I just wanted to build upon earlier reference i made regarding caltrans and director visit to Treasure Island that was the Transportation Authority. I will read it again, it was an honor to be the new caltrans directors first stop in the. We met together with commissioner Linda Richardson as well as district 4 staff to provide an overview of all of the different sustainability features of the new development and all of the work that is happening on the island with transportation choices. We have been partnering successfully with caltrans and our contractors to deliver them on time and on budget. I am very grateful for their partnership. To eric cordoba as well. In addition we talked about things like trying to launch a clean ferry service. We are super excited. We know the residents are keen to see the transit improvements up front in program. The water emergency transfer to a ration of Authority Leader who operates the ferry system they have agreed to apply for sb1 and funds of the summer, excuse me this winter and we hope to hear back by summer if that is successful. We will keep you posted. That would be a compliment to the ac transit buses as well as the on island and shuttles that we are also planning to develop over the coming years. We want to thank eric young, our Communications Director and rachel hiatt for all of the work they have been doing in terms of the outreach they mentioned over the summer. We did a lot of oneonone interviews with residential and commercial tenant stakeholders. We appreciated their kennett input and feedback. We feel like we have been able to incorporate them in our recommendations on the agenda today. My name is jeff klein i am a 20 year resident on Treasure Island. I had a couple of questions for the director. You mentioned 200 million of federal money is involved in the Treasure Island project. I am wondering, i know Environmental Justice report was done for the ramps project. I am wondering if you have done a study or assessment for the Treasure Island congestion pricing and told . I have a copy of the u. S. D. O. T. Environmental review checklist. This was under the fast act, 2016. 60 million a year, in particular the technology deployment, the new Congestion Management Technology Deployment and San Francisco managed to get a nice chunk of that, almost. On this checklist, its a short checklist, number five is social and economic impacts, uniform assistance. Uniform relocation act. Will the proposed project potentially result in the displacement of persons or businesses . Yes or no . And, number six is the Environmental Justice executive order 12898. Will he project potentially result in a disproportionally high and Adverse Human Health or environmental effects on minority or low income populations. Good morning. Rachel hiatt assistant deputy for planning. Based on the outreach that we heard throughout last fall, throughout this year, we prioritized looking at provisions to support current residence and we looked at several options including exempting current residence from the toll. Based on the demand forecast and the Financial Analysis that we did. We have identified what it would take, only a modest effect on travel demand patterns and the additional revenue needed to provide this exemption. It would depend on what the eventual toll level is but it would range from about 8. 6 up to 24point 4 million over the course of the buildout over a 1520 year timeframe. Based on that finding, we do recommend a policy to exempt to current residence from the toll. We would need to identify specific implementation tools and definitions as part of the toll system business rules which will be brought back to the timma board in the spring. We will also bring back a complete funding recommendation along with the rest of the toll policies in the next six months through a course of several policy actions that would address the remaining policy issues that are undecided. We know we need to identify recommendations to support workers and to support future low income households on the island, and the rest of the toll policies themselves. Hours of operation rate. We will bring all of these things back to you. The action before you today is the policy to exempt the current residence. That includes revisiting of this at the midpoint of development or 4,000 units. Im happy to answer any questions. Think you Deputy Director hiatt. I want to thank you for your extra ordinary work on this. You did give a very informative presentation with the subcommittee. Thank you everybody that was involved with the extensive outreach to residents and for listening to them and what you forward. I think it is very important that current residence no that this is not something that is going to fall on them, particularly at a time when we are still building out adequate transportation infrastructure. Most of the residents of Treasure Island are low and middle income. Many rely on cars because we had, at this point that the is not adequate. We will have an opportunity at the midway point of the development to assess this policy and look at it at that. , the services on the transportation infrastructure that is on the island. I would underscore that we decided we were going to have a revisiting of this, not a sunset this is not automatically going to go away in terms