A brief background on the transbay redevelopment project area transmit redevelopment plan was approved in 2005 with the intent of alleviating the blight caused by freeway demolition following the loma prieta earthquake and creating a new mixed use mixed income downtown neighborhood. The project area is split into two zones. Zone one is administered and implemented by oc i zone two is under Planning Department jurisdiction. Overall oc ii is obligated to provide 35 affordability in the project area to date in zone one, oc ii has overseen the completion of over 2000 residential units among which over 700 are affordable. Block two is one of just a few remaining Development Sites in zone one. It will be 100 Affordable Housing in the site is critical to meeting the overall project area. Affordability requirement oc i saw the Development Team for block through through a competitive request for proposals in 2020 in april, 2021. The Commission Approved an exclusive negotiations agreement as well as Pre Development Loan Agreements for the two west and to east projects. In april this year, the Commission Approved a Gap Financing commitment and Pre Development loan amendment for the two west project that gap commitment was in preparation for a key financing applications submittal in may. Also in may, the two east sponsors submitted an application to the state for Affordable Housing and sustainable communities or asic funds, and the results are expected by august. 30th. Earlier this month, the citywide Affordable Housing Loan Committee approved financing for block to east. Before we go into todays actions, a brief reminder of the design of the building from the Schematic Design approval last fall. This slide shows the block two buildings in the context of the surrounding neighborhood to east is shown in yellow and to west and orange. The two west project will serve low income seniors and seniors experiencing homelessness, Chinatown Community development center, or c c. D. C is the sponsor. In addition, ng in addition to developing the two east project , mercy is leading overall site coordination. Block to east will provide 184 affordable rental units, including two managers. Units will be restricted for affordability for households earning 40 to 80 of the area. Median income or am i units serving formerly homeless households will be supported through the citys local operating subsidy program. Units range in size from studios to three bedrooms. The building includes a childcare facility that will be operated by wuyi and is intended to serve approximately 45 children from infancy to age five. In addition, the project includes two ground floor retail spaces and will provide secure class one bicycle parking. Theres no vehicular parking on the site. See i financing for three for two east is proposed in three trenches and approximately 62 million permanent residential gap loan and approximately 8. 6 million permanent commercial loan and funding of approximately 2. 3 million to prepare the site for development , which will benefit both the two east and west projects. The combined amount is consistent with the amount allocated for the project in oc is recognized obligation payment schedule, or rapps for the 23 24 fiscal year. This structure is proposed as a means of optimizing the residential project to compete for limited financing. In recent years bond allocations through the california debt limit allocation committee, or sedlak , have been oversubscribed, with the demand for funding exceeding available bond amounts because of this lack is introduced to competitive scoring process, which has proved to be challenging for San Francisco projects. The scoring criteria generally disadvantages higher cost urban infill projects to compete for this source, oc ii and the Mayors Office of housing and community vote. Community development have increasingly had to look at creative ways to structure our funding. Generally were looking at ways to pull costs out of the Residential Tax credit project. This, along with deep affordability targeting improves the likelihood of an award by reducing the residential cost per unit and reducing the overall amount of the requested bond allocation. The commission may recall that you recently saw a similar approach for the block 50 to 54 project at the shipyard and most recently on block west. Im happy to report back on to west that that approach seems to have been a success. The project is recommended by staff for an award after its first application. The hearing will be held on august 23rd. Until theres significant changes to the overall availability of tax exempt bonds staff does anticipate will need to continue to consider these types of modified loan structures in order to succeed in securing so black allocations. The residential project. Costs for block to east is estimated at approximately 187 million, along with the oc i gap Loan Financing sources include federal low Income Housing tax credits, paired with tax exempt bonds and a 28 million loan from the asic program. In preparation for the sedlak application due on september. 6th the sponsor is seeking commitment from oc i to provide the residential gap loan for the project. This is intended to demonstrate that local funds have been secured for competitive scoring purposes. Your approval will allow the executive director to provide a commitment letter for inclusion in the sponsors application package. The sponsor will return to commission to seek approval of a Loan Agreement for the permanent Residential Loan as well as authorization for the commercial loan in spring 2024 following sedlak announcement of and awards for this funding around in december. In addition to the gap loan commitment, the sponsors seeking an amendment to the Pre Development Loan Agreement, the amendment would increase the Funding Amount by 4. 