Police checks on the outskirts of a town in northern italy. Its one of 11 areas here in lockdown, designated a red
zone, because its at the centre of europes largest outbreak of the new coronavirus. More than 370 people have been infected and 12 have died. A big concern is how the virus is spreading across italys borders. Today, the Health Secretary here told the commons once again the government was doing everything it could to protect the public. Our approach has at all times been guided by the chief medical officer working on the basis of the best possible scientific evidence. The public can be assured that we have a clear plan to contain, delay, research and mitigate, and that we are working methodologically through each step to keep the public safe. In tenerife, 1000 guests and staff remain in quarantine at this hotel after four people from northern italy, including a doctor, tested positive for the virus. Many say they are frustrated by a lack of information. Weve been in our room for about 2k hours now. You are allowed out now that they have tested our temperatures and given us a mask and you can wander about if you want, but you should really stay in your room. Come and rescue us come and rescue us boris. In the uk, at least 11 schools have been affected by classroom closures after skiing trips to northern italy. Theres concern that government advice isnt being followed and some are too quick to close their doors. Schools say they are putting the welfare of their pupils first. Due to the risk that i perceived, i made the decision that it was in the best interests of our community, of our children, to close the school. It is an ever changing picture,
and the information given today im sure will be contradicted to what we were given yesterday. Across the world, there are 81,000 confirmed cases of coronavirus in 33 countries. They were formed in 2005, after the sars outbreak in 2003 showed the need for closer collaboration on infections within europe. We can speak to him now from their headquarters in stockholm, sweden via webcam. Thank you forjoining us. Your organisation assesses the impact and the likelihood of further spread of viruses like coronavirus. What do you think is likely to happen, given where we are now . Right now, following the events in italy, we can say this is the first time that we have seen such a rapid expansion ofan we have seen such a rapid expansion of an outbreak following these imported cases from the other affected areas. So, this is a moment where most Public Health authorities in europe are now focusing their attention to the situation and realising that this is a possibility that can happen also in other
European Union member states. Yes that it European Union member states. Yes thatitis European Union member states. Yes that it is quite possible, the likelihood is moderate high that this could happen in other countries, while the risk for the individual person in any given eu member state apart from those affected areas, is still low moderate. Interesting you say that, because germany was not Health Minister this afternoon said that germany is itself on the brink of an epidemic. How do you think european countries, especially italy, have coped with this outbreak . Authorities and authorities in italy specifically have so far been focused on identifying the first cases and putting measures around these cases to contain the spread of these cases to contain the spread of the disease as early as possible. All the events so far in europe have been contained in a good fashion. We have good hopes for the italians to be able to do that also. This
disease which resembles the sars disease which resembles the sars disease that was contained in, globally, in 2003, after 8000 cases, can also be contained but it needs aggressive and immediate measures, every single time we see the introduction of a virus in environments. You think italy has acted quickly and aggressively enough, in that case . Absolutely. Remember we are only a few days into the situation in italy right now. They already have also team supporting them from us here, we had two experts working with italian cou nterpa rts two experts working with italian counterparts on the ground, as does who, so the italian authorities are taking this very, very seriously. You see from the measures they are taking in the local level that they are taking aggressive measures, which would not be considered for many other diseases. What would you 110w many other diseases. What would you now expect to happen because we are reporting today that other european
came at like greece, austria switzerland are announcing the first cases. Would you expect the same kind of spread as he saw anatomy . We believe containment is possible. In italy. You need to put a lot of effort and resource to make that work but it is possible. All of these cases that have been reported from countries outside in the last two days inside the European Union, they are linked to travellers coming from italy. Again, you need to put in place measures around those cases, contain the situation before it evolves into longer transmission chains. At the same time, we and Public Health authorities across europe are preparing for that scenario, that containment will no longer be possible. The next level of activity will be focusing on delaying the introduction of widespread transmission in these countries. First of all, so that we get out of the influenza season
which is already putting a lot of pressures into the Health Care Systems in many countries. Secondly, to buyer some time to see whether some of the Clinical Trials of antivirals in china will provide some promising candidates that we could be using in a pandemic situation. 0k, very good to talk to you, many thanks. 0ur correspondent fiona trott is outside the hotel in tenerife thats on lockdown. We have heard some frustration from people who are locked in that hotel. Bring us up to date with what is going on. They described being frustrated, they described being agitated. And they also say they feel powerless because there appears to bea feel powerless because there appears to be a difference between information coming out and things being followed through. Let me tell you what we know. 60 listing of the hotel, we know that some of them
