Thank you for joining us this afternoon. I want to start by providing the most updated numbers currently. We have 1,058 cases here in San Francisco of those diagnosed with the coronavirus. And sadly, we have 20 people who died from this illness. And for more information, please visit data sf. Org covid19 for our full tracker and more information that you may be interested in reviewing. Today i just wanted to talk about the anniversary of the 1906 earthquake. This weekend marks the 106th anniversary of the earthquake. When we all can look back on our history and remember during that time, not only did the earthquake hit and it really physically destroyed buildings and many parts of our city, there was a very devastating fire that occurred. And, in fact, over 3,000 people lost their lives. And during that time, san franciscans didnt throw up their hands. We took to our feet, we came together with businesses, with people from all over the city and we focused on rebuilding. We got through that because we came together. We got through the 1906 earthquake because we worked together. Because we didnt throw up our hands. We focused on recovery. And that really is the spirit of what it means to be a san franciscan. It really does represent who we are, because we focus on how do we get through this and how do we move forward and how do we become better than ever . This is a resilient city because of that. And just like after the 1906 earthquake, the work that went into rebuilding our city and making it stronger for future earthquakes that we knew were coming, we also really rebuilt this city and we have been through a number of challenges that have made us Even Stronger and better. This is a pandemic like no other. And this is a challenge that we will get through. And just like in the 1906 earthquake, we will rebuild and thrive. Today i want to talk a little bit about our new directive that dr. Colfax will provide more information about. And that is a new requirement to wear Face Coverings. We recommended Face Covering in the past and now as of midnight tonight, it will be a requirement. But i dont want you to be alarmed. I want to make sure that people know our goal isnt to enforce until april 22nd to give people who may not have access to Face Coverings the opportunity to get access to them. We are working to distribute some to many of our vulnerable populations, but we want to ask members of the public to do this now if you can. Whether its a mask and there is no need to wear an n95 mask. Those should be reserved for Health Care Workers, but any type of mask, facecovering, a scarf, something that covers your nose and mouth, this will be a requirement for people who are standing in line at Grocery Stores or any other places open for essential services. Its going to be required when youre inside of those locations. Any time youre indoors or within close proximity of others within an essential business or at work, like many of our City Employees who are essential workers on the front lines, you will be required to wear a mask. Now, if someone is out walking and theyre with other folks, someone is out and theyre with other people in their household, or youre running or exercising or doing something out in the open and youre social distancing yourself from others, that is not as problematic as when youre standing in line and in other locations where there are a lot of people. We want to be clear that the requirement to wear Face Coverings does not take the place of social distancing. Maintaining six feet regardless of this new requirement. And i also want to make it clear, if you are not a police officer, dont act like one. Were not expecting people to police one another, because the fact is, you cant control what other people do. You can only control what you do. And what we ask you to do is, if you can obey the order and have a Face Covering on and keep your distance at least six feet from anyone. I want to be clear, what we dont want is more confrontation, more stress and more drama in general as a result of this order. We dont expect anyone in this city to step up and Police Anyone other than the people who work for the San Francisco Police Department. So, please, do your part to follow the order and worry about what you need to do and not what someone else is doing. And well do our very best in order to manage this situation. And dr. Colfax will talk a little bit more about the Face Covering requirements, but this does not this does not change the need for us to social distance ourselves from one another, it does not change the existing rules, it does not make it better, its just an additional requirement, an additional allayer that is an additional layer that is necessary to help us flatten the curve. So far youve been doing an amazing job. So many people in the city doing an amazing job of keeping your distance, following the order, respecting one another and your space. And we want to continue is that and were just adding an additional requirement that will also help in this effort. Speaking of staying at home, i just want to remind people that during 420, we are going to be add golden gate park. Were going to fence up golden gate park. Well have Police Officers out in force. And we will not allow any large gatherings of any kind at golden gate park. So i am asking you to stay at home for 420. It is not going to happen at golden gate park. So, please, follow this order and not just as it relates to large gatherings for 420, but for any other large gathering. I just want to remind people, for example and i talked about the choir where they practice social distancing and they had rehearsal and 45 people were infected and two died. Situations where people and families have gotten together anyway and only to discover that they are now infected with the coronavirus. This is real. It can hit you at any time. And even if you dont care, if you get infected, please care about your family members and the other folks that you come in contact with. You know, i always bring this back to my grandmother who raised me. There is no way that if she was still alive today that i would want to be the reason why she was infected or i would want anyone to infect her because of being irresponsible in this effort. So just keep that in mind. So many people are counting on us to do the right thing. Stay home for 420. Dont come to San Francisco. We are not welcoming any large gatherings of any nature, not just during 420, but any other time as long as the stayathome order is in place. Thank you, all, so much for your understanding and your cooperation. I want to also take this moment to talk about a few expanded resources, because we know that our seniors and our disabled population, they are probably struggling in some instances. They have neighbors who are looking out for them or family members or folks volunteering to run errands and do grocery shopping, but the fact is they may need to take essential trips. For Health Reasons or what have you, they may need to go somewhere and theyre concerned about getting on the bus and theyre concerned that because theyre part of the vulnerable population about getting around the city and there are mobility challenges that exist that make it difficult to do so. The sfmta has created an essentialtrip card program which provides reduced cost taxi trips for older adults and people with disabilities. So while this is an important resource for people who may have limited mobility and who dont have other Transportation Options available, with this program, people can get a card that allows them to take 23 trips per month at 20 of the cost of a regular fare. So, for example, if the fare is 10, then the person only pays 2, which is really incredible for our senior population and those who have disabilities. We want to make sure that transportation for essential needs or things you may need to do, that its not a barrier during this time. Its important that we provide Creative Solutions for our vulnerable populations. And thats exactly what were doing with this program. If you want more information, please call 311, or you can visit the sfmta website. We are here for you and we are here to do all we can to take care of the residents of San Francisco. I want to, again, express my appreciation to each and every one of you. It is the people of San Francisco that are following the directives, cooperating and doing the best that you can youre the reason why San Francisco is a model for so many other cities to follow. Youre the reason, your cooperation. And i want to be clear that as difficult as i know it is for you, i know that we have parts of our communities that are not complying with the orders that we put forth, whether they are being defiant or they may not have the mental capacity to really understand and follow the directive, there are challenges we know that exist with people who arent able to follow the order. Again, we are going to do everything