5 million, bringing the total loan to 8 million. The added funds would be used to fund early design work from ki construction. Subcontracts scopes engaging these trades early for design build contracts is intended to avoid pricing surprises at final contract bidding and approved efficiency and accuracy during the design and permitting period. Added funds will also be used to pay city permit fees and fund other professional services contracts. The amendment would also extend to the Maturity Date for three months and Incorporated Provisions to allow for further extensions at the discretion of the executive director to allow sufficient time to reapply for a sedlak allocation in two subsequent rounds if the september application is unsuccessful, it also incorporates updated loan conditions and revised schedule of performance. The final approval requested by the sponsors, authorization of a horizontal ground, lease the block to site along with blocks three and four and the sites for the extensions of clementina and to hama streets was used by t. J p a as a temporary transbay terminal until 2019 improvements from the temporary terminal remain on the site today. These include a one Story Building that formerly housed the greyhound terminal. Interim activation uses will cease on the block to cite as of the horizontal ground lease, Effective Date to allow Site Preparation work on block to proceed. We have a lot of males and females coming home whose life has been changed, but they come come here and dont have a place to stay or opportunity to get you know jobs and Different Things that they because they dont have a address. And what have you so i would like for you guys to look out for those persons. Whos whos been incarcerated, coming back home and want to do better for themselves. So thank you very much. Where to end that search and where else to go because there are other programs that the city has for ex offenders and housing and george davis is one of the organizations that helps with housing and jobs, right . Yeah i will and thank you for that. Ill make note of that in my discussions with mostly d great. Thank you. If i may through the chair, um also, i think youll have seen in this abs. Felds presentation, a affirmative marketing period, first secretive preference holders, which is an advanced marketing timeframe ahead of the development thats being constructed to give advanced time for outreach is just particular preference holders. And through that process, um there are different outreach organizations cbos in the community who are certified to do for housing, counseling and outreach. And so theres a vast sort of communication if you will of the opportunity for housing in particular transmitted block to, um and then releasing has sort of a separate process. But i just wanted to make note that for this project in particular, there will be the again affirmative marketing for certificate of preference holders and, like pam indicated that they would make sure that the communication goes far and wide. Thank you. Ah good afternoon, everyone. I just like to say that this is a wonderful project. Um all for housing. Um just a couple of questions, and maybe i might have missed it from the renderings. And in here im just curious of surprising fees like is that something thats always reserved, um how much is allocated for that . And when you say these surprising fees. Is there a budget or andorra limit . Yes so . So theyre sorry if i must spoke earlier. Theyre not a surprise. There were just there. Always a part of the project budget here here. Were just requesting that they be moved from the sort of permanent larger trench of Residential Funding to be funded during the Pre Development period. So those fun those fees are estimated approximately 1 million, and those are city fees that are typical to all of our construction projects. Its just here with the complexity of the site and the challenging infill location, and it is a mid rise building, which is not always usual for us. Wed love to kind of pay that early. Its due upon the issuance of the first addendum, which is the, um the rough grade and foundation permit and paying that early will allow us to get deeper into the permitting process prior to closing on Construction Financing and formally starting on the vertical construction. Okay, great. Thank you. For that, and this is for everyone, i guess. Um, but, um, i also want to throw out there. When youre for these homes. Besides those, um, for the incarcerated, i was also thinking i havent heard it and maybe again, its didnt do my complete reading here to make sure theres enough space for our transitional youth. Uh those that are coming from group homes foster care because the moment they turn 18. Theyre on their own and so having services and just like maybe it may be different from those that are incarcerated. But maybe um. Bring them together. Gap them together or create some other services for those that need it, especially when youre on your own. Its not easy, so i really would like that to take place or be included, um and folks also from other districts in San Francisco that have been also misplaced families from the excelsior district the you know the mission and all the rest of the city. Um besides, you know, the bayview Hunters Point, uh, film or community . And so on. So, um, i think they all need to be looked at. Yeah thank you. Thank you. And so just to confirm so 40 of the units, um, are set aside for formerly homeless households and those tenants will be referred to