A second is not needed for nomination and its permissible for a member nominated to vote for him or herself in this election. Board members, you will be voting by name. If there is more than one nomination. If only one nomination, you will be voting by saying aye or nay. Before i declare nominations open, i want to thank my colleagues for giving me the opportunity to serve in this capacity for this year. Weve gotten a lot done. We hired a new superintendent. Weve been working real hard, of course, to increase Technology Opportunities and continue to fight the gap of affordability for educators, addressing our Teacher Shortage and developing our own pipeline programs and there are many more things that well continue to do, but its been an honor to serve in this capacity. Thank you for trusting me in this role. [applause] with that said, i declare nominations are now open for the office of the president of board of education. And i would like to personally nominate commissioner hydra mendozamcdonnell for board president. We dont need a second. Any other nominations for office of president of the board of education . No further nominations for the office i declare nominations closed. Im going to restate the name of the person thats been nominated to serve as president of the board of education and thats commissioner hydra mendozamcdonnell. May i move that we elect by acclimation . President walton yes. Well accept unless theres any objection. Seeing none, congratulations, president mendozamcdonnell. [applause] i will announce that president hydra mendozamcdonnell and she will be representing the board this year. Now i declare nominations are open for the office of Vice President of the board of education. Are there any nominations . Vicepresident mendozamcdonnell id like to put in a nomination for someone who has served us incredibly well the last year that hes been on the board. Ive been very impressed with the thoughtfulness of stevon cook. Hes proven himself as someone who that is committed and dedicated to the young people in our district as well as to the teachers and staff. Stevon, youve really showed leadership in a variety of different spaces and its with great honor that i nominate you as our Vice President for the San Francisco board of education. President walton thank you, president mendozamcdonnell. Any other nominations . Seeing no other nominations, we are going to vote for Vice President of the board of education for commissioner stevon cook. Commissioner norton i would like to make the same motion, that we accept mr. Cookes nomination by acclimation. President walton any objection to that . Well accept the nomination of Vice President stevon cook by acclimation. Seeing that, we now have our new Vice President , commissioner stevon cook. [applause] and now i will go back to being a member at large. Want to just take a point of privilege, if i may, to thank shamann for his incredible work this past year. Shamann mentioned a couple of accomplishments that weve had this year, but i think it would be worth mentioning a few more that we were able to accomplish under his leadership. In 2017 18 school year, we started off with only four vacancies in our classrooms, which was due to the development of recruitment and retention plan. And know that commissioner walton pushed really hard to be sure that our h. R. Department was fully funded and supported. Well build the first units of housing dedicated to educators in San Francisco history. And, again, i know that commissioner walton led the charge on that. One of the things that i think is worth noting, that after the president ial election in 2016 we strengthened the policies for undocumented students and we all stood very strongly on that. In addition, we made incremental gains with all students and less turnover of educators and all these initiatives were staffed up and are becoming more involved in our schools. And one of the things that our commissioner walton and im reading from his recap one of the things that he said was one of his biggest accomplishments was getting us coffee for our Board Meetings. For that, commissioner walton, we want to thank you deep deepl all that youve done this year. Thank you. [applause] the last Board Meeting we had, i unfortunately missed because of the passing of our great mayor, ed lee, and i wanted to take things opportunity to acknowledge some of the things that he helped us with, because he really did play a very large role in our School District, whether or not we recognize that or not, he was a quiet giant. As many of you know, there was quite a bit on his plate when it came to education. Education was not the responsibility of the mayor, but he blurred the line between city and School District and wanted to make sure that our kids that are residents of San Francisco reaped the benefits of what the city had to offer and he wanted to be sure to support our School District. I wanted to share some of his major accomplishments as mayor, as he worked with us as a School District. His mayor s. T. E. M. Leadership initiative has raised over 26 million, plus 7 million to 9 million for 2018 19. The youth jobs plus since 2012, nearly 41,000 paid public and private jobs for our youth ages 1624. He created and passed the first ever our childrenour families council. He allocated 5. 