That integrating your business into the community. But overall, i would say i think the move to open up the space to the public to create a restaurant in this space that can truly be serving of all different interests and members of the community is actually a step in the right direction. And so i would move to not take dr and approve the project. Thank you. So i will also be not supportive of this dr. Let me just add to your wise words, commissioner johnson. You are always so on point. That i think, you know, we have seen all kinds of changes in our neighborhoods. Resulting from income disparity. And, you know, its hard to see sort of the effects in terms of displacement, loss of cultural space and accessibility. I dont believe this project does any of these things. I also think that theres been a real shift in the last ten years in terms of whats viable for restaurants and retail. I think theres been a sort of seismic shift. I wish we lived in a world where having pinball machines and an arcade was economically viable. But we dont live in that world. And so i am somebody who has spent a large part of my career doing Technical Assistance for businesses in the mission, doing, you know, Building Support for folks to make a living, mostly immigrant businesses. And i know how tough it is to be able to survive, to be able to pay your employees, to be able to pay your mortgage. And so i think coming up with innovative Business Plans that involve different things, you know, events, pinball machines, hours during which kids can come, hours during which techies can come, things that can be flexible uses that will allow you to have a business thats viable and at the same time as commissioner johnson suggested, i hope you i saw you writing down her suggestions, which was excellent, which contribute to the community and are respectful of the community life. I think thats the way to go. So i think that i commend you for having so much support. I think thats great. And i also want us to think about that issue of flexibility and spaces. I think umu designation is the perfect designation to be trying out flexible Business Models, having something going on during the day, having Something Else going on in the evening, maybe something on weekends, something on weekdays. I think because its meant to be that in between pdr and residential, it is the perfect way to be trying out new Business Models in this world that we are living in of amazon and grub hub delivery where its so difficult to have restaurants survive, even with alcohol. And so i think just for planning staff, i want to see some of these things and explore some of these things, especially in umu, because i think its important to preserve jobs. And i also will say that the pdr designation is exactly what we thought of, the repairing of the machine, thats the exactly what pdr is and if having this extra income with this new Business Model allows you to employ all of these folks, fixing up ski ball machines and other places, i think thats exactly what we want. We are recommending that the location be recognized along with the following features. The name mums and the logo which reflects a symbol of Japanese Culture. Hi, my name is sarah tam and im the youngest daughter. And im here to represent my dads story is a he came as an immigrant and he first started walking as a temporary dishwasher in 1981. And five years he was able to work his way up as an assistant manager. My dad and a previous owner of mums went on trips to japan multiple times and they wanted to bring japanese comfort food to San Francisco. They wanted to create an identity for japan town through cuisine. Some of these dishes we still have today including shabushau many of he told his business to my dad in 2000 and has been familyrun since. And in 2007, we were very lucky to be included in japan town Cultural Heritage and and i think that strongly influenced our ability to renew the lease with kdg and with gdb they want to incorporate us and the japan town community. We have a japanese pop theme, a mural by japanese pop artist from japan. We have picture of the staff on the wall and one of the prerequisites we needed to change our name to change and at least we weratleast we were able mums aspect. The lease suppose and we almost lost the lease. They wanted us to change our name, change our logo and remove the pictures and they also wanted to change the menu. Thats asking us to change our identity. Sorry. So, me and my family we had a strategize to meet to obtain the lease and we were caught between what they think is best for us and what we wanted. Its a consistent battle. Constant battle. It has only been more and more difficult trying to retain our identity in japan town. This would help us continue our traditions and help us strive to protect what we do and we want to keep it the way it has been and we find to find out who we are in japan town. We need to keep mums the way of Community Remembers it as. When they grow up we hope they will bring the next generation to dine with us. We hope to continue to be here and share what we love. Im very honored and i have a privilege to be the executive director but my journey at horizon started as a youth. I will date myself. It was about 30 years ago when i first came to horizons. Horizons has been a very special in the communitys heart. Our model there is really about culture and family. Our primary population is obviously working with latino youth and other youth of color and