Good afternoon. The government is facing anger from the car industry about the plans being considered by the Prime Minister to delay a ban on the sale of new petrol and diesel cars. Rishi sunak spoke to the cabinet this morning, and is to make a speech in Downing Street later this afternoon. The Carmaker Ford Has said the proposal would undermine the governments ambition, commitment and consistency. one option seen by bbc news is for the 2030 ban on the sale of new petrol and diesel cars to be moved to 2035 in line with the eus timetable. Another measure being considered is weakening a commitment to phase out all gas boilers within 12 years. Heres our Political Correspondent helen catt. Commitment to the movement of emissions to zero by 2050 is set in law, and by then the country will only be able to put as many pollutants into the atmosphere as it can take out but rishi sunak is about to make a significant gear shift in how the government plans to get there. Is under growing pressure to explain exactly why he is making it. In a moment, well talk to our climate editorjustin rowlatt whos with me, but first to our chief Political Correspondent at westminster, henry zeffman. We now know there will be this speech from the Prime Minister in just a few hours time. Just a few hours time. Thats ri. Ht. Just a few hours time. Thats right rishi just a few hours time. Thats right. Rishi sunak just a few hours time. Thats right. Rishi sunak has just a few hours time. Thats right. Rishi sunak has said i right. Rishi sunak has said successive governments have not been honest with the public about the true trade offs involved in getting to the net zero target by 2050 and we will find out at liz30pm this afternoon what exactly he means when he says he wants a better, more proportionate approach. But what i think before then is coming into much sharperfocus is think before then is coming into much sharper focus is a Dividing Line between the Conservative Party and the labour party on how to hit net zero. The Political Risk for rishi sunak is in that in seeking the Dividing Line is also exposed a divide in the Conservative Party and weve seen that in the conservative ranks, the panic after we broke the story. We have green conservatives on one hand you are anxious rishi sunak sticks to existing policies and other conservatives who urged him for a while now to loosen some of the targets. That debate has been ranging for a little while but what is significant and you today is for the first time the Prime Minister has clearly picked a side and new today. 0ur Climate Editorjustin Rowlatt is with me. Lets talk about the broad reaction to the potential change from industry. To the potential change from indust. ,. , industry. Industry, we heard it clearly from industry. Industry, we heard it clearly from ford, industry. Industry, we heard it clearly from ford, they industry. Industry, we heard it clearly from ford, they want i clearly from ford, they want certainty. For cars, they are spending hundreds of millions retooling one of britains Biggest Industries and want to make sure they have a market for it so the targets for phasing out petrol and diesel cars works well for them in the same is true for Heat Pump Manufacturers or people making Energy Efficient devices. But manufacturers or people making Energy Efficient devices. Energy efficient devices. But in terms of the Energy Efficient devices. But in terms of the general Energy Efficient devices. But in terms of the general public, i Energy Efficient devices. But in i terms of the general public, some people have concerns around trying to move to electric vehicles or heat pumps that you mention. To move to electric vehicles or heat pumps that you mention. People are really worried pumps that you mention. People are really worried about pumps that you mention. People are really worried about electric pumps that you mention. People are really worried about Electric Cars i really worried about Electric Cars and heat pumps, that is true. Electric cars, the rate of sale is higher than people expected, 70 of all cars were electric and 20 last month i7 . There are real concerns about charging infrastructure but that is being rolled out quickly and we are at the beginning of a switch over and the network will only get bigger. With heat pumps there are real challenges, they are more expensive than gas boilers and cost the same to run but there are additional costs for homeowners who need bigger radiators and more insulators. That is one of the reasons why the government is so far behind on the 2028 target of 6000 new heat pumps a year and just 6000 last year so i can imagine that target slipping. Theres been an unexpected fall in the rate of inflation, which measures how prices change over time. Inflation stood at 6. 7 in august, down from 6. 8 injuly. The chancellor said it shows the governments plan is working, but he accepted inflation is still too high; labour said todays drop isnt enough. 0ur Chief Economics correspondent Dharshini David has the details. At this chain of cafe bars in plymouth, a jump in the cost of ingredients last year and wages put price rises on the menu. A burger and fries that was £10 is now £11. But their customers, keen to treat themselves after the lockdown years, were able to swallow those increases. And now those pressures on prices are easing. Were absolutely seeing a diminishing impact of inflation. The rates are certainly coming down. If i look at our last Financial Year across our food purchases, we saw inflation of around i3 . This year, were anticipating between four and 6 . So you can certainly see its reducing. Its not just restaurants. Hotels, airfares, furniture, even clothing. Those kind of items either saw prices rise at a slower rate or fall in august, perhaps as consumers became more cautious about shelling out. Now, those are the kind of items that make up so called core inflation. That red line here, which eased. Its the measure the Bank Of England watches closely. So theres some doubt that it will raise Interest Rates tomorrow. Add in the likes of food and energy and you get overall inflation. That blue line also falling against expectations, raising hopes that the government might meet its target of halving that rate this year. The plan is working, but even at 6. 