great improvement for people biking in San Francisco and i want to compliment sfmta staff on the work that they put into it. Thank you. Thank you. That is a good point that the final design is one that has not yet been seen by the public or by the board. Do you think that we can have a presentation either to policy and governance in an open meeting or to this board to actually show what that new design is going to be and to make sure that members of the public and the Bike Coalition get a look at this and can comment . Yeah. As i mentioned or meant to mention that there is outreach that will need to happen now that we believe that we have a design and im hopeful that the Bike Coalition and others will have the opportunity to review it and will see it has not compromised the integrity of the project. I think were going to have to come back for a different aspect of the project and were planninging to do that in february. Ok. So, if that works, we can bring an update then. That would be lovely. Can we assume that other streets where we have the same conflict where we have the overhead wires where there is an intent to put some sort of protected bike lane. Will this design or compromise work for all of those or are we going to take them on a casebycase basis . Case by case. Geography of aoef street is different. Ok. Well move on. Item nine general Public Comment, this is an opportunity for members of the public to address the board on mares that are within the jurisdiction of the sfmta board of directors but are not on todays agenda. Well start with cameron crock et. Two minutes each please. Hello. Thank you for taking the time to allow me to talk about an important issue. My name is cameron crock et. Im Vice President of the Community Marina association. We have over 1,000 residents and Business Owners in our Neighborhood Association and im here on behalf of our neighbors who have expressed a serious safety concern over the multiple r. V. S camping out overnight in the marina. These. Er kaers are skirting around the citys parking laws. Our neighbors have witnessed open drug use, disposal of toilet waste on sidewalks, trash on the streets, loitering outside the campers and threats of violence to our residents. This has turned parts of our neighborhood into make shift homeless campgrounds that are visualized toward reducing the quality of life for our visitors and residential neighborhoods. The sfpd is fully aware of this issue, as is the department of public works as im sure you are as well. However, we dont feel anyone is tackling this issue comprehensively. Many cities along the california coast have passed laws to address the issues of overnight campers in their city. I would encourage the sfmta board to look at the city of san diego and what they did to address a very similar and even larger problem of overnight campers. San diegos law included a overnight parking ban for campers without permits, the ability for legitimate r. V. Catchers and users to buy days permits and increased [inaudible]. People are taking advantage of our outdated parking laws and turning parts of our city into an overnight campground. If safety is the absolute number one concern, i would highly recommend to work next year to come up with a comprehensive plan to address the ish safety issues of overnight campers for the entire city. The Marina Community association would like to partner with the sfmta and other agencies to Work Together to solve this problem. Thank you. Thank you very much, mr. Crocket. About six months ago, i went to a meeting and supervisor peskin, who is in charge of this San Francisco county transportation board, has got a series of statistics on t. N. C. S which conclusively, as far as we can tell, proves that these t. N. C. S are operating exclusively as taxis. Something like 70 of all the ridesic up and drop off in San Francisco, especially if you include the airport. It could even be higher because it is very difficult to get these statistics. And i suggest you work with the supervisors to do something about this. Otherwise all the money you spend on roads and Everything Else is just throwing it down the drain. Thank you. Thank you. Most notably it fails to be in conformance with the policies that neighborhood character be preserved and existing retail uses be preserved. The m. P. A. Website implies it has a technology component. This could be disputed. Both of these factors could be seen as fatal flaws. How these flaws are resolved remains to be seen. First of all, id like to present this letter to you that i sent on the 14th of november to the 8th avenue neighborhood way and got no response. I took the time to draw up this letter and there was no response. In the meantime, the church on 9th avenue hosted the m. T. A. For a quiet meeting with only five people there. Theyve also offered to host a Public Meeting at their facility for the neighborhood. But what id like to call to your attention is, at that meeting, they presented us with this new neighborhood way proposal. It no longer says it is a bicycle and Pedestrian Safety improvement. Thats because we told them it wasnt. So, the new one does not say anything about that. We would like to know if you could implement the stop sign immediately at 9th avenue and cabrillo. We feel that implementing that stop sign would have a direct relationship to the amount of traffic on 8th avenue. And weve also asked, and i have 650 signatures to go along with the ones i gave you last month, for the project to not have a diversion aspect. We want everything but the diversion aspect. And it was supposed to be devoted on originally and now it has been pushed back to we have a date. My only other question is how can you start this meeting because i wanted to have the vision zero part. And i was standing outside. Thank you. You can leave the letter. Good afternoon, directors. Howard strasner. Secretary of the safety advisory committee. We did a couple of things last month, which will have some bearing on vision zero [loud talking] thank you. Im sorry, sir. Could the audience please stay quiet . Thank you. Wes paed a couple of resolutions. One was for medians at the intersection of geary and masonic and were doing two big projects in the area but you dont seem to have a median scheduled for the, i guess the north side of masonic and that is a pretty wide street with lots of traffic and a lot of people cant make it across in the regular time allowed and that is what one of the purposes of medians to help people you cant walk too fast. You can walk to the middle and wait for another goaround. And at the same time [phone ringing] we thought since im also the member of the committee, concerned with transit, i said you cant always be slowing down buss to help people walk. I thought maybe and