Hundreds of pilot whales die in the largest Mass Stranding ever recorded in australia. Hello and welcome if youre watching in the uk or around the uk government is warning that if people dont follow new coronavirus rules tougher curbs lie ahead. In his televised address to the nation, the Prime Minister warned the latest measures could last for six months. This morning, foreign secretary dominic raab said that everyone must play by the rules to avoid the risk of a National Lockdown at christmas. So Office Workers in england should now work from home if possible. That was always the case in scotland, wales and Northern Ireland. Pubs and restaurants will only have Table Service and will have to be closed by 10pm and customers will have to wear a face mask unless theyre seated. Therell be stricter penalties too in england, with a fine of £200 if people dont wear a mask or if the rule of six is broken. The Scottish Government has gone further. From today, people will be banned from visiting other households. 0ur Political CorrespondentJonathan Blake reports. A Prime Minister addressing the nation on television is not as rare as it was. But even during a pandemic, it is still a big moment. After announcing new restrictions in england, borisjohnson said a new National Effort was needed. Single greatest weapon we bring to this fight is the common sense of the people themselves. The joint resolve of this country to Work Together to suppress covid now. And to those who say we dont need this stuff and we should leave people to take their own risks, i say these risks are not our own. The tragic reality of having covid is that your mild cough can be someone elses death knell. And as for that minority who may continue to flout the rules, we will enforce those rules with tougher penalties and fines of up to £10,000. We will put more police out on the streets and use the army to backfill, if necessary. Last orders will come earlier from now on for the next six months perhaps, and a warning that further measures might be necessary. If people dont follow the rules weve set out, then we must reserve the right to go further. Its another blow for businesses, already struggling. But stick with it for now, the Prime Minister urged, and better days lie ahead. Now is the time for us all to summon the discipline and the resolve and the spirit of togetherness that will carry us through. From labour, backing for the new rules but criticism of the governments response overall. Its right that these National Restrictions have been announced, but we shouldnt have been here. If he had fixed the testing and tracing regime, if he hadnt let it descend into the mess that its become, we couldve avoided these restrictions today. New restrictions are coming to every part of the uk. All four leaders spoke directly to the public. Scotland going furthest at this point. I know that all of this has been incredibly tough and, six months on, it only gets tougher. But never forget that humanity has come through even bigger challenges than this one. And though it doesnt feel like it now, this virus will pass. With new rules will come a new test for the publics patience, and for our leaders and their response to coronavirus. Jonathan blake, bbc news. 0ur Political Correspondent helen catt is at westminster. If we dont follow the rules and doesnt bring infections down, then what will the Prime Minister do . You heard him say that the government reserves the right to bring in stricter measures and there have been those who had questioned why he has not gone as far as scotland has, has not gone as far as scotland has, has england gone not far enough or has england gone not far enough or has scotland gone too far . The a nswer has scotland gone too far . The answer is to be found in that timeframe that we are hearing now about potentially six months. There isa about potentially six months. There is a concern in government that any measures need to be broke and need to be sustainable. He was very clear that it to be sustainable. He was very clear thatitis to be sustainable. He was very clear that it is down to individual actions as far as the government is
concerned and if the reels are not obeyed, they could move further to imposing more stringent conditions. Dominic raab, the foreign secretary, was speaking to the bbc earlier and he said it was vital to follow the rules to make sure there wasnt a lockdown at christmas. We want to make sure that as we go into christmas, weve got the virus under control, we dont have the risk of a further National Lockdown with all the impact on businesses, on families, on our society, and this is the targeted approach, weighing very carefully all the advice that weve had from the scientists that the government has taken. Did you just say, we want to make sure we have the virus under control by christmas . We have come through the peak, we have got the virus down in terms of the hospitalisation rates, the death rate, but we have seen an uptake in cases and we want to make sure that doesnt expand. We
wa nt to make sure that doesnt expand. We want to make sure we dont lose the games we have already made so there isa games we have already made so there is a risk that suddenly we see the u pta ke is a risk that suddenly we see the uptake flare up, is notjust localised or in certain sectors but it becomes a National Problem and we risk, the risk is we end up in a second National Lockdown. The measures we are taking making sure that doesnt happen. There is no political appetite for a second full lockdown, not among the government or a neighbour because of the damage that it is thought that would cause. The difference is in how we get to avoid it so we heard clearly that the government want to follow the rules and take individual action. Neighbours said they support those further restrictions and people should follow the rules but they are very clear that if they we re they are very clear that if they were to reach the point of a second lockdown any of you, that would be a failure of government. It will be editing to see how these restrictions play out. Borisjohnson as might say he is spiritually opposed to infringing peoples
liberties. Has been some concern about bringing in restrictions and the way the government is doing it. They have pushed to get more parliamentary say about any further curbs. It will be really interesting to see how that plays in the coming days. So how impactful will the new rules be and will we adheer to them . Lets talk more on this with psychologist, sue firth. We all need to do our bit premature says, do think the public is up for that . I think getting a bit fatigued andi that . I think getting a bit fatigued and i think that is public because the concept of collective responsibility means that we have to ta ke responsibility means that we have to take everybody else into account and not just ourselves. We take everybody else into account and notjust ourselves. We have been doing this for some months anyway, we been encouraged to do this through a variety of measures. 0ne of the things we probably have struggled with is, we have been told what to do rather than being asked and in general and life, a contract it is what responsibly is about, is
normally a two way thing. That is public where we are struggling. But to be fair, it is sometimes better to be fair, it is sometimes better to be fair, it is sometimes better to be told exactly what to do because that way, we dont have a struggle with what we can and cannot and therefore we make more mistakes that way. What about the clear warning that a freedom to do it or it doesnt work, we are facing tougher restrictions . It is very stark. But i think we are also trying to bandy about the concept that we face tougher measures. This concept of grit and being stoic is quite a positive way to try and get through this. If we can possibly try to reconcile ourselves and top fighting it internally, in our heads,in fighting it internally, in our heads, in the way we have been responding, that is betterfor us and we dont bring ourselves untold misery. Im probably right in saying that nobody once another lockdown
with schools closed. Workplaces closed so we may as well get on with that and follow these rules. That is like what i am feeling, i am trying to exercise the thought that the real enemy here is the virus. The enemy isnt the government in this regard although the political infighting is ever present in our lives and always has been. Theres a lwa ys lives and always has been. Theres always one view that things are better than another view but the bottom line is the virus is the thing we are fighting here and the government have got very genuine advisers. They are not acting on their own without information and they are being very well informed. We have to trust them to a degree and know that this is better than what it be. The russian opposition activist Alexei Navalny has been discharged from the hospital where he was being treated after being poisoned with the nerve agent, novichock. This picture of mr navalny was posted on his instagram feed a few hours ago at the charite hospital in berlin. The 44 year old became ill on a russian domestic flight last
month and airlifted to germany ina coma. We spoke to our berlin correspondentjenny hill who gave us the latest. In the hospital they have told us they expect him to make a full recovery. He has spentjust over a month in hospital here in berlin. Doctors now say he has made such Good Progress that he no longer needs in patient, acute care so that is why they are discharging him today. It is worth noting they are making this statement with the full agreement of Alexei Navalny and his wife although they are hesitant to say anything more about what the long term effect of the poisoning might be. They say it is too early to gauge those but the most important thing of course is that they expect a full recovery to be possible. It has been a difficult road to recovery. We know this from some of the social media posts from Alexei Navalny himself and members of his team in the last few days. It is only a fortnight since he came
out and induced, and he himself has posted about the difficulty of four example pouring himself a glass of water or climbing the stairs because of the difficulty of controlling his legs or his hands. Earlier he had talked about the difficulty of even speaking or being able to recognise maintenances. So it has been a difficult couple of weeks for him and of course his team and family who have been with him here in berlin. We dont know where he is currently, the hospital said they will not make that known at this stage. His team had indicated that he was very keen to get back to russia. In a few hours time the European Union will unveil its policy to deal with a refugee crisis which has been overshadowed by the pandemic but which refuses to go away. Southern European Countries have accused their wealthier northern neighbours of failing to share the burden, as migrants including refugees from war zones continue to seek a new life in europe. Gabriel gatehouse reports from the greek islamd of lesbos. The remains of moria camp are a visual metaphor for the failures of eu policy on migrants and refugees over in a few hours time the European Union will unveil its the eu turkey deal of 2016 did reduce the number of people coming across the waters but it did not eliminate them, and many of those who did come ended up in places like this europes largest refugee camp, a squalid Pressure Cooker of rising tensions that eventually went up in flames two weeks ago. Amid arguments in european capitals over quotas and which countries would take how many people, the result was paralysis and all the talk of a need for humanitarian response to this crisis remained mostly just that talk. And meanwhile, the residents of this place were living in conditions that were the complete opposite of the values that europe projects onto the world and that drew them
here in the first place. I mean, the view, the people, it was a crowded camp, an overcrowded camp. When i came, 2a,000 people were living in it and the camp was 3,000, 4000 people. I had this feeling that im entering a prison and i couldnt believe its europe. Most of the migrants and refugees have now been moved into a new camp nearby, built rapidly and that the authorities they will be very different from the chaos of moria. Well, weve been given access to the new camp but were being very tightly controlled and so, it seems, are the new residents. If the old moria camp was the past, then this is perhaps the future rows and rows of neat white tents set out on a military firing range on this windy peninsula. The pr spin that the eu is trying to give to this situation is to say this is a new solution, we are going to solve this. And we have seen here on the ground weve witnessed it, weve lived it, thousands of people have lived, it and will continue to live it what it means to be entrapped in a camp like this along the borders of europe, and this is exactly what the eu will replicate and actually multiply also with the migration pact that they are presenting. The eu really wants to discourage people from attempting to come over in the first place. But the problem for europe is this as long as it continues to project an image out onto the world of human rights, of dignity and a measure of prosperity, people will continue to come, no matter what the reality is on the ground. The headlines on bbc news. A warning of tougher measures in england if people dont stick to the latest coronavirus rules announced yesterday by the Prime Minister borisjohnson. Meanwhile indoor visits between households in scotland are now banned until further notice. Russian opposition figure Alexei Navalny is discharged from hospitalfollowing novichok poisoning doctors believe a complete recovery is possible. A ban on people visiting other peoples homes has been introduced in scotland. The measure was already in place for more than 1. 5 million People Living in and around glasgow, where local restrictions began earlier this month. Bars, pubs and restaurants will also be required to close at 10pm from friday. A little earlier the deputy first minister of scotland john swinney explained the ban on visiting peoples homes. As we look at the emergence of particular elements of transmission, it is clear that household transmission is a factor in that equation. A couple of weeks ago,
we had to apply some restrictions in large areas of the west of scotland where, from the data, it appeared household transmission was contributing to this rise in coronavirus. What we have seen in the course of the last few weeks where that restriction has been applied is some tempering of the increase in coronavirus. So we are optimistic that the moves we are making, which we recognise are difficult for people and disruptive for people, will have the effect of containing coronavirus at a critical time. Linda bauld who is a professor of Public Health at the university of edinburghjoins me now. Will this work to bring down the number of infections . will this work to bring down the number of infections . I think it will make a difference. I have seen some of the data from our test and trace some of the data from our test and tra ce syste m some of the data from our test and trace system and it is absolutely clear that inter household mixing has still been an issue. I think we would all prefer that we are not
having these new restrictions applied from the west of scotland 110w applied from the west of scotland now to where i live in edinburgh and elsewhere across the country but given the Positivity Rate up which has been about 5 in the last few days and the cases rising admissions to hospital, we have to do something and this is public a lot less restrictive than closing things down. Do you think it is an inevitability that that real that youre having to observe now in scotla nd youre having to observe now in scotland is going to happen in england, non mixing of hassles . M my own personal view, it is likely. Of course there are number of parts of england that already have that guidance and i know that has been to have but unfortunately throughout this pandemic, the devolved nations have been more cautious generally and have sometimes introduced relatively modest things in advance of england and face mass being a good example, then engen follows but my personal view would be a four
nations approach that would be constructive, consistent. We dont have that at the moment but i suspect we might see that in the future. There are some who think Nicola Sturgeon has overreacted . That has been the case, my career in Public Health, but the job of Public Health is to protect populations so often we take preventive measures like seat belts, smoking bans, whatever, that people find many taff and it is to try and prevent future harm so that is what is happening here. Pubs, cafes and restaurants in wales will also have to shut at 10pm from tomorrow. Supermarkets and off licences will also be banned from selling alcohol after 10pm each night. The first minister, mark drakeford, has also urged people not to travel unless absolutely necessary. Well, it is advice to people, it wont be policed in the conventional sense. We are simply appealing to people to think very carefully
about journeys they make. Earlier in the year, where we had a formal lockdown message to people in wales, that was undoubtedly successful in protecting the south west and the north of wales from the spread of this virus. The more people we meet, the morejourneys we make, the more risks we run to ourselves and others. So it is an appeal to people to think carefully about those journeys. If they are necessary, you must make them, if they are not necessary, please dont travel unless you have to, that is the message here in wales. People are also no longer allowed to visit each others homes in Northern Ireland. The restrictions were brought in last night. First minister Arlene Foster called it a wake up call. Northern ireland is the only part of the uk not to introduce curfews for bars and restaurants. The Northern Ireland executive will meet tomorrow to consider further measures. Under new restrictions, weddings in england will be cut from 30 people to a maximum of 15 people. Weddings were banned when lockdown
