Since the number of complaints subside we received one on february 28 stating they were open until 5 and 6 a. M. Playing loud music. Inspector visitod saturday, mar second and a band was setting up to perform. Met with the manager xo stated the band would be done at 10. Inspector wited take a sound measurement in the business heard the owner on the permit holder yelling for her attention he became aggressive and yelled at her and inspector reported this danielle pushed a patron out of the way to get toward her and someone heldz him back so she could get outside. She left her notebook when she went in he barged out saying f that chick at her aggress and i have walking toward her. Republican to her car and felt the need to hide she felt so unsafe and danielle enter a business to get away from him. I e mailed danielle letting him then and there is unacceptable and not tolerated. And i had a conversation with the manager who is apauled by the behavior and apol jettic. I spoke with a manager about the complaint and confirmed the event then showed a picture of the yellow out reach poster stating they had a perimism i explained it was a neighborhood out reach notification and the third floor applied for a poe permit and not issued yet. Before speak with staff i walked where i had taken measurements setting the limit for the permit. There i responsed levels. I note that theed out door sounds was odd automobile across the street and once they will have their permit we want to test the sound level to ensure work width environment at the time of day the business is hosting entertainment. When she arrived no sound but spoke with the manager from friday who explains there were upon events friday and saturday with a dj. Ed thunder floor issued a notice of violation hosting entertainment and operating sound without a permit. My next is about beer garden. Located at 424 octavia llp permit with our office. I would like to address the number and type of complaint busy this business. Since we issued the permit, on december 20, 2023, we received 16311 sound complaints. Of the 16 we visited them 10 times of the 10 visits found byebyes in compliance on 5 occasions and closed during the remaining 5. Beer garden does not operate during posted hours they close early based on attendance and weather. Staff spoken on numerous occasions. And while the conversations have been cordial topics evolved to unproductive comments. It we finds it is interesting that there is that much noise coming from that area seeing this person lives behind themmism dont see that there is a way that it is that disturbing unless it is reverberating and other instances there are activities happening while beer garden is closed. We were not able to confirm it is stated they close early. And our inspectors cant get there until 6 or 7 p. M. On occasions can i add something. To that comment. The last complaint the inspector was on site and were playing prerecorded music. And that prerecords music was compliant with permit conditions was complaining about allowable sound levels to clarify. I echo everything but this yes. Um and i know nat low is bringing up the insulation that was one thing we discovered um, during repairs due to the rains that while we have been doing mitigation in our space, um we discovered there is insulation between our unit and um so that is now our next priority as we get um [inaudible] done and ensure [inaudible]. Um. Code required bobble fire um fire separation between the units and the that would apply add more acutic spagzs. The next goal we are work to implement and put into a space. Do you recall have a time line with the landlord when tell be completed. Insulationy cant be put in until the like repairs are done. San francisco has a really strong thriving Photographer Community of all ages and jen ripgzs. We have been luck tow hold workshops where we have been able to interact with the youth. We found that youth were eager for this. And because they were not get nothing schools. And were not able to go to college and got hands on a camera to their phone. With sound. So it was a concern for what it could be and what it could escalate to. But we have not had any complaints since the first event back in 2023. Okay and that is buzz they did not know they needed a permit. You want to note in terms of permit options for them as you know a one time inDoor Entertainment limited as staff to issuing 12 per year. That is the have been utilizing so what they are proposing is 8 events. Per calendar year falls under that threshold does not meet the accessory use defy nigsz of llp. I want to flag that however if they limited by a number of entertainment events per year they would have the right to apply for 12 up to 12 additional one time events. That will be included in terms of the band is practicing does like that is the things the neighbors identified being practices during the week. That is not entertainment, may be creating sound what im not sure. Thats out of our purview thats not the definition of entertainment follow they are not doing it for an audience and not an event. They may have an impact on the neighbors right. Understood. We would handle that similarly in terms of