The property improved with 2 story wood framed School Building from 188 in italian style by charles delvin working as the chief architect of the archdiocese. San francisco. It was used as a church for the st. Charles perish and used as a school in 1895. It is believed to be one of the only remaining wood framed School Building in San Francisco. 2019 school became occupying this and another property at 741 south van ness socialitied with the complex to serve k8 grade and representative to [inaudible] i will allow them to elaborate more on their history and the project and the over all development of the campus 18th and south van ness intersection. The proposal before you would not alter the st. Charles building but merge the 2 lots. Demo 3 portable class rooms on the site and construct a new 4 story, 20, 370 square foot School Building and rehab and expand the existing play yard. New building reserve space for a mural on the west wall and st. Charles improved with now safety lighting but learningly untouched. Portions of the new building and play yard will encroach on the large are lot the wrn that contains st. Charles school and carries the landmark the project requires review. You may be wondering why we are reviewing a project that does not impact the landmark much. And thats why. On february 5, 2020 the review committee arc reviewed. The notes should have been included in your report this week and the project has been revised in the following ways in response to the comments that we are put forward by the arc. In addition to the current scopes of work the proposal included a foot bridge connecting the new building to vein Charles School that eliminated. And new circulation core at the rear of the lands mark building was proposed previously and eliminated. And finally, the felony registration pattern of the east facade of the new building the one that faces st. Charles school, was regularized to be compatible with st. Charles. In addition to the certificate of appropriateness today the project will require a cu authorization of a planned Unit Development from Planning Commission in order to expand the school use in a Residential District and modify planning code requirements forric bicycle ping and rear yards. The department has received 105 letters of support for the project. And no letters in opposition over the 4 years we have been reviewing t. The team conducted community out roach to inform niches and the mission community. And changes over the past years. Hosted meetings within the communities including in february and august of 2019 and march of this year. The sponsor team hosted meetings and maintained communication with representatives from local Community Groups including united save the mission. And well tino cultural district. In addition to meetings the sponsor in regular voluntary communication with the residential neighbors to notify them of School Events maintenance, operations and other events irrelevant voluntary to properties. Given the light touch on the land mark building and Compatible Design staff is determined the work will be in conformance with requirement in article 10 of the planning code and the secretary of intearior standardses and recommending approval with the following conscience. First the school provide to planning staff product information for the out door lighting system. Including but not limited to methods of attachment prior to permit issuance. And this the experience update Planning Department staff regarding the mural artist information. Subject and final location prior to permit issuance may be applied without entitlements from this commission. If you are in reggio you hear that they look at the environment as the third teacher well is a connection with architecture, design and the ped gongy we teach our students when the spaces are built for children and their learning. We have over 30 language in our schools. And we offer a Global International education. Reggio accessibility making education available and commit anded invested in our sliding scale tuition 30 of families rely o. Of we are active locally and globalally. Safety issues with many 62ings in the mission though sfusd and other schools. Currently i think the numbers are 8. And we are in active conversations with neighborhood and community organizations. Monica mentioned one of the piece of collaboration was incorporating a prominent mural after conversations at the suggestion of a community group. We look at not only a home for students and resource for the community and open the facilities for evans, lect urs and et cetera. We found our home in the mission in 2018. And we chose our location in mission the vibrant heritage and become fwrund it shares near to our heart especially the i talityians among us. We are proposing no new car parking but 50 ash bike park. It amazed me on the board every month to hear how the Board Members the Architect Team as well as the contractors met. Not once a week but 23 times a week and the detail that they go over. Seeing all of the presentations you saw one i seen may be 10. The level of detail we go into with regards to the new building i think will help the mission. Also help the children in their learning. The Elementary School was fair mount 2 blocks away from the house my mother was raising 3 kids me and my 2 sisters. It was walking distance and safe. Anyway, after that, we moved to 640 south van ness at 17th. And then we got bused francis drake. Bayview. What a fiasco victim of violence, harassment. Discrimination had to drop out of school. I ended up on central latino. A Freedom School and there making mosaics not an education. I ended up james like a good school they had shop. Mission district mostly. You know. And i ended up at balboa. I this being a union job is an excellent opportunity for the city and the union. Thank you. No additional members of public in the chambers coming forward. But