Each application includes a staff report, a draft resolution, the application itself, and a case report and resolution from the planning department. The applications were submitted to planning on august 19 and heard by the Historic Preservation commission on september 16. Item 2a is ambiance. The business is a womens Boutique Store founded on haight street in 1973. They currently have three locations, with an office and warehouse on howard street. The stores are recognized by their branding of black and white storefronts and store bags. They specifically choose fashion pieces from many different recognizable brands and new and upandcoming designers. They are an iconic fashion destination in San Francisco and take pride in their exemplary customer service. They also support Community Events, fundraising, and private shopping parties with sales going to schools. The core feature tradition the business must maintain to stay on the business legacy registry is clothing two. Item 2 is farleys. The business is a coffee shop that opened on valentines day in 1989. It served as a Community Gathering spot following the 1989 loma prieta earthquake, leading to their motto, community in a cup. Two noteworthy events listed by farleys are the pet parade and safe coffee show. The business also gives local artists a space to showcase their art and continuously centers their business around creating a safe place to have Public Engagement and discussions. The core feature tradition the business must maintain is coffee shop. Item 2c is the gay, lesbian, bisexual, transgender historical society. The business is a Nonprofit Organization founded in 1985 and officially incorporated in 1986. The Glbt Historical Society focused on advanced public respect for the diverse genders and sexual identifies relates to lgbtq communities and their cultures. Since 1990, the organization has maintained a public reading room for his archives. It is one of the only museums in the world dedicated specifically to queer history and culture. The Glbt Historical Societys contributions have been well documented in books, articles, presentations, and scholarly work. Item 2d is san bruno supermark supermarket. The san Bruno Supermarket specializes in southeast and middle east Food Services that cannot be found at other markets or chain establishments. The owner manager is an active member of the Portola Community and has served as the cochair of the portola Business Development association. He is committed to maintain the market as a predominantly asian serving grocery, and the the core feature the business must maintain is grocery store. Item 2e, val de cole wines and spirits. Although the original owner and operating date are unknown, the business has been advertised in local newspapers since 1939, making it one of the oldest, if not the oldest existing wine and spirits store in San Francisco. Previously, it was named cole street liquor, and the business has continued to serve the community with no apparent lapse in opening in its history. The name change helped bring the name of cole valley to the neighborhood, which at the time was known as upper height. Val de cole may be organized around selling wine and spirits, but the soul of the store is the community it has helped foster and maintained throughout its 81plus years. The core feature the business must maintain is liquor store. All five businesses met the core criteria for appearing on the Small Business legacy registry. Were the owners ambiance, and we would like to thank the Small Business commission and the city of San Francisco for considering ambiance to be listed as a legacy business. Ambiance has been part of the San Francisco neighborhood since the early 1980s in the upper haight neighborhood. Ambiance stores are all in vintage neighborhood buildings, giving our storefronts the classic look of the city. Our summer warehouse had a rather unremarkable exterior, so about a decade ago, a famous local artist created a beautiful mural to give it s. F. Style. Ambiance is very well known and very well loved by many of the women of San Francisco and has won multiple awards in multiple publications over multiple years. Ambiance has received many requests over the years to open up a store in a different city, a different state, and even in a different country. Ambiance makes contributions to the community in various ways. We believe that education is the answer, so for the past 24 years, ambiance has had an ongoing relationship with San Franciscos schools to support San Francisco education and teachers. Any s. F. School that asks us receives a donation. We also supported schools by doing Fashion Shows and having fundraising shopping parties in the stores. After the santa rosa fires a couple of years ago, we organized a drive with our customers and collected truckloads of food and necessary items for the victims. We supported the firefighters annual toy drives, were involved in the merchants associations, and we love the city of San Francisco where we both live and work, and we are honored to achieve this important status. We believe that the three neighborhoods that we are in truly adds to the San Francisco. At our peak, we employed 98 staff and provided health and dental insurance and retirement for our employees, and our motto is, and remember, at ambiance, we really like you. Im so pleased to have this opportunity to speak in favor of the nomination of the Glbt Historical Society to the legacy business registry. Im the director of the society for nearly five years. Im a bay area resident, and ive been a resident of San Francisco since 1981. I regard my role at the Glbt Historical Society as a slum one. Im proud to build on the work of our founders to ensure that our diverse histories are preserved for future generations. Founded in San Francisco at the height of the aids pandemic, many of the original collection included papers and memorabilia of many thousands of bay area residents who died from that horrible disease, but weve expanded our programs to include a wide variety of [inaudible] and cultural preservation. So in the coming years, we plan to establish a new permanent facility to hows our archives and exhibitions in San Francisco. Our new home will be the first full scale Museum Dedicated to glbt in the united states. We plan to open our museum in the shortterm on a limited