At our last meeting, the commissioners had requested us to explore the idea of a. D. U. Units, also issues with regard to the height and frontage of the buildings with regard to the neighborhood. In that regard, we conducted a study of the neighborhood and prepared an appendix thats been provided to you. Its about 200 houses in the neighborhood that i went around and took pictures of from across the street so you can see that they have such a varying structure that it is the bricabrac of San Francisco in that regard. And he is flipping through them right now. I think its not projecting. I dont know if you are seeing what we are flipping . You are. I especially love this one, the sevenstory house thats about a block and a half away. But regardless, we explored what was there. And based upon what we found is the street or the block across the street which transitions from stillings into martha, literally theres one house thats still considered part of nordhoff. It really is in line with the structure and design that toni has put together. If you look at the designs of the houses on martha, which he is about to get to, you will see that the two houses that we are proposes flow with that. The existing house will stay in line with the house thats currently existing on the other side of the property so that it will blend in from martha into nordhoff and go into the neighborhood where theres still quite a varying level of design on nordhoff. Other issues that were raised in the last meeting with regard to the a. D. U. Proposition of either three lots with three a. D. U. S or four lots with four, we explored that with a Civil Engineer with a code inspector that works at labs and fire code safety issues as well as a mold remediation expert. All of them concluded that with regard to the tree that it currently exists that we need to keep by virtue of our agreements with the neighbors and which we have designed around that we would have egress issues, we might have water intrusion issues and mold and livability issues. You have copies of those reports in the brochure that was provided. The neighbors raised issues with regard to parking and traffic. For each unit we are building we are making sure theres one off Street Parking space. I dont think we can do much about the traffic on congo. I personally was almost hit two or three times just trying to take the pictures but i understand thats a fire egress for the city and cannot be addressed. And then i think there was one individual that raised issues of open space. By not having a. D. U. S we have the perception of more open space on the back of the property and all of the houses that we are going to be addressing have a backyard setback as required. Thank you. Okay. Thats it . Yeah. Thank you for staying. My name is omar. Im a Civil Engineer, former resident of San Francisco, work in San Francisco. I like the unique neighborhoods, very nice, narrow streets. Im responding here to the question of neighborhood character. What i did is i did the comparative analysis comparison, meaning i looked at the statistical data provided by the assessors data looking at the homes in the neighborhood and comparing the characteristics of those homes to the characteristics of the new planned properties. So i looked at 31 homes, up to 150 feet around the corner of nordhoff and stillings avenue. 15 homes on nordhoff, 12 homes on three homes on martha, one home, the closest ones to the property. So based on if i can have the overhead, please. What i did is i looked at the main characteristics. When we talk about neighborhood character, what do we mean . From my standpoint, we are looking at how does the neighborhood look . What are the sizes of the homes in terms of how big they are, what is the green space, what is the height of the homes and so on. So what you see in this plot what you see in this plot is characteristics, the number of stories, also area the buildable area, the size of the footprint in the lot compared to the size of the lot and what is the size of the back and front yard together. So if you look at the 31 homes i looked at, the existing neighborhoods, the characteristics number of stories is 1. 3 stories. The parcel area 3,262 square feet, the percentage of buildable area is 40 percent, the back and front is 2,096. The number of new lots they have instead 3. 7 stories, 1,837 parcel, 62 percent buildable area and 706 square foot for the back and front. The basement, i count the basement as a story. If you have a full basement going all the way through and its habitable, which is the case for the new development. So overall, my comments are that is enough tensity. We have a smaller clustered homes thank you. Your time is up. Thank you, sir. Next speaker, please. Good evening. I live on congo street around the corner from the proposed development. Ive been there for 31 years, raised kids there. So now i only have one kid living at home. And like many people, i got involved in this project several years ago in an effort to save the redwood tree. And that seems to be successful, at least for now. But along the way, it was clear that this project was going to be a scale that would not really be in keeping with the neighborhood. I think the point that omar was trying to make which differs from what the developer is saying, is that the houses in glen park are one and twostory houses. There are some exceptions, especially some of the very newest construction that are way out of character with the neighborhood but are just, they are exceptions. My house is two tories. And my neighbors are stories. And the project as is currently proposed has four story houses. And so the issues of parking