This plan area, but we hope that some of this can reach over to the other side of 6th street. Park and rec in this plan, i frankly have more faith elsewhere than the soma plan. The rec center has not had hand towels since may. So there are issues when we talk about renovating the rec center and creating parks, what it means for now . How can we creep eight new when we dont take care of what we have . And i feel theres disproportionate investment in structures, not people. There are people in crisis that need the support and putting it into a building or a set of activities doesnt meet the need where it is. I dont want my kids to have to see that on the way to school. Its a huge issue that we hope can be taken as a whole and not just within that footprint. Thank you. Seeing no further comments on item number 3, i request that we close Public Comment. Public comment is closed. I want to thank all of the staff and members of the public and supervisor kim and her staff for the long road its taken to get to here. In the first hearing i raised some questions about whether or not there are studies that could allow for more housing and we discussed that offline, and also talked a little bit supervisor kim, havent talked to you about it, but the initial propk notion of metering and to see if there were ways that we can meter the amount of housing as offices being developed. I think thats a conversation we should be having. Before i got back on the board, supervisor kim attempted to do that and ran into some opposition from the other side of this building. But to get the plan forward, it has to get out of this board. It may be an opportunity to insert metering in, so we dont end up with office and then housing way later. You guys can take a crack at that as you would like, but also a way to communicate with my colleague as were supposed to do. Noted. Well come back to you. And i know that weve had conversations and i know first of all, i know through watching some of the Planning Commission meetings, theres been a lot of Public Comment about the balance of housing and office and theres been requests to examine where we can adore add or convert within central soma. Can you go into that a little bit . Yes. The plan has 7,000 Housing Units rebuilt. I. E. R. Assumed 8,000 or so Housing Units in the area. So there is margin to move that around. That said, since we started the conversation, we identified a few locations where we have additional housing. The Planning Department was not considering use of the state density bonus in this area. Supervisor kim, we looked at that, so its resulted in about 600 more Housing Development units. And weve identified a few office sites proposing to carve out space for Affordable Housing, so that adds to the total. There are not many more moves up our sleeves to add units altogether, unless some of the sites that are slated to be office somehow switch over to be residential and that moves the needle, recognizing you want to move that within the bandwidth of i. E. R. Or else we have to start that over. So we discussed this previously and the 30,000, 40,000. Right. Its abstract, but to make it a jobsoriented district, were requiring large parcels to be jobsoriented and the threshold is 30,000 square feet. If it moves to 40,000, it will be several hundred other units built in the neighborhood. Thank you. A number of things i want to know one additional question for mr. Wartheim. One member of the public talked about height and shadows. Yes. We would not allow any building to move forward with a shadow on south park. That is built in and thats why heights around south park are around 45 feet. And well make sure any building would not. So none of the heights being contemplated in the central soma plan right now would add additional shadow to south park . No. Thank you. I just want to acknowledge the members of the community that came out today. And for talking about the priorities that the community would like to see in terms of how we distribute the benefits of the central soma plan. And, first of all, to acknowledge that we have a community thats accepting of density and growth and height and i think that says a lot about the neighborhood that the south market is. But ensuring that as we accept growth and we understand that it is a role to build more housing in San Francisco and the bay area that we want to ensure that the benefits or the value that private developers are building upon, that it be shared with the community and how we would like to see that value shared. And to reiterate to be sure that were supporting our Small Businesses and our legacy businesses and those communities with the leather lgbtq community, as well as filipino, and making sure its more than historic districts, that were able to support them to live and continuing elements of south of market community. I also heard a need to ensure that we are supporting our tenants and allowing them to continue to live there with support services and Legal Support in languageappropriate services and that we are ensuring preservation of Affordable Housing and building new housing. I had just heard about a site grand aurenti, singleroom occupancy hotel units that have housed philippifilipino Members Community and the city is working to acquire the 22 units, but i had a heart attack when i heard about the 10 million in deferred maintenance that is coming with that site. And so theres a lot of work to do to preserve units and not build new