Hi there. My name is eric. Im speaking on behalf of philip jones for seat 3. Im the mentoring and Peer Support Program coordinator with Jail Behavioral Health and reentry services. Philip is a mentor working with our program. We work with most of the treatment court, Behavioral Health court, misdemeanor Behavioral Health court drug court, Veterans Court and Mental Health diversion. I want to speak up on behalf of philip. Although, i think, he did really good job presenting. All of you did. Philip had become a Substance Users when he was younger. He became homeless. Hes bipolar as he had said. Hes amazing with working with people really natural using motivations and interviewing. He joins with people in jail and guides them through the process of making it through the criminal Justice System showing them how they can go on living accessing services and pursuing a dream of sobriety and stability to also reduce recidivism. Hes a role model doing work at the cast, organizing the sort of entire lobby. Hes respected in every court by the judges, the lawyers all the social workers, case managers in the community as well as here in the jail. Hes able to really inspire people to manage their own Mental Health issues. I just love to see philip fly, especially with him going to school, getting scholarships. Hes tireless. Thats about it. I understand the dedication, work ethic and the breath and depth knowledge she brings. I think they would make really invaluable memories on the implementation committee. I want to say to supervisor ronen, thank you so much for bringing this legislation forward. Its an amazing opportunity for San Francisco and for our community, most importantly for our residents who are in such dire need of reliable services. Thank yru so much again, thank you for your time. Clerk next caller. Its sara shortt again. I wanted to comment on some of the folks that have applied who i think would be if i am appointed, great colleagues. The working group with me. These are people that i worked personally particularly with the treatment on demand Coalition Work that weve done. I would say that amy wong is remarkable and would be a great at representing the interest of labor and thats an important seat that the working group does have. Andrea salinas is clinical social worker who really knows the ins and outs of the system. Kara ka wah chien has such good criminal justice background. Steve fields hes been in the game a long time. Really knows about the larger system. I dont think i heard anyone else who really knows that kind of the breadth of knowledge around department of Public Health functions, Behavioral Health services and the landscape the community Mental Health program. Finally, philip jones, i havent worked with him. He struck me as having a very important viewpoint to bring to the table around particularly youth but also as a user of services, would be extremely important to have his reflection and advising it does seem like hes been in different parts of the system. He has that upclose knowledge. Those are people that i wanted to reinforce, struck me as really important beneficial people to the body who would really be able to talk from clerk speaker time has expired. Supervisor stefani thank you chair ronen. Just a few comments. First of all, thanks to your leadership and supervisor haney for the overhaul and the focus Mental Health in San Francisco. Im so glad that we all came to a consensus and moving forward. Obviously we know this is something we struggle with. Theres so many qualified applicants. I know three, shawn, sara and steve theres a treatment home in district 2 that i toured with steve. One thing that stood out to me, chair ronen and supervisor mar, i thought about the seats that sara shortt said something about working with different perspectives. Im looking at seat 6 about Substance Abuse, treatment providers and expertise of Mental Health treatment and Harm Reduction. Also in seat 3, someone who identifies as having both Mental Health condition and Substance Abuse condition. For me, i think its so important to look at all aspects of recovery and obviously Harm Reduction is one. I think fatebased programs has to be considered. I think a lot of people have the feeling that lot of these abstinence based program prograe somehow religious or something. I think thats a myth in needs to be dispelled. I was impressed by everybody. What stands out to me is people in recovery. People that have dealt with that beast of addiction in hair their head. They know what its like to overcome that. I think its really hard for people that dont understand what its like for people. Its not a will power thing. I just want to make sure the voices of recovery are heard. Not at the expense of Harm Reduction because we know that is important too. I think peter Thomas Murphy touched on it. He bravely told us about his recovery and hes sober and he participates in 12 step program. He also sees the value of Harm Reduction. That one on one thing, alcohol to alcohol its that peer thing. That has to be a component of this working group. It has to be something thats respected. Again, not at the expense of Harm Reduction. There are people in this world with Substance Abuse disorder that cannot take their drug of choice. That has to be respected. I think so many times it isnt. Its not to say that people who engage in an abstinence based program, once they do they relapse and its a huge part of sobriety and its a huge part of Substance Abuse disorder. Lot of people relapse and they start up again and try in abstinence based program. Theres nothing wrong with that. I think its important that we have voices of also not only Harm Reduction, not only treatment providers but people who have that thing inside their head and everyday wake up in the morning