You shaved. I am. Good morning, commissioners and supervisors. My name is john larson, and i am the chairman of the citizens Advisory Committee. This time, there was particular interest in how the save routes to safe routes to School Program served the needs of concern. Sfmta would be providing Safety Training in areas of concern such as moorely feeling safe engaging in these activities and getting from home to school in those communities. The items related to shop around, vango shuttles related to the challenges of disabled people accessing public transit, especially given the decline in the number of ramp taxis. The needs of wheelchair users were negotiated. In particular, one commenter shared her negative experiences with Bus Operators, their lack of patience and understanding with accommodating a wheelchair and suggested additional sensitivity training for operators. The addition of having adequate transverse seating for those who need it was talked about at this meeting. C. A. C. Representatives from districts nine, 10, and 11 raised concerns from residents in those districts. The c. A. C. Amended their recommendation for approval of item 7s overall 25 million package of requests with the added condition that the sfmtas bike to workday 2020 sponsorship request require that energyizer stations be equitiablely divided across the city. Specifically, the recommendation for the new flier bus midlife overhaul project. During discussion of this item, sfmta staff noted that the first batch of new flier buses had seats that needed to be retrofitted in response to feedback that they had gotten from the Disability Community and from the sfmta mobility and Accessibility Advisory Committee or m. A. C. The c. A. C. Asked who made up the m. A. C. And encouraged members of the public present to voice the concerns they had raised about muni Bus Operators and seating arrangements to this important advisory body. Sfmta shared Contact Information about the meet at the meeting about the m. A. C. And it is to be distributed through sfmta, as well. During previous discussion related to the Bayview Community transportation plan, the issue of turn backs was raised again in new business by the representative from district 11 relates to the jay church. Several times he has been on the jay church and it is disruptive to passengers traveling onward and those passengers must backtrack to randall and san jose to then catch another train to complete their outbound journeys. Because of these concerns, the c. A. C. Has requested an sfmta presentation of on what muni does to measure compliance with a. D. A. Requirements and effectiveness that are established by the agency. C. A. C. Members also requested frequency of turn backs on all muni lines and the updates on operator training. We await those updates over the next months. Thank you. Chair peskin thank you, mr. Chair peskin thank you. Thank you. Its a pleasure to be here with you this morning. Like to present a project that caltrans intends to build a construction in july of 2020. Construction of the project is relatively simple. Its replacing 800 feet of the northbound and southbound bridge deck of the existing u. S. 101 bridge. What makes it extremely difficult or challenging in the fact that this is in the location where 101, 280, and alemany circle exists. So theres a lot of traffic in this location. 200,000 vehicles travel in this location on a daily basis, so its going to be difficult to convey traffic through this location while getting the work done. On your screen, you can see where exactly the location of the project is. Its, i think, affectionately called the hair ball in San Francisco area. It is the alemany circle280101 location. The bridge decks to be replaced is the section there in orange with the circle around it. As i mentioned, its about 8 800 feet of a concrete bridge deck, and these were the original bridge decks that were placed back in the 1950s. Weve had Major Repairs throughout the years. In fact yesterday, we had another hole in our bridge deck that our crews were out to repair a large hole in the bridge deck, and this is a photo of the hole itself from yesterday. As you can see, it goes all the way through the bridge deck. So i think we all are in agreement that the work needs to be done. The biggest challenge, again, is how do we convey traffic . How do we continue to ensure that individuals, bicyclists, transit, can get through the area through the construction phase of the project. Again, these are just go back one. These are some of the photos of issues that weve had with the bridge over the years. Obviously, bridge deck holes in it and that weve done minor repai repairs over the years. Were at the point where the bridge deck needs to be replaced. Its currently over 70 years old. Currently were working with many of our partners to develop a schedule and timeline when this project should be going to construction, the best time possible. Weve developed a schedule here that provides for approximately 18 days of construction during of month of july 2020. It was determined this would be the best month with the least amount of impacts to the city and county of San Francisco. I would like to say i think this is our worst Case Scenario of this schedule. We have been asked to look at the possibility of closing 101 entirely and trying to complete the work within a sixday period if possible. We are currently looking at that. We will be working with the city and county as well as sfcta to understand what the challenges and exacts may be, but it may be a little easier for the public to swallow, if you