basis, and we open this city strengthens its support for the Legacy Program to help preserve the history of San Francisco. I moved to cole valley in 1977 from iran, and [inaudible] and i started working for jacob. I began showing a lot of interest in wine and participating in a lot of Wine Tastings and seminars. Wine was invented in iran in the city of shiraz or persia about 6,000 or 7,000 years ago. In 1975, the owner had purchased the store from an irish man and changed the name to val de cole and established the store in cole valley. As val de cole is open every day, even on holidays, and we have hundreds of different types of wines, spirits, and beers, from all over the world at different price points. Cole valley is a landfill that used to be a pond. I submitted some pictures from the early 1890s in the gardens. During the 1989 earthquake, we were slightly damaged, and i couldnt believe the support from the community. [inaudible] from seven or eight years ago until now. People like taking pictures even when they come in from outside, and they say they have not seen a place like this before, and they think val de cole is one of the most beautiful Liquor Stores that theyve ever seen. Just last night, just last friday night, some people, they just saw a movie it hasnt been out yet, but they were out shooting it. Gavin newsom used to live, like, three blocks away from the store thank you. Hello. My name is [inaudible] and id like to thank you for considering farleys and all the other businesses to become legacy businesses. Farleys is a coffee shop originally started by my father, roger hilliard, in 1989. Now, my wife amy and i run farleys much like the Community Gathering spot my father established almost 32 years ago. Its been much more than a coffee shop. Like our slogan, community in a cup, we are focused on hosting Community Events and plan on doing so once its safe to do so, including our two most popular events, the annual pet parade and fireworks show. Lastly, farleys became an early adopter of the pavement to Parks Program and has a very popular outdoor parklet that serves as a neighborhood spot to this day. I went to my first Poetry Reading in my life at farleys back in 1994, and ive been to it many, many times, and i love it. Its that community focal point. The big shoutout that i want to give, lgbt historical society. Ive actually gone back with them at least 20 years, and i really need to give some shoutouts to some people because if it wasnt for, in my opinion, these individuals, this museum wouldnt even be here. And the first one is susan striker, who is the former executive director. There was a newspaper article back in the early 2000s in the chronicle saying the museum was about to close, and they didnt have any funding. And out of all people who called me, the owner, scott seligman, said, can you call her . Weve got to save this museum, weve got to help them out. And i called blindly, and i talked to susan, and we all met and heard about how she did a lot to get this museum up and running. There are a couple of Board Members that ive gotten to know and i respect them tremendously for their research, and thats don and gerald. You two have done a lot to bring out lgbt history, and when i was head of the castro mer char merchants, and the milk movie came out, you were helped us in 2008 bring people to the community when the minimum being movie premiered. We have a great new executive director. Theres bumps in the road, and terry came in, and his dedication in trying to get a permanent home for it, and terrys done such a tremendous job in bringing this museum to the forefront, looking for a permanent home and bringing to life, you know, this very, very important piece of history not only to San Francisco but to the world. Congratulations, everybody, on this, and lgbt historical society, you know, lets have, you know, another couple hundred years here. Thank you. Thank you. Cynthia, commissioner huie, youre next. Congratulations, and thank you, everybody, for being able to operate so long and with such amount of strong representations. I wanted to highlight one business on here, ambiance. I come from a very long tenure in retail, and i am so happy to see a Clothing Store on this list. Clothing is something that gives people joy, and shows people that, like, they mean something to us, too. Thats something that ive learned about from clothing. Its not just about us, but its to show people that we care. Im hoping that well see more clothing retail in the city, but for you to be here, and for you to be here with such recognition and support from the community is wonderful, and i can attest that many of my friends and i have been in ambiance and bought many pieces there. Update and report on the office of Small Business and the Small Business assistance center, department programs, policy and legislative matters, announcements from the mayor, and announcements regarding Small Business activities. Discussion item. Thank you, commissioners. Good evening. I am just pull up my report for me to read. To provide you with some general updates from the office, to date, since march 16, the commission has services 3,017 businesses. As ive noted in the last couple meetings, weve started to the calls have reduced. That doesnt necessarily mean that need has reduced, but we are now getting more inquiries on opening a business, and so this is also taking a fair amount of the business counselors time because as ive mentioned in the past, we are dealing with departments who in the covid, are not available to the public. This is new not only for the business but for us and the city. What i do want to mention is that we have noted on the Small Business portal that letting businesses know to expect delays in the licensing of their processing and permitting time, and now, part of our challenge is with the now, with the department of building inspection, were all very aware of it, theyre very aware of it, but it is predominantly due to the covid19 where theres a limited number of businesses that they can engage with on a daily basis and deal with processing permit applications. So the request to be able to engage with d. B. I. , one needs to schedule an appointment, and appointments over the counter with plans, all the appointments that are available are scheduled out through the end of the year. So this will be