Now faces a period of uncertainty after the conservative slim majority was wiped out in the general election leaving a hung parliament with all but 3 seats declared the Tories have 316 seats 10 short of the figure needed to form a majority Labor has gained 29 seats with 261 M.P.'s to reason may said the country needed stability but there have been calls from within the party for her to step down the Conservative leader former Conservative leader in Duncan Smith says this would be a grave mistake I think the idea of leadership elections certainly now would be a catastrophe and I think I just say to a few of my colleagues they need to be there for careful what they wish for because if they suddenly go to the games and maneuvering and trying to create some kind of leadership process then they will basically plunge the u.k. Into crisis the shadow chancellor John McDonald says labor is ready to try and form a man minority government I don't think the Conservative Party is stable I don't think the prime minister is stable I think that on a very derogatory rather anxious alone duck prime minister and I can't see how survive in the number of Conservative M.P.'s who are already privately saying that her position is untenable and I can see them holding together if they do seek to do a coalition of the 2 you pretty well. What is the critical question to ask those old means Britain faces personal uncertain sea just before talks on leaving the European Union are due to begin let's bring you local picture 1st of all to our Sussex political reporter Ben vise with me in the studio Ben good morning what's the story from round Sussex Sussex has diversified if you like it like the rest of the country didn't play by the rules that we were expecting it to play by there wasn't a big surge towards the conservatives in fact quite the reverse now look there were seats like Wheeldon like Chichester where the Tory vote held up as we were expecting it to before that exit poll actually in places like Worthing East Worthing Tim Lawton seat his majority was shortened when we're looking at places like East Bourne they actually lost seats so Stephen Lloyd gained that seat and we also had. A really interesting result in Brighton and Hove where I was based overnight we started getting rumblings as the as the ballots started being ticked on the tables and activists started trying to read what was written on those on those ballot papers and it became clear as the night progressed that Labor were in for a very good night indeed now Peter Carlisle increased his majority from some 1200 votes to about 18000 that's utterly astonishing. I spoke to their campaign manager the Tories campaign manager and how even he told me that the moment for him where they started to lose the campaign was when to raise a maze manifesto came out that sort of ill fated manifesto that suddenly had lots of holes in it that people could pick a party that's the moment at which rather than converting from Labor to Tory and the Tories problems on the back foot having to shore up their own vote did also reflect on the car's performance in parliament over the last few years well it was certainly a vote of confidence in him and that's certainly how he took it when he spoke to us afterwards after the declaration was quite emotional in fact I mean don't forget going into this campaign was right high up there on the list of Tory target seats Peter Carlisle. Went into this really believing that he could lose this seat and so to win by 18000 votes which was huge now Brighton has been turned into a sort of reverse watermelon if you like it's red green red now the state of town has changed how he's in a town has changed hands and that was the other sort of interesting body language of the night at the last night was the difference between Lloyd Russell Moyle the successful labor can that and Simon Kirby the outgoing m.p. Tory treasury minister in fact it was always a small majority to begin with but don't forget at $959.00 before the exit poll we were expecting Simon Coby to maybe even increase his majority given the way we expected the national trend to go in fact Lloyd Russell Moyle transformed a seat where the majority was you know in the hundreds into one where the majority is nearly 10000 he's turned a marginal into a safe Labor seat pretty much and this is what he had to say at the time a party that has stood on policies and not personalities. And a campaign where we have tried to reach everyone from peace haven to. Where we have spoken to 65 percent of our population and we still need to speak to more where we have tried to engage people on the streets outside of schools outside of workplaces. Well politics should happen in the local communities so that's Lloyd Russell Moyle the labor m.p. For Brighton Kemp Town and then the green bit in the middle of the city the green bit in the middle of the city went to Shea green Caroline Lucas increasing her majority to 15000 votes that's 52 percent of voters really you know cementing her position in the city and it is that again backing her on her performance on her performance I think it's a vote of confidence in her it's She's certainly become one of these constituency M.P.'s who can transcend party boundaries pulling in supporters from all across the political spectrum she's very popular locally I mean if you went out and about in the city you couldn't move for those reelect Caroline Lucas posters she's very popular locally and it was a real indorsement of her against the national trend it has to be said because the Greens failed to win anywhere else in fact their share of the vote went down East Sussex if I can turn that dummy and was again very interesting so coffee of actually increased her share of the vote against a very staunch battle with the Lib Dems who held the seat before she did it's always difficult when you've only been in your job for 2 years to fight against you know part of it's had that incumbency factor for much longer before you. A very difficult Amber wrote it turned out that was a real surprise when the sitting home secretary her majority reduced to about 300 votes