7 , that is a lot of pain for ordinary families who are seeing their Shopping Bills go up, theirfuel prices go up. And that is why it is essential that we continue to stick to that plan. 0ur Assessment in the labour party is that on average bills have increased by around £400 a month because of the price of petrol, energy, food and other things that we have to buy day in, day out. So a 0. 1 change in the Headline Rate of inflation is nowhere near the action we need to see from this government. Even with increases in food prices slowing, the typical grocery bill is still almost 14 higher than a year ago. And resurgence in oil prices means theyre also grappling with rising Petrol Prices on the forecourt. Inflation hurts and history tells us taming it isnt straightforward. On balance, analysts think the Bank Of England mightjust go for one more rate rise tomorrow, but it could be the last. Darshini david, bbc news. And if you want to find out more about how Price Changes might be affecting you, you can go to the tackling it together section of the bbc website, where there is also a personal inflation rate calculator. Also today, the government has announced that millions of low income households will receive their second of three Cost Of Living payments soon. £300 will be paid to people on means tested benefits, such as universal credit, between 31st Of October and 19th of november. People who are eligible dont need to make a claim. The Crown Prosecution Service says a metropolitan Police Officer is to be charged with murdering chris kaba, a 24 year Old Black Man who was shot in streatham in south london last september. The officer in question is currently suspended from duty. 0ur correspondent Greg Mckenzie reports. It was on September 5th last year that chris kaba, an unarmed black man who was 2a and a father to be, was hit by a bullet fired by a Police Officer into the vehicle he was driving. He died in hospital. The audi car, which was not his vehicle, had been flagged by an Automatic Number Plate Recognition camera as being linked to an incident the previous day. The independent office for police conduct, the iopc, investigated the shooting and handed their evidence file to the Crown Prosecution Service. The family of chris kaba spoke to the bbc earlier this month, one year on from their sons death. So what about us . What about us . When i have to do the proper mourning for chris . Its very disappointing. Very. So we demand to the cps, we need a decision. Today, the Crown Prosecution Service authorised a charge of murder against the officer. He will be formally charged tomorrow and will then appear at westminster magistrates court. He has not been named for unspecific legal reasons and remains suspended. Greg mckenzie, bbc news. For the first time in the history of the nhs, consultants and Junior Doctors in england are on strike at the same time. The walkout by members of the British Medical Association marks an escalation of their pay dispute. Hospital leaders have expressed profound concern about the impact the strikes will have on patients and have called on ministers and the unions to find a solution. 0ur Health Correspondent Sharon Barbour reports. Its a strike never seen before in the history of the nhs. Today sees both senior doctors or consultants, and Junior Doctors refusing to work united in anger over pay. Its an absolute privilege to do myjob, but its a hard job. And so were here to ask for fair pay for the work that we do, that reflects the skills that we bring. I think that thats a reasonable ask. Doctors will be there for emergency care, but Health Bosses say patients are still in danger. And despite weeks of planning, hospitals are under intense pressure. During the industrial action in september, so far weve had to cancel 420 inpatient and day case operations and 2,600 outpatient appointments. And of course, every time we cancel those, were having to reschedule them, which is taking slots that other patients would ordinarily have been booked into. And patients whove waited for months for operations or appointments have to wait even longer, including cancer patients. Its bad news for Hospital Waiting Lists in england already at record levels, around 7. 7 million patients. And thats more than the population of all of scotland and northern ireland. I would say im upset and quite angry, really. I dont think its fair that people that you entrust your welfare and your well being with can take you on such a rollercoaster, emotional and mental rollercoaster. Its taken its toll. My physical fitness has dropped as well as i think my mental health. But there is a glimmer of hope and talk of whats being described as constructive conversations taking place behind the scenes. Its not coming from ministerial level. The Secretary Of State hasnt met with consultants for more than 150 days. Its coming from a lower level in the department of health, but there is some movement there. Wed like to see that built on. Wed like to see a decent offer that we would be able to put to our members and say, is it enough for the dispute to end . The consultants strike will end at 7 00 tomorrow morning and the Junior Doctors strike will finish 2a hours later. In medical