Redistribute migrants across the eu. Mark lowen reports. One of europes Migration Choke Points is gasping. More than 8000 arriving in lampedusa in just three days this week, more than the whole population of the italian island. The Migrant Centre built to hold 400 was at ten times its capacity congested, chaotic, some trying any futile way to get free. Today, two new arrivals rather more planned. The italian Prime Minister, giorgio meloni, and the eu president , Ursula Von Der Leyen to see for themselves the turmoil at europes door. Italys leader is under pressure, elected with promises to curb migration. Numbers are now double the same period last year. Translation what is at stake here is the future, future that europe wants to set for itself. And it is very important to be able to tackle the huge, massive challenge challenges which lie ahead for us, especially in terms of illegal immigration. The eu president offered more help from the bloc� s border force to crack the smugglers and more efforts to distribute migrants across europe, something several eu members have refused, prompting fears she was armed more with rhetoric than with workable solutions. Migration is a european challenge and it needs a european answer and solution. It is concrete actions that will bring change on the ground. But lampedusa has repeatedly seen promises come as quickly as the migrant boats and vanished soon after. And patience here is wearing thin. Translation europes done nothing for lampedusa so far. Theyjust come here to parade. Weve been undergoing this extreme situation for years, and its not fair that we continue to suffer from it. The camp is emptying out as new arrivals are transferred elsewhere, but conditions remain grim. Aid agencies stretched to breaking point, face to face with the dreams of europe turning to misery. The continents leaders will try yet again to solve it, just as countless more of the desperate will try yet again to come. Mark lowen, bbc news. Earlier i spoke to the journalist seema gupta, who is based in italy on the island of lampedusa. She gave me this assessment of todays visit. The residents here on lampedusa are probably welcoming the idea by Prime Minister maloney to help the administration with an additional 45 euros million in help to deal with this situation of the migrants. But some people i spoke to said, well, its interesting that they come today. They see the situation at the port. But it wasnt like that a few days ago when you had, you know, a lines of migrants standing there, people looking very tired, very traumatised after arriving. So they are seeing a sort of spruced up situation, even though they did make a visit to that migrant Reception Centre. That centre, as we saw in that report, are being able to house some 400 people, but instead dealing with a few thousand. The red cross of italy has confirmed that they are right now about 1500 or so migrants in that Reception Centre and they are moving as quickly as they can to transfer them to the mainland and they expect things to go back to fairly normal situations in the Reception Centre tomorrow. But of course that depends on the number of arrivals. We saw some new boats arriving this morning and with better Sea Conditions and the fact, as frontex has reported, there is Competition Among the people smugglers. And so weve seen a lowering of the price in terms of the ticket that people pay to make this incredibly dangerous journey across the mediterranean. And because of that, they expect to see an increase in the number of arrivals on the island of lampedusa. Lets not forget were closer here geographically to africa than we are to the italian mainland. And saima, you are based on the island. How does the influx of these migrants affect People Living there . Well, the residents here, ive seen acts of great solidarity. People cooking up a big pot of spaghetti to feed a group of migrants, some restaurants even giving them free pizzas. Many people coming to the local church to donate clothes or blankets or whatever they can or they feel they can to help. At the same time, though, theres a frustration, theres a feeling that theyre being left alone to deal with this. Were seeing a situation of of dirt on the streets and dirt even in the center. So theyre concerned about the ecological impact. The deputy mayor said he brought this issue up with the Prime Minister concerned about the boats that are used by these migrants. Many of them, you can still see them lying in the port around the island. That has an impact on the ability to fish, that has an Economic Impact as well. So its really a knock on effect. Some activists have suggested perhaps its better to have ships out at sea to move the migrants directly onto more Concrete Centres on the mainland and perhaps other parts of europe. Instead of getting them to come on an island thats just 20 Square Kilometres in terms of area. But for the moment, the arrivals are expected to continue and the people here are just bracing themselves for what can be done. The italian red cross, though, say they will continue with this movement of migrants as they come in and then bringing them on to other centres on the mainland. There is a plan to build a similar style centre on the island of sicily as well on at porto in particular, and that is expected to be up and running hopefully in the month of october. The bbc and a producution company who made programmes for channel 4 are both investigating allegations of serious misconduct against the comedian Russell Brand whilst he was presenting radio and Television Shows in the uk in the mid 20005. It follows allegations of rape and Sexual Assault