This will be an hour when i talk about connie. Shes such a superstar. She began a career in august of 2016 with us. Almost 25 years of accounting and finance experience of which 20 years of the city controllers office. She has an incredible creative person. Shes the one who singlehandedly helping us with the financial. She helps how to address issues. She brings invaluable guidance and directions to everybody who is in the accounting end. Her Technical Knowledge is unparalleled. So she has an ability to communicate the technical parts of the accounting system, to figure out a creative solution. She handles multiple competing projects at the same time. Shes assumed the role of cleaning up all of our accounting for the new financial systems. So you can imagine decades and decades of data that connie has been needing to clean up. Shes a priority resourcer reporting. I want to ask everybody in the audience here to stand up and support connie. How many people depend on connie. [applause] and i hear theres other folks that are also watching this so connie say hi. She has the sunniest disposition. Im the half glass empty and shes the halfglass full in the division. Her character is unparallel. She has significant dignity. You can always rely on her. It feels like team work is going to be the theme of this year as we heard at the town hall meeting last week. Its such an important part of what we do. Well now resume the accounting functions of the agency. Theyve been on pause. Thank you all very much for coming. [laughter] so, just a few other things to catch you up on or report to you. With regard to vision zero, the sfmta hosted the second of sixth distracting driving high visibility enforcement events last month. The event was hosted in partnership with the San Francisco Police Department, who issued tickets to drivers spotted texting along octavia between market and oak over a fourhour period. The event spurred a lot of significant media a television including an article about the campaign and a couple of people behaving badly statements by stanley roberts. Thats really the idea. Its so raise awareness, to let folks know that its not ok to be distracted when you are driving, particularly in highinjury corridors like this. Our message really isnt that we want people to get cited, its we want people to drive safely and responsibly and not get distracted. More of those to come. I wanted to let you know that happened and thank you to the media that covered that. Some funding updates from the Regional State and federal levels. At the regional level last week, our i guess it was two weeks ago, on january 24th, the Bay Area Toll Authority which is governed by the metropolitan transportation commissioners, voted to place regional measure 3 on the june ballot. It would be measured that would allow for increase of bridge polls across the bay area for all the bridges governed by the authority, which is pretty much all of them in the bay area except for the golden gate bridge. It would be up to 3 phased in over a number of years, 1 at a time. It would be a measure that would require a simple majority approval by voters in the ninecounty bay area. I dont believe it requires majority in each, but it requires a majority over all. Its a big area to get a majority for. But well bring a criticallyneeded funds for transportation and the region as well as here including up to 130 million of state of good repair funds for the city as well as potential ak toes other funds it has funding to support the extension of cal train and high speed rail to downtown San Francisco. It has funding for ferries and other really important regional transportation projects so i wanted to let you know that was approved fo for the ballot in j. Since our last regular meeting, Governor Brown introduced his Budget Proposal for the next fiscal year. It includes 4. 6 billion of new sb1 revenues which over its life, over 10 years would bring 55 billion in new revenue to the transportation system, half state and half local in the local side as significant amount of transit funds as well. In his state of the state address this month, he reiterated his commitment to protecting sb1 revenues. Theres potential repeal measure heading to the ballot in november. He reinforced his support for sb1 for fighting off repeels. You will see those funds in our budget both operating and capital as that comes forward in the next couple of months. And then, at the federal level, the last continuing resolution approved by congress expires this week. Were back in this situation to see what will happen at the federal level. We dont believe that our formula funds are our last installment of central subway Grant Funding is at risk, its timing. But a lot of uncertainty at the federal level so well keep you posted on that. Couple of trainrelated items. We have a couple of our new lightrail vehicles in service. We had our third one approved by the f. T. A. Late last week. So that one will go and Service Within the next week or so. So were a tiny bit behind where we expected to be when we rolled out the first one in december. We will catch up and starting next month should roughly be having one come in each week. And the ramping up to the full 68 bit end of next year and the first 24 still expected to be in service well ahead of our original schedule. Starting in the summer, well start or even before, well start seeing more shuttle trains in the subway, more twocar trains where theyre currently onecar trains and really adding service where the demand is exceeding our current ability to meet the service. Very exciting that those trains continue to come online well. We have, i think, we have at least 11 of them on the property already. So when they come in, they go through a testing on our side and theyre submitted to the state foray approval to put into service. Processing well on that front. And so speaking of trains, i wanted to give you an update on the