Commodoresloat elementary school. For too long, the focus has been to try to find professionals to come in and try to save young people. Hopefully, this is the start of an ever growing trend of the district trusting students and families to be leaders to help get us to where we need to be. Although weve made a lot of progress, we still have far to go. Thank you. [applause] hi. Hi. My name is mari luna. I want to say first of all thank you again for your vote. Thank you for also seeing the connection of Mental Health of what we see on our walls, so when we talk about Mental Health, it doesnt just stop here. I love the quote, our healing in our hands. We know we are the answer that weve been waiting for. These youth are the answers that weve been waiting for. Im so proud to stand with c. P. A. And everybody in this room who supports Mental Health at all different levels. Thank you for painting it down. Thank you for passing this legislation. This is a Different School board, and we see that, and we know that youre putting up an attitude of listening first. Thank you. Hello. My name is jason lin, and i am an incoming senior at George Washington high school. Coming from an immigrant family, i have experienced Mental Health issues and have not been able to support ourselves in a healthy manner. Many immigrant households grew up in an environment where Mental Health wasnt even a priority because we spent all of our times finding ways to survive, like keeping a roof over our heads or figuring out where our next meal was going to come from. When i reached out, most adults didnt take me seriously or thought i was lying or thought i was faking it for attention because im just a teenager, you know . Its just further stigma advertised me talking about Mental Health, and so it eventually just got so bad that i got referred to the wellness center. And it turns out that people listened, so thats good. We at c. P. A. Believe that the only way we can help students is by listening to them. For youth, getting help is difficult, and getting help from adults is even more difficult. While hiring staff is important, its just not possible to hire that much to supplement the needs of all the students so im just, like, yeah. So with peer wellness centers, we can help make sure that all our friends are taken care of. Painting down the mural is promoting our message that youth know what youth need because they took their healing in their own hands. [applause] just the energy, i have so much hope. Thank you so much. [applause] president cook commissioner moliga . Commissioner moliga whats up, kids . You guys have to go to school, and youre trying to figure out how to write this resolution. I hope you got extra credit. Its been two years, right . Two years, yeah, two years. I really appreciate you guys kids, and then, i also want to acknowledge you guys leaders, karen, leiwa. [applause] commissioner moliga and, yeah. The process wasnt perfect, but for me, its about coming to the table and being able to voice our needs. This resolution is going to impact a lot of people, and i think were going to be able to start making things happen real soon, so im really happy about that, too. But on behalf of myself and i want to thank our commissioners that have been helping out commissioner lam and collins. Im really happy that were moving forward. Weve got to roll this out to make sure that folks are being held accountable, but it is definitely a good first step. And the last thing i want to say is theres a lot of stigma around the Mental Health community, and im really happy to see this come out of, you know, communities that have been underrepresented. Folks that speak to us filipinos, latinos, samoans. This is helping a lot of people, so thank you. President cook commissioner lam . Commissioner lam thank you to the leaders for putting this in our hands. We started the morning together, almost 12 hours ago, in chinatown kicking things off in preparation for tonight. And as i had stated in my remarks that this is also very personal for me, and this is the first resolution since i joined the board that im coauthoring, and im so very proud to lead you all. And its so important for us to be able to share our stories, and that often times, i know we can often feel invisible or we dont have something whos looking out or cares what were going through. It is clear tonight just how much care and support there is, not just for one another, but how were addressing health and wellness in our school systemically. Just also want to acknowledge and thank the staff thats been doing a lot of the work within the district. And in addition, the enhancements that are going to come through this resolution, along with what we have ahead. So again, similar to what Commission Commissioner moliga had stated, this is just the beginning, so im really excited for you. [applause] president cook Vice President sanchez. Vice president sanchez just to piggyback on the thanks, i want to thank c. P. A. , the youth leadership, affiliated nonprofit organizations out there, as well as our staff working with authors of the resolution. In many ways, this night is turning into a very historic flight. We have many more resolutions, it looks like. Weve come a long way just in the few months that weve had this new board, and im really proud of my colleagues. In a way i know its pride month, but my daughter is saying we need to name students with homophobia and transphobia, and i think theres a way that we need to name those in the resolution. I dont know if the authors there was actually a recommendation about where to add trans studentother student i just think it would be appropriate to add students with disabilities or special education students. Thank you very much for making time on us in tonights very packed agenda. And thank you, commissioner collins, actually, for making sure that we had reserved seats in the front tonight. That was super helpful, so thank you. My name is alita fisher, and im the chairman of the Community Advisory committee for special education. My name is julia martin. I am the first chair for the Community Advisory committee for special education. And we have at the dais with us d. J. , the senior statisticsition. The c. A. C. Must sign off on sfusds local plan and budget before it can be sent to the California Department of