and I wasn't expecting I went to Hastings just days before polling day and certain people I spoke to gave me no indication that they were planning to sort of a you know bring come very close to unseating umber they were telling me that maybe didn't trust Corbin over things like brags that they were worried about his record on security of course it's unscientific I went to certain parts of Hastings Of course I was I didn't see this coming out thing anyone saw it coming but there was a recount she came very close to losing I say Peter charity the Labor leader at the council gave a very good run for a money I think it's $346.00 stories and indeed with a recount as well she and I reported. Jenkin said on the night as soon as that result was declared in she went into her into her secure vehicle and they zoomed away from the count now somebody who did manage to unseat a conservative was Steven Lowy the lib. Now it was a difficult job for Caroline and Sol the Tory incumbent she'd only been in the post 2 years and indeed Stephen Lloyd had been in for the previous 5 before that I'm sure in the 2 years by the way when Caroline answer was finding her way around the corridors of Westminster Stephen Lloyd was touring the constituency going to every village fete going acting effectively as as an m.p. You know playing up that community role that he had created for himself as the m.p. Is a very popular figure locally it has to be said maybe 2 years ago you could argue he was a victim of the Lib Dems national failure indeed absolutely and you know he didn't least by very many in 2015 but he managed to win his seat back here's what he had to say I'm just delighted to be back there's a lot to do I've got issues richer than the government Horlicks are charging around each dealing with touch to school funding our own schools are terribly affected over one and a half 1000000000 pounds where there are a number of big national issues that I'm going to harass and I'm going to oppose it I'm going to challenge the government thought that Stephen Lloyd back is m.p. For East born for the Liberal Democrat spend vice in Sussex thank you very much let's talk about the sorry in ne Hampshire results now with our sorry person who reports Jack finger morning Jack morning to Danny so mostly blue in sorry north east Hampshire just the odd splash of yellow for the Lib Dems So talk us through what happened so I mean absolutely nothing as dramatic as we've seen in Sussex overnight I mean sorry has a reputation for being conservative heartland and that reputation was very much a bore now all 11 of the series are considered the M.P.'s reelected and the 3 in in the Northeast b.b.c. B.b.c. Sussex b.b.c. Sorry cover also reelected I mean. And the interesting thing is I mean it is when you start to look below that kind of surface figure that all 11 M.P.'s were reelected that you see some quite interesting things so it was quite notable the the other party this time around started to eat into some of the huge majorities that some of those M.P.'s have in sorry I mean mention that Peter Karl has a majority of of 18000 and now you know well if you look at say the ultra seat of working with Jonathan Nord I mean his majority is now being cut to 2 only they only only 16700 old so that it just shows you that how it was 20000 before so it just shows you what happened in the Anecdotally there was some interesting stories in the night as opposed to the most interesting one in the sorry County was in the Southwest sorry where Jeremy Hunt the health secretary was standing again sounding against Dr Louise in who is from the National Health Action Party and then at National Health Action Party or a single issue party campaigning on the n.h.s. And they've made that one of their main target seats and she did very well considering she came 2nd beating out the Lib Dems and and labor and she decreased Jeremy Hunt's majority by almost $7000.00 votes so even though it's obviously if you look at it in reality it's a comfortable night there's no real concern for any of those M.P.'s they've there's there's a few signs that just shows you how labor support had had built up around the country has labor then came 2nd in 8 of those constituencies and sorry so just shows you how that what the kind of the signs of what was going on elsewhere around the country Ok And those are those Lib Dems gains in the sort of northeast of sorry really. Been an interesting night on those sorry London border areas. Had I was in Kingston and service in last night and the reason for that was that the. Labor and the Lib Dems pay between 19972015 was a Davy who became the energy secretary in the coalition government and he was one of those victims a bit like Stephen Lloyd who lost his seat to years ago against the concert. James Barry So when this opportunity presented to it presented itself to David he was more than willing to come back like Stephen Lloyd he's been very visible in the area over the last 2 years that you certainly have been getting lots of mail shots if you live around here about the activities he's been up to and. This was apparently going to be a very close fight between the 2 of them and in the end it was neck close I mean it was quite clear early on the night that that he had won it so when finally the result was announced at about 4 o'clock in the morning there something of the drama was taken out of it because we were all kind of expecting it by that point and he has he's won that seat with a with just over $4000.00 majority so that was that that was a story around there that echoed the victory of Vince Cable over in Twickenham in just in the other bordering states of Kingston and Richmond Park or North Kingston Zac Goldsmith beat the Lib Dems are only by $55.00 votes or so so it's very very close there but. I spoke to Ed Davey the new and old Kingston and pay after is his victory and I talked to him about some of the issues that had come up during the campaign Well I'm very least we work very hard and I think we won the argument on the doorsteps here in kinks of substance we have issues when response to campaigns to improve