will, if itll a shorter timeline if its a shorter timeline and we can get the work done, get in there and get out of there as quick as possible. We have been meeting with some of the supervisors. We also have some plans to do some of the outreach with communities in the area. We have recently brought on a consultant to help us with that, what will be taking place in a little less than a year. We want to convey it will have a huge impact on traffic in the area, and although its not as impactful as the carmageddon project was in los angeles about ten years ago, it will be a close second, i think. So we want to instill into the public that there will be impacts here, and as i mentioned, we are looking at can we shorten this down to a oneweek period and complete the work as quickly as possible and minimize the impacts to that oneweek period. Currently, this slide shows that if we were to do the 18day schedule, we would be looking at least a six mile delay on terrific which could add anywhere from an hourplus to the existing commute time of anyone coming through that area, so it could be extremely significant. For some folks, that could be two to three hours commute time in each direction. Thats one of the reasons i would like to look at a shorter repair time, close it, but we would be able to get in and get out as quickly as possible chesk chec. Chair peskin and when do you need to make that decision by . We awill be making that determination sometime this month, probably, the month of october to determine if thats viable for us to do. We will be working closely with sfcta and the city and county, as well. And caltrans, as well. Chair peskin and caltrain . And caltrain, yes. And all of the partners that weve been working with, b. A. R. T. , caltrain, muni, weve been trying to bring all the operators together and look at the opportunity of increasing their trains if possible, the number of cars. Can we move people through cycling and other modes as well through that area. And thats a high level review of the project. Im more than happy to take any questions that you may have at this time. Chair peskin commissioner yee . President yee i couldnt tell if thats going to impact 280 at all in terms of flow. Right. At this point, 280 comes into 101 just north of this location. There may be some minor impacts to 280, but for the most part, its on 101. Now however, if we look at the option of closing 101 entirely for that oneweek period, there will be impacts to 208 and all 280 and all the adjacent freeways in that area, as well. President yee so heres something to that im a little concerned about. Yes, its going to have impact on the freeway itself. Im guessing that because of the congestion, its one of these things that water seeks the easiest path, and probably a good percentage of you might go down 280 and get off on 19th avenue and try to, you know, sort of weave through the city. So have you been discussing that at all in terms of impact on those areas, how its going to impact my district . Its going to impact district four and everything in between that and downtown . So what the within the initial Traffic Management plan, we have been looking at all those impacts that this would have on the 280 and all those different streets. Obviously, if we start looking at the different options and the closures, well have to look at the impact and working with you supervisors and other parts of the city, as well, to determine what all those impacts are and how we can mitigate those impacts if at all possible. President yee well, i mean if youre looking at the impacts, i guess its one thing just to say oh, its going to have impact, but what are the measures youre going to take to reduce the stress of that impact, whether its its guiding those vehicles that are not familiar with the area into certain corridors or arteries, and if youre going to do that, then how do you prepare those neighbors along those arteries to deal with that . So yes, thats great, and i dont know if we can address every artery or every roadway, but we are looking at bringing on additional p. C. O. S. Were also looking at having ambassadors in the San FranciscoInternational Airport to help visitors coming into the area to use transit. We are going to be looking to get people out of their vehicles and into transit whether its b. A. R. T. , muni getting them out of their singleoccupant vehicles for that period of time. President yee some people will receive that with a positive note, but as you can imagine, many probably wont. I would imagine. And with over 240,000 vehicles traveling in this area on a daily basis, the message will hit some of them, but some of them will still be stubborn and work their way through. Chair peskin commissioner ronen . Supervisor ronen hi. Its nice to see you. Mine aside from the obviously congestion concerns and the impact on traffic, im very concerned about the impact on the residents surrounding this area concerning light and noise pollution. Im wondering what mitigation for those residents because this will be 24hour ongoing construction, if they cannot sleep at night, what are the type of mitigations in place for those residents . Right. So right now, the current schedule with the 18daytime line shows the contractor working 24 hours a day basically seven days a week. We have been taking measurements in the area with the existing traffic, and its already approaching the 80 decibel, so we will have walls up to dampen the noise. If we can reduce this into seven day or one week work window, it will be 247, but we will minimize those impacts, getting in and out of