enforcement with other venues we regulate a sound limit activating prerecorded music. That they are receiving sound complaints we would go out and check the limit and see if they are going above when we issued for entertainment. Great. Thank you. The landlord told mow they approved obtaining an ll p permit. The applicant did put forth a set of neighbor agreements which are translated in the permit conscience the niche never agreed to the neighbor agreements. There was a bit of a disconnect that they put forth neighbor agreements. To the neighbors. Lands lord approved them the neighbors did not. And i had a phone call with the land lord and e mail i was brief and said if this is legal in the zoning i approve it. Okay. We live in a city and have zoning laws our job is to both regulate and promote night life if there is a space zoned and allowed for an llp. And that they have not been active and gets active, then, you know that is unfortunate for the people who live upstairs if they if the building is older or has issues and within the law and within upon allowed and what i saw from this group was and it seems from the conversations than i had is they are doing a lot to try to address the, with the neighbors they have and sounds like they are either uninterested or frustrated to the point they dont want to compromise and need the question im having should they be limited to 8. And they are act nothing good faith then you know my feeling is would be up that limit more and let them decide if they need it or not rather than coming back every time. I would be incline the their startad sdpen only a couple of weekends a month and do it every background from now until september. Its too early at 9 oclock. When there is loved music and we are there we dont upon frequent the stores close to the music it it is too loud. And you know when we were living at the fillmore heritage sometimes the music got loud and like our neighbors said i was over away now we still heard the music has been too loud. We are okay. For the fridayent this is are now no longer happening the upon saturday were events and it is sunday events if fwheeded if we have a fire or an emergency in the blgdz it would be difficult for the Fire Department to access nots only it get into the building but access that fire hydrant that is there at the corner of fillmore and o fairel. Last year there was portapotty there that was used primarily to house the barricade for friday and sunday markets. The farmer Avenue Market has barricade says from what i benched. And so that was my concern was the. Emergency services should we mead it. We do have older people in the building that sometimes do need that type of care. It is other concern that i have and again that is with the upon sunday crowd, toochlt the portapoe was not maintained in a very clone fashion. And never accessible. Oir neighbors would show their displeasure by not a second time using the facility not using it. What i mean it was on the grounds. I dont like the clutter around star bucks now. Something we considering important to the fillmore and manage we are proud to provide. I have heard about the noise level issue. I understand. And we love the fillmore jazz center but also understand that oshg farrel is not the entire fillmore why should every event be on our street. I have worked with aris i went to the sunday event left time and the music was really quiet. And peaceful and great. And i just said it was grit. We have no problem with that. Thats my comment. One the presidio and one was yerba buena which was urban center. There were 800 people in 1848 it was small. A lot of Historic Buildings were here including pony express headquarters. Wells fargo. Hudson Bay Trading Company and famous early settlers one of whom william leaderdorph who lived blocks from here a successful business person. Africanamerican decent and the first million airin california. Wilwoman was the founders of San Francisco. Here during the gold rush came in the early 1840s. He spent time stake himself as a merchant seaman and a business person. His father and brother in new orleans. We know him for San Franciscos history. Establishing himself here arnold 18 twoochl he did one of many things the first to do in yerba buena. Was not california yet and was not fully San Francisco yet. Because he was an american citizen but spoke spanish he was able to during the time when america was taking over california from mexico, there was annexations that happened and conflict emerging and war, of course. He was part of the peek deliberations and am bas doorship to create the state of california a vice council to mexico. Mexico granted him citizenship. He loaned the government of San Francisco money. To funds some of the war efforts to establish the city itself and the state, of course. He established the first hotel here the person people turned to often to receive dignitaries or hold large gatherings established the First Public School here and helped start the Public School system. He piloted the first steam ship on the bay. A big event for San Francisco and depict instead state seal the ship was the sitk a. At this point t is the center what was all his property. He was the person