school funding them the initial funding and people very kind of my past record here because as you know I serve this area for 8 museum piece so I met many long standing friends and people good working over many years as we campaigning so I think all those local issues are critical and of the. Course many national issues with Brazil being a big one and there were many people to do many young people who were very unhappy with referendum result here and were looking to us as the Democrats to make the case against the extreme Bracks it says may have been ongoing for he's back as the Kinks m.p. Sorry Danny pike and the morning after the election day before and I'd like your reaction to the result where you live in our area and also what you think of what's happened nationally do give me a call and 34595757 you can text me 81333 Start your message with radio with us for a while now is Paul where Professor of Politics at the University of Sussex Good morning Paul morning thanks for coming in and your thirst reactions to this hung parliaments will astonish you know I turned on the election broadcast at 10 pm last night for me expecting to see that the tourism got an overall majority and almost certainly it seemed from the most you know from the latest polls and increase one and the minute I saw the projected figure conservative 314 I just thought hang on a minute something's wrong here that's not an overall majority they don't make it and the exit poll appears to have been very accurate by and large so it's you know it's quite astonishing it's back to where we were in one sense in 2010 again Ok yes I mean as we stand 647 declarations of the 650 seats the conservatives have 316 Labor have 261 so the conserves is falling well short of the 326 they needed for even a majority what she thinks happened. Well you know obviously we're going being a very careful political scientist I know that we want to see the danger and really poor over the numbers very carefully and we'll do that when things like the British election study data becomes available in the next few days and weeks but I mean initial. Suggestions to me. We are that a number of things might have happened 1st of all I think there's been an increase in the registration turnout of young people and Jeremy cool been for a 68 year old seems to be remarkably attractive to young people you know he's had that success in mobilizing support in the Labor Party now he seems to be with a message of which is more positive finance your stereo to and so on to be infusing younger voters to register and vote across the country to take the carrot of removing to Asian face would have been a big one for your students for instance or people are thinking of coming to Sussex Absolutely yes and I'm sure that's going to be part of it. And you know the general argument that has to be more investment in services and so on and so forth. So that's I think that's part of it but I think at the other end of the age spectrum it might be that the whole fiasco over the so-called dimentia tax the social care payments actually dampen down the support for the conservatives among the elderly voters as well so you know for the 1st time that I can remember age might have been a much more important demographic factor than is usually the case so they're looking at the campaigns would you say that the conservatives blew it with that particular attack on maybe their older voters I think that was a key part of it there's no doubt I mean there's a number of things about that 1st of all it was intrinsically unpopular with a number of older voters. But secondly it also tactically looked anything like strong and stable leadership from to reason May It was one of a number of instances in which she's been accused of actually conducting a u. Turn and it also went back to the question of how the policy was inserted into the manifesto in the 1st place in a very top down kind of a way without any broad consultation even within her cabinet let alone the wider party or beyond So I think I think there are there are issues about the style of leadership there which might well have damaged the reason here's a question. It was presented as 2 differing personalities wasn't it Major me calling it and with all once you've done all your number crunching do you think that me and this may not even sharpen your numbers whether it's just a public perception that to reason may didn't perform well in the campaign and perhaps Jeremy Corbin performed out of his skin or beyond expectation that yeah I'm sure that's right I mean Jeremy Corbin started from a low benchmark a low baseline because he clearly went into the election with very low personal ratings in the wider public and in a sense you can only improve from that position and he managed to do it there are some things that Jeremy Corbyn is undoubtedly very effective at doing he's very good at doing the big speeches to large rallies which is something which is a woman is going out of fashion in British politics but you know he brought an enthusiasm around that and how to by and large a very positive kind of message to reason made by contrast very stilted and kind of scripted as that one show appearance with Mr May Yes Ok well you know that was supposed to be a mo a moment where she could have looked a little bit more relaxed and more human if you like and even that didn't come across as as being particularly effective in those kind of terms and she was criticized for that So given all of that should labor have done better maybe they gained $29.00 seats on the 2015 results but should they have better as things seem to be going well especially in those laws are sort of we can are maybe well I think we still put points of weakness and vulnerability for the Labor Party I think Jeremy Corbyn although he did do I think most people you know most neutral observers would accept relatively well in the televised debates he was pinned down on certain issues around the nuclear weapon option and around security questions around his past links alleged or real with terrorists in extremis. And so on and that will have been you know a cause of doubt in