were very proud to be one of the only organizations now in the city that offer substitute treatment to those that are impacted by that. I often times walk through the mission and on any given day, you hear the stories of people saying that often times their journey in social services started at horizons as well. We have a lot of people in the community that have benefited from our services. We have a lot of support in the community and were very proud and honored to be where we are today. For the property at 2 henry adams street, designated as landmark number 283 the building under article 10 of the planning code and located within a p. D. R. 1d zoning district. This property is developed with a fivestorey heavy timber flame, brick, american commercial style building, constructed in 1915 by architect leo j. Delvin. The building encompasses the entire block. The project includes restoration historic store fronts on all five building facades. A new storefront system will be installed on the Northeast Corner of the subject property. Existing non historic box anings will be removed and replaced with flat, metal anings at the northwest corner of the property which is currently used as a Service Parking lot. A new 945 square feet utility enclosure will be constructed. As part of this project, 49,364 square feet on the fifth floor of the building will be converted from p. D. R. To office use. The department has not received any letters of opposition or supporsuppose regarding this pr. Given the nature of the proposed work, the reverse ability of the propose utility and the change of use to office the proposed work will be in conformance with the requirements outlined in article 10 of the planning code and the secretary of the interior standards. The analysis found in the case report, staff recommends approval with the following conditions. First, but prior to issuance of the Building Permit, the project sponsor shall submit product cut sheets for the brick cladding materials for the utility inclose youre for review and approval by Planning Department preservation staff and second, that the issuance of the Building Permit and on site full scale mock up proposed for the utility enclosure will review a travel by preservation staff. Draft moxie has been amended to include findings and it allows office uses in pdr1d. This Commission Must find that the project meets the secretary of the interior standards and that the proposed changes use will enhance the feasibility of preserving the landmark in order for the continual use authorization to move forward and thats on page 7 in. Were excited to be here today to present a major renovation and restoration of the landmark building process which has been six years in the making. I first like to have stan lu come up and provide an overview of the project. Good afternoon, commissioners. Thank you. Ill provide a review of the highlights of the proposed exterior improvements for 2 henry adams and as staff mentioned, most of the detail is covered in what you have but ill walk you through the conditions and highlight some of the major improvements planned for the building and site. Could you twist the staff up so its close. Is that better . Great. Ill lean in. And i thought we would staff with a rendering of the original building from the 1900s of the building and its such the general defining characteristics of the Building Cleaning the roof line and material and brick that was mentioned and the building and some of the detailing that occurs around the awning that covers what was loaded talks back in the early days. And, well reference some of thn the characteristics from the early 1900s and here you will see the over all building has been maintained. The building is a full block and it stands from street to street and the work that were planning will touch all facades as part of the work. This was mentioned as part of the staff report. This is the north side of the site which is currently a gravel parking lot and this was the site of the original rail service that used to come up to the building in the early days when the building was rail served and since the rails have been removed, its a parking lot, its also equipment. And we have plans to improve this to be a Public Community amenity and plaza and ill just take you to a rendering of what the future condition would be and when what is proposed here is updates the the average store and some of the storefronts and and enhancement and level to include ground floor restaurant. Much of the can pees at the at the ground level are fabric can canopy and the work to sign elements with detailing that consistent with the original building and including and shown in the henry and part of the future buildings as well as the sane age and were standing off the signage which is currently actually attached to the bricks so were pulling the signage off the building. In this view, the plans well see effectively the parking lot into a useable after space with paving, landscape and we also haven enhancement by way of program to introduce a cafe, kiosk element to activate the plaza so the public will have somewhere and other elements in the space is that will welcome users of the space. And i think the next slides. The intent with the proposed exterior work is to enhance the building so restore conditions in the building and details that have been evolved over the years and bring back some of the character integral to the building and repointing we need to replace