there. Instead of 18 days, it will be a week. Reduce the impacts as much as possible. We do have some mitigation factors in place for worst Case Scenarios. We have looked at assisting those residents with other temporary housing if it becomes so intrusive. Supervisor ronen well is there i obviously dont know what type of mitigations can be put in place. Are there sound or light barriers that you can put in place while youre doing this work to sort of block residences around there from sort of having light shining in their windows or whatever . So the light will be focused on the work area itself, so it wont hopefully be flowing up to the residents. Some of the loudest operations, the demolition work, part of our plan is to have them do that during the daytime hours, so the most noisiest of operations would be during Daylight Hours and not during the night hours. So those are a few things that were trying to put in with the contract with the carr itself, to reduce the noise and impacts on the residents. Were going to work very closely with the contractor, also, to ensure that we minimize any of the loud noises as much as possible during the night time operations, and well look at other options that the contractor can put in place, as well. Supervisor ronen and whats the outreach going to be to the neighborhoods that you suspected will be impacted by light and noise. So we just hired a professional consultant to help us with that messaging, as well. Theyll be coming in with several languages to help with the communities. We plan to go out to several neighborhoods and communities, doing town halls and meetings whenever its convenient. Were planning ongoing to several Farmers Market and setting up so we can each other residents, as well. Supervisor ronen what would be helpful for my office so that we can assist you in reach reaching out to those residents is if you could sort of map out where you think the residents i mean, obviously the closest to the construction site, but you know how sound and light are going to carrie better than i do, so we could actually go to those homes and door knock and make sure they have a direct line to you and in the worst Case Scenario to be, you know, given Hotel Vouchers or whatever type of relocation, whether its for six days or 18 days, that they might need. We would love to work with you. Thank you, supervisor. Chair peskin thank you, mr. Talaveres, for reaching out quickly and early. Are there any other members of the public that would like to testify on this item, please come forward. My name is bob feinbaum. Im the president of save muni. I commend caltrans for working with all the agencies that theyre going to work with. However, i would suggest that money is important, as well, and that is that caltrans be prepared to subsidize some Transit Service that would be offered either through muni or sam trains or caltrain. So i think that id ask mr. Tavares what budget he has for transit during that period to pick up some of the Something Like that. And i think thats important. As far as the noise is concerned, thats going to be a real problem because jackhammers are loud any time of day, and there are obviously people who are day sleepers, as well who might be impacting by that. I think maybe a sophisticated acoustical Engineering Firm might be engaged to advise c caltransca caltrans on how to mitigate this noise. Thank you. Chair peskin seeing no other Public Comment, mr. Talavares, any final comments . We have set aside additional money to help out with that. We are going to provide a Shuttle Service for the neighborhood residents in that area, as well, to be able to get around that whole alomeny circle area. Chair peskin thank you for answering that. Commissioner fewer . Supervisor fewer yes. This isnt my district, but 247 construction and 280 closed is going to be hugely disruptive. I would think that door knocking to every door in the immediate area is going to be critical, and a language that can speak it is crucial. And i think logging in and keeping data on the complaints and responding, that caltrans can actually respond. Because i can see this as being potentially babies sleeping, people working from home. This is really, really i think it needs to be done, quite frankly, and its super important it is done, but i just want to say to mitigate the amount of complaints, actually, you have to go door to door on this one. Thank you. Chair peskin thank you. Well, that was an information item. Thank you for that presentation. Mr. Clerk, could you read the next item. [agenda item read]. Clerk this is an action item. Chair peskin thank you. And we will ask mr. Eric cordoba to present, but this is a continuation of the lengthy discussion that we had when it comes to the downtown extension program. With that, eric cordoba. Happy to lead off the discussion for the downtown extension. I want to start by saying thank you to all of the agencies who have participated, in particular the caltrain j. P. D. , the california high speed rail, the San FranciscoMayors Office as well as sfmta, the entire city family, m. T. C. , and also more the a. C. Transit has also been involved. In particular, tjpa and all the help that they bring forward. I just want to go ahead and have a final thank you to the expert panelists that are here. John fisher from w. S. P. , john picari from w. S. P. , and they are the main presenters, and im just going to go ahead and turn it to them now. Chair peskin thank you. Mr. Fisher . Thank you. Its great to be back and present to you our panels final report and conditions and taking any questions that