in quite a lot of people's minds and also around you know where the spending plans just added up Ok in a few minutes we'll talk about what happens next as we find ourselves in a hung parliament situation and what the outcome of that might be but actually interesting in our conversation the last few minutes Paul we've not really mentioned the others so is this a return to 2 party politics or is it a one off because of the specifics of this snap election yeah I mean yes and no it is a return in the sense that the 2 major parties have both increased their national vote I mean Labor's gone up by about 9 and a half percentage points nationally. The conservatives go up by 5 and a half percentage points all of the other minor parties pretty much apart from the Northern Irish parties have dropped so that looks like much more of a return to 2 party politics the reason I say and no though is because we're now in a hung parliament situation and the minor parties become very significant players in all of this the d u p I suspect will have a very significant hand to play in delivering working majority most of the time to the conservatives but we know that the s.n.p. Sorry we wake up this morning with a hung parliament what's next this Texas says I think there should be a national government get the best people from each party to lead our country now that's what we need says our text what do you think about that your reactions your local election and the national result 203-459-5757 Paul where Professor of Politics at University of Sussex with me in the studio so let's move on Paul to what happens next so we're in a hung parliament situation just explain what that means for us well it means that no party has got an overall majority in the Commons they can't automatically assume they're going to be able to get the legislative proposals through the Commons. And that it's you know it's not actually such an uncommon scenario if you look across the world of liberal democracies. A surprisingly high number of European governments actually are either minority governments or coalition governments and minorities come even minority administrations where you know single party government governs but without control of an overall voting majority in the legislature they can survive for quite a long time because often the opposition cannot gang up against them because they're too internally divided themselves but they may have to temper the their program they may have to do things on which they can get. Some kind of a majority but on a bias you basis Ok. So the reason why we're in this position I mean treason may call this election. Is to get a mandate for the breaks and go see ations perhaps pick up more seats or got strong majority and it hasn't turned out this way so does that make that look like a pretty poor decision makes it look like a shocking decision looks mean there's no doubt about it there's no way I think that the conservative thought reason they can spin this as having been a successful exercise and I don't think the conservatives are doing that to reason is putting a brave face on it so far but there's no question that she has weakened her own position within her own party I mean I thought even going into this you know up to 10 pm last night when I still thought she was going to get a majority and probably an improved one I thought because of the way the campaign had gone that she'd probably weakened her standing within the party given what actually has transpired that she's lost a majority than I think she's focally wounded was she says she's not going anywhere buttons perhaps somebody else will decide that for her what who would emerge as a an obvious leader for the conservatives Well you know the Conservative Party has a history of being quite ruthless when it comes to defend a straight in their leaders. And you know the obvious name I suppose is going to be Boris Johnson and he would stand a very good chance if there were a leadership election of winning the the membership vote you know that they have this 2 stage process for selecting their leaders now in the Conservative party 1st of all the M.P.'s winnow the field down to just 2 candidates and then the membership the grassroots they take the final decision so he would have to get into the final 2 amongst his fellow colleagues 1st occasionally you get situations where everybody withdraws except one. You never quite know what's going to happen I even wonder if the likes of Amber Rod having the. The situation is still relatively negative no doubt about that but this is 1st time in a while that they've got 40 percent or so of the national vote got to remember that when Gordon Brown lost the election in 2010 then he got 29 percent and they didn't make very much progress and he got up to a 31 and a half percent with Ed Miliband there and now they're up to 40 percent that's a. A really substantial leap forward. On that question Donna nice born says the conservatives are one the most seats do you know that if this was proportional representation there'd be a difference so explain the percentage of votes between Conservative and Labor and whether that will make a difference under p.r. . Yes I suspect it will haven't had time to actually figure that out I mean p.r. For instance I have to say is not a single electoral system p.r. Is a category which covers a multitude of yes different variations and they can produce rather different outcomes some of very purely proportional some are actually not all that purely proportional and some of the things that people call p.r. Systems are actually not really p.r. Systems like the or the alternative vote so I think we're in a situation here where if we had some form of p.r. Like a list p.r. System or the single transferable vote you would you would probably find actually this time not a huge difference between the 2 major parties traditionally the Liberal Democrats have done rather badly under p.r. This time they're not doing quite sabbaton because actually they haven't got a very big share of the vote nationally and they have managed to target their efforts in such a way that they've