in a joint investigation by The Sunday Times, the times and channel 4 dispatches. The report claimed concerns about brands behaviour whilst working on shows were reported to Production Managers at endemol, the Production Company commissioned by channel 4. In a statement, banijay uk, which purchased endemol in 2020, said the bbc has issued a statement this Afternoon Saying brand was working for channel 4, the bbc, and Acting In Hollywood Films during the period of the claims, all of which he denies. And as the story began to unfold last night, the comedian headed to a performance where when he was on stage, he was met by fans with cheers and a standing ovation. But today, a womens charity, the trevie, said it was cutting links with the performer. His literary agents, Tavistock Wood have also dropped brand, saying they believe they were misled by him. I phoned the officers and i asked to speak to his agent. The agency had been approached in 2020 by a woman, the program called alice, who said a relationship had begun when she was 16 and that she had been assaulted by brand. They believed the denials. The programme also catalogued concerns that went back to the beginning of his tv career, and the Foreign Secretary says it raises wider questions about the entertainment industry. There are some real challenges where you have these very, very acute differentials in power, whether that be in the entertainment industry, whether that be in politics. And we see this in the commercial world as well. And i think we have to be particularly careful when we listen to the voices of the people who are relatively powerless. These allegations pertain to the time when i was in response. Russell brand has issued a Video Message vehemently denying the allegations. I was very, very promiscuous. Now, during that time of promiscuity, the relationships i had were absolutely always consensual. I was always transparent about that then almost to transparent. Then almost too transparent. And im being transparent about it now as well. And to see that Transparency Metastasized into something criminal that i absolutely deny. Makes me question, is there another agenda at play . But the people behind the investigation say there is evidence beyond the testimony. A woman, the programme called nadia says she was raped by brand. Hes grabbing at my underwear, pulling it to the side. Im telling him to get off me and he wont get off this. The apologetic text message they say he sent to her afterwards. They also contacted people who they say heard screams from another assault. |and he pulled me aside and he said to me, i have never forgiven myself for not running in that house to save you. I Russell Brand, meanwhile, is due to continue a tour of britain. He has millions of followers on social media. This is anti establishment, anti authoritarian. He has cast himself as a voice of dissent against Mainstream Media, the Mainstream Media that is today carrying out some urgent inquiries. Our reporter Tom Brada Hast the latest from outside wembley park theatre in london, where Russell Brand performed on saturday. Developments have been coming through thick and fast in the past few hours. Id like to read you some of what channel four has said in a statement about how theyre going to be conducting their own internal investigation following those allegations against Russell Brand. So the channel 4 said in the statement we have asked the Production Company who produced the programmes for channel four to investigate these allegations and Report Theirfindings properly and satisfactorily to us. Channel four is also conducting its own internal investigation, to contact us directly. And dont forget, Russell Brand was working for channel four in his capacity as a presenter for one of the spin off shows of big brother. There has also been an updated statement from the Metropolitan Police, which id like to read out to you. Earlier, they had said that they had not received any reports in relation to the allegations revealed by channel 4 and The Sunday Times. But they gave an updated statement saying, we spoke with The Sunday Times on saturday 16th of september. We will be making further approaches to The Sunday Times and channel 4 to ensure that any victims of crime who they have spoken with are aware of how they may report any criminal allegations to police. So clearly there will be more conversations between the Metropolitan Police and channel 4 and The Sunday Times about that investigation. And of course, tom, you are at wembley. That is where Russell Brand performed a sold out showjust hours after those allegations were broadcast. What happened there . I do understand he was late arriving on stage. Thats right, Russell Brand arrived about an hour later than was originally scheduled for the show. Apparently that was simply down to traffic, but when he first came onto stage, he did seem to make a reference to the Controversy Swirling around him. He said, and ill quote him exactly. There are obviously some things i absolutely cannot talk about, and i appreciate that you will understand. Now, that was The One And Only reference he made throughout the gig to the allegations, which i should say he has strenuously denied and particularly denied in that Youtube Video which he uploaded to his own account. Now, throughout the actual gig, it is reported that Russell Brand seemed distracted. In fact, at one point he said to have completely lost his place and was repeatedly in the second half of the show, referring to pieces of paper which had brought on stage with him. But in spite of that, it seems that the audience wasnt fazed. In fact, they were particularly