and make a decision whether its conscious or not, to not take their drugs. To not take that drink. To know what its like to pay that forward to somebody else. I think it has to be considered and we would benefit someone on the working group that really understands not only abstinence based programs but also knowing thats an attraction rather than promotion idea, that they are able to talk about in a way thats personal and helpful to the working group in our situation that were facing. The working group and everybody on it would benefit greatly. One last thing about shawn buford, i worked with him for so long. I know he applied for seat one. Also the thing weve been talking about lately is looking to our Fire Department or others to take the emergency calls th t was long assigned to police department, how we want to steer away from that. How we know em6 can help us do that in the future. I think shon is uniquely qualified to lend his voice to that part of the conversation. Its crucial to the conversation having other people respond to Mental Health responses in a way thats effective. Everyone i can say is so qualified. For me, i would like to recommend shon buford for seat one and make that motion. I dont know how everybody feels. I think that for me sticks out. Thank you to all those that came out today and applied. Like chair ronen said, its so hard. I want to thank those who shared their recovery with us. Its a brave thing to do. Theres a lot of stigma around people that are in recovery and people who suffer from Substance Abuse disorder. I hope one day that people realize that recovering alcoholicses those with drug addiction are afflictioned with a disease like somebody with diabetes. It is a disease and there are ways to treat it and we have to look at all way. Supervisor ronen, i want to thank you for your leadership and im looking forward to this moving forward. Thanks. Supervisor mar thank you chair ronen for the incredible leadership that you and supervisor haney have brought to the Mental Health sf campaign and working with all the community and labor stakeholders and mayor breed and d. P. H. On getting up to this point. Its such an exciting moment for our city to think that we can were going to be moving ahead with such visionary and transformative approach to addressing such huge challenge for our city. Thanks to all of the 23 applicas for the Mental Health sf working group. Im impressed and blown away by all of the work that you all are doing in all of your different ways. This is an extremely difficult decision to make to figure out who we as a board will appoint to the six seats. Its got to know that the mayor, theres additional seats that the mayor will appoint to. I appreciate supervisor stefanis comments and remarks. I would defer to you chair ronen since you been the most intensively working on this. Chair ronen thank you. I think for the first time on this board in the seat, i would appoint every Single Person who spoke today. It was a remarkable set of applicants. From the bottom of the heart, im saying that in a genuine way, theres not one of you that i would not appoint to this if we could appoint every single one of you. There is really good news. The mayor and the City Attorney have some additional appointments. Particularly luceretia bolin. Again, this is such i would make a motion to move forward and i want to speak to seat 1. I would actually move forward amy wong for seat 1. The reason for that is not because shon buford wouldnt be amazing. If this goes forward, im extremely hopeful that the mayor will consider appointing him to the seat that hes qualified for. Amy wong works very close with us while we were working to create Mental Health sf. She has such an incredible experience, particularly with the boarding care side of longterm placement for Mental Health. Such a particular set of experience and knowledge that wouldnt otherwise be represented on the board. Together with her labor, shes a very active member and runs the only city care facility that we have. Those are the reasons i would put forward amy wong name with some knowledge that i think we could all be really supportive of mr. Buford with his appointment and hope that we get both of them appointed on this board. For seat 3, i would put forward philip jones. I never worked with mr. Jones. You blew me away in your presentation today. Hearing from some of the Public Commenters about you, and your particular personal experience mixed with your professional experience, its so unique. If you are appointed, i will be so looking forward to getting to know you better and working with you to implement Mental Health sf and to hear your voice on this committee. To seat 6 with a residency waiver, i would put forward steve fields. Who has 52 years of experience. Its hard to beat. Especially given his role he plays on the state level in terms of Mental Health reform and working groups. I think he can bring that statewide and larger knowledge of the system here locally and combine those so they Work Together. So many of our dollars that we spend on Mental Healthcare and Substance Use care comes from state. Having that advocate and thats so knowledgeable and how to access those dollars is so important. To seat 7, i would put forward, this is an extremely hard choice. We have so many qualified applicants. I would put forward Andrea Salinas to seat city. Citywide Case Management plays such an Important Role in our system of care in San Francisco. I believe they, case manage close to 70 of the cases that we have here in San Francisco and because of that unique role that they play and then salinas incredible 20 years of experience on the front lines, providing Case Management and especially with those that are touched by the criminal Justice System. We know are so many