the site by the Citys Department of homelessness and Supportive Housing through the coordinated entry program, and right now theyre targeting those units for families, oftentimes adults with a child. But those could include parenting today where you have an adult resident with a child who would be a good fit for this project. Theyre not generally targeted for single transitional aged use youth, but they would be they would potentially be eligible, and well continue to work on that with the department of homelessness and Supportive Housing. Thank you so much, and then just confirming the second priority following seop holders is, uh, those eligible for displaced tenants, Housing Preference standards. Thank you. That. Me. So i guess i had two small comments. I understand theres going to be about 96 bicycle parking. And these both of these developments, but theres also going to be zero car parking and being theres also going to be an Elderly Population that typically uses vans for transportation. Mobility um, what is designed into this project to support that because i know technically right now in that area. There is no on street parking. Theres no on street stopping of vehicles, etcetera. I can. I can preliminarily answer and then let us start from mercy kind of jump in, but thats correct. Theres no residential parking on the site. Um we sort of knew that going in because of the challenges of construction and the cost of construction in the constraints of the site, but we the site is extremely well served. I would say among all of our project areas, it is the best served by Public Transit and as part of the asic grant that the project has applied for residents would receive free vouchers for Public Transit so they would have full Access Unlimited access to Public Transit resident Services Staff would be on on deck to help them navigate that system and kind of get used to working through it. Um and then, of course, we provide the bicycle parking, but i can allow mercy to sort of jump in and talk about strategies theyve used on other buildings where resident parking is extremely limited or not existent. Im specifically also concerned about like the 88 for the elderly to typically need to, um, have support or someone else take them. Yeah thank you. Commissioners Michael Kaplan with mercy housing. Um, i guess i would. Start off first with that when we are doing our marketing and outreach will we need to be very clear. We will be very clear that there is no parking on site, um, that it is really, as you said, really hard to street park in that neighborhood and the garages that are around there are expensive, so i think first and foremost, we just itll be very clear. For those because it is you know, at the end of the day, people can decide if they want to live there or not. We need to be very clear. There is no parking, but for those that live there, as kim said, first, it just access to Public Transit. It is a great neighborhood for transit and well be providing these free transit passes. We also have Residents Services on sites over the things that youre mentioning, like for those. If they have a disability we can our Resident Services can help connect residents to para transit or other existing programs that m to provides. Um i think the other thing, too. Is that we want to also bring services on site. So one thing that we do it a lot of our properties just to have a food bank that comes once or twice a week to provide food access. We know especially in this community. Their access to affordable groceries is hard to find. So thats another key component. Um and i think to just being clear with our Resident Services team. What other available options are out there such as car share or or bike share. Um you know, i do see a lot of families biking around their kids to school every day. So having that bike parking is really helpful to. So i think just being clear that we have no parking, having the Residents Services on site to help connect those who need additional services. Thats really what our team is, therefore, to help with those gaps. Through the chair. If i might, michael, could you address drop off . Any plans for loading zones and those kinds of things on clementine or otherwise . Yes, thank you, um i dont know if we have that site plan up here, but actually, we have loading on all three sides of the of the property on the clementina side is pick up and drop off for the child care. Ah on folsom is, uh, a white zone pick up drop off for residents. And then on main street is a commercial loading zone, so theres actually on all of us, and i believe thats the same on the on translate to west as well. Black to west. There is a lot of loading areas there as well as a lot of investment in bike infrastructure, part of the funding that we requested for asic. There comes a capital. Peace for transit to thats going to the Howard Street bike Land Improvements that are hopefully happening soon. Thank you. That was very helpful. I know that sometimes its challenging for elderly people to get to the doctors appointment, so just making sure that theres ample pickup zone space for when they do need to get picked up to go to doctors appointments and stuff like that, that were not constricting the site so that theres not enough space for that. Um also, um, i did have a quick question about, um, the application process. I know. Some of the other commissioners, um, brought up in terms of like, um previous, um. Convictions on Certain Records that would prevent someone from being able to lease the property. And so wed like to get a little bit more clarity about that. I know we spoke in general, um, regarding what would be restrictions. I know