teravel project which we discussed at the december a fifth m. T. A. Board meeting. You may recall among the things that were discussed at that meeting was our recommendation to maintain the proposal to eliminate the 17th avenue inbound stop, the one by the safe way. I know there was a lot of concern from the public and a lot of concern from this board. A concern from supervisor yee and other Small Business communities. We heard a lot about that subsequent to that decision and so we kept at seeing if there was a way that we could preserve that stop, although, i know they authorized the removal and sensed the board was hoping it might be a winwin solution in there. We continued to look at the geometry and geography and worked with supervisor yee and his office based on the feedback we got from the community. I want to credit supervisor yee for dedicating his time and effort for this which is very helpful. Out of that work we have found a way to preserve that stop without any significant adverse impact to the operation. This is a proposal well bring in a few months. I know it was reported in some media that weve made a decision or changed course. What weve been saying to the public and the media, ultimately is the decision for the m. T. A. Board to make. We have a proposal we think you will appreciate. Basically what it does is it consolidates a couple of stops that are the two stops inbound of the 17th avenue stop and would restore the stop at 17th avenue. Again, trying to be mindfulful proximity particularly to safeway or the other Small Businesses in the area. Initial feedback has been very positive on this and are proposing we will not do the trial removal we discussed in february based on now this change of plan or proposal. I apologize for putting you through this. I wish we would have come to this sooner. I want to credit the work of the staff and the strong voice of the community and particularly supervisor yee for his leadership and encouraging us and working with us to find a solution. Well be coming back probably, hopefully in march, with a proposal to legislate the new stop changes and the associated parking and traffic changes. So thats an update on the l. As you know, the l, along with the k and the m come through the twin peaks tunnel which this past saturday, celebrated its 100th anniversary. Happy birthday to the twin peaks tunnel. Last saturday, during the day, we partnered with the west wort merchants association, Market Street railway, San Francisco Public Library to celebrate the opening of the tunnel and starting of the k line, the k was the first line to run through the tunnel when it was completed. We had great photos and exhibits inside the library, and theyll continue to be there through the end of the month. If you couldnt get there i encourage you to go to the library. You can go also to the sfmta Photo Archive on the web. Since i just got it, a lot of our other neighborhood groups are excited about it. This is the mer said extension triangle neighborhood association. They have the part 3 of a threepart series on the history of the twin peaks tunnel. So a lot of excitement about this tunnel, which really change the shape of western San Francisco. Were proud to be the stewards of it. They will close the tunnel in order to improve it. But thats what happens when you have 100yearold infrastructure. And finally, on a different topic. I wanted to let you know that following some discussions that i had had with mayor lee back late last year in november or so, he was raising concerns about what he perceived as abuse of disabled placards in the city that were keeping people with disabilities who had placards from use them because of the abuse taking up so many spaces on our streets. So in that month, we started enforcement efforts with the San Francisco Police Department with the sfpd as well as our own enforcement staff. Weve been through those operations which have been throughout the city. Concentrating in areas where weve seen abuse of placards. Weve been doing lots of placard checks including personal contacts which have resulted in some confiscations of placards and associated citations. We will continue doing that work to make sure that people who are legitimately using blu blue plas can find parking spaces. Did want you to know that. Again, just like the vision zero awareness, when they get word out that those placards are meant so they can get access near their destination. We will continue to work with the Police Department to enforce against those who misuse them. And that concludes my report. Thank you so much. I just want to highlight the distracted driving events. I think weve all seen the specifics about how deadly using your cellphone is while you are driving. Worse than driving drunk, which a lot of people dont realize. Its important work. It was brought to my attention the success staff has had under the leadership of John Knox White with some Grant Funding coming in and really being able to ramp up our approach and our Data Collection and our response to distracted driving. That is just fantastic news. It will help keep the streets so much safer. Im very pleased with the l chair that were able to find hopefully find a way to keep that stop at the safeway and the safeway supermarket. I think this just highlights what i keep saying is which we ask the impossible of staff sometimes, and sometimes theyre able to respond to that impossible request and come back with something. Im very pleased to hear about that. Directors, does anyone else have something to say about the report . I have one question about the new train cars. I know weve had them out and there was a lot of brouhaha because before they had train cars go out and they had to have service and they put them backout. I wanted to know is that a process that were going to look at just because people jump on that as like its a problem or a flaw and it would be helpful to understand how the