Processing and the goals that were articulating, a great project would lift the whole community up and the giants and warriors who are part of this community would say yes, these are the kinds of things that would help us with our fan base, with making our location more exciting. Clerk item 14a is authorization to file with the California Building Standards Commission the ports amendments to the 2019 California Building standards code and the local findings of support such modifications. Repeal the current 2016 port of San Francisco building standards code which includes the 2016 port of San Francisco Building Code or building existing building mechanical electrical plumbing and grown building standards codes effective midnight december 31st, 2019 and three, adopt the 2019 port of San Francisco building standards code which includes the 2019 port of San Francisco building existing building mechanical electrical plumbing and grown building standards codes with an Effective Date of january 1st, 2020. This is resolution number 1949. Good evening president brandon, Vice President adams. Commissioners and executive director forbes. My name is Neil Freedman im the chief building inspector for the port. Im here to ask you for your approval of the 2019 port Building Code i presented as an informational item at the november 12th, 2019 Board Commission meeting. Since that time, we have completed our revision and posted the draft port code on the ports website and i hope youve had an opportunity to look at it. We also created a public notification in the San Francisco examiner for comment on the code for a twoweek period ending december 6th. We did not receive comments on the revisions. Were assuming were good to go. With your approval of the 2019 port code port staff will send what are determined local findings to the state building Standards Commission. Local findings are justifications of variances to the California Building code. Following acceptance of these findings by the state, port code will be implemented beginning on january 1st, 2020. At my last appearance, i noted that among others, there were pending changes in the areas of green energy, structural provisions in the existing Building Code and permit fees. Following is a brief presentation on those changes. First, the ports Green Building standards now encouragen sen ta vice the correction of new all electric residential and non residential buildings. This is part of an effort to eliminate the use of natural gases of fuel source while encouraging the use of an ever growing supply of electricallen gee from sources such as solar and wind. A provision is also been added to the add stray tive portion of the Green Building standards that a louse the chief harbor engineer to grant waivers from these stan standards. Second, the port will follow the guidelines of the 2019 california existing Building Code and no longer requires a fullseismic upgrades of buildings based on an increase in occupant load. And you can imagine what the impact of this will be for development of the port. The previous port code followed the more restrictive standard that was part of the San Francisco Building Code created by the department of building inspections. Under that standard, an occupant load increase of 10 for the entire structure that also resulted in an increase of more than 100 occupants for that structure would have triggered a seismic upgrade. To follow state standards, this occupant load increase would no longer require seismic upgrades. A second part to this that remains in the state code, requires a seismic upgrade if an occupancy is introduced in the structure that would trigger an increase to a higher risk categories. And the risk categories are on the screen right now. There are four of them starting with very low hazard to human life and ending in essential facilities such as fire and police stations and water facilities and power stations. Most if not all of the sheds and bulk heads fall into risk category 2, which is considered not very hazardous to human life. Its because the occupant load is relatively low and theres no essential facility that impacts other facilities such as fire. Changing piers and bulkheads to offices with increases occupant loads, would no longer move the structures into a higher risk category and would normally be a trying are for seismic upgrade. Theres one exception to that and thats if we allowed an Assembly Occupancy with more than 300 persons on a pier that would trigger an increase in the risk category from a two to a three. We dont anticipate that happening. Currently, there are special events that have more occupants than that but theyre very short term and theyre monitored usually by the Fire Department for exiting purposes, finally, the 2019 port code will increase Building Permit fees. This slide is a little bit difficult to read. I couldnt fit it all in. Without packing it. For the last, approximately 12 years, the port has not had an increase in building fees. And this is an effort to partially match what the San Francisco Department Building inspection uses. They had a fee study done in 2015 i believe and rationalized their fees and i think it would be safe to assume we can follow them at this point. As not example, i put up here, a 50,000 permit evaluation would actually result in a slight decrease in fees but would then be made up for by a plan review fee that would increase. And so, we would end up for 50,000 project an increase of 500. Our hourly plan review fee will also increase from 80 to 173. And our hourly inspection fee will go from 80 to 158. In summary, with your approval, we will adopt a 2019 port Building Code and repeal the 2016 port code and the Effective Date will be january 1st, 2020. Walk me through net result of some of the Energy Efficiency agreements were making here. Does it preclude gas from cooking . It will not preclude it, no. What were doing is incentivizing use of Electrical Energy and i think the pre conclusion of gas is down the road somewhere but not right now. This wont effect all of our restaurants