that there are some federal restrictions in terms of, um certain types of offenses that would make them ineligible to live at this. Um locations, so i think, right little bit more information on that. As part of the marketing plan at the team will submit a tenant selection plan that will clearly articulate any anticipated background or credit checks and clearly articulate, um, which findings would make the tenant ineligible and generally for a family project. Those are very limited, but there are disqualifying factors where, if certain offenses that would um, make an individual potentially incompatible for or , you know, maybe not the right applicant for living with building with lots of small children, so i can ask mercy to articulate a little bit further what their typical policy is, in terms of which types of offenses are sort of screen out offenses , but overall citywide policy is to try to screen tenants in and to the extent that offenses are identified in a criminal background checked, its so that the residents Services Staff can better support that tenant in achieving housing stability, but there are a couple of disqualifying factors, so thats a good point. Do you want to jump in on that . Thanks again. Yeah i mean, i just pretty much what kim said. There are a few types of like Violent Crime felons and sex offenders. I dont have the exact list, but there are a few things that do screen out, um potential applicants. But as kim said, for the most part, its were trying to get People Housing in, so its a screen in rather than a screen out. Um and thats are part of our Services Team there again is to help get People Housing and keep them staying house, making sure they can get their rent in on time and work through any lease violation, so really just trying to accommodate and make sure people can get house and stay housed. Um i guess id like to get a little bit and for more information on what would what are some of those disqualifiers in terms of like the Violent Crime . Is that Violent Crime in terms that were looking at murder, rape, or are we looking at battery also constitutes part of that crime, etcetera. I can still jump into them. Thank you. Chair bracket. What we do when we are reviewing the marketing intendant selection plan is assured compliance with the fair chance ordinance and um, which includes police code. I think its 49 and, um thats the bottom line is the offenses that are. Most troubling to Property Management is arson. And um pedophiles, especially if its a family building. Um and i can get you and the others like robbery. I mean, theres certain offenses that theres a like years if its been 10 years, and its only been a misdemeanor. Thats not prohibitive, um, crime, so, but theres a list. Um but i dont have it memorized , but what i can do is i can prepare an informant for the commission. So you have that i dont want to keep asking more questions about this because i know its super specific. I think its something that we should discuss as commissioners and probably with director kozlowski because i know this has been something thats come up over the years several times around. Um some people being denied or approved that may have similar and so just getting ahold of that and how we can, um make it more available for everyone else. My last question is around, um, also the application process in terms of credit. Um i know, um, thats been a big issue and some of our previous leased properties that the, um restrictions around credit score Credit Rating was very high. And so i was wondering if um m o h city had done anything to upgrade or change that in the last couple of years to make it a little bit more easier for people to get into housing, even if they have maybe a phone bill or something. Theyre theyre not, um, denied until they need to pay that before, or they lose within a 10 day period of rest. They lose the opportunity to be placed. So yeah. Um actually, since ive been working with mostly on the marketing plans, it did start out where individuals needed to earn 2. 5 times the rent now its too, so theyve improved that um , also, um, we have prohibited, um in 100 Affordable Housing buildings. The use of credit scores, Credit Ratings. Um so and that is, as kim was saying we start from a point of being inclusive. We want you living in our building. Um so actually, in the last couple of, um, marketing reports, i dont believe youve seen any credit denials. It has to be pretty extreme. Um so i think were making a lot of progress on that piece. Hmm i just want to thank you and all of our nonprofit, um organizations for all the hard work that you guys have been doing and trying to, you know, upgrade and make it more available to people. I know it makes warms my heart to know that theres been a lot of progress on that because i know that was we got a lot of soft stories about a lot of paths. Yeah, thank you. Um do any of my yes. Is there information that goes to organizations and i know that there are a list of places that help with that first and last months rent, but we get a lot of people saying i dont know where to go. I have the place ive been approved and i dont know where to get the help for this. Um thank you, commissioner when, um individuals applied for Affordable Housing. Um what theyre told on the dahlia website is work with the housing counselor in our buildings specifically excuse me. What we do is we have the nonprofits work with, um Housing Counseling Agency whos part of a panel that works with most t d and they enter into an mou. They do outreach, they do workshops. Um, this is specifically for copd holders. Um and, um, what they do is they address um any like money matters. Credit matters