began on 23rd march, with over 73,000 weddings and Civil Partnership ceremonies affected. Wedding celebrations can only take place at covid secure venues, and are an exception to rules banning groups of more than six in most circumstances. One of those affected is michelle crawley. She is getting married in october and had already reduced the guest list to 30 people and she has now had to reduce it further to 15. How are you . Im fine. You sound really flat. I dont blame you, your wedding plans have been messed around so much. It has not been good. So how are you going to half your guest list . We have had to be brittle. We have our newest and dearest and we just hope that our friends and family that are not able
to come understand that this is com pletely to come understand that this is completely out of our hands. It is not a decision we wanted to make the first time, let alone the second time. Have you told the 15 who have been uninvited . Time. Have you told the 15 who have been uninvited . We are working our way through that. What kind of reaction are you getting from people . It has been 0k, reaction are you getting from people . It has been ok, the understand. They dont understand why they have cut the numbers as they have but as long as we can get it streamed in some way so that they can be part of our day, that is the key thing. Did you ever consider postponing it until next summer or even the summer after . It didnt really cross our minds. We chose the date because it was special to both of us. We are both of an age where we wa nt of us. We are both of an age where we want to start a family but we wa nt to we want to start a family but we want to start a family after we have got married so to put it on hold for another year or two years with just
be too much, i think. Can i ask what date you choose and why it is of special cosmic weve chosen the tenth of the tenth which is right in the middle of our two parties. Understood. Good luck and i am sure it will be an amazing day. We hope you have a berlin life together. The authorities in australia say at least 380 beached whales have died after becoming stranded off tasmania. It is australias biggest beaching in modern times. Up up until this morning we thought we we re up until this morning we thought we were only dealing with 270 pilot whales that had beached themselves on sand bars inside the harbour which is on the tasmania west coast but when i sent a chopper of this morning today checks on those animals to see how many of those
original animals were alive, they discovered another part of 200 wales that were seven kilometres further into the harbour from that original pod. All of those animals as far as we cant make out our we are now dealing with about 300 dead animals. They are still working to save about 170 that we think are still alive. Last night, they had managed to free 25 of these animals and get them back out to sea. Two or three of them came back overnight. Work has continued today to try and free the rest. It is a skill work and be respected as of the volunteers and they said they managed to get ten up untilan hour they said they managed to get ten up until an hour ago this morning. Theyre having to take it out individually so it is one by one, guiding them out into deep water. There is no fast way of doing this
we think it will last another couple of days. We are not talking hours but days. President xi of china has announced plans to make china Carbon Neutral by 2060. The announcement is being seen as a significant step in the fight against climate change. But the speech gave few details about how china would achieve Carbon Neutrality. In an interview with bbc world news, kevin rudd, former Prime Minister of australia and president of the Asia Society Policy institute, says hes been looking at whether chinas commitment to Carbon Neutrality is feasible. I think it is possible and the reason i say so is because china does have a state Planning System and on top of that, china has concluded, i think, and on top of that, china has concluded, ithink, that and on top of that, china has concluded, i think, that it is in its own National Interest to bring about a radical reduction in carbon overtime that the two big announcements coming out at the Un General Assembly have been won, the one you have just referred to witches to achieve Carbon Neutrality
before 2016 by 2060, and also for china to reach peak Greenhouse Gases emissions before 2030. International community have been pressuring them to bring that forward as much as possible. Respectively, we hope to close to 2050 and hope to 2025 as far as the commissions are concerned but we have to wait and see. The plane of us Vice President , mike pence, has been forced to return to a New Hampshire airport after hitting a bird. The plane, known as air force two, was flying pence back to washington after his speech at a Campaign Rally in New Hampshire. Mr pence boarded a different aircraft for his return trip to the capital. Two schoolgirls have been reunited virtually with the woman whose life they saved last month. Lily and molly, from gloucestershire, heard a scream while they were on a beach on the isle of wight and swam to the rescue of priya jacob. Sally challoner reports. Hi. Hello. This is the moment priya jacob saw the faces of her rescuers for the First Time Since they pulled her from the water a month ago. I cant believe what you guys did for me. Like, i really owe you guys my life. All three were on the beach at compton bay, but priya injured her leg while swimming. The sisters heard her scream as she went under. The year before last year, we both did life saving together as an activity, because every thursday, we have activities, and me and lily chose life saving. All that was going through my mind is the steps, and what you need to do, and i thought, well, thank god for the training. But for priya, todays virtual reunion was emotional. She knew she was moments away from death. I remember before giving up, iwasjust like, im going to give up,
maybe this is my time. There was no point struggling. I was trying my best to swim, but i couldnt. I will never forget you guys for the rest of my life because i owe you one. You guys literally saved me. It wasjust us doing our part to help somebody, and thats how i like to look at it. We needed a holiday after the holiday. I bet you did. The sisters were only on the beach that day because covid had forced the cancellation of a holiday abroad. Now they are looking forward to the end of the pandemic so they be reunited in person with priya. Sally challoner with that report. Hello this is bbc news. The headlines. A warning there could be queues of up to 7000 lorries in kent waiting to travel into the eu after the brexit transition period ends. Stella moris, the fiancee ofjulian assange, speaks out in her first bbc interview, telling me how she dreaded going public with their relationship which had been kept secret for five years. And hundreds of pilot whales have died in the largest Mass Stranding ever recorded in australia. Misogyny should be classed as a hate crime, according to a new report from the Law Commission. The consultation said abuse women face because of their gender should be treated in the same way as other discrimation. Currently the law protects people based on their race, religion, sexual orientation, disability and transgeder identity. I can now speak to stella creasy, whos the labour mp for walthamstow shes led the calls for a change in the law and secured the Law Commissions review in 2018, and aileen mckay, whos a writer and researcher whos personally experienced mysogony. Stella creasy, how would you define misogyny . Just as with any other form of hatred there is an equal definition we have built with his hostility based on who you are. Many women will tell you their stories have become some ground that we dont realise it is misogyny, having to walk down the street late at night with the keys grip on their hand in case somebody approaches them, about the abuse and violence they have faced both on and off line
and it is hostility on the basis of just being a woman, who they are, making misogyny a head crime is about making sure women can be as equally free as anyone else in society without. How do you react to this report from the Law Commission today which recommends that it is head crime . I welcome it. We have been working as a coalition of 26 different organisations as broad a stone wall but also citizens uk, refuge, hope not hate, organisations who work on head crime we all recognise there is a gap in our law right now and i particularly welcome this because at the moment we ask women to choose a particular element of their identity if they are to get taken seriously as a victim of head crime, if they are a muslim or lesbian, this allows them to be seen asa lesbian, this allows them to be seen as a victim in their own right without having to choose. We know it works. The seven Police Forces it is changing the way in which head crime
is dealt with and it means women are being believed and we are better able to detect and prevent these crimes. But we already have legislation to protect people from harassment, assault and so on, why do we need this . The evidence tells us do we need this . The evidence tells us that recognising the motivation andi us that recognising the motivation and i must stress, this doesnt create any new crimes, butjust as we recognise when somebody is most affected by racial hatred to attack people this is when people are motivated by women to attack people, we can better detect those crimes and Chinese Culture because reality is that women will tell you all to often forward to report this people say that is why, it is not a cce pta ble say that is why, it is not acceptable and the pace of change and we need to charge his perpetrator so everybody is free to be who they are without fairbairn attack. It doesnt create crime, what it would allow courts to do is consider it an aggravating factor when handing out sentences. Yes. Just as when we recognise as i does
not acceptable for somebody to be abused because of the colour of their skin or sexual, we say women shouldnt experience and harassment and we now join shouldnt experience and harassment and we nowjoin look of Domestic Violence and Sexual Harassment on oui violence and Sexual Harassment on our streets has soared. They shouldnt have to experience that and we send a very strong message through our courts a policing system that it will be tolerated, rather than asking women to cope with this society can change it. This tweet says, i was cold a lesbian and the c word for politely declining date. It is what is expected of being female. What search have you experienced . Is what is expected of being female. What search have you experienced . M isa very what search have you experienced . M is a very interesting question because it is narrowing things down and not choosing one or two instances, a few years ago in glasgow i had an experience on a
train around eight in the evening, sociable hours and a man had just got on at the last night and he urinated down the side of the tribe, really gross and then he put himself into the vestibule area and he proceeded to try and touch my completely inappropriately. I refused and told him to back off and was very firm and he insisted and as he was doing that he was saying things like but you are beautiful, if you are as beautiful as my daughter, can you take a compliment . I was saying this isnt to complement, he really didnt want to hear it and then he immediately tried to attempt to do the exact same thing to the woman who was standing next to me and i blocked him from doing that as well and at that point he kicked off and he said i was causing a scene and i was getting in his way from doing what he wanted to do and his friend said that i wasnt entitled to say no to him so as soon as i could i escaped into the next carriage and made a
report to the police that that was a very uncomfortable experience. 0bviously very uncomfortable experience. Obviously there is legislation to protect you, it is sexual assault, what he was attempting to do was sexually assaulted. What difference would it make if misogyny were added to that . I think this is really about what stella has already said about what stella has already said about taking things very seriously, about taking things very seriously, about taking things very seriously, about taking what happens to women and non binary people seriously because as it stands, even though i made a Police Report and the officer dealt with situation seriously, which i think i have to partly credit to the fact that i have a fairly well educated accent and i am polite, even with all of those things on my side, it was still not enough to actually resolve the situation in any meaningful way. This is a man who has now gone home to his family and we know he presumably has a wife as well and he is able to keep living freely. In
all honestly i doubt he remembers the scenario. With this type of legislation perhaps on the horizon, i would really like to see space for men who do things like this to actually be stopped in the moment and to realise that what they are doing is not ok. It goes beyond just the individual incidents, because in this situation i have just described, i actually had about ten witnesses and people who had watched what happened but did not intervene and didnt see the problem, so perhaps the Culture Shift we desperately need, where we all take accountability for each others safety and well being in public spaces and in private. Stella, you will understand why im asking this, partly prompted by messages from our audience. Are you going to campaign for misandry to be made ahead crime . We have been looking at the evidence and eileens story is a classic
example about how women are overwhelmingly targeted for being women and what differences makes our ability to stop that if we Start Recording the data are treated as seriously as we can it is for other people to make the same case if they believe it exists for misandry and the Law Commission is consulting on that. What i am very focused on right now is the overwhelming evidence that women are at risk and that that isnt recognised or treated as seriously as it should be so it continues to put at risk. It is something for other people to look at. I am very focused on that issue because the case is overwhelmingly there and it has taken us two years to convince a low commission. If your listeners agree with us then we started a campaign, hashtag my misogyny story, to tell their story of how eileen has a difference it would make, i would encourage them to do so because it is what this consultation is about. He went to the police and had witnesses and did everything you could do in the scenario. What would you say women who watching now who have experienced something similar
for messages who said they have gone to the shop and i got comments from the blokes on a construction site and that is not tarnishing every man who works at a construction site because we know that a really nice looks to do but what advice would you give to them . I think it is a really nuanced question because what it is tapping into is the idea of a so called good victim, and like i mentioned earlier i fit that remit perfectly. I am educated, mentioned earlier i fit that remit perfectly. Lam educated, i made mentioned earlier i fit that remit perfectly. I am educated, i made an in depth report to the police and i felt able to do that and i felt confident enough to do that. I was taken confident enough to do that. I was ta ken seriously confident enough to do that. I was taken seriously and the police did note that the Train Company had high quality cctv footage from the incident. So effectively i ticked all the boxes, but it still wasnt enough. I really want to get away from the idea that the onus is on women to report, to stand up to the people, men who want to harass them and attack them. And actually moved toward something that is actually a lot more collectively responsible. To any women who are watching this for non binary people, i would say if you are able, it is a really great thing if you can file a report and you feel safe to do so with the police because it allows us to get a more full picture of what is actually happening from a statistical perspective, which is my first words legislation so we do need the data. Also please do not feel guilty or bad or pressured if thatis feel guilty or bad or pressured if that is something you are just not able to do. It is enough that you just make it through the day and dont feel ashamed about what is done to you. That is ok, too. Theres witnesses and other people on the carriage, would you have welcomed any one of them saying something . Absolutely. But i really wa nt something . Absolutely. But i really want to say it is not about muscling m, want to say it is not about muscling in, ican want to say it is not about muscling in, i can handle situation myself, i have a main right hook and i can look up myself. However it is about not letting someone flounder along
when they are on the receiving end of harassment. What was really interesting was when i reached my destination, one of the men who was next to me who had witnessed what happened, he was there with his girlfriend and they came up to me and she was in floods of tears as she was saying, i am so sorry, i saw what happened but i didnt feel safe to intervene. I was watching you, i do you are being harassed, i am so sorry i couldnt do anything. I reassured her and i said, sorry i couldnt do anything. I reassured herand i said, of sorry i couldnt do anything. I reassured her and i said, of course i totally understand why you couldnt. He said, i i totally understand why you couldnt. He said, lam i totally understand why you couldnt. He said, i am so sorry because i saw what happened and i didnt know that i was looking at harassment. In terms of intervention we have work to do and men who currently dont have the privilege of not being on the receiving end of a harassment not knowing what to look out for, if you see someone being harassed, obviously register the safety of the situation first, dont put yourself in danger, but the best thing you can do is
interact with the person who is on the receiving end of a harassment. All that remains is simply making eye co nta ct all that remains is simply making eye contact with them, saying r u 0k, eye contact with them, saying r u ok, you can even do it without words, you dont need language to do this, and that lets them know they are not alone and you put yourself in between the dynamic where the harasser is expected to be uninterrupted. If you just put yourself in there it is not a confrontation, but it is solidarity thatis confrontation, but it is solidarity that is where it makes all the difference in the world. You can really defuse situation instantly like that. Device, thank you. Thank you for coming on. Get involved in the consultation. The Law Coalition is also consulting on whether edges and, being a member of an alternative subculture or homelessness should also be added to the list of hate crime motivation. Ageism. The fiance ofjulian assange, stella moris, has told the bbc she dreaded going public with their relationship. Ms moris, a lawyer, gave birth