of the exemption. There are decisions that need to be made with regards to businesses, future, low resident and comes on island. This is a very important step that we are taking. It does have some revenue consequences. The board of supervisors will need to look at how we are able to meet the demand and needs of transportation on the island and funded appropriately without relying on tolls initially on the current residence. I want to thank commissioners. Far find walton who sit on the subcommittee for their strong support in coming up with this policy. Lets open this up for Public Comment. Jeff klein again, 20 year resident on Treasure Island. I think the board for hearing my comments. I want to thank supervisor haney and the staff are responding to residents concerns with this resolution and thanks to all who helped to move it forward. While this exemption for existing residents provides wealth and relief, does not address the potential disproportionate and adverse impacts of the toll project on present and future tenants. The logical solution is to return to the original 2,006 Transportation Plan where the developers propose that the toll would apply only to residents of the ti project. It was passed in the California Legislature in 2,008 to allow for creation of a Transportation Agency with authority to implement and manage the congestion toll among other things. The intent of the author of 8981 that the toll would apply to residents of the ti project. Not to existing residents through other drivers. Similarly the Treasure Island project Environmental Impact report to the board of supervisors in tran11. Specifying the visitors would not be charged, that is on page 45. Sometime between tran11 and 2014 when timma was created the toll was radically expanded to apply to all drivers going to and from Treasure Island yet timma staff did not tell any of us residence until 2015 while most commercial tenants do not hear about the toll until late 2018. I urge the board to resolve what would be a huge problem for businesses by returning to the original plan to toll new residents of the project. Thank you for your time and attention. Thank you. Good morning. My name is steve stallone. I am from Treasure Island wines and the Treasure Island organizing committee. There was talk about it not just being decided at the midway. Of 4,000 units being built, but also in that consideration we would be looking at where we were, as far as the alternative transit being part of what was going on on the island. The idea being that we really need to have viable alternative transit systems before we start moving into having the tolls. I dont see that reflected here. I am wondering if that was decided to leave that out or what . Anybody else for Public Comment . I will respond to that when we done done. Hello. My name is carol harvey. Im an investigative reporter. Ive been reporting on Treasure Island for the last six years. Treasure island, i understand you have an exemption for the residence. On an island that has one access point to toll businesses, or anyone on Treasure Island is unacceptable. These businesses, vendors, will not go to their businesses if they are having to pay tolls. The businesses have employees who cannot pay tolls. These businesses will not be able to get employees to work for them. The businesses should not have to pay tolls to have people work for them. This whole idea for businesses is simply unworkable, unsustainable, and it needs to be dropped completely in my humble opinion. Treasure island as he have a supermarket. They need these businesses. They need them to stay there, and they need them to be continued there. I urge you not to toll businesses. Because one of my research on this, i cannot see any reason why the developer whose idea it was to redevelop the island, cant pay for these tolls . The residents wont even be able to use the infrastructure they are going to build if the toll the residence. They wont be there by the time this new infrastructure is built. That is certainly my understanding of the language. I know some things still need to be figured out with the business rules on such. I just want to reiterate that was certainly our understanding and our expectation of what the languages that we will approve. Director hyatt . Yes, rachel hyatt. I want to confirm there are a number of points actually in the Development Project where we are required to evaluate, or will be required to evaluate the performance of the program. The first is set out in ab981. That is no later than three years after the commencement of tolling. We are called to evaluate its performance overall including Transit Service levels. What we are achieving an report that to the California State Legislature as well. I do agree and want to confirm the midpoint evaluation will include evaluation to Transit Service that is being provided. I want to reiterate in this action we are taking today we still need to have a conversation about businesses, employees. We arent making a decision on those things today. I appreciate the comment about our continued need to focus on that and understand the realities and the challenges, the equity issues that our businesses face. General Public Comment . Good morning again. On november 8, 2018 i sent a letter to supervisor kim on the subject of errors