also emily pointed out. Respectful of the existing Historic Building. The new development will continue to revitalize the presence of the school as it grows and when st. I wanted ask about the glazing on the front facade. Street facing. And my first immregz was of that being the south face is exposure to the sun is like that in the west side the primary facades to be exposed. And surprised me i expected the east face to be the grazed side to defer to the our see the Historic Building on that side. And i know you have your reasoning. And the other aspect of glazing on the front facade it is so different from the rest of the buildings and i wish i could see the larger scape of that street. To understand scale and that. So will type of glazing and the coloration. Are think distracts from the historical building. I want to understand where that is coming from if you can explain a bit . There is a desire for openness and welcome to the street. Transparency and daylight. So i know person peegs of the reggio curriculum that connection to nature and the out doors special daylight are important. So, too is the element of play. Im not an exert in reggio this is my first exposure. Play and you and fun are important to the ideas the color newscast glazing are meant to display that and incorporate that for the commissioner coming and the public in general. I think all of those elements and if you look at italian architecture the spiff in reggio their work has the same elements. Thats when you see the building those are the things coming through. I think one of the things that is xoit to me about that is the r. And vertical activation. When you pass by on the street look nothing the building i think you will see the life of the school. Sdpi think this will be a lovely addition to the street scape. In terms of the over all where the glazing is. I know there is a sense of manage in the school and moving through it and the daylight passing through in that direction and thats where the inside there is glass in the class there is a fence of light and daylight throughout. And so this is part of how the building was conreceived. And i think the ability of the building in its design to address st. Char in a way that is additional on what east facade the more punched opening that relate to the pattern is an advantage from historic stand point. We put the glazing where we get the sense of transparency and the east it is more deferial. It helps. And i think as far as conditions for staff to you know review materials, i would consider the glazing as you know weather when you are on the south you make it darker or reflective. Want to make sure it does not distract from that street scape that the Historic Building is of so i would be curious whether dark or shiny or reflect 55 that and that the coloration the slats they are. Right . What they are made of and how reflective they are. Those things. Okay you want mow to speak now. Sure. I think in terms of darkness versus lightness as much transparency the energy code governs that in the actual glazing specification. The colors are specific school colors. In terms of the shine knows of the paint i think we default to a matt as we can find it is a paints louver. What is material of the facades the solid facades . Stucco. Stucco with a rekosovoed pattern and the idea is to credit a sense of texture almost as though it is out of tiles or bricks. But the plan is to credit having a sense of texture that is natural. Per your request we are bring you a broefoth cultural districts. You know this is has been an essential component of our efforts to address racial and social equity. A vehicle to get close to our communities to understand the contribution to the city more. And a way to understand their visions and expectations. Lead by the Mayors Office of housing and Community Development. We work closely with them. So we are present to youing today an over view of the program. Some of you modify not been familiar with the Cultural District Program this is in place in the city. We have [inaudible] from ocd. She is the Cultural District Program manager and on planning we are julia, who is the manager for will Community Development and engagement. Hope this is an informtive session and we can follow up with anymore in depth conversation as needed. Can you put the motorcycle row phone closer in thank you. Good afternoon im grace along with my colleague who is in the pink we are the Cultural District Program out of Mayors Office of house and commune development. We will provide you a brief over view of program. And share how the city supports the cultural districts to preserve their heritages. The program was established by board of supervisors in 2018 as a direct response to the gentification house nothing San Francisco and the recognition that the citys rich diversity is i part behalf makes San Francisco special. The program formalizes a partnership with the city and communities and brings resources to stabilize groups at risk of displacement. A place making and keeping initialive with a vision to preserve and prosecute mote community by supporting residents, legacy businesses, nun prefers. Community arts issue social practices and traditions. We are lucky this in november 2018, San Francisco voters passed prop e by 75 which provides a funning source for the districts program. A portion of the hotel tax revenue. The Program Legislation defines a district as a designated your embodies i uniquecum ral heritage. The areas contain a concentration of cultural and assets significant. Arts, services and businesses. And a significant portion of people who reside there or people who spend time are members of a Cultural Community or ethnic grouch there is a focus on communities. And ethnic groups that have been discriminated against. Displaced and oppressed. We have 10 formerly recognized cultural district in San Francisco, they are