the group endorsed it that maybe we, at some stops, especially this one there, you put in it some device which you can google was happy to loan you from some of their cars and tested out to hold back the green light when there is someone in the walkway. Something to think about. It might work. In the other one we did a little easier, was van ness where you are spending a couple hundred Million Dollars to speed up the bus. But someone comes to present to us on that subject and they and we ask are you going to have an advanced start . Now we have advanced start on 19th avenue. It works real fine. Its great. And they didnt have it so were asking for an advanced star. And this is something where the pedestrians get a walk signal a couple of seconds before turning cars can block the way. On some of these thank you. It doesnt get thank you. Thank you. Next speaker, please. Tareq mahmoud. Good afternoon, directors. Tareq mahmoud, taxi driver. Do you have any plan to save taxis or not . So far 55 medallions were returned back on foreclosures up to three months ago. In the last two months, 23 more came back. Now were 74 foreclosed medallions sitting there and mj it is like 20 million peoples money given back to you. On the other hand, in the year 2010 when taxi was almost shut down from the airport by canceling 30minute [inaudible], i was a single man who went there and had a fight with them and got this system back into the system. Again in last year 2017, they scared the taxi business so badly that they shut down one lot and other lots were plan to be shut down and i have to fight with them. It is not my job, its your job. And you didnt care. Right now, there are two items in the taxi which are killing them. One is 1 million insurance. They voted to pay 700 a month and it should be reduced to half a million. Even if it says in the charter of the city that it must be 1 million, you need to find a request to get this half million. So 700 should go down to 350. That is one item. The second item is the business does it give us any business, maybe to some companies. Maybe to yellow. Not to the rest of the 23 companies. So 350 which we are paying extra, and we are not getting any penny out of it. Why not to change it to the old system when it was only three companies doing [inaudible] and the other one not quite. As i commented earlier, the agenda was not on the website and i believe this meeting should not continue and, as i said, i will file a complaint with the Sunshine Ordinance Task force in this meeting continues, if you take further action. I wanted to note the transportation 2045 group, which has been meeting for several months to discuss revenue measures, possibly for the ballot for next year. Theyre going to have another meeting towards the mid or the end of december. Id encourage you to have a presentation on what theyve discussed. Director riskin, director torres, other staff have been involved in that. Theres certainly tradeoffs about revenue measures that policymakers may be considering in the new year. Also the m. T. C. Is apparently considering placing regional measure three on the june 2018 ballot. Those items might be complementary and might conflict. You should have a presentation on both of those items and what revenues they might provide for the m. T. A. I was not here at prior meeting where you recognized larry martin, but i wanted to add my comments in support of the naming of the first streetcar, first l. R. V. 4 for larry. He was a good Union Representative and really a good person. He and i frequently made comments together at, i dont know about this body but certainly a predecessor bodies at the Public Transportation commission and the Public Utilities commission. Along those lines, this organization certainly has a lot of history and much of it doesnt get presented here. I would encourage you to ask for regular comments on the history, milestones and noticeable passings of People Associated with muni and the rest of the m. T. A. Thank you. Thank you for your concern. Vice chair. If i could just follow up on one of the comments we heard and asked director riskin if its ok with the other board to take up this issue. Mr. Crocket was the first speaker we heard from and expressed his concern on behalf of the 1,000 members in the Marina District about camping overnight in the various coastal areas there and i, for one, would like us as a board to pursue that issue. In the past, weve addressed similar issues of overnight parking restrictions. And, of course, it raises some of the very sensitive issues of housing in the city and some of the problems that were facing there. In the past theres been some suggestion that we should defer regulation until we have comprehensive solution to parking and housing. I, for one, do not feel that way. If there are abuses going on in the marina and other neighborhoods that are affecting safety, affecting neighborhoods, affecting the overall quality of life and that falls within jurisdiction, i think we should conquer it and conquer it now. So my preference would be that staff, if they havent already, reached out to mr. Crocket, get a sense of that particular issue and come back to us with a proposal so that were regulating that very Precious Resource there and making sure our neighbors and fellow citizens are protected. I would just say that i could offer previously interest deck director torres and others and planning to bring informational item to the m. T. A. Board soon with some path forward. We have been working with the department of housing and police and others on this issue. I know it has been one of concern for the board, for the board of supervisors, and for neighborhoods. I came to talk about item 10. 2. I see you guys are taking away parking on fillmore streets. And for the police parking. But the Police Station has a half empty parking lot at all times. And you could have used turk street on the left side where the Police Station is at where theres no resident and you could have taken that whole block and the fillmore has parking itself. Its only seven businesses and five of them are restaurants. You have uber, postmates, all of these Delivery Services that have to pull up and park there, myself i work for postmates. So, i know the m. T. A. Is trying to speed up transportation. If you take away the Parking Spaces, you are going to have people double parking on fillmore street, which is going to delay transportation and have the police giving out unnecessary tickets because you guys took away Parking Spaces when they have a half empty parking lot. I actually dont understand the reason for doing that unless it is to be a deterrent and that is the reason youre actually doing it, to have police cars there as a deterrent which can doesnt make sense because the Police