We know that in 2016 when there was 217 suggestions from the department of justice for reform that nothing has changed. Forty of those reform suggestions addressed and how well have they been done . Theyve been done with mockery and these people are allowed to get away with murder and abuse with impunity. It is your responsibility as the board of supervisors to show some accountability on this point and instead of increasing the access and the resources and the staffing they have but to decrease it, to help keep the community safe, and if youre not willing to do this, were going to keep calling until you start doing your jobs on this point because the way things are at right now, its unacceptable. Its wellknown that the poa is an openly racist organization. During this meeting, ive listened to you debate for hours about the ins and outs of buildings and properties and how they will impact San Francisco. I can only hope that youre considering how the police and the police union impact San Francisco with such scrutiny. Our Community Needs more teachers, nurses, and other essential workers, especially in this time of crisis. You need to prioritize the people who keep our communities running and not cops. I was really lucky when i was 14 years old to get an internship. The difference that it made for me is i had a job, but there were other people who didnt have a job, who, unfortunately, needed money. And they were shown to commit illegal acts to get money. That is what i want to prevent. [ ] today we are here to officially kick off the first class of opportunities for all. [applause]. Opportunities for all is a program that mayor breed launched in october of 2018. It really was a vision of mayor breed to get to all of the young people in San Francisco, but with an intention to focus on young people that have typically not being able to access opportunities such as internships or workbased learning opportunities. Money should never be a barrier to your ability to succeed in life and that is what this program is about. Theres always these conversations about young people not being prepared and not having experience for work and if they dont get an opportunity to work, then they cannot gain the experience that they need. This is really about investing in the future talent pool and getting them the experience that they need. It is good for everyone because down the road we will need future mechanics, future pilots, future bankers, future whatever they may be in any industry. This is the pipe on we need to work with. We need to start developing talent, getting people excited about careers, opening up those pathways and frankly giving opportunities out there that would normally not be presented. [ ] the way that it is organized is there are different points of entry and different ways of engagement for the young person and potential employers. Young people can work in cohorts or in groups and thats really for people that have maybe never had job experience or who are still trying to figure out what they want to do and they can explore. And in the same way, it is open for employers to say, you know what, i dont think we are ready to host an intern yearround are all summer, but that they can open up their doors and do site visits or tours or panels or conversations. And then it runs all the way up to the opportunity for young people to have longterm employment, and work on a project and be part of the employee base. Something new, to get new experience and meet people and then you are getting paid for it you are getting paid for doing that. It is really cool. I starting next week, i will be a freshman. [cheers and applause] two of the things i appreciate about this program was the amazing mentorship in the job experience that i had. I am grateful for this opportunity. Thank you. Something i learned at airbnb is how to network and how important it is to network because it is not only what you know, but also who you know to get far in life. During this program, i learned basic coding languages, had a had to identify the main components and how to network on a corporate level. It is also helping me accumulate my skills all be going towards my College Tuition where i will pursue a major in computer science. For myself, being that i am an actual residential realtor, it was great. If anybody wants to buy a house, let me know. Whenever. [applause] it is good. I got you. It was really cool to see the commercial side and think about the process of developing property and Different Things that i can explore. Opportunities for all was a great opportunity for all. We were aiming to have 1,000 young people register and we had over 2,000 people register and we were able to place about between 50 and did. We are still getting the final numbers of that. Over several weeks, we were able to have students participate in Investment Banking they were able to work with our team, or technology team, our engineering 20 we also gave them lessons around the industry, around financial literacy. There are 32,000 young people ages 16 and 24 living in San Francisco. And imagine if we can create an opera skin it just opportunity for all program for every young person that lives in public housing, affordable housing, low income communities. It is all up to you to make that happen. We have had really great response from employers and they have been talking about it with other employers, so we have had a lot of interest for next year to have people sign on. We are starting to figure out how to stay connected to those young people and to get prepared to make sure we can get all 2400 or so that registered. We want to give them placement and what it looks like if they get more. Lets be honest, there is always a shortage of good talent in any industry, and so this is a real great career path. For potential sponsors who might be interested in supporting opportunities for all , there is an opportunity to make a difference in our city. This is a really thriving, booming economy, but not for everyone. This is a way to make sure that everyone gets to benefit from the great place that San Francisco is and that we are building pathways for folks to be able to stay here and that they feel like they will belong. Of the gem is fantastic, there is an Incredible Program going on there, both of my girls have learned to swim there. It is a fantastic place, check it out. There are not too many pools that are still around, and this is onestop shopping for kids. You can bring your kid here and have a cool summer. I will make an Opening Statement and then hand it over to Deputy Director cordova. 