jap pan tan; latino in the mission and soma filipino, the transgender cultural district in the tenderloin. Lbgtq cultural district in soma. Africanamerican in the bayview. Lbgtq cultural district and American Indian in the mission. Sunset schein chinese and Pacific Islander cultural district in visitation valley. The program was establish in the 2018 we want to acknowledge that meant groups have been doing important Heritage Preservation and stabilization work before the start of the program. Cultural districts are supported in efforts because of how the program was designed and legislated. Each district has a board made up of members of the upon community who provides leadership and sets the vision for the district. A huge part of the cultural district and input and feedback on needs and solutions. Activities and progress on the Community Vision is carried out by dedicated staff. Below is a Steering Committee that works to achieve the share the vision. Court evercord nayed by Mayors Office and work with the office of economic and workforce development. Art commission and San Francisco planning. Each department sharing resources and expertise in the respective fields to support the realization of communities priorities. This program aims to empower the community to determine their economic and cultural and preservation priorities. It is a communities vision we are supporting and not a top down directive. O. The key part of the effort is to legitimize Street Vendors and the pregnant way to Small Business ownership of the africanamerican arts and culture to activate public spaces to celebrate their neighborhood, culture, community and highlight local artists the mural there is from the unvilling a now mural in the bay video you in october of 22. And the bottom of the Cultural Heritage work is a prior for many districts jeopardy an town cultural collaborating with spaek holders for redevelopment of the peace plaza to make it functional and flexible garthing space. One way what they increase cultural competency through filipino work of increasing appropriate service for filipino residents in soma. They work at lead exerts convene and ares collaborators to strengthen community. Part of their work each district is required complete a cultural History House and Economic Sustainability report. A Strategic Plan that provides a road map to commune stabilization. The report consists of 2 piece. One is a history and cultural legacy statement provides history and context of the community in San Francisco. And the other is a set of strategies for community stabilization. The stabilization strategies focus on 6 key policy areas. Im going to read them im going looning long. Cultural competency. Artings. Housing and tenant protections. Economic and workforce development. Land use and cultural Heritage Preservation. These strategies are developed through a robust press and coordination from the city to ensure feesability and alignment. This process requires review and sign off on strategies by each departments. And as of today im happy to report 2 of the cultural districts jeopardy an town have completed report and they have been approved by the board of supervisors and now those 2 districts are working to implement many and strategies in the reports and we continue to work with the other districts to get to that mile stone. And now im going to pass it to julia. Good afternoon. Im jowlia. Community engage am manager at Planning Department of and have the honor of working in coordinating with the program. Upon planning one of the 4 members of the city Steering Committee. We focus on stream lining resource communication. Policy support and making sure this place making prop that lifts up cultural presence and heritage is a shared language and visionary goal for all of the departments. We work on the chess report all i legislative mandate. We provide data and content to ocd and work on the city sections focusing on the Planning Department section. Highlight and author the major projects, area plan and other things that intersect with each district. Before participate with the Steering Committee in a lengthy press we review the strategies created out of a year and a half process. Facilitated by the district and the 4 departments work with the cultural district to address the ability of the Community Identified strategies and aline am with the department so we all work hand in hand to bring them to fruition. Since stranzificationing myself from ocd as the district manager and landing sf planning allowed mow the opportunity to further understand the first racial and social equity resolution this was passed by planning and understand how the district can synchronize and complement that effort. When we are done is created cultural district liaison. And we have a Planning Department staff person for each the districts so they have member to call and ask questions to. The sunset chinese district, fairly new, working on toup lift the Chinese Community voice through the Housing Element. And they are in the middle of mapping project and developing a sunset resource guide. The latina is per inship with plan and ocd on implementation. They received multiple grants from oewd to do mall business upon support had the pandemic hit and a lot of the districts could not gather or do events, they shifted direct resource and aid to the mounl. Not just in rental assistance but even entrepreneurial. The cultural district is close to if any the chess. And host monthly second saturdays art fairs. Item an town is one of the 2 cultural districts that has an approved chess they are working on implementing the strategies and our department is deep in partnership on the upgrades and improving accessibility. The transgender district, 7 initiatives that they are working on. The Accelerator Program and Income Program taken flight. And they have done amazing work. Focused and getting red. I