something that our service, working with oewd and the department will be working on over the next few months as we sort of learn this new way of operating in these in these, you know, particular and extraordinary times. As youve received information from the office, and it has been highlighted in our eblast, the mayor did extend the Eviction Moratorium through september 30, which is wednesday. The governor issued an executive order last week that extends the statewide commercial Eviction Moratorium through the end of march 2021. We cannot as a city extend our moratorium until the state had extended theirs, so we are hoping that we will be having the city extend this moratorium in the next couple of days. With that with that, supervisor peskin and preston had also introduced legislation regarding with its not extending the moratorium, but extending some provisions around the moratorium to help businesses that were not able to pay their full or partial rent between march 16 and september 30, so we are waiting to see just sort of the direction of how things are going. Tomorrow at the board of supervisors, as a committee as a whole there is a hearing on the emergency ordinance that supervisor peskin and preston introduced around the eviction of commercial tenants, so well inform you about that as things continue to evolve around commercial moratoriums and protecting our businesses and commercial spaces. I also want to remind both the commission and the Business Community that the mayor has made an announcement around Indoor Dining and that could, you know, transpire, you know within the next couple of weeks, depending upon whether the governor transitions San Francisco from red to orange . Once that does happen, and once the mayor has and the Health Officer has declared a date of which Indoor Dining can take place, just a reminder that the thirdparty delivery cap fee will be lifted, so the mayors supplemental around the Third Party Delivery cap fee has clearly stated that it is in place until Indoor Dining is allowed. So once Indoor Dining is started, the third parties can go back to their normal operations . That said, supervisor peskin has you know, did introduce the thirdparty delivery fee legislation. The committee has heard it, but it has not yet been scheduled in committee, so well be keeping an eye out on that as to how and when, if it that legislation moves forward to, hopefully soon, leading to the announcement that Indoor Dining will be allowed. A few other legislative items that you have heard that the cb 3 process that you heard and recommended approval, again, the exemption for calle 24 exemption was added on that legislation. It actually went into effect today, so the benefits from that legislation except for the calle 24 special use district, businesses will now be able to take advantage of. The temporary waiver for the Business Registration and license fees that you heard a while back, that has not been scheduled yet. It has not been tabled, either, so well continue to keep you posted. The mandatory earthquake retrofit budget legislation passed out of the board of supervisors last week, so we expect the mayors signature sometime this week. And then, the temporary waivers for the permit fees for the cafe tables and chairs will have its second hearing at the board of supervisors tomorrow. And i just for clarify, i did hear it, and it was amended in committee to be retroactive to april 15. Originally, it was going to be it was going to be taking effect when the legislation passed. So those are some four updates in terms of legislation that you have heard. I do want to let you know for the october 26 meeting, we will be hearing an ordinance that supervisor mandelman has introduced in regards to in regards to the cannabis tax, so deferring it deferring the cannabis tax, so you will be hearing that, and i believe youve already received legislation in relationship to that. And then, to alert you that supervisor mandelman has also called for a hearing around Small Business rent relief, wanting to hear from oewd and o. S. B. On impacts that businesses are experiencing in relationship to rent challenges and ideas and what the city can do to assist. And the last thing, to just a reminder. Precovid, dominica had been working with supervisor ronens office to place massage under health services, so we have reengaged with the supervisors office, and dominica is working on that and hoping for introduction sometime within the next couple of months. So with that oh, i do have just have just one sort of technical thing that i do want to state, if we are reading the minutes, if we have multiple minutes, again, just to keep in mind for the translation that does happen for individuals who are not who are not able to hear us speak, its important that we readout each minute so that if there is a member of the deaf community, they are able to know what minutes we are referring to that you are approving. So with that, i will are there any questions that you have . I see commissioner adams first. Yeah. I just couple of things. Director dickendrizzi, i think youre starting to see activity in new businesses. Were starting to see new restaurants opening up in our neighborhood, believe it or not, recently. Im starting to see at some of our properties here in San Francisco, especially retail properties, and these are more mom and pops, i think people who are waiting for rent to come down or whatever. But it is encouraging to see and im seeing it on my end, you know, more activity now, that i havent seen in seven months, and all of a sudden, since labor day, im seeing activity. So i think thats a good sign, and i also think its a good sign that people who have been closed since march are starting to reopen. So lets keep our fingers is crossed that we can get fingers crossed that we can get somewhat back to normal. Thats it. Commissioner huie . I just have one question in regards to the same thing. What what type of businesses are you seeing, you know, opening right now or what type of calls have you been getting . I would say, which is most are in the food related, so some retail, some Food Services, but most food related, and which is not unusual, because food was also a top you know, the top kind of percentages of businesses that we engaged with precovid. I wanted to wait just to not seem to eager. [inaudible]. Thank