1. 5 million obligate we anticipate using more federal funds this year and less local funds than in the prior year. My next slide, we expect 2. 5 million of expenditures to be incurred in this coming fiscal year, and this is a 27. 5 increase from the prior year. 75 will go towards professional services, and 2. 3 for nonpersonnel costs. [inaudible] on the personnel costs representing 1. 6 f. T. E. , and the nonpersonnel costs include commissioner fees and legal costs. At this point, let me pass the mic over to eric cordova to walk you through the remainder of the slide. Great. Thank you, cynthia. Want to walk you through the slides so you get a feeling on the milestones here. On the equity policy, we understand this here. Our plan is to come with you over the next six months to come to you with complete comprehensive recommendations no later than the early spring of last year, so thats something i wanted to make sure i highlighted with the committee here in terms of our process moving forward. Hopefully, you all are aware that the south gate project is under construction, and we are leading the effort. That does include three tolling locations for the overall program, so those are important Infrastructure Improvements that will be put into play as you see in the timeline there. The other items are Network Communications and what we also call toll System Integration where we basically hire the vendor that comes in to install the critical equipment, cameras, as well as sensors for the tolling infrastructure. This is all leading to who we call the what we call the phase one go live approximately two years from now, so weve got a Robust Program that we need to move forward on in terms of getting that implemented, but what we need to focus on is getting new service from the east bay, new intraisland Shuttle Service and shutting service from the east bay. Were working the approvals for the transit programs and the partner program, were working with the sfmta in that regards. So that encapsulates phase one, which brings you about two years out. But thats not the completion of the program. The west side bridges program, starting next summer, well start to move into construction. Well go ahead and construct the final two toll points, and with that, comes phase two of that integration contract, and then the final go live for the system in the fall of 2024, and lets not forget about the 80 shuttle pilots because thats a shuttle pilot study that were pursuing and well be bringing you new information as we go to the next year. Lets go to the next couple of slides. The next slide is the items that weve discussed in terms of management, etc. I did want to emphasize on the financing side you can go to the next slide, please. Whats really important for us to take a look at and make sure that you understand is the work that were doing to go ahead and pursue additional funds, particularly from the federal government as it relates to an existing grant for sfmta, were seeking additional funds for that grant, and we want to thank sfmta for that. Were also going to go ahead, and i want to talk about, as much as we can, about the Ferry Service project. Were going to go ahead with the ferry providers and implement Ferry Service and seek funding for vessels from state and local sources. Another project is the bicycle and pedestrian Planning Efforts that were working on. Our plan is to build a location from the eastern span drop off and bringing a basic path along the western side of the island down to the ferry terminal. So thats the vision that we have, and were actively pursuing funds to make that a reality here. Last slide should be coming forth, which really just an overview of the fact that the infrastructure itself, as i indicated, is implemented in phases. There are environmental approvals that frankly are being documented as we speak in terms of the actual physical infrastructure. One reminder that the actual totaling concept and the actual operations of tolling was approved in 2011 as part of the island. Were doing the Civil Engineering for the foundations and the poles, the physical infrastructure, as i mentioned, and finalizing, our intent is to finalize an r. F. P. And put it out to market in spring of next year for the existing integration contract, and funding and Grant Management is probably as important as anything for us right now to continue to pursue funding for the items that are part of this program. And were going to be doing a Robust Program for the next five or six months. That completes my presentation. Thank you. Supervisor haney thank you, director fung and Deputy Director cordova. Any questions from my colleagues about this . I dont see any there. I did just want to just underscore something on the outreach on the ferry. There are a number of different populations on the island currently, and i want to make sure that we are providing outreach and information and