we can to get people to comply, but the fact is, what all of you are doing, how you have all participated by following the order, has put us in a great situation, but we cant let up. We cant let up because the fact is, sadly, 20 people have already lost their lives. We have over a thousand cases in our city and growing. And we cant let up because that could mean the possibility of other people getting infected and seeing the numbers surge completely out of control. That is the last thing we want. And that is why i want to remind you as the weekend comes, make sure that you are keeping your distance from people who are not a part of your household. Make sure youre not making this onetime exception of getting together for a dinner party or any other event. Make sure that you are using the telephone or other resources to call and check on family members to make sure that their Mental Health and wellbeing is okay. But we need you more than ever to continue down this path so that we cannot only flatten the curve, but make it nonexistent. Thank you, all, again for your cooperation. At this time i would like to introduce the director of the department of Public Health, dr. Grant colfax. Thank you, mayor. Thank you, mayor breed. Im grant colfax, director of health for the city and county of San Francisco. As we Work Together across the city to flatten the curve, and even as we all do our part and even as we see signs of progress, i want to acknowledge the grief, anxiety and perhaps for some even anger that we are experiencing during these unprecedented times. The department under the direction of the mayor with other city departments, with Key Community stakeholders, and from people like you, the department is doing all it can to address and mitigate the spread of the coronavirus. In doing so, the department of health will always listen, welcome feedback and strive to refine and improve our response. This is particularly important as it becomes increasingly clear that the coronavirus will exploit longstanding challenges and disparities as it spreads, whether this be related to other Health Issues such as Mental Health and Substance Use disorders, or broader inequities, such as homelessness, housing challenges, or income disparities. This is why we must continue together to be unified and vigilant to slow the spread of the virus. And to make difficult decisions and to prioritize our actions. We must continue to follow the science, data and facts as we move forward together. I would like to provide an update on the data, including citywide cases as well as at the jail, the msc south shelter and laguna honda hospital. Today as the mayor said there are 1058 San Francisco residents with confirmed cases of coronavirus. Out of a total of 10,077 tests reported. Sadly, 20 people have died and i send my condolences to their families, loved ones, community and friends. There are 91 patients with coronavirus hospitalized across the city and about 30 of these cases are in the intensive care unit. Our hospitalization numbers for covid19positive patients have been holding relatively steady for the past week, which is welcome news, but again, that could change at any time, especially as we expect to see continued outbreaks. Across San Franciscos Hospital System today, there are 1,048 acute care beds and 445 intensive care beds available across the city to meet the demands of a surge. Yesterday the city had its first positive case confirmed in our citys jail. The person showed no symptoms, but was tested and isolated as part of routine testing of all new bookings that are housed in the jail. A contact investigation is under way. As i reported last week, there was an outbreak of coronavirus at msc south, the citys largest homeless shelter. As of today, 95 guests and 10 staff there have tested positive for the coronavirus. And at laguna honda hospital, there are 19 confirmed cases of coronavirus. 15 of the confirmed cases are among staff and 4 are among residents. There have now been no new cases among residents since april 7th. All the residents are in good condition. And, again, we are doing everything we can to reduce the spread of the virus in our community, protect vulnerable population, Health Care Workers and first responders. Now i would like to provide more details about the new action that san franciscans that we are taking to help san franciscans fight the spread of the coronavirus. Because even as we respond to outbreaks now in the Homeless Community and in longterm care facilities, we are also looking ahead. Today, as the mayor announced, we will residents and workers will be required to wear Face Coverings at essential businesses and public facilities and on transit. This requirement is a legal health order and takes effect at midnight tonight. It strengthens a recommendation we made on april 2nd and is informed by the centers for Disease Control and prevention guidelines. Like our shelter in place order and many of our approaches, this is a regional effort. The Face Covering requirements have already been announced by Sonoma County and several other bay area jurisdictions will announce similar orders today. By Wearing Masks or Face Coverings when interacting with other people in public, san franciscans will be less likely to transmit the coronavirus to one another. It is important to understand that todays order is part of a broader strategy to establish new ways of interacting and behaving. This will help us now and it will help us in the future as we hope to be able to relax the stayathome order. By then people will already be in the habit of wearing Face Coverings at the Grocery Store, in lines, while riding a bus, taxi, or uber. It is likely that we will need to continue to do this for some time, even after we start to emerge from our home. And, please and i cant emphasize this enough please know and please remember that wearing a Face Covering is not a substitute for staying at home, staying six feet apart, and frequent handwashing. The purpose of covering your nose and mouth is to protect other people. Face coverings help to stop droplets that may be infectious, even if the person wearing the mask has no or mild symptoms. In other words, my mask i want to assure you i was wearing a mask until approaching this podium my mask protects you and your mask protects me. Covering your face is a great way to show you care for your neighbors, your friends, your community. We are going to have to continue to Work Together to slow down the virus and reduce transmission. The virus is still out there, so we must continue to be vigilant. I want to emphasize that the Face Covering is just one part of an Effective Response infrastructure. Other components include aggressive outbreak investigation, expanded testing, contacttracing, and adherence to isolation and quarantine orders and continued prevention. All of these all of these will be critical in the future to maintaining any gains we are making due to our current efforts to flatten the curve. There are good signs that we are, indeed, making progress, but we still have a long way to go. Thank you for everything you are doing to protect the health of our community. Together, every day, we are saving lives. Thank you. Now id like to introduce the director of mta who will make a few remarks. Thank you, dr. Colfax. Once again, my name is jeffrey tumlin. Im the director of transportation at the sfmta. I have four key points to make. One is a reminder. Muni is for essential trips only. This means essential workers and people making essential trips like going to the Grocery Store, going to the pharmacy or going to seek social services. If you have another means of making your essential trip, please choose to do so. Its very important that we save seats for essential workers that have no other means of getting to work. The second point and this is again to emphasize what dr. Colfax and the mayor have said if youre riding muni, please wear a Face Covering. This is incredibly important and again, it is not about protecting your health, its about protecting the health of the other passengers and our operators. Please wear a face mask when riding muni. My third key point is something that the mayor mentioned, which is our new service offering. We know as muni cut back its service to the 17 most essential routes that serve the majority of our riders, that we left parts of the city behind. So my team has worked rapidly this week to develop the essentialtrip card. This works effectively as a debit card and if youre an older adult over the age of 65 or somebody with disabilities, you can order your essentialtrip card by calling 311 or going to our website at sfmta. Com covid. The card works for any taxi service. Call the cab and use the card like you would a debit card and it gives you an 80 discount on essential trips. Trips to the pharmacy, the Grocery Store or other essential services. At the same time, it supports our taxi operators who have been hit hard by this crisis. We have partnered with the taxi industry to support them in making sure that all drivers have personal protective equipment as well as cleaning supplies for their vehicles so they can make sure the vehicle is clean on every trip. Were happy to have announced this partnership with the taxi industry and hope it will help provide important connections to members of our community who have suffered from the decline in muni service. My final point is about our muni ambassador program, which we also started piloting yesterday and goes into full effect today. Were having teams of sfmta employees stationed at the main bus stop throughout the system. Theyre wearing yellow vests, so you can see them. And theyre helping passengers with a variety of healthrelated objectives such as standing six feet apart at the bus stop, making sure that passengers are Wearing Masks. Were partnering with other departments to distribute masks and other Face Coverings to our riders. Theyre also making sure that our buses are not getting too crowded. We set passenger caps on all the buses. Were limiting the 30foot buses to 15 passengers. 