ones. Finally, i think its important to note that were able to articulate the list of priorities that we have under the different buckets of benefits. And i did want to just, again, support some members of our public that spoke about air quality. I think its incredibly sad when we hear about, you know, all the particulate matter that people see on the leaves and our trees in the other open space areas. I see that in my unit where i live when i open my windows, but we want to be sure as we grow this neighborhood its safe neighborhoods for children, families and seniors to live in. So im very excited about the plan of the portion of the plan that will be dedicated funding to improve air quality and greening the district. I think thats just vital. We need to make sure that people are living, thriving, and were doing what we can to mitigate for the negative environmental impacts in the neighborhood finally and most importantly, what i walk away from, we need to think about how the governing structure of the fees as they come out through the multiple buckets, Affordable Housing, residential, environmental, pdr, open space, schools, childcare and cultural preservation, that as much as we can that we set our priorities with the soma plan and we have a longterm governing structure that can ensure that fees 5, 10 years down the road still reflect our community priorities. We heard mention of the cac through the former Redevelopment Area plans. I should note we have the Soma Stabilization Fund that looked at how to distribute infrastructure and community service, looking at it as an option for some of the fees as well as the eastern Neighborhoods Advisory Committee as well. So michael is to work with the community as well as planning to set up a governing structure for how we disperse fees in the future. I think theres a lot of work to do and i ask the community to help us to develop our list of priorities as well, as we think about what the Priority Services are, im struck by, you know, hearing the staff at betsy carmichael, in terms of the readi reading level scores, its hard it hear, but sacramento does project spending needs for prison based on 3rd grade test scores. There is a nexus between when children succeed in Elementary School and the likelihood of ending up in our prison system. So whatever we can to do strengthen our communities in the long term, i think we should certainly be focused on that. Finally, i mentioned this in the beginning, but really thinking about our cultural districts and how we support that through the central soma plan as well. So this is the second of three hearings that ive called on the central soma plan. I want to thank all the departments for being here. Weve didnt ask all of you to come up and speak today, but think its important for the departments to hear from the board and members of the community. So, chair peskin, i have no further comment. You may wonder where he is, hes doing father duty and thats something we encouraged him to do and something important he had to take care of with his son that he will talk to you about if hes here before its over. Im jane grass, im ceo of mercy housing nationally. But i was in the role that doug is in and im delighted to be here and see the development come to fruition. Its been a few years. Some of us remember 1989 and then the long moment of what are we going to do, what are we going to do . Heres what were going to do, were going to develop 108 units of Affordable Housing in this wonderful neighborhood. There are a lot of people to thank. Im not going to thank them all today. Im sure youre happy to hear that. Theres a long list. Just know you are all thanked and some of the speakers will acknowledge all of you, no one is to think theyre being left out on purpose. When we step into the completed property in 18 months or however long it is, well do the official and proper thank yous. This is a village obviously and we acknowledge that. This is a great legacy of our former mayor, ed lee. And we all have been shocked by his passing and you cant start an event like this, which really does, you know, its a statement of his legacy without starting by acknowledging him and i wants to start with just a few moments of silence before acting mayor breed steps in and speaks for the city. There couldnt be a better person to be talking today than acting mayor london breed who is a champion for Affordable Housing throughout the city, for those most in need and those just in need. I want to thank london for being here today in her busy schedule. Please welcome acting mayor london breed. applause thank you all so much for being here today. Today was on the schedule for some time and i was supposed to be here with our mayor, mayor ed lee to really just welcome in what we know is going to be an amazing project. He and i worked really closely together on Affordable Housing. We know this was near and dear to his heart. What is so amazing about the project, 108 units of family housing. For not only low income residents but extremely low income residents. A lot of our homeless families that the mayor and i worked so hard to get off the streets into permanent housing, they will live here. They will live here when we get the project done. And im so excited about that because its moving forward as you can see behind us, all of the amazing people are already on the ground working to get this done. And so many people have played a role and i just want to thank mercy housing for