and omissions of the 2016 Treasure Island mobility Management Study for the third project and copied the supervisors and executive director. I pointed out that the study failed to mention that 53 poverty rate of Treasure Island residents and instead claims only one third of households although income. They use their wrong standard when they should have used hud housing a fort ability numbers based they used the federal poverty level. Thats wrong standard. If you used it the right standard that would result in 80 of households being qualified as lower income. The city wrongly claimed that Treasure Island driver spend more on transportation than average San Francisco drivers. Claiming 9,000 versus 7,000 a year ignoring the fact that median San Francisco households have more than twice as much income. The correct expense numbers are roughly 7,000 a year for Treasure Island households and 11,000 a year for San Francisco households. These are numbers three years ago. This is a 2016 study. Census data show that the population is with a 53 poverty rate. The study did not cover justice for low income and minority communities which requires federal agencies to consider Environmental Justice in all programs, policies and activities. Director chang did answer that question that the Environmental Justice report will be done. I look forward to seeing it, and reading it when it is available. I hope that is soon. I would just like to correct the record on the flawed study from 2016 as the basis for Going Forward with this congestion program. We need to go back and correct the record on that study and get the numbers right. You completely misrepresented the characteristics of this community. Thank you. Thank you. Any Public Comment . We all know that our Public Transportation system in San Francisco is important to our present and it is definitely critical to the future of our city. As our city grows, as our economy grows, as we build more housing, as more people work here, we know that we cant continue to grow in those areas without thinking about improvements to our Public Transportation system. As someone who grew up in this city, i relied on muni, the 31, the 22 philmore, the 44, you name it, i was on those buses. The 19, i know the routes by heart. But the fact is, you know, we need to do better. We need to make sure that people, especially people who rely on muni to get to work, school, doctors appointments, so many of our seniors who cant drive and need to pick up their medications and other things, we need to make sure that our Public Transportation system is reliable for all of our communities, in all parts of San Francisco, especially on those communities that have consistently been neglected. It means safer streets for pedestrians and bicyclists and all of its users. We know over the years the city is a lot more congested than it has ever been, but we also know to make it a better city and to reach our climate goals, we have to leave it less congested. We have a lot of work to do and we are doing the work. In june we created a working group with city leaders and staff and Industry Leaders with the goal of making this better. I am looking forward to seeing the recommendations coming out. Over the past few years we have made some significant investments. We committed to doubling the pace of building more protected bike lanes. We established a Quick Build Program to increase the delivery of lowcost units. And we expanded our focus on traffic safety. Thankfully the voters gave us one more tool to improve streets with the passage of proposition v. This will allow us to invest 30 million in light rail vehicles anduses as well as Street Safety improvements. So the work continues and we will continue to do the work that we can to move these objectives forward as quickly as possible. These objectives are the responsibility of the San Francisco municipal Transportation Agency. The m. T. A. Managing our streets, Public Transportation, other Mobility Options like bike shares and escooters, and a lot of Public Infrastructure projects, like the central subway and van neessb. R. T. This is a system that looks at daytoday operations as well as looking at the future and how we make sure that the challenges that existed now dont continue to exist in the future. This requires a strong vision and strong leadership. So today im proud to announce that the s. F. Board will be recommending the s. F. M. T. A. Board will be recommending Jeffry Tumlin as the next director of s. F. M. T. A. This is jeffry. You can clap. [ laughter ]. Mayor breed jeff is an International Transportation expert who brings over 25 years of experience of improving transportation in cities. He was recently the interim director at the Oakland Department of transportation, where he laid the foundation for the agencys future success with a lens on environmental benefits and equality. I believe jeffry will do the same at s. F. M. T. A. Throughout his career, he has been known for bringing a visionary perspective on transportation in cities and helping to implement innovative ideas that are desperately needed. He will be joining the city as a longtime resident of noey valley and will be the first lgbtq director in s. F. s history. I look forward to working with jeffry to help us deliver a great Transportation System in