40foot buses to 20 passengers. And our 60foot are limited to 30 passengers. What this mean is, you may be passed up by our operators if the bus is already full. It may also mean if youre not wearing a Face Covering, that the operator may also pass you up. Please be patient with us and wait for the next bus, or if you have another trip alternative, choose that alternative. Were so happy to be partnering with the health streets Operation Center as well. In order to direct people in need of Homelessness Services and other social services to those Services Rather than taking refuge on our muni buses. The sfmta is proud to be able to keep essential workers moving, making sure that the nurses and janitors and cooks and cleaners are able to get to work to keep all of us happy. And were relying upon all of you to do your part as well in order to keep our passengers and our operators healthy. With that, id like to introduce the chief of the San Francisco Police Department, chief william scott. Good afternoon, everyone. Im chief william scott, the San Francisco Police Department. First id like to again thank our mayor london breed for her leadership during this challenging time and thank our Public Health director, dr. Grant colfax for his leadership. I want to update you on the enforcements efforts of the Public Health order. With the good weather weve increased our presence in city parks and other popular places where we know people enjoy walking and getting out of the house for exercise. With the park rangers from the parks and rec department, weve been able to educate the public and continue to warn the public to make sure they stay a safe distance away, the six feet that has been recommended by our Public Health officials. With that, were still enforcing where enforcement is appropriate and ill get to that in a minute. As i stated before, our officers found that the vast majority of the public in San Francisco have been compliant. Id like to reiterate what mayor breed said a little while ago. We also would like to thank the members of the public who have vastly been compliant with this order. There are still some challenges and we continue to work through the challenges, but the men and women of the San Francisco Police Department want to be part of the solution and we are here to help and help keep our city healthy and safe. With that said, our citation has not changed from the last press conference on wednesday. We still have nine citations in connection with violating the countys Public Health order. We have issued a number of warnings for the nonessential businesses since wednesday and that continues. Also we are still receiving calls regarding social distancing at essential businesses. I must say most of the businesses, the majority of the businesses for that matter, have been compliant with that. In terms of crime, we are still where we were as of wednesday. Same report. Our total overall crime, we have 25 reduction which equates to 130 fewer crimes than the week before. And that breakdown is a 29 reduction in property crime, which equates to 130 fewer crimes, and a 0 change for our violent crime. So we are exactly the same as we were the week before on violent crimes. Compared to march 31 through april 5, the third week of this reporting period, were still seeing overall decreases in crime. Thats both yeartodate and week to week. We want the public and the people who would take advantage of people during this challenging time to know that we take crime seriously. Nothing has changed in terms of our enforcement of the law, although, the jails have had to make adjustments and other parts of the criminal Justice System have had to make adjustments to keep everybody safe, laws are still being enforced and we will make arrests and working with the sheriffs and the sheriffs department, they will accommodate violent offenders and people who threaten public safety. So we want to make sure that message is reassured. That the public knows were out there and well continue to be out there. Were still seeing some challenges with burglaries. And were working through that. With that, id like to thank partnership with the District Attorney and his team at the District Attorneys office. Weve made a number of arrests and the District Attorneys office has charged looting charges. I would like to thank them for their attention to that matter. This week i also want to give a shoutout to our dispatchers. This is basically national dispatchers week. Our dispatchers work 247 to reassure the public when people call and sometimes the most difficult times in their lives, those dispatchers are there to reassure them that things are going to be okay as much as we can make them okay. They do a phenomenal job. Theyre by our side and we want to reach out and thank them for the work they do in this challenging time as well. Also, this week is actually the crime victims week and its a time to remember those survivors who have lost their loved ones to victims of crime such as murder and other violent crimes. And i want to reach out to our victims and remind them, we are there for you, the San Francisco Police Department and the city of San Francisco will always be there in your time of need. We know this is a time there are normally activities surrounding National Victims week in the state capitol, and those festivities were not able to happen this week, so we want to let you know, we do remember what you all have gone through and were there for you as well. Couple notes to reiterate about 420. I want to, again, thank the mayor for her leadership on this and reiterate what she said. We will be out in full force this weekend, including 420, the date of 420. You will see officers . The parks, street clothes. You will see us out with the area fenced off. We want to remind people, please do not engage in 420 festivities. We cant afford to let up right now. The city is doing well. Our public has responded to the calls to stay at home and we really need you to heed to that advice and stay at home. And if you dont follow that advice, well be there. And, again, we will cite, we will arrest if we have to, but well be there to make sure that we keep this city as safe and healthy as we can. Just a reminder again, please do not engage in 420 activities in the city or anywhere else for that matter during this pandemic. With that, i close and thank you again, and turn this over for questions. Reporter okay. Our first set of questions are for dr. Grant colfax. Reporter dr. Colfax, the first question is from fox news. Today the first Antibody Test results showed an infection rate in Santa Clara County up to 85 times higher than the number of people who actually tested positive. For an infection fatality rate of 1. 