think the Chinese Community. There is pockets and. And they think the the work hi are doing and there will be a lot of you have been crossing the boarders. Okay. Just to add for example in the case of the Housing Element. And the cultural district American IndianCommunity Issues are citywide. They were saying having fizzal anchor helps identify where the target investments. Specific as grace described and i platform to understand the communities throughout. Right. And then another question is i think there was some information on this but i wanted understand it better. How does a cultural district enengaged in religion to project in that district . Thats when jewelia has been building i liaison in plan for example each cultural district will help the planner dealing with any projects you might be getting the Planning Commission might be getting to coordinate with the district. So there is a vehicle of information this goes both ways if anybody in the districtments to know if there is a project or not, then the information goes directly to the planner who can scan the properties to see or the parties. Why are they notified of the projects this are coming to the department . And then going to the cultural district . Il hymen in a bit. I think a lot of the work in my former role. We did a lot of out roach. Development project and yes, julia and the team are building out a large are network for planning. 200 plus people with 90 projects across the city. We do recognize that one of them. Our staff are intuned with regular low going out and out roach with those groups and making sure nay both understand the project that is occur nothing their districts and have an opportunity to voice it. Part of i gloupa get notified. And then my last question suknow you had described crull ral districts areas with vulnerable populations susceptible to gentification. Is there one in the tenderloin and what are may be multiple . The transgender cultural district is in the tenderloin. And while each of the cultural districts has a focus on a Cultural Group or Ethnic Community the work they do helps lift up the vulnerable population in this area. If they are offering like covid Health Services not just for a population. Although that will is the general focus. It very well to lift up and empower those marginalized who could use xr supportful they were offering fentanyl testing . In was lbgtq . The castro and lbgtq cultural district throughout covid offering covid tests. Tenderloin has also a lot of drug activity. And vulnerable populations as well. Curious about that. I want to add i think all of overhaul departments approach is to attends per inship model fashion allow the community to lead. And so on the one hand we have a lot of work what we want to share with the district and also have to be an acknowledge that they are developing the agenda for when their Community Needs they may not want to know about the deck built or expansions and things. When we are doing now in building out internal mechanism identifying the top policy focus areas are. Then we have respond and give them the information this they want. It it is a bit of a mote in the middle strategy. I think this will work well. We dont want to overwhelm them and give them information this does not aline with their efforts. Why and all of this discussion is going to help the public to understand you know, when this is about as well. Thank you. Where one more thing on the tenderloin a number of healing,s. And that is i good example of how there is an intersection of multiple efforts the transgender cultural district is in the tenderloin in the tenderloin we have an effort and as you know planning has taken the lead on trying to address the challenges in the tenderloin the Emergency Response we had. So we have a coordination of the rares Community Upon group and networks and the cultural district is one of those player miss this over all process. They have been involve instead health, planning, housing and business strategies. Plain as julia said pacific role to support the community. Good to know. Thank you. Why commissioner wright, i just to stay on the area of the tenderloin. Is it possible for cultural districts to over lap . So if there is like a little sigh gone creating theiron district in the tenderloin. Now we have 2. I dont know how the program. Not presented but written in legislation it is in the encouraged. Does not say shall not over lap. It can over lap. But we dont encourage that. What happens if the need of a community are not met by the krult cultural district there now . It is feasible. Not precluded. They could decide to create their own district . Yes. Work with their supervisor and begin that process with the, yes. Thank you. Commissioner wright. I had a couple of questions just it seems like there is, let of over lap. With different efforts, departments and cultural district. Im curious with regard to the cultural districts what are like the h pc respondents or involve am. Seems like it is clear there are several indirect responsibilities this might come throughout Housing Element. Project reviews and context statements. Other things through the Planning Department. But are there direct upon responsibilities or other direct responsibilities this we should be thinking of in terms of reviews or other engagement . Sure i can address that and julia can help bolster. In general for most of the cultural districts you will see their mission over limited partners heavy low with a lot of the work the Preservation Team does on s footwork survey and the our work on Cultural Resource identification. Like the africanamerican context statement we are working closely with the alpha~ manamerican Arts District on the well tino statement we work with other groups coming out of the mission and Filipino Community to make sure we get you know good representation and as well as hear the Community