This includes the blueprint document the 6 Party Memorandum of understanding agreement. Which lays out how all am agency Work Together through the Implementation Phase of the project and tjpa consider the funding applications to Transit Administration new startings program and seek a positive rating in the white house budget next year. Well is a lot of work. Filling occupant the project local mapless at the state and region. The significance of this accomplishment by the tjpa, caltrain and Transportation Authority efforts of our agency ltd. S. Our rail Program Manager and our executive director tilly chang working with city staff and the High Speed Rail Authority. This approach was the outcome of the peer review of the project 3 years ago adopted under the Transportation Authority chair supervisor peskin cooperate to bolster capacity and yielded good results so far. Megaprojects are challenging and we want to apply Lessons Learned to the project and others for San Francisco. Which is why im pleased see and looking forward to our transportation project study on todays agenda of the we implement our prop well Sales Tax Program come leverage historic levels of funding. It is important we improve our project delivery using principles and models that came before. This morning im pleased to start my report with an update from the state level am the California Transportation Commission approved 5 Million Dollars in local partnership Incentive Funds for San Francisco. The june 23 meeting. This is Incentive Fund to reward San Francisco for passing prop l last fall. Thank you to the body and voters. They are one time fund and wills be supplementing formula fupdzs that will be receiving from the lpp program 3. 44 million that is 8 Million Dollars worth of lpp funding. Well bring local priorities to you later this fiscal year to program the funds. Am at the state level there was part of the transportation trailer bill the governor sign third degree month a provision i wanted update you on reduce costs for protect delivery with cal trance. Senate bill 125, upon sponsored by the self help coalition which i chair director costs recovery rate to 10 of projects. And this recognizes partnership with cal trans and sales tax agencies our leading project on yerba buena island. Thank you to the count and he cal tran and legislator for that helpful bill. Next. Once this expansion occurs zeal 27 approaches at 21 intersections and mt assay theys result in the 56 drop in injury collisions from red light running the 15 years with 97 and 2022. Sorry. Also. In months this body at the board of supervisors has taken the important steps to improving capitol project deliver in prosecute board opted a civil grand jury recommendation the biggest construction protects dont do to less qualified bidders due to lowest bid. We took a step to improve contracting processes lowering costs up to 20 and saving tax payers millions a year. Our work to [inaudible] on time and budget continues. Todays report also come a critical mobile home we implement our prop well Sales Tax Program and historic levels of infrastructure funding i and recommendations from staff and the next steps thed registration and the board take to get future transit projects done right. I want to thank commissioner supervisor peskin for leadership in calling for the work and Mayors Office and city report directors and staff to participate. Thank our prior deputy for capitol protects eric cordova lead the Transportation Authority now over seen by carl homelessness. And with that, deputy direct homelessness. Take it away thank you, chair mandelman. Carl homelessness. Deputy direct capitol projects and i want to echo chair mandelmans acknowledgment of cordova who lead this effort and the current, cystant Deputy Director wadman who was instrumental in the process. I i take this presentation with great joy. Even though i was not part of the effort in getting this to the point. It is something this is near and dear to my heart with 30 Years Experience in projects in delivery. On the contractor side or owner side. Or in the over site realm as well. This point we could share the presentation. And if we can go to the next slide. So, the purpose of this presentation is to share what was learns in the effort as well as when we want to focus on going forward. Recommendations for this body and the public and the other San Francisco departments. This is talking with contractors is they put a 10 premium on their bid when is they do business in San Francisco. That is something we had not take lightly. In regards to trying to find ways to not only harass that spirit in getting contractors to bid on work but also with that competitive spirit allow for the price of pressure to be reduced. Next slide. Objectives in this effort uncover barriers of capitol project deliver. Identify process in policy improvement opportunities. Increase communication and collaboration with project partners and the public and improve measurement and, countability. Now this was focused on large projects complex projects. Or high risk project its is not every project. But it is looking at the projects that likely get, lot of exposure amongst our various City Departments. Or in the mead enthusiasm or in the project engineering and construction industry. Next slide. So, we could not do this alone. It took multiple agencies, organizations. Group in in order to make this happen. And making this meaning coming up with the collective study. And recommendations and findings. And so i want to thank all of the organizations that are listed ranging from this board and the Mayors Office. City add Administrators Office to public works, mta and puc. There were 2 groups that were part of this effort. A round table consisting of then individuals. All throughout the organizations and then there was a management working group, which consisted of over 21 individuals. We look at the organizations that are listed i wanted give highlight on the number of individual this is put time and effort in not only giving guidance but putting hours and months of effort into getting you to this point. Next slide. So the approach started with that executive round table quick off short low after this board issued the directives. And then consisted of multiple work shops, surveys. There were 3 workshops this were highlighted. But