really shouldnt be overlooked. If you dont live in the neighborhood, you really dont know. They are providing one off Street Parking place. And in doing so, they are taking away an on Street Parking place. So theres no advantage on that. So i wish they would look again at what they could do to still make a profit off this project. I also hope that you have mechanism for looking at the 24 letters of support that supposedly have come in that none of us have seen. Hopefully some of those are people who actually live in the neighborhood and are not of the developers or contractors or friends of the developer. Thanks. Thank you. Next speaker, please. Im jennifer. I live directly one over across the street at 66 nordhoff street. We have lived there for 18 years. When we are here in april last time before the commission, this project was to we requested the developer to reduce the size of the unit, to keep them to three story units or if they were going to keep them as four story units to only have two or three lots that were developed and leave that back one as green space. It doesnt appear to me that either have been done. Its funny the images. I did scroll through images. And the three homes, including my own that are directly across the street, actually four homes, are all two and three story homes, and they were not shown. Several of the images that show bigger homes are actually taken from bosworth so they are taken from not street level. They are taken from the street below so it makes them look like they are bigger than they are. This submission and Planning Commission is not in compliance with urban design elements. They have not been met. The total effect is not characteristic of the district. There are really only two and three story homes on in order holly, stillings and mangel on nordhoff, stillings and mangels. It overburdens the parking and traffic. Several times ive emailed the commissioners videos of dangerous traffic on this corner. With cars parked on both sides of the street on stillings and nordhoff, they become one lane streets. When we first moved to the neighborhood we had a street assessment and traffic has only become worse. Cars are regularly hit on this street and trucks constantly block traffic and have to be backed up, which can be like 20minute processes. And already addressed the part about only adding one parking space for each one thats taken away. It is important to fact check the developers. I appreciate that in one of your previous i think number 18, you asked for more clarity. I believe that the statements references and application do need to be checked for facts. Currently this project is not compatible with density or scale. Thank you. Thank you. Next speaker, please. Good evening, commissioners. What a long day. You guys started at 1 30 . My name is tom christian. I live at 88 martha, which is a house and one across the street from the property at 95 nordhoff. Ive been there since 1994, 25 years. The city is in a housing crisis. I think we all know that. You guys particularly are seeing every day. We are in a housing crisis for the foreseeable future. Im not sure when it is going to end. But this is not the night to end it on our block. Its taking a block with housing that are separated with one to twostory houses over a garage and then forcing in something thats side by side three and four stories over a garage would be the wrong move in my opinion. I think that future generations look back on this neighborhood and say what happened here . Everything else is in scale and this project is completely out of scale. And they go who approved this, project sponsors posed this . And this is the night where we can stop this madness from happening and send this project back to be a more scaleable design. My request to you is please consider sending this back for a scaleable design. Thank you. Thank you. Next speaker, please. Im steve, im the neighbor to the west of the property up the hill. And first i want to start off by thanking the developer for accepting saving the tree and saving the historic home. The home on the property was owned by the stilling family, which is the name of the street. And this was a big organized group about five times larger than this one when they tried to tear down the house and tree. And i want to congratulate them on saving both of those. The reason im here today is to the west address two things. One is the a. D. U. Issue, looking at the earlier conversation about the units within the block that were going to be built, the same condition will exist here if cottages are required to be put behind these house, there will be no fire access, not even a pedestrian pathway. These would be interior houses with no fire controls, no sprinklers or anything that would be built in the backyards. So as far as that is concerned, i want to voice very strong concern and opposition to creating those a. D. U. S. The second thing which has been mentioned before is the height of the buildings. Although there are a couple houses that are fourstory far away from this within this neighborhood, the three blocks around it, there arent any buildings that are four stories at all. So while the houses should be built, and we support building in San Francisco, the scale is just out of the norm for our neighborhood. Thank you. Thank you. Next speaker, please. Hi. The Developers Application is not compliant and should not be approved. Its not consistent with the policies of the general plan nor does it meet come ability with the surrounding neighborhood ane surrounding neighborhood and adjacent properties. Conditional use findings, planning code section establishes criteria for the commission