and all or new restaurants because one of them state codes is pulling out of gas i would like us to get back to you on that question because while neil is correct what he is proposing here would not preclude natural gas from cook tops there is an ordinance in front of the board of supervisors relative to natural gas and to electrification and it raz reached a Municipal Building so lets do some Due Diligence and see if theres other reasons why natural gas may be precluded in the future. Im going to support item. If the net result effects using gas for restaurants and stuff in our operations and i will ask or director to bring the item to address that separately this item doesnt impact natural its not impacting natural gas and prohibiting it. That would also trigger a change in the code and at that point we would have to come back to you to create a new finding that we would send to the state energy code board. Great. Thank you. I know people cant believe theyre in an airport i really joy people picking up things for their friends and family and wait i dont have to be shopping now we want people take the opportunity at our location. How long has this been operating in San Francisco and the late 18 hours it is one of the best places to get it coffee. We have intrrnl consumers that know of this original outlet here and come here for the coffee. So lets talk sandwiches. Uhhuh. Can you tell me how you came about naming our sandwiches from the katrero hills or 27 years i thought okay neighborhood and how do you keep it fresh you can answer that mia anyway you want. Im impressed i might come here on my own without a trip, you know, we have kids we could get a babysitter and have diner at the airport. This is a little bit of things for everybody theres plenty of restaurant to grab something and go otherwise in you want to sit you can enjoy the experience of local food. Tell me about the future food. Were hoping to bring newer concepts out in San Francisco and what our passengers want. Com the goal is simple. Its to raise womens voices. Learn a little bit about what you should be thinking about in the future. We had own over 300 over 300 people who signed up for the oneonone counseling today. I think in the world of leading, people sometimes discount the ability to lead quietly and effectively. The Assessors Office is a big one. There are 58 counties in the state of california and every single county has one elected assessor in the county. Our job is to look at property taxes and make sure that we are fairly taxing every single property in San Francisco. One of the big things that we do is as a result of our work, we bring in a lot of revenue, about 2. 6 billion worth of revenue to the city. Often, people will say, what do you do with that money, and i like to share what we do with property taxes. For every dollar we collect in property taxes, about 68 cents of it goes to support public sstss, our police officers, our Fire Departments, our streets, our cleaning that happens in the city. But i think what most people dont know is 34 cents of the dollar goes to public education. So it goes to the state of california and in turn gets allocated back to our local school districts. So this is an incredibly important part of what we do in this office. Its an interesting place to be, i have to say. My colleagues across the state have been wonderful and have been very welcoming and share their knowledge with me. In my daytoday life, i dont think about that role, being the only Asian American assessor in the state, i just focus on being the best i can be, representing my city very well, representing the county of San Francisco well. By being the only Asian American assessor, i think you have a job to try to lift up and bring as many people on board, as well. I hope by doing the best that you can as an individual, people will start to see that your assessor is your elected leaders, the people that are making important decisions can look like you, can be like you, can be from your background. I grew up with a family where most of my relatives, my aunties, my uncles, my parents, were immigrants to the united states. When my parents first came here, they came without any relatives or friends in the united states. They had very little money, and they didnt know how to speak english very well. They came to a place that was completely foreign, a place where they had absolutely nobody here to help them, and i cant imagine what that must have been like, how brave it was for them to take that step because they were doing this in order to create an opportunity for their family. So my parents had odd jobs, my dad worked in the kitchens, my mom worked as a seamstress sewing. As we grew up, we eventually had a small business. I very much grew up in a family of immigrants, where we helped to translate. We went to the restaurant every weekend helping out, rolling egg rolls, eating egg rolls, and doing whatever we need to do to help the family out. It really was an experience growing up that helped me be the person that i am and viewing Public Service the way that i do. One of the events that really stuck with me when i was growing up was actually the rodney king riots. We lived in Southern California at the time, and my parents had a restaurant in inglewood, california. I can remember smelling smoke, seeing ashes where we lived. It was incredibly scary because we didnt know if we were going to lose that restaurant, if it was going to be burned down, if it was going to be damaged, and it was our entire livelihood. And i remember there were a lot of conversations at that time around what it was that government to do to create more opportunities or help people be more successful, and that stuck with me. It stuck with me because i remain believe government has a role, government has a responsibility to change the outcomes for communities, to create opportunities, to help people go to school, to help people open businesses and be successful. Make sure to be safe, and of course to have fun. And then, i think as you continue to serve in government, you