2 , what do you make of the numbers and how might they be used to formulate adjustments to the current recommendation . So i think that those data are important and certainly significant. I think its too early to generalize them with regard to how theyll apply to our recommendations. Were reviewing that study and im hopeful there will be other data similar in other jurisdictions that will be produced to help us make more informed decisions moving forward. As ive alluded to in previous conferences, were working hard with scientists at ucsf to conduct similar studies to get better data on the prevalence of coronavirus in our community. Right now, remember, the numbers are based on the number of people we are testing. It does not represent the total number of coronavirus circulating in the community. Those are important data and we are working hard to obtain them as quickly as possible with scientists in the at ucsf and other institutions. Are there exceptions for Face Coverings in public like kids . How should parents get their kids to wear masks . Well be releasing frequently asked before the order goes into effect tonight. There will be clear guidelines on how to support your children in Wearing Masks. I also want to emphasize that in very Young Children, our recommendation, we strongly discourage the use of masks in very Young Children. There is a risk of suffocation, so you want to make sure that Young Children do not wear masks. Those guidelines will be provided. Children under 12 are not required to wear masks. Children under 2, we do not recommend maskwearing for children under 2. Reporter and from shannon lynn, how is San Francisco testing Homeless Populations both in shelters and encampments . So with regard to testing in those situations, we follow our policy with regard to testing people in general. With regard to focusing on people who have symptoms. If people are positive, we focus on doing intensive contact investigation and testing people who have had close contacts or who are otherwise at risk or who show symptoms. This is what were doing, again, across the city as we continue our number of outbreak investigations. Reporter okay. Thank you, dr. Colfax. The next questions for trent rhorer, Human Services agency. Trent rhorer, Human Services agency. Reporter how are the shelter hotels run . Are they safe for nearby neighborhoods . Thanks for the question. First, let me say that because there has been some confusion. When the city enters into a contract with the hotel, were taking 100 of the rooms in that hotel. There has been some confusion that were taking or contracting a portion of the rooms in a particular place. Were not. We have the entire hotel. And we staff it accordingly. Specific to the question, individuals who are placed in hotels who need to be isolated or quarantined are arrive to the hotel and theyre counselled by the department of Public Health staff on site about the need to remain in their rooms. In addition, all of the needs that the patients might have when theyre in the hotels are met in their rooms. Most notably, the food. We bring three meals a day directly to the patients door. The patient, when theyre done, leaves the empty or the dirty dishes outside where theyre picked up. Same with laundry. Everything is sort of oriented towards keeping that individual in his or her room in order to satisfy the quarantine or isolation requirements. Reporter just iterate, after moving confirmed cases, contacts or vulnerable populations to hotel rooms, are they allowed to leave the room . Lastly, are there professional staff on site in each hotel . There are professional staff on it in each hotel. The case of isolation and quarantine rooms, there are clinical staff from the department of Public Health to support the patients medical needs. In addition there are Hotel Operational staff, largely coordinated by the Human Services agencies. These would be basic hotel operations. There may be nonmedical type staff to support the staff as well. As i said earlier, individuals who are there to isolate or quarantine are counselled at the beginning when theyre placed. Theyre to remain in their rooms. There are wellness checks in the rooms throughout the day, in addition to dropping meals off. So the patients that are there are seen many times throughout the day to make sure theyre in their rooms and complying with the directions to remain. Reporter thank you. The next question is for director abigail stewartkhan, homelessness and supportive housing. Reporter okay. This question comes from shannon lynn, can you share why there is a delay with placing more Homeless People into hotel rooms . There is no delay. We are placing people into hotel rooms on a daily basis. We have opened four hotel rooms for the noncovid Homeless Population in a very short period of time. There is another one opening today. And more opening over the course of the next week in rapid in a rapid approach. Reporter okay, thank you. That concludes all the questions for todays press conference. After my fire in my apartment and losing everything, the red cross gave us a list of agencies in the city to reach out to and i signed up for the belowmarket rate program. I got my certificate and started applying and won the housing lottery. [ ] the current Lottery Program began in 2016. But there have been lot rows that have happened for Affordable Housing in the city for much longer than that. It was there was no standard practice. For nonprofit organizations that were providing Affordable Housing with low in the city, they all did their lotteries on their own. Private developers that include in their buildings affordable units, those are the city weve been monitoring for some time since 1992. We did it with Something Like this. Where people were given circus tickets. We game into 291st century in 2016 and started doing electronic lotteries. At the same time, we started electronic applications systems. Called dalia. The lottery is completely free. You can apply two ways. You can submit a paper application, which you can download from the listing itself. If you a plo apply online, it wl take five minutes. You can make it easier creating an account. To get to dalia, you log on to housing. Sfgov. Org. I have lived in San Francisco for almost 42 years. I was born here in the hayes valley. I applied for the San Francisco Affordable Housing lottery three times. Since 2016, weve had about 265 electronic lotteries and almost 2,000 people have got their home through the lottery system. If you go into the listing, you can actually just press lottery results and you put in your lottery number and it will tell you exactly how you ranked. For some people, signing up for it was going to be a challenge. There is a Digital Divide here and especially when you are trying to help low and very low income people. So we began providing digital assistance for folks to go in and get help. Along with the income and the residency requirements, we also required someone who is trying to buy the home to be a first time home buyer and theres also an educational component that consists of an orientation that they need to attend, a firsttime home buyer workshop and a oneonone counseling session with the housing councilor. Sometimes we have to go through 10 applicants before they shouldnt be discouraged if they have a low lottery number. They still might get a value for an available, Affordable Housing unit. We have a variety of Lottery Programs. The four that you will most often see are what we call c. O. P. , the certificate of Preference Program, the dthp which is the displaced penance Housing Preference program. The neighborhood resident Housing Program and the live worth preference. I moved in my new home february 25th and 2019. The neighborhood Preference Program really helped me achieve that goal and that dream was with eventually wind up staying in San Francisco. The next steps, after finding out how well you did in the lottery and especially if you ranked really well you will be contacted by the leasing agent. You have to submit those document and income and asset qualify and you have to pass the credit and rental screening and the background and when you qualify for the unit, you can chose the unit and hopefully sign that lease. All city sponsored Affordable Housing comes through the system and has an electronic lottery. Every week theres a listing on dalia. Something that people can apply for. Its a bit hard to predict how long it will take for someone to be able to move into a unit. Lets say the lottery has happened. Several factors go into that and mainly how many units are in the project, right. And how well you ranked and what preference bucket you were in. This particular building was brand new and really this is the one that i wanted out of everything i applied for. In my mind, i was like how am i going to win this . I did and when you get that notice that you won, its like at first, its surreal and you dont believe it and it sinks in, yeah, it happened. Some of our buildings are pretty spectacular. They have key less entry now. They have a court yard where they play movies during the weekends, they have another master kitchen and space where people can throw parties. Mayor breed has a plan for over 10,000 new units between now and 2025. We will Start Construction on about 2,000 new units just in 2020. We also have a very big portfolio like over 25,000 units across the city. And life happens to people. People move. So we have a very large number of rerentals and resales of units every year. So we are received a few questions about this item and requests for it to be continued and i assume everyone, if youve seen your email this morning have seen those requests. There are three points that i would like us to remember or to think about while were deliberating and one is that this item is our actions today is to recommend this to be moved to the board of supervisors from Planning Commission and its not an approval of the ordinance. Its an