have to stay here for another two weeks. I spoke to one guest in the past hour said she has had a letter a travel company and says she will have to stay hotel the 10th of march. 0ther have to stay hotel the 10th of march. Other guests saving have had no information at all. We were also told that 100 guests hope would be able to leave this hotel within hours. He said earlier today. Because it is believed he had not come into contact with infected people. However, we have not seen any sign of that today. We have not seen any sign of that today. We have not seen any any sign of that today. We have not seen any people leaving, have not been given any more information that has happened. Let me claim to you how they are approaching the situation. How they are trying to contain it. There are police around the cord in here, some of them wearing masks. There are temporary medical attempts outside the main entrance, recording information about each and every single patient. Two medical staff have been going from room to room we understand from guests, knocking on doors and taking the temperatures, giving them facemasks too. The situation this afternoon though has appeared a little bit more relaxed. Last night and this morning, people being told he must in your room. Now, they are saying you can leave but you have to wear a facemask. But, saying you can leave but you have to weara facemask. But, one saying you can leave but you have to wear a facemask. But, one guest we spoke to says he thinks only about 596 spoke to says he thinks only about 5 of people are doing that. I asked one guest how they shot about staying here for another couple of weeks, they said that they just felt homesick. You have got to remember that when some people arrived here for their lovely holiday in tenerife, there was a sandstorm. They could not leave the hotel and now this. We have more information from official seal on the island following the News Conference this afternoon, they have said that other people in the same group as the infected doctor and his wife have
tested negative for coronavirus. They say that tests on 11 other samples are being carried out and they also say that people they have come into contact with, showing symptoms, of coronavirus,. Many thanks. Christl donnelly is a professor of statistical epidemiology at the university of Oxford Imperial College london. Her work focuses on improving the understanding and ability to predict the effect of interventions on Infectious Diseases. We can speak to her now from our studio in oxford. Many thanks for joining many thanks forjoining us. First of all, the way in which coronavirus has been spread, you have done some work on the fact that you think the majority of cases from china may have gone undetected. Talk to us about that. It is not the majority
of cases in china per is he but looking at the cases among travellers that have moved elsewhere and that is by comparing the number of cases confirmed in singapore which had a relatively high number of cases given passenger numbers compare to the number of cases that have been detected in other countries. And we used singapore as a benchmark or singapore and a few other countries that also report relatively high numbers. Looking worldwide we estimate only one third of the cases are among travellers have come out of china had been detected. So, if that is true, that leaves the possibility of the potential for chains of transmission out of these undetected cases. You would now, if that is true, naturally expect to see quite a spread, given that these cases had gone undetected . Spread, given that these cases had gone undetected . There is that potential. The is the caveat of course that you are less likely to detect cases that have mild symptoms. If it is the case that people that have mild symptoms also
have lower levels of virus, they are potentially less infectious for a given level of contact. And so, it may be that they are not spreading as much as the severely infected disease cases but it is still worrying and it means there needs to be vigilant across the board in all countries. What makes a person more liable to spread this virus, is it about their own tolerance of the virus . Generally, in diseases, there will be variation between the virus levels between individuals and individuals with higher levels of virus may be more likely to spread. So that is one of the things about the pathogen and possibly the interaction between that persons body. But there could behavioural things, for example if someone is coughing around a lot of people in close contact or if theyjust have a lot of close contact compare to someone lot of close contact compare to someone who is more isolated. It can bea someone who is more isolated. It can be a combination of the virus, the persons behaviour and also their
individual setting. In the case of sars which is of course are related coronavirus, there was one individual and hong kong who used the toilet in tower block that had a fa u lty the toilet in tower block that had a faulty sewage system. And that led toa faulty sewage system. And that led to a large number of infections. So it can have something to do with the place as well. If there are systems which are faulty you can get additional transmission, what we call the super spreading event. Super spreader can be a person, or it can be an event . It may be characteristics of that person but it may be the setting they were iron. So yes, we often think of it asa iron. So yes, we often think of it as a super spreading event because if that person who caused the event in hong kong had gone to a different tower block, that did not have a fa u lty tower block, that did not have a faulty sewer system, nothing else would have happened. So it was not necessarily something about that individual but the combination that came together. Very interesting, we have to leave it there, many thanks for joining have to leave it there, many thanks forjoining us. As weve heard, the coronavirus