Testing Process works when you put them on the street real time. Yeah, and i spoke with bartz general manager about this yesterday. I guess the basic story is that first of all, these cars go through a lot of testing before theyre put into revenue service. Maintenance requirements for all transit vehicles, like really all other vehicles, are based on mime age. While theyre testing, theyre accumulating a lot of mileage that leads to preventative main continuance that needs to be done, sometimes soon after theyre put into service. What is also different is when theyre put into service, theres all of the writer interaction and that can surface issues that need to be addressed. What is happening on bart is very much normal. We will be pulling cars into service and its possible in that process we will identify issues that have not been teased out through the very extensive testing we do as well as the oversight from the California Public utilities commission. So cars will come in and out of service just like our existing cars do but we do expect, as weve said to you many times, that general reliability of these cars will be significantly, perhaps an order of magnitude better than the cars we have today i imagine, similar on the bart side as well. So far so good with our cars that have been in service. Theyve been performing well and were very happy with how theyre rolling out. Great, thank you. Thank you, very much. Anyone else . Yes. I could talk probably all day about the problem with the placards and the abuse that we see out there and the challenges that that proposed for people who really need the spaces that are being taken up by people who dont need them. Im wondering, is there any thought into how folks are getting the placards. If i was running a Doctor Office i would give them out like candy to encourage more people coming back to my office and referrals. Im just wondering what steps, if there are any, to get to the root of the problem, which might be the distributors of these placards, giving them and not monitoring the distribution of them. So this could be a very long discussion and one weve spent time on before. Quite a number of years ago, i dont remember it was 2012 or 2013 perhaps, director rupki and i participated in a task force with the head of the Mayors Office on disability to look at improving parking for with disabilities. We looked at a lot of data, we looked at what was happening in a lot of other jurisdictions and found well, the issuance of certification to get a placard as a factor, it was really not a significant factor in places where they had tried to significantly curtail who can give these out, for what purposes. Really didnt change the situation on the street. The work of that study found, fact that in some places but not most places, the placardsen title you to fro parking is what creates the opportunity for abuse. So, to not go through the whole history fast forward to the present. There is a bill that has been introduced by a Southern California legislat legislaturet recall his name, allen i think, that would change the free and unlimited parking that comes with blue placards and create two different tiers of placard holders. Those who cannot able to pay at the meter which would have continue to be able to access a placard that provides for free and unlimited parking. But for everybody else, as a wide range of conditions for which one can get, a placard, they would be subject to time limits and payment requirements. It will be an uphill battle to get support for that kind of legislation in the legislature. Based on the work we did in this committee, if anyone is interested if you go on our website and search accessible parking, you can see a large report with a lot of research. I think although that was four or five years ago, i think much of that research would stand today. I think our best path to get a handle on the issue and a systematic way would be for a change in state legislation and if that bill advances we will certainly are supporting it. It was part of our legislative program that the board adopted. In the meantime, the tool we have is unfortunate so well work with the San Francisco Police Department from that angle. We look forward to working with staff on this project in the coming months. I understand that when the rapid project is back on the agenda at your board meeting, the staff will recommend that you keep our 17th Avenue Safeway stop. We hope that you will vote to do so. My name is marigoldman, i live on parker avenue and id like to make some comments about the traffic circles that have been put in at parker and euclid and collins and euclid. Bottom line, i want to express my concerns. I think they have not made the area more calm. In fact, theyve done the opposite. There are many, many comments on next door and i know its not the kind of data you like, but throw generations all those who live on parker street, for my 25yearold son to my 80 somethingyearold mother law, all feel the intersection is more difficult to navigate. Either by walking or by driving. And ive been in contact with patrick and he is summed up the concerns. I just wanted to read those quickly. Theres a lot of confusion about whether drivers should stop or yield while approaching the circles. A neighbor did take a video, a oneminute video from his apartment showing that in deed, hardly anyone is stopping anymore where they used to stop. Concerns that the vehicles are encroaching on the sidewalk, and this is happening and i also wanted to put in a plea when construction is done on Something Like this, this has to be taken into regard because for at least two weeks, there was no way a car could get around those circles without going into the pedestrian crosswalk. Not until they called 911 and they tried to resolve that. A lack of compliance with a pedestrian right away. When you drive into that intersection you have a obstacle that you have to take care of