individuals that are living with Mental Illness and Substance Abuse. She is the right person for this seat at this time. For seat 8 i would put forward dr. Monique lesarre. We are in a moment in our citys history where we are paying special attention and grappling with failing the black community and Africanamerican Community in ways that were finally making up for in sort of radical and new ways. I think were all very proud of that work. Dr. Lesarre is the leader this that work. We know that the Africanamerican Community is disproportionately impacted. Thats because of trauma inflicted by this country on this community in a very particular way. Her experience and voice on this implementation working group, i believe is essential. Last but not least, i would recommend sara short shortf of r seat 11. Her knowledge of permanent Supportive Housing intersect with wellness and stability for those living with Mental Illness and Substance Use is unique. Thats the possible possible cht i would recommend. Knowing that we have the opportunity to advocate for many others of you to be seated to the working group by the mayor and the City Attorney. Then finally, every one of you is over qualified to serve on this working group. Not having a vetoin seating s not mean you cannot participate. There will be opportunity for Public Comment and share your expertise and guidance with this working group. This is a historic moment in the history of San Francisco. I do believe with your help, were going to create the best system in the country. Were going to create a model that we can share and that other cities and counties can replicate throughout the united states. I cannot thank you all enough for your daily work, for your willingness to serve. With that, mr. Clerk, i know we have two different motions on seat 1. As it relates to our work, i will just say that you know, at this point, drivein theaters, theres a drivein experience that is allowable with certain restrictions but it does not at this time include Live Performance and we will keep you posted on our conversations regarding this as we discuss that internally with other municipalities and beyond that, we will work to permit and sounf that falls to our property lines, which were guessing it more than likely will unless at fort mayson which is the example weve seen. Aside from that moving on in the directors report i wanted to update you that we submitted our annual achievement document this past week. I sent that to all of you. I think i will do a bigger update with a presentation on that with our next meeting as i will be giving a presentation similarly to city administrator kelly in a couple of weeks. So the presentation on queer nightlifesupport efforts. Im bringing into the panelists function throw peoplee from the Queer Night Life Funds. Angel garfuld, ray spanon and shannon addminton. Give me a second. I just wanted to say thank you for putting this on the agenda. And im really excited that we get to hear from this with steps forward at the very i understand one ofthe things the queer y does best which is figure out how to take care of our own and we put together a fundraising effort and the holding zoom meetings and Community Input and i was impressed the needs in the community both from participants and as well as promoters and performers and theres a whole range of folks and i want to stress to the commission because to hear what they had to gather because i think, while there are some things that may be specific to queer night life, a lot of things are relevant to the entire night life industry and i think they can be used to help inform our decisionmaking and our process moving forward so i want to say thank you to the commission and the Commission Staff for hearing this and thank you to the. Thank you. Jump in. Go ahead. Im angel and im going to do the overview of who we are and what weve been doing and we organized early on in the first couple days with our founder, phil hammock and we created our Steering Committee. We started right away with the inpo advertiseimpotence with thn place and unable to work and maybe some challenges of being gig performers and not having a difficult w2 and having access to unemployment. Early on we didnt know how it will play out so we wanted to bring it together as well as to also offer a Community Space for people that have on ought let for the lack of access because of the shelter in place so our first and foremost was to Bring Community together, raise funds and help support people oust work for an unknown period of time and at that time we had hoped welcome back shorter than it is. As this has gone on, we have shifted our mission to be more specific and to our new mission is to provide resources and opportunities that promote queer night life in the sf bay area during the covid19 pandemic and recognizing the history of White Supremacy and male gender privilege in queer communities we aim to prior ties women, transgender, gender non conforming and black, indigenous and poe people of color. We needed to shift that especially after the george floyd incident. So a little bit about what weve done today. Were proud to say as of right now we have raised almost 300,000 towards this effort. Weve had two rounds of grants where we have distributed about 245,000 of that and wore currently in our round three and were giving emergency grants as the donations and the boots on the ground Grassroots Level donations have slowed up because of the continued need for a variety of communities that includes 300 recipients so part of how we did that is we started having every sunday the quarantine where we would highlight local dvs and diversity opinion our communities and diversity in the genra of djing and we would do that every sunday from 1 00 to 6 00 and then we have zoom