Voice that needs to be heard in the documents. And i think a lot of what our approach isletly on our survey work and our Historic Context statements we want to capture Community Voice and the districts become a venue and avenue for centralizing that voice. Thats a bit on how the h pc involvement over laps with the district. Dm in general i will say than i dont have a regular role. As involved with the cultural districts. They work through the press reports and other documents that the city is requiring them to produce, the commission does not have a formal role in that process. But obviously a lot of our work if you look at a vin diagram over lap and it is helpful that one effort bowl sters the other. Thank you. And you know im just curious if it does make a lot of sense with with regard to the sf survey effort, too. I dont know, are is there an opportunity for that effort to advertise in their out roach to the communities that cultural districts are a thing not set in stone. There is room for now ones or creation of other ones. May be this is another one of the flyers or information passed to the mirkeds when the survey is happening . You know . Making more work for our great staff. It is a great opportunity to engage the residents especially where there is a lot of you know, Cultural Heritage. The great way it ws now is providing a stroll lined access point for all of the opportunity the city has. We have a lot of programs that are out there like so many. And it is a little daunting from the communities end to realize what it is this you know i or our community can get access to. And the District Program helps to facilitate that access and partly yet majors office makes the connections with the group and it is departments and agencies and will policies and regulations that might impact them and help them move their agendas forward. Appropriate low. Seems like there is know opportunity for other districts outside of the ones that exist to tap into this. To add. The cultural districts are an important plat furthermore allow us understand had the japanese and americanindian upon communities go through that is in the the only platform. In other areas we have Community Development strategies in the fillmore now or in china town. Or soma. So the there are many vehicles for the Planning Department. Fop address the needs of each community and rich said than i are also vehicles to recognize whether through the legacy business or survey to recognize the component this is anchor us as San Francisco. In our history and our resources. I. Ed follow up on what commissioner wright going to, i think. And when mr. [inaudible] responded about the direct response the h pc how can we be involved and informed about things that are happening in the cultural districts and then woman you telling us if we dont have a commission does not have a formal role in the process. I asked for this meeting to happen because i had a big concern. My concern was when we heard the castro theatre. And i felt this there was not a clear connection. Or they did not feel they had the ability to come talk to us at the h pc. They the representatives of the castro lbgtq cultural district. Did not there was not a direct or may be not an automatic or not in any way assumed connection that they could have this connection with us directly. And that was a big concern to me because i want to make sure all cultural districts feel they have theed direct ability to talk to us at the h pc had it miss to really person buildings of historic integ rity. I would like to see how we strengthen the role or strengthen the communication between what happens in cultural districts when it involves a building of historic integrity to the h pc this. Is one question i have. I dont know if that was when you were getting at. That is what im really interested in seeing. I have other questions about and you know the way the budget is. Per cultural district. Where the expansions happen next. Whether they have the opportunity to talk to one another. I will address the first and let grace and julia address the others. As we explained they were created by the board of supervisors have the obligation to report on the completion of the chess reports to the board of supervisors. But that does not preclude from them knowing about your interests and the role that you can play. And springning their work. I think that as the cultural districts proceed with the projects we keep i updated. And keep you informed on what is the status of each cultural district. And the same time i will mention that each cultural district the infengz thengz is nunt bases. Woes a city have little interference in how they get organized and come together. So there is a tender pace for them to come together and figure out how they want to define themselves. How they want to defind their visions and process. So sometimes they have the stronger administrative resource or clarity. Sometimes they will meet among themselves. We will like to be available for them and known about when we do. And keep them informed about you should interests and desire to report. That is where julias work is helping out. Star engage with them and understanding what their needs are and also second them back with the rest of like plannings work. You probably saw cost row and leth and my work now is to like help flush out and understand planning has to offer. And or make them, wear of things that are happening across the city that they might have interests in. The work they do now is getting a better understanding of the city land same. And which departments to turn to. One thing we do monthly is a meeting. Where we garth representatives from the cultural districts. We have guest speakerers talking about dahlia how the districts can access rental assistance. Legal assistance and so00ue know we are trying to build up their knowledge because their connectors for the community. In