when you negotiate that intersection and its really very hard to keep your eyes on all four corners and watching for pedestrians, because as you drive up you have to go to the right and your vision goes off that way and everyone i talk to says the same thing. I know that people say its working well, but for most people in the neighborhood, theyre very upset about it and so i am glad that patrick has been involved and communicating with people about this and i look forward to surveys. Its a sham and a rip off for the people. I will read to you specifically your rules for red zone. The red zone requires that you call the city and pay an application fee, nonrefundable. My first question is why do you have a nonrefundable application fee. Second of all, when the person comes out if you have an issue, how do you go about resolving that issue . Because i have an encroachment problem with my garage door does not match the curb cut. The curb cut is narrower than my garage door. Ive had an gres problem for 17 years. Ive contacted the city and tried to solve this problem by going through the Color Curb Program and having the person come out and actually measure and do the thing. But then they keep going back to your requirement of this preserving 15 to 19 feet spaces. What happens if the space that you are actually blocking is going into my driveway . I have no recourse. Also, i remarked about how the seniors on vaness, i sit up front with the seniors, they really cures for loss of their stops. I didnt mean for that to be personal. Curse the city. The god damn city for taking my stop away. But they too would like their 17th street, the 17th street avenue stop too. I think theres a way that we can make alternative theres a way we can make alternative 49th and 47th stopping at alternative stops. They stop at the amount of stops that you guys want, which is about half. But they skip a stop. They dont have to pass, but they move ahead because were skipping stops. I think thats the way to go. Now, also, we talked to bart. If we had a steam cleaner for the platform for the passage from the platform station to the elevators on montgomery, powell, and civic center, we could wash it clean. We wont wash the frame and the outside door at the platform because that is barts responsibility. I think we can do better. I just learned a couple days ago the sfpuc is moving forward on a plan to develop a three acre site at 1550 evans, third street and evans each where the t light rail 19 and 44 come together with a 44,000 square foot community center. We need community space. Its intended to replace the facilities at 1800 oak dale. Some of my neighbors have been clamoring for housing at that site and the p. U. C. Has been resistant many of this is not within your purview but as a Sister Agency and an agency tasked with really making sure we maximize the investments in infrastructure that weve had and that the bus Rapid Transit that will be coming out of the shipyard is most useful, i urge you to send some of your planners to talk sense into them. Im going to try to do that myself and a number of people will as well but it really does seem to be a shame that were going to essentially waste a threeacre site on a small space when we could be building hundreds of units of housing there, hundreds of homes for people and office and administrative facilities to maximize use of that site. Its established stop signs at avalon avenue eastbound in westbound at edinburgh streets. The member of public please ted jordan followed by shannon wells. Great, thank you. Hello. My name is judge orden and im protesting the stop sign at avalon and edinburgh. The only way i found out about this stop sign is i saw a piece of paper taped to a telephone poll when i was walking my dog. Is that how notification is given for stop signs in this city . I can only assume the reason for this stop sign is for safety . It says on the paper, it says it has to do with sequa. I dont know what that is. If thats the case, if it is for safety there are better ways to ensure safety at that intersection than with a stop sign. First, edinburgh is a 10block street running north to south between beginning at silver and ending at geneva. Cross traffic does not stop at the silver intersection. Nor peru nor currently avalon nor naples nor brazil nor persia or russia or france. Finally eight blocks away at italy theres a fourway stop. Ive lived on naples going on 37 years and i learned quite early that if i want to go north south i dont go on edinburgh. Thats why naples is a main artery. I would imagine the residents appreciate the relative quiet of their streets. You start putting stop signs at every corner, no cross traffic you will get that. By placing a fourway stop here, people unfamiliar with the neighborhood might assume the other stops on edinburgh are four way as well. There is an environmental issue as well. Traffic stops increase gas mileage and pollution not to mention added to the stress of drivers because of the delay making them more aggressive which will turn to more accidents. I did a survey this morning from 7 45 to 8 15 at that intersection. There were 198 cars going down avalon, there were 48 cars going to edinburgh. Ok, so thats the most well trafficked street. At the intersection of two blocks east at avalon and vienna, there was an accident. Thank you mr. Jordan. Next speaker. Shannon wells. Good afternoon. I am shannon wells and i am the district 9 representative to the cta Citizen Advisory Committee wells a resident right by the intersection of avalon and edinburgh. We ask you vote yes to a fourway stop. The accidents and near misses at this intersection including two pedestrian injuries and three serious collisions in the past two years make it imperative to increase safety at this intersection. If you would like to see theres a photo of the most recent one which was the last couple of weeks. The statements of avalon decreases