emergencies, patients are being advised to still go to accident and emergency or to call 999. Sharon barbour, bbc news. The time is 1 16pm. Our top story this afternoon. The king and queen havejust arrived in paris and due at the Elysee Palace shortly, at the start of a three day state visit. King charles will become the first british monarch to address both houses of the french parliament. The trip had to be postponed in march because of protests against Emmanuel Macrons pension reforms. But tonight, the president will host a gala dinnerfor the king and queen at the palace of versailles, from where Hugh Schofield reports. A Sumptuous Chateau built for a one time enemy of england, louis iv. Tonight, in its hall of mirrors, the setting for a State Banquet in which king charles and Queen Camilla are the honoured guests. The palace and the gardens are looking their very best. France may no longer be a monarchy, but under Emmanuel Macron they like to do things in style. State visits are symbolic occasions, but nonetheless important for all that. And here in versailles, the message is clear, that despite all the dissensions of recent times over brexit and other matters, the Historic Alliance between britain and france, two countries that are so close in so many ways, is solid and unchanged. The king and the president have met before, here at a ceremony in london in 2020. And the king is no stranger to france. Hes visited dozens of times over the years in private and official capacities. And like his mother, the late queen, hes comfortable in the language. A la solidarite entre nos deux pays. For frances top royal watcher, stephane bern, whos met king charles several times, the trip will once again reveal the latent monarchism that he says lies inside many french people. We love england. We love the united kingdom. In general, people love the British Royal family. We. We know everything about them. We love them. We love the queen. We want to show the king charles and Queen Camilla that we we love them, too. Back in march, certain local difficulties protests over raising the pension age caused the royal visit to be postponed at the last minute. No such problems expected this time round. Hugh schofield, bbc news, paris. 0ur royal correspondent Daniela Relph is in paris. So, what more can we expect over the course of this visit . Course of this visit . Well, the king and aueen course of this visit . Well, the king and queen are course of this visit . Well, the king and queen are now course of this visit . Well, the king and queen are now here course of this visit . Well, the king and queen are now here in course of this visit . Well, the king and queen are now here in france, they are on their way to us here at they are on their way to us here at the Arc De Triomphe, which is their first stop on their state visit where they will receive a full ceremonial welcome. They arrived a few minutes ago at all the airport on the outskirts of paris and are now making their way into the city, and over the course of the next few days, during this estate visit, it will cover areas like culture, sport, climate, business and a fair bit of diplomacy as well. In recent years, that post brexit relationship between the uk and france has been a bit bumpy, even hostile at times. A state visit, the arrival of the king and queen, is not going to fix that but it can ease tensions and it can shift the mood and get minds focused on the areas where the two countries agreed rather than the issues that divide them. And every state visit requires a little bit of a show, and that will really come this evening at the palace of versailles, where they will be a black tie State Banquet hosted by the french president Emmanuel Macron, and on the guest list there this evening, expect to see the likes of the british actor hugh grant and the former arsenal manager arsene wenger. British gymnastics has in the last few minutes released a list of members who have been banned or expelled from the sport most of them are coaches. It comes after last years whyte review, an independent report which found systemic abuse in the sport. 0ur Sports Correspondent natalie pirksjoins me. Natalie, this list has been a long time coming, hasnt it . Yeah, it has taken british gymnastics almost a year to pledge to do this, since they pledged to do this, to publish this. We heard last summer of gymnasts who had been made to train on broken bones, they had developed eating disorders, suffered abusive language, and the whyte review concluded that the welfare and well being of gymnasts have not been at the centre of british gymnastics culture. So today the governing body said, this is a really important step into making the sport safe, publishing this list. Given that it goes back as far as the 19905 it is li5t. Given that it goes back as far as the 19905 it is actually quite short, ju5t as the 19905 it is actually quite short, just over 50 members won here, mo5t short, just over 50 members won here, most of whom are coache5, short, just over 50 members won here, most of whom are coaches, who have either been banned for a set period or expelled entirely. There are no in depth reasons for why they have been banned, but the majority we can cr criminal conviction5. 