the approach was to look at case studies and, projects to try to garth up Lessons Learned. And translating that to common themes. There was a capitol project survey. And there was also surveys in third Party Interviews amongst the different organizations but also with certain individuals that might have had positions with the city in the past. Then, after all of that collaboration the effort was translateed recommendations, which you have seen in the in the packet and we will provide in our draft report. Next slide. So some of the case studies and initiatives occurring in the past. You see them on the slide. There are 4 that are highlightd and then there is a couple of others that are listed on the slide. One is the van ness avenue brt Lessons Learned and the focus of that was to look at utility investigations. That are needed in order to make sure there is good knowledge when unforeseen utilities are encounterd and how to handle them to reduce delay costs and Risk Management over all be cannot be emphasized on any project. Risk is often 4 letter word andune considered to be a fearful 4 letter word if you say risk. People think of you are trying to be a nay say and trying to think of a negative perspective on a project f. You dont identify the prick and manage it, when things go wrong, it the prize factor usually increases the time it makes to make decisions increasing the cost of a project. Risk management cannot be lie lighted must have. Second the delivering of exceptional projects out of the San Francisco interinitial airport. They focused on trying to utilize the expertise of Industry Experts in the private sector. The sfmta cap tom programs audit focused on stake holder collaborations. And i will say the same for the San Francisco partnering field guide, a theme was collaborative partnering and team building. The additional documents that are listed there, the first related dtx is the peer review study that combreelded the result of the current mou chair mandelman upon referenced a clan ragdz of 6 agencies and i will say more about that later in this presentation. The last 2 were surveys done one was specific low to contractors. And that is where we heard from them about the 10 premium they accomplice on bids doing business in San Francisco and then the last is the staff Partner Survey brought up the theme of collaboration. Next slide. Key points from the workshop and survey in our areas of improvement. There is the hiring of stamp timely hiring of staff. But it it is also the retention and training of staff. So that we can make sure that projects have the right individuals this are leading the projects that are supporting the projects and that that training should be continued throughout their career at the respective organizations. Coordination with stake holders starting at preconstruction phase. It is often projects will send out red alerts of needing assistance on issues from different departments and it is easy to say that you reached out to a certain City Department for help. But if you not allowing the department to get and look at that the risks are. So they are not surprised when the project issue occurs, you are increasing the risk of not getting their bein and getting the right individuals to help support the projects. Again, having this stake holder collaborate rigz occur during the preconstruction phase and getting them on board so that when construction is starting and you have crews that are on the ground, if a delay should occur this is when the hour low cost of a delay is significant. If you are able to handle things at preconstruction phase it is you will find the costs will be reduced. Um go to the next slide. Insights from executive leadership. It is in the the individuals on the projects but making sure that off the respective departments hear from their executive directors and leaders that the importance of it. They as one city family we are doing the right thing by for all of our projects to make sure that problems get solve the quickly. Another area of this on this slide is there was the am if the office that allowed for colocation of staff and,llowed staff from different departments focused on the project and less on the individual departments for the sake of the project. I adopt to highlight there were 2 individuals that were also interviewed and getting leadership one ed herrington. And rudy knockenberg former stele city add administrator. Key findings . One stream lining the Decision Making process. 2, provide additional training for project managers. 3, expand access to project management tool and software. 3 accel rit hiring of staff. 4k cellerate hiring of project needed staff. And 5, improve collaborative risk identification. Next slide. Our recommendations and we have 5 of them. One is establish cap tam to the management offers. Strengthen the construction process submitting process. And invest in rightofway and utility investigation programs. Expand departmental risk rerues and management. And facilitate structured collaborative partnering. Next slide. This project Management Office concept. The key functions are looking how we standardize our design qualities. A 35 design, making sure it is clear amongst department when is is expected the each phase of design. Also enabling the Decision Making to happen throughout that process. So that if we are asking diameters to be involved you want to make sure they are being heard and they are comments are addressed. We also i will share some of the Pilot Program them with some suggested projects for the future. Next slide. The case study project examples focused on the dtx and the mou that was established. There is also the sfo partner model and geary phase one. Geary phase one is a small are project but a lot. Good things that happened with the lopbard project, thenth avenue and taraval light rail a. A lot of good credit this should be shared with this group. Not just looking at problems but looking at had went well. And then potential projects for the Pilot Program are the dtx in delivery phase x. There is an effort to look at the next phase governing structure for this project. And better market street. And then other future large complex departmental projects. Next slide. This san example of what consists today in dtx with the structure. You see at the top, there are 6 organizations that are part