you might have. As mr. Cordova said, weve been working with not only the city family but all of our Regional Rail operators as well as funding agencies to engage on this effort to look at how to better strengthen delivery of the tjpa and realize rail service into the terminal as soon as possible. As eric also indicated, we have been working with a Diverse Group of experts in many facets of megarail delivery, including legal, rail, finance. I just wanted to introduce two additional members of our panel, fernando, and jose, who have also been contributing on this effort. So just judge a reminder so just a reminder of our schedule and methodology. We have engaged in over 22 state hold stakeholder interviews at the onset of this project as well as four workshops on the subject matter, including a testing the answer workshop that we did to try and vet some of these ideas and make sure we understood the n nuances of those agencies. In addition to this, we have conducted five international and National Case studies that have helped to form some of the best practices that we have learned from other hard projects and brought them here so we can learn from the things that always exist on these projects. Since then, we have been refining our governmental indication and oversight. In addition, the panel has developed a two year a suggested two year work plan to help with this transition period and activities which we can talk about. Im going to turn it over to john picari right now to kick off the recommendations, but i do want to underscore that this Diversion Panel was completely unanimous on these recommendations, and thats not always an easy place to get to with big thinkers that have diverse backgrounds, but that is the case that we are presenting it today. It is unanimous with our group. Thanks, john. John picari. Of the five key areas that john mentioned, im going to present on the program positioning, how it should be positioned in the governor management and oversight part of it. First of all, on positioning, its really important to put this project in a different context. This is not a San Francisco project, this is a project of regional and national significance, and that conceptual change in the positioning of the project is going to be important for the benefits that it provides, the use case that is made for it, and importantly, the search for federal funding for it, as well. That includes defining the Value Proposition as a critical activity link thats far more than just local in character, that serves the region and the megaregion. And all of the various Service Agencies and family of agencies, whether its ccsf, caltrain, muni, b. A. R. T. , california high speed rail and others, worked together to put together this Planning Program for the new trans bay crossing. This critical positioning is really a reflection that the competition is national for a project of this size and magnitude, and we should really think about it in that context. The longterm and durable support of local regional stakeholders and elected officials is really important. If you look at the National Experience on projects of this magnitude, you have to have a project that can span electoral cycles at the local and federal level. Youd need the strong durable support of local Business Owners and stakeholders in the community. We think that support now is critical for the success down the road. This isnt a transportation in that sense. Its serving larger goals for the region and the nation. Anticipating those goals is a critical part, as well. And then identifying internal and external program guides. The repositioning would include agreeing on the project scope early with the rail operators, caltrain and california high speed rail. The second part of this, and the part thats a new presentation is on the government management and oversight recommendations. The panel unanimously felt very strongly that the projects as high risk of not moving farther unless its governance and management concerns are addressed in this report and its potential short comings. And it includes things that will increase its cost effectively, and to make it truly competitive as i mentioned before to make it competitively funded at the state and local level. The panel believes that this is essential, and i just want to underscore that for this to be a successful project. On those recommendations, first, refocus the responsibilities of tjpas Management Team to close out the existing phase of the salesforce transit center, the contracts that are embedded in that and absolve any Third Party Liabilities associated with that, as well as the important roll of obviously managing the salesforce Training Center as part of it. The second part of the governance management and oversight conditions is working in the shortterm on a memorandum of understanding among all the Partner Agencies to outline the daytoday responsibility and staffing. This is a model thats been used successfully in other projects where you have employees that have been seconded from other agencies to build a matrix integrated program team. We would do that as part of the 24month program. Additional support and as needed will be identified as part of that, as well. Third, this integrated program team, their work and their actions would be through an organizational matrix that has an approval structure that incorporates that kind of broad and durable support that i mentioned earlier. An executive committee with typically a technical Advisory Committee below that doing some of the daytoday work which would be the deputy directors or Senior Leaders