to consider. This project does not comply with said criteria. The proposed new uses and location will not provide a development that is compatible with the neighborhood or community. The proposed project does have features that will be detrimental to the persons residing in the vicinity in that one, nature of proposed site including its size and shape and arrangement of structures, two the accessibility of traffic patterns, the type of such traffic and inadequacy of Street Parking. Urban design element, recognize that buildings when seen together produce a total effect that characterizes the city and its districts. The scale of density is not reflective of the neighborhood. South of market yes, glen park no. Objective two, conservation of resources which provide a sense of nature and freedom from overcrowding. Traffic will impede our streets and parking which is already causing collisions and limited parking. The planning code states specifically conditions of approval, compliance monitoring and reporting, number five, conformity with current law. No application shall be approved unless it complies with all applicable provisions of city codes in effect of time of approval. This application isnt in compliance and shouldnt be approved. Please do not grant allowance to this development as it stands. It will set a precedent for destroying a neighborhood for profits. When developed it could add an additional four story four bedroom house making the scope crammed and noncompliant with the requirements. The developer submitted letters in evidence to cut down the tree. Googling confirmed they were contractors that didnt live in the neighborhood. He also brought people to the meetings to support tearing down the tree. This current application is submitted as evidence. Letters of support. 90 percent are Real Estate Agents like himself, Mortgage Brokers or contractors who dont live in the neighborhood but would benefit from the building. This is clearly a conflict of interest ask not being honest. Be skeptical. The neighborhood is not antidevelopment. Theres incentive to back a developer if he will listen. I tried to explain to him today but he told me he wasnt interested in meeting or listening to the neighborhood residents at all. We want to see a balance struck in the character. I was on a Planning Commission for nine years. I know what it takes, but nothing on the scale of what you are dealing with in San Francisco. You have my resume that the developer submitted with the project. Ive served on board of design Planning Commission, city council, mayor, Transportation Authority and regional and local planning. Been there. I was asked to conduct an analysis of this project putting all my experience into it. I conducted an analysis of the property at 95 nordhoff street. Given the current design characteristics and feasibility of including accessory dwelling units on the property. My examination focused on review of the proposed four lot split with architectural plans to modify the existing home and adding two new Single Family homes on nordhoff street while leaving im sorry to interrupt you. Have you been hired by the project sponsor excuse me . Were you hired to conduct the studies . He asked me to review the project and make any suggestions, which i did. If you are part of the team then your opportunity to speak was under their presentation. Well yeah. So as i remember, the project sponsor had submitted but you left on the table that would have been your time to speak. But you didnt. But i will let you finish as long as you keep it under a minute and a half. Okay. Just about Affordable Housing. People today are renting spaces in the apartments and in homes just to have a home to live in. Theres a lot of people that work, graduated from school, need a place to live. And people can rent rooms outiesier at less money than out and easier at less money than accessory dwelling unit. This proposal provides housing for more people. You have families with nannies, inlaws, children that come home to live. It is a little bit addressing the Affordable Housing issue that we are all faced with all over the region. Okay. Thank you. If sample is not collect properly according to not the proper protocol, the sample could be biased, could be false positive or could be false negative. So all this to have good so you can manage the sample collectors, as well as the schedule, and she is pretty good, and she is very thorough. And so far, i think that she is performing a very good job. This job is really not an i job. I wouldnt be able to do this job without my team. You can assign them any job, they can handle it, and again, without them, i wouldnt be here. I take pride, you know, for what i do. We are providing a very good Water Department. He should go over there in this situation because again and again, that area is effected. Something needs to be done. Its engineering. The other thing is the island. The businesses over there and the people. They dont get steady electricity. We need to find out in the short range and the long range, what are we doing about that . I know in the year 2019, we have generators that can kick in and supply electricity. Text not right when people have food in the refrigerators and it goes bad. Some people cant afford to stock their refrigerators again and again. We should not fail to be considerate. I know some of you commissioners will talk to whoever is in charge of that situation and fix it. We also have a situation arou around and no clarity on whats going to be happening with the monopoly company. I know its in your agenda, but when its on the agenda, you speak about things in general. You do not speak to the