the bulk and to bring back some of the original details of how it evolved over the last century or so. And its also worth noting were replacing the flat work around the site and this is the sidewalk on all four street front ages and it will be replaced and by doing so, i will make and complying and and the site will be that much more accessible and particular on the west side of the building where we have a very steep loading dock. They are so much and the proposed uses and well have a laboratory and office use thats proposed. And ill leave it there and ask john to come back up. Thank you, commissioners. Designating the building as a landmark and allowing for an limited amount of office space the board of supervisors has if sil tated the project sponsor spending 18 million and 5 million on the facade alone. So its pretty impressive. The outcome of this legislation. In addition to the proposed work to the building were also seeking an Office Conversion to change a portion of the upper floors the fourth and fifth floors from showroom to office use. The lower floors will be maintained as showroom space. We have recently identified a tenant to occupy the upper two floors as office use and lab use. We file the applications for this project back in april. The tenant has been identified since then. Weve been working with them to fit them properly and to the upper two floors of space and as a result, i will ask the commission to reflect the updated Square Footage that this tenant is seeking as part of the Office Conversion in the application, we listed 49,364 square feet and our tenant would like to maximize the full small cap at 49,999 square feet. Now, the hpc is not approving the Office Conversion today but we think it would be appropriate for the motion to reflect the current and accurate floor area that well be requesting. Do hesitate to ask if you have any. The project fulfills the intent of supervisor cohens legislation and facilitates the restoration and preservation of the landmark building and p. R. Zoning districts allowing a modest amount of office space and the result will be 200 restored and able to survive another century. Thank you. So i know its gone through a lot of hell to get here. My voice was trying to stop the project that was going to happen at one point. This is beautifully done. I just have some for the architects, just one really one question or two questions. It appeared the storefront on the henry, which is a restaurant, was different than all the rest on the entire building. It was like glass, frame less glass. In the rendering that you had that showed the street front with the henry, the storefront appeared to be frameless glass. Why is that one different from all the rest. Im happy to go back. It appeared when i looked at it more closely. Its in our packets as well. The intent is to maintain the storefronts similarly as we can with the existing that remains and part of the restaurant and do joe us has this more traditional commissioners and point that will be something i like to also have you address is that i seen various different storefront treatment ranging from the frame less policing storefront to the dojo which looks like its render as big red color to some other storefront where you have black molding. The intent here. Thank you for your question. For dojo in this case is to actually use similar wood windows and a different color and thats what is showing in the rendering and its to be consistent with the material on the building with the replacement storefront and we want it to highlight where the coffee kiosk is by going with a slightly different color. Even if it appears differently. And the black elements were talking about the Steel Detailing that defines the canopy and the signage, thats part of the intent to relate back to some of the original rendering where we had the canopy to bring back the Steel Detailing. You didnt answer the question about why frameless glass . Its such a modern insertion and it looks like it appears like that was the one opening that you didnt improve. You didnt bring back to what would have been original. Maybe it just reads that way. I can do it on my screen in my office. It doesnt look it looks completely different than the ones on either side of it. Either side are wood frames, right. This is a traditional. The ones you propose are aluminum. And intent was again to increase the transparency by going with a different treatment at entry doors. Well, i understand your point. I understand yours as well. Its not like i cant seethrough them on either side. It doesnt make a difference in terms of increasing the transparency and it looks like the one opening that was left out of the project so i would just encourage you to come up with a the opening is a new storefront . Thats a new one. Thats a new one. That was one question that you are welcome to propose a condition. There is one thing i wanted to bring up because its a similar topic. On your page 22 in my packet with your propose design elements, you have shown them modern storefront of black in color with you. I look at this page. Is that ending up in any of the elevations which is not showing the current rendering but it will end up becoming fifth design element that will be populated. It intends not to have black molding as that images showing. The intent is not to have the black molding throughout as that image is showing. It would be white. It would be red or white or frameless . The replacement ones will be