the future we can speak at a meeting. Have the line of communication and i want to stress that like everyone saying the cultural districts are designed to be community driven. We rely on them to set the agenda for when than i want to prioritize and in the dictate what they should focus on and of course, with such Diverse Communities they really have a lot on their play. I think you asked about the budget so. And i think might have more around this she was involved in the founding legislation. We get 3 Million Dollars a year from the Hotel Tax Funds and we are in the process of base funding of 230 thousand dollars for each district. We give them the same base amount of funds and they focus on how theyize the funds. For staffing and baseline operations there was a question about expanding the program. That does not get bigger that he would be more sloiss of the pie. But well are limited resources i want to recognize. You said it, there is a very complicated structure on how it is funded from the Hotel Tax Fund and how it is able to nkdz or decrease by 10 percent on the revenue. And how this lays out. It was never hit the 3 million it hen at 21 2 around that and william pandemic it was low. 4 of the hotel in use. The bottom fell out of our funding. So it is not an automatic funding allocation. One pot of pie that is the resources are limited. The resource are then reduced for others. We have a framework each sends the same base amount for operation fundses that is the hardest type of fund to get as a nonprofit pay for rent and director with sponsored and 10 it 15 going to the experience, that 200 thousand dollars gets spent quickly. If we can be a part of that month low meeting to listen and bench that will be helpful. And getting back i think it is grit to have 10 cultural districts there is need for more. Een though may reduce the budget for the districts now it does not limited to them that is my opinion. Commissioner wright did you have. I thought of Something Else who i we were listening to the great explanations. You were the funds fell out when the hotels were down during the pandemic. Im curious how that resolved was there funding to emergency funding separate that came in. Seeps likeef getting fund from this hotel source makes sense but in a river situation like then this is when the cultural districts might need it most and the least amount of resource available. What was the resolution and it does make sense that on a separate note you are walking the line. It was when the form well structure was put in place we never guessed on many layers nobody would have guessed the pandemic would have happened. When we did was worked i was at Mayors Office of how doing community develop and want worked with the mayor london breeds office and she partnered with the cultural district and it is Steering Committee and back filled funding we made to the cultural districts. It was an important decision the commitment San Francisco had and continues to have to the work product and out come the cultural districts provide not just on Community Development and Community Building but actual giving of resource s and immediate cites they sprung up and accysts than i provided. Thats how we resolved that. Yndz the monthly meetings many Work Together and many share resources and chess ideas. Different opportunitiful curriculums. Subcommittees. They are engageod the city budget and shared learnings across them without us at the table and we also come to the table with them. A very strong net w and web of communities and i do want to add that the Cultural District Program is 4 years old but there is a pluthera of community brilliance in all of San Francisco. And it is important we dont over rely on them as the only stake hold theyre creates tensions in our neighborhoods. And if there are ways of kafrngors and commune organizations can be a resource because they are not a district does not mean they should not be a part of the conversation. Why this is important they dont come to the table with money only cultural districts get money i see that would be a friction with some neighborhoods. Todays special guest is carla short. Hi, im chris manner and you are watching San Francisco rising the show about restarting rebuilding and reimagining the city. Our guest is carla short the intric director of public works and here to talk about the storms we had and much more. Welcome to the show. Thank you for having me. Great to have you. Lets start by talking about the storms that started beginning of the year. There fsh a lot of clean up recovery and remediation. Can you talk about what your team did . Sure. The 17 inches of rain we got starting on new years eve through the first 2 and a half weeks of january made it one of the wettest periods in recorded history for San Francisco, so as you imagine we had a lot of work to do. We gave out more then 31 thousand sand bags, we were operating all most non stop from new years eve to San Francisco residents and businesses out of our operation yard and frequently working thin rain so it was a beautiful dance to watch. We had a corio graphed where people drive in the stop and load with san dags and get on it way so thats was the most visible thij weez had to do. Responded to all most a thousand calls for localized flooding for the corner of the street with catch basin. Our team trying to address that. We clear and pick up anything to block and it hopefully get the flooding to go down. If we are able to respond we call in the San Francisco pub utility system and are responsible for the sewer system under so they bring ing vack trucks that vacuum out debris inside the catch basin. We also dealt with lots and lots of calls about trees and tree limbs down. I think we actually faired better then some other places in terms of loss of full trees. We did have whole tree failures and that is not that uncumin with super satch waited