Third Circuit Rules ATDS Capacity Alone Does Not Trigger TCPA

Third Circuit Court of Appeals held lower court erred when it determined Navient SQL server not part of dialing equipment in assessing whether it used ATDS; Facebook requires only capacity to use ROSNG to store, produce telephone numbers to be dialed for a system to be ATDS.
