The recent natural disasters in north africa have been one of the many Talking Points at the Un General Assembly so far. So lets look at the latest from there now and focus on libya. Journalists were ordered out of derna, thats the city devastated when two dams collapsed following disastrous flooding in the countrys east. It follows furious protests from demonstrators over the failure of authorities to protect the city from floods. Irate residents of derna say the devastation couldve been prevented, with officials blaming insecurity in the area for incomplete repairs to the dams after 2007. There are also reports that the mayors house was burned down. Our correspondent anna foster is in Eastern Libya with more. Well, things changed to derna less than 2a hours after protest outside the main mosque in the city. Many people gather to express their anger against the authorities who they said had not maintained the dams properly, who had not present to the people the way they should have done. There was anger towards the mayor of derna, there was anger was smb based authorities. And then just a few hours after that the suggestion that journalists would no longer be able to work in derna, so teams including owls were told that even though we have been working in the city, covering this over several days now, permission to be inside would no longer be granted. The Authorities Say that that is because there were too many people, they say, hampering the recovery effort, getting any way of teams they said doing their work. But the timing of this is particularly interesting given that dissent and that tension which was really starting to grow. And of course is a tension that has known for a long time now, that push and pull between east and west, the two opposing governments, the two opposing authorities who both face and vie for control of this country. And putting all of that to one side you still have survivors in derna, people who are living in schools, in some places, as we saw, in temporary buildings, doing what they can while this Recovery Operation continues around them. The numbers are still being disputed by various agencies in terms of how many people have lost their lives and how many people are still officially missing, but we know it is many thousands. And today after day, as agency see the risk of disease, sanitation issues are only growing for People Living in derna, as the operation to continue to recover the bodies of those victims from land and from see goes on. As the effects of Climate Change worsen each year, the number of displaced people reaches record highs as humanitarian aid is spread thinly. At the end of 2022, over 108 Million People had been displaced, and this year even more will be forced from their homes, primarily due to natural disasters and political conflict. Earlier, my colleague Caitriona Perry spoke with un high commissioner for refugees, filippo grandi, about climate related displacement. Those are natural disasters. Probably more localised, because people will want to go back home as soon as places are available again. But of course Climate Change in its broader manifestations is going to be more and more a factor for people to move, especially as we see in the horn of africa, this is a hell region of africa, when it combines with conflicts, which is very frequent. Climate concerns, refugees, the war in ukraine, lots of big ticket issues to address, but there was a lot else happening here on tuesday. There are growing calls for reforming the Security Council. Azerbaijans armed forces have launched what theyre calling an anti terror operation in the disputed region of Nagorno Karabakh. Explosions and sirens were reported on tuesday in the territorys capital. An armenian human rights official claims that at least 25 people have been killed in karabakh as a part of the offensive. Tensions between armenia and azerbaijan have been high for months around the breakaway enclave, which is smaller than the us state of delaware. It functions as a de facto region of armenia and its population is mostly Ethnic Armenians, but is internationally recognised as azerbaijani territory. Our South Caucasus and central asia correspondent Rayhan Demytrie has more. Fighting has continued along the line of contact between azerbaijan and its breakaway Nagorno Karabakh region. Local authorities and the Ethnic Armenian belated territory say that Azerbaijani Armed forces are using artillery, missiles and attack drones. There are reports of casualties, including children. Azerbaijan launched what is described as an anti terror operation to gain full control of its Nagorno Karabakh territory. It nagorno kara bakh territory. It is Nagorno Karabakh territory. It is demanding full withdrawal of Armenian Armed forces from within internationally recognised territory. Armenia says it has no Military Presence there and claims the aim of the offensive is ethnic cleansing. That azerbaijan wants to drive Ethnic Armenian population is out of their home. There has been Strong International condemnation of this anti terror operation, with