white to match the existing white and where were showing red, the dojo we will look at doing Something Different there and said wha red is what is shod the black is not intended to be the standard for the building. Will it occur anywhere . No. Theres two points. Ok. I do have another question. We didnt really talk about the park. I noticed in the packet on the portion about the park and the enclosure, on page 7 and 8, it seems like theres two completely different designs so i wasnt quite clear. And you talked about the brick. Neither of these look like brick. These both look woodframed. Im just wondering what the real story is. [laughter] as you mentioned, this is been years in development and there have been various renderings overtime and i think you have, in your packet, a range of some of the work thats occurred over time, theres work that is planned and it was referenced for the staff report for the enclosure and its something we will back to staff for review before we select the final materials. Thats one of the conditions of approval, correct . Yes. All right. Because i mean, the more solid one seems with the plants growing on it, seems to be the appropriate one as opposed to some of the wood structures. Right. And we know theres some inconsistency there. That answers my questions, thank you. Commissioner black. Thank you. I just wanted say i strongly support the concern that i share with my fellow commissioners about the different storefront. I think they should be the same. I could careless about the color, the wood being painted a different color for a particular tenant. Im happy to hear my fellow commissioners comments on that otherwise i do think that theres plenty of transparency and its a spectacular building. Each of these tenants is welcoming anyway. Any time when a project of this scale and the historical significance its a lot of work and because of that, through time there might be something kind of residual, right, like images that show up that was not meant to be already. I like to point out that i do echo with commissioner black about the consistency of having the retail storefront to be really coherent and let it be the choice of the storefront system in terms of the framing or its actually for me, it felt to me its coming from some retail background i felt like they should have a consistent language as a landlord to, as a guiding gatekeeper of the quality of the building instead of letting any retailer coming into just do whatever they like to fit their brand because they should have a collaboration in coming into a building of this significance, right. So, i do like to have the project team to continue to be more diligent about creating a design and tenant and design guideline that is consistent that hold your Property Management can actually it for further development. The you think it should be consistent with more like frame less storefronts to be consistent with every around the ground floor and and in that case the system and underlying pattern that everybody can if i could interject. You are welcome to propose some conditions and if you have a preference on what that should be, its appropriate to voice that. Thank you. You can go ahead and do that. Im not done yet. Im also your retail signage that in your package, theyre a different shape. Some of them are circle and some look like a little house shape. Those little retail things here. Thats an example of what the signage could be and the intent and what the renderings are showing here which is different than your package. Again, the process of getting to this point. I like to see it it would be consistent instead of having hexagon or square should it be circle . The sign package is separate. Its consistent. I would like to see a consistent pattern language so anyone can use it as they design Guiding Principles to respectful to the building. Sure. It tends to be consistent. Thank you. Thank you. How you tied them allout. I just feek like this is almost a little bit messy. The fourth and fifth floor, what is the gross footprint area . 150,000 square feet on the top two floors per flor. The first 8,000. Depending on the floor because there are openings in the floor. Id like to make a motion to approve with the conditions of approval but add a condition of approval that all of the storefronts are consistent throughout building. And i dont want to bring in color because i think color is something that is easily changeable if the tenant changes but i would like all the storefronts to be consistent throughout the building. What about the Square Footage . We want to add i think thats really, thats not in our purview in terms of Planning Commission thing. Im just thinking and its fine in terms of our conversation and its fine that you added historical. Monica, department staff. A couple of comments regarding discussion. We cannot govern the paint color. Thats why i dont want to include it. I believe that the designation for this building does say that the storefront should be painted wood if they are wood. So, certainly thats part of this. There could be a condition of approval that allows us to continue to review storefront design moving forward. I just, thats fine. I could say that. I do want the word consistency to be in there. Because you could review it and think its fine and that would not be what the intent of this commission is. The motion should be that the staff can continue to review the storefronts with an eye towards consistency throughout.