of the project. Delivering it however it is important the 6 departments Work Together in order to ensure a successful project. I will go to the bottom of this structure and you will see this tgpa the driver of the project. Cta responsible for the plan and funding. And then we have listed other project to the right that can feed in or integrate with the delivery of the dpx project. Measures of success this we strive for are higher degree of on tien and on budget progress. As well as good quality good quality from a bhig picture making sure there is in rework after if sillities are improved or constructed. And improving the collaboration amongst all the departments and again manage that happens early and this it also has to be managed and continued throughout the life of the project. All of that can decrease the number of change order and cost change order this is projects sprjs. And then being more open to sharing out of project risks and not only the identification phase but continuous management of risks along the way. This concludes the presentation and i will turn it become to chair mandelman. I will say, one, when are we doing now . Even on our west side bridges project we had i partnering effort this past friday and i want to acknowledge the City Department this is showed up. Had San Francisco public works and sudden front mta and we had puc. And they did not have one individual from each they had multiple vsed in person partnering effort that occurred at our office. I want to give a shout out to the departments. And i will say that the factor on this project. Will not just what is on the slide recent as a few days ago. I wents contractor was paying attention how we are going to Work Together and so at least we model that at the table and look forward to the work with them on that project and others. Thank you. Thank you. Director homelessness. Commissioner chan thank you, i think my question is when you suggest recommendation. I have a series of questions. When you suggest this one recommendation have capitol project Management Office, could you e will beerate. Current structure as a city other than transportation projects peeking capitol improve am project. Especially larger scales. Typically they would go through the d. Public works and they go through sort of this cost estimate and scope work and determination of contingance and he budget. And so are you saying that we should have a different direction and establish a new capitol project Management Office . And instead of the existing model or saying in the existing structure we have as a city we should clarifying we have a cap fol project Management Office . I would say more of the clarifying. And its k can be useful when different departments are trying to solve a problem on any given project. So if an ct aproject wont finds a utility we cant understands when it is or not shown on the drawings not in as builts no oneness. How do we make sure to roach out to whether puc or if it is public works. Making sure we understand who to go to if a decision need to bes made on what to do with that utility. Then we need to and there is a disagreement in a decision. We need a body this can over see that process this is what our recommendation is. More of i clarifying. Not to take projects, way from different departments but to allow for a smoother collaborative effort with projects. As they are delivered. And i think one recommendation which is strength and Construction Costs. Challenge now and i pol make are not a person when have been doing this for 3 decades and e mersing in the construction process. I think for pus often time we have staff come before us and now is the amendments of existing contract. Because the scope of work change and often time we near a position we dont have expertise and make those decision. And we want to ask those questions and often time it seems it is difficult to determine a few things. One is the scope of the work this was determined original low. And then why is not at that time. How do we make sure in the Construction Cost estimate process they have a clear decisionmaking process that is also not only objective over site and accountability and transparency between contingency budget and change orders. Often time this is my question. If we are understand we have i clear scope of project. And we know what it is about, i understand that you know the bidding process in San Francisco with the lowest bid is makes it more difficult. And seems like we create a pull for change order its in in long the way and we like hurt ourselves along the way with our budget and therefore our project and cannot be on budget. Through your sxeflgz your recommendation, how do we make sure we are clear with putting together a percentage of contingency budget and i think we could and should anticipate change orders im not saying we cannot have change orders how do we tell the deference with a reasonable cost estimate and reasonable change orders versus this is the moment i know the policy maker we should say, no and figure out where did we go wrong and where does accountability come in. I will attempt to answer and feel free. In regards to estimating. The and change orders. And as you mentioned change orders are going to happen on projects. How do you manage it to where you get the most bank for budge you are guesting the work that is necessary to complete the project done. But you are getting it at a fair process. Thats where it is important the inspect estimate done by owner is reliable. So this mate is used as often times a negotiating tool to try to reduce the price of the actual work. When both sides are at odds or really far apart on numbers sometimes you have to get the work done and electronic it hourly basis and that way you are holding the contractor accountable for what is the trough cost of the work. You dont the a math debit on the value of an effort if it will cost more to not dot work later. You nine mine as well dot work if you have a way to manage it using the estimates and sometimes having not one but it is a second estimate to help the costs. The way the market is today, i have found that some estimators are quick to say tell cost this much more as an estimator this person also is being held, counselability. So, if the person is providing an estimate and they are way off. The next mate is higher they