kinds of issues, but they also help with the application process. Um and any questions people have about the building. Um timing workshops they can their housing counselor can answer all those questions. Okay and is there a list, though of the agencys do help that can go out. Two. Organizations that we could send two churches that we could send to others that support these agencies like y c d, and, um uh, i sure i mean, i think so. We just havent had that because unless theres a specific opportunity, uh uh, the housing counselor doesnt really get in there not tapped, so i guess we could do that as a preliminary outreach. Um, but. We we would have to work on that. Like what organizations . How would we choose them . What their be buildings available . Would there be Units Available year . Thered be, um different types of types of considerations. Wed have to look at. I see. Thank you, pam. Hmm. Commissioner kino. Thank you have one more question. Um, regarding what . Our chairman shinde earlier about the parking how . How about those that dont to help those, um. That have a family provide. Ah shuttles to take. Their little ones to school like a pickup and drop off zones, which i know you said. Therell be drop off zones and stuff but a place for the School Busses to pick them up so the parents wouldnt have to. Drive across the city if they go to a private school or or public school. I dont know. Im just throwing that out there. Um just thinking about how to help with those that where to find parking. Hmm. Maybe i can just chime in real quickly when it comes to public schools. Um the school site has to request a Yellow School bus for pick up at that site, so its done only as needed basis. Um and it depends on how many children there picking up or even if they have a root in that area because the School District is very limited funds. The only way they can get around it as if its a sped student. Then they have to do a pickup. But if its not a sped student district does not provide transportation, which is why they will have to rely on the local Public Transit. Okay. Okay thank you. Thanks. My voice one is on the replacement housing legislation as you recall. In february this year, senator weiner introduced replacement housing legislation titled sb 5 93. That legislation passed committees in the senate , the housing and governance committee, as well as the finance committee and then passed the full senate in may at 35 to 2 was in the assembly and went to two different committees, their housing, Community Development and local government committee. And we expect if the legislation continues to go forward for the full assembly to vote in the next three weeks, and if it does go forward on that schedule, probably in the fourth week will be on the governors desk. Um the senator has been promoting the legislation in the media recently sent you guys some articles both in the sf chronicle and crown four tv and , um, i want to just thank a few folks whove been helping on this, especially mary scott of the freedom west homes. Dr Veronica Honeycutt of the Hunters Point shipyard mayor Citizen Advisory Committee and the team at oc. I, principally jim morales, general counsel and elizabeth column mellow and housing, and rosa torres, john diggle and mina. You in finance. Um also wanted to offer up an update on the Mission Bay Block to project. Um thats an Affordable Housing project in mission bay. Near the giants Mission Rock Development on third street in Terry Francois boulevard, 140 units of Supportive Housing for formerly home bills, some of them may be transitional aids youth, i hope but recently won an award from the americas award for excellence, which recognizes projects nationally for high standards. Achievement development. I want to invite kim obstfeld from my Housing Division to give us an update on that. Kim. Hello again. Commissioners again. Kim obstfeld, Senior Development Development Specialist on the housing team. Um, as they were mentioned, and thank you for that. Its my pleasure to report that the ioc is sponsored project admission based south block nine known as home rise at mission bay. Has been named recipient of the urban land Land Institute award for excellence for 2023. The award recognizes superior Development Efforts in the private public and non profit sectors. Evaluation criteria includes design, planning, amenities, innovation and sustainability. The project is co sponsored by home rise, formerly known as community housing, partnership and bridge. Housing home rise, provides Supportive Services to residents in collaboration with the department of homelessness and Supportive Housing and the department of Public Health. The commission took a series of actions to authorize the block nine project from the request for proposals in 2017 through oc, i loan approval and ground lease in 2020 lisa began in fall 2022 and the building was fully leased up at the beginning of this year. Overall project provides 140 units of permanent Supportive Housing for adults who have experienced homelessness. The building was thoughtfully designed by letting made him stacy architects and why a studios to create community and engage residents. The building is located between mission rock street and china basin street adjacent to the Public Safety building and across from the o. C i sponsored homeownership project at block nine a, which is under construction. Now im happy to share a few images of the projects. The project. This is the ext year design of the building along china basin street at the resident lobby lobby entry, and this is from the Schematic Design that Commission Approved in 2019. And this is the actual completed building taken