realize that those convictions and the persons that you are really help to inform you, and so long as you go back to your core, and you remember why youre doing what youre doing, you know, i think you cant go wrong. Its funny, because, you know, i never had thought i would do this. I became a supervisor first for the city under very unusual circumstances, and i can remember one day, im shopping with friends and really not having a care in the world about politics or running for office or being in a public position, and the next day, im sworn in and serving on the board of supervisors. For many of us who are going through our Public Service, its very interesting, i think, what people view as a leader. Sometimes people say, well, maybe the person who is most outspoken, the person who yells the loudest or who speaks the loudest is going to be the best leader. And i think how i was raised, i like to listen first, and i like to try to figure outweighs to work with out ways to work with people to get things done. I hope that time goes on, you can see that you can have all sorts of different leaders whether at the top of City Government or leading organizations or leading teams, that there are really different kinds of leadership styles that we should really foster because it makes us stronger as organizations. Take advantage of all the wonderful information that you have here, at the vendor booth, at our seminars and also the oneonone counseling. I wouldnt be where i was if i didnt have very strong people who believed in me. And even at times when i didnt believe in my own abilities or my own skills, i had a lot of people who trusted and believed i either had the passion or skills to accomplish and do what i did. If there was one thing that i can tell young women, girls, who are thinking about and dreaming about the things they want to be, whether its being a doctor or being in politics, running an organization, being in business, whatever it is, i think its really to just trust yourself and believe that who you are is enough, that you are enough to make it work and to make things successful. Valencia has been a constantly evolving roadway. The first bike lanes were striped in 1999, and today is the major north and south bike route from the Mission Neighborhood extending from market to mission street. It is difficult to navigate lindsay on a daily basis, and more specifically, during the morning and evening commute hours. From 2012 to 2016, there were 260 collisions on valencia and 46 of those were between vehicles and bikes. The mayor shows great leadership and she knew of the long history of collisions and the real necessity for Safety Improvements on the streets, so she actually directed m. T. A. To put a pilot of protected bike lanes from market to 15th on valencia street within four months time. [ ] valencia is one of the most used north south bike routes in San Francisco. It has over 2100 cyclists on an average weekday. We promote bicycles for everyday transportation of the coalition. Valencia is our mission fits our mission perfectly. Our members fall 20 years ago to get the first bike lane stripes. Whether you are going there for restaurants, nightlife, you know , people are commuting up and down every single day. I have been biking down the valencia street corridor for about a decade. During that time, i have seen the emergence of ridesharing companies. We have people on bikes, we have people on bike share, scooters, we have people delivering food and we have uber taking folks to concerts at night. One of the main goals of the project was to improve the overall safety of the corridor, will also looking for opportunities to upgrade the bikeway. The most common collision that happens on valencia is actually due to double parking in the bike lane, specifically during, which is where a driver opens the door unexpectedly. We kept all the passengers the passenger levels out, which is the white crib that we see, we double the amount of commercial curbs that you see out here. Most people arent actually perking on valencia, they just need to get dropped off or pick something up. Half of the commercial loading zones are actually after 6 00 p. M. , so could be used for fiveminute loading later into the evening to provide more opportunities or passenger and commercial loading. The five minute loading zone may help in this situation, but they are not along the corridor where we need them to be. One of the most unique aspects of the valencia pilot is on the block between 14th street. We worked with a pretty big mix of people on valencia. On this lot, there are a few schools. All these different groups had concerns about the safety of students crossing the protected bikeway whether they are being dropped off or picked up in the morning or afternoon. To address those concerns, we installed concrete loading islands with railings railings that channel channeled a designated crossing plane. We had a lot of conversations around how do you load and unload kids in the mornings and the afternoons . I do like the visibility of some of the design, the safety aspects of the boarding pilot for the school. We have painted continental crosswalks, as well as a yield piece which indicates a cyclist to give the rightofway so they can cross the roadway. This is probably one of the most unique features. During the planning phase, the m. T. A. Came out with three alternatives for the long term project. One is parking protected, which we see with the pilot, they also imagined a valencia street where we have two bike lanes next to one another against one side of the street. A twoway bikeway. The third option is a Center Running twoway bikeway, c. Would have the two bike lanes running down the center with protection on either side. Earlier, there werent any enter lane designs in San Francisco, but i think it will be a great opportunity for San Francisco to take the lead on that do so the innovative and different, something that doesnt exist already. With all three concepts for valencias longterm improvement , theres a number of tradeoffs ranging