working on this project for the services that will be here, the childcare, the residential support, all of the Different Things that are going to help to make this not just a home for families but a community. And we couldnt have done this project without the help and support of the Hayes Valley Neighborhood Association and you will be hearing from its president in a little bit. But the Hayes Valley Neighborhood Association, the group working on developing this area after tearing down the freeway. I grew up not far from here and i remember entering right here on to the freeway and i was here when the 89 earthquake happened and this freeway closed down and look how long its taken, 1989 and its 2017 and were finally, finally just doing so many Amazing Things in this community where the boulevard is now this beautiful place for people to enjoy. This is one of the final pieces thats going to complete this area. Thats going to continue to allow it to continue to be a thriving and amazing community. And i could not be more proud to represent you as supervisor and as acting mayor in mayor lees honor and get this project going so the families can move in. This is so amazing, this is what we do best as a city. And i will definitely be here, supervisor, mayor, whatever the heck im going to be at the time, cutting that ribbon and helping those first families move into that place. Everyone here, the financing we received from the state, bank of america, Mayors Office of housing, there are so many things that go into making this a reality. Thank you for your work. This is so amazing. Im so proud and happy today. This is what we do best. These are the kinds of things we have to shine light on to make sure people know all the amazing work our mayor helped us to do in our community and all over the city. I want to welcome the ceo, president and ceo david sobal, thank you for being here. Thank you so much mayor breed and whatever title you have going forward, were so thankful to have you. Im going to be brief but i want to hit a few key points. Founded in 1988 by a group of Community Leaders focused on ensuring that African Americans and other people of color have a chance to stay in San Francisco. Unfortunately that mission is still very much an issue in San Francisco and not to bring us down today, but it is unacceptable to us as im sure it is to all of you that we have a city with fewer than 50,000 African Americans as we stand here today. Its unacceptable to us as im sure it is to you that we have lost half of our artists in the past 20 years in San Francisco. Im sure its unacceptable as it is to us, that we have thousands of Homeless People still on the streets and im sure its unacceptable to you as it is to us that we have thousands of working families that cant afford the median rent of a two bedroom apartment in San Francisco, which requires an income of 120,000 a year to be affordable. And with things going on nationally out of washington d. C. Present additional challenges obviously. That said, we are extremely fortunate to live in a city that is so supportive of Affordable Housing, that love to see new projects built that serve formally homeless as this project will. That we have a Mayors Office of housing and board of Supervisor Team and Mayors Office that supports all the work we do and mercy housing does. We are truly fortunate to have the Hayes Valley Neighborhood Association that came out in full support of this project immediately. And so we have a lot of positive things behind us. We have a Wonderful Team of architects thats going to make this project absolutely gorgeous. And as mayor breed said, 108 families will be housed here permanently in Affordable Housing that is beautiful, fits in with the neighborhood and will be a joy and source of pride for all of us, including ground floor retail space and community garden. For that said, our lenders are going to speak in a moment, we want to thank bank of america and state housing of development as well. And i cant wait for 18 months from now, we want to do it faster and better, well see what we can do on that. Thank you for being here, we cant wait to celebrate and keep the legacy of mayor lee going. Thank you. applause thank you david. We all know that the city is an important partner financially and in every way possible but there are also other financial partners, the state of california through housing and Community Development is one of those partners. Craig shields is here to represent the state. Good morning. Last summer i had the great honor of breaking ground at an affordable Housing Development in the tenderloin with mayor lee and i think he would be very pleased to see whats happening here today. We know it takes a lot of devotion and determination to get the fancy shovels in the ground on a day like today. The California Department of housing and Community Development are so pleased to see this project moving forward. Together we implement Affordable Housing and sustainable communitys program. Thats a big name for a focused goal, to reduce Greenhouse Gas emissions in the state of california. We encourage people to get out of their cars and walk, bike or take transit. And by placing Affordable Housing near key destinations like grocery stores, childcare and job centers. This combines all the great features in one awesome location. This mercy Housing Project was the recipient of one of the largest awards in the second round of funding, over 16 million. For many