San Francisco, and i want to thank the board, including the president of the board who is here today, malcolm heinikie and gweneth borden, thank you for your leadership and coordinating the interview process and everything that you did, to make sure that we found the best person possible to do the job to make our Public Transportation and infrastructure and all that we need to do to improve mobility in San Francisco in a safe, efficient, and environmentally friendly way to choosing that person who could do just that. Ladies and gentlemen, Jeffry Tumlin. Good morning. My name is jeff tumlin, and i have been in the Transportation Industry for a long time, for 25 years, advising cities and transit agencies how to clarify their values and then use transportation investments to make those values manifest. I like asking questions about what is most important, what does success look like, and more importantly how would we measure whether we were actually successful or not. Thats where my Technical Work comes into play, trying to use tools to be able to measure social equity and environmental outcomes and to align our transportation spending in order to best achieve the public good. I ended up in this industry against my better judgment. I discovered very early in my career and sort of by accident that we in transport have a bigger impact on Public Health outcomes than the medical industry does. We have a bigger impact on Economic Development, than Economic Development programs do. And more importantly, we are arguably the biggest driver of opportunity. We decide how many jobs people can get to in a reasonable commute time. We determine whether children can get safely to school, which impacts their academic performance. We are fundamental drivers of Economic Opportunity or destroyers of Economic Opportunity. We have resources. If we use those resources wisely, we can correct the ways in which my industry has historically destroyed opportunity and wealth for people of color. Early in my industrys history, if you wanted to build a highway project, you got extra points for removing light. Light of course being defined as africanamerican and latino ownership. The city and county of San Francisco did not escape that dark period in our industry, and we have a key responsibility to correct for the past and to equalize opportunity for everyone. We can also do what some Mobility Tech Companies want us to do, which is to provide more exquisite convenience for the privilege. Im committed to doing the former, and using transportation as a tool to make San Francisco achieve its potential. That includes addressing problems like the fact that 25 people have died in our streets this year and were on track to injure nearly 3,000. We lose in injuries and fatalities about 647 people in San Francisco. I want to change that. You can see from my social Media Presence that ive long been an outspoken proponent of changing core practices in my industry and using the power that we have in transportation to reduce Climate Change, improve quality of life, foster Small Business success, and advance equity. Ive reached the point in my cle career, however, where its time to stop advising and start doing. Ive worked all over the world, and San Francisco remains the only city that i felt was my home. San francisco has assembled all of the pieces that we need in order to create dramatic and progressive change. Weve got a visionary m. T. A. Board that i cannot wait to work for. We have the most talented agency staff in the industry. We have a tenacious and harddriving mayor who i know will make a great partner. We also have a progressive board of supervisors ready to ask the tough questions. I am ready to serve all of them. I dont have a 30 or 100day plan. My first task is to listen carefully to staff. We do have the most incredible assembly of talent of any city in the country. I trust their professional expertise. It is my job first to listen and then secondly, and more importantly, to remove obstacles so that they can do their good and productive work. I do not know all of the answers yet. Its going to take me a while to learn from staff what the best answers are. I want to close by saying that we have talent, resources and some clarity about what our resources are in San Francisco, but there remains a gap between San Franciscos potential and its current reality. I am deeply excited to do the hard work to close that gap. We have the tools and all of the resources that we need, unlike really any city in the world. I cant wait to get started, particularly with the help of all of you in this room, the press. With that, im happy to take questions. Malcolm, did you have words to say . Absolutely. I know i stand between you and the questions for our new director of transportation. I am the chair of the new m. T. A. Board. If i seem excited, its because i am. We are in the process of hiring a star for San Francisco. We are very excited here today. The first person i want to thank is is the mayor, not just because of her commitment and support, but also i want to thank the mayor for not just her support and partnership in this, but the fact that you challenged us you were the result of a challenge to get a bold leader to take this agency forward. Im grateful for that challenge. That challenge led us to an