actually increased their seat representation you can of course did very badly under 1st Past the Post at the last election but it won't look so badly treated this time simply because his votes collapsed actually so it's got in terms of parliamentary representation it's got something far closer to its proportion of the vote Ok I thought from Jonathan here an e-mail says I remember distinctly remarked the trees I'm a major in the hustings and after refusing to participate in televised debates she stated she wasn't worried about facing Jeremy Corbyn as she dealt with him every week at pm Q.'s she may have forgotten that she can get away with cheap jibes insults and failure to answer practically any question at pm Q.'s on the stump and in televised debates she couldn't get away with it as she was shown up as incapable . Do you think Peter Carson got a bit of a precarious position because he hasn't been a great fan of the leader Jeremy call Been So what do you make of I mean he's retained a seat maybe on his person performance locally Yes That's that's absolutely true. He has he's been a target I think really for some of the the more. Extreme called ministers for want of a better term he hasn't always got on well with his his local were the Brighton and Hove Labor Party and various ways on the other hand he has been a city Asli hard working constituency m.p. And actually I think you can probably say that for a number of other amputees in this region as well and I think that's part of the reason why he's done well here in combination with the fact that there has been a national swing to the Labor Party so he's really cemented his position but it's going to be an interesting dynamic within the Labor Party in the next few months because people who are on the kind of center to center left of the the Labor Party and we know that a large number of them are not fans of Jeremy Corbyn a really in a position where they cannot do much other than supportive now for the forseeable future in any prospect that there might have been a few weeks or months ago. Of there being a kind of breakaway new party formation from the Labor Party I think is dead in the water at least for the for the forseeable future and then finally Karan Lucas again returned as the m.p. For Brighton villian for the Green Party polling 30000 votes double the person finished in 2nd place he she is early I hope I've been a good local constituency m.p. But I think as well the kinds of policies we've been championing from for example opposing the incredibly extreme breadth that reason may have been pursuing right through to wanting more resources into our schools and the n.h.s. And of course putting the environment on climate change at the top of the agenda I think all of that has resonated with the people of Brighton you think Brighton loves there a bit that they're the only town to of voted in a green m.p. Ever and how much is that down to her person performance I definitely think a large chunk of Brighton loves that loves Caroline Lucas and it is partly about her personal performance and in 2 respects partly in terms of her work in the constituency and she's been another received us diligent constituency m.p. But also because she is by far and away the most prominent national spokes person for the Green Party we see her in Parliament we see on the media we're serious in protesting against fracking and getting arrested and arrested from time to time you know. So she's a very articulate and prominent spokes person and it doesn't surprise me that she's managed to cement the position can the Green Party do any more than than just keep Caroline Lucas in position it's you know these things depend on the contingencies the kind of ebb and flow of the circumstances and events of politics from time to time there have been moments in the past when the Greens have done particularly well in what political scientists call 2nd order elections things like the European parliamentary elections and so you know I would never say that they couldn't get more m.e.p. It can be hard for them under our electoral system in the forseeable future to get another entity. This is one of the things that Karen Lucas and perhaps I'll talk about this with her in coming days that she was quite I think upset about during the course of the campaign is the kind of disproportionate attention that say Ukip got in her view to say the Green Party in terms of number of votes they got and all of that do you think there's something in that and after you Kipps performance in the drop in their vote do you think that will change the next time we have an election Well it's interesting I mean they're fascinated because they're the 2 polar opposites really of party politics with the Greens being the Left Libertarian pole and you quit being the more right socially conservative pole of politics and actually across Europe as a whole these are the 2 kind of chunks of electorates that have grown somewhat on the fringes of mainstream party systems in the last 10 or 20 years. In terms of whether the Greens deserve to have more prominence from the media more attention from the media the new kit it's a little bit hard to say that now looking at this because they've got very similar percentages of the vote on the basis of the results we've got so far it's got about 1.8 percent of the national vote Greens got 1.6 percent but the Greens are got 100 percent more M.P.'s the new Kip they've got in a sense they go even more than that. But I know what you mean. They do they have they have more M.P.'s in parliament just the one of course. But you know parliamentary represents a political representation is also about things like the European Parliament at least for a little bit longer not for very much longer and local politics and if you put the whole thing together I think both parties have a kind of equal claim and certainly in the run up to this election Ukip was able to say look we've got 12 and a half percent of the vote nationally in 2015 whereas the Greens got 3 or 4 percent So Ok what do you do next a lot of number crunching with having a look at voter patterns and.