from parking, or what needs to be done at the intersection for signal infrastructure. When he think about extending this pilot or this still this design, theres a lot of different design challenges, as well as challenges when it comes to doing outreach and making sure that you are reaching out to everyone in the community. The pilot is great. It is a nobrainer. It is also a teaser for us. Once a pilot ends, we have thrown back into the chaos of valencia street. What were trying to do is incremental improvement along the corridor door. The Pilot Project is one of our first major improvements. We will do an initial valuation in the spring just to get a glimpse of what is happening out here on the roadway, and to make any adjustments to the pilot as needed. This fall, we will do a more robust evaluation. By spring of 2020, we will have recommendations about longterm improvements. I appreciate the pilot and how quickly it went in and was built, especially with the Community Workshops associated with it, i really appreciated that opportunity to give input. We want to see valencia become a really welcoming and comfortable neighborhood street for everyone, all ages and abilities. Theres a lot of benefits to protected bike lanes on valencia , it is not just for cyclists. We will see way more people biking, more people walking, we are just going to create a really friendly neighborhood street. Three, two, one. [applause. ] congratulations everybody. Thank you. So the project was driven by the need to improve conditions for people biking and walking from beach street to mcallister. Between 2010 and 2015, there were 290 traffic crashes including two deaths, 110 bike collisions and 78te 78 pedestrin collisions. The construction was a little over two years. It including pedestrian crossing, better bike facilities, new street trees, we repaved the entire corridor. Fern alley has decorative street plants and new palm streets. Cbd helped maintain the alleys and they are planning farmers markets and pop ups and bands. The goal was to build on the economic vibra vibrancy of polkt and to provide a safe street for the whole good morning everyone. Lets get started. I am tom mcguire, i am excited to be here today to christen this brandnew increasingly carfree space in hayes valley. Remember the freeway over our heads. We took that down. We didnt stop there. We have been working with the neighbors and residents from the city to make patricias green and octavia boulevard to have more space to walk and enjoy the valley. We have several speakers sharing about the opening or closing to traffic and opening for people of this section of octavia. I want to thank the mayor, whose leadership has been very strong. I will introduce the district five supervisor valley. This is amazing, isnt it. It was interesting because i was standing in the street, and i thought i am in the street, i have got to move. My aid says it is blocked off you dont have to worry. We are conditioned in streets to watch out. The city is dangerous that way. To actually now be able to stand on this part of octavia boulevard is a dream come true. I remember i was one of the activists when i first started being an activist when we talked about taking down the freeway. I remember so many said you cant do that because the west side of the city needs the freeway. Maybe not. I also want to remember patricia walk up. She was the one that really inspired us all to think different and say, no, just because it was that way doesnt mean it is right and it doesnt mean it has to stay that way. When i think about this, i think about the Hayes Valley Neighborhood Association and a lot of them are here. They are a neighborhood that says lets do something different. We dont have to do things the way the city has always done them. Take the parcels here. I was a legislative aid when we were discussing these parcels. One of the things people said, and people in the city. I wont say who. They said i think we should keep them fenced off until we put housing. The neighborhood and people said lets try something new. Then someone said i will take ahead of that. I will take that forward. Now you have all of this space that everybody loves, and you know down to the beer garden. Remember the actual Neighborhood Garden that we had. All of those spaces that were activating this neighborhood. Now with the situation how can we make octavia and the neighborhood safer for pedestrians, bicycles, and this a lot of you know page street is going to have a protected bike lane now, which is something we have been talking about for years, also. It will be one way going up. It is not be a freeway feeder any more, which will make a huge difference for the People Living here. One thing we dont want is everyone from all over the city rushing to octavia boulevard to get on the freeway. One of the first things i did when i got into office is asked for a major traffic study for the area. It had been over 10 years since they had one. To go all the way up to see how can we divert traffic from this area . People on the west side if they need the freeway, they can get there. They dont all have to get into hayes valley to go to the freeway. This portion of octavia came up. How can this be safer. As we know, and we have seen so many people walk from the coffee shop with coffee and phone in hand, not looking and walking across to the park. Not a safe way to do it, but it just happens all of the time. How can we make this safer . We looked at closing it off, and making it a bike lane. This has always been a bike lane. If you have ridden your bike on page street or down from page street it is not safe. People are looking for parking and Everything Else so when i look at this now and look at what is happening and how fast you actually did this s. F. M. T. A. Because so many things take so 0 years. This moved fast. This is something that i think people need to be thanked for advocacy and what they have done. I want to thank the whole team at s. F. M. T. A. They made this a reality. I want to say thank you. I know you get beat