international search. We searched far and wide. I want to thank the Search Committee for the wonderful job that was done to conduct a Truly International search that led us to someone in our backyard, a san franciscan to run our agency. What has struck us about jeff more than his expertise, dedication, and his experience is his passion. You just heard it. He recognizes how transportation affects peoples lives, making it better when it goes well and worse when it doesnt. With that, we are very excited. I wish jeff the absolute best. I know he wont need luck because hes a true professional and im excited to see him be a star and a partner. In my closing comments, i would like to say this, the last few months have been tumultuous at the agency, but not as much as without a director. The acting director kept the ship steady, was professional, calm, and an absolute pleasure to work with. Thank you for your service. With that, i will turn the podium back to the super staff to answer our questions. Thank you for the questions. What questions do you have . [ indiscernible ]. The Bicycle Coalition was giving away 33 bicycles so i applied. I was happy to receive one of them. The Community Bike build program is the San Francisco coalitions way of spreading the joy of biking and freedom of biking to residents who may not have access to affordable transportation. The city has an ordinance that we worked with them on back in 2014 that requires city agency goes to give organizations like the San Francisco bicycle organization a chance to take bicycles abandoned and put them to good use or find new homes for them. The partnerships with organizations generally with organizations that are working with low income individuals or families or people who are transportation dependent. We ask them to identify individuals who would greatly benefit from a bicycle. We make a list of people and their heights to match them to a bicycle that would suit their lifestyle and age and height. Bicycle i received has impacted my life so greatly. It is not only a form of recreation. It is also a means of getting connected with the community through bike rides and it is also just a feeling of freedom. I really appreciate it. I am very thankful. We teach a class. They have to attend a one hour class. Things like how to change lanes, how to make a left turn, right turn, how to ride around cars. After that class, then we would give everyone a test chance chance to test ride. We are giving them as a way to get around the city. Just the joy of like seeing people test drive the bicycles in the small area, there is no real word. I guess enjoyable is a word i could use. That doesnt describe the kind of warm feelings you feel in your heart giving someone that sense of freedom and maybe they havent ridden a bike in years. These folks are older than the normal crowd of people we give bicycles away to. Take my picture on my bike. That was a great experience. There were smiles all around. The recipients, myself, supervisor, everyone was happy to be a part of this joyous occasion. At the end we normally do a group ride to see people ride off with these huge smiles on their faces is a great experience. If someone is interested in volunteering, we have a special section on the website sf bike. Org volunteer you can sign up for both events. We have given away 855 bicycles, 376 last year. We are growing each and every year. I hope to top that 376 this year. We frequently do events in bayview. The spaces are for people to come and work on their own bikes or learn skills and give them access to something that they may not have had access to. For me this is a fun way to get outside and be active. Most of the time the kids will be in the house. This is a fun way to do something. You get fresh air and you dont just stay in the house all day. Iit is a good way to exercise. The Bicycle Coalition has a Bicycle Program for every community in San Francisco. It is connecting the young, older community. It is a wonderful outlet for the community to come together to have some good clean fun. It has opened to many doors to the young people that will usually might not have a bicycle. I have seen them and they are thankful and i am thankful for this program. For the first time in nearly two decades fishers have been granted the legal right to sell fish directly to the package right off their boat to the public right off their boats in San Francisco. Its not only helping local fishers to stay afloat but its evoking the spirit of the wharf by resurfacing the traditional methods of selling fish. But how is it regulated . And what does it take for a boat to be transported into a Floating Fish market . Find out as we hop on board on this episode of whats next sf. Were here with the owner and the captain of the vessel pioneer. Its no coincidence that your boat is called the pioneer because its doing just that. Its the first boat in San Francisco to sell fish directly from the boat. How did you establish your boat into such a Floating Fish market . Well, you know, i always thought that it would be nice to be able to provide fresh fish to the locals because most of the fish markets, you would have to do a large amount of volume in order to bring in enough fish to cover the overhead. When you start selling to the public that volume is much