years this site was devoted to moving people past the neighborhood. Now its being reimaged to house over 100 Housing Units. The residents will have great access to several new sidewalks that will be improved as part of the program. We are so thankful to be here today and we are really excited to see this moving forward. Thank you. applause thanks craig. You always have to have a banker. They always come to these events. And today is no different. But were really pleased, we have a great Banking Partner in bank of america. Our guy, he takes care of us in many, many ways and if you im not going to tell you the numbers but theyre staggering, a lot of bank of america money is going into this transaction. And first i would like to thank all the other great partners who are part of this great project, mercy housing, San Francisco housing association, california housi housing Growth Council and the Mayors Department of housing and acting mayor breed and late mayor lee. Obviously there was a huge loss when we lost our partner in crime mayor lee who has been the Affordable Housing mayor. Its hard to go to these events and not see him here with us. And not know that he is just he is missing the event hanging out with michelle obama, which i think happened a couple weeks ago. We invest over 4 billion last year in Affordable Housing. When we make decisions on where the money is going to go, the numbers are important. We are a bank. Whats more important than that are the people we do business with. Organizations like mercy housing and cities like this, like the city of San Francisco and mayor lee. A couple years ago, there was this crazy plan to rebuild all of Public Housing in San Francisco. And i took it back to the leadership at bank of america and washington d. C. And i said i want to talk with you about this plan, ignore the fact that this housing has been neglected for the past 40 years, that its very difficult housing that theres going to its going to be very complex. We need to do the right thing. We talked about it and every time something got difficult and we were trying to decide is this something we really wanted to do, we went back to who was behind the project, mayor lee and the fact that he grew up in Public Housing, the fact that he worked as a civil rights attorney protecting Public Housing tenants, because we knew he was going to stand behind the project thick and thin made the difference. Its the reason why bank of america was able to invest over 2. 2 billion in this city and it shouldnt be overlooked. People really do matter and having a mayor like mayor lee really mattered when it came to institutions like bank of america investing and putting our money in this city, something as crucial as Affordable Housing. I think its its fitting were here today to build more units. We look forward to building many, many more units. Mayor lee and i joked wed have 26 more parties, hes not going to be there but i think well all enjoy being there and every time someone walks into a unit, every time someone can live in the city, its a tribute to our great mayor, mayor lee. Were really pleased to have randall with us today. Randall. Thank you. Thank you again. It really is an honor to be here mayor breed and other partners and ill be brief. Craig my partner here touched upon most of it but as a mobile agency body we bring together all the state agencies led by the Governors Office and invest 20 over a billion dollar capandtrade fund into Affordable Housing in sustainable communities. This project shows the types of investments we need to make to continue to link housing with transportation and achieving a host of our Community Benefits to achieve our states climate goals. Lets not forget we have the most Ambitious Goals not just in the nation but in the world. And so while were continuing to build projects like this, that advance sustainable communities, were thinking about our Larger National and Global Impact to lead the way. It really is an honor to be able to contribute to this project and we look forward to continuing to do so. So thank you. applause thanks randall. And finally, our last speaker today is probably one of the most important in many ways. This is hayes valley neighborhood and we all know what has been going on in the neighborhood for the past 30 years since we started dealing with this freeway, the central freeway. And were just so delighted to have a Neighborhood Group led by gale, led, am i correct . Youre the lead present lead that really is involved in this development and has welcomed it and is part of making it happen. With that, i would like gale to speak on behalf of the neighborhood association. Thank you. Hi, im president of the Hayes Valley Neighborhood Association and im going to end on a positive note, bear with me, the mission of the Hayes Valley Association is to present Friendly Association and Community Involvement throughout hayes valley. Preserve and reinforce cultural and economic diversity. Restore character, and architecture and make sure our communitys participation in the governmental process. Hayes Valley Neighborhood Association has learned when attempting great change, no is just another way to say yes. Yes to creating community that was lost. Yes to taking out a freeway that slashed community apart. Yes to finding safety for our family and children and especially our young black men. Yes to parks and green spaces and living alleys. Yes to morel meantry and middle schools. Yes to