to the couples two young sons while the wikileaks founder was living in the Ecuadorian Embassy in london. Mr assange is currently fighting extradition to the United States after being accsued of obtaining and publishing secret military documents a decade ago. She says shell stand by him whatever happens. Ive been speaking to stella moris in herfirst in depth british tv interview, and she explained how she first met mr assange. I metjulian in paddington at the front line club. I thought he was intriguing, a man with a mission. You became a couple in 2015. Julian assange i think had been living in effectively one room of the Ecuadorian Embassy for three years at that point. How does, if you dont mind me asking, how does dating work in that situation . You know, love finds a way. We wrote things down to each other if they were so intimate that we didnt want to say them out loud, so when i got pregnant, which was, it was a planned pregnancy, i told him in writing,
notjust in writing, i wrote it down and i folded the paper, i slid it to him. Can i come to the case against him . Two of the accusations, one is dumping hundreds of thousands of unredacted cables on the internet, which put informants lives in danger, and also he is accused of trying to help us soldier Chelsea Manning crack a password for a secret pentagon network. You claimed he is a journalist, he claims he is a journalist. Most journalists dont help their sources pick physical or digital locks, or put informants names in the public domain, endangering their life, do they . Julian redacted the afghan war logs, the iraq war logs and the cables. Its a fact that wikileaks republished the cables only after they were on the internet, on dozens and dozens of websites. He faces 175 years in prison. I mean, they say that is hyperbole. They say it will be more like 4 6 years sentence if convicted. Yeah, and we just heard evidence that that is, from independent experts, saying it is much more likely he will serve a life sentence. The injustice is overwhelming. I dont think this is peoples values, i dont think they think that people who expose war crimes should go to prison for the rest of their lives. How do you deal with the fact that your fiance may lose his fight against extradition . It is not a choice. You love who you love, and i will stand by him even as he is, you know, as he goes through all these things. I will be there all the way as much as i can. Here in the uk, the government is warning that if people dont follow new coronavirus rules tougher curbs lie ahead. In his televised address
to the nation, the Prime Minister warned the latest measures could last for six months, this morning foreign secretary dominic raab said that everyone must play by the rules to avoid the risk of a National Lockdown at christmas. Lets take a look at the full measures announced by borisjohnson which will apply in england. Penalties for not wearing a face covering, or gathering in groups of more than six will increase to £200 for the first offence. From thursday, all pubs, bars and restaurants must close by 10 oclock, and will be restricted to Table Service only. Office workers are being told to work from home if possible. The use of mandatory face coverings will be extended, to cover shop staff, taxi drivers and passengers. Exemptions to the rule of six will be cut back, 15 people will be able to attend a wedding, but 30 people will still be able to attend a funeral. And plans to allow fans to return to sporting events from 1 0ctober have been paused. Lets get reaction to those new restrictions on pubs, restaurants and other hospitality
venues. John pybus is the landlord of the bluebell in york. Hi, john. Hi,john. I hi, john. I gather you have been open properly forjust hi, john. I gather you have been open properly for just three hi, john. I gather you have been open properly forjust three weeks. Now you will have to close at ten and it is only Table Service. How will that affect your business . And it is only Table Service. How will that affect your business7m is devastating news, to be honest. We have a capacity in the bluebell of 65 people and with the social distancing measures that capacity was reduced to 20 people. 0ver distancing measures that capacity was reduced to 20 people. Over the last three weeks we havent been able to turn a profit, we have been losing money every week, even when we have been filling the to about 20 people. We have taken away about 10 of our service time and implemented the Table Service condition, it means we will have to double our staff cost at a time where we are not even making money. It is very difficult at the moment. How much extra is it going to cost you to hire staff to do the Table Service . We are looking at about another £700
a week. In small pubs like the bluebell, which are the quintessentially old british pubs, there is only about two metres gap from the bar to the table. And so now we are having to put a member of staff in between the bar and table which doesnt seem to make much sense to us. I have got an email from a publican called maggie jordan, who says she runs a Little Village pub, she has done everything from putting screens around the bar, 13 have musks, face shields and gloves. She says she has probably got another four weeks left before she goes out of business. Can you relate to that . Absolutely and this u nfortu nately relate to that . Absolutely and this unfortunately is happening up and down the country. The big problem that we can foresee in the pub industry is that when we lose pubs we dontjust industry is that when we lose pubs we dont just lose industry is that when we lose pubs we dontjust lose businesses, we lose peoples homes, there are so many families and these are not faceless businesses. It is within the Pub Owning Companies interest to make as many tenants go bankrupt so
they can sell the buildings of four accommodation, for retail purposes, what we really do worry about here is that these measures are going to run more people into bankruptcy and when we lose those pubs we lose a pa rt when we lose those pubs we lose a part of our culture. We will lose that forever which is a huge shame. How many weeks do you think you have got left . I am having to take out a loa n to got left . I am having to take out a loan to see us through step we hope that we can through this six months. We dont really know what the trading is going to be like or if as many people will be coming out to the pub and we have increased staffing costs so we really dont know. We are hoping to get to christmas and hopefully to be able to still be open, but it really is the skin of our teeth at the moment. I wish you all the best, i really do. Thank you very much for talking to us. Theres been a warning to industry that exporters to the eu face queues of 7,000 lorries in kent and two day delays to trade. A leaked letter from michael gove
to trade groups says the reasonable worst Case Scenario will mean both imports and exports could be disrupted injanuary. Its thought up to 70 of freight trucks traveling to the eu will be unprepared for new border controls. A music hall in bristol bearing the name of the slave trader Edward Colston has been given a new name Bristol Beacon following a long campaign. The new name was orginally intended to be announced in may, two weeks before the statue of colston was toppled by anti racism protestors and thrown into Bristol Harbour. This report from john maguire. When the statue of the 17th century slave trader Edward Colston was torn from its plinth. These images were viewed around the world. His name, hardly known beyond bristol, was now synonymous with the campaign to remove physical reminders of a barbaric past. His name was lent to schools and the main music venue in the city where slavery had made his fortune. But three years before the most recent demonstrations, in 2017, the organisation behind the colston hall decided it it should be renamed. We were clear about the decisions we made, it was a unanimous decision by our board of trustees, i think the world has moved on a little bit since weve done that. So we remain really confident in the decision that weve taken for us, other people may take different decisions, but for us, we are about bringing the joy of music to a city and so we want to do everything we can to promote that. Some people felt excluded because of the associations with Edward Colston, we had to change it. Following the statues removal, its subjects name followed suit, from the concert hall, from the office tower next door and elsewhere. Recent months have seen a rebranding exercise. The physical manifestation of a decades long debate. This was the spot at Bristol Harbour side where colstons statue
was dumped into the water by the protesters. But what gives you an indication of how long theres been a debate in this city about the slave trade is this bridge. Built more than 20 years ago, its named not after a slave trader like Edward Colston, its called peros bridge and its named after a slave. When the idea of changing colston halls name was proposed, many argued against what they saw as a rewriting of history. But others say its not about changing the past but confronting it. Were not revising history in a sense of creating a false version, what were doing is trying to get closer to a truer version. In that process, of course, we might feel that things are being lost or over prioritised, but i think thats part of the journey in which then we come to a narrative which is more of a mature version for our young people, for ourselves and so on. As we consider our past, the halls new name has been chosen to look to the future. To unite, not divide. To represent hope, not despair. John maguire, bbc news, bristol. Nasa has outlined plans for the first woman to land on the moon in four years time. It will be part of the space agencys 28 billion artemis programme, that will see the first human Lunar Landing since 1972, as mark lobel now reports. This will be the first human moon landing during the lifetime of three quarters of the worlds population. Nasas fast tracked its exploration plans in the hope of establishing sustainable exploration by the end of the decade. One of the things weve looked at is trying to reduce the space here. The lucky astronauts will have these modern spacesuits with greater flexibility to conduct science experiments on the moon. The first woman on the moon who will instantly become a household name and source of inspiration has not yet been chosen. Nasa says she will be somebody currently in the astronaut core, who has flown to the International Space station already. It is fantastic. It is a Long Time Coming weve been wanting to get back to the moon for decades now and, in a way, it is the perfect time because we are not only going as the United States of america, were going as an International Collaboration and were going with more representation of the human body. Thats one small step for man, one giant leap for mankind. Thats one small step for man, one giant leap for mankind. Neil armstrongs first steps the 1969 not only won the space race for america by beating the soviet union but provided a giant step in understanding for science. So what could the 2024 mission achieve . In the past, people have been talking about using the lunar soil to make solar panels and as the moon rotates, half of the moon
is receiving sunlight for two weeks. We could use and harness that energy and beam it back down to earth. So, what happens next . Lawmakers have allocated 600 million towards the lunar lander, but nasa will need a total of 3. 2 billion to develop the vehicle in full. Next would be an uncrewed test flight of the powerful new rocket and 0rion spacecraft around the moon, called artemis i, in the autumn of 2021, for about a month. Then well see artemis ii, a repeat trip around the moon but, this time, with astronauts manually piloting it. In 2024, comes artemis iii, the planned landing itself. Dramatic music. Later in the decade, nasa hopes to establish a base for humans, called artemis base camp, with an infrastructure for long term exploration of the moon. Nasa hopes this return to the moon will not only uncover new scientific
discoveries and economic benefits but inspire a new generation of explorers as one giant leap for womankind. Mark lobel, bbc news. A couple of messages before we bring you the weather. This is about misogyny and the fact that it is a step closer to being made ahead crime in the uk. Andrea says, personally wolf whistles never bothered me, just that, i did have to report a male colleague who it was ok to stroke my face. This from david, you cant condemn misogyny without at the same time condemning misandry, so today would be sexist. There is plenty of misandry in our society but it is more insidious. Now its time for a look at the weather with matt taylor. It is a completely different story this week. All of us much colder by day and pretty chilly by night as well. Especially where clear skies follow a sunny day. That will be the case right across. The better of the sunshine today. Still holding onto a little bit of humid air across east anglia and the south east but even here temperatures will drop later. The rain may take a while to shift and it could linger across some parts. While winds are light it is across these areas where
we will see the wind strengthen. Around the coast of yorkshire, lincolnshire and the north east could see close to gale force wind. Easing away later. Skies clearing. Under the clear skies across the north and east temperatures will drop well back in single figures. More widespread frost. The big picture shows this is todays area of low pressure. We can see gales in places. Batches of showers pushing their way north and east across england and wales and east across england and wales and the south east of Northern Ireland and eventually scotland where we can say some persistent rain later. Away from wales and the south west there will be some more sunshine through central and eastern parts of england during the day. Temperatures 13 17. The best of the weather in the north and west. 0n

We want to make sure that as we go into christmas, weve got the virus under control, we dont have the risk of a further National Lockdown with all the impact on businesses, on families, on our society, and this is the targeted approach, meanwhile indoor visits between households in scotland are now banned until further notice europe is set to unveil a new policy to deal with its refugee crisis as migrants continue their struggle to reach the continent. for the latest news and analysis from here and across the globe. The government is warning that if people dont follow new coronavirus rules, tougher curbs lie ahead. From today, people will be banned
from visiting other households. We want to make sure that as we go into christmas, weve got the virus under control, we dont have the risk of a further National Lockdown with all the impact on businesses, on families, on our society, and this is the targeted approach, weighing very carefully all the advice that weve had from the scientists that the government has taken. I think you just said you want to make sure we have the virus under control by christmas, is that what you just said . We control by christmas, is that what youjust said . We have control by christmas, is that what you just said . We have come through the peak and we have got the hospitalisation rates and death rates down. We want to make sure that does not expand and we want to make sure we do not lose the games we have already made was the we risk. The risk as we underpin a
second National Lockdown the measures we are taking are making sure that does not happen. 0ur Political Correspondent, helen catt, is at westminster. Lets talk about timeframes. Dominic raab talking about the virus being under control by christmas. But also, when we look at timeframes, there is a lot of pressure for these roles that england has introduced, not going as far as some of the other uk nations, to actually work pretty quickly. Yes, there is, although Boris Johnson pretty quickly. Yes, there is, although borisjohnson pretty clear yesterday that we should be looking at this as rules that are likely to be in place for about six months, talking about it perhaps improving in the spring and if you think back to where we were a few months ago, there had initially been a thought about being back to something nearer normality by the end of this year. We are not in National Lockdown, the
schools are open, shops are open, but it is still quite a long way from normal life and these restrictions look like it is not returning anytime soon. You heard raab suggesting that the idea is to get a control so that we are not in a National Lockdown at christmas. There is absolutely no protocol well for there to be another second National Lockdown at any point political well. The difference is we are hearing from the parties is on what stops us getting there. You message from the government is that this is down to individual actions, it is up to people following the rules, they will say the majority are but the minority who are not following the rules to observe them properly, observe these new rules and that they say will stop us then having to move into something stricter although of course Boris Johnson did say he reserves the right to bring in stricter rules. The labour party is saying actually they agree with these restrictions, they agree with these restrictions, they agree with these restrictions, they agree people should be following them but they have made it very clear that if we were to end up in another National Lockdown, that in their view, it would be a failure