counseling as to how this will impact them. My office has heard from residents who live in some of the Supportive Housing on the island and what this will mean to them, for them, so as were thinking about outreach, i think we also need to think about how were educating and informing both current residents and future residents. One one one thing i wanted to ask, i saw that for tida, i saw there was a pretty significant drop in revenue for tida. Do you know what accounts for that . Shes the chief of programs and partnerships with the San Francisco public library, and shes here to talk with us about some exciting new developments at the sfpl and how the library has been managing during this pandemic. Michelle, thank you for being on the show. Thank you, chris, for having me. Likewise. Lets talk about the program the librarys just rolled out, the Curbside Pickup program called sfpl to go. Can you tell us how it works for those that arent familiar with the process . Sure. Its a three step program. You would request an item like you normally do. You would go into your library account, and say, i want to read becoming, by michelle obama. So you would click on request this item. Now the one trick this time is you need to click on the one that shows its available right now at the mainor excelsior branch. Once we get main or excelsior branch. Once we get going bigger and bigger, well be available to everybody. But you pick out a magazine, a movie, or a c. D. , you click on request it. If you dont have the internet, or you dont have an Online Library account, you can call us and say, i want to select this book, or you can say, help me with a book. You can say, what are some scandinavian mysteries, and well find you something right now. We go and pull it off the shelf. Well call you, well send you a piece of mail, or well email you and tell you its ready to pick up. And then, youll lineup outside the library. We have little dots on the ground to tell you where to lineup. Youll come up, tell us your name and the last fewour digit of your library card number, and we give you your package, and you go on your way. How do you return items . A lot of people have been holding onto items since march. You can return your items at the main, for example, we have three doors, and we have a separate door where its the return door, you put it into a bin there. We dont touch the items for 96 hours. Thats the quarantine period for the items. So we will wait four days and then touch them or check them back in for you. As you know, San Francisco Public Libraries did away with late fines last year, so there will be no fines on what you returned, no matter how late it is. Thats fantastic. You mentioned that you can call in, and that actually leads right into my next question, which is now the library has been focused on addressing the digital divide. Can residents still access the librarys wifi, and whats the Tech Tuesday Program . Yes. The wifi is on at all of our 27 branches and our main location, and you have gone to those locations and seen people using the wifi or, you know, on the perimeter around the building. Separate from requesting a book, you can also call us to ask reference questions, and weve answered a lot of questions. Ive asked them for some examples of some of the questions that theyre getting, because theyre trying to be helpful and be a friendly voice on the phone for everybody who calls. I thought some of the really funny ones were someone asked, is it shorter to raft from San Francisco to alcatraz or San Francisco to Treasure Island . And after that, they said, whats the phone number for the coast guard because i think they should come with me. Or another favorite was they didnt have internet, but they asked, can you look me up on google earth and see if it looks like im growing weed at my house. But we get those types of questions, but also the normal things, like when is this book coming out . Many of them were, when are you going to open for Curbside Service . We answer those questions, and have been there since march, trying to answer questions from the outside world. Next, were trying to do meetings on zoom, teaching people how to use resources. Many people had never checked out an ebook through the Library System or downloaded music through the Library System, so were trying to show them those tools, as well as other tools that they might need. Weve shown people on zoom how to use zoom, how to join a conversation and a chat group on zoom. Those have been really popular as people have really taken to asking for help with technology through technology to get more technology savvy. I urnnderstand as the libra is still closed, youve still been able to give away childrens book. How is that working and how many books have you given away so far. Theres been a request from sher sheryl davis on the library commission. She had a list of books that she wanted to give out to San Francisco students, k12, so she made a request, and we gave out almost 10,000 books to be distributed to kids in San Francisco. Weve also worked with the Human Services agency in the city to make sure that people are living in shelters, including family shelters have books because they cant use the library, so weve given out just thousands of books that way, too, and were continuing to get in more books. These are not Library Books that you have to return, these are to fill a home library for people, knowing that the library isnt as accessible as it used to be. Were waiting for a delivery right now, 47,000 books to distribute to students that might be coming in through the Community Learning hub and some other communitybased organizations to keep kids reading when theyre at home. Thats an impressive number of books. Finally, i understand all