education. Every three years, we update the plan and we will be working on the project president cook im sorry. I just lost quorum. Give me a second. So well be here until 2 00 a. M. Instead. Proceed. Our meeting topics for 20182019 are listed here. C. A. C. Meetings are open to the public, and we welcome all those who are here tonight to attend our meetings, as well. This past year, we saw an overall increase in our meeting attendance. Our most well attended meetings were the ones that we cohosted with apac as well as our consolidated forum. Our next meeting, we will have representatives from the sfusd and googles assistive tech department. [inaudible] is this on . No. This very text heavy slide provides a comprehensive list of issues the c. A. C. Has addressed over the course of the past year, as well as c. A. C. Participation in district committees and working groups. President cook you can also move the mic towards oh, should i . President cook yeah, go ahead. We would like to remind the commissioners that all of this work is being accomplished by a small group of dedicated volunteers, many of whom have children with special needs. Areas of focus were the case manager position. C. A. C. Participation in district meetings and committees is important as it helps us build capacity and understanding of the needs of students with disabilities. An area we would like to highlight is our collaboration with fellow advisory committees. One of our most important events this year was our learning while black event. Dr. Macon moderated the event. We had a Panel Discussion featuring darryl lester, who was the lead plaintiff in the landmark special education case, larry p. , and the changed testing requirements for special education students in sfusd. They led the 200plus attendees in topics of discussion such as racism, special education, and literacy. The panel took notes and included them in the roundtable discussion, and included them in the packet so you can get improved information moving forward. Weve also provided an article for you about titled Student Center practices to combat raci combat actions in racially charged times. General education students, general education teachers, Central Office staff, and even a San Francisco public librarian. We would like to thank superintendent matthews for joining us this year in celebrating the celebrating these awesome advocates. Legislative advocacy is very important to the c. A. C. We are access members in the california leadership collaborative and share advocacy resources and best practices with other c. A. C. S from across the state. In may, c. A. C. Travelled to sacramento for the legislative selfhelp advocacy day, where we lobbied for Mental Health support, Charter School accountability and Family Support centers for families of children with disabilities. In april, c. A. C. Members led a Panel Discussion on parent advocacy and support for families conversation resource conference to provide information and resources to attendees. Lastly, also in may, c. A. C. Members participated in and led advocacy workshops at the Children Health Council Education expo for the one in five students with learning and education issues. Thousands of individuals attend these events every year, and many attendees comments on how inspired they were to see our c. A. C. And district educators working together. The graph here, this is an overview of data thats performance Data Available on the California Department of educations data dashboard website . Im assuming that most of you have seen this before, but for the general audience, red is bad, blue and green are good. And you can see theres way too much red for chronic absenteeism across the board. Here, you can see chronic absentee overall in sfusd in the 20172018 school year was 17. 8 . Students receiving special Education Services had an absenteeism race of 24. 6 , or one in every four students that have an i. E. P. Are chronically absent. Our e. L. A. Rates for the district were 55. 2 for all general education students. Students with i. E. P. Had a proficiency rate of 17. 5. In math, our proficiency rates overall in the district are 52 . African American Students with i. E. P. S have proficiency rates of 5 . According to the National Center for learning disabilities, students with disabilities enroll in college at half of rate of their neurotypical peers, and 40 of students with learning difficulties end up dropping out. Sfusds suspension rate, as weve highlighted many times in the middle and high school levels, theyre double the rates for students with i. E. P. S as they are for all of the students of sfusd. C. D. E. Data and indicators are defining our work for the upcoming here. Theyre very similar to those of previous years with two important distinctions. Number one, based on low performance data in math for special education students, we are focusing not only on reading interventions but also taking a closer look at math interventions. And number two, as we mentioned earlier, the c. A. C. Collaboration with other parent advisories was one of our most rewarding experiences this past year. It has shown us that this is an area of growth and opportunity, and we look forward to continuing our work in this area in order to increase our outreach and support for all families in the coming year. Based our priorities our asks for the 20192020 school year, we are asking the district to strengthen evidencebased academic interventions for both literacy and math. We highlighted the discrepancy between sbac test scores and to see this discrepancy addressed. Weve done a lot of work around our dyslexia and phonological processing program. Structured literacy, theres more information in the packet that we gave you about what structured literacy is, and information about the california dyslexia guidelines and the importance of universal screening at a young age. The other focus here would be socialemotional supports as weve talked a lot about how important it is for students to feel safe and included at each and every school, and were supportive of the work that People Services are doing around restoreative practices. We also would like to see more training and safety care in particular, verbal deescalation training be offered at more school sites and more facilities. Its been a challenge to get subs, so that