appreciative, and at the end of the show they gave him a standing ovation, apparently for several minutes. But this is not the only show hes scheduled to have in the coming days even. Hes meant to be playing in windsor on tuesday. Hes scheduled to be playing in plymouth on friday. Hes got several shows over the coming weeks and months. But with such serious allegations against him, there are obviously question marks about whether all of these shows will go ahead. The United Nations says the number of People Killed in last weeks floods in libya has reached more than 11,000. Another 10,000 people are still missing. Two dams failed in a storm a week ago today which saw large parts of the eastern city of derna washed away. Our correspondent anna foster is there and has this update on the situation. All the time, there are still recovery teams arriving to continue their work here in derna. We know now that more than 10,000 people are still missing, so that attempt to try and recover those bodies is continuing in this area, which you can see just a small bit of the devastation, but this is repeated right the way through the heart of this city. One thing we are starting to see now is the beginning of International Aid arrivals from Different Countries around the world. In the beginning, it was very much local libyans who were doing that job, but various countries, including the uk, have pledged aid and that now is starting to arrive here in derna. Of course, the scale of this catastrophe, as we have been saying, is such that a huge amount of aid is still needed, but it is starting to come in and starting to reach the places that need it. Specialist teams are also starting to come into this area, who can help with the recovery operation, help with finding and identifying the bodies. Pat mcfadden said he needed to see the projects revised costs. Hs2 is a plan to build a High Speed Line between london and the north of england. The first stretch to birmingham is under construction but its proving muich more expensive than predicted. Heres our political correspondent, helen catt well, this is to do with the High Speed Two rail line. It would be the second High Speed Line in the uk at the moment. The first hs1 ran from london to the south coast. The idea of this one is that it would run from london to birmingham and then onto Manchester On One branch in the end and into the East Midlands on the other. And the idea is to spread Economic Opportunity across the country. It has been a long time running, this project, and the costs of it have risen far beyond the original budget that was set out of about £33 billion. And there have already been some delays, some changes made to this project. He so, for example, at the moment, the bits that are funded is running it from london to birmingham and then on from birmingham to crewe. But the transport secretary, mark harper, announced earlier this year that he was going to delay the building of the main Terminus Station at London Euston for it by two years because of spiralling costs. The link between birmingham and crewe has also been delayed and one of the branches was supposed to be running to leeds. That was cut back a while, back to run just to the East Midlands. There have already been a lot of changes and delays put into the system this week. Theres been further doubt because around the branch to manchester, the government not saying that it would commit to the line eventually running to manchester, which has drawn criticism. So thats also sparked some interest in what labour would do because obviously this is a long running Infrastructure Programme that will be still very much happening after the next election. Labour had been working on its National Policy framework, which is a document that it then will use to then go and choose policies from it to go into its its manifesto. In that document, it had said it remained committed to fund, to building the whole line. So pat mcfadden, who you said was the senior mp whos in charge of drawing up labours Election Campaign, was asked by bbc� s Laura Kuenssberg this morning. Does that mean that that branch to manchester will definitely make it into the manifesto . When this started, a price tag of about £30 billion was put on it. Those prices havent been raised since 2019. Weve had quite a lot of inflation since then, so i want to see what happens in the coming months. We want to see the railway being built, but weve also, like everything else, got to look at the cost of. So you wont commit right now to building the completing the full original route on hs2. Thats clear. I want to see what those costs and well make those decisions when it comes to the manifesto. So the position from labor there looking like it likely remains committed to the idea of the full hs2 route if you like. It wants to see the costs and depending on what the government decides to do before it makes it into its own manifesto. Of course it could just turn around and say, look, around and say, look, this is so important that we are committed to doing it, but then theres a Political Risk there that that might impact what the government decides to do as well. What it does do, though, is create further uncertainty for this whole big project, and theres been criticism about the uncertainty of that already, because youve now got notjust the government not saying exactly what it would do beyond the next election for hs2. But youve also got the opposition doing that to. And as we head into the antarctic summer, much of the existing ice will continue to melt. Wales has become the first uk nation to drop the speed limit from 30 Miles Per Hour to 20.
