Government and the president. And ukraines conflict has claimed 5,000 lives says the u. N. We are in the countrys east where people are living in fear. Tributes have been pouring in for saudi arabias late King Abdullah. Leaders from around the world have attended his funeral. Power has now passed to Abdullah Abdullahs half brother, salmon. And one of the late monarchs grandsons has been named as deputy crown prince. We will have more on that in a moment. But first erika woods reports on the funeral. Reporter dignitaries arrive from all over the world to pay their respects. Among them the mayor of kuwait the Prime Minister of egypt, and the leaders of neighboring countries. After they arrived they gathered for sample funeral, lasting less than an hour the ceremony was a chance for foreign dig that tears to greet the family. International leaders passed on their respects through statements. The kingdom of bahrain said and u. S. President barack obama said as a heard, he was always candid and had the courage of his convictions and a similar sentiments from the former president of israel. Its a real loss for the middle east and real loss for the peace in the middle east. He was an experienced leader and a wise king. Reporter the u. N. Secretary general said and its a legacy that standings out in saudi history, one his successor will have to choose how he will carry on. He unleashed a Foreign Policy that was far more dynamic, interventionist and militant in some ways than any previous saudi king. He sent troops to bahrain to stop the uprising and many other things like that. This is very unusual for saudi leadership, but this is one of the things he has done. Reporter countries like qatar and bahrain have announced periods of mourning, but saudi arabia following its own tradition will not. Also the former king has now been buried in a family plot in a simple unremarkable grave. So far the path of royal succession in saudi arabia has been clear, but a look at part of the family tree shows how complex it could become. Abdullah was the latest in a line of successes to the king who reigned until 1953. Power passed to the half brother salman who is already 79 years old. That makes the late kings brother the new crown prince only 10 years salmans, jr. After that the picture becomes more complicated with hundreds of princes potentially in line for the thrown. Although the new king has just appointed his nephew as deputy crown prince. Lets bring in a former member of the Saudi Council who joins us now on the line. Thank you for joining us and im sorry for yours and the countrys loss but i would like to talk about the important moves we have already seen in place. The fact the nephew is moved into the deputy crown prince position. How important do you think that is . What sort of statement is it . Thats right. Thank you for having me. And thank you for the condolence. We lost a great and kind man. He was our king and also our father figure. This move is very dramatic very drastic. First time that we jump to the grandchildren of the founder of this country. The grandchild is the son of the late prince knife. And he is the grandchild of [ inaudible ] who was the founder of saudi arabia. So jumping the line of sons going to the grandson is the first time of course secondly. It opens line to whole new generation and much younger, much within the time and what is very significant about it is that Prince Mohammed, prince nive has died. And right now who is in line is not the son of the king he has chosen on his qualifications, which is very encouraging, and shows a very strong move towards, you know, stabilizing the country and assuring succession. Im sure that it deals with the succession issues that might come up in the future and also a nod to the enormous Youth Culture that you have. The enormous numbers of youth that you have in the country and the many problems they face employment for example. Yes, of course. This is a young country. The majority are young, below 30 but that has been the case for the past 20 years, and we still didnt have young rulers so this is a very drastic jump and again, hes the crown prince is minister of defense, but he is neither the son of the king nor the crown prince so its to us a very encouraging move for saudi citizens and we see it as not only assuring succession because it jumps to the next generation it happened quickly, and seems to be widely accepted, and i think was a very great choice. And a young defense minister too has been named. I mean this comes at an important time for the country within the country. You have the rise of the jihadists, the issues in yes, maam mren yemen on your border the struggle between conformists and others. This is an interesting time. Yes, he was the foreign minister from before since his father died. His uncle became only for a short time a prince then he was appointed. [ inaudible ] and now we add to it a young minister of defense. We have seen very dramatic moves here. Things we havent seen for decades. And its very encouraging, a breath of fresh air. Thats good to hear. Because im hearing about a lot of jitters in the country because of the events happening in the country and on the borders. Do you foresee a continuation of this sort of policy that is out there at the moment . And a steady hand on leading this oil crisis . Well the oil crisis oil goes through cycles every few years ups and downs. We are facing one now. But we are fortunate enough to have built huge reserves. I think King Abdullah really put us on the right path. Our per capita income has doubled and our reserves [ inaudible ] so were in a very good position to face oil crisis. As far as moving on to the next generation it was he who appointed Prince Mohammed as minister of interior a very young prince at the time jumping many of his uncles. So this put him on the right track, from there