of government. 0k, thank you very much for that. A couple of weeks ago, we had to apply some restrictions in large areas of the west of scotland where, from the data, it appeared household transmission was contributing to this rise in coronavirus. What we have seen in the course of the last few weeks where that restriction has been applied is some tempering of the increase in coronavirus. So we are optimistic that the moves we are making, which we recognise are difficult for people and disruptive for people, will have the effect of containing coronavirus at a critical time. Pubs, cafes and restaurants in wales will also have to shut at 10pm from tomorrow. Supermarkets and off licences will also be banned from selling alcohol after 10 oclock each night. The first minister, mark drakeford, has also urged people not to travel unless absolutely necessary. Well, it is advice to people, it wont be policed in the conventional sense. We are simply appealing to people to think very carefully about journeys they make. Earlier in the year, where we had a formal lockdown message to people in wales, that was undoubtedly successful in protecting the south west and the north of wales from the spread of this virus. The more people we meet, the morejourneys we make,
the more risks we run to ourselves and others. So it is an appeal to people to think carefully about those journeys. If they are necessary, you must make them, if they are not necessary, please dont travel unless you have to, that is the message here in wales. Earlier in the year when we had a formal lockdown message to people people are also no longer allowed to visit each others homes in Northern Ireland. The restrictions were brought in last night. First minister Arlene Foster called it a wake up call. Northern ireland is the only part of the uk not to introduce curfews for bars and restaurants. The Northern Ireland executive will meet tomorrow to consider further measures. A reminder that at half past three on the bbc news channel, well answer your questions on restrictions. Joining us will be cell biologist at University College london Jennifer Rohn and university of cambridge virologist
dr chris smith. The russian opposition activist Alexei Navalny has been discharged from the hospital where he was being treated after being poisoned with the nerve agent, novichock. This picture of mr navalny was posted on his instagram feed a few hours ago at the charite hospital in berlin. The 44 year old became ill on a russian domestic flight last month and airlifted to germany ina coma. We spoke to our berlin correspondent, jenny hill, who gave us the latest. The hospital have told us he is expected to make a full recovery. Hes been here for a month. The doctors say he no longer needs inpatient acute which is why they are discharging him today. They are making this statement with the full agreement with him and his wife. As youve mentioned, they are hesitant to say what long term effects the poisoning
might have because its too early to gauge those but mainly, they expect for recovery to be possible. Its been a difficult road to recovery. We know this from some of the social media posts from him and members of his team over the last few days. Its only been a fortnight since he came out of in an induced coma and hes posted about the difficulty pouring himself a glass of water or climbing the stairs because of difficulty controlling his legs and hands. Hes talked about the difficulty of even speaking or being able to recognise acquaintances. So its been very difficult, very difficult couple of weeks for him, his team and his family. We dont know where he is currently. They arent going to make it known at this stage but he and his team have indicated hes very keen to get
back to russia. The European Union will unveil its policy to deal with a refugee crisis which has been overshadowed by the pandemic but which refuses to go away. Southern European Countries have accused their wealthier northern neighbours of failing to help, as migrants, including refugees from war zones, continue to seek a new life in europe. Gabriel gatehouse reports from the greek islamd of lesbos. The remains of moria camp are a visual metaphor for the failures of eu policy on migrants and refugees over the past five years. The eu turkey deal of 2016 did reduce the number of people coming across the waters but it did not eliminate them, and many of those who did come ended up in places like this europes largest refugee camp, a squalid Pressure Cooker of rising tensions that eventually went up in flames two weeks ago. Amid arguments in european capitals over quotas and which countries would take how many people, the result was paralysis and all the talk of a need for humanitarian response to this crisis remained mostly just that talk. And meanwhile, the residents of this place were living in conditions that were the complete opposite of the values that europe projects onto the world and that drew them here in the first place. I mean, the view, the people, it was a crowded camp, an overcrowded camp. When i came, 24,000 people were living in it and the camp was 3,000, 4000 people. I had this feeling that im entering a prison and i couldnt believe its europe. Most of the migrants and refugees have now been moved into a new camp nearby,
built rapidly and that the authorities they will be very different from the chaos of moria. Youre watching bbc news. Ijust want i just want to show you the scene in brussels. We are expecting the Eu Commission president to announce this migration pact. It follows five yea rs of this migration pact. It follows five years of very difficult talks, following the migration crisis of 2015, when at that stage, 1 million
people reached the eu in figures from the un. And the Home Affairs Commissioner is also expected to be taking part in this, and said they few days ago no one would be satisfied with this new migration pa ct satisfied with this new migration pact but that was slightly why she thinks it will succeed because she says everyone is having to compromise a bit to make it work and she has said that she think it will put an end to overcrowded refugee camps. Lets hear what exactly are said in the next few minutes and we will try to bring you back to brussels when that begins. Theres been a warning to industry that exporters to the eu face queues of 7,000 lorries in kent and two day delays to trade. A leaked letter from michael gove to trade groups says the reasonable worst Case Scenario will mean both imports and exports could be disrupted in january. Its thought up to 70 of freight trucks traveling to the eu will be unprepared for new border controls. Shane brennan is chief executive of the cold chain federation, which represents the temperature controlled supply chain in the uk. We are talking about food and pharmaceuticals. The government says this vision of 7000 lorries killing is not a forecast, it is just part of its planning for a reasonable worst Case Scenario of its planning for a reasonable worst Case Scenario queuing. How worried are you that it could become a reality question mark i am very worried. Obviously 7000 is the worst Case Scenarios we are going to do every thing we can to make sure that is not where we end up at their is no pint now thinking in terms of trying to avoid crisis, we are now in the size of this when we are planning to manage the crisis to come. I am so sorry, planning to manage the crisis to come. | am so sorry, we are planning to manage the crisis to come. I am so sorry, we are going to have to go to brussels. The Eu Commission president talking about this migration pact. This will always be the case. Migration is complex, the old system to deal with it in europe no longer works. The package on migration and asylu m works. The package on migration and asylum which we presented a offers a fresh start. Many legitimate interests have to be brought into balance. We want to live up to our values and at the same time, face the challenges of a globalised world. Europe has to move away from ad Hoc Solutions and put in place a predictable and reliable Migration Management system. I am convinced that the proposal is a Good Foundation for that. This package reflects a fear and fair and reasonable balance between responsivity and solidarity among Member States. We all share the
benefits, we all share the burden. This package also reflects a very pragmatic and realistic approach. We know that we have to build trust among Member States and citizens possibly confidence that we can manage this as a union. The package reflects the complexity of the issue, as it brings together all aspects of migration, Border Management and screening, asylum and integration, return and relations with external partners. And finally, the commissions proposal builds on the commissions proposal builds on the different geographical situations, the different capabilities and choices of european Member States, but also takes into account that the pressure on our
borders is varying. And this results ina new borders is varying. And this results in a new balance between responsibility and solidarity. It is not a question whether Member States should support with solidarity and contributions, but how they should support. Moria is a stark reminder for need to find solutions on migration and we will have to step up. European commission is ready step up as well. We want to provide rapid assistance, we will set up a joint pilot with the greek authorities in lesbos for the management of a reception centre. To implement this, we decided on a task posted a. With the support of our each eu agencies, this task force will help improve conditions for people on the island in a durable
manner. Together we have to show that europe manages migration in a humane and effective way. The European Union has already proven in other areas that it can take extraordinary steps to reconcile diverging perspectives. We have created a complex internal market, a common currency, and an unprecedented Recovery Plan to rebuild our economies. It is now time to rise to the challenge, to manage migrationjointly, time to rise to the challenge, to manage migration jointly, with time to rise to the challenge, to manage migrationjointly, with the right balance between solidarity and responsibility. In a few minutes, the Vice President and commissioner present more details on the information regarding the migration package in the press room. Thank you. The Eu Commission president
setting out in broadbrush strokes the new migration package which has been agreed after some pretty thorny discussions and she said it is a fresh. She said that the eu had to move away from an ad hoc approach to dealing with migration and adopt a predictable and reliable Migration Management system, she said. One in which all the eu states shared both the benefits and the burden and she referred of course to the moria camp asa referred of course to the moria camp as a stark reminder that Sustainable Solutions were required. 0bviously, this is progress for the eu but still lots of questions raised about whether for example it can still lots of questions raised about whetherfor example it can put still lots of questions raised about whether for example it can put an end to the overcrowded refugee camps that we have seen as a result of people arriving into europe. We will look at that in a bit more detail but we are going to return now to that warning to industry that exporters to the eu face queues of
7000 lorries in kent and two day delay is to trade. A leak letter from michael gove to trade group says the reasonable worst Case Scenario will mean both imports and exports could be disrupted in january. Lets return to the chief executive of the federation representing the temperature control supply chain in the uk, food and pharmaceuticals. Apologies first of all for having to jump apologies first of all for having to jump away from you so quickly in that interview and lets start from the beginning again. I think that is only fair because i was asking you, the government says this is not a forecast, it is just planning for the worst Case Scenario, but how likely do you think it is that worst Case Scenario could become a reality . Worst Case Scenario could become a reality . I think worst Case Scenario could become a reality . Ithink there is worst Case Scenario could become a reality . I think there is a very strong chance this could become a reality. The worst Case Scenario is what it is, a worst case, but absolutely now we are at the phase of planning where we are not looking to avoid disruption, we are looking to avoid disruption, we are looking to manage the disruption that will inevitably come. What specific
challenges would that represent for the holy as you represent, both in terms of imports and exports, and what kind of impact could have for us as consumers . What kind of impact could have for us as consumers . Many different impacts. Starting with exports, we are talking about leaving the uk to go to the European Union, that is an important market and have huge impacts on a number of businesses. 0bviously, impacts on a number of businesses. Obviously, this is a low, anything that happens impacts on the inbound leg. We are aware of the amount of food imported from the eu wanted only take few days for that to start filtering through to shortages of products. Michael gove in this letter says the government will introduce a smart freight it service to allow drivers to complete all these border readiness cheques as they are known. Do you know when you will be able to access that . It is
going to be. We have seen that there will be further testing and a final version very close to the wire. It is a crucial system and one of the areas where drivers have to know a lot about what is required of them and they do not currently do this, they do not have the skills and training required to do this sort of thing and we cannot train them on some thing that does not exist yet. You mentioned close to the wire, i mean, the government says it wants the freight industry to act now to help mitigate any disruption but do you actually have the tools, the information that you need to do that . We dont have all the information we need but we do need to do a lot to raise awareness. Lets be clear about this, food hauliers are problem solvers. We will be all about to reduce this disruption when it comes. We will get through this crisis as well and it may not be smooth on day one, thatis it may not be smooth on day one, that is for sure. You have the added
challenges that we cannot entirely predict from the covid situation. 0ne industry source has said recently hauliers are worried they are being set to up be the fall guys, are being set to up be the fall guys, to take the blame if things do not run smoothly. What are your thoughts on that . It is a huge frustration, the layer of politics that goes on in vessels we are about pragmatic solutions. This is the thing, going into the 1st of january, we need pragmatic cool heads, dealing with the issues on the ground and helping these systems to bed down because it will take the best pa rt to bed down because it will take the best part of a year for these things to actually establish themselves and start working normally. Going back to that smart freight system, it would seem to me that is absolutely crucial. If vehicles are not com pletely crucial. If vehicles are not completely compliant for travelling across to the eu or back, if they cannot travel to the port of dover or eurotunnel, that would actually help prevent queues while time would
be wasted dealing with people that do not have compliant vehicles. And in terms of next and immediate steps steps, what could the government to do now that would make a huge difference to thejob do now that would make a huge difference to the job you have in the months between now and the 1st of january . The months between now and the 1st ofjanuary . It is the months between now and the 1st of january . It is time the months between now and the 1st ofjanuary . It is time to start a preparation centre. It is about operationalising the situation. And we also need some clear, pragmatic decisions about helping with clea ra nces decisions about helping with clearances of documents, helping with awareness raising, communications, director of the drivers who will be on the road. How many weeks is it going to take if you do not have that sort of detail if it becomes very problematic for you to sort out what you need to sort out in time for the 1st of january . It is very problematic right now. We are not going to be ready for the 1st of january but we will do everything we can to be as
ready as we can be and this is an ongoing process through next year as we sort out how this is going to work. Whether there is a deal, not ideal, this is about the operational side of things and we need a strong working relationship with the government to achieve that. Thank you very much for your time today. President xi of china has announced plans to make china Carbon Neutral by 2060. The announcement is being seen as a significant step in the fight against climate change. But the speech gave few details about how china would achieve Carbon Neutrality. Translation we can no longer afford to ignore the repeated warnings of nature and go down the beaten path of exact extracting resources without investing in. And exploiting resources without restoration. The Paris Agreement on climate change. Transition to green and low carbon development, it outlines the minimum steps to be taken to protect the
earth, our shared homeland and all countries must take decisive steps to honour this agreement. In an interview with bbc world news, kevin rudd, former Prime Minister of australia and president of the Asia Society Policy institute, says hes been looking at whether chinas commitment to Carbon Neutrality is feasible. I think its possible and the reason i say that is because china has a very good Planning System and its concluded, i think, that its in its own National Interests to bring about a radical production regarding carbon over time. So what is coming out of the Un General Assembly is that the information you referred to, which is to achieve Carbon Neutrality before 2060 and also, the china to reach what we call the Greenhouse Gas emissions before 2030. The International Community have been pressuring them to bring forward as much as possible,