4 million which includes free tuition for those living in San Francisco and gants for books, childcare and transportation. He helped to create the circle the Schools Initiative where elementary, middle and high schools have Community Partners the mayors teacher and principal awards hatch given 81 teachers and 35 principals recognition and cash totalling 110,000. Mayor lee started off as a professional. Weve given 22 million scholarships for the i am the scholarship award. 52 received over 41,000, which was a chinese family award the mayor awarded the scholarships to mostly around american and latino students, because he wanted the cultures to connect. As commissioner walton noted, our educator housing, he committed 44 million in city funds to build rental units for teacher housing. Our first joint project with the city, r. F. P. Went out in december and closes this friday, january 12. Our Heading Home Campaign helped to raise 31 million to help house homeless families with children in sfusd. And thanks to our key partners, the goal of housing 800 homeless families by 2020 is within reach. Mayor lecoe mayor lee cohosted the gala that raised funds for sparks. Hes done countless school visits, fundraised, collected donations. He did city hall tours. And everywhere he went, young people admired him and he will be deeply missed. My hope is that our future mayor, whoever that may be, will recognize that the School District is a great partner and will ensure that education stays a top priority. With that, i want to thank all of you for supported mayor lee and for the support that he gave it our School District. [applause] item 4, approval of board minutes. There are none tonight. As as been announced, members of the public are reminded if they wish to address the board of education, an individual can complete a speaker card prior to the item being called, which are the orange cards that are available in the hallway. Please be sure that you present it before and according to the board rules and procedures. Speaker cards will not be accepted for an item already before the board. Item 4 is the superintendents report. Superintendent matthews. Thank you, president mendozamcdonnell. Happy new year, everyone. I would like to welcome back our students, staff and commissioners. I hope that everyone was able to enjoy the break. Spend some time with loved ones, and are feeling refreshed. I look forward to continuing to work for our students and the families of San Francisco. I also would like to take this opportunity to welcome our new deputy superintendent of instruction brad stamp. Brad is a lifelong urban educator, beginning his career teaching in the bronx, new york, before moving to San Francisco in 1992, and joining San Francisco unified. For the next 12 years, mr. Stamp served as an 8th grade teacher and interim principal, special assistant to the superintendent, and director of Teacher Affairs in San Francisco unified. From 20062010, mr. Stamp served as chief academic officer for oakland unified, leading dramatic improvement and developing college and Career Pathways in the high schools. Most recently, mr. Stamp has served as Vice President and chief operating officer at connect ed. Please join me in welcoming back home, mr. Brad stamp. [applause] i also want to congratulate our galileo lions varsity football team. As many of you know, the varsity team was the football champion. They went on to take home the Cif State Division 6a championship with a 3820 win over vincent memorial. Vincent memorial was the san diego section champions and they played on december 16. Congratulations to the lions on their firstever state title and firstever state title in football for a San Francisco section school. [applause] congratulations to all of the players on the team. To coach and the principal and look forward to honoring you at a future Board Meeting. An important enrollment deadline is approaching. Well have our general counsel. So this item contains several policies. As you heard from commissioner sanchez, there was some a lot of work going on last night at rules committee. To recap, were seeking that board policies are approved 5113, and 6154. The other policies you see listed have been either amended or referred to subsequent meetings, so were not asking you to take action tonight. Vicepresident mendozamcdonnell so on the others, all personnel, nondiscrimination, we dont need to vote on those . Im sorry. I meant in item number 1. I thought we would take them individually, since theres a lot going on with each policy. I think the motion is just pertaining to item 1 on the board agenda. And there are eight. Vicepresident mendozamcdonnell i have seven. Im looking at the published agenda, perhaps, instead of the internal. Vicepresident mendozamcdonnell okay. I think it might be easiest to go item by item so the record is clear. Item number one contains four policies and were only asking that the board adopt two. The other two have been referred to committees for revision or review. Were asking that policies 5113 and 6154 be approved. Vicepresident mendozamcdonnell roll call, please. [roll call] 7 ayes. [roll call] 7 ayes. Item 6. Item 6 contains two board policies. The second listed, 6142. 1, Sexual Health and h. I. V. aids prevention, has been referred to the Curriculum Committee with staff report. 