city workers are also Disaster Service workers, and that they made a significant effort to the citys response during this pandemic. Im proud of the Library Staff because theyve really staffed up. And at times, sfpl Library Staff have made up nearly hat of the deployed disaster workers in the city. Weve been doing contact work, so theyve been using those Library Skills to help track down people who might have been exposed to the virus through other exposures, moving through that process, which is really important to helping stem the spread of it. We have a huge staff working through the San Francisco marin bank who work at the top of the city, distributing food, making sure our city has nourishment and food, especially in areas where food is not as accessible in certain areas of the city. We have people working at testing site. We have people translating, doing outreach work, designing some of the signage you know, we have some graphic designers on the Library Staff that are doing that kind of work. We just really try to fill in and use our staff to the fullest extent possible anywhere the city needs us. I know that everyone in the city appreciates the work that sfpl has done to help out during this pandemic. Well, thank you so much. With the unhealthy air quality and the number of challenges that we face, that in the midst of all of this, we are still living with covid. Now as of today, our status as far as our air quality, is yellow. Were not in the green yet, but it is so much better than what we were in the past, and we are fortunate in that people can go outside and breathe a little better, and we hopefully will see the air quality improve over the next couple of days. But as i said, we are not out of the wood as we deal with covid, as we deal with Climate Change, as we deal with a number of other challenges, we need to keep in mind that the need to wear your mask, to socially distance, and to even be just reminding ourselves and being a little more diligent throughout this process is necessary. Because we are also focusing on making sure that as , as we re, we dont turn back the clock. You all know what happened a few months ago when one day, i announced we were going to be opening a number of places, and today, some of those places are open, and some of those places are not open. But we do have some good news, hair salons and nail salons and other places from my perspective that cannot open outdoors are able to operate indoors. I know those businesses are going to be working hard to stay open. Theyre going to follow the guidelines, and we need your cooperation, too, in not only supporting the businesses and following the guidelines in those businesses but following the guidelines outside of your every d everyday life. We know this is necessary so we dont turn the clock backwards. We know there are a number of places able to operate, including salon and massage locations and nail and barber shopped. Weve expanded the capacity of churches outdoors. We know this is not enough. We want to do more, and everything is contingent on where we are with the numbers. Yesterday, there was just a slight glimmer when we opened the learning hubs. Kids were available to come together in their variety of cohorts, and they were able to learn their lessons with people that could help them. We are hopeful if we get to a better number, we will be able to open up. What weve been able to do as a city is provide Financial Resources early on. We know at the end of this month, the Eviction Moratorium on commercial evictions will expire, and the way that we are able to help that depends on how we do in the future. As i said, we are doing everything we can to work with the Governors Office to make sure that we can extend that just to give Small Businesses a little bit of assurance. We know that before this pandemic, Small Businesses were suffering, and we have a number of initiatives that were putting forward to try to provide some financial relief. We have seen so many businesses across this state that are shutting their doors for good, and weve heard from so many other other businesses that have already shut their doors. I know people are pretty much tired of what were living in as it relates to covid. Im tired of talking about it, im tired of living it, things that youre going through because i want to live my life. I want to get back to the normal. But we want to protect our children and the elderly. We want to protect them, and we dont want to roll back the clock. If i know anything about this city, we can sacrifice this time to get to a better future. We can sacrifice this time so that kids and grandparents are able it. Weve got through challenging times before, and we will get through this challenging time once again, and we will look back and think wow, if we can get through that, we can get through anything, and it also will make us a stronger, more resilient city. This time is really testing our ability, its testing our resolve. And if i know anything about the people of San Francisco, i know this i know that we are strong, i know that we are fearless. I know that when things happen in San Francisco, the rest of the country follows. And and so the work that we have done here in reducing the number of deaths and being the first out of the gate to say that were going to shutdown, and being leaders around Greenhouse Gas emissions and combatting Climate Change head on, the work weve done around Eviction Moratoriums, you name it, we have been the leaders and others have followed. And so we will get through this. It is going to require a lot out of each and every one of us, and so i ask you to continue to do your part, and to remember what you do impacts me, and what i do impacts you. Thank you for all that you do to