and twitch so people could dance and see each other and have their outfits and do all of that. We did that for 13 weeks in a row and weve moved to a more sustainable schedule of once a month as well as adding in our queer night life talks, which was mentioned. So we just had our first one last month, which will be on the third tuesday and that was about what makes it a party for you. And tonight, you can join us and we have one that talks about what makes a party inclusive. So talking about meeting the needs of people both online as well as inperson when we open that up so making it available for the community to tell us what we need and what they need and then producers can come and participate so they might meet those needs even better. And then our next thing that were starting next tuesday is a Skills Development process. Were having a threepart series for someone to come in and called you incorporate and wore having a professional come in and talk to people who register to be able to look at their background and see what else they can do while queer night life is not available so what skills do you already have that can be resourced and reworked so people can put it on their night life so they can stay in San Francisco because thats one of the Biggest Challenges and the final thing were adding is a pod cost so we have new djs and queer nightlife people and have opportunities to be known and express themselves and be curated in the dj world fashion and giving them a platform all our performers, djs and host and interpreters and moderators are all compensated with the help of a grant from Horizon Foundation so were making sure not only do we put money in the hands of grantees who need that for basic events, were employing people in a contract basis so that they have their earnings funds which i think help on a mental level as well. And so we learned to date in this process is that queer night life workers are at highrisk of losing their income and moving out of the area and not being able to practice their art and their skills and then not being in a good spot while this is going on so being able to offer new ways to meet what is going to happen in the future and whats happening now and then how to pivot to survive while this continues on. Thank you, angel. My name is ray and im on the Steering Committee of the queer nightlife fund. I will discuss specifically the Community Feedback and input we got at our first queer nightlife talks which what makes it a party for you. I dont have a lot of time. I will try to keep this concise. If you want to drill into the details, you were send a pdf with a link no a full report and even within that report, it drills down to every single comment that was mentioned during the zoom event in chat, all consolidated into digestible chunks but i really recommend thaw drill into that if you want to look and see some of the details. Some of the things we learned was, zoom and twitch are certainly the platforms of choice. There does a peak to be a ledge logical challenge around some event producers, they dont have the tech savvy to step in and produce some of these events and they sometimes need assistance. One of the things that people do like about Online Events is the accessibility. A lot of people who have social anxiety or have the ability to interact is positive and also, many mention that it gives them an entree to feel more comfortable too, at some point do those events inperson when theyre available. Theres absolutely a bit of what were describing in the media calls zoom fatigue taking place. So a lot of Online Events are starting to see a significant decrease in attendance. There were some events with a thousand participants that are now down to 100 or less. And that is just because theres a per ponderance of events on zoom and twitch and other platforms and people do not want to sit in front of their screens. Part of why we did this talk was to see what would draw people into those online parties and a lot was inperson events because ene meinie miny mow it must be safe and it must be done in such a way that they feel truly comfortable walking into that space and you can drill the details but theres a little thing that were brought up like fine, you can social distance in a big outdoor space but what happens when go to the bathroom at the same time. How do you get them in and out of that space in a socially distance responsible way and there are things that came up that i think i really recommend if you go through the details you will see a lot of those things. One of the things that also was mentioned is that people like the Online Events and when we go back to inperson events, when that might be, they like the idea of Online Events so happening because they allow a hybrid approach for poem that cant make it for some reason and that they have economic challenges that cant pay the cover charge and they can do it inperson and one of the other things that came out was lets say you started inperson event theres limited in capacity but you do something that says ok, were going to have a contest and the first 20 people that wins this contest online and it can distance dance together on this boom box over here that is broadcasting what were doing and limited that events. So theres a lot of Creative Ideas that came out of this that i recommend you go through and as laura pointed out, i would say most of what was documented in that talk pertains to the Queer Community and awful entertainment so i think that it has tremendous value not just for the Queer Community but for the San Francisco community that values the robust entertainment we have in the city. And im already about a minute and a half past my time so im going to just shut up and let shannon talk. Thank you, ray. Thank you commissioners for hosting