has heightened concerns about the pressures on the health service. Theres been a sharp rise in the number of a e patients in england stuck on a trolley for more than four hours while a bed is found for them. There were nearly 200,000 in december and january, up more than a third on the same period the winter before. Heres our health correspondent, nick triggle. So where does it hurt . Just the old age. Ethel has come to hospital after a fall. With an ageing population, demands on hospitals are rising. I dont think ill get to 102. Many who come to a e need to be admitted for further treatment. The bbc has been looking at the delays these frail and seriously ill patients face during december and january. Nearly one in four patients had to wait over four hours for a bed. That amounted to 199,000 trolley waits in corridors and side rooms. Thats more than double the numbers seen four winters ago. And a growing number of patients experienced delays before they were even seen. One in seven arriving by ambulance waited over 30 minutes before being handed over to hospital staff. Similar pressures are being reported in other parts of the uk. 93 year old kate milson was taken to londons Hillingdon Hospital after a fall. She spent six hours on a trolley. I was in the corridor in pain, and you cant think of anything else, just wondering whats going to happen. And i thought, i have broken this hip before. Oh, my god, what have i done this time . The hospital said. Staff in colchester a e admit it can be challenging coping with such demands. Thejob is exhausting, but for me, it is the life ive chosen. I wake up every day happy despite all the problems we face every day. Some patients get angry because we cant see them as quick
as they wanted to be seen. And its not due to the fact that we dont want to, its due to the fact that we physically cant. But that hospital has created new roles to keep patients safe. Caroline looks after those who end up waiting in corridors. I am here to ensure Patient Safety from the time they arrive in hospital until the time they are seen by the doctor. I am able to observe these patients and prioritise them and make doctors aware that i think these patients should be seen quicker than what they would normally be if they were left out in the corridorfor any length of time. A Royal College of nursing survey suggests these roles are commonly used now, with nine in ten emergency nurses in england reporting that it exists where they work. Nhs england says its investing extra money to help recruit staff and cut waits, but in the meantime, patients are likely to face continued delays. Nick triggle, bbc news. The Royal College of nursing
says its members are being forced to provide vital treatment, in corridors and side rooms, putting patients at risk. Mike adams, is the Royal College of nursings directorfor england, and is here with me now. This is a sobering picture being painted of the nhs. What is going on . It is multiple reasons that have brought us to the side. Emergency ages are often the manifestation of the challenges of the health care system. When we dont generally have enough nursing staff, throughout the nhs, that also applies to social ca re systems nhs, that also applies to social care systems as well. Where we dont have the staff and the resources to look after people and care for people, and the right environment in their own homes, or in other more appropriate environments, that brings people to Emergency Departments because there is no
infrastructure to be looked after in the right places. In the same respect, it also holds up the flow of patients through the Hospital System to go back out to areas where they may need district nurses, community nurses, practice nurses, all these other different areas of nursing to support their environment. Interactive figures show that this winter has been considerably worsened last winter, in terms of finding a place for patients. Why is that . Again, i think it is an ongoing series of problems that have not fully addressed. We know that there are around 43,000 nursing vacancies in the nhs. And this is basically putting an intolerable pressure on nursing throughout the system, but actually, the survey itself really highlights that Emergency Care nurses are absolutely having to deliver care and conditions that no one goes into nursing to have to do. Some of the narrative within the survey when i read it as a nurse myself, it was really upsetting, to hear of how people are not able to wash people in a private area, just with a blind rail around them or feeling that they cant attend to people quickly as quickly as they wa nt to people quickly as quickly as they want to and leaving their nursing shifts, just feeling they have not delivered the care they wanted to. As you know, we have been reporting extensively on the spread of coronavirus. And the Health Secretary was talking in commons today about the fact that there are measures in place to deal with it if there is a significant outbreak. How prepared do you think the nhs is to deal with it . I think the prepared do you think the nhs is to dealwith it . I think the nhs has a lwa ys dealwith it . I think the nhs has always got emergency plans in place. Nurses will be aware of their local emergency plans. There is no doubt, though, this is a fast evolving and
developing situation and if there is an increase in these cases, requiring people to have hospital intervention, it will put pressure on the system. We have to leave it there. Thank you so much for coming the town of ironbridge in shropshire is being evacuated after fears that its flood defences could be breached by rising waters on the river severn. Severe flood warnings, indicating a threat to life, remain in place in ironbridge as well as shrewsbury, as the severn continues to rise, with more rain forecast. Chief superintendent tom harding from west Mercia Police is in ironbridge and gave us this update. In essence, the flood barriers are still intact but the water has as you consume about crime, we are monitoring the flood barrier. They are still intact, but the water has
breached underneath the barriers and is rising on what was the dry side. I cant predict what that will mean for the residences and what will happen to those flood barriers so we quite rightly were honest, open and transparent with the residents to say we cant guarantee the integrity of that barrier. Therefore most people chose to live with us and we really appreciated no, indeed we had a phone call from one resident who heard barriers moving. That triggered us evacuating her, relatives and her dogs, and we continue to monitor the barriers and we will continue doing so for a number of days with the weather getting a bit more severe potentially at the weekend, we will have extra resources here in place well into next week now. 0ur reporter nick southall