you very much. So a couple of things. I wanted to encourage Small Businesses to continue to request for p. T. P. E. I know this last week, ive been continuing to distribute p. P. E. In the richmond district, and what ive been doing is just going door to door. I know we had, like, a signup sheet, but i think there are a population of businesses that are not connected to the merchants associations, so this is a great opportunity for the merchants associations or any peop business in general just to get them connected. I think this is a great idea, and i had no idea this was something that the city was providing. I think its a great excuse for us to go out and connect with people that may have been skeptical or less than eager to participate. So i appreciate all the different resources came together to make that possible for all of us. The other piece is the survey that were working on. I need some, i guess i was i dont know when this is appropriate or how this works in terms of, like, when we can actually discuss the pathway for the economic survey. I think everybody on this call kind of already knows that were working on an Economic Impact survey in partnership with a San Francisco state professor. Theyve been really laying a lot of framework to kind of understand what type of information is out there currently, what type of sector surveys are also available, and i think weve all received the census surveys. And understanding that on a national level, but understand is whats happening in San Francisco. And were really hoping that the survey can help guide us, you know, in our advocacy, in our business efforts here. So itll be a very direct survey, but i also feel, like, we do some direct input, and also, i would like to eventually put this on the agenda for us to be able to talk about it formally and have some time to be able to have discussion around it and have the backing of the commission on this. And i think another couple of pieces one is that we continue to have new agenda items, and im just hoping that we have some mechanism to kind of keep track of new agenda items that have been coming up. I know one in particular was that we wanted to have a group maybe an Advisory Group or somebody help us look at some of the existing legislation as we move into more equity conversations. So i just wanted to put that back out onto the radar and see if that can be somewhere on the radar so that we dont forget about it. And one other piece, since im since we have so much time, i thought i would bring up also, you know, as i was working on kind of generating ideas or talking to Small Business owners about different issues in the neighborhood, what kept coming up was really this idea of cleanliness around their corridors, around places that now have an increase in Outdoor Dining, and also in our public park and different public areas. And so, you know, i think somehow having some discussion around that. Id like to propose that, i dont know, maybe we have some sort of Movement Towards towards helping and supporting our neighborhood corridors and something very desk to be able to help lift the increase in, like, trash and things that are generated, just more outdoor eating, more Outdoor Dining, more people on the streets. I kept hearing that over and over again, and i think it would be something for the Economic Recovery Task force to report, just do something tangent for the merchant committee. I think thats the end of my commissioner report. Thank you, commissioner. Commissioner dooley . Youre on mute. I wanted to add to what commissioner huie was saying, which is as the north beach business association, we funded everyone to startup their outdoor areas. We paid for all the barricades, we took care of everything for them, and it was amazing, so many people didnt even know there was a merchants association, and now, we have at least 40 new members, and we decided to waive our membership fees for a whole for a year just so we could gather more folks in and, you know, no have them know were available to them and, you know, just try to keep moving forward in our neighborhood. North beach has become quite active again, and so theres a lot of people in the streets. And just a reminder to everyone, please, masks and social distancing. You know, i know everyones out, having a drink, enjoying themselves, but, you know, im just seeing too much of, you know, no masks, no social distancing. So lets just keep moving forward in opening everything up, and the best way to do that is with wearing that mask. Thank you. I know we talk about valencia street, but it was really nice to see whats happening in north beach. What youve done in north beach and the ambiance in north beach, its awesome. You go down in the day im in the office a couple of days a week, and i go on columbus, and its active. You activated it. What you started there resonates throughout the whole city. I see it in noe, i see it on valencia, and i know you were behind it, so i just want to give you a shoutout because i thought what you did there is great. And since commissioner huie, on the cleaniness stuff, i agree more needs to be done. One of the things that i would like to think about it, like, theres many neighborhoods that have c. B. D. S, you know, Community Benefits districts. So we do have the benefits of having extra people sweeping, cleaning, hosing down, steam cleaning, but thats only the neighborhoods where the landlords are paying for it. And i know, like, on clement street and other neighborhoods, we really should get that c. B. D. Concept going in other neighborhoods. And maybe we can have a special meeting or something just to encourage a lot of those neighborhoods that dont have c. B. D. S, you know, that will help those neighborhoods get that extra loving care. I know that portola has san bruno has a special assessment district but not a formal c. B. D. But Little Things help with that and help with the cleanup, especially with the Outdoor Dining, and im with you on that. [please stand by]. I think anything that we can do to try to glean some information and be able to ask some questions would be wonderful. Thats a great new business item. Any other comments on this item . I have something to say, but i want to let okay. I just want to say im looking forward to hearing a presentation from the latin kansas cilatinx covid task force.