people who sign up can get to safety care, other ways of bringing the training to people would be super helpful. Also, weve talked about the climate team leads. That was brought up about the safe and Supportive Schools resolution, and we think that team leads would be ready helpful. We recognize that students with disabilities have harm done to them, but can also be the ones doing harm when their needs arent being met. You have a little bit of information about the all in packet, as well. Were also concerned with the referral statistics for students with disabilities. Weve put an article in your packet, criminalizing disabilities. Students with special needs are ended up in jail. We talked a little bit about chronic absenteeism rate. When we drill down, or absenteeism rates for students with disabilities have to do with their needs not being met. Theres a little bit of information in the packet, as well, about score refusal and supporting students experiencing depression, as well. And with again, like to focus on more School Psychologists staffing within the districts. Thats a group our School Psychologists are stretched particularly thin. We are once again asking for increased staffing stablity via Ongoing Professional Development and clerical support during education and special education staff. Specifically were looking for improved reporting of case miscodes for paraeducators so that we have a true knowledge of staffing needs at special education work sites. Its crucial that we increase Staff Development for special education as well as included structured and obligatory training with training coaches. Weve shared several articles with you on universal designs for learning to better reach retention issues that will benefit students not only with special Education Needs but all students. Finally, our collaboration with apac, pac, dpac, and other parent advisory has enabled us to reach out for more advocacy in these issues. Arts programs provides an opportunity for students who learn differently to experience success in a School Setting and express themselves in creative ways. That can improve selfesteem and foster positive attitudes about school. Unfortunately, under the current model, this is not happening in every school. Lastly, were asking our special Education Partners to rethink the special Education Service model for our students. Many students are being forced to miss out on a2g requirements, such as foreign languages, and endangers students not to graduate on time. Wed like to invite you to our meetings throughout the school year with our monthly locations and dates. Item g, resolution for action, 194e1, redefining the roles, responsibility and structure of the Community Advisory committee, c. A. C. , for the Public Education and enrichment fund. This was moved and seconded on april 9, 2019. We will be dealing with the substitute motion. Community reports have already been given at previous meetings. This was authored by Vice President sanchez and myself. We will read it into the record. So im going to read the abbreviated version, and then which means im not going to read all of it, and im going to toss it over to commissioner sanchez. Whereas on june 22, 2004, the board of education adopt the resolution 4427 a10 for the use of money and in Kind Services supported by the Public Education enrichment fund. Whereas given the impact of that peef, funded programs have tuned chiefment at school sites and classroom does, the c. A. C. L benefit greatly from having dedicated representation from district teachers and parents among its membership. Vice president sanchez therefore be it resolved that the peef c. A. C. Shall be compromised by up to two members of the board of education, through members appointed by the superintendent representing each of the three divisions, elementary, middle, and high, and three members appointed by the united educators of San Francisco representing each of the three divisions, elementary, e. E. S. , and high. In making this authority, members will strife to represent populations and ethnicity, age, race, gender, Sexual Orientation and types of difficulties that exist within sfusd. And be it further resolved that the c. A. C. Will serve as a conduit in order to assist the board and the department of education to achieve its goals. Define a clear and transparent process for gathering requests and proposals from district staff and programs, and contribute to peefs Communications Efforts and public awareness. And be it further resolves that the c. A. C. s resolutions shall be aligned and support one or more of the district goals in accordance with sfusds district strategic plan, and be it further resolved that the c. A. C. S insights, feedback will be presented to the superintendent and Board Members at least five times annually. Before the annual expenditure plan it shall be heard in the annual Budget Services meeting as well as the curriculum committee. Additionally, all programs and activities must align with the principles, priorities and criteria adopted by the c. A. C. It will have at its goal that 90 of peef provide for district services. Materials such materials and staff that work directly with students and families. Further be it resolved that peef shall supplant funding for other programs. Be it further resolved that the peef annual expenditure plan shall be heard for first reading, referred to committee, and then heard for second reading and approved during the Spring Semester of the academic year. Further be it resolved that the c. A. C. Must received budget plans based on requirements set out in template documents, which may include any information provided for in the original ordinance passed by sfusd voters, descriptions of programs and services, performance goals, target populations, hiring and recruitment, plans for personnel, plans for matching or additional funding, operate in reserves, information from prior years on any of the preceding topics, and any other topics that the mayor deems appropriate. [inaudible] Vice President sanchez must include measurable goals and corresponding performance data. Performance data should be reported for all available years and should be brokendown by student demographic. The c. A. C. Shall review performance data and assess program efficacy. The c. A. C. Will work with staff to develop