Station is not a deterrent. So, i dont understand the reason for taking away the parking. So that was my only that was my only concern that i wanted to address and fwraing to your attention because i dont know if you guys realize what you are going to do. You are going to slow the 22 down and have the police issuing unnecessary tickets when you take away all these Parking Spaces and they have a half empty parking lot at any given time of the day which is one of the Biggest Police parking lots in the city. So, the request for this change came from the supervisor and from the Police Department, the station that is right there at fillmore and turk. And the impetus for this was to have more Police Presence on fillmore street and this is largely against the blank wall of the fillmore, the Police Station thats there. Its just the northern part of the block. The southern part of the block where the restaurants are, the general meter parking stays. To the point about the Delivery Services that are maybe more using those spaces than previously, we can certainly work with restaurants to review whether general metre parking is appropriate, versus yellow zones or white zones. It may be changes in Parking Management on the southern half of the block will address the issues raised in Public Comment. But this parking and traffic change was driven by a Public Safety desire of the Police Department and for it to have more officer foot traffic and more officer presence on that block of fillmore. Thank you. And mr. Baldwin, i dont know if you had heard, the item was changed by staff so that the parking on the east side of the street is not being touch and i believe to his point, the parking spots in front of the restaurants are not going to be touched. It is going to be ok. My only im sorry. Let me ask you a question. That question would be does that help alleviate some of your concern around this parking removal . It does. But at the same time, it doesnt because, luke i said, they could have took fillmore street. If it is going to be a deterrent, right . What is an a empty police car going to deter . It is just police parking. Theyre not increasing foot patrol or the car sitting there. If the Police Station itself doesnt deter anything, what is an empty police car goinging to deter . It makes no sense. Thank you. I do appreciate your coming in. I do see the irony in that as well. [laughter] but because this has come to us from the supervisor and the police, i do need to put it to a vote from this board. So i i appreciate your coming and i hope i hope you vote no and tell the noising do their job and you wouldnt need to put an empty car there. Thank you. Thank you so much, mr. Baldwin. Hopefully we can come to an arrangement where you might be inconvenienced by this. I understand that is not your concern. Vice chair oh, more. Comments . Oh, im sorry. I, too, wanted to speak on this in support of the previous Public Comment. Im often at meetings at the Police Station at turk and fillmore. They have, if not the largest parking lot of any Police Station in the city, certainly a large lot that ive never seen full. And have the opportunity to park cityowned Police Vehicles in that lot. As you just discussed, it is not clear that it is going to increase Police Walking presence on fillmore street. Certainly if they want to do, that they have the opportunity to walk outside the station at any time of the day or night. The Police Station afronts a park and abandoned muni substation. So, there are no businesses fronting the east side of the street. The west side of the street would be impacked by this parking reduction as the previous Public Comment indicated. So i would under you, too, to oppose this item. If you pass it at a minimum, i would ask you to ask staff to come back and review the situation in several monthsen see if theres been any market change in whether any further tweaks are required and possibly reconsider this. Thank you very much. Thank you. I do note that this isnt this isnt because the station needs more parking. It really is to use that as a deterrent to increase the foot traffic. And id also note that this isnt the first time that we have changed up parking to address a situation on the street. I believe it was was it turk street down in the tender loin where we removed a number of parking spots . We made it no parking to prevent the antisocial behavior to prevent those cars on the sidewalk. We will be monitoring this issue and well be happy to report back. Director . I would definitely say that the issue of Police Patrols is something thats obviously separate from what we deal with, but it is actually the issue that a lot of people are concerned about. Cars on the street are not the same as actual foot patrols and we know that. We are talking about sharing curb space to the extend that people see an empty parking lot and cars on the street that are confusing and frustrating for them. But more importantly, we have a real issue around the proliferation of Delivery Services as more and more people are more and more restaurants than ever are on the platforms because consumers are demanding that and we do need to think about not just here but around the city, better strategies around temporary parking for those services so that we are not clogging up. I would ask for a report back in looking at the traffic flow and the impact of 22 fillmore, whether or not theres increased ticketing and whether or not the police saw any results in activity as a consequence of their cars being on the street. I dont know if this has occured in prior years, but my experience with operators and labor issues are that these sorts of matters are handled in the negotiations for the memorandum of understanding. I did not see the writeup in reference to the m. O. U. , i did see a budget amount and recall that this was not included as a specific call out in the budget. There certainly are enough funds in the budget to cover this cost. Im of the opinion if this is going to be a continuing practice or if there are other instances where the board might authorize the director to provide some kind of incentive pay depending on the circumstances, that those provisions be included in the m. O. U. With local 250a. I dont know if this would result in a side letter or some other sort of agreement. But it seems like this goes outside the normal labor negotiation process and is unusual in that regard, would only apply to transit operate tors and not, manies or other support staff who might work on new years eve and might have similar recruitment issues for working that night. So, this whole thing just strikes me as odd. And i would encourage this to be handled differently in the future. Should you approve it today. Or actually regardless of where you approve it today.