constituents and the difficulties they may encounter if we have extended blackouts. So we should have some information given to the people if we have blackouts. Im here to give an update from our annual report that recently came out that you should have. Im excited to report from 2018 and 2019. Ill let you read the report, which tracy helped put together based on our annual Membership Survey and our leadership summit we had in july. Im going to spend my moment up here to update you on some follow up items on the resolutions that passed in 2018 and 2019. So we have three updates and i have and ask of you. Stay tuned. The resolution we passed in support of the sfpuc local distribution program. So they have kept in direct contact with our waste water subcommittee, especially with amy who has been engaged on the branding process for the new business line, which is really exciting. Second update is our resolution in support of improved regulation. In order for the c. A. C. Members to be more effective communicators around ground water, we asked staff to have more effective visuals around ground Water Quality and data. Were continuing that conversation and scheduling an update to see how that effort is coming along. Three is our resolution and support of fostering a skilled and diverse utilities workforce. So this past august and in this resolution, we ask for a dedicated staff person to be hired, which would aid in the agencys progress towards being able to track the agencys process towards achieving the goal of diversifying the workforce. We heard from h. R. Staff recently that the agency was struggling to reach core operational goals. So any additional staff would go to support these core operational goals. So i just wanted to emphasize the importance of staffing this role and creating the Data Collection structure and system to track the anciegencys proce each department is required to submit a Racial Equity plan by 2020. Theyre looking forward to seeing how they meet that policy mandate. My final update, which is around staffing. So, recently this past week we learned that the mayor rejected the most recent request to approve the staffing position for public posting. This position, which has been filled by the role of tracy for a while. I am here to make a plea to urge the mayor to approve the position. Tracy has been staffing us for a while. Shes been holding two roles for some time, i think two years. This position is an incredible addition to making the c. A. C. More effective. Having that direct line and being in alignment with someone on staff allows us to be more fis efficient. It allows us to work in tantum with sfpuc staff and it adds a lot of power to the work we do. Anything that you need from us to put pressure anywhere you need will write a letter. I will do a sit in. Anything. I was on the p. U. C. When this position didnt exist and its night and day. Tracy has been holding it down for a while in these two roles because she recently had a different position. Shes been doing it with style and grace. We need a dedicated full time staff person. Yeah. Ill be providing an election update some time in january. Were going to be having leadership elections on the c. A. C. Ill be back. Yeah. Those are my updates. Commissioner. Yes, i like for you to go back over, if you dont mind. I think it was the second or third recommendation regarding a dedicated person dealing with diversity. You mentioned they said they were having some staffing problems with everything. What was that conversation again . So that was specifically an update through members of h. R. , who had said that its really important if theyre going to hire folks, to just add it to the core operational needs. So we got the vibe that this wasnt part of that. So i just wanted to reiterate that. The reason why we wrote that resolution was to specifically underline the need for a dedicated staff person to track those, and create those metrics, because i believe they didnt exist and then also making sure that they are keeping that on track. With the diversity. Yeah, specifically. Okay. So your concern is that you need a dedicated person. Yes, that was the resolution that was passed by the full c. A. C. All right, thank you. Yeah, of course. I also want to thank you and appreciate you for your two years of service at the c. A. C. We really appreciate the work you do. I know that all of you are volunteers and put your time and energy into it. I dont really quite understand. I know its a little confusing because there are two positions were talking about. One is the equity position and the other is c. A. C. Staff person. Were reasons given for that position . Before, was there a dedicated or shared responsibility before . So when we staffed that position, we staffed it with a temporary position and so thats how we have been staffing those positions. This is sort of the theme that when we go into budget, some of these positions are pretty much core of what we do. So we want to identify those as permanent positions, and i think at least what the Mayors Office is telling us on these positions, they would prefer us to get a permanent position and fill them. So were going to have a conversation with the Mayors Office to identify you know, which ones we would say is a priority because i think they want to limit the number of additional permanent positions, so we have to have that communication. So were going to have to go back to the Mayors Office and identify that we are adding it to the budget and so if we can move forward with this temporary until we go through the budget process. Right because i know how it is for somebody to hold two positions at once and you cant