is in ironbridge. More rain is possible, friday into the weekend and that will cause even more problems for the engineers, the Emergency Services as well, as they we re Emergency Services as well, as they were actually hard to make sure that that water does not enter the properties along, what we have here isa properties along, what we have here is a gorge where you have low Level Properties and also higher up, towards the iconic bridge, we have the shops and the main shopping areas but it is down by the houses where the real issue is, the barrier has buckled, within the last 20 minutes, the fire service, the water rescue team, have headed in towards the barriers here. And what they are currently doing is assessing the water pumps, to ensure that they are working. We are told that some of those pumps may have lost some fuel. So they are being very brave in the
fa ct so they are being very brave in the fact that they are going on, in very dangerous conditions, to put more fuel into them, to ensure that they are working. And then, the hope of it later on is that engineers will have safer conditions to come end and try and work on the buckled parts of the barrier here. To repair them as much as they can. I had of that rain coming in. Nick, thank you. The former chancellor sajid javid has said his resignation from the cabinet in protest at planned changes to the treahis was necessary to uphold the National Interest and sensible 0ur political correspondent, leila nathoo, is at westminster. You will remember a couple of weeks ago during the modest reshuffle, the dramatic resignation of chet sajid

He said because because he could not accept the conditions set by the Prime Minister, that he sacked his team of political advisers and they be replaced by a joint team of advisers between number ten downing st and the treasury. This was about control of the treasury. In his view, that was one step too far, at the time he said no self respecting minister can accept those conditions. , today he made as personal statement in the house of commons and was speaking from his new position of tony backbenchers, explaining his decision a bit further. It has always been the case that advisers advise, ministers decide, and ministers decide on their advisers. I could not see why the treasury, with the vital role that it played, should be be exception to that. The chancellor, like all cabinet ministers, has to be able to give candid advice to a Prime Minister

Not asking questions, they come because they know that we are open so because they know that we are open so they can to get masks, but we made out of them. They come to get their normal medicine. What did they say to you . Are they concerned . We
dont really talk about the situation. They come about what they need. So people are trying to carry on with their normal lives as much as they can . Yes and the red zone i did not see any panic. Thank you so much for speaking to us. If it went from 19 people as we talk about the way and it says is spreading how exactly can you become infected . You either breathe in, or give attach a contaminated surface. Something like a keyboard or a door handle. It has been seen sneezed on or even briefed on by someone who is infected. You can transfer that virus from your fingers to your eyes, nose or if you touch your
mouth. Eventually the virus gets into your body aligned your respiratory tract and you become infected. How long can the virus survived on a door handle . infected. How long can the virus survived on a door handle . I sit on the fence at that same data lots of different reports. Giving different ways for how long this virus cant survive outside. But we do know for a fact, this virus is very fragile. They will break apart reasonably quickly. So vital for they will break apart reasonably quickly. So vitalfor a they will break apart reasonably quickly. So vital for a few hours would be easily achievable. We also know they tend not to like warmth or humidity, or direct sunlight. All of these factors have contributed to break up the virus apart, to destroy the virus which is why we tend to see these respiratory virus so in winter. Can people have been virus without knowing it . Unfortunately this is one of the issues that keep
coming up. Can i have asymptomatic infections. They are infected but did not show symptoms. There is evidence to back it occurs but how often it occurs and whether or not those people can then spread the virus to others is not clear. What we do know for sure, as most people, not more than 80 infected, it will have very mild illnesses that look anything like a normal cold orflu virus. These people who are infected without knowing it, that will be spending that virus. We think that is what has happened in italy, for example, we did not know the source has been a lack of community transmission. Spreading from human to human would we do here this isa human to human would we do here this is a highly infectious virus but my contrast is not actually make it less deadly . It is interesting i think one of the appliances that is particular virus i found is the fact that it causes significant amounts of mild disease. Therefore
associated with that is the fact that it will not cause a serious disease and many people. Not as deadly as the size virus. U nfortu nately, deadly as the size virus. Unfortunately, between ten and 20 will experience severe disease which requires them going to hospital with breathing difficulties. A portion of those people will die. At the moment anybody could develop serious disease, but it doesnt focus on risk groups and with flu outbreak. The elderly and also people with other diseases like Heart Disease or diabetes. Like a mate at the device from the department of health . Is that at risk of confusing people because it suggest you need felt isolated if you are returning from some areas if you have the symptoms . I bet you need to self isolate from other areas even if you do not have the symptoms . This is incredibly difficult thing to do because in an
ideal situation we cantjust lock ourselves away. We start all transport and we wait for this thing to blow over but the reality is the virus is now out and about and around the globe. Lots of Different Countries and it will continue to turn upa countries and it will continue to turn up a the uk. You have to try to deal with that risk and the best way is when there is no threat, from people travelling to areas where there is clear active coronavirus infection, to isolate themselves with any questions. That is not easy to do. They have to do it for the good of the rest of the community.