entrusted to be the citys first treasurer. He was not only a forefather of the establishment of San Francisco and california as a state but a leader in industry. He had a direct hahn in so many things that we look at in San Francisco. Part of our dna. You know you dont hear his anymore in the context of those. Representation matters. You need to uplift this so people know him but people like him like me. Like you. Like anyone who looks like him to be, i can do this, too. To have the citys first banker and a street in the middle of financial district. That alone is powerful. [music] music moofk historically africanamericans migrated to the San Francisco bay area, but bayview Hunters Point to work as part of the ship yarding culture and tradition. That is how the black community got its root in this incredible city. A lot migrated to work at the Hunters Point shipyard and on the water front my family came to San Francisco lead my by my great grand mother in 1941. She came like most of the African Americans out of the south to the bay area to work in the shipyards during the second world war. Overnight years, we people prospered, homeowners it was thriving for the africanamerican community. Where bayview became the Center Points for africanamerican homeownership. With the shipyard closing, a lot of jobs left and with the maritime shipping leaving throughout the state. Africanamericans moved out of San Francisco, which was the population is 4 or less of africanamericans where 20 years ago it may have been 20 . Here the port of San Francisco we tried to create many opportunities for are africanamericans to participate in contracting in development and jobs. Im kay book the founder of coffee company. Recently opened the flagship coffee shop. This is a full circle for mow to have opened a new cafe here at the port. Also like being welcomed back home again. Port is the first place they was able to bid and win an opinion contract as a Small Business owner. When we think about the business of the port, and the maritime, right, that history is really continuing to extend itself in the way they engage with black businesses, black people and other Diverse Communities that are situated along the waterfront and as we move inward. We are looking now at the port of rejuvenating the community. Bringing back a kind of economic sip lutz so that the people can go back to the lives they were so well adopted to and building homes and creating families and having churches that were filled. I toured crane cove park it is absolutely amazing. This will be a wonderful addition to San Francisco. I think it is amazing after having conversations with folk who is live in the community and have been excited and waiting for this p to be realized for years, Walking Around, seeings the connections to history. The opportunity for folks to utilize the water here is going to be an amazing opportunity for all the families and community and i cant wait for the diversity of opportunity we will see here. Im in the crowd and im the owner and founder of spin out fit knows. Port reached out to me recently and said they would love to spin out fitness a per of this plan going to 2025. That will be the beginning of you know, this redevelopment of this southern part of San Francisco. Which is going to be a fantastic. Im excited about that. Mission rock is 13 years of city planning and Community Input to transform a surface parking lot south of the park to a new neighborhood. It will transfurthermore this area into 1200 homes 40 will be affordable and this is something this we are all excited and proud of. Having been in the industry for 17 years and seeing a lack of diversity when i joined the port, that was the first thing that i saw that there is a lot of diversity and leadership from the commission. And down through the executive team and then throughout our port. Director forbes, commission they have done a good job of making sure the port team reflects not only the city but the people of San Francisco and those who visit our water front the community. City and private cities working together we with bring the port back to the economic stimulus for people who live here. It is important that everyone have a role at the port of San Francisco and everybody feels welcome music . multiple voices. landing at leidesdorff is as the new Public School in downtown San Francisco for people to come together for 0 lunch and weekends a new place to enjoy the architect and our culture. Landing at leidesdorff one of several initiatives to the road map for the initiatives all about using your public space and network for now environments to 0 invite people adopted not just to the office but any time of the day. It shows there is excitement and energy and people wore looking forward to enjoying the space that people may want to end up in downtown. Weve been operating in the financial district since 2016 with the treasury and coming up we had a small surge in business in the leidesdorff and in about the financial district and a good time to grow here. As a Small Business the leidesdorff is making us being part of it as being part of in project. For me makes we want to be part of San Francisco. So landing