do either well. So, im hoping that through our budget conversations that we can indeed as soon as possible have this conversation and figure out how to both address the issue of one Person Holding two positions, but also figure out how to make this a permanent position. And just to say, its a theme throughout the whole organization. Its about temporary and not hiring folks fast enough. Yeah, again, diversity and workforce is certainly one of my main goals here as my seat is suppose to be community. For a long time, we heard that the workforce at p. U. C. Is aging out. This is a great opportunity. I am with you on that. If you need any letters, if you need us to do anything, im willing to sit in and watch as well. We cant wait until the end of this. There are so many creative ways that we can start getting people prepared to take on these jobs. Some creativity is not just about hiring and permanent positions and all that. Let me give you another angle. So this is an Enterprise Department. Some people in city hall should be told what an Enterprise Department is. You earned the money, hopefully to spend it in the right way. Now the city, implicit biasness, resiliency, equity, but when it comes to action, it can be summed by two letters, b. S. So, im glad some of you commissioners have empathy and compassion. Our young people need career jobs, not temporary jobs. Whether its in construction, whether its in anything, i always had a job and i never had an interview in my life. I always got what i wanted. But, i am dealing with young people who are dying and they are dying because theyre not given opportunities. Let me tell you something with this 6 billion s. S. I. P. System improvement project, which will now be 10 billion and soon will be 12 billion. 5 of that should be put aside for community benefits. The people who are doling out the money, which i know they are, the they will give 300,000 to open up a restaurant, but they will not have the decent sit to have a full time employment for something that is conducive to battering the community. We need young people or somebody whos younger to understand what are their needs. We need people, older people like some of yall, who can do a Needs Assessment because you have experience. The commissioner anson moran has been there forever. He can do the assessment in 5 minutes. Hes a good man. Im not saying the rest of you are bad, but he should be our leader. He should take these people aside. I know youre in the labor force, so im just like saying because from my heart. Its time to wake up. You talk the talk, but fail to walk the walk. Commissioners, the first item is a bay delta Water Quality control plan update. Good afternoon, steve richey. The bay delta plan update will be brief. Theres not been a lot of activity. The state i believe is in some disarray at the moment. There was suppose to be a milestone reached in midoctober where they were to determine if the voluntary agreements were suitable for the state water board review and that day came and went with no action. The thing that did happen recently is the state provided the results of much modeling they have been doing, using five different models to model different parts of the bay delta system and they provided the results of that modeling. The modeling results is just a pile of data. There is no analysis of that data. That came to us in late november and we had staff trying to digest it and understand it. They did have a webinar today to introduce the models, but buried in their emails and they would like comments by december 12th and those who received the data said the same thing. Thats not enough time to digest all this information. We will be continuing that. In the meantime, i dont believe there are any meetings scheduled for discussions with state officials so probably not much will happen until january some time. Thats where we are. Can i ask a question . Sure. So, looks like were going to have a pretty good year, thankfully. So far so good any way. Its indeed that we have a high water year, which i believe happened last year as well. Yes, last year and 2017. Yeah. But in those previous years, i know that some of our stakeholder partners felt there wasnt enough water released, even though we had a high water year. Can you explain if indeed we do, we are fortunate enough to have a surplus, if you will, of water. Will we be able to release more for the fish as we have been trying to do . Yeah, we do release a lot of water because theres simply no place to store it. That has been part of the criticism, that particularly in 2017 when we had 3 million acre feet of water that San Francisco could have diverted, there was no place to divert it to. It was all released. So actually, it was a good year for the fish that year, in that there was a lot of water in the system and it did have to be released the same in 2019. Then we had 1. 