he became now second in line for the thrown but King Abdullah put the first step there. It was King Abdullah who appointed prince ahman as the minister and as head of the crown prince [ inaudible ] so also is a very young man. But prince abdullah put him on the right track as King Abdullah, so these policies they are continuing them due to the late king and maybe thats why he has, you know, gained so much love from his people. He began putting us on the right track. Very good to talk to you on this day. And on those unprecedented moves. Thank you. In syria at least 40 people have been killed in fighting near homs and the capitol damascus. There have also been clashes in a border town. Nicole johnston is following developments from beirut. Reporter dozens of people have been killed and injured by air strikes east of damascus. Also reports of air strikes carried out in homs countryside. Activists have been saying there has been a large increase in the number of air strikes over the last couple of days across syria, because the weather has improved and the skies are clear. So the government has been carrying out those air strikes. Now the war in syria has spilled over into lebanon. On friday we had Syrian Rebels attack the Lebanese Army in the valley on the outskirts of a town that is very close to the syrian border. Its a porous border an area around 65 kilometers long, 10 kilometers wide and there are fighters from nusra front as well as syrian levels who have pledged their allegiance to Islamic State of iraq and the levant. The lebanese say a somebody of Syrian Rebels have been killed and as well as a number of soerlsd from the army have been both killed and injured. To yemen now where a large explosion has been heard in the north. Its considered a houthi rebel strong hold. The groups fighters took control of the area during the 2011 uprising. Meanwhile people have been protesting against the houthi rebels. They accuse the group of staging a coup. Demonstrators are threatening to close ports and want local governments to refuse any orders from the capitol. Rallies have been held across the country. The unrest is obviously raising fears that the country would plunge into further turmoil. The president and cabinet have handed in their resignation letters. Politicians need to approve the resignations for them to take affect. The president had been at odds with leaders from the houthi shia minority who took control of the capitol in september. Their fighters have surrounded beparliament building and the president ial palace gunmen have also encircled houses of the defense minister and the intelligence chief. Yemens Prime Minister is among those who resigned. He said he dwant to be part of the collapse of the country. It is raising fears that yes, maam mren could dissend into complete disarray and as gerald important reports. Reporter the leaders were targeted in bomb attacks. Across the country people have been reacting to what they see as a houthi takeover some in celebration, others in anger. In this city they demonstrated over the desieged president resigned. Translator we say to president hadi he must not run away from taking responsibility. He must complete the peaceful transition of power. We will stand with him. Reporter but hadis decision was made under pressure. He has been holed up at his home since the houthis stormed the president ial palace and surrounded Parliament Earlier this week. The houthis signed a u. N. Brokered deal in september, but they are demanding a bigger say in government. Ukrainian military equipment, a few personal belongings are scattered around the bunkers and trenches they had dug. Its my motherland i fight for it. And the finance ministers of germany and spain, and right now bill and Melinda Gates are speaking. We also have the u. N. Secretary general here. He was talking about one of the hot topics here this year Climate Change. He called for 2015 to be a year of action on Climate Change. The french president also touched on Climate Change too. He was calling for greater Global Investment in Greener Technology as a way to halt Climate Change. He hosts a crucial u. N. Climate conference at the end of this year 2015. Earlier today i spoke to [ inaudible ] she is the head of the Framework Convention on Climate Change at the u. N. I asked her about her hopes given the chaotic nature of the preliminary talks in lima last year. It is actually going to be the culmination of several years of effort of all 194 countries of the world to come together to an agreement that is going to combine the collaborative effort of the world, of all countries, of corporations of the Financial Sector to address Climate Change. Thats not going to be easy. But it is very very evident that this has now gone beyond something that is only the responsibility of governments and also needs to have the support and impetus from the corporate sector. So thats what this conversation is all about. So many times the Climate Change conferences almost reach a deal. Is there going to be a dealing at then of the year . We have had five Climate Change conferences in a row all of which reached the agreement planned for that moment. All five years leading up to this we have been able to reach difficult, but in the end the agreement that was needed. Of course as you say, the final agreement on what the structure is going to be for the next 20, 30, 40 years of addressing Climate Change that is on the plan for paris, and yes, i do think they will reach that. Why . For many different reasons. A, the technologies are coming down in price, investment is going up political will is going up and there is a draft text on the line. That is a very different situation to what we had in 2009 in copenhagen where we didnt have a draft text. So one year ahead of time we have a draft text. We heard the u. N. Secretary generals comments on Climate