visibility at this intersection and encourages speeding. Also the parked cars make it very difficult for cross traffic and pedestrians to see on coming vehicles withouting the next. Fourway stops being placed irregularly makes drivers actually unsure whether theres a fourway stop and i witness this behavior with my parents trying to drive through the neighborhood. Right or wrong, drivers do approach the intersection from all directions and cross traffic drivers appear to assume it is a fourway stop when its not, without really looking. Ive seen this happen a lot. It does no harm to add these two new stop signs on avalon and will no doubt improve safety. We have, as a neighborhood group, we have applied for a fourway stop three times in three years, including the last two years and its been denied. We have spoken with a dozen of our neighbors in the and one block within the intersection and there is unanimous support for this stop sign. I can speak to this. I think the last speaker actually summed it up well. There have been numerous requests for a stop sign here. There have been reports of dangerous conditions or collisions there. Weve had a request from the Supervisors Office to prioritize this. We see no adverse impact to putting a stop sign here which is why weve put it on this agenda and recommending it for your approval. They strip us to our resources to recover from our circumstances. Interrogators in every country know a total of sleep deprivation is a form of torture. One, is labor harmony language for the construction of the hotel itself as well as improvements related to anyone who occupies the place in terms of retail done. And something that i think that the commission ought to consider, again, also in its proprietary interest and its electric safety language. Making sure the men and women building this hotel are at the highest caliber of training going through programs and having observe a training and really having the skills in capabilities to pull this job off. On budget and on time and safely. To the first point, labor harmony language when i mentioned it to lee she was dubious or she wasnt quite sure where the City Attorney was on this thing and i just have actually a copy with me. I wasnt able to print it but i have a copy of a letter that s. F. O. Entered into with the San Mateo County Building Trades. Basically adapting labor harmony language for its facilities. You can incorporate it into the r. F. P. And i was hoping to bring it to you. Yes, so we did consult the City Attorney about this very question even before alex raised the question to us and weve been advised that weve put sort of the most rigorous amount of labor requirements and workforce provisions in our r. F. P. However, i did double check with the City Attorney after receiving a call from alex. What ive been told by the City Attorney is that we dont take a position on labor piece, especially in our solicitation. It doesnt mean the city cant participate later. If something has been proposed by whoever we select. But at this point its not our policy to sort of proactively include language of that kind. But as director riskin said, if you chose to approve the authorization to release the r. F. P. Today, before we release it, we can have another conversation about that with the City Attorney. Just to clarify, it is the policy of the city and county of San Francisco not to include labor harmony language . I dont want to speak for the City Attorney but im happy to clarify that with him. What i understood you to say was theres a policy that including this sort of language would not be with that policy. Im trying to understand whose policy that is . Ive been advised by the City Attorney its the citys policy. I dont want to misquote. I would rather have the City Attorney come and describe the policy in writing. Where this leaves me as a district or is ill state it would seem to me if its appropriate and within the city policies to state this and its something the agency wants to pursue anyway to include it, but, i also realize that these things arent lightly drafted and that attorneys have been consulted and all that. Im a little bit hesitant to do it on the fly here at the meeting. And rather, if were told this is something that could be done later with amendment power to do that and not hold up the issuance of the r. F. P. For this. So that was my recommend day. Not to try to do anything on the fly. The option again would be to approve with direction to us, to work with the City Attorneys office with oewd and with labor just to explore what language we might consider adding. I dont know if it would be i would guess its a practice than a policy but you know, we certain want to consult with the City Attorneys office and would do so. I know theres also local business, preference and an all kinds of other sort of its firstsource hiring. Other qualifications for other businesses that may not, like Small Businesses that are a retail shop thing that may not be unionized so it might be one that i dont know. One of the reasons because we do have requirements around all those other things as well. Its not to say that its inconsistent but we have a lot of different priorities. If i may, i would add two things. One, part of the r. F. P. Is premise on the part of the sfmt will continue to own the underline parcels, if and when a development is actually approved and so there are going to be many future points at which whether its through the Lease Agreement or the entitlement through which all of these workforce provisions will be cot a fied and the r. F. P. Does include, because of the ownership of the city, they include a very holistic set of workforce and Employment Requirements including, local hire, a mandatory requirement goal, not just a goal, first source hiring and others. This is just the issuance of an r. F. P. Were not making a decision here as to what is going to be built and how its built specifically.