7 million acre feet. We cant divert that much on the river, so that has to be released. So we do make big releases in big water years. Theres no doubt about that. When does that determination get made . We ultimately determine the water year type generally january or february we have an idea. By april we know in terms of delivery. Are we going to have to call for rationing or not . Thats written in our contract. Thats the drop dead date. Most people really start to get a sense of the water year in january, when you do the first snow survey. So january and february is when you really understand. I was just looking at the results from this last storm and weve gotten for the month of december about twothirds of the average precipitation for the month. We had wet starts and then it dries out afterwards. January is when we get the best idea. And the next step with the state . The next step with the state is to provide comments on the modeling and what we seen already is something i eluded to in a prior comment. Some of the activities that well be engaging in, you need to look at in a way so you can see what happens every single day. They have certain models that are built for the system that only look on a monthly basis. So it loses that fine detail and thats how they modeled it gi n again. Thats a big issue, because youre not modeling this at a fine enough scale. Im going to try to produce a graphic that demonstrates to the commission and others what is lost in translation when you have that different kind of noting modeling going on because its important to us. Thank you. So we have some slides please. Good afternoon commissioners. My name is Steven Robinson, the director for the waste water capitol program. I came in november and im glad to represent and serve p. U. C. In this position. I want to give credit to all the work thats been done so far and i recognize theres a lot of work to be done and im excited to be in this position today. Ive been around and served p. U. C. For over a decade. I sat in these seats behind me for years and this is my first opportunity to speak. Im glad to be here and be gentle as the general manager has said. So ill start in the period ending in september, and then ill go over the quarterly report. So the overall, currently we have 34. 7 complete with 899 million extended to the close of september. Last quarter we closed at 32. 2 , just to put that in perspective. This quarter, were able to progress one project forward into the award face and two projects in the construction phase. So we have 19 properties in preconstruction, and 15 in construction, and 36 in the close out or completion stages represented in gray. I wanted to give you some highlights of those properties that is ongoing, especially in the construction phase in the upcoming slides. So this quarter, the project that youre familiar with, the construction phase in august. The Construction Management general contractor advertised four early out packages. Demolition and the asphalt plan areas. Next quarter we expect the opening of these packages. The team coordinating with multiple agencies to provide assistance to clear the sites in the intended work. We plan to provide an update early next year, knowing that its also a significant project in the program. More to come early next year in this project. Three of the five scopes are now in construction, very different from further ahead. Scope one, site preparation. During this quarter, the contractor continued demolition and continued to work towards dry dependent work. The pump station across evans, constructions continues. Recent work includes completing the installation of new bar screens. The influencer and force main, award has started. So they are constructing three work projects. And the lift station. The team has completed 95 design. Scope three for the main scope work facility itself, we are on the third of six waves of bidding for construction work packages. 12 packages advertised this quarter so things are working steadily ahead for the head works project. So back in october, several work packages are seeing higher bids than estimated. The teams working with the contractor, they started to evaluate those bids and worked to rebuiid to make sure they me the objectives before the project. Another project is the seismic reliability and Condition Assessment improvement project. It includes seismic improvements to the sedimentation building adjacent to the head works facility. Theyre doing that with concrete repairs to various channels and pipe structures within the plant. Caps fleconnecting to the build on the north and south side to strengthen it in case of an earthquake. As you seen in the tours of the facility, the seismic work along the north side of the building folded in. It works within the head works construction area. The north side work continues with the replacement of these piles, but the work on the south side of the building was issued under a separate contract, ww665. The contractor has mobilized on site and started this preconstruction survey. Construction is anticipated to start next quarter. One more area of interest is the jackson street project. Completing rehab of the remaining 240 linear feet of the main. This was to combine sewage, servining over 300,000 people. This asset could not be construct with the previous work, and the force main could not be shut down to rehab this section of the pipe so it was phased. During this, they advertised the contract to receive bids. Now they will proceed early next year. The timeline of a few of the Major Projects win phase one that are active and under way. The red line shows us where we are at the end of september. This is an update in the quarterly report. The blue includes both design and environmental, and green represents construction and gray is closeout. The highlighted more construction, division street, c. F. D. Rehab project. Thats our discharge project and construction is continuing to perform these concrete repairs, now that we had an opportunity to work on these and to implement repair on backflow control in these structures. A lot of this is night work and construction completion is expected to be completed next year. Now one of the Green Infrastructure projects in construction right now and it anticipates completion in 2020. An infiltration gallery construction. The oceanside plan utilization project thats currently under construction with an expected completion of february 2021. The