5141 healthcare and emergencies, recommending you adopt tonight. [roll call] 7 ayes. Item 8. So there is an item 7 were not seeking board action on tonight, so well move to item 8. 6141, asking that the board adopt this evening. [roll call] 7 ayes. Thank you very much. Item f is Public Comment on general matters. I have several speakers here this evening for Public Comment. When you hear your name called, please come up to the podium and press the button and the red light will come on. Ronnie curry. Lloyd wrath. Jason garcia. Olivia oreana. Sasha harris cronin. Lets start with that group of folks first. 2 minutes, please. Press the button. My name is ronnie curry. Im a parent of a student with the San Francisco unified School District. Shes attending charles drew. I want to bring attention to the board about an issue with my daughter where shes missed 18 days of school based on a situation where teachers and administrator claimed she had it was a birthmark. I went to the nurse and let her know of the birthmark and i was rudely dismissed after seeing that she wouldnt look at pictures that i had in my phone of the birthmark. I googled the birthmark to let her know about the birthmark. She refused to look at it. So i went to the principal and vice principal and they said that education is separate, so he referred me to the supervisor of that nurse. They did not get back to me with what i wanted, which was to at least access the medical records because the birthmark was in her medical records and they cant access it. As of today, they had not accessed it for her to be back in school. So i wanted to bring that to your attention what type of result that ended in. My daughter with a birthmark and since the ongoing situation, she has wanted to cover it up every day and not show it and thats the type of effect that that situation has on her. The main thing is that she has missed 18 days of education based on a policy of that being ringworm and it was a birthmark. Thank you very much, mr. Curry. Well make sure that we connect with you. Next speaker, please. My name is lloyd wrath. Tonight i would like to speak to you about mr. Andres tobar. Hes on temporary suspension with pay due to an investigation by the district due to an alleged incident of child endangerment that occurred just before the christmas break. I didnt see the incident, so i cant comment on it, but i want to tell you a little bit about mr. Tobar. Ive had the privilege of working with mr. Tobar for 11 years as a volunteer. Every monday, ive been in that classroom with mr. Tobar and ive seen an exceptional teacher that works well with all of the information no matter their educational level or language ability. In addition to the excellent work hes done in the classroom, hes involved with the families of the school through the pta, involved with the teachers and helping with extracurricular activities. In 2012, mr. Tobar received the mayors award of out standing teacher. I spent 36 years as an officer in the merchant marines and master on a container ship. Ive learned the importance of leadership, being a team player and ability to communicate. Mr. Tobar exemplifies all of those attributes, in the classroom, but in the play yard and working with the School Administration hes a credit to the school and hes a credit to the unified School District. Its been over two weeks and theres been no decision. I ask you to make sure theres a thorough and expedition investigation. In his 18year career at marshall, hes never put a child in danger or even been accused of it. Hes a man of the highest moral caliber and needs to be back in classroom 12. Thank you for listening. [applause] thank you, mr. Wrath. Thank you. Im jason garcia, and im also here speaking for teacher tobar. I think that many people will be here speaking on his behalf on the type of person and individual he is, but im here to highlight the fact that this man is the heart and soul of our school. You have married before that there are those teachers that show up first and leave last. He serves the food. He buys things for people, through his heart, what he brings to the table, his own daughter is now at college and was a teacher this last summer at our very school. I myself have had three daughters with him. The sad thing is, our communication through the school and this board has been very poor. Only today i got a letter telling us about some information about what we should say to our kids when this happened and its been over two years ago, nearly three weeks ago. And telling us what we should tell our kids is that hes on vacation. This shows poorly on the part of administration and powers at be. We ask that you expedite this. Were floundering to figure out what to do. Tea pare parents are talking about walkouts. And its crazy to even talk about that. The reason is, we love this individual. And we want him to be back. Yesterday there was a misunderstanding as a matter of fact with the substitute teacher and no substitute was sent because of miscommunication from the administration to the district. Today my daughter was happy to tell me that they got to watch two movies today. And that was the highlight of her day. If you really care about our school, the students and the teachers and the parents, we know that you will see that he was not responsible