The authorities in germany say theyre treating the killing of nine people in the city of hanau near frankfurt as a terror attack. Prosecutors believe the gunman, named only as tobias r, was motivated by far right racist ideas. His targets late last night were two shisha smoking cafes, popular with people from the citys turkish community. The killer is thought to have shot his own mother, the tenth victim, before taking his own life. Our europe correspondent gavin lee is in hanau for us tonight. The forensic teams continue on one of the cafe is behind me into the night and we are getting a clearer picture this evening into the suspect, the chief federal prosecutor of germany has said after initial online analysis of the suspects website and accounts, he appears deeply racist and influenced by conspiracy theories. The focus is now whether he acted alone, or whether he had help, and weve spent the day here trying to understand what happened. The aftermath of what looks to have been a premeditated racist attack in the quiet german town of hanau filmed by those watching on in flats above. The suspected gunmans target, two shisha bars, cafes for smoking scented tobacco and popular with germanys turkish and kurdish community. Eye witnesses have described the panic during the attacks that killed nine people. Five of them of turkish origin. One of those wounded, mohammad, described what happened from his hospital bed. Translation he shot straight to the head of everyone he saw. He laid down and then he fired at all of us. I hid behind a wall. As i was moving to hide, he shot me in my arm. Police say the gunman named as 43 year old german national, tobias r returned to his home, killed his mother and then killed himself. Forensic teams have been searching his property and his car. Investigators are also scrutinising his website which contained a written manifesto reported to espouse deeply xenophobic views and paint a picture of a man with Serious Mental Health issues. He talks of the state trying to get into his brain. There are Big Questions now for how German Authorities can stop right wing extremism and the rise in the number of attacks. In the past year, there has been assassination of a german politician, an attack on a synagogue in the east of the country and three days ago, German Police dismantled a right wing, extremist cell, and now this incident. The local mp told me of existing tensions in the town and said extremism was an issue which she claimed could be linked to the growth in populism. We really have to put stop signs there and really set red lines. And be far more strict on hate speech. This evening, some of the ethnic minority families living here have told me they are too afraid to go out tonight, worried the threat may still exist. But many people are gathering, laying flowers and tributes for those who have lost their lives. Gavin lee, bbc news, hanau. There are still many parts of the uk, struggling with the aftermath of storm dennis, with a heightened flood risk across the midlands. There are five severe flood warnings, meaning a danger to life, still in place near the welsh border, around the rivers lugg, severn and wye. But in the midst of all the chaos, there are stories of communities coming together to help each other. Our correspondent, tomos morgans report, begins with the dramatic rescue, of a 62 year old woman, stranded in flood water, in monmouthshire. This is whats left of the bridge. 8am, Tuesday Morning in monmouthshire. Geoff handley, out for a stroll after storm dennis deluge. The river wye at record high levels had broken its banks 50 metres or more onto geoffs local country road. In the distance, he spotted something, which the engineer quickly realised was a woman in trouble. I called to her. She responded with, help me, help me and ijust said, stay where you are, do not do anything. I need to get help. We need a plan, we need a plan here, boys. By the time my words had finished, he had his coat off, shirt off and he went straight in. Fearing for her life, the three men decided they had to take matters into their own hands. They traversed down this steep bank and waded through chest high water, carried her off the top of the car and theyre back onto the bank, where they waited for the emergency services. Make no doubt, i thought she was going to die. Clearly, she had been stuck for 12 hours in one position. When mark moved her, she was yelping. Poor lady, but strong as an ox, i take my hat off to her. Fantastic. As the 62 year old woman recovers in hospital, the hangoverfrom dennis has also left others suffering across the country. Laurence george spent the night in looking after his 92 year old mother in worcester. I think shes 0k, she prefers to stay where she is. But last night was a long night. Oh, dear me, watching the pump and making sure it didnt stop and trying not to go to sleep. 300 people were left stranded in gloucester, forced to walk through water to gather supplies. Overnight in pentre, the rhondda valley, homes were flooded for a second time this week. Residents left furious that not enough had been done to help them. Ive never seen nothing like it in my life. Its a disaster zone again, twice in three days. Whilst on a visit to pontypridd, where the high street was under water on sunday, labour leader, jeremy corbyn, criticised borisjohnson, labelling the uk governments response as, wholly inadequate. Number ten said theyre speaking to emergency services, local authorities and the welsh government, ready to provide assistance where needed. The first minister here has already pledged £10 million to help those affected across wales. The calm after the storm. River levels beginning to subside, only a few flood warnings remaining in place and the rain finally coming to an end. This clean up operation, however, will take far more time. Tomas morgan, bbc news, monmouth. Robert hall is in ironbridge in shropshire for us tonight. Are things getting any easier where you are . This thing blew in a while ago. Yeah, we heard a reference to respite, we have seen this guys this afternoon but dont be deceived, the water running under the famous iron bridge behind me are still doing so at hundreds of tonnes every second, heading down towards the inundated villages and communities further downstream. Around this town you fear fortification, downstream. Around this town you fearfortification, ioo downstream. Her mother gillian told the court shed considered taking her own life after her daughters death. Our correspondent shaimaa khalil, is in auckland for us tonight. Shaimaa. Take theirs through the Court Proceedings today . It was a very emotional day in the court this morning. Her mother, gillian, addressed the killer directly and said youve ripped a hole in my heart. She said, im absolutely heartbroken that you have taken my daughters future and robbed us of any chance of memories that we were going to create. She also said that tears i shed are never ending at the thought of never having a chance to kiss my grace goodbye. At this point everybody was emotional but even the killer was as emotional but even the killer was as emotional as wed ever seen him, seemingly crying and wiping a tear away. The prosecution and then the defence gave their arguments