recently from the same angle. And then these are just a few images of amenity spaces, including the services suite, the main hallway adjacent to the central courtyard, the Community Room and the resident lounge. And finally, a couple of images of a typical unit. I want to thank you for your leadership and support on the block nine project and congratulate the entire Development Team on this accomplishment, so thank you. Thank you. I actually rode my bike down there and i see the project done and on the other side, theres also another housing development. But i just applaud everyone part of that. Um, okay, so yes, um i last week wednesday, i attended the Affordable Housing event at the Southeast Community center in the bayview district. Its a Beautiful Center by puc, um and amazing panel on Housing Matters , housing for all, senator scott wiener joined us and as well as lisa gluckstein, whos with our city and county of sf corey smith, missouri piece green was in west part of the, um panel. Panelists and really gave a lot of great insight. They spoke about the San Francisco housing element. The purpose extreme. Shortage of housing and Affordable Housing the goals to build 82,000 homes in the next eight years. Funding required the obstacles the consequences of not meeting our goals and what needs to change. And um, one of the things that oh, zuri piece green. Who is a um and forgive me . Shes a very Strong Community leader. She has her own nonprofit really gave a lot of insight on how we as community members, and we need to really a voice the importance of housing and fair for and housing for all. Um and not to judge. Um any individuals . Um so it was organized well organized by eastern neighborhoods associate, um, democratic club. Um it was great turnout from the community. I met a gentleman that came from over from dubose to the bay view on Public Transit. So that speaks valium to know that, um, housing is our top priority in our great city of San Francisco, so i was really happy to be part of that meeting. Thank you. Thank you for sharing that and it really takes me back to the time when we went as a full group. On tour down in mission bay, and there were different ones that spoke about housing. And even, um thinking a couple of residents but what was so significant were churches that showed up to take the tour and organizations that were a part of it. And, um. Its something we need to continue to repeat. So that our organizations our churches, pastors are informed they can see what the possibilities are. And here. About um, how this is being done the inclusiveness and what we have in this as vanessa said this fine city. What we have to offer people and the hope that it gives. So i hope we continue this. Um the touring and im sure if you ever need a historian, mr oscar james is here to share great, deep history that helps us to understand our city veteran. Why we do what were doing, and um, it makes me proud to be working with you all with oc ii. Pam the team sonja in all of you and the gentleman in the back. Like one u l. I is just such a well respected organization them recognizing the work of this this department really speaks volume on it on a National Level for the quality of work that the tim o. So thank you so much for sharing this really incredible award and its clear that the multi disciplines that the agency and encompasses whether its Design Review or services are planning or housing. You know, all of that is captured captured here, so congratulations to the to the team on a really prestigious award and very well deserved recognition on your hard work. And so i had a couple questions. I know. Um as we go through, um, what will be the next round of approvals before the legislation, heads Governor Newsom state . Um, desk. Ive gotten some questions from Community Already around the 5800 replacement housing. I know that as a commission, where are as l. C ii is going to potentially used those units all over throughout the city, and some people were concerned that seop holders or people who were displaced would be, um not, um, the majority of those houses and those units, so i was wondering if there was any um, thoughts yet from you know oh, see, i on how we could actually deliver those units to the persons who were actually displaced versus it kind of going through the normal process where were seeing less than 3 of clp holders actually placed. Thank you, madam chair. Um its a little premature right now for me to make statements on the record about how we would build that housing. However we do have about 2. 5 acres in mission bay. That is the last developable affordable parcels emission bank that will be our primary focus for use of the replacement housing passes. There are potentially other projects in the city, perhaps in western edition or other areas, where some of this displacement occurred, most predominantly, we have begun in the background. A lot of the policy work to organize and approach to this, and we have some an outline of that. Id love to share it with the commission and get the feedback from the commission. Of course, his ticket reverent holders is our number one priority when it comes to population priorities. We do a very i think a robust job and want to continually improve outreach to seop holders. And i think theres some evidence of that in our outreach through the links and new Community Leadership foundation to get other folks especially, um, who we are not in touch with to be knowledgeable and aware of these different, um, housing opportunities. Um so we commit that to you to give you an update and that it is a high priority for us. Thank you. Um and similar to commissioner drew. I just wanted