keep this city going. Its a challenging time. Its time to uplift one another, its time to put some energy in the air. Enough with the complaints, enough with the negativity, enough with the divisiveness. Enough with that. We have an opportunity to do in the first of the pandemic, when notes were given to neighbors what can i do for you . We have an opportunity to do for one another and put positivity in the air. Were not going to get through this on our own, were going to get through this together, and im counting on each and every one of us. Thank you all so much, and at this time, i want to welcome the director of public health, dr. Grant colfax. Good morning. Im dr. Grant colfax, director of public health. And thank you, mayor breed, for your remarks and your ongoing leadership during this unprecedented time. This week, some of our local businesses opened their doors for the first time in many months. I want to acknowledge the sacrifice and perseverance of their owners and the employees. Thank you so much for helping make our Community Safer during these past months. As you reopen, thank you for keeping safety at the forefront. We are indeed in this for the long haul. Whether we think of this as a marathon or a longerinning game, our perseverance is necessary for us to carry forward. For us to continue reopening in San Francisco, to carefully add limited Indoor Services, to bring children back into classrooms, to rebuild our economy as safely as possible, we all have to remain vigilant in our fight against this virus. And we do know more about the virus today than we did six or even three months ago. We know more about the data, the science, the facts, including the risk and preventative measures we can and must take to continue to slow the spread of the virus. It is why San Franciscos approach has been to open incrementally so that we can manage the reed of covid19 as much as possible and sustain the progress that we have made. As we continue to reopen schools and indoor businesses, it is important that we continue to track the virus. We do that by tracking the local covid19 data. The five key health indicators, which i encourage everyone to follow online, at datasf. Gov track data keeping the numbers stable and managing risk of infection. I look, the health department, many of us across the city, because i hear from you, look at this data closely on a daily basis. It helps drive our decisions on reopening San Francisco, so lets take a few minutes to look at some of these data with regard to where we are today. Weve had 10,430 san franciscans diagnosed with covid19, and satly, 91 of them sadly, 91 of them from died. My thoughts are with their loved ones, their friends, and their community. We also know that 51 of people with positive cases have identified as latino. But lets look at some graphics. Here is the number of lets go back to that first slide, please. This is the number of covid19 cases diagnosed in our city at this time. Our case growth remains stubbornly in the red zone at about 61 new cases a day. This number has been slowly trending downward for the past few weeks, but we must remain vigilant, and i must say, with labor day and the crowds, we must continue to mask, to socially distance, to avoid Mass Gatherings whenever possible. We know from the data that this virus is responsive to our prevention measures. If we are careful and thoughtful, if we get to that 80 masking prevalence, if we keep 6 feet apart, if we avoid large gatherings, the virus slows down, and if we dont do those things, the virus speeds up. Its really that simple at this point. Lets go to slide 2. This is the history of hospitalizations of covid19 patients across our hospitals in the city. Again, these data are available to review on our data tracker, but you can see that our happenings a hospitalizations are starting to rise again on that far left of the slide. We have had a 29 increase recent increase in covid19 patients in San Francisco hospitals recently. We do have sufficient Hospital Capacity for them now, and this is one of the key indicators that we monitor very closely. I also want to take a moment to emphasize the pattern that we see on this slide since the beginning of the slide. San francisco, we didnt just flatten the curve, we crushed the curve, seeing cases go down to a low of 26 in june. We saw an increase, that surge that we talked about starting in late june, early july, peaking at 111 hospitalizations. That numbers started to go down again. We went down to 51, and we are starting to see an increase again. But we can do this again. We did it twice, we can do it again. Lets flatten and crush that curve for the fall. Next slide. With regard to testing, we are now testing an average of more than 3400 people a day for covid19. 3400 people a day in San Francisco are getting tested for covid19. Thats nearly twice our goal. We are following the virus and targeting our testing where the virus is most common in the city. We are focusing on vulnerable populations and people who are exposed to the virus, and people within those systems. And within our testing system, i am pleased to say that our turnaround time for test results is down to less than 1. 