methods for capturing information data. Commissioners and c. A. C. Members will receive access to any electronic documents shared in advance of the meetings. The board of education will work with district staff to develop the scope of work for the audit and to determine whos contracted with it to conduct it. Further be it resolved that the c. A. C. May submit statements or recommendations to the board as needed. Lastly any unexpected or peef funding that remains unused will be allocated based on the priorities defined in advance by the peef c. I support the arts, shifting school sites, and a mandate to make arts and culture relevant. The things i hear tonight are listening, believing, democratizing and cant wait to see whats happening now, and i have a minute and 20 seconds to spare. Thank you. Julia martin. Hi. Thank you for putting this together. I really appreciate hearing all the thought that went into making sure that our focal students are include index td. I would ask you to go a little bit deeper to include our parent advisory groups. We welcome the opportunity to meet and work with the peef c. A. C. , and parent c. A. C. I am also encouraged by the provision and wanted to call attention to the assessment of results. The c. A. C. Is going to have to determine these results relative to other areas and compare them. Also, just to remind everybody, as i understand it, in talking with edwin diaz about this section of the law, the peef funding does not prohibit using that in other areas, as well, if you and the board determine that. Committee reports have already been given on previous meetings. Vice president sanchez may i just comment on something . This is a substitute motion, so i dont know if we have to move this as a substitute motion. [please stand by]. Budgets following the annual tenday count, prioritizing ta3 schools. The superintendent will work with staff to perform a comprehensive review of the ways to form a system of multitier supports and ways to enhance performance beginning in the school year 2021. This will include identifying stat gees to better serve the students noted above. Additionally, the superintendent and staff will develop recommendations how to improve services to staff and students and possibly others in school year 201920. These recommendations will be shared by the board by september 1, 2019. Further be it resolved to achieve better outcomes, both academic and otherwise, sfusd establishes the goals of eliminating multigrade level classes, examples, 45 grade classes in tier 3 schools. Okay. I dont think we have any Public Comment on this item. Miss fisher . Anyone else . Okay. I dont think im going to do as great a job as combining my comments as julie did, but ill give it a go. Thank you for this resolution and updating the weight in student formula. I think its great to note weve got a lot of marginalized student populations that cost a lot more money to support, and i think that students with disabilities definitely fall into that category. If you look at our general fund, a third of it is going to support students with i. E. P. S and special education costs and to more equitiablely share that with school sites. The sfusd respectfully asked that students with disabilities be added to the support funding for this resolution. Thank you. President cook miss robertsfung, i do have you over here. Did you want to only because i forgot to say in the last one, i really support this, and i support the need to research this and impacted school sites. Thank you. President cook thank you. Any comments or questions from commissioners . Vice president sanchez . Vice president sanchez thank you. So just some background on this, the weighted student formula, so you can correct me if i am wrong, hasnt been revised in 15 years since i was introduce since it was introduced. Its been tweaked but not significantly revised. So this is proposing an overhaul, and this includes revisions to special ed, so that will be visited. But the one of the main reasons that we added some of the things that we did to this resolution of Holding Schools harmless is over time, we found that generally speaking, the schools that are losing enrolment are then penalized on the tier 3 count. These are schools that are already fragile and already have a lot of challenges in front of them, and to have to cut their budget midyear, its a blind spot for the district to not address that issue. The other two parts besides adjustments or adding into the weight of student housing, homelessness, etc. , we do know that splitlevel classes, particularly, again, on the east side of town, are a loselose proposition for most of the students and the teachers in these situations. And i personally know firsthand because my first few years teachers were splits, loselose all the way around, so to have a goal to completely eliminate those is a worthwhile pursuit. The other is having more say in the mtss allocations so that schools at the end of the day, schools really do know what they need. And at times, the allocations and i can speak to, this, too because i was a principal at stevens elementary. Even though i enjoyed the support of the allocations were not exactly what we needed. Its not to pit, for example, social workers against nurses, etc. , its what does the school really need as determined by the school site, so i think thats, again, another pursuit that we are now going to be following. But the main thing in this resolution is schools and students and schools that have a large number of students in Public Housing or parents who are incarcerated or homeless, or any of those. Thats the real motivation for this resolution. I want to thank commissioner moliga for putting this together. Is this your first . Its a lot of firsts tonight, so thats just a little background before the resolution. I just wanted to thank the resolution team, and commissioner norton, whos not here. There was a lot of thinking about how we could make this happen, and a lot of thinking on behalf of the School District and us. But these are a lot of the things that i feel like we wouldnt be able to understand unless we were at the schools and talking to the community. And theres so many other areas i feel like we can continue to address, and i think this is just one of the starts in closing the opportunity gap and resources.