initiation of the process or continuation of the process. The second is that were hoping that this item will be an enhancement to our process and whether or not this is a critical item or not, i guess thats up for debate as of today. And were hoping that when things get back to somewhat of a normal process, anything that we can do at this point to help facilitate that, it would help us with these critical items as we start things up again. So in this time, this would be a good time to facilitate these processes. And thirdly, the item was that there was a lack of access to this hearing and that may or may not be true. Good afternoon, commissioners, im Veronica Florez, planning staff and ill share a presentation with you and ill give that a moment to load up for everyone. The item before you is the standard and environmental ordinance. I will go over the program itself and theres planning staff available for more technical questions. So the proposal to standardize how we apply some of the Environmental Protections to projects to the sequa process, to apply the mitigation measures as standard environmental requirements. Just for general information, this is how to proceed with adoption of the ordinance. As president highland mentioned, were in front of you today for you to review and recommend your approval to the board of supervisors. We will present the same ordinance to the Planning Commission on april 30t april 30th seeking their recommendation, as well. Afterwards this continues with the legislative process for the board of supervisors and their approval of the ordinance. We will return to you for your view of standard requirements related to Cultural Resources and we will share your comments and feedback on the requirements that the Planning Commission for their review and adoption. We will be reporting on the standard environmental requirements at least every five years to Planning Commission and board of supervisors and the Planning Commission can modify the standard environmental requirements more frequently as best practises evolve. Just for a little bit of background, the effort to provide standardized environmental requirements came from the 2017 mayors executive directives to keep up with the pace of housing and one of the goals of that executive directive was to codify litigation americans which is me same of the program and ill go over some of the goals in the next slide. Theyre to achieve the same or higher level of an Environmental Protection currently achieved through mitigation measures and we want to provide improved consistently and transparency in our review. Again, the crux is to codify mitigation measures included in hundreds of environmental documents completed in the last ten years or so. We will be able to do so by mandating that best practises in Environmental Protection are applied as requirement. Thereby, avoiding potential impacts. These standard environmental requirements would be applied to projects bases on preestablished criterias such as size, location and environmental setting. This means that the standard environmental requirements would also be applied to minimu minisl projects. Environmental planning staff identifies which projects may have exhibit impacts on the environmental and then determines the type and level of Environmental Review required. But generally speaking, exemptions are prepared for projects that do not result in Significant Impacts. Mitigated negative declarations are prepared for projects that may have Significant Impacts on the environmental but could be reduced to a less than significant level with mitigation measures. An environmental report is prepared for projects that have a potential to significantly impact the environment. The ordinance will authorize Planning Commission board of supervisors to standard policies that eliminate or reduce common Environmental Impacts. So what does this look like . The diagram in front of you illustrates that the process is still generally the same. We are still conducting Environmental Review and we are still achieving and actually enhancing Environmental Protection. The only difference in the process is what we do after identifying any Significant Impacts and this is highlighted in the middle of the diagram. The way it is now, when Significant Impacts are identified, mitigation measures are applied accordingly. And the way it would be when Significant Impacts are identified, the commonly applied mitigation measures will be required by the standard environmental Requirements Program thus reducing or eliminating Significant Impacts. So the end is still the same or deteriorategreater level of prot this gives us potential time savings. If applying the requirements alone are not enough to reduce an impact to less than significant, further mitigation measures could be required which is generally for a larger project. And so this means that if a project will still result in a Significant Impact after the standard environmental requirements are applied, then the project would require mitigation through a Community Plan evaluation, mitigated negative declaration or Environmental Impact report foulltofully analyze the impact. I want to highlight and elaborate on another difference. The way it is now, we are unable to apply mitigation measures to projects that are not subject to sequa, like the 35 project, for example, but the way it would be. Standard requirements would be required regardless. So following review, instead of applying mitigation measures, it would be to the size, location, and other applicability shown for each topic area. This, as mentioned before, also results in the enhanced Environmental Protections for projects that are currently not subject to sequa. The Planning Department conducted outreach to various stakeholders including community members, developers, environmental groups and consultants. We have also contacted all of the relevant city agencies, including the department of health and the department of environment. The department hosted a workshop on february 12th and the workshop included a brief overview of the proposed ordinance with the majority of the time dedicated to Breakout Sessions for each of the topic areas. Additionally, the department presented to sfac to the general meeting on march 13th. General comments and questions throughout the outreach process were involved around the concern of bypassing sequa, impacts to small projects, what the apolitiand what wouldbe applied. So to reiterate is a standard of the requirements to the board of supervisors. The standard environmental requirements that are related to Cultural Resources will be brought to you for your review in the future before they are brought to the Planning Commission. These currently include standard requirements for the treatment of archeological and tribal resources and standard environmental requirements to reduce construction vibration impacts to adjacent buildings, including Historic Resources. As noted previously, the department will bring the ordinance to the commission on april 30th. This concludes staff presentation and im joined by the Environmental Review officer, miss lisa gibson, along with other members of our environmental staff and the team is available to answer any questions you have. I think that everyone knows that im a huge supporter of the staff and all of the work they do, but i think in these trying times we live in and as were working online and figuring out how to do this, i think we need to give people in the Community Time to weigh in on this. And i will be a proponent to continue this, not to take away any of the great work or the technical aspects of what the planning staff has done, but more to give the community in this time of duress some time to kind of absorb it and for us to come back. And i dont think it will hurt anyone, but i think it will allow people to feel better and in a lot of respects right now, people dont feel good and its not just about this, but theres so much stress and chaos. So ill be a proponent to continue this. Thank you. Thank you, commissioner block . Yes. I have two questions of staff. First of all, if i understand this correctly, these would be standard conditions of approval that are routine that we see all of the time in our Staff Reports and eirs and im interested in understanding how this might affect Historic Preservation projects and taking that a little further, where the standard conditions would not reduce the impacts to less than significant levels, im guessing it would still trigger a focused eir as it relates to the historic properties. So thats my first question and the second question is, are there any other jurisdictions that have adopted a process similar to this . Miss florez, would you like to address those . So ill actually respond to the second question first while its fresh in my memory. Just across the bay, the city of oakland has implemented a Similar Program and they have a much wider