building more Affordable Housing, over half the freeway parcels are devoted to Affordable Housing and marginalized groups, such as mentally disabled and formerly homeless and lgbtq elders. A big yet to be amended yes to current legislation to allow subsidized hoa, yes to local artists installed in temporary settings for all to enjoy. Yes to maintaining and expanding our infrastructure that reflects 21st century ways of living in a dense urban environment. I stand on the shoulders who came before me. Over 50 of our freeway parcels like this one are dedicated to Affordable Housing. I can shout over that one. Bmr should be located on site to ensure economic diversity. Local businesses and artists ink baited to grow. Embracing all for the benefit of the community is our goal. We hope to see these new residents engaged in their community. Im going to say one more thing about all the other theres a lot of people involved in a lot of financing of this development which is very expensive as we know. But then someone has to figure out how to build it, what it ought to look like, they have to do it, thank you to all the doers out there, some of you are obvious because you have the orange hats on and the little outfit. Some of you are not. Just so you all know, we recognize, we started, you finish it and make it happen. Thank you. [music] San Francisco city clinic provides a broad range of Sexual Health services from Stephanie Tran medical director at San Francisco city clinic. We are here to provide easy access to conference of lowcost culturally sensitive Sexual Health services and to everyone who walks through our door. So we providestd checkups, diagnosis and treatment. We also provide hiv screening we provide hiv treatment for People Living with hiv and are uninsured and then we hope them Health Benefits and rage into conference of primary care. We also provide both prend post exposure prophylactics for hiv prevention we also provide a range of womens reproductive Health Services including contraception, emergency contraception. Sometimes known as plan b. Pap smears and [inaudible]. We are was entirely [inaudible]people will come as soon as were open even a little before opening. Weight buries a lip it could be the first person here at your in and out within a few minutes. There are some days we do have a pretty considerable weight. In general, people can just walk right in and register with her front desk seen that day. My name is yvonne piper on the Nurse Practitioner here at sf city clinic. He was the first time i came to city clinic was a little intimidated. The first time i got treated for [inaudible]. I walked up to the redline and was greeted with a warm welcome im chad redden and anna client of city clinic even has had an std clinic since all the way back to 1911. At that time, the clinic was founded to provide std diagnosis treatment for sex workers. Theres been a big increase in std rates after the earthquake and the fire a lot of people were homeless and there were more sex work and were homeless sex workers. There were some Public Health experts who are pretty progressive for their time thought that by providing std diagnosis and treatmentsex workers that we might be able to get a handle on std rates in San Francisco. When youre at the clinic youre going to wait with whoever else is able to register at the front desk first. After you register your seat in the waiting room and wait to be seen. After you are called you come to the back and meet with a Healthcare Provider can we determine what kind of testing to do, what samples to collect what medication somebody might need. Plus prophylactics is an hiv prevention method highly effective it involves folks taking a daily pill to prevent hiv. Recommended both by the cdc, center for Disease Control and prevention, as well as fight sf dph, two individuals clients were elevated risk for hiv. I actually was in the project here when i first started here it was in trials. Im currently on prep. I do prep through city clinic. You know i get my tests read here regularly and i highly recommend prep a lot of patients inclined to think that theres no way they could afford to pay for prep. We really encourage people to come in and talk to one of our prep navigators. We find that we can help almost everyone find a way to access prep so its affordable for them. If you times we do have opponents would be on thursday morning. We have two different clinics going on at that time. When is womens Health Services. People can make an appointment either by calling them a dropping in or emailing us for that. We also have an hiv care clinic that happens on that morning as well also by appointment only. He was city clinic has been like home to me. I been coming here since 2011. My name iskim troy, client of city clinic. When i first learned i was hiv positive i do not know what it was. I felt my life would be just ending there but all the support they gave me and all the information i need to know was very helpful. So i [inaudible] hiv care with their health about a quarter of our patients are women. The rest, 75 are men and about half of the men who come here are gay men or other men who have sex with men. A small percent about 1 of our clients, identify as transgender. We ask at the front for 25 fee for services but we dont turn anyone away for funds. We also work with outside its going out so any amount people can pay we will be happy to accept. I get casted for a pap smear and i also informed