at leidesdorff for me represents hope for San Francisco and the sense that this is become such a safe welcoming area. We local artists coming in and exercise boxes and live music but the hub of culture. The downtown partnerships has a studio in San Francisco. They identified 6 locations throughout the downtown area we come together with new activity and spaces. Is between us a place to tell our own story and history. It was named after a captain one the black leaders of San Francisco before that was called San Francisco he was the first treasurer of the city and commercial street a cross street the hifblg original shoreline of San Francisco was just a few feet behind where were 12357b8z around opportunity to bring people to locations we have an opportunity to tell stories and for local businesses. When i shoot chinatown, i shoot the architecture that people not just events, i shoot whats going on in daily life and everything changes. Murals, graffiti, store opening. Store closing. The bakery. And i was specializing in chinese american history. I want to cover whats happening in chinatown. Whats happening in my community. I shoot a lot of government officials. I probably have thousands of photos of mayor lee and all the dignitaries. But they treat me like one of the family members because they see me all the time. They appreciate me. Even the local cops, the firemen, you know, i feel at home. I was born in Chinese Hospital 1954. We grew up dirt poor. Our family was lucky to grew up. When i was in junior high, i had a degree in Hotel Management restaurant. I was working in the Restaurant Business for probably about 15 years. I started when i was 12 years old. When i got married, my wife had an import business. I figured, the Restaurant Business, i got tired of it. I said come work for the family business. I said, okay. Its going to be interesting and so interesting i lasted for 30 years. Im married i have one daughter. Shes a registered nurse. She lives in los angeles now. And two grandsons. We have fun. I got into photography when i was in junior high and high school. Shooting cameras. The black and white days, i was able to process my own film. I wasnt really that good because you know color film and processing was expensive and i kind of left it alone for about 30 years. I was doing product photography for advertising. And kind of got back into it. Everybody said, oh, digital photography, the year 2000. It was a ghost town in chinatown. I figured its time to shoot chinatown store front nobody. Everybody on grand avenue. There was not a soul out Walking Around chinatown. A new asia restaurant, it used to be the biggest restaurant in chinatown. It can hold about a 1,000 people and i had been shooting events there for many years. It turned into a supermarket. And i got in. I shot the supermarket. You know, and its transformation. Even the owner of the restaurant the restaurant, its 50 years old. I said, yeah. It looks awful. History. Because im shooting history. And its impressive because its history because you cant repeat. Its gone its gone. You stick with her, shell teach you everything. Cellphone photography, thats going to be the generation. I think cellphones in the next two, three years, the big cameras are obsolete already. Mirrorless camera is going to take over market and the cellphone is going to be better. But nobodys going to archive it. Nobodys going to keep good history. Everybodys going to take snapshots, but nobodys going to catalog. They dont care. I want to see you. Its not a keepsake. Theres no memories behind it. Everybodys sticking in the cloud. They lose it, who cares. But, you know, i care. Last september of 2020, i had a minor stroke, and my daughter caught it on zoom. I was having a zoom call for my grand kids. And my daughter and my these little kids said, hey, you sound strange. Yeah. I said im not able to speak properly. They said what happened. My wife was taking a nap and my daughter, she called home and said hes having a stroke. Get him to the hospital. Five minutes later, you know, the ambulance came and took me away and i was at i. C. U. For four days. I have hundreds of messages wishing me get well soon. Everybody wished that im okay and back to normal. You know, i was up and kicking two weeks after my hospital stay. It was a wakeup call. I needed to get my life in order and try to organize things especially organize my photos. Probably took two million photos in the last 20 years. I want to donate to an organization thats going to use it. Im just doing it from the heart. I enjoy doing it to give back to the community. Thats the most important. Give back to the community. Its a lot for the community. I was a born hustler. Im too busy to slow down. I love what im doing. I love to be busy. I go nuts when im not doing anything. Im 67 this year. I figured 70 im ready to retire. Im wishing to train a couple for photographers to take over my place. The younger generation, they have a passion, to document the history because its going to be forgotten in ten years, 20 years, maybe i will be forgotten when im gone in a couple years but i want to be remembered for my work and, you know, photographs will be a remembrance.