us. When shelter in place began the core night life fund knew we had to act swiftly. Without unionization or governmental body to sad vow adt was up to the community. The Entertainment Commission is the we meet folks where they are at and to do that we must provide any and all resources to support a community who has continuous low faced discrimination, loss of ven uses and displacement, unemployment extensions and long gone ppp loans are not enough. As we stair down a long road of recovery, i believe we must take Harm Reduction approach and to work now to provide the necessary permits to gather safely outdoors. While we covered inperson and Virtual Events the time was spent brainstorming ways to hold irl safe events. This demonstrates a deep seeded need for inperson gatherings and we are looking for a way to help the community to once again safely come together facetoface. The organizers of the astro shared Spaces Program of which i am one, provided the information and tools to host safe weekly Outdoor Events and now we are able to see what a safe structured reopening can look like. Just as 25 permit to hold classes in city parks and neighborhood organizations can receive permits of their own, we asked that the Entertainment Commission prioritize small scale Party Promoters Outdoor Events. People around the world associate San Francisco with lgbtq culture but well before the canadian queer night life was already suffering. We cannot afford to take its survival for granted and thats why were asking for your help today. After all, like harvey said, we got to give them hope. The three of us are available for q a and any questions you might have. That was quick but you have a lot of information and feedback from the community that weve gathered during this many monthlong process of doing what we do. I have a comment. You know, weve been talking hyped the scenes about stage four and how even the lounges are trying to open and coming up with the best practices everyone is coming up. Would your panel be able with all the information and data that you have on your side be able to submit to the commission maybe a list of protocols that you think that would work for your community that probably will cross over to other communities as well. Because i think even though were months away from large indoor bars and things open, its because possibly the Health Department officials dont really know how to go about it and who better to know to go about it but us in the industry who actually does it every weekend. So, since you already have this group started and its going really positively, i would be very interested to have a summary sent to maggie, you know, of protocols that if you have a choice to open indoors again, like the bathroom situation or how would you solve these issues in your community. Maybe we can adapt it with other communities and come up with the best practice and maybe present it to the Health Department official and say hey look, maybe theres a way we can open indoors and these are the feedback by the people that actually go out every weekend and troy to be responsible. Because yeah, wore getting turned out being on zoom all the time. So my comment. I believe that we probably could, however, that is probably something we need to take back to our full Steering Committee and make a decision on that. If you look at a lot of the details that you can drill down from that pdf you got and i understand its a couple levels down, theres a lot of detail there. Many of those details were strategies and protocols offered by the 75 people in attendance, many of whom were producers and venue owners and people like that who ive already put a lot of time into thinking about that and so we would be happy to certainly do that but we want to discuss that with the whole committee. Sounds reasonable. I think we have a shared, weve hosted multiple events. We have gone from a tea dance to a workshop like an employment workshop to panel talks so maybe we can co produce an event and ask these questions. Any data we have, you know, i mean, who knows, we dont even know when were going to be able to do it so we have time. When were saying ok, its time for stage 4 to open well be ready with some protocols and i think you already are on the way compared to other communities that are a little bit different. I like that im going to read your 75 comments and if you can narrow it down a little bit, which is a really good ones. We have our own opinion and so thank you for that. I recommend, stephen, i recommend reading it. I think the group did a good job of kind of summarizing the key findings from the Community Input and i know there are doing more tonight and theyll continue to get Community Input and i think that its worth us as a commission sort of like continuing to stay in touch and keep on top of the information that theyre collecting because i do think that its relevant to multiple communities. I think that theres some things that are not, you know, like lipsynching, for example, doesnt violate regulations and restrictions around singing out loud, right. So you know, so theres some things that the cor queer and dg performers already have that down. How do we take advantage of those things to create more opportunities for entertainment . I just think if theres only going to be 20, lets just say not more than 20 or 30 protocols, you know, we got to narrow it down and knockdown the most important ones and i kind of core yus which is the most important ones that will work with that community, you know, as well as other communities. Maybe we adopt them all because its a cross over of all communities. I just would like to see if they had a chance to narrow it down which would be their strongest one . We cant do protocols down 75 conditions, you know. So im going