of those agencies, as well, providing that daytoday guidance. The recruitment of an i. P. T. Program director is a critical part of this, as well, and would be an early outcome of the 24month work plan. The fourth part of the governance management and oversight recommendations would be to a consensus building mechanism with the explicit concurrence of the agencies that i mentioned, starting with the recruitment of the incident graytive program team project director, the scoping of the study, the approval of the study once its finalized, the funding and Financial Plan and my colleague will speak more about that in a moment. The design crate real estate across operators with multiple operators, making sure that this is a facility that serves the region and nation into the future, delineating the maintenance and responsibilities. The concurrence of the stakeholders on this project is essential. This plan was developed with the idea of building that consensus. And then finally on the governance management and oversight recommendations, there would be a 24month to twoyear work plan that i described which outlines all of the activities, including the procurement phase of this project and the final design if thats require through a more traditional designbidbuild project. And then finally, establishing the final management construction for project delivery, including the key deliverables for stakeholders. The idea would be to conduct this team in a very transparent way so the Decision Making is transparent, the equities are all transparently represented in this. Another lesson nationally that weve seen is making sure you have that strong and durable public support through the projec project, as well chesk chechk i want want chesk chair peskin please proceed. They will need to make, including the operational investments. And then and only then scope the future engineering of the initial operating phase to align with these important inputs. On behalf of the panel, i think its just been an honor to be of service. Thank you. Chair peskin thank you, mr. Urema. Thank you, mr. Chair. I would like to echo the thanks of all the stakeholder agencies that took a lot of time to meet with us and share their views. Really, the panel took on this assignment with the one goal of strengthening this project and realizing its critical to this region, and we appreciate the opportunity and we submit it and happy to answer any questions that you have. Chair peskin i forgot to say that today we are not going to take a vote to accept the report, so today is an information only hearing, and we will have the first read of acceptance next meeting later this month. With that, turn it over to our executive director, miss chang. Thank you, mr. Chair. I want to thank you for seeking this advice and to request the study. Thank you very much to our expert panels for your hard work. This was not an easy task. This was about as challenging as it gets in our field. There were institutional and governance issue. Im thankful for the long and deep experience of this panel. They dug in and asked the questions. We got everyones valuable time during a very busy period for everyone over the summer. I also just wanted to note that after the board takes the action or as youre taking the action, we are continuing to meet with the stakeholder team. This is valuable advice. The local group that would form potentially for the executive Steering Committee would have to figure out then how to take the work forward. Theyre at the early tstages, but im happy to report that weve already seen some indication of next steps, we have some funding applications thats come in from caltrain that well hopefully bring in the next month already. Our own work on pennsylvania is advancing. The 22 street station, for example, thats part of this work has already been funding and i believe the Building Department is putting out r. F. P. s for project support. And we would like to bring that d. T. X. Funding, as well, with a goal of resuming all the work that needs to happen in implementing these recommendations by the early part of next year. Chair peskin so miss chang, is that to say that everybody is embracing the expert panels recommendations . I would say, chair, that this is definitely something that we believe is in the right direction, but the devils in the details, and i think the m. O. U. To be worked out will reflect some of those things to be reconciled and worked out further, but the general consensus is that change is needed and the direction. Chair peskin relative, end of the twoyear construction period, does the tjpa primarily agree that they be the trans bay operator and that Going Forward, the implementation and design of d. T. X. , they would not be the lead on . Is there thats a fund amountal recommendation here. Fundamental recommendation on that. Mr. Fisher, you want to take a crack at that . It is our recommendation. I think understand the integrated program team, tjpa has a role on that. And ultimately, the i. P. T. Reported up to the executive Steering Committee that reports to the tjpa board. I would say they had more of a role than just the closeout of phase one, but i think that is what the m. O. U. Process will outline the approval rights and so thats kind of next step, i would say. Chec. Chair peskin well, the devil will be in those details. Are there any best testimonimee any questions or comment . If not, well go on to Public Comment. And mr. Hass, you can join, too. Mr. Lebrun. Thank you, chair peskin, and i wanted to thank you for your leadership and for kpexemplifyg what San Francisco is. As you know, the report came in late yesterday, but i did read all 160 pages of it. I only got 2. 