closer to 2050 and we hope to 2025 in terms of decommissioning, but we will have to wait and see china produces its plan. Misogyny should be classed as a hate crime, according to a new report. Hello this is bbc news, the headlines. A warning of tougher measures in england if people dont stick to the latest coronavirus rules announced yesterday by the Prime Minister borisjohnson. We want to make sure that as we go into christmas, weve got the virus under control, we dont have the risk of a further National Lockdown with all the impact on businesses, on families, on our society. Meanwhile indoor visits between households in scotland are now banned until further notice europe unveils a new policy to deal with its refugee crisis as migrants continue their struggle to reach the continent. Russian opposition figure Alexei Navalny is discharged from hospitalfollowing novichok poisoning doctors believe a complete recovery is possible. Stella moris, the fiancee ofjulian assange speaks out in her first bbc interview, saying how she dreaded going public with their relationship which had been kept secret for 5 years. Im worried about you know, the kids. Im worried about myself. Im worried about how things can be twisted and that we wont be treated with dignity because ive witnessed howjulian has not been treated with dignity. And hundreds of pilot whales have died in the largest Mass Stranding ever recorded in australia. Under new restrictions, weddings in england will be cut from 30 people to a maximum of 15 people. Weddings were banned when lockdown began on 23rd march, with over 73,000 weddings and Civil Partnership ceremonies affected. Wedding celebrations can only take place at covid secure venues, and are an exception to rules banning groups of more than six in most circumstances. One of those affected by the new restrictions is Ella Delancey she is getting married next weekend and has had to whittle her guest list down to 15 people from 30. Iamso i am so sorry you had in this situation, i feel terrible for anyone who has been planning their big day for quite a long time and now you find yourself having to cut the guest list further because you we re the guest list further because you were originally supposed to get married and may and how many people
had you invited then . It was quite a big one, about 120 four a big White Wedding so it was really heartbreaking to have to cancel it and postpone it in the first place and postpone it in the first place and then to whittle it down to just 30. How difficult was that to get to 30. How difficult was that to get to 30 from 120. It was so hard, family politics and your friends and his friends, we hated to do it. But that was what we had to work with. |j guess if you have big families, family politics let alone trying to decide who amongst your circle of good friends can come or cannot come so now you have to whittle your 3215, have you started that process . Yes, we have made a difficult
decision to have no friends at all so literally just myself decision to have no friends at all so literallyjust myself and my fiance william and our parents and our siblings because it was too difficult to choose. I am sure people are disappointed but understand this awful situation. Yes, everyone has been really understanding. It is still a difficult situation, i am so grateful and happy we can go ahead next weekend but things like my dad cannot even walk me down the aisle, we cannot have a reception or even a little party so it is things you expect for your big day willjust not happen. Do you think this is fair . Considering what is going on, do you understand it or do you think that actually an extent could have been made for weddings and the Prime Minister should have stuck with the
figure of 30 . I have course i understand figure of 30 . I have course i u ndersta nd safety figure of 30 . I have course i understand safety comes first, but i also feel like the whole wedding industry, not just the also feel like the whole wedding industry, notjust the couples but the industry has been overlooked. There are over 500,000 independent suppliers in the uk with no income since march, over 100,000 weddings postponed and that can only increase into next year, it is notjust the industry, it is the whole of Events Industry, it is the whole of Events Industry in general and they were the first to go and will be the last to come back. So i do think maybe he should potentially look at it again and thought about the end astray as and thought about the end astray as a whole and kept it at 30 because that number is what a hot of people where on to. Do you understand why
for example 30 people can still attend a funeral right people can go all be it in small groups for Table Service at a bar and restaurant when you cannot everyone they are more than 30, do you understand the differentiation between those situations and weddings . No, not really. I estimate the idea behind it is though that is going to be may be closer contact with weddings but at the same time people are drawing parallels between 30 people at a funeral and 30 people at an organised sport and that is something that people are finding it has to swallow because this is something that is the biggest day of our lives and we are not allowed to be near our nearest and did this but you are allowed to then ago into a restau ra nt you are allowed to then ago into a restaurant and may be at a table of
six for Table Service but you are in a close contact with a lot more than 30 people. It is really difficult. You have postponed once, did you consider postponing again . Yes, we are going ahead with the very small ceremony next weekend but we have postponed our big party so we will renew our vows in april which we thought all well and good but obviously with Boris Johnson saying these restrictions may be coming into force for the next six months that puts us in a difficult position again because you may not even go for with that. Thinking about the stage in our lives, we want to move forward we may start thinking about having children and postponing that big party again, we may have to give up big party again, we may have to give up the ghost and it is a real shame. We all hope by next april we will be any situation but we can get together again and big groups and have parties, i hope that comes true and next weekend have a lovely day and next weekend have a lovely day and maybe smaller land you wanted but i hope you have a beautiful. Thank you. The fiance ofjulian assange, stella moris, has told the bbc she dreaded going public with their relationship. Ms moris, a lawyer, gave birth to the couples two young sons while the wikileaks founder was living in the Ecuadorian Embassy in london. I thought he was intriguing,
a man with a mission. You became a couple in 2015. Julian assange i think had been living in effectively one room of the Ecuadorian Embassy for three years at that point. How does, if you dont mind me asking, how does dating work in that situation . You know, love finds a way. We wrote things down to each other if they were so intimate that we didnt want to say them out loud, so when i got pregnant, which was, it was a planned pregnancy, i told him in writing, notjust in writing, i wrote it down and i folded the paper, i slid it to him. Can i come to the case against him . Two of the accusations, one is dumping hundreds of thousands of unredacted cables on the internet, which put informants lives in danger, and also he is accused of trying to help us soldier Chelsea Manning crack a password for a secret pentagon network. You claimed he is a journalist,
he claims he is a journalist. The authorities in australia say a futher 200 whales have become stranded off tasmania, taking the total number to four hundred and seventy. The discovery makes it australias biggest beaching in modern times. Joining me now from sydney is marine biologist vanessa pirotta. It is desperately sad to see so many of these beautiful pilot whales dead or in distress but some have been
saved, bring us up to date. Or in distress but some have been saved, bring us uptodate. There has been so much that has unfolded and the last couple of hours, what was additionally thought to be only 200 or so is almost doubled with the discovery of another 200 this morning by helicopter at surveys and u nfortu nately a morning by helicopter at surveys and unfortunately a large proportion, around 380 have passed away which is an expected thing when you have a Mass Stranding like this but the good news is around 50 have been able to be moved out to sea which is positive. With any sort of stranding you sometimes see the re stranding of some individuals, this has happened in this case but the operation as under way with people going back tomorrow morning, it is now night time so hopefully they will be back to save the domain in 30 live animals. What are the chances for them . 30 live animals. What are the chances for them . It is estimated they have been stranded since sunday which is a long time so it is likely that some will probably pass overnight but we are hopeful some more domain alive and the next stage is ethic an import condition then euthanasia might be the most humane way. We always try to understand how and why this happens, were these whales all part of the same pod . Where they communicating with one another . It is likely they are part of the same pod although the part of the point we are seeing this morning must have come in earlier than the others or at least made their way in the first. These animals can communicate using High Frequency sounds and you can heed it as a human so to hear the squeals and vocals in this distressing situation is something no one wants to see so
when working around these animals not only physically demanding but very much that of an emotional situation. What are your thoughts on why this has happened and on the scale . We actually do not know why wales strand, it is a miss that if not one person and the world knows exactly why but there are a number of theories as to why, a couple could be misadventure, simply exploring a certain area. There is complex coastline along tasmania, they may have been feeding certain prey items which led them astray on individuals in poor health which led to the point into a situation that was not ideal. Another thing could be they were startled by acoustic noise, we sent the do not know in this case but it is a tragic event and as you reported one of the
biggest and australian history. It is unprecedented, if we knew when this was going to happen i am sure people would be on standby to help the best they could. Science knows so much byjust to hear that repeated that scientists do not exactly understand why these teachings happen, it is quite something and even if you dont understand more about it might not be possible to prevent it happening. That is correct, these animals and offshore species found in deep water so for them knowing when and where they will be as tricky. We do not see pilot whales from land often, the last time i them was in antarctica and that was a great siting because they are not a usual migratory animal like the humpback so it is one of those things when we are trying to learn more and if we
learn anything from the result of so many dead bodies it would enable us to biologically and scientifically collect a number of samples to learn more about genetics as well as their diet, more about what they are eating. Finally, i understand these pods, 400 500 whales, these pods can even larger and you mention the aerial surveys, is that any chance that more whales could come and all our helicopters keeping watch on the water to make sure that does not happen. There will likely be a further survey although it seems the geographical area where they have stranded on this one little and let would have an capsule all of them of the majority. Thank you. The sad cased of so many whales stranded and scientists still do not know why it happens. The headlines on bbc news. A warning of tougher measures in england if people dont stick to the latest coronavirus rules announced yesterday by the Prime Minister borisjohnson. Meanwhile indoor visits between households in scotland are now banned until further notice europe unveils a new policy to deal with its refugee crisis as migrants continue their struggle to reach the continent. More now on the European Union setting out its new policy to deal with the migration crisis. The Eu Commission president , ursula von der leyen said the plans would reflect the complexity of the issues, and would seek to balance responsibility and solidarity. Gavin lee is in brussels. This is a big project five years and the making since the migration crisis of 2015 and it has been a ha rd crisis of 2015 and it has been a hard one because of various countries have not been happy with what other countries have been doing about this crisis so tell us about more about how we got to today and what this migration act actually does. When you get to the heart of this issue all the eu leaders will say this has been the most divisive issue that has led to influencing elections all over europe, a Firm Opposition by so many countries of the scale of migration since 2015 when1 million the scale of migration since 2015 when 1 million migrants the scale of migration since 2015 when1 million migrants arrived into europe through greece and italy. Fewer this year, but around 55,000 through italy, greece and spain are so this is the latest, the final big attempt to get a breakthrough. There
have been other voluntary and mandatory schemes before to get countries to share the number of migrants, a quota system that have been coming to greece and italy so those of front line countries dont have to deal with processing the most. What ursula von der leyen has said as the old system does not want, this has to be a new one. She said that you have to come together ona said that you have to come together on a compromise, those countries like poland and hungary and the Czech Republic and austria which have been firmly opposed and the past to come together. What are they doing . It is money per migrant pet country, previously they were offered 6000 euros per magnet, no each country will receive 10,000 per magnet and will be given other help to facilitate. If countries still say no to accepting migrants they
will be given solidarity so hungary or poland can save you not take migrants but failed Asylum Seekers we will help greece to make sure they are returned to that country of origin if that means contacting the president and making sure they are actively involved. They believe it isa actively involved. They believe it is a compromise. Nobody at the highest level of the Eu Commission is saying this is the best for me, they are saying they hoped doesnt cross red lines but we have just had overnight the austrian chancellor saying were not going to follow the german example, he says it will not work like this. The difficulty is not over. What have the other commissioners saying this would put an end to overcrowded refugee camps and be heard ursula von der leyen
reference the camp in lesbos, that isa reference the camp in lesbos, that is a big claim. Do others think it can actually sort the problem of these overcrowded camps . This is not just apropos of nothing, they have gone through country to country, diplomats have gone to work out the most feasible solution and they believe this is it. It involves a task force and lesbos who are rebuilding a new camp but also new arrivals at the borders from today, they are working to make sure it is not just fingerprint checks, they are working to make sure it is notjust fingerprint checks, that they have enhanced security, identification and Health Checks but having come this issue for five yea rs i have having come this issue for five years i have heard this rhetoric before and it has fallen flat. It is a very difficult challenge and those at the top may believe they have enough weight for the next european
council summit to be able to have a conversation amongst leaders so it is not necessarily going to pass but they want enough gravity and momentum to take it one step further for another compromise. Viewers in the uk may wonder what implications this has for the uk and over the summer we have seen boats reaching the south coast of england so what are the implications . 0ne the south coast of england so what are the implications . One issue is to whether there is a system in place and which countries that take the details of migrants the migrants go to another country that country say the uk can then return migrants to france germany, whenever they got their details. There was a fuss originally because the allegations greece and spain were allowing migrants to go through so they would not sign their details the button other countries and looking at these plans there is no suggestion that
will change as an uk will have the right still to return migrants that ifailed right still to return migrants that i failed Asylum Seekers to france or germany or greece and elsewhere. Thank you. Two schoolgirls have been reunited with the women they seem last month. Hi. The year before last year, we both did life saving together as an activity, because every thursday,
we have activities, and me and lily chose life saving. All that was going through my mind is the steps, and what you need to do, and i thought, well, thank god for the training. But for priya, todays virtual reunion was emotional. She knew she was moments away from death. I remember before giving up, iwasjust like, im going to give up, maybe this is my time. Now they are looking forward to the end of the pandemic