to thank the oc ii staff for all of your hard work. Um we recognize all of your hard work ever since the beginning of the pandemic. Um our staff being the first staff to actually having remote meetings. Um all the hard work you guys did in terms of juggling your families and making sure you were prepared. And um, we basically didnt miss a beat and, you know, continuing development in our project areas , and so i just also want to tip my hat off to all of you and thank you for all of your hard work. When Oshaughnessy Dam opened 1923, there was a grand celebration that was an achievement of ensuring San Franciscos new water supply but it was the beginning of a unique collaboration between the city of San Francisco and Yosemite National park. Lands around the dam are critically important. We, along with the park service have a very common goal thereof protection of that watershed, both for National Park values and water supply values in yosemite is the cub trees premiere National Park visited by millions of visitors but the protection of our watershed and the city provides significant outside funding for the National Park, over 8 million a year is for trail maintenance and wilderness education and park operations and Security Keeping the water safe and the park a haven. One hundred years ago when the dam was first built, there was a different view of the environment back then, than there is today. And the dam was part of changing that view across the nation. That brings an importance to our work here at Oshaughnessy Dam, how we manage this dam and manage our releases and the environment downstream, its very important to San Francisco that we need that challenge. For 100 years, Oshaughnessy Dam and the park service ensured the bay area has clean water, along with ongoing stewardship much our precious natural resources. This oshaughnessy after my fire in my apartment and losing everything, the red cross gave us a list of agencies in the city to reach out to and i signed up for the belowmarket rate program. I got my certificate and started applying and won the housing lottery. [ ] the current Lottery Program began in 2016. But there have been lot rows that have happened for Affordable Housing in the city for much longer than that. It was there was no standard practice. For nonprofit organizations that were providing Affordable Housing with low in the city, they all did their lotteries on their own. Private developers that include in their buildings affordable units, those are the city weve been monitoring for some time since 1992. We did it with Something Like this. Where people were given circus tickets. We game into 291st century in 2016 and started doing electronic lotteries. At the same time, we started electronic applications systems. Called dalia. The lottery is completely free. You can apply two ways. You can submit a paper application, which you can download from the listing itself. If you apply online, it will take five minutes. You can make it easier creating an account. To get to dalia, you log on to housing. Sfgov. Org. I have lived in San Francisco for almost 42 years. I was born here in the hayes valley. I applied for the San Francisco Affordable Housing lottery three times. Since 2016, weve had about 265 electronic lotteries and almost 2,000 people have got their home through the lottery system. If you go into the listing, you can actually just press lottery results and you put in your lottery number and it will tell you exactly how you ranked. For some people, signing up for it was going to be a challenge. There is a Digital Divide here and especially when you are trying to help low and very low income people. So we began providing digital assistance for folks to go in and get help. Along with the income and the residency requirements, we also required someone who is trying to buy the home to be a first time home buyer and theres also an educational component that consists of an orientation that they need to attend, a firsttime home buyer workshop and a oneonone counseling session with the housing councilor. Sometimes we have to go through 10 applicants before they shouldnt be discouraged if they have a low lottery number. They still might get a value for an available, Affordable Housing unit. We have a variety of Lottery Programs. The four that you will most often see are what we call c. O. P. , the certificate of Preference Program, the dthp which is the displaced penance Housing Preference program. The neighborhood resident Housing Program and the live worth preference. I moved in my new home february 25th and 2019. The neighborhood Preference Program really helped me achieve that goal and that dream was with eventually wind up staying in San Francisco. The next steps, after finding out how well you did in the lottery and especially if you ranked really well you will be contacted by the leasing agent. You have to submit those document and income and asset qualify and you have to pass the credit and rental screening and the background and when you qualify for the unit, you can chose the unit and hopefully sign that lease. All city sponsored Affordable Housing comes through the system and has an electronic lottery. Every week theres a listing on dalia. Something that people can apply for. Its a bit hard to predict how long it will take for someone to be able to move into a unit. Lets say the lottery has happened. Several factors go into that and mainly how many units are in the project, right. And how well you ranked and what preference bucket you were in. This particular building was brand new and really this is the one that i wanted out of everything i applied for. In my mind, i was like how am i going to win