to read it. I havent read it yet. Im looking forward to it. Let me just point out that during our talks, one of the things that was brought up i think is really a good idea is that european and some Asian Countries are ahead of us in terms of opening up night life and looking at the protocols there and their learning as they go and we are leverage that and here locally and improve upon it so we dont have to they tried and it came and they stopped and yeah were following that as well. Im following it at least and their communities is different than what we have experienced here. Its good. Again, there are permits already given to our door spaces so we have that information that we can access. Like the shared spaces or small gatherings or boot camps. That information is being collect across industries. And the Small Business situations if we can get them endorsed whether its social distancing or capacity its still better because it will get cold, you know. We dont know what to do after october when it starts raining and getting really cold. Id just like to be ready when the mayor and everybody said what do we do at least we have to say there you go. We take all that information. I wanted to thank you all. I grew up in the San Francisco queer night life scene and its what makes San Francisco special. The Queer Community is what makes us different. If that goes, i dont know what well have left in our city to bring visitors and to really make San Francisco, who we are as a city and thank you for your effort. Ive been monitoring your programming since the againing and i think its tremendous and i just want to applaud that and i want to say were here as allies and we want to make sure that the queer night life can flourish again and so i think you heard our executive director speak at the beginning about some of the efforts underway to allow some of these accessory entertainment uses as part of already approved Outdoor Events or outdoor street authorizations. If there are things specifically you think we should be advocating for or we should be bringing to the attention of policymakers or pushing for in terms regulatory changes, please, let us know. I think were looking at performance already but there are things specific to the Queer Community, like drag, i want to make sure are contemplated within that guidance. Please, yeah, if you have ideas for how we can be better allies and help, please feel free to share them and know we have an open door. Shannon, angels, i just want to applaud tonights presentation and just a couple quick comments. One, i think this is an awesome forum. I think its so valuable for us to hear from the people with the boots on the ground so to speak. And one comment for ray that i found very intriguing, was seeing online con continue into the future. I personally was kind of thinking we kind of would be overloaded but listening to you, you raise a really compelling argument that this could be part of longterm programs and i guess the one thought i did have that im sure you are much more mindful of is how do we make sure that these performers get compensated in some way. I know we want to be accessible to all but it would be great as we come out of this and we have online formats, that theres a way that people can donate or if theyre in a position to boy a ticket, whatever. Anyway, i just thought that particular point really i found intriguing and i want to applaud you guys because it wasnt something i would have thought about would you you guys being here tonight so thank you. Let me also say and it just popped into my head. Imagine were back in a little bit more real time queer night life and people see the amazing night life and say i want to visit San Francisco. Exactly exactly come to San Francisco great point. It would give you a world audience, thats another great point. Thank you. I think we saw that with the sisters of the easter event where we had people from other countries attending and people who used to live here got to be contestants and participate in that way. Were also keeping connections with people that cant be here but look forward to coming back to San Francisco when the time is right and theyre able to. Very exciting stuff and you are scratching the surface of the potential here. Its cool. Thank you. Anymore commissioner comments . I just want to say im so impressed that you guys raised 300,000 in the last six months. And were able to be have a grantmaking organization for a lot of folks who work in this industry. Fundraising is generally something that people are afraid of and are just not good at and at the end of the day, you know, when we are creating these spaces for people to come together and we bring down the barriers for people to come together, you end up kind of falling in love, you know, and that courtship happens and the money comes and volunteers come and the network comes and you guys are kind of at the forefront of a movement right now so i just want to say thank you and i appreciate that you guys are here presenting for our commission. The majority of the donations like 240,000, i believe or so, came from individuals in our Community Supporting each other and the rest came from corporate and some grants. That was overwhelming for me like the level and the commitment and the generosity of people that take care of their own. I just wanted to mention that. Do any commissioners have anything they want to mention or say . I just have a couple thoughts. First of all, this is awesome and you guys have done such an incredible job and so appreciative of it and its inspiring to watch this because weve seen a lot of groups that have had difficulty thats havent had this success that you have. To raise that a lo amount of mos extraordinary so congratulations and i would love if you could help me