so they can be reunited in person with priya. Sally challoner with that report. The russian opposition activist Alexei Navalny has released a new picuture of himself and thanked the doctors who treated him for novichock poisoning after he was discharged from hospital. The 44 year old became ill on a russian domestic flight last month and airlifted to germany. Navalny has tracked his recovery on social media, posting this latest picture of him sitting on a park bench. Hes also described the shock of seeing himself in a mirror for the first time after spending more than two weeks in a coma. Doctors say it is possible for him to make a full recovery. Now its time for a look at the weather with matt taylor. Hello. After seeing temperatures in the mid 20s during the first half of the week for some of you, it is a completely different story this week. All of us much colder by day and pretty chilly by night as well. Especially where clear skies follow a sunny day. That will be the case tonight across scotland and Northern Ireland with the best of the sunshine, one or two isolated showers, mostly dry. One or two isolated much more sunshine developing through wales and west of england compared with this morning as the cloud and outbreaks of rain pushed east. Still holding on to a little bit of humid air across east anglia and the south east but even here temperatures will drop later. The rain may take a while to shift and it could linger across some parts of Eastern England through the afternoon and evening. While winds are lighter it is across these areas where we will see the wind strengthen. Around the coast of yorkshire, lincolnshire and the north east could see close to Gale Force Winds for a time. Easing away later. Skies clearing. Under the clear skies across the north and east temperatures will drop well back in single figures. More widespread frost. More cloud and rain for wales and the south west and strengthening winds. The big picture shows this is todays area of low pressure. Tomorrow strengthening wins around wales, South West England and the Channel Islands and English Channel. We could see gales in places. Batches of showers pushing their way north and east across england and wales and the south east of Northern Ireland and eventually scotland where we can see some persistent rain later. Away from wales and the south west there will be some more sunshine through central and eastern parts of england during the day. Temperatures 13 17. The best of the weather in the north and west. 0nly10 11 here. On friday an area of low pressure continues to push east and that brings northerly winds. A blustery and cool day on friday for more of us. Showers in the west and more showers towards the east of england in particular. While temperatures 10 14 at best, way down and what we have had, where we saw temperatures reach 25 yesterday. By friday it will feel closer to around eight or nine with winds of 40 or 50 mph. Windy and a few showers in Eastern England. Chilly nights but the days should be dry and reasonably sunny. This is bbc news. The headlines. A warning of tougher measures in england if people dont stick to the latest coronavirus rules announced yesterday by the Prime Minister borisjohnson. Well be live in the house of commons shortly, where borisjohnson is due to take part in Prime Ministers questions. Lets head over to the house of commons where Prime Ministers questions is getting under way. Thank you, mr speaker. Clearly the unanimous decision to grant consent for the uk space take off in sutherland is extremely good news. I hope that the Prime Minister agrees this will be extreme good for the local economy but also will provide a huge opportunity for the uk economy in terms of the
international satellite market. Absolutely and i congratulate launch uk on what they are doing and as he rightly says, it will create 250 full time jobs, rightly says, it will create 250 full timejobs, 130 at rightly says, it will create 250 full time jobs, 130 at the facility andi full time jobs, 130 at the facility and i have no doubt launch the uk on and i have no doubt launch the uk on a path to ever greater presence in the global satellite market. Yesterday we heard the Prime Minister announced a series of changes that none of us wanted to see to see the virus kept as low as possible and residents are understandably concerned and anxious would the Prime Minister assure us all that the government remains focused on protecting lives. My honourable friend can certainly reassure his constituents that the purpose of the package i think carried overwhelming support in this houseis carried overwhelming support in this house is to continue to drive down
that r number whilst keeping businesses open and pupils in school. Thank you, mr speaker. Three months ago today, the Prime Minister said test and trace could be a real game changer for us. He was backed up game changer for us. He was backed up by game changer for us. He was backed up by the Health Secretary who said finding where people who test positive are is the single most important thing that we can do to stop the spread of the virus. Yesterday, the Prime Minister said the complete opposite, standing there he said testing and tracing has very little or nothing to do with the spread or transmission of the disease. Both positions cannot be right. Which one is it, Prime Minister . It is an obvious factor fa ct of minister . It is an obvious factor fact of biology that alas this disease is transmitted by human contact or aerosol contact but it is one of the great advantages of the
nhs test and trace which we did not have working alas earlier in the pandemic, we simply did not have it in the spring and this is the result. The result is we now have the ability to see in granular detail where the epidemic is breaking out, exactly which groups are being inspected. That is why we have been able to deliver the local lockdown is and that is why we are able to tell now at this stage that it is necessary to take the Decisive Action that we are, which i think he supports, all he did yesterday, anyway, to drive the virus down, keep kids in school and keep our economy moving. That is the point, mr speaker. So, why yesterday did the Prime Minister said that testing and tracing had very little nothing to do with the spread or transmission of the disease . Mr speaker, i hesitate to reprove the right honourable gentleman. He is not listening to my previous answer. I gave a very. I gave a very clear
answer, the answer is it is simply answer, the answer is it is simply an sadly it is an epidemiological fa ct an sadly it is an epidemiological fact that transmission of the virus ta kes pla ce fact that transmission of the virus takes place via human contact from person to person, what test and trace enables us to do is to isolate the cases of the virus with ever greater detail, which we were not able to do before, mr speaker. And thanks to the efforts of nhs test and trace, many thousands of people, training nurses, doctors, young people, members of the Armed Services, we now have not only testing more than any other country in europe but capacity today is at a record high. Ithink in europe but capacity today is at a record high. I think he should pay triple to their work. Mr speaker, i listened to the answer that the Prime Minister gave because yesterday he said the complete opposite of what he said today. Everybody who was in the chamber, everybody will see it. And he talks about testing, mr speaker, can i
remind the primaries that that last week before the liaison committee, he admitted that testing currently has huge problems, dido harding said we currently do not have enough testing capacity, the Health Secretary said fixing testing would ta ke secretary said fixing testing would take weeks, pretending there is not a problem is part of the problem, Prime Minister. It is clear and lets test what the Prime Minister of vs expiration is, is the explanation for the problems that we have not got enough. He says which problem mr speaker, is the explanation from the Prime Minister that we have not got enough capacity because nobody could have expected the rising demand, that is the dido harding defence, or is it we have all the capacity we need, it isjust that people are being unreasonable in asking for tests . That is the mad hancock defence. Which is it . |j
in asking for tests . That is the mad hancock defence. Which is it . I must say that the continued attacks by the opposition on dido harding in particular are unseemly and unjustified. And i think. Ithink her teams. Her teams have done an outstanding job in recruiting people. This is not for a moment to deny the. The deny the anxiety of those who want test, which i readily accept, of course we would love to have much more testing. And it is thanks to the efforts of nhs test and trace that we are not only at a record high today, testing more people than any other european country, but to get to the point that he raised, mr speaker, we are going to go up to 500,000 tests by the end of october. That is the work. That is the work that dido harding and herteam. Work. That is the work that dido harding and her team. Again, work. That is the work that dido harding and herteam. Again, you know. What we want to hear. What i fro ntally know. What we want to hear. What i frontally want to hear is more of the spirit of togetherness that we
had yesterday. Because. Because. This is an opportunity to support nhs test and trace, this is an opportunity to get behind that scheme, to encourage people to believe in it and instead, he co nsta ntly believe in it and instead, he constantly knocks it on the sidelines, mr speaker. Constantly knocks it on the sidelines, mr speakerlj constantly knocks it on the sidelines, mr speaker. Iwouldjust say to the web, there is a little bit of rowdiness coming from here, also from your good self, and were having a little bit from this site. I want to be able to hear the Prime Minister. When i cannot hear the Prime Minister, i wonder about the people watching proceedings. If you have further comment, speak to me afterwards. Mr speaker, the Prime Minister knows my complaint is not with the nhs, it is with the government. My wife works in the nhs. My mother worked for the nhs, my sister works for the nhs, i am not going to take lectures from the Prime Minister on supporting the nhs. The Prime Minister says we have capacity, he goes on and on and on
about capacity. Lets test that. Three weeks ago millions of children we nt three weeks ago millions of children went back to school, that is a good thing, then the inevitable happened, they get coughs, bugs, flu, that is what happens. It is on the job discretion. But there is no effective system in place to deal with it. Many cannot get tests quickly, schools are allocated only ten tests, many wait days for results, the outcome is obvious. Child and siblings of school, parents off work, and in some cases, all year groups of school. How on earth did we get into this mess . Come on, mr speaker. He knows. Knows perfectly well. You will have read the advice from the four chief medical officer is that there is an exceptionally small risk to children of primary and secondary school age from this disease. He knows that children have a sickness can feel less. Lower rate of infection, that is all in the letter that they published today, but he
also knows. You also knows we are doing our level best to get every child a test to have symptoms and further, that thanks to the efforts of teachers in this country, of parents,. 99. 9 of our schools are now back and in spite. In spite of all his attempts, i may say, throughout the summer to sow doubt on the idea that schools were safe. The people of this country had more common sense, mr speaker. Such a poor defence. That is such a poor defence. The point is not whether the children have got covid, it is that they have covid symptoms and they are off school. The governments own department shows that one in eight children are off school this week. That disrupts their education. Whether it is covid symptoms or other sentence, is nothing to the point. If the Prime Minister does not see that, he is
really out of touch with families and what they are going through day m, and what they are going through day in, day out over the last few weeks. The reality is losing control of testing is a major reason why the Prime Minister is losing control of this virus. As a result he is phasing in health measures, restrictions which we do support, but at the same time, he is phasing out economic support. Health measures and economic measures are now dangerously out of sync. Let me quote the director general of the cbi, there can be no avoiding the crushing blow new measures will bring for thousands of firms. It is vital, she says that all announcements of restrictions go hand in hand with clarity on the business support to protect jobs. Why wasnt that announced yesterday . Mr speaker, lets be an absolutely no doubt that the work this government has done to protect the economy of this country, to support the jobs are 12 Million People through the furlough scheme, and overall expenditure of about £160 billion,
there has been no example anywhere else in the world and i think you should pay tribute to the chancellor and his work and we will go forward with further creative and imaginative schemes to keep our economy moving. And that is the essence, mr speaker, of the plan, of the proposals that. Key talks. He supported them yesterday, mr speaker. I hope you continues to support them. The essence of what we are saying, mr speaker, is we want to depress the virus, but keep pupils in school and keep our economy moving. That is the single best thing we can do to support firms across the country. Mr speaker, i firms across the country. Mr speaker, lam not firms across the country. Mr speaker, i am not asking about the support that was being put in place in the past, we support that. I am asking about the support that is needed now, in light of the restrictions announced yesterday. Mr speaker, this is not theoretical. Yesterday, 6000 jobs were lost at whitbread, one of the major employers in the hospitality sector. The cbi, tuc and trade unions, the federation of small businesses, the British Chamber of commerce, the governor of the bank of, they are all on the Prime Minister to stop and rethink, support businesses affected. Dont withdraw furlough, we have been saying it for months. When is the Prime Minister finally going to act . Mr speaker, these are indeed tough times. And i have no doubt that many businesses, many employees are feeling a great deal of anxiety and uncertainty and we will do our level best to protect them throughout this period, but we will get through this mr speaker, by precisely the methods that we have outlined and have agreed upon in this house yesterday and i think that the. The reality of the opposition position has been exposed, the cat is out of the bag, mr speaker, because it was his shadow education secretary who said. Said of the present crisis, she said, dont let a good crisis go to waste. That is the real approach
of the labour party, mr speaker. Seeking to create political opportunity out of a crisis, out of the difficulties and dangers this country is going through whilst we are taking the tough decisions was the tough decisions to get this virus down, mr speaker, to keep our Education System going, and to keep our economy moving. He supported it yesterday by hope in the spirit altogether is an unity that he will continue to give me support. Mr speaker, local football clubs are incredibly important to communities. But many sports clubs around the country have found that their hopes of welcoming fans packed the stadium is next month have been dashed. Given that many Football League labs are so reliant on gate receipts, can my right honourable friend assure me he will do anything he can to support these clubs as businesses and for the communities that rely on them . I know what a passionate supporter my honourable friend is of
mansfield town and i want to thank eve ryo ne mansfield town and i want to thank everyone for what they have done for the club and i can tell him the secretary of state for culture, media and sport is in active consultations with clubs across the country to see what we can do to help. We now come to the snp leader. Thank you, mr speaker. Last night, the Prime Minister and leaders of the Prime Minister and leaders of the devolved governments announced restrictions to stop the number of covid cases reaching 50,000 today by mid october. There are other major threats that we face this october. There is another set of numbers that is of the government are part of yes own making for 1 is of the government are part of yes own making fori millionjobs at risk if thurlow ends early. 30 billion a year bill to the tax pillar billion a year bill to the tax pillar taxpayer from a no deal brexit and today we learned that 7000 trucks will be queueing for days at dover. Mr speaker, if those numbers become a reality, the prime
minister is leading us into another winter of discontent. Mr speaker, our first minister has shown leadership at all fronts during this pandemic however the responsibility and powers for extending the furlough scheme lie with the prime list on the chancellor. The Prime Minister must announce an immediate extension, no half measures, no half baked project, to this vital and life saving scheme. Will the Prime Minister show the leadership required . I notice that both the leader of the snp and the leader of the opposition now support an indefinite extension of the furlough scheme. That is what he said. What we will do, as i said throughout, is continue to put our arms around the people of this country, going very through a very tough time and come up with the appropriate creative and imaginative schemes to keep them in work and keep the economy moving. That is the essence of our approach. That is so poor. What were talking about is protecting the jobs of today, it is not a dash indefinite and nobody, Prime Minister, has asked for that. The first steps to any recovery is admitting that there is a problem. Even the governor of the bank of england is telling the Prime Minister to stop and rethink. The solution for millions of people right now is an extension, an extension, primary succumb of the scheme beyond october. The alternative is putting 61,000 jobs in scotland at risk. Yesterday the only reassurance the Prime Minister gave those scottish workers was that he would throw his arms around them. Prime minister, i can tell you, the la st Prime Minister, i can tell you, the last thing those sexy 1000 scots are looking for is a hug from you. 61,000 scots. They need the security of knowing they can hold onto their jobs and incomes for themselves and their families. Tiny work running out. Will the government instruct
the chancellor to extend the scheme and stopi the chancellor to extend the scheme and stop 1 million the chancellor to extend the scheme and stopi million workers being sold onto the scrapheap by this government . I can certainly tell him that of course the furlough scheme has already been extended until beyond october. There should be no doubt about that and i have said before, we will continue to provide the best support we can possibly give to. And newjobs are being created, mrs b. Get people into work whilst suppressing the virus and i know that. I can imagine he does not want a hug from me but that was a metaphor, mr speaker, and it is physically incarnated by the £12. 7 billion of banner consequential is that we are seeing come from the uk exchequer to support people across the whole of our country. Mr