up a lot when you come to neighborhoods for new ideas. We thank you because we see the difference. Walk sf and the bike coalition, thank you for being there to doing better for people who want alternative transportation. Phil ginsburg and steve at rec and park said lets try new things. To look at the park extending over is something they really encouraged, also, and supported. As i said, the Hayes Valley Neighborhood Association. Thank you very much for everything that you do. You have made this an amazing neighborhood because people a lot of times think it is the city. It is the community and the Community Activists that make the neighborhood amazing. And gail baugh for dragging me in, kidnapping ne, a labor of love and it makes these things move forward. I wanted to speak from personal experience. When is this happened i thought it would have a negative affect on the business. The city was smart enough to do trial runs to see how it was going to work. Whoever they hired to do the Traffic Studies nailed this. Most of the traffic that comes this direction off octavia is going east or west. If they are going north, not this way. In point of fact, when the streets were closed off for the trials we on linden so no impact. This was our first and hopefully not the last living alley. Part of the beautification of this street was to encourage pedestrians and merchants. I think we were able to accomplish both by blocking this off without a big impact. This is a bunch of thank u. S. From me and the merchants. I encourage the city to keep the open space here. Housing is something we all need, but protecting the open space is a good thing. The day this opened there was a bunch of skateboarders and it was cool to watch. That is all i had to say. I am going to introduce bryan from the bike coalition. He can say a few words. Your leadership on this project and improvements throughout district 5 during your time in offers and during your time on staff for supervisor breed has been inspirational and key to getting the kinds of Safety Improvements we need in this neighborhood and across the rest of San Francisco to improve biking for all residents. This project, it has been said, really goes back to reimagining what the streetscapes look like with the teardown of the central freeway two decades ago now. That certainly thinking about that started over two decades ago. That dream of streets and neighborhood spaces that put people first is continuing today right here on octavia boulevard at patricias green. We celebrate the beautiful space now open for peak walking and biking but the bike lane behind us is going to allow people biking to have a safe connection northbound on to octavia to continue their journey. This is really, i hope, what is the start of a trend that we are going to see across San Francisco that we can think creatively about the streets as active transportation thoroughfares and places for people first. We have a small space here we are starting with. The two blocks on either side on octavia. I want to see and the members want to see this kind of space expand across our city. To take what hayes valley knows works and prove that it can work in other commercial corridors and other neighborhood streets across the city. I couldnt get up here today and speak without mentioning the great changes we are going to see coming on page street and to thank as well the hayes valley neighbors and merchants and supervisor brown for your leadership with a key connector for those who bike and transforming it to a safer place and not a freeway off and onramp. I cant wait to ride my bike on this street and with that i want to introduce or neighbors here and the great space that we are standing in front of. Douglas burn hum from the proxy. Hello everyone. I am the founder of envelope, texture andy sign. We are the crea turs and curators and stewards of proxy. Today i am here as a witness. A wit to an exemplary public process by the s. F. M. T. A. On this street closure. Kc and mark and the whole s. F. M. T. A. Team have been incredible leaders in this project. I want to sort of give my take on it. Their process here. They had a rigorous pace of Public Meetings and information sessions that looking at my emails went back almost five years of just when this discussion about this closure began. They implemented live prototyping of this street closure, very low cost way to kind of test whether the closure would be possible and what the impacts would be. They have been in constant communication with the neighbors, with the businesses, and with the neighborhood on this developing idea of the closure. Kc, mark and the s. F. M. T. A. Along with mayor breed, the Hayes Valley Neighborhood Association, vallie brown and sf park and rec. They have a vision for the city for a safer public realm. We have been questioning the outside role that the automobile has had on the city over the last century. They have been responsive to the negative impacts the constant stream of vehicles on this public space has had. They have been responsive to these emerging public spaces. There is an implicit understanding that the city, though it appears to be incredibly fixed and rigid, is a flexible thing that can be responsive to the citizens and to community input. I would like to end as a temporary steward of this place to thank everyone for their tire less vision and for this closure and for making possible this Safety Improvement for the enjoyment of the citizens and visitors of San Francisco. Sustainability mission, even though the bikes are very Minimal Energy use. It Still Matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. So having the lights come on with clean energy is important to us as well. We heard about cleanpowersf and learned they had commercial rates and signed up for that. It was super easy to sign up. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy. Its an easy way to align your environmental proclivities and goals around Climate Change and its so easy that its hard to not want to do it, and it doesnt really add anything to the bill