range of topics available for projects to be assessed against and we are just starting off with a few of the topic areas that i had mentioned just a few moments ago. But we will be coming back to you and back to Planning Commission to review as our potential standard environmental requirement. So were first assessing what are the best practises we currently have in place and again looking at those frequently applied mitigation measures that weve applied to hundreds of environmental documents. And then for the second question, i actually want to check if we have the full staff available on this line. So we have staff that are available to answer to the Historic Resource question and i see they made a request to speak. Is it ok if i invite them to response to that first question now . Yes,. Good afternoon, commissioners. Im wi with the department staf. So that has to do with how standard environmental conditions well affect Historic Resources. So as we said, today really youre reviewing the ordinance to move forward will bring the standard environmental requirements to you in the future and the two that were currently working on that we envision will come tow potentially around june, depending on how all of this moves forward are ones that are associated with our review of o logical and tribal Cultural Resources. Weve been using mitigation measures for those for quite awhile and so we would be implementing those standard mitigations. We also would be bringing a standard environmental requirement that has to do with construction vibration and how we can reduce construction vibration related to where this construction vibration and how that relates to adjacent properties if theres an impact to a demolition of a resource, the standard environmental requirements would not reduce that impact and eir would be required and thats a focused eir and those would continue to come to the commission as part of the alternatives review process for that eir and for review on the draft impact report. So in that regard, were not seeing that this ordinance or the standard environmental requirements would make much of a change in the process of most of the projects that come to you for review and comment for Significant Impacts to Historic Resources. Thank you for both answers. Great. Is that all you have, commissioner black . Yes. Commissioner soh, do you have a question. Hello and can you hear me . Yes. Thank you. First of all, i would like to say im just floored at how everybody works so hard, even in times like this to come forward with such a thorough report and i appreciate everybodys hard work. Its a stressful and unprecedented time. I did, actually, come up with two questions and i think the first one, its very similar to commissioner blacks questions about the requirement for the standard environmental requirements related to his preservation and thank you for answering that, because it was my understanding, it would be continued understanding about that. Im looking at the overall process on the executive summary in the last page about reaching out to the community and there were questions about what would the applicability criteria for the standard environmental requirements and then at what stage during the sequa review this will be applied. And i like to have staff to kind of walk me through more about what is the criteria and the applicability criteria and then when it will be put in place in the process of sequa review and with the focus on Historic Preservation. Thats my question. So is that for miss florez or miss vanderslice . Who would like to take that one . I can take that one, miss vanderslice. The standard requirements are different for each requirement, so i guess one of the things i could do is walk you through, briefly, the current approach that we have for the archeological and tribal Cultural Resources. Would that be helpful first . Sure. To get a sense of that to understand. So with tribal and archeological resources, we would determine whether or not there was a potential impact to an archeological resource and we would follow our Standard Approach for that. And if we determine that there was, then we would implement the standard environmental requirements. Those standard environmental requirements would include things like qualified consultant producing an archeological monitoring or testing plan and then they would implement that plan during construction practises. If a significant archeological resource was found during construction, they would do what we could call Data Recovery and then they would do excavation in the field and then lab analysis and so those are some of the requirements that we would go through. And so these are processes that weve been using for many, many years at the department through the mitigation measures. So pretty much, it wont be very much the same process. The way that this would be different, was were doing preliminary archeo review and determine whether there was a project to impact a archeological resource, we would apply the standard environmental requirement. And so, then we would move forward and that would be included as a part of the project approval and then that would be a requirement that we would track. The department has a process for currently tracking mitigation measures and so, it would follow a similar process where we work with archeological consultants to ensure that archeological resources are properly treated during construction and thats an overview, briefly, on how that process would work for at least one standard environmental requirement. As we said, they will vary from topic to topic. Please let me know if i can provide additional information. Thank you. Its very thorough on this very specific case study. It would be really nice to see a broader picture of how its being applied. When do you think we can see that . So the ordinance will move forward as we mentioned to Planning Commission, to the board of supervisors and well be bringing the standard requirements do with Cultural Resources back to the commission and so historic Preservation Commission in a few months. Im happy to provide drafts of those, that we have drafted to you if you would like review before that. But that was the plan that we would bring them back and were happy to have conversations with you in detail about those measures when we bring them become for those hearings. Thank you. Thank you. These questions are for miss florez and again, i want to reiterate that being an architect who does work with the city on many of the projects, i think this is a good way to help streamline the process. So thats my two questions, is there any estimate on the amount of time that could be reduced in general with the implementation of these measures and the second question is, is there any element in any way that would reduce any protection offered any sequa under the current process that would happen under these new rules . Because i know, it seems like the public, from what ive heard and the emails weve gotten that ive read about, there seems to be some confusion that this might diminish the publics ability to review and there would be some diminishment of the Environmental Review. So i just want to be sure that nothing is left on the table relative to any requirements thats there now. Thanks. Im Veronica Florez with the planning staff and ill putel pull up the slides again to better demonstrate. So regarding the level of Environmental Protection, so the ordinance, again, were still going to be conducting Environmental Review and were still going to be protecting the environment and well actually achieve the same or greater level of Environmental Review in the way were doing it. Thats the only real change but were still protecting the resources that we have. In the middle, thats where we would see the different mitigation determined or if its the requirements for the standard environmental programs. We will, again, achieve the same level of the Environmental Protection or greater. So an example where we may be able to achieve a greater level of protection is the project sponsor has the opportunity to actually is this is written in the ordinance, too. They can demonstrate the to the review officer they can mitigate any Significant Impact in some other manner, they can still go ahead and apply a different requirement for their project and it would not be applying the standard environmental requirement specifically. But we are sharing that list, making it publically available and just emphasizing that these are the best practises and sometimes thes easiest ways at the department have determined to mitigate impacts and thats why were highlighting them through this program here. And apologies, commissioner perlman, can you refresh me on your first question. The first question is about time. This is being done to streamline the process. So if you have some estimates on how much time could be saved by doing this . Yes. So ill first start