Change. What are you doing here . This is my first davos, so it is not a recent invention, but it is a very concerted effort on the part of the u. N. Climate secretary secretary secretary to reach out to others. Its a very much of a financial issue and corporate sector issue. And davos allows you to have those conversations in one place. And thats why im here. Reporter the u. N. Secretary general said an agreement later this year would set our lives and world on course for a Better Future but given the chaotic nature of those talks in lima last year not everyone shares her optimism in spite of an agreement between the u. His rule in establishing peace between and putting an end to the arabisraeli conflict and the palestinianisraeli feud was instrumental. I am very saddened by his death. I had met him several times. He is going to leave a big legacy, but a great loss as well. He was a great heard. I mri meanted lots of reforms at home. And in a very the discrete way he was a strong advocate of women. It was very gradual, appropriately so probably for the country, but i discussed that with him several times. It was always during his reign that we agreed on a standard Employment Contract which governs the ememployment of filipino Domestic Workers in saudi arabia. This was followed by the signing of an agreement on domestic recruitment which aims to protect the welfare of Filipino Household Service Workers in the kingdom. Now while king salman is now in power, his ascension to the thrown wasnt always so certain. As our correspondent reports. Reporter prince salman bin Abdulaziz Alsaud is the next king of saudi arabia. The swift appointment was seen as shoring up the succession line. He is one of seven powerful brothers. They are the sons of the founder of saudi arabia all from the same mother. All of the remaining sons are over 75 years old. He was govern for nearly 50 years. During his tenure the saudi capitol grew into a major modern city. He attracted Foreign Investment and was seen as politically and economically aligned with the west and developed a network of relationships in arab and international circumstances. We was also appointed to the powerful National Security council that oversees Foreign Policy security and intelligence. Close to the religious establishment, he is not likely to introduce significant change. But at 79 years old, there are concerns about his ability to govern. He has rarely spoken in publish in recent years. Saudi arabias royal succession rules stip light the eldest and fittest among the kings brothers inherit the thrown. But once all of the sons of the king die, and the crown passes to the next generation the several dozen grand sons of the founding king may battle for power. The prince with his well respected diplomatic abilities is seen as the most likely to quell decent. The leadership change in saudi arabia appears unlikely to alter relations with the countrys allies but what does it mean for its rivals. An iranian journalist says tensions will remain. They are not the ones that are pulling the political strings in saudi arabia. There are other people behind the scenes that are doing this arm twisting. So the person that is going to succeed him now is also going to follow the same suit and we know that as far as, you know rivalry between iran and saudi arabia is concerned there will be no tangible changes with regard to saudi arabias Foreign Policy. And they have only complicated the matters by helping to pull down the prices of oil prices in the international market. So im afraid its not going to be good news for iran because we dont know what is going to happen with us and the new leadership in saudi arabia but whatever it is i dont think it is going to serve our interests in the region. Security council are due to ahive in haiti but they are unlikely to receive a warm welcome. Many haitians blame the peace keepers for starting a cholera outbreak. It adds to growing discontent and political upheaval that the president is under pressure to solve. James bayes reports. Reporter an angry crowd marches through the streets of portauprince just hours before the u. N. Security council arrives in haiti. In recent weeks the Prime Minister here has resigned and parliament was dissolved. These protesters say the new cabinet is supposed to represent all political groupings is stacked with loyalists of the president. The socalled consensus cabinet has not stopped the political turmoil. Protests like these have become an almost daily occurrence. They are not just angry at the president and his cab net, but also at the International Community and the United Nations. What do people here think about the United Nations . Translator the u. N. Mission here only causes problems. We see a lot of soldiers every day, and we dont know what they are here for. They brought cholera to our country, and they rape our women. Translator they have been in our country for 11 years, and nothing has improved. Reporter one prominent activist says the u. N. Is now hated in the country. Wherever you have soldiers stepping in a foreign land you are going to have abuses. This is kind of part of it. But the real trouble people have with the u. N. Has been this cholera outbreak. I mean you know, it killed more people than all the socalled insecurity in haiti has done. Reporter the u. N. Mission costs more than 30 million a month, but if the ambassadors of the Security Council speak to ordinary haitians while they are here they may well discover most would prefer they packed up right now and went home. Frances top court has upheld a decision to strip citizenship from a man who was convicted of terrorism. After serving a sevenyear prison term his citizenship has been revoked for good. Reporter he was sentenced to seven years in prison in march 2013 for recruiting fighters to go to iraq afghanistan, and somalia. And in