or theres a misunderstanding. We need this person back. And im sure that you will understand why through everybody else speaking. Thank you. [applause] [speaking foreign language] my name is arlene and im here to talk about this teacher. He is a person that i have known since he was a child, a student. [speaking foreign language] interpreter he is a volunteer at the church. He is a person who is always there, volunteering where hes needed. [speaking foreign language] interpret interpreter i dont know what is happening to us. He is always there helping out. [speaking foreign language] interpreter i dont know why were doing this instead of uniting as we should be. Instead of separating, we should be uniting, uniting each other. We should be expediting this process because this person is needed at school. [speaking foreign language] interpreter yes i was with the parents of the children at marshall. Theyre sad because their children are missing valuable school time. [speaking foreign language] interpreter thank you for giving me the opportunity to speak here tonight. [applause] my name is sasha. As was said, he is the heart and soul of marshall. This process is tearing the school apart. It is causing the teachers and the families and the Community Great distress. The district has a lot of strong words about Restorative Justice and ive yet to see any hint of that in this process. I ask the district to live up to its ideals and use Restorative Justice in resolving this process. Thank you. [applause] happy new year. Good evening. Im sorry, my english is not good, but i need an interpreter, its comfortable for me to speak spanish. [speaking foreign language] interpret interpreter im the mother of a child in the 4th grade. I have a daughter who was there before. Shes now in high school. Ive been at this school for 11 years with my kids. Mr. Tobar has been a teacher for both of my children. [speaking foreign language] interpreter i have worked with mr. Tobar. I spend at least two hours a day at the school doing volunteer work. [speaking foreign language] interpreter im here because we need help. And i wanted to tell you that although we wanted to speak they told us not all of us could speak because the time was limited, but i would like for the parents that are here that wanted to speak to raise their hands, so you can see how many parents did come here tonight to speak about mr. Tobar. [speaking foreign language] interpret interpreter we need your help bringing back mr. Tobar. It is unjust what happened to him and its awful what happened and the event has been exaggerated. [speaking foreign language] unte unterpreter we would like to ask you to come to our school and help us out with issues that we have, for example, communicating with our principal. Thank you very much. Good evening. [applause] violletta ronen. Isabel gutierrez. Daisy camay. Josephia riaz. Graciella riaz. And myriam looks like encion. So those are the next speakers on for marshall. Go ahead. Good evening. I have two grandchildren, one is now at marshall. He is so genuinely referred to they love him. The parents love him. And at a time when our community, our Latino Community is being assaulted by this current administration, daca will probably be taken away from our youngsters, we need mrmr. Mr. Tobar and hundreds of him because he in that school is the only one that understands what the community is all about. Hes the only one that understands the parents and the only one that treats the parents with the respect they deserve. Marshall elementary is 70 latino. Whatever it is that happened, roughhousing, whatever it is that happened, is culturally acceptable to the Latino Community because i have seen these kids come up to mr. Tobar, when hes out there every day making sure that these kids get to their cars safely and he says hello to the parents and greets them and greets the kids and im sure whatever happened was culturally misunderstood. Ive heard roughhousing. Whatever that means. Not even the parent of the child knows what happened. And his reputation is being put on the line. The reputation of an excellent man who has been a teacher for more than 20 years and recognized by the city. I think its shameful. I think we need him back in the classroom tomorrow morning because threes kids need to learn. These kids are not learning [applause] these kids are playing games, for god sakes, and we dont have substitutes, in a city where gentrification has caused that we dont have quality teachers. We have some, but not the level of mr. Tobar. He needs to be back in the classroom tomorrow morning or the day after or monday because we need 100 more mr. Tobars, at the moment where our community is being asailed by all angles. Thank you. Mr. Tobar, we want you back. Thank you. [applause] i have three children. My boy now is 16 years old, my daughter 12 years old, little one, 6yearold. Mr. Tobar is very nice people, very nice person. I dont know what happened, but he doesnt have a job in christmas and this morning, my daughter stand in the school and i look for a couple of minutes and shes she feels very bad. Its like something if you dont do something, i will have to change school for my daughter. You guys helped to fix all the problems, i would appreciate that thank you. Thank you. [applause] [speaking foreign language]