by saying through the environmental Requirements Program, we are able to reduce any Significant Impacts or all Significant Impacts to less than significant and we actually move projects from what would be a mitigated negative declaration today to a categorical exemption. So from there, thats really one oof the biggest time savings we have. In terms of the number of months, its hard to say a General Number there, just because of so many different projects that we have on the table. But that is one of the biggest examples that i can provide for you today and i invite other staff to clarify. We do say that the process would streamline the Environmental Review process and that term streamlining kind of has a loaded meaning for some folks. It can be seen and feared to be the equivalent of weakening or sidestepping Environmental Protections. That is absolutely not what were doing here. This program would not in any way change the requirements of sequa. We are still belate obligated te sequa review. What it would do is to provide greater consistency and transparency upfront about the routine, welltested, off thethe shelf mitigation measures. They would be applied based on their size and other criteria and then, we would be strengthening the Environmental Review, actually, beyond what sequa could do because sequa does not apply to projects that are minimum stai minimum ministe a benefit from these environmental protects that we use routinely through the sequa process. We believe this real prejudice. The stated purpose of this ordinance is to make projects exempt entirely from the sequa process that would otherwise not be. Now, staf staff is imposing mitigation measures but the process is that the public can provide mitigation pressures mea specific project. One was to require interim construction equipment. Thats 80 dirtier than the final. So, obviously, you would be locking me in for inadequate mitigation matters that you would be arguing were appropriate, especially if a project is near a sensitive receptor, a school or a nursing home. People allow those individual projects and specific concerns to be taken into consideration which would be eliminated. The whole opportunity for Public Comment would be eliminated by this proposal. Most importantly, it just shouldnt be done under this covid epidemic when people cannot successfully participate in the public hearings. If this policy is implemented, it will be many projects from the public eye, including preservation process. They inform the public about a project and the impact of the project can give them the opportunity to weigh in on a project. Yeah, sure, this project doesnt change the sequa process, but it removes certain projects from the stages of this process by reclassifying them. What will be the impacts on the publics incorporat ability to n a project if a project disappears because it was given a categorical exemption . Also, once tasked, the content of the e exemptions can be expanded by the Planning Department and approved by the appointed Planning Commission with no further review by the elected board of supervisors. In essence, this becomes a carte blanch for sequa approval. I suggest your Commission Consider inviting an independent sequa attorney to explain the ramifications of this policy in terms of the city process. These are serious questions that need answers. I have people emails me who have not been able to get connected and i think in terms of the brown act, the technology is just not working and it has to be straightened out. Question im Bradley Angel and i am the executive director of the green act for health and Environmental Justice and we submitted comments yesterday in writing on behalf of our members and constituents across the city very much including neighborhoods that are totally targeted for negative developments that the Planning Development has done everything in their power to help in our view and experience to gentrify sanfrancisco. I, too, was dumped off the call and this whole proceeding, as far as were concerned is in violation of the brawn ac brown. It is not working and you cannot have the public participating. Secondly, in the beginning when i raised the concern about the violation of the language act test, i dont know who it was, but one of the speakers who responded stated, and i have no reason to doubt your sincerety, that, in fact, the Planning Department was complying with language act and that is completely and totally false. Including for this proposed ordinance. The notices were not multi lingual, no document was translated. They kept saying if we get a request, well translate it. We requested repeatedly to no avail on behalf of our nonenglish speaking residents. But this is no surprise as to surprise that the claim of this ordinance would help achieve and enhance the Environmental Protection. Thayou have to look at one of the biggest projects that seems to coincide with this being promoted was the Planning Departments approval of the mixeduse Development Project contrary to the claims theyre so concerned that the Planning Department is so concerned about environmental and health about the vulnerable communities and the social equity and that eir confirmed that the project would have significant, harmful and unavoidable forever quality impacts that would harm vulnerable residents of bayview Hunters Point and approved it anyway with a statement of overriding consideration to get around the conclusion of their own eir. So the bottom line is, number one, you need to comply, the Planning Department and commissions with Language Access. Otherwise this is illegal. You need to have proper access to the process, which is not happening in this call. Nor did it happen on the commissions website. Iit claimed all stakeholders are notified of this. That is nonsense and completely false and then lastly, this is such an important issue that really needs to be looked at. I can see that there really is a benefit of approval time frames thats an important feature when were trying to get as much housing online when we possibly can. I see cost savings to applicants and i see a significant benefit in terms of Staff Resources and as we all know on the commission, were trying to be able to have staff work on, for example, the citywide survey and other projects. Having been in the Public Sector for more than 30 years, even though its been a number of years since i have administered sequa projects, we need to give all members of the public full access to speak their peace. This will not affect whether the board of supervisors determines to make a statement of statemene on certain projects. Sequa is not is project to prevent projects but to educate. And i fully support everyone being able to be heard. I know how comly katee complicar people to be heard electronically and so, i want to allow members of the public to meet in advance, organize and meet in advance, virtually or otherwise. They include the community function as a Gathering Place that provides dancing and entertainment. The facilitator for lowcost community events, its capacity as a facilitator for dialogue between residents and the local entertainment businesses and the warehouse building itself. That takes me to the Second Applicant for the Korean Martial Arts Center at 1414 ocean avenue. This is a martial arts studio founded by meryl young located in engleside, established in 1983. It is one of the ol oldest familyrun businesses in engleside. We are recommending support for the application and were remming the following features to be safeguarded. Theyre offering a three to four classes a day for young adults, adults and seniors and their practise of including a variety of martial arts, the seating area for spectators, their ability to be consistently open seven days a week, their service to an average of 120 to 150 students and the affordable prices. That takes us to the third applicant. This is the new conservatory theatre at 25 vanesse avenue. This center is the premiere, queer and allied theatre at the forefront of the lgbtq plus activist theater in the Arts Education since 1981. The theatre is located within the historic masonic temple, which is listed in article 11 of the planning code. We are recommending support of the application with the following features to be safeguarded. Innovative, high quality productions and theater productions for the queer and allied community, their visua vn this is a way to build community, the staving o staginn shows a season, the entrance of the building framed by a sculpt or of three alogorical features and theres king solomon. The royal motor sales originally started as a used car business and repair shop at 280 south vanesse avenue. We are recommending support of the application. As a woman of color who grew up in San Francisco i understand how institutions can have an impact on communities of color. I think having my voice was important. That is where my passion lies when the