less so it makes it hard to make enough money. So being able to do this is really its a big positive thing i think for the entire community. A very positive thing. As a thirdgeneration fisherman joe as his friends call him has been trawling the california waters for sustainably caught seafood since an early age. Since obtaining a permit to sell fish directly to the public he is able to serve fish at an affordable price. Right now were just selling what a lot of the markets like, flat fish and rock fish and what the public likes. So we have been working for many, many years and putting cameras in them. Theres the ability to short fish and we have panels that we open and close so we target the different species of fish by adjusting the net. And then not only that but then the net sort out the sizes which is really important. Joe brings in a lot of fish, around 20,000 pounds per fishing trip to be exact. We had one day one time that we sold almost 18,000 pounds. Its incredible. I know, its hard to imagine. But this wasnt always the case for joe. The markets that we have left in california, theyre few and far between, and they really are restrictive. Theyll let you fish for a couple months and shut you down. A lot of times its rough weather and if you cant make your delivery you will lose your rotation. Thats why theres hardly any boats left in california because of the market challenges. My boat was often sitting over here at the dock for years and i couldnt do anything with it because we had no market. The ability to go catch fish is fine, i had the permits, but you couldnt take them off your boat. That was until the Port Commission of San Francisco rallied behind them and voted unanimously to approve a Pilot Program to allow the fish to be sold directly to consumers right off their boats. The purpose of the program is to allow commercial fishers to sell their fish directly from their boats to the end consumer in a safe and orderly manner for the benefit of the overall Fishing Community at the port of San Francisco. We have limited the program to certain types of fish such as salmon, halibut, tuna and rock fish. Crab is restricted from this program because we did not want to interfere with the existing crab sales on Taylor Street and jefferson street. So this is not meant to favor one aspect of the fishing industry more than another. Its to basically to lift up the whole industry together. And if joe the program has been doing just that. It was almost breathtaking whenever i woke up one morning and i got my federal receiver, my first receivers license in the mail. And that gave me permission to actually take fish off my boat. Once we started to be able to sell, it opened things up a bit. Because now that we have that federal permit and i was able to ppetition the city council and getting permission from San Francisco to actually use the dock and to sell fish here, it was a big turning point. Because we really didnt think or know that wed get such a positive response from the public. And so were getting thousands of people coming down here buying fish every week and so thats pretty cool. They like the fish so much that they take pictures of it when they cook it and they send us all of these pictures and then they ask us, you know, constantly for certain types of fish now. And when they come down here the one thing that they say is that theyre so amazed that the fish is so fresh they could eat a little bit during the week and its still fresh all week in the refrigerator. So thats really cool. The fish is very fresh and the price is super. I dont think that you can get it anywhere in the bay area. I can see it, and i can stir fry it, wow, you can do anything you want. I just can say this is a good place to shop and you have a good experience. This Program Supports the Strategic Plan in terms of engagement, people being connected to the waterfront, and also economic vitality. Because its helping the fishermen to make ends meet. They have no guarantees in their businesses, not like some people, and we want to do everything that we can to help them to have a good and thriving business. How does it feel to be able to sell your fish locally kind of in the traditional way, like your grandfather probably did . When i was a kid and i used to work in my dads fish market, a lot of the markets that we sell to now are second and third and fourth generation markets. So i remember as a kid putting their tags on the boxes of fish that we shipped out of monterey and ship down to l. A. So its kind of cool that were still dealing with the same families. And this is probably about the only way that anyone can really survive in california is to sell your own fish. One of the advantages of this program is the Department People that pull in the fish, they can find out where they caught it and find out more about the fisherman and that adds to their experience. The feedback from the fishers has been very good and the feedback from the customers have very good. And theres a lot of people coming to the wharf now that might not have done so. In fact, theres people that go through the neighboring restaurants that are going to eat fish inside but before they go in they see the action on the dock and they want to kind of look at whats happening on the boat before they go in and they have a meal.