5 hours of sleep. But i do look forward to making appropriate comments in due course. Ive discovered some nuggets in there. I was surprised to find out that the gateway tunnel was useless. You can search the document for useless, and you will find that. In my written remarks, i will point you to written contracts and specific companies who were specifically responsible for what happened. And the cross rail report actually says that they were basically expecting success based on the project success. And what i would have really liked to have seen in that report is just five projects that could right a wrong. Now im going to be fairly blunt. I suggest that you complete the work that supervisor weiner started about four years ago, that you immediately terminate the c. Z. Joint venture. Thank you. Chair peskin next speaker, please. Good afternoon, ladies and gentlemen. Im jim patrick. Im with patrick and company. Represent myself and Small Business here in San Francisco. I think we just spent 500,000. What weve heard, we need to add more sizzles to the steak. 500,000 gets a lot of sizzle. I think were creating a shell game with the voters trying to figure out how to put this system together. I think we want to create a new agency although he we may want to create a subset agency. Im confused. We have the t. J. P. A. And multiple stakeholders. This wheel has been designed and its been running a long time. Weve proposed an Organization Plan to get to two years. Its taken a year to get to this point. Now we want to add two years and its taken three years to get to this program. Three years delay. That falls on this aboboard as being responsible for that. Delivery recommendations, how to deliver the project . Those things are all out there in the public realm. Report calls for more political backing. A ahha. Its your job to get the political backing. Its your job to get to the mayor of oakland, San Francisco, and get them together. The goal to bring the project built and bring caltrans and the light rail to San Francisco. This diverts it two more years to figure out how were going to do that. I suggest we reject this report, fund the remaining engineering and get the political engine started to get the project back on track. Oh, yes, dont forget about the riders. Weve got 60,000 riders. Theyre your customers, theyre your voters, and youre not paying any attention to them. Thank you. Chair peskin thank you, sir. Next speaker, please. Thank you, commissioners, im jim hass, and im a member of prese friends of d. T. X. Were glad that a report is finally out. We fully support a regional approach, but no one should think this is the thing that gets San Francisco off the hook. We recently built a 2 billion bus station, and we would need a heavy sales project out of the region to convince them to get behind this. Your executive director was good enough to tell us that the smaller items that we wanted moved forward are going to be moved forward addres she menti. I would say the report gives rather short shrift to the pennsylvania rightofway. I remind you that the 16 street crossover, if the trains go up, itll make it impossible for the trains and buses to function, and that should not be put under the rug. This committee to oversee the operation of getting the downtown extension put together is a good idea. It should have been done long ago. It involves all sorts of people. I want to make sure that it is a public body and it has noticed meetings and all the transparency that groups have. And im sure when you come up again, well have more comments. Thank you. Chair peskin thank you, mr. Hass. I appreciate your comments. Im bob finebaum, president of save muni. We fully support the goal which has been fully stated by the cal j. P. A. The question is, is this elaborate work plan going to get us to where we want to go . I think already we have a committed staff for the tjpa, mark zabaneh and a couple of the other Staff Members are already up on this project. A lot of this work has Bohemian Rhapsody be already been done. A lot of this work that theyre suggesting has been brought in. The idea of repositioning the project as vital to the region is excellent. The idea of bringing in a spark plug to get this moving is a good idea. We may already have that spark plug already in the tjpa. And one other on this integrated project team, i see a very surprising omission, and that is that the project sector has been left out. I didnt see any inclusion of the Silicon Valley leadership council, the Bay Area Council or the construction unions that are going to be vital in producing this project. I think if you go ahead with this integrated project team, you should add those groups to the mix. Chair peskin thank you. Next speaker, please. Good morning, members. Sadina ramos. A thanks to all of the leaders and staff and consultants who have done the really hard work to rethink this project which had been running into challenges and positioning it for longterm success as a key connection of regional and national significance. Its good to see the goals to have a focus on a realistic funding plan as well as looking at this project in the context of, you know, what this fits into from a regional, megaregional and state level . And as such, looking forward to that being done in an updated manner. Caltrain the board just approved a Service Vision increasing ridership up to 250,000 people. The region is looking at a second trans bay crossing. How are those pieces going to fit together .