0ne promising Young Engli5h gymnast quick 5port at 17 after developing bolivia, 5he quick 5port at 17 after developing bolivia, she was the first gymnast to speak to us back in 2020. Her coachi5 to speak to us back in 2020. Her coach is not on this list and i asked her if this would make the sport a safer place. I dont think anything can make the 5port100 safe, but it allows parents to make an informed choice with all the information that they need. And hopefully, a5 a result of that, they will be keeping an eye on their gymnasts and their children and making sure they communicate with them. So, nicole thinks it is a positive step but the list does not include anyone currently suspended, either, or waiting for the investigation, and there are almost a0 gymnasts Pur5uing Civil Action Against british gymnastics, only one of them so far has had their case settled, and gymna5ts for change, a group of and gymna5ts for change, a group of those in the sport pushing for tho5e in the sport pushing for reform, has called this a significant and validating moment but also says there are only ten coaches banned from the whyte review, and that is simply not good enough. Many girl5 said they experienced sexual harra55ment in their day to day lives, and didnt feel safe out on the streets on their own. Of the 2,000 young people surveyed, just over a fifth of teenage girls, 200 of them, said theyd received unwanted nude pictures or videos from someone their age. Aa of girls said they dont feel safe on the streets. Nearly a quarter of teenage boys, 2a , said they also felt that way. And more than a quarter of teenagers polled said they feel anxious all or most of the time. Half said they feel anxious when they dont have their phone with them. Ashleyjohn baptiste has been speaking to some of those young people. Hello, guys, welcome. Sexual harassment, anxiety and Street Safety are just some of the issues affecting teenagers across the uk, according to a bbc survey. For these teenage College Students in london, receiving unsolicited, explicit images online is far too common. I think its a lot more than you probably would think. Like, youll literally go on snapchat and you will add someone and then theyll just send you, like, a picture of their genitalia. And its, like, thats. Normal. Another prevalent issue is phone anxiety. All right, Show Of Hands who is more anxious without their phone . I got my phone when i was, like, a child, so i always had it with me. And now lets say my mum or my sister takes it away, i will feel very anxious because i dont have anything else to do. During gcses i was addicted to my phone at that time as well, so whenever i used to study, then my phone, when i got a notification, i took my phone and i would be on it for two hours, and leave my studies there. When my phone dies, i i feel really anxious and, like, because obviously if something happens, i then you lose that point of contact. A third of teenagers said they felt unsafe walking down the street on their own. Does that surprise you . All no. Once i was going to the gym with my friend and some guy, like, glasses on, he came to us and he was, like, give me your phone or i will stab you. Most of the time i take a cheap phone, a broken phone and, like, like my phone as well, so if they pressure me, ijust give them the broken phone. Listening in is the childrens commissioner for england, who says more needs to be done for young people to feel safe on the streets. Yes, society has got to do better. We need to get the police on side, and the adults, we need to be doing a lot more about this, you shouldnt have to live in fear. And like many teenagers across the uk, these students say covid has impacted their progress. I believe i would have gotten a higher grade than even what i got now if i had that year, and i have friends as well who just barely didnt get into the courses they wanted. But despite the range of challenges these young people face, college has given them reason to be optimistic. We managed to get through covid and we have an opportunity here to achieve the grades we need for a successful future. Ashleyjohn baptiste, bbc news. And information about support with some of the issues raised in that report are available at bbc. Co. Uk actionline. Most of spains world cup winning squad have agreed to end their boycott and return to play for the National Team following a commitment from the countrys Football Federation to make immediate and profound changes to its structure. The scottish and uk governments are in court for a second day in the case about gender reform plans. The uk governments case has been outlined in the Court Of Session in edinburgh this morning. 0ur scotland correspondent lorna gordon is there lorna, remind us what this is about . Yes, jane, this is all about a bill which would make it easier for a person to change their legally recognised gender by in effect removing the need for a medical diagnosis of gender dysphoria, allowing people to self identify. It was passed by a large majority in the Scottish Parliamentjust before christmas, it was then blocked by the uk government, using a never before section of the scotland act called the section 35. Yesterday we heard the scottish governments argument that this decision was wrong and it was politically mauve motivated. Today it was the turn of the lawyers representing the uk government. They rejected claims that their decision to trigger section 35 undermined the constitutional settlement. They said it was no way unconstitutional, that the use of section 35 was written into the scotland act and that it is a broad power but that it is one thatis a broad power but that it is one that is in no way unfettered. The lawyer, David Johnson casey, went on to say that the idea that this was a Policy Disagreement was a red herring. He also went on to say that if thejudge in herring. He also went on to say that if the judge in this case, lady haldane, accepted that even one of the arguments put forward by the uk government on the adverse effects of this bill, if you believe any of them, then the section 35 order should stand. The arguments by the uk government will continue. Lorna gordon in edinburgh, thank you. Lets show you something now that could have had a very different outcome.