the contraceptive method. Accessibility to the clinic was very easy. You can just walk in and talk to a registration staff. I feel im taken care of and im been supportive. All the information were collecting here is kept confidential. So this means we cant release your information without your explicit permission get a lot of folks are concerned especially come to a Sexual Health clinic unless you have signed a document that told us exactly who can receive your information, we can give it to anybody outside of our clinic. Trance men and women face really significant levels of discrimination and stigma in their daily lives. And in healthcare. Hiv and std rates in San Francisco are particularly and strikingly high were trans women. So we really try to make city clinic a place that strandsfriendly trance competent and transwelcoming everyone from the front desk to behind our amazement there are completely knowledgeable. They are friendly good for me being a sex worker, ive gone through a lot of difficult different different medical practice and sometimes they werent competent and were not friendly good they kind of made me feel like they slapped me on the hands but living the sex life that i do. I have been coming here for seven years. When i come here i know they my services are going to be met. To be confidential but i dont have to worry about anyone looking at me or making me feel less a visit with a clinician come take anywhere from 10 minutes if you have a straightforward concern, to over an hour if something goes on that needs a little bit more help. We have some testing with you on site. So all of our samples we collect here. Including blood draws. We sent to the lab from here so people will need to go elsewhere to get their specimens collect. Then we have a few test we do run on site. So those would be pregnancy test, hiv rapid test, and hepatitis b rapid test. People get those results the same day of their visit. I think its important for transgender, gender neutral people to understand this is the most confidence, the most comfortable and the most knowledgeable place that you can come to. Onsite we have condoms as well as depoprovera which is also known as [inaudible] shot. We can prescribe other forms of contraception. Pills, a patch and rain. We provide pap smears to women who are uninsured in San Francisco residents or, to women who are enrolled in a statefunded program called family pack. Pap smears are the recommendationrecommended Screening Test for monitoring for early signs of cervical cancer. We do have a fair amount of our own stuff the day of his we can try to get answers for folks while they are here. Whenever we have that as an option we like to do that obviously to get some diagnosed and treated on the same day as we can. In terms of how many people were able to see in a day, we say roughly 100 people. If people are very brief and straightforward visits, we can sternly see 100, maybe a little more. We might be understaffed that they would have a little complicated visits we might not see as many folks. So if we reach our target number of 100 patients early in the day we may close our doors early for droppings. To my best advice to be senior is get here early. We do have a website but its sf city clinic. Working theres a wealth of information on the website but our hours and our location. As well as a kind of kind of information about stds, hiv,theres a lot of information for providers on our list as well. The phones answered during hours for clients to questions. Good afternoon everyone. Im barbara garcia, director of health. We have mayor london breed and supervisor jane kim. Were so happy to be here today, were opening a new part of the respite providing services for those who need that kind of support from our shelter system. This respite has been open for over 10 years and providing over 45 beds for those needing support around alcoholism and around another 30 beds for those coming out of hospital who need Additional Support. These are focused on the shelter system to ensure that those individuals who need more medical support and i want to acknowledge supervisor kim who has been a champion for the expansion, particularly when she spent time in the shelter and saw that many individuals needed additional medical support. This took about two years to open with the renovation and with the staffing and were so happy today to be with you to open these new beds, as well as the fact that the staff is there already, we have served over 3,000 Homeless Individuals in the past 10 years providing the upmost care for these individuals who really need support and provide them the Additional Support to continue their pathway into housing. At this point, i would like to ask for mayor breed to give us some comments and she has been a big champion around homeless issues and very happy for the respite to be open today. Thank you very much. applause thank you. I want to start by thanking director garcia for all the work that her and her team have put in to really making this dream a reality. Supervisor kim has been an amazing champion on this expansion. And our mayor, mayor ed lee actually had an opportunity to tour the facility. He was really excited about what it could do for some people that we know that are facing challenges, our most vulnerable population. We think its as simple as showing up to a shelter, but just imagine if you have a medical issue. Just imagine if you have a wound or something going on