may of 2014 the Prime Minister signed a degree stripping him of his nationality. Now his lawyer challenged that but the Constitutional Council has upheld the original decision. It said that it was justified given the current fight against terrorism. Now the decision of the Constitutional Council has been welcomed by a number of politicians, including the far right leader marine le pen. Translator its very clear we need to establish an automatic stripping of nationality in the event of a conviction for this kind of crime or serious offense, and we need to reestablish a double punishment. Reporter french law allows people to be stripped of citizenship in cases of terrorism, but this measure has only been used eight times since 1973. Human rights lawyers are afraid that this can set a dangerous precedent where in fact there are two classes of french citizens those born in france and those born overseas. Translator it was no surprise since the president was already set in another case. It is not satisfactory because it endorses the fact there are two types of french citizens which has never been the french tradition. Reporter the ruling by the council comes two weeks after a series of attacks in paris in which 17 people were killed. The french government is currently working on new legislation to tighten security. On sunday people will go to the polls in greece to decide who they want to put in charge of their country and their struggling economy. There is an Umbrella Group for the far left who promise to end painful austerity measures. This is his main rival. He has been determined to keep greece in the euro zone and secure bailout funds. The party called the river is moderate center left and formed last year by a tv journalist. He wants to keep greece in europe and fight corruption. Golden dawn is condemned by critics as neonazi. It gained a lot of support during the greek economic crisis, but these parties are the ones who could decide eventually who runs greece. One local businessman has little faith that a new government will improve the countrys ailing economy. I want to warn you that some viewers may find images in this report upsetting. Reporter a greek man takes desperate action on the steps of his bank. A bankrupt businessman who spent his last tenure rows on the can of petrol used to set himself alight. He shows his building where he ran his business before the bank refused to renegotiate his loan payments, he lost everything. That was a protest to the big men, not only to the bank and to the government to trying to make them understanding that they must act for behalf of of the people who elected them. Reporter has greece improved over the years since then . The four years since you set yourself on fire . No they will go worst and worst. And most of the people has lost almost everything. They have the most of the people has lost especially their self respect. Reporter the same fate has hit many businesses here. There are similar stories all over greece. All over the area where companies have closed down. The feeling here is athens and the politicians are a long way away. Once the election is over the promises will evaporate. The outgoing Prime Minister says there are chutes of recovery emerging. The front runner is promising to clean up a political system seen by many to be dominated by patronage and corruption. They could do worse and look to the mayor for advice. European Union Officials have called him a model for old greece after he brought in independent auditors in 2010 to weed out corruption here. We tried to clean up things. And we succeeded a lot. But i dont think that unless we overcome this this individuality and we come to doing things together well be able to overpass all of this corruption, the stealing all of these things the patronage everything. Reporter austerity measures have hit this region hard but the message from the euis that there will be no regular renegotiation of the bailout. Youll be happy when you see fire in your neighbors door house. You have to try to to to extinguish it because this fire will come also to your house. Reporter prophetic words from one man who came close to death to make a stand. Thailands parliament has voted to impeach the Prime Minister for her role in overseeing a rice subsidy program. The Attorney Generals Office announced separate plans to indict her for criminal charges on neck negligence on the rice scheme. The u. S. And cuba say they have made some progress towards restoring diplomatic ties during talks in havana. Officials have been meeting in the cuban capitol for the highestlevel discussions in decades, but as our correspondent reports there was no major break through. The top diplomat leading the talks shot back at the u. S. Translator cuba reiterated what we said before that the United States government have a respectful dialogue to address our positions on human rights and democracy, cuba also has concerns about human rights in the United States. Reporter nothing concrete was announced on the opening of embassies, the longstanding embargo, or cuba still being included on the u. S. List of statesponsored terrorism. But a former diplomat said the talks were a success, but the path ahead wont be easy. If todays talks showed anything, did they show this is going to be a long and difficult process or not . I think nobody had any doubt that it was going to be a long difficult process, but the talks i think the talks showed that there is a political will on both sides to identify the problems and address them. Reporter at the end both sides said this was a constructive first step even if there was little tangible to show for it. The announcement by barack obama and raul castro last month was maybe the easy part. Clearly more meetings are needed to actually now implement it with a disagreement over human rights being just another barrier to overcome.