speaker, it is interesting that the leader of the Scottish National party we nt leader of the Scottish National party went on jobs given that on the side of the house, we voted this week and last week to protect 500,000 jobs, week and last week to protect 500,000jobs, enshrining week and last week to protect 500,000 jobs, enshrining scotlands most important market, our internal uk market. Why does my honourable friend think the snp did not support this bill mug i have absolutely no idea. It is totally baffling because this is a bill that underpins a massive transfer of powers back to scotland, from brussels, from brussels. About 70 which they would throw a again. As, mr speaker, they would throwaway again the entire glistening hall of the uks. Entire glistening hall of the uks. Scotlands spectacular marine wealth. Hand scotlands fishery straight back to brussels thatis fishery straight back to brussels that is what they want to do. Last
week, and rspb report noted that the uk has lost. Seen a lost decade for nature with the government failing to reach 17 out of 20 targets it signed up to. There is a major iod adversity summit next month. The eu aims to protect a minimum of 30 of land and sea for nature by 2030. Will the Prime Minister commit now to at least matching that goal, 30 , and deliver the funding in the forthcoming Spending Review . The right honourable lady cynthia cannot be unaware that the campaign to get the world a re unaware that the campaign to get the world are possibly as leaders to get to sign up to. Has been led by this government. And it is. You know that. She knows that, mr speaker. It is this government that
defies the charter, it is this government that is leading the world in protecting biodiversity across the planet and we will put in the funding. We will certainly put in all the funding required. There is growing concern in my constituency and across the country about the rising number of illegal crossings across the channel. In order to save lives and protect our borders, the uk must deter people from making these crossings. The law in this area is compact can my right honourable friend sure my constituents and the country that the very latest a comprehensive bill will be brought before the house following the next stage . will be brought before the house following the next stage . I thank my honourable friend. He is complete right the legal position is very difficult because of the inflexible and rigid dublin regulation for returns. What is happening now and so people think there is a way in thatis so people think there is a way in that is legally very difficult. It is tragic for those coming across in
rubber dinghy is or childrens paddling pools. Cheated by the gangs, as they are, we must find a better way of doing this once we are able to make our own arrangements, settle our own laws in this matter, i have no doubt we will find way forward. Thank you, mr speaker. I hope respectfully the Prime Minister is not having problems with his memory because just yesterday, remind him. We had a recent exchange where metaphorically you promise to put your arms around the british people in support ofjobs on the economy, now we know that the cbi and the tuc, businesses and unions, employers and workers, and now even unions, employers and workers, and now even the bank of england are united ina now even the bank of england are united in a call for a targeted expansion in a covid Job Retention
scheme and make no mistake, there is a tsunami ofjob losses in the pipeline within 38 days . Will the Prime Minister please listen to those advising and take urgent action, i would like a yes or no answer . I think that the honourable member is entirely right about the gravity of the situation, although it is true that some firms are powering through this, many face very difficult circumstances and thatis very difficult circumstances and that is why we have put in the support that we have, that is why. Dont forget, there is the Job Retention bonus at the end of the year to help people. Help firms to keep people in employment but also thatis keep people in employment but also that is why we are looking at a massive package now of investment in jobs and growth in the medium, short, medium and long term and we look at the £2 billion Kick Start Fund that we have a ready put in place, about six and £40 billion of
investment overall in infrastructure. And what i can tell the houses in addition to the package i set out yesterday, as i said to the right honourable gentleman, there will be creative and imaginative measures from the chancellor to help people through this crisis. Thank you very much, mr speaker. One of my Top Priorities is improving education and spreading opportunity and i welcome the newi Million School rebuilding programme which will help refurbish 50 schools from next year. A high school in my constituency is currently in a flood zone but we do have permission to build a new school and move out of the flood zone. The head teacher and the flood zone. The head teacher and the governors and the county council are all backing the scheme. Can i make an early bid for the high school that you back as to have a new school in the rebuilding programme to raise the aspiration and the opportunity for the great young people of tiverton . Mr
speaker, it could have no more servant and effective advocate than my honourable friend and i can tell him that although the first 50 schools. The first 50 have not yet been announced, i know that my right honourable. The secretary of state for education will have heard. I have no doubt he. Does he understand that as long as these powers are reserved , understand that as long as these powers are reserved, it is the government that has to meet the costs that come with a pandemic question mark you can either do that by extending the Job Retention schemes, especially for those excluded, or he can pay the long term price, long term unemployment, increased Social Security and other damage that comes to the economy and society with a question mark which of those is going to be two what is his vision for back better . Very simply, mr speaker, it is to keep doing what we have been doing, but to intensify our support for every part of the
union, from space ports, mr speaker, to backing our Armed Services throughout the whole of the uk, to investing in our health care, that is what we will do and the overall ballad consequential is, as i said, so far, our £12. 7 billion and we will continue. We will continue to provide that support, mr speaker. On saturday, i was at norwich city are pa rt of saturday, i was at norwich city are part of the s match as part of the pilot to let fans back into football. It is disappointing the reopening has now been spoken. Many clubs are facing a threat to their viability with no fans coming into the ground for will my right honourable friend at a look at a Sports Recovery Fund . Honourable friend at a look at a Sports Recovery Fund . Mr speaker, it grieves me to see football clubs, mansfield and others, norwich city, not able to go back in the way that they want to right now and i totally
sympathise with him and with the fa ns sympathise with him and with the fans and sympathise with him and with the fans and i really wish we did not have to do that. I really wish we did not have to do this now. The best way of a scene out of get through it is i say is to do. Follow the advice and suppress the violence but virus. But in the meantime, my right honourable friend is looking at solutions to help norwich city under the clubs. Sometimes doing the right thing is not easy but in this case, it is essential, it is clear that during the right thing to stop the spread of covid 19 is going to have a social, business and Economic Impact but as yet, the uk, has not moved to make sure there is security for those doing right thing. When he look at the support available for businesses, extend the furlough scheme and ensure the limited universal credit uplift is expanded
to Legacy Benefits and made permanent . Thank you, mr speaker. Thank you, mr speaker, the honourable gentleman is right that of course the government are going to come forward with further measures. I dont think it will be sensible simply to extend the current existing furlough scheme in its present form beyond the end of october but we will do everything we can to support businesses, to support those in jobs and indeed the self employed, as the right honourable gentleman rightly says. My constituents understand the need for more housing but the majority is green belt land. In some places, residents are quite rightly concerned about pressures on the green belt. Can the Prime Minister confirm his government is a brownfield first government .
certainly can, mr speaker. It was a former labour planner who said the green belt is a labour achievement and we intend to build on it. The government approaches entirely different. That is what they want to do, this is because we will not change existing policy to protect green belt and our housing targets which are very, very ambitious will focus as he rightly says, on brownfield. Thank you, mr speaker. Unsafe cladding is leaving hundreds of leaseholders across vauxhall unable to sell or remortgage their properties. The forms are not being used as intended and leaving my constituents trapped between risk averse lenders and being responsible to building owners. They have been waiting three years already, so can the Prime Minister townley what steps he is taking now to resolve this really dangerous situation . Tell me now. to resolve this really dangerous
situation . Tell me now. I thank the on. Iam situation . Tell me now. I thank the on. I am aware of this problem of people facing real disadvantage leaseholders and others because of the unsafe cladding still on their buildings. I think it is. It is disgraceful and both acm and. It should come off as fast as possible and we are investing massively to achieve that as fast as we can for buti. I achieve that as fast as we can for but i. I sincerely appreciate the problems she raises. In 2006, when the council were told of improvement plans to their dangerous junction on the 838, something i have long campaigned for, but two months ago, the regional director of the south we st the regional director of the south west pod told me that this was not going to happen. Blaming the change from the old highways agency. Can my right honourable friend tell me when, if ever, the people will finally see shovels in the ground . Ever, the people will finally see shovels in the ground . Mr speaker, im grateful to my honourable friend because she gave me advanced notice of this question. I think this is really a case for project speed, mr speaker, and i hope highways england, who are currently a safety study of the a38 will be able to accelerate their work and get on with the junction as fast as possible. Before lockdown, children on Free School Meals finished education on average 18 months behind their classmates and the gap was getting worse. Schools closed and a quarter of these children did less than one hours schoolwork a day. Lockdown was temporary, but the impact could be lifelong. To help these children catch up, and in the spirit of togetherness invoked by the Prime Minister early on, will his government give time for my veil to
close the Digital Divide and give children on Free School Meals access to the internet in their homes . children on Free School Meals access to the internet in their homes . I am very grateful to the honourable lady because she is raising a very important point and getting kids back into school has been the most important objective we have had over the last few months and im glad that it has got under way but she is right in what she says about the Digital Divide and that is why we are investing massively in online education, giving many thousands of la pto ps education, giving many thousands of laptops and tablets and putting routers in schools across the country. That is what we will do, andi country. That is what we will do, and i want to see a world in which every school in our country has full gigabit broadband with the equipment that will give the pupils access to the internet that they need. Would
my right honourable friend agree that as the uks Performing Arts are a global Gold Standard which are not only the envy of the world, but also a vital showcase for uk plc across the world, we should treasure it, and we should look after that industry and we have had the furlough and other schemes, Job Retention schemes, but there are those that have fallen through the cracks and that are the freelancers. We must do something to protect the freelancers, the actors, costume yea rs, freelancers, the actors, costume years, prop makers. Can we do something to look after those people . That is a very, very important point because obviously theJob Retention scheme has been very, very effective but there are those who do not have employment of that kind and that is why we have given them 1. 57 billion to support the Creative Culture and media sectors, including the theatres, and we will do whatever we can to support the freelancers that he
describes because they are the backbone of our theatrical world which, as he knows, is thejewel in the crown of the london cultural economy. The word is that downing street is taking control of the upcoming review of gambling legislation. Is this true, and if so, will tend downing street to consider all of the recommendations made by the ap gg on gambling related harm published injune . Made by the ap gg on gambling related harm published in june . What ican related harm published in june . What i can certainly tell the honourable gentleman is that i am not an enthusiast for encouraging the spread of gambling in this country. Like the vast majority of the british public, i support the new restrictions, and the Prime Minister
has said we will get through this, but long term there are only three routes out of this pandemic. One is to eradicate the virus, too, gain herd immunity, or three, to eradicate the virus, too, gain herd immunity, orthree, suppress the virus and reduce deaths until a highly effective vaccine arrives such as the ones that brilliant researchers in cambridge are working on. Can the Prime Minister tell me which of the three routes the government is taking us quite a scratch mark only time will tell whether the predictions made this week by the medical advisers about deaths and infections from coronavirus have any great ability, or whether they are as exaggerated as the claims that there will be half a Million Deaths within weeks made at the beginning of the year. What is not in dispute, however, is that the scare tactics being used and the regulatory actions taken will have an immediate
impact on high streets, the Hospitality Industry and further devastation for the aviation industry. Since the economic consequences are borne by people, businesses and local economies, will the government make a commitment to first of all retain continued support for employment, giving resources to devolved authorities to help local economies, and suspending air Passenger Duty to stave off bankruptcies and save jobs. Mr speaker, the honourable gentleman makes a powerful point of scepticism about the medical forecasts. Makes a powerful point of scepticism about the medicalforecasts. All makes a powerful point of scepticism about the medical forecasts. All i can say is that everybody should look at what has already happened in the first phases of this pandemic and be in no doubt that it is possible that such a thing could happen again. And its precisely to avoid that that we are taking the steps now that we are, because a stitch in time saves nine, and there
will be far more damage to the economy throughout our country if we failed to control the virus and we are obliged to put in seriously damaging lockdown measures that affected every business in the country. That is why we are taking the approach we are now, and that is why i think it has the support of him and his party as well. But i can certainly tell him that the advantage of this approach is that it will allow us notjust advantage of this approach is that it will allow us not just to advantage of this approach is that it will allow us notjust to keep that virus down, if we all follow the guidance, if we all do follow the guidance, if we all do follow the package we have set out. Keep the package we have set out. Keep the virus down, but also enable education to continue and our economy to go forward, and of course, we will continue to support businesses in Northern Ireland and across the country throughout the brings Prime Ministers questions to an end for another week, two big
themes emerging, one about test and trace, the other about furlough are some other type of support for business and employment. The labour leader keir starmer began by saying three months ago test and trace could be a game changer, he was quoting the Prime Minister, he said you told us that three months ago and then yesterday he said to the Prime Minister you said the complete office at, both cannot be true. He pushed him further on test and trace, borisjohnson pushed him further on test and trace, Boris Johnson replied pushed him further on test and trace, borisjohnson replied we are going up to 500,000 tests by the end of october, 500,000 a. D. And he said to keir starmer i want to hear more of the spirit of togetherness. On the subject of support for businesses the labour leader suggested that alongside yesterdays announcement on a tougher measures to curb the spread of the virus and
this was specifically talking about england, that there should also have been an announcement about how businesses could be further supported. The Prime Minister and response said the government was looking at creative and imaginative schemes to keep people in work and the economy moving. While pm hughes was taking place Nicola Sturgeon is continuing with her daily news briefing. The first minister announced a total of 486 people tested positive in scotland and the pass 24 hour bass, significant because it is the highest number of cases recorded in a single day in scotland. Thank you forjoining us today, i will start as i always do with the daily statistics, the total number of positive cases reported yesterday was 486, i should point
out that is the highest number of positive cases we have ever recorded ina single positive cases we have ever recorded in a single day. For context and must be remembered that many more people are being tested now than was the case in the spring. Nevertheless the case in the spring. Nevertheless the number represents 7. 8 of people newly tested and takes the total number of cases to 25,495. That is obviously a real cause for concern. It also underlines why we took very decisive and tough action to try to get the vilest back under control andi get the vilest back under control and i will say more about the decisions we announced yesterday. The full regional breakdown will be published later, but i can confirm that 224 of the cases were in Greater Glasgow and clyde, 107 and lanarkshire and 57 in lothian. It is worth noting that the number for Greater Glasgow and clyde as