dont want to be looked upon you dont know how to mate a project this is role or a scope of work that is real. We have to try to put that pressure back on the Mary Lou Retton to not just have your next be higher but give your best estimate and a second estimate can be good. And thats manage this is i Good Practice organizations are starting to do. That cost of a second estimate is minimal compared to the value of the work. And i will ask. Looks like director chang is jumping out of her seat. So. I had to carls excellent answer. Refers back to questions earlier the cpmo office the practice is carl mentioned are right the idea of a cpmo court nayed Management Office is to standardsize that prg practice. Some agencies are doing it. On the regular others are now starting to experiment with the project mechanisms. Or that can be the use of a change management board. The slam of a certain size men a peer review of the organization this is might have decision rights wh we saw that and implementd that for electronicification. It is in the governors report for dtx a side body of senior people empowered review changes. Claims and of a certain size and threshold before you go to the board. Have you lots of tool and mechanisms. Everybody struggles with the same problem. The question is how do you manage it and bring peer review and costmation and those Standard Practice its is in the one Agency Versus another had you have 3 on the same project they have a common base for the practice. I understands. This previously the Controllers Office issued a report this is sfmta in terms of management of capitol project that give a specific threshold of 100 Million Dollars and more. We start to see a break down in cracks in terms of the construction contract management over 100 million for sfmta in the city and county of San Francisco, we see that there is a problems like arrive with how do you manage the construction projects. That kinds of guess back to trying to again understand upon the recommendation of the capitol Management Office. The department of public works function nothing that role for the city of San Francisco for a time. It is almost a standard if you have work on capitol project in San Francisco you will than the public works always tell you if you come xup they assist you through the process. Cost mates soft and hard costs and either 1 you put in 10 of contingency for each. But when we have found may be that the design work for 10 works time and time again what when we see that project are over a certain threshold that does not commode a problem with change orders and men other things to follow. I wanted help me understand. About the recommendations which i appreciate. I think that this is for one i hope autopsy all of us who dont do this daily to understand and when these decision contract coming before us and we have to vote on it the question is we need to ask. And understand. At this moment i you know kinds ofmented see how it does play out. With cost estimates and change orders down the road. Thank you. Thank you. Im grateful for the work of upper who participated in this effort. I think we have been aware on the Transportation Authority side about this. Really in some ways the executives will have to grapple with the issues. And im hopeful they will do this. And and anticipate that they approximately be announcing something soon, perhaps today to try to build on this work and think about whether or not there are ways to address the problem San Francisco having thisment scattered scylloed set of agency and departments that share responsibility dont coordinate well. There were some Public Health experts who are pretty progressive for their time thought that by providing std diagnosis and treatmentsex workers that we might be able to get a handle on std rates in San Francisco. When youre at the clinic youre going to wait with whoever else is able to register at the front desk first. After you register your seat in the waiting room and wait to be seen. After you are called you come to the back and meet with a Healthcare Provider can we determine what kind of testing to do, what samples to collect what medication somebody might need. Plus prophylactics is an hiv prevention method highly effective it involves folks taking a daily pill to prevent hiv. Recommended both by the cdc, center for Disease Control and prevention, as well as fight sf dph, two individuals clients were elevated risk for hiv. A small percent about 1 of our clients, identify as transgender. We ask at the front for 25 fee for services but we dont turn anyone away for funds. We also work with outside its going out so any amount people can pay we will be happy to accept. I get casted for a pap smear and i also informed the contraceptive method. Accessibility to the clinic was very easy. You can just walk in and talk to a registration staff. I feel im taken care of and im been supportive. Then we have a few test we do run on site. So those would be pregnancy test, hiv rapid test, and hepatitis b rapid test. People get those results the same day of their visit. I think its important for transgender, gender neutral people to understand this is the most confidence, the most comfortable and the most knowledgeable place that you can come to. Onsite we have condoms as well as depoprovera which is also known as [inaudible] shot. We can prescribe other forms of contraception. Pills, a patch and rain. We provide pap smears to women who are uninsured in San Francisco residents or, to women who are enrolled in a statefunded program called family pack. Pap smears are the recommendationrecommended Screening Test for monitoring for early signs of cervical cancer. We do have a fair amount of our own stuff the day of his we can try to get answers for folks while they are here. Whenever we have that as an option we like to do that obviously to get some diagnosed and treated on the same day as we can. In terms of how many people were able to see in a day, we say roughly 100 people. If people are very brief and straightforward visits, we can sternly see 100, maybe a little more. We might be understaffed that they would have a little complicated visits we might not see as many folks. So if we reach our target number of 100 patients early in the day we may close our doors early for droppings. To my best advice to be senior is get here early.