in a couple of things that im doing to help raise that money for other things were working on. [laughter] i heard a few things that i just want to mention that we should focus on or at least just put a little check mark next to. The first is that it does appear that likely soon we will have someway of having entertainment out doors in the shared Spaces Program. Were hoping that very much. We cant make announcements yet but wore hoping that will be a possibility and the potential for having queer night life to be a major participant and driver of that is very, very high and i think it just is a great synergy and we heard about the desire to try to operate in the city parks and outside that thats where things have gotten sticky and ive been saying that since day one on the commission, day one of covid is that we cant be inside tell us how to do this outside and i will say this, ill say that the department of publichealth, theyve done an incredible job of keeping the numbers down in San Francisco and its not an even excuse but a reason to leave their homes. I could be wrong on that because, i havent spoken to them and we tried to we asked them multiple times to come and talk to us at the commission and they didnt write us back so we dont know exactly. Im just kind of reading the tea leaves a little bit. Its difficult i think, to convince the people to feel like the numbers matter over the covid19 numbers matter more than anything over the Mental Health our social interactions and all these things which need to just be put in their minds, just be put on hold. So i hope that we can find i hope we can meet them and find out ways because i think theres missed opportunities and i think the attitude of the people shouldnt leave their homes and it may be a little extreme and people may be able to leave from their homes and to go and have gatherings to go and have small gatherings with queer night life performers and non arrow sol spreading instruments, et cetera. So i hope that we can find a way to reach them on that and im very, very open to having that conversation but i also think that we need to be realistic and it seems that until theres a vaccine, that the more extreme approach seems to be the one that is dominating the the city right now. And that has to do with parks and public hand and everywhere and i really hope we can we care deeply about night life, queer night life is one of the main pillars that our city stands on and we know that and this body represents that and we want that to be major but without advocacy what we can do and its going to be hard to make that argument. So i just want to make that point and this is incredible what youve done. I really want to followup and learn about the other groups and the independent sun you Alliance Comes to mind and i dont know if anybody has anything before we go to Public Comment. Maybe commissioner thomas if theres final thoughts and you were instrumental in this. Its clear from the commission perspective like were enthusiastic about figuring out how to support the queer night Life Community and that includes the people who work in it and the people who attend events, the people who create and promote events and the people who aren ven use throughout the bred of it and i hope that my fellow commissioners are able to attend some of the Community Talks and that the Queer Night Life Fund is doing because you will find them really informative in terms of sort of our role as understand what is is happening in the night Life Community as well as joining the listening and the quarantine and dance parties and contribute as you can but mostly just thank you to the commission and the staff for making the time on the agenda and im impressed with him from the beginning and you know, im happy to have been able to contribute and support them so thank you all and definitely read through the report they put together because i think its really one of the best examples of a report from a Community Event id seen. I am a event producer and inaudible and the 2020 leadership sf program of the chamber of commerce and id like to touch on a couple of points. The first one is a inaudible for a couple of reasons and over all Mental Health and wellbeing of society and they need other Human Interaction and it helps to boost the Small Business in San Francisco. So Small Businesses have taken the biggest hit during this entire thing and entertainment is one of the easy 69t easiest o bring people in. You guys are going back and fourth over how to regulate entertainment and outdoor shows. So i just wanted to point out from a comedy perspective, that a stand up comedy show is very similar to the experience of going to a restaurant. Everyone just sits spaced out at their table facing forward and the only difference is theres a person at the front of the room with a microphone so i with like to encourage you not to attempt to over regulate entertainment with the restaurant regulations because physically its a very similar experience. The last thing i wanted to bring up is the whole idea of people not being able to leave their homes and saying maybe theres ways that people with leave their house and have gatherings safely and i wanted to let you know if things are not regulated theres still an entertainment underground and people have been performing life for six plus months in a safe environment and so even you have be regulated its going to exist because its part of humanity and in those out of that outdoor under Ground Community not one person has gotten sick. As we move forward to reopening, some of the stuff that ben was saying earlier its important for us to continue to engage with the department of publichealth around how to move forward responsibly and also in ways that create opportunities for folks. I dont think i know