urgent calls for azerbaijan to end hostilities and return to negotiations. But barcoo says it will continue its anti terror measures until local authorities in nagorno kara bakhs local authorities in Nagorno Karabakhs arm and surrender. Disarm as we just heard from Rayhan Demytrie there, the operations have drawn widespread condemnation. More specifically, in a call with armenias Prime Minister, us Secretary Of StateAntony Blinken called on azerbaijan to cease its operations and return to dialogue. Russias Foreign Ministry echoed that sentiment, saying in a statement with the sharp escalation of the armed confrontation in Nagorno Karabakh, we urge the conflicting parties to immediately stop the bloodshed, stop hostilities, and eliminate civilian casualties. Theres a lot of background to this story, and to help us understand it, lets get more from paul moss, the Europe Regional Editor for the bbc world service. The tensions in Nagorno Karabakh really go back to the Old Soviet Union, which was a collection of 15 different republics, hence the name, the union of soviet socialist republics. In the Far Southwest over there were azerbaijan and armenia as neighbours. Two very different countries. Azerbaijan predominantly muslim, armenia predominantly christian. The two of them having very different languages with different alphabets. In 1991, the Old Soviet Union fell apart and at that point there were particular tensions over this region, Nagorno Karabakh. As you can see, its in azerbaijan, but the population are mostly Ethnic Armenians. Most of them wanted tojoin with armenia. There were protests, there were local acts of violence, but eventually a full scale war broke out. And this really was an ugly war. There was shelling, there was bombing, but there were also lots of attacks on civilians, lots of suggestions of atrocities committed by both sides. The ceasefire was agreed in 1994 but this never really addressed the underlying issues, the underlying tensions. And so in 2020, once again, a war broke out. Again, a very ugly war with some close hand to hand fighting. But this time, azerbaijan had the advantage, partly because turkey gave them advanced drones to use and azerbaijan managed to seize a whole chunk of Nagorno Karabakh. Once again, a ceasefire was agreed. Part of the problem was that the people monitoring the ceasefire were russian peacekeepers and the Russian Military were to say the least distracted with other things the war in ukraine having broken out. Both sides allege the russian peacekeepers were not able to do theirjobs. There were particular problems with bringing aid from armenia into Nagorno Karabakh down this road, called the lachin corridor. The strange thing is, only on Monday Aid For The First Time came in from armenia into Nagorno Karabakh medical supplies and food. People thought that was a sign that tensions were easing. But then six azerbaijanis were killed by two landmine explosions, four of them we understand were Azerbaijani Police officers. It seems that azerbaijan has now retaliated and it seems that tensions in this contested area once again are rising. Relations between canada and india have further deteriorated after each country expelled diplomats on tuesday. It comes after canada alleged indias involvement in the murder of a canadian sikh activist. Hardeep singh nijjar was shot dead outside a sikh temple in British Columbia back injune, less than three years after india designated him as a terrorist. The remnants of Ex Hurricane Lee are moving in from the atlantic, bringing reasonably mild conditions, but also some strong winds and, for some of us, some heavydownpours, as well. We could see some localised flooding with some of this heavy rain thats on the way. So low pressure moving into the northwest this frontal system here moves slowly from west to east over the next 2a hours or so, bringing those squally, strong winds and heavy rain. So, over the next few hours, weve got some rain across parts of scotland. Its becoming more persistent for northern england, wales, and down towards the southwest of england, too. Wherever you are, its not a cold night temperatures staying up in the mid teens for many of us, just single figures across the far north of scotland. But through the day on wednesday, this band of rain pushes slowly southwards and eastwards. The strongest winds in and around that front could gust to more than 60mph around exposed coasts of wales, for instance. Really breezy conditions, too, for central and eastern parts of england, although the morning will be dry and reasonably bright here. Further north, then, during the morning, 40 50mph gusts enough to cause some disruption across parts of scotland and Northern Ireland. A mix of sunshine and showers, but the gusts will strengthen to more than 60mph during the afternoon, and those gusty winds will reach the southeast of england, as well, with this rain becoming really quite heavy and persistent. You might hear the odd rumble of thunder around, as well. Temperatures in the high teens, possibly 21 celsius towards the far southeast.