5 days. Our other covid19 indicators and case investigation, Contact Tracing, the personal protective equipment or p. P. E. Remains steady. It is still our goal to reach 90 of people who test positive for covid19 and 90 of their close contacts. Recently, its been closer to 82 , but we continue to make progress towards that ultimate goal. We have 100 of the personal protective equipment we need to protect Health Care Workers and First Responders in addressing covid19, and because of 51 of all covid cases are within the latino community, we are working to continue to bring resources, particularly testing, contact testing, eye owe lation and quarantine, and other isolation and quarantine, and other Wraparound Services to those communities. We have low exact testing sites set up in those neighborhoods, including the mission, bayview, and will continue to bring more testing sites to the southeast areas of the city, and we have increases our Contact Tracing to include spanish speakers, and nearly 50 of our hospitalization beds are occupied by people who identify as latino. But we must do more. And d. P. H. Has committed to more services and resources to serve those communities that are most impacted by the virus. As we learn more about this virus, we will be targeted in our response as well as our reopening. We know that indoors is riskier than outdoors, which is why Indoor Services and inperson learning remain limited. We know that mixing households in large gatherings is risky, too, and, once again, we know that face coverings make so much difference. As people continue to move about the city in increased activities, we will likely experience an ongoing increase in cases, and to keep this reopening, to keep it moving forward, we need everyones help to limit that spread. Our hope, our progress, our hope of continuing to do more depends on you, on me, and on all our neighbors and friends. Please keep washing your hands, keep covering your faces. Find ways to connect with families and friends while keeping 6 feet apart. This is how we have, and this is how we will continue to protect San Francisco. This is how we get San Francisco back on track. Thank you. Thank you, dr. Colfax, for your time. At this time, we have a few healthrelated questions for you when youre ready. Thank you. The first set of questions are from ida from the San Francisco examiner. The c. D. C. Just issued a report about utah, where children in School Settings spread covid to their households. How will San Francisco ensure that the same doesnt happen here with schools opening in person as soon as next week . Yes, well, we continue to review the data with regard to School Opening, and we are working very closely with educators and schools to ensure that we can open as safely as possible. Look, there is risk, and i would not be surprised that even with the precautions that were taking, that will be covid diagnosed in cases with School Settings. Schools are required to have safety plans. We are visiting schools to ensure that things like ventilation and classroom structures are able to open as safely as possible, and we will continue to work with the School Systems and educators to ensure that School Opening can be done as safely as possible with the many precautions that we do know slow the spread of the virus. But this is the time of living in a situation with covid19, and there is risk. Theres no way to completely eliminate that risk in the settings, including educational settings. Operator thank you, doctor. The next set of questions are from Alexander Barreira from the San Francisco business times. Dr. Colfax, do you anticipate Indoor Dining will be allowed in any capacity before the end of next month . If so, what criteria are you using to determine whether or not Indoor Dining is safe enough to be allowed . So again, were reviewing data on transmission of the virus in indoor settings, potential transmission of the virus. There was an article out by the c. D. C. With regards to traditional Indoor Dining, so that gives us pause. We are working with experts and city leaders to see what that opening might be, and we will share the timeline for any opening of indoor restaurants. I would obviously emphasize that Outdoor Dining and takeout remain options in San Francisco. Operator thank you, doctor. The next set of questions are from christian captain with ktvu. Are we seeing any increases in covid rates that may be associated with labor day activities . So we will continue to watch this data over the next week or two to see if we do see an increase. We did see an associated risk of cases a couple of weeks after memorial day, so monitoring that very carefully. I would also em if a ice that the hospitalizations are em if emphasize that the hospitalizations that are affected will show up later. So were looking at the case rate, which would show up earlier, and then, the hospitalizations will increase a couple of weeks after that. Were watching again, so much depends on people wearing those fasces, social distancing, and avoiding large crowds whenever possible. This is imminently doable. We know it works at this point, we just need to all do it. Operator thank you, doctor. The last question is from amy graff with sf gate. San francisco has the lowest number of cases of any major city in the united states. How has San Francisco been able to keep its death rate lower than other cities . Well, i think theres a couple of other things, and i want to express gratitude to the hospital settings across the city, the hospitealth care systems across the city, the hospital systems. We found a way to coordinate and come together in terms of the hospital units and the medical surge beds that would need to be available. The other piece is we have worldclass medical facilities in the city, and literally, the stateoftheart care for covid19 is being done here. And i think we also have, compared to other cities, excellent access to hospitals, including at zuckerberg San Francisco general. So while theres more to be done, our access to health care, to testing, to hospital systems, is very high compared to other jurisdictions. So i think its a combination of other factors, but im so grateful to the fact that we do have a lower death rate, and lets all work hard to keep it that way. Operator thank you, dr. Colfax.