anything thats not been reported in the papers, sorry. Just sit tight, you know. Cross our fingers, you know. Cross your fingers and wear your masks and keep everyone safe. The more we can keep everyone safe, the sooner well b well e to open up. Very true. Any other commissioners . Comments. I just had one thing to mention. First of all, thank god that the air is nice enough to broth bree thing. I would like to put that on the Public Record that im happy about that. A couple weeks ago, the board of supervisors voted on a budget for the city of San Francisco and i think this is worth mentioning. There are short falls in the budget and its a tough position to be in but its worth mentioning that in the budget, it was kind of i dont want to say bragged about but put fourth that the city has not made any layoffs to the Public Sector and in that same budget, they voted to go through with, i believe its over 250 million of raises for Public Sector employees which is great for Public Sector employees. I also want to mention that in that budget for Small Businesses in San Francisco, whether its night life or bars that have djs or restaurants that have bands, that same budget had literally zero dollars of relief and in that same period of time the private sector lost 200,000 jobs. The left estimate. And i dont think this is an indictment of anybody individually on the board. They had to make tough decisions. I also think that it bears mentioning that the budget, i think, represents the strength of the organization of the different groups that were speaking with them and i want to just say out loud that i think that the Small Business Community Needs to get much better organized and get a seat at the table and the Entertainment Community is very, very, very much a part of that. And everything is wrapped together because this budget represents the priorities of the board itself and again, this is not im not upset but theres a lot of room to get more organized and i hope that all of the groups out there will get on their horses and make sure that entertainment and Small Business in San Francisco is worth fighting four and the board of supervisors and the leaders we have prioritized. Supervisor mandelman thank you, vice chair safai, and supervisor preston, and chair peskin if you can hear this. This ordinary an is anoth ordinance is another step towards towards a safer San Francisco. Last fall, this board passed the electric preference ordinance which requires building to s buildings to compensate for their natural gas emissions by requiring higher construction rates. Natural gas is the second largest source of Greenhouse Gas in San Francisco behind transportation emissions. We can see where our beautiful green planet is headed, and we do not like it. I believe we must take every opportunity we can to change direction, and today, we have before you one such opportunity. Natural gas is also a major health and safety hazard. This month marks the tenyear anniversary of the gas explosion in san bruno that killed eight people and destroyed virtually an entire neighborhood. Last year, a gas line ruptured on geary boulevard that destroyed several buildings still sitting empty today. Just last month, a gas explosion in a Baltimore Neighborhood killed two people and injured several others. In california, there are there is more than one gas leak or emergency reported every minute, and then, of course, we know that in california, natural gas poses an even bigger risk. Half of all the fires in the loma prieta were because of gas explosions. By comparison, Electricity Service can be restored very quickly, making us resilient in the face of future emergencies, as well. Natural gas is also bad for our health. When used in our buildings and homes, it increased the risk of respiratory and cardiovascular disease, as well as carbon die objection ice exposure. Seniors with gas ranges and restaurant workers in hot kitchens are at higher risk of injuries due to gas and open flames, as well. So there are an abundance of reasons to quit natural gas, and at the very least, to require all electric construction for new residential and commercial buildings in San Francisco, starting with projects that file for permits going forward. The ordinance would allow buildings that have already submitted for permits to proceed, including under the electric preference requiremen requirements. This is a big change, but were living through a big moment, and now, i believe is the right take to at the same this step, and i believe we have to keep moving quickly to dekosh annize our lives howevannize decarbonize our lives whenever we can. I am convinced that all of this is not only doable but for protecting our city for future generations. Since hes back. Since i introduced the legislation in june, the ordinance has been thoroughly discussed for the Building Inspection Commission and the Environment Commission and has been reviewed in detail by d. B. I. And environment staff and has received recommendations by both commissions. In addition, d. B. I. Bulletin i want to thank the commissioners and especially president Angus Mccarthy as well as d. B. I. And department of environment as well as the dozens of san franciscans who participated and contributed their insight and passions through this project. Im sure well be hearing from many of you today, as well. Colleagues, before concluding, i want to put forward a couple of amendments based on recommendations received by the commission as well as community advocates. This includes a banning of natural gas for outside heating in new homes or buildings, and any building constructed must be wired as electric ready. With regard to some of the concerns i have heard about this lemgs lation, i think it is important for everyone to keep in mind that this