with your body that basically you have not been medically treated for. People who sadly are living on our streets need medical support, too. Often times, imagine when were in the same situation and we stay home and need time to heal, this is what the Respite Center is going to provide, a place for people to heal, a bed, a safe space, three meals a day, support they need and 30 of the people who have been helped in this Respite Center have been permanently housed. Thats been amazing. The staff is not only providing the medical care, theyre providing the social services that go with helping people transition into permanent housing. Our goal has to be to make sure people are taken care of and this is one way to do that. To go from 45 to 75 beds is tremendous. Which means we have a larger capacity to serve more people and that means everything for the person using this service. So im happy to be here today. I want to thank the staff and everyone who has been active in making sure that this space is not only providing care, but is providing compassion and support and resources because we want to make sure its a Wraparound Service that will eventually help people into something permanent where they have homes to live and the support they need to be sustainable in our Housing Market that is so challenging for so many. Thank you for being here and with that, i want to turn it over to my colleague supervisor kim who has been a champion and an important part of making this possible. The funding and all of the things we needed to do to get this place open, she was a fierce advocate for that. I want to turn it over to supervisor kim. applause thank you. Thank you mayor breed for being here today. Its a little sad to be here without mayor ed lee. I had fought and advocated for 4 million to expand the medical respite shelter and i remember the day he called me and said he was going to make it an important piece of the budget. While it takes some time for the build up, its amazing we have this resource in our city here today. Director garcia mentioned why i came to fight for the medical respite shelter, it was because when i was appointed acting mayor, much more briefly, my staff decided i would spend my first night as acting mayor in one of our single adult shelters in my district. In my first night there it became clear to me that homelessness is not just a poverty issue, its a Public Health issue. The residents staying there were far oral far older and sicker than i imagined and were seeing so many brothers and sisters aging in places on the streets. So i worked with director garcia to fight for our adult shelters and to see what the nurses are doing every day at sanctuary, next door, they are doing gods work. Our residents need to see a nurse every single day and need the medical attention they can get at the shelters. The expansion of a 24 7 medical respite shelter is a huge resource in our city. I dont need to tell anyone what were seeing on the streets today, people are so sick and to have this resource with increased beds and 24hour attention from doctors, nurses, psychiatrists is how we address homelessness in San Francisco today. I want to thank director garcia, who has been an impassioned person working on this and to dr. Barry stephen who is not here today and kate shuten and dr. Alice chen. And finally to president breed, who knows probably the supervisor who knows my district the best on the board of supervisors, shes in fact the only colleague who constantly asks me of the needs because she knows our residents there. I want to thank you for your support and for your support of a safe injection site. We also have to address Substance Abuse in our city as well. Thank you for being here and im incredibly excited to double the expansion of the medical respite shelter here today. applause thank you supervisor and mayor breed. Im honored to be able to present our doctor and medical director of the respite dr. Kelly egan. Dr. Kelly egan has professionalism and compassion in the way she has brought the new respite expansion and all the patients she serves directly. So dr. Kelly egan. applause thank you supervisor kim, mayor breed and director garcia. As medical director i have experienced this programs transformation first hand in recent months. Medical respite has served the sickest and most medically complex people in homelessness. In the past we have accepted referrals only from hospitals and now we can accept them from shelters for people who are too sick to stay there and are at risk. I want to put a face for the clients we served. We recently cared for a gentleman with a new cancer diagnosis and he needed a place to rest and recoup rate. Without a bed laughter without a bed at respite, Cancer Treatment may not have been an option for this gentleman. And we have been working with a Woman Working intensely with physical therapy, she can walk and take care of herself now again and ready to go back to the shelters. And were seeing an increasing aging population among the homeless, people who are cognitively impaired and unable to keep themselves safe. They receive behavioral health, primary care, assistance with medications and referrals to Psycho Social Services such as housing. Personally i want to thank the staff of medical respite and sobering who provide the care day in and day out and Shelter House street medicine, these are the care teams that provide compassionate and patientcentered care for our patients every day.