opportunity to lead an office in such a new space came up. I couldnt turn it down. I was with the District Attorneys office for a little over nine years, if you include the time as an intern as well as volunteer da, all most 13 years. During the time with the das office i had an opportunity to serve the community not only as the assistant District Attorney but as director of community relations. That afforded the opportunity to have impact on the community in an immediate way. It is one thing to work to serve the rights of those without rights, victims. It is really rewarding to work to to further the goals of our office and the commitment we have as City Employees and advocates for people who dont have a voice. I dont know of anyone surprised to see me in this role. Maybe people have an impression what the director of the office of cannabis should be like, what their beliefs should be. I smash all of that. You grew up in the inner city of San Francisco. My career path is not traditional. I dont think a person should limit themselves to reach full potential. I say that to young women and girls. That is important. You want to see leadership that looks diverse because your path is not predetermined. I didnt wake up thinking i was going to be a prosecutor in my life. The city administrator reached out and wanted to have a conversation and gave me interest in the new role. I thought you must not know what i do for a living. It was the opposite. She had foresight in realizing it would be helpful for somebody not only a former prosecutor but interested in shaping criminal Justice Reform for the city would be the right person for the space. I appreciate the foresight of the mayor to be open how we can be leaders in San Francisco. I was able to transition to the policy space. Here i was able to work on legislation, community relations, communication and start to shape the ways our office was going to reform the criminal Justice System. It is fulfilling for me. I could create programs and see those impact peoples lives. I am the change. It took truants youth to meet with Civil Rights Movement leaders who fought to have access to education. Being a young person to understand that helped the young people realize this was an important thing to give up. What we find is that young people who are truanted have a really high homicide rate in our city, which is a sad statistic. We want to change that. Coming from a community we are black and brown. I dont reach out to other people. I dont think they feel the same way. I had the great opportunity to work on Prison Reform issues and criminal Justice Reform issues. We created a program at san quentin where we brought district opportunities t to lifs and talk about how we are all impacted by the criminal Justice System. We brought over 40 elected das to san quentin for the situation. Now we are inviting the Police Department. Our formerly incarcerated group born out of this programming asked for the opportunity to work on a project where we could bring the men in blue on the outside to come speak to the men on blue inside to start the healing dialogue around how the criminal Justice System specifically in San Francisco impacts the community. I was attracted to the role. There was a component of equity that was part of this process. The Equity Community here in San Francisco is a community that i had already worked with. Before i took steps to visit cannabis businesses i thought it was important my team have a chance to go inside and speak to men who ha had been impacted. That conversation needed to happen so we know how we are making an impact with the work that we are doing. The das office as we were leading up to the legalization of marijuana in the state we started having conversations on the policy team what that could look like. The District Attorney was really focused on the right side of history for this. We realized it would be quite a heavy lift for individuals who have been negatively impacted by the war on drugs to expunge the record. It was important to figure out the framework to make it seamless and easy. They put their minds to it after some time and many conversations the data analysts and other policy walk throughs on the team came up with the idea to engage the Tech Community in this process. Code for america helped us developed the rhythm to be used for any jurisdiction across the state that was important to create a solution to be used to assist all jurisdictions dealing with this matter. The office of cannabis is the first office to have a completely digital application process. We worked with the digital team to develop the online application. There are going to be hiccups. We are first to do it. It is one of the most rewarding parts to offer a seamless to offer a seamless approach. That is how they can find solutions to solve many of the community challenges. The best way to respond to prop 64 was to retroactively expunge 9,000 cannabis related records for San Francisco. It feels like justice full circle for my personal experience. In the past i was furthering the war on drugs just as my directive. Really coming from a place of public safety. That was the mandate and understanding. It is nice to see that pass a society we are able to look at some of our laws and say, you know what . We got it wrong. Lets get this right. I had the privilege of being in the existing framework. My predecessor Nicole Elliott did an incredible job bringing together the individuals superpassionate about cannabis. The office was created in july of 2017. I came in early 2018. I have been able to see the Offices Development over time which is nice. It is exciting to be in the space, stickily in thinking about her leadership. Looking for the office it is always we might be before my time when i was working for the board oforboard of supervisors. I learn new things every day it is challenging and rewarding for me. We get the privilege to work in an office tha that is innova. We get to spearhead the robust exprogram. I am excited she came on board to leverage experience as a prosecutor 10 years as we contemplate enforcements but approaching it without replicating the war on drugs. I was hired by cam laharris. I havent seen a District Attorney that looked kind of like me. That could be a path in my life. I might not have considered it. It is important that women and certainly women of color and spaces of leadership really do their part to bring on and mentor as many young people as they can. It is superimportant to take advantage of as many opportunities a as they can when they can intern because the doors are wide open. Plans change and that is okay. The way this was shaped because i took a risk to try something new and explore something and show that i was capable. You are capable, right . It was about leaning in and being at the table to say my voice matters. You find your passion, the sky listen, your story line, it makes for incredible tv drama. Thing is, your drug use is too adult for the kids, so im going to have to block you. Oh, man. Yeah. [inhales] well, have a good one. Youre a nice lady. San Francisco Department of environment is a place where climate hits the street. We know that we dont have all the answers. We need to support our local champions, our local community to find Creative Solutions and innovations that help us get to zero waste. Zero waste is sending nothing to landfill or incineration, using reuse and recovery and prevention as ways to achieve zero waste. The Grant Program is a Grant Program specifically for nonprofits in San Francisco to divert material from landfill. Its important to find the San Francisco Produce Market because theres a lot of edible food that can be diverted and they need positions to capture that food and focus on food recovery. San francisco Produce Market is a resource that connects farmers and their produce with businesses in the bay area. I think its a basic human right to have access to healthy foods, and all of this food here is available. Its a matter of creating the infrastructure, creating jobs, and the system whereby none of this goes to waste. Since the beginning of our program in july 2016 to date, weve donated over 1 Million Pounds of produce to our community partners, and thats resulted in over 900,000 meals to people in our community, which were very proud of. Everything that we use is nice and fresh, so when our clients get it, they really enjoy it, and its important to me to feel good about what i do, and working in programs such as this really provides that for me. Its helping people. Thats what its really about, and i really enjoy that. The work at the Produce Market for me representing the intersection between environment and community, and when we are working at that intersection, when we are using our resources and our passion and our energy to heal the planet and feed the people, nothing gets better than would the secretary please good morning, commissioners.