this . I did and when you get that notice that you won, its like at first, its surreal and you dont believe it and it sinks in, yeah, it happened. Some of our buildings are pretty spectacular. They have key less entry now. They have a court yard where they play movies during the weekends, they have another master kitchen and space where people can throw parties. Mayor breed has a plan for over 10,000 new units between now and 2025. We will Start Construction on about 2,000 new units just in 2020. We also have a very big portfolio like over 25,000 units across the city. And life happens to people. People move. So we have a very large number of rerentals and resales of units every year. Best thing about working for the Affordable Housing program is that we know that were making a difference and we actually see that difference on a daytoday basis. Being back in the neighborhood i grew up in, its a wonderful experience. Its a long process to get through. Well worth it when you get to the other side. I could not be happier. We are right now in Outer Richmond in the last business area of this city. This area of merchants is in the most western part of San Francisco, continue blocks down the street theyre going to fall into the pacific ocean. Two blocks over youre going to have golden gate park. There is japanese, chinese, hamburgers, italian, you dont have to cook. You can just walk up and down the street and you can get your cheese. I love it. But the a very multicultural place with people from everywhere. Its just a wonderful environment. I love the richmond district. And my wife and i own a cafe we have specialty coffee drinks, your typical lattes and mochas and cappuccinos, and for lunches, sandwiches and soup and salad. Made fresh to order. We have something for everybody my shop is in a very cool part of the city but thats one of the reasons why we provide such warm and generous treats, both physically and emotionally its an oldfashioned general store. They have coffee. Other than that what we sell is fishing equipment. Go out and have a good time. One of my customers that has been coming here for years has always said this is my favorite store. When i get married im coming in your store. And then he in his wedding outfit and she in a beautiful dress came in here in between getting married at lands end and to the reception, unbelievable. the new Public Health order that were announcing will require san franciscans to remain at home with exceptions only for essential outings. When the pandemic first hit we kind of saw the writing on the walls that potentially the city is going to shut all businesses down. It was scary because it was such an unknown of how things were going to pan out. I honestly thought that this might be the end of our business. Were just a Small Business and we still need daily customers. I think that everybody was on edge. Nobody was untouched. It was very silent. As a business owner, you know, things dont just stop, right . Youve still got your rent, and all of the overhead, its still there. Theres this underlying constant sense of dread and anxiety. It doesnt prevent you from going to work and doing your job, it doesnt stop you from doing your normal routine. What it does is just make you feel extra exhausted. So we began to reopen one year later, and we will emerge stronger, we will emerge better as a city, because we are still here and we stand in solidarity with one another. This place has definitely been an anchor for us, its home for us, and, again, we are part of this community and the community is part of us. One of the things that we strived for is making everyone in the community feel welcome and we have a sign that says youre welcome. No matter who you are, no matter what your political views are, youre welcome here. And its sort of the classic San Francisco thing is that you work with folks. It is your duty to help everybody in San Francisco. [music] art withelders exhibiting senior art work across the bay for 30 years as part of our traveling exhibits program. For this exhibits we partnered with the San Francisco Arts Commission galleries and excited show case the array of artist in historic San Francisco city hall. [inaudible]. Call me temperature is unique when we get to do we, meaning myself and the 20 other professional instructors we are working with elders we create longterm reps i cant think of another situation academically where we learn about each other. And the art part i believe is a launching pad for the Relationship Building see myself well. And if i dont try when my mom again. She may beat the hell out of mow if i dont try seniors, the population encounters the problem of loneliness and isolation even in a Residential Community there hen a loss of a spouse. Leaving their original home. May be not driving anymore and so for us to be ail to bring the classes and art to those people where hay are and we work with people in all walks of life and circumstances but want to finds the people that are isolated and you know bring the warmth there as much as art skill its personal connection. Men their family cant be well for them. I can be their fell and feel it. I dont have nobody. People say, hi, hi. Hello but i dont know who they are. But i come here like on a wednesday, thursday and friday. And i enjoy. We do annual surveys asking students what our program does for them. 90 plus say they feel less alone, they feel more engaged. They feel more socially connected the things you hope for in general as we age. Right . And see when i do this. I am very quiet. I dont have anybody here talking to me or telling me something because im concentrating on had im doing and im not talking to them.