soil conditions. We had over 950 calls about trees or tree limbs down. A lot of calls were about loss of a limb and we could save the tree. We are still assessing the data to figure how many were full tree failures versus limb failure. Also had Land Movement too. The great highway comes to mind. What is your approach to managing rock mud and land slides . That is a great question. We had 28 different slides over the course of that period. It is kind of a interesting process, so the first step is we have our geotechnical or Structural Engineers take a look to see is the hillside safe, do we need to stabilize it in some way or just need to do some cleanup . Once they made their assessment they will recommend the next steps. Often times to protect Public Safety we will place k rails the giant concrete rails at the base omthe slide area to make sure that any debris doesnt get on the edroway and bring ing the heavy equipment to scoop up on the ground and move off the roadway and try to open the roadway. Some cases, we will actually inject some rocks or other stabilizing forces either into the slide area or sometimes below the roadway. Right now there is nothing thats unstable out there but be are keeping a close eye on the areas including the gray highway area. Right, right. Well, so talking about the storms in the city response, brings us to Southeast Community scepter when there is rain remediation projects going on. Can you talk about the inconstruction project kblrks that is a favorite project. A Beautiful New Community facility. We were involved in pretty much every aspect of developing that project for the public utility commission. They were a client. We Design Project management and Construction Management and the Landscape Design for that project. And one thing that we included was storm Water Management throughout the entire project site. So, that project encapturealize the rain water that lands on the roof and flows into the landscape where we have rain gardens so intent is slow the water down to and give areas to collect to percolate into the ground rather then the sewer system. When we have sewers that are overloaded, because our rain water mixes with the sewer treatment storm sewer system, we actually can end up dist charging into the bay which we dont want to do. Anything we can do to just prevent those combined sewers from overpm loaded is a good thing and in this case allows the water to collect onsite and percolate to the ground which is the best way to manage the storm water and it is beautiful and provides habitat. I encourage everybody to see it. It is special place. Thats great. There was recently news about how city indiscernible powered by steam, which is super unusual i think. I understand public works ablgtually does the maintenance on the system. Can you just talk about that a bit . Sure. That is a unusual situation. That steam loop was actually built when the city was recovering from the 1906 earthquake. It only provides to steam about 4 buildings in civic center but that is how we keep buildings like city hall warm. The steam goes into the radiators and provides the heat. It is a old system and if you see steam billowing out of the man holes or other spaces, that is indication of a leak actually. We spend a lot of time trying to fix the leaks because its a old system. It is managed by the Real Estate Department and at one point they were looking trying to replace the whole thing but think that is a massive undertaking so now they focus on making as needed repair said. We did a big repair on growth street where we spent a month and a half working on the known leaks s in the area. It is a very tight spot and have to use blow torches to seal up the leak so a intense operation and seeing more leaks on polk street so we will be out there once it warms up to fix the leaks. Excellent. Lets discuss what is the reunifiquation of public works. There fsh a proposal or plan to split off the division, called the street and sanitation. Now that has been shelved and public works is going to just retain being a single entity. Can you talk through the process . Sure. Yeah. The original proposal was a ballot measure voted on to split the department into 2. It basically create the department of sanitation and streets that was really going to incompass all our operation divisions so it was a street cleaning department but encompass everything we refer to as operations. When we worked preparing for that split with the city administrator office, we found there were actually 91 what we call touch points between the operations work and our engineering and architecture side, so we really felt like it could be very difficult to split into two departments. We have so many areas of overlap. There was a new ballot measure last november to reunit the department. Technically we split october one and did split in some ways. We did put on hold some of the behind the scenes things like rebranding all the vehicle jz giving everyone a new email address in the sanitation and streets department, but on january 1 of 2023 we came back together so we are reunited i want sing the peaches and purb song and think it is a good thing for the 91 areas of overlap. We making 2c3w50d use of the research. Preparing for the split. Looking at all the touch points and trying to strengthen the department so we are more streamlined and efficient. One of the most important component from the original ballot measure is commission oversight. We retained two commissions, the Public Works Commission which oversee the Overall Department and approve the budget and contracts. And sanitation and Street Commission and their mandate focus on policy and deliverable for street cleaning and basically the operation division. Reporting to them regularly how we are doing, we think will help make sure we are as efficient and effective as we can be as a department. That sounds great.