impacted by a significant outbreak at the university of glasgow. I will say a bit more about universities and students shortly, the remaining 98 cases and across the other eight mainland health boards. I can confirm that also 83 people are in hospital with confirmed covid 19, an increase of ten on yesterday and ten people are an intensive care which is the same number as yesterday. Either gets to report that any past 24 hour is to further deaths have been registered of patients who first tested positive over the past 28 days and that means the total number of deaths under this daily measurement as 2508. National records of scotland has also published its weekly update and to the main duet includes deaths of people who have first tested positive for covid 19 in the previous 28 days but also cases
where covid 19 is a suspected or contributory cause of death. The latest update covers the period to sunday 20th so not include the death a reported yesterday only to today. Up a reported yesterday only to today. Up to sunday we recorded 2505 on ideally figures, six registered and the previous seven days. The update today shows by sending the total number of registered deaths confirmed or presumed length covid 19 was for thousand 247, 11 of those registered in the previous week which was six more than the week which was six more than the week before. Eight of those 11 deaths took place in the hospital, three account and care homes. Every single death including the two i have had the sad duty to report today represents the loss of somebody who was loved by family and friends so i get today i want to
send my condolences to everyone in that situation of having lost a love one to this virus. Yesterday i set out new restrictions to stem the recent rise in cases and to try to get the virus back under control. I will quickly recap on those restrictions in a moment, first i wa nt to restrictions in a moment, first i want to Say Something about universities and students. Just as it is important for children to be back at school and back in education, it is also important for stu d e nts to education, it is also important for students to be back as far as possible at College University but this is an no way shape or form the fault of students and i want to be very clear about that. We know that student life the characteristics of ed present risks of transmitting the virus so we need to do everything we can to mitigate against those risks whilst allowing as far as possible stu d e nts to whilst allowing as far as possible
students to have the experience of couege students to have the experience of college and university that they value so highly. We have tough guidance and place and are discussing with the sector left there are further steps we need to take. The nationalistic management tea m take. The nationalistic Management Team is considering this as well and i want to be cleared if we need to strengthen our guidance we will, we strengthen our guidance we will, we strengthen the guidance for schools after they were back in light of experience and we will not hesitate to do that with the further and Higher Education gains as well. But today i want to appeal directly to stu d e nts today i want to appeal directly to students for your help in this. I know the vast majority of you will already be doing the right thing and i want to recognise how tough that is and thank you for it. But it is also important to underline a key point for students living in halls or shared accommodation who might be watching the briefing, feu and asked to self isolate and i know many of you are already in that position, it is really important that you follow
that advice. As we have seen any past due days covid 19 can spread very quickly and shared living settings and halls of residence so please follow the rules on self isolation, take the advice given and make sure you do it anyway that is asked. Also please observe the facts rose at all times when going about your daily lives and abide by the restrictions on household gatherings which apply to students just as the general population even although you are living an easement and often different. Jason will say a bit more and a moment about what we are asking of students but for now please know we appreciate the sacrifices you are making at this important stage of your lives, it is not yesterday i was at university but i still remember what an important stage of life it is and
nobody once you too be living under these restrictions but it is important that you do take care not to put yourself at risk and obviously not to inadvertently put others at risk and what we are asking you to do is for the collective good of everyone but we appreciate your sacrifice and i want to thank you for it. As i said yesterday destruction is take effect this week out of, but they are not a full scale rock tone, it is important to remember that, they are in fact designed to avoid a lockdown of the tape we had earlier ended yet. We hope by us all abiding by this and helping to get covid 19 and control beacon keep schools open, get non covid 19 nhs services up and running, protect care homes and safeguard jobs and livelihoods. These are the things that matter to all of us and to society overall. But in the face of a pandemic of a
virus that as yet has no vaccine and with that virus on the rise again and wintered ahead of us, if we are to achieve these priorities we have to achieve these priorities we have to make sacrifices elsewhere. No country right now is able to have 100 normality so the measures we announced yesterday are tough but absolutely essential and they are targeted to deal with some very specific factors which we know are helping to drive transmission. The first relates to household gatherings. We know from test and protect that a significant proportion of new cases come from social interactions between deft households in our homes and it is clear once a vilest get into a household through one person that is likely to infect everybody in that household and effort is another household and effort is another household visiting it is likely to pass from one to the other that is one of the key ways to be no the virus is spreading so we need to deny the virus the opportunity to
spread in that way. That is white from today we are all being asked not to visit each other and homes which will be put into law later this week but it is important we all comply with it now. There are limited exceptions, childcare, extended households and tradespeople for example and it is worth reminding people because it is a while since we had to talk about this, extended households and people who live alone or alone with children canjoin who live alone or alone with children can join with another household but it has to be the same household but it has to be the same household all the time and it is also important that any member of an extended households gets covid 19 the whole household there needs to isolate. You can also still meet up with another household outdoors and a private garden as long as it abnormal than six people and their annual limits for children under 12 playing with friends and young people 12 17 will be able to meet outdoors and groups of up to six
physical distance but they do not need to be from just two households. That is a tough restriction and not a loving people to visit others homes but it is one of the key ways we can get control of the spread of this virus so tough though i know it is for all of us including me i am asking everybody to please abide by it. The second new destruction of knowledge to hospitality. From friday of hospitality premises will be required to close at 10pm each evening and the aim here simply is to reduce the amount of time people are able to spend on licensed premises thereby again proclaiming the spread of the virus in an environment will be know that our higher risks whilst still allowing businesses as far as possible to trade and provide jobs. Businesses as far as possible to trade and providejobs. As i said yesterday we also need to and attend to ensure all businesses comply with all the hygiene safety and mitigation rules, the vast majority
do that already but it is important that or do and rock authorities have powers we re that or do and rock authorities have powers were necessary to inspect, enforce and close premises mrs fdr not complying and that is something we ta ke not complying and that is something we take very seriously. The last restriction sounds minor but relates to travelling by car. We know that shelling carriage on his presents a risk of transmission so we are advising against cart sharing with people osage on household of possible unless there is no alternative. That does not include taxes and then we advise people to wear face masks. As taxes and then we advise people to wearface masks. As a keeper saying because i know it is true these restrictions are not easy for people to come play with but they have not been imposed lightly and i believe if we all abide by them they will make a difference and trying to get this virus back under control. I wa nted this virus back under control. I wanted to return briefly to the issue of hospitality because many of
you ask me why we do not adjust close pubs completely right now and actually that is not an unreasonable question and as i said yesterday at the Scottish Government had power to borrow money on extend the follow Job Retention scheme shall be could mitigate the impact on jobs at is very possible perhaps even likely that we would have reached a different decision of hospitality. We went as far as we could with any powers we have and that takes me to a general point and i have thought very carefully about whether to make this point today because it is genuinely not intended to be political or constitutional and i know some people not believe that but it is absolutely the case but at reflects a genuine worry i have as first minister and that is that we not be hamstrung in essential Public Health assertions by the likes of
necessary economic mitigations. All four uk nations yesterday agreed a joint statement to the effect we would focus our efforts and i am quoting from it on suppressing the virus to the lowest possible level and keeping it there and that is really possible, positive because it puts aside hopefully forever the idea beaconjust like puts aside hopefully forever the idea beacon just like this puts aside hopefully forever the idea beaconjust like this by puts aside hopefully forever the idea beacon just like this by this run will stop we must keep it suppressed because we know it does real damage but we all have a duty that our actions live up to it. We took tough action yesterday and i believe the situation we face absolutely minuted that. But there is an argument and i have heard some experts articulated even this morning that all of us across the uk should actually be doing even more and that is a danger that what stops to hold us back is not the Public Health analysis but financial limitations so i will be writing to the play most of today and i hope
constructive because i recognise the economic applications of all of this for the treasury are not easy but i will be asking that we have argent discussions to make sure we can get toa discussions to make sure we can get to a position where the fear i described is not the reality. And that either through uk government action, the extension of a follow or some reasonable but necessary fiscal flexibility for the devolved government through these ways we are all able to reach the decision we think necessary to suppress the virus and save lives whilst also mitigating the impact ofjobs. We are at the most criticaljuncture since march and as i will come on to say in conclusion we are in many ways and a stronger position because we know more about the via this but he must make sure we use the knowledge quickly and decisively and urgently and i want all of us to be any best position equipped in the best possible way to do that. To
close it is worth reflecting on of the fight that this is to the date six months since we went into lockdown on the 23rd of march. None of us would have wanted to mark this milestone against the backdrop of new restrictions and i know at this weight heavily on my mind yesterday and last night that so many me included probably but feeling a bit downhearted that we seem to be back to square one but i want to stress that that is not the case, that is emphatically not even though i understand why it might feel like that. The situation now is not the same in certain respects and in march. For a start the action to suppress the via this overly someone made me have faced less of the soldiers from a lower base and that matters and is entirely thanks to the lockdown restrictions and all the lockdown restrictions and all the individual sacrifices everyone has made. The rise in new cases
whilst it is exhilarating is also not as rapid as earlier in the year but we must guard against it becoming so and we know have test and protect up and running, it is working well and breaking transmission chains and as i said to be have learnt a lot more about this virus. We still dont know everything but to be no more than in march and we know because we have done it that through our collective effo rts done it that through our collective efforts we are capable of getting it under control and that is what we need to come together again to do now. These new restrictions will help us to do that but only help us do that if you and everyone of us as individual citizens play our part and abide by them so please comply with all these restrictions because they will make a difference if we all do. If you have not already go to the website and download the app which will help expand the range of people that can be quickly contacted and asked to self isolate if they may have been exposed to the virus and remember at all times when you
are out and interacting with other people the facts rules, face coverings, avoid crowded areas, clea n coverings, avoid crowded areas, clean hands and surfaces, to meet at distancing and self isolate and book a test if you have symptoms of the virus. Finally remember that although these times are hard as i tried to remind everybody yesterday they will pass and they will pass a bit more easily and possibly quickly as well fbo continue to look out for each other so lets pull together in the same way that served us so well and march, stick with it and stick together and if we keep doing that, i will not tell you it will be easy over these weeks and months but i will tell you with a great degree of confidence that if we stick together without we will get through this. My thanks again. Nicola sturgeon saying that a total of 486 people had tested positive for coronavirus in scotland, the highest number of
cases recorded and a single day in scotland. A couple of things to to pick out, a message for students if you have been asked to self isolate please follow the rules especially and shared living accommodation, a significant number of cases linked to stu d e nts significant number of cases linked to students also and hospitality she said people have been asking why not close pubs, not an unreasonable question she said but in scotland had the ability to actually spend more money to allow for pubs to close while supporting the sector then a different decision may have been reached. In a moment the bbc news but first lets look at the weather. A lot cooler across the board but different from yesterday. And east anglia sunshine and temperatures
into the mid 20s, today cloudy with rain covering a good part of englund and wales, the cleaner weather across scotland and Northern Ireland when it was cloudy yesterday, beautiful across parts of scotland so far. Very still conditions with plenty of sunshine and visibility. Through the rest of the day the odd showerfor northern through the rest of the day the odd shower for Northern Ireland and wales South West England without brea ks wales South West England without breaks of rain turning heavy and persistent across eastern areas, and another zone of rain may be forming across parts of the midlands heading towards the evening, stretching to east anglia. Becoming windier on the north sea and English Channel as a low pressure forms and deepens. The low pressure forms and deepens. The low clears but another one approaches the south west later, bringing rain and strong winds and given the windy conditions temperatures into double figures but
cold enough for patchy frost developing in the countryside and northern scotland so very cold to start thursday, but another low pressure start thursday, but another low pressure system pushes and to the south west, bringing heavy rain, quite lengthy outbreaks and also a strong winds reaching gale force towards parts of the south west, may be the fault south west of wales and pembrokeshire, the extent you can see, not everywhere with not boat parts of scotland and Northern Ireland sunny but feeling cool, 1214 ireland sunny but feeling cool, 12 14 for many. For friday the low pressure moved to the north sea with northerly wind following, fairly gusty affecting all the country bringing showers on a lengthy outbreaks to north sea coast, a few showers was elsewhere and inland areas staying dry, temperatures 1114 but areas staying dry, temperatures 11 14 but feeling given the strength of the northerly winds. Enter the weekend a few showers was still but drier and staying cool for all of us. The government defends the new coronavirus restrictions, as critics say they dont go far enough. There are warnings of tougher measures to come if people dont stick to the rules. The Prime Minister has been defending the test and trace system from criticism. We are not only at a record high today, testing more people than any other european country but to get to the point he raises, we will go up to 500,000 tests by the end of october the damaging effect on pubs and restaurants, forced to change the way they serve, and closing at 10pm from tomorrow. Unhappy fans. Plans to bring back spectators at live sporting events next month are also on hold. Well bring you the latest and will also be answering some of your questions. Also coming up.