about the sentence and then the judge read out the sentencing of life imprisonment. Now, this brings the case that has shocked new zealand and devastated graces family to an end, but as her mother said towards the end of her statement, she told the end of her statement, she told the killer that no life sentence that you receive will match the life sentence im going to spend without my grace. Shaimaa khalil, thank you, in auckland, new zealand. Turkey says two of its soldiers have been killed in a Syrian Government air strike, in the province of idlib, in north west syria. There have been fierce battles there today between rebels backed by turkey, and Syrian Government forces, trying to retake the area. Since december the fighting, has forced almost a Million People to flee their homes, half of them children. The United Nations has called for an immediate ceasefire, saying the dire humanitarian situation, is a grave stain on the conscience of the world. Our international correspondent, orla guerin, reports from istanbul. The olive groves of idlib have turned to battle grounds. In North Western syria, the conflict is escalating. Here, syrian rebel fighters, backed by turkey, target government positions in the town of al nerab. Turkish artillery provides covering fire. More and more turkish troops are on the ground here, a nato nation pushing deeper into syrias multilayered conflict. It looks like president erdogan is already waging war. He has threatened an offensive soon, to stop this last rebel enclave falling to the regime. And to stop another flood of refugees across his border. But that is putting his tanks on a collision course with moscow, which backs president assad and has so far refused to stop his advance. Turkeys losses are growing. Two more soldiers killed today in this air strike, blamed on syrian forces. And the shadow of war hangs over many innocent civilians. Like this little girl, who is just three years old. Her father couldnt spare her the sound of bombings, so he invented a game and it went viral. Laughter. They have already had to flee once and may have to do it again. For this little girl, war is childs play. But how long until she is old enough to understand what bombing really means and what dangers her future may hold . Orla guerin, bbc news, istanbul. Staff at 7a universities across the uk, have begun strike action over pensions, pay and conditions. Members of the university and college union, are walking out during 1a different days between now and the 13th of march. Its estimated more than a Million Students will be affected. The family of a disabled teenager with special educational needs, has been at the court of appeal, challenging their local councils School Transport policy, saying it discriminates. Two years ago, Leicestershire County Council announced it wouldnt be providing transport for eligible children aged between 16 and 18. Instead, it offered Parents Money so they could arrange travel. But in many cases the cash isnt enough to cover all the costs, for the diabled students. Nikki fox has the story. Its an early start for kirsty. Its all right. School today. Shes 17 and has learning disabilities and complex medical needs. Got to get dressed in a minute, all right . Her dad supports her full time. Life with kirsty is fantastic but its quite full on. Right, and were running. She cant eat, cant walk, cant talk, cant do very much for herself, but shes a happy child. Bus. You go on the bus, dont you . Yeah. Here we go. The school bus, a lifeline. Right, lets get this door shut. Thats it, shes off. But from september, kirsty will no longer be entitled to use it. Lolly. Lolly getting to Specialist Schools like this isnt easy. Even though some parents like kirstys contribute, the overall cost of School Transport for disabled students her age has significantly increased across england. Now her local council has had to make cuts. Its as if were being punished for having a disabled daughter and that kirstys being punished for being disabled. Its not her fault, she deserves her space in the world. You want that one, then. Grab it really tight. Like all students in england, kirsty has to stay in education or training until shes 18. Go, kirsty, go but between the ages of 16 and 18 councils are not legally required to fund transport. And its this loophole thats impacting families across england. We heard from families who decided to pull their child out of school or college, or families who then had to give up work or reduce their working hours. So the consequences for individualfamilies can be really significant here. Today, at the court of appeal, kirstys family is challenging Leicestershire County Councils decision on the grounds of age discrimination. What the familys lawyers are basically saying is that by removing kirstys access to her specialist bus, and therefore her education, the council is in breach of her human rights. The local authority which operates these buses today said it wouldnt comment on the ongoing case, but remains committed to supporting families. It also said it needs to focus on providing Statutory Services in the face of increasing budget pressures. Its bedtime. All right . For stefan, he feels he shouldnt have to constantly justify his daughters disability in order to access the Vital Services they as a family need. Leg up. Its an emotional drain because we have to go through this all again and it all comes out again about kirstys disability, the impact that it has on us as a family. Sorry, im going to get emotional. Its quite difficult. Take your time. Its quite difficult, because, you know, shes my daughter. 0k . Stefan drexler, kirstys father, ending that report by our disability news correspondent, nikki fox. Its one of the most repressive regimes in the world, but the bbc has managed to speak to two people whove escaped north korea. The defectors fled a prison. One is a guard, the other a detainee. Theyve been speaking to our reporter, Hyung Eun Kim about their remarkable escape. Rare pictures smuggled out of north korea. Footage kim jong uns government doesnt want you to see. Troops tend to cornfields, trying to feed the population. More soldiers browse government approved dvds. Others patrol the border with china. Its here where most of those who want to escape make a desperate dash for safety. Now two people who made it out want to tell their story. Were on our way to a safe house, where the defectors are being kept. Everything about their movements has to be kept secret for their safety. This man was a prison guard at a Detention Centre near the chinese border. Kim, whose name we have changed, was in prison for arranging phone calls between north korea and the outside world. Kim was eventually caught and brought to prison. They drew closer and talked of a potential life outside north korea. Then, one night, they decided to make a break. They say they ran about 200 metres from the prison to the tumen river, which marks the border with china. They began to swim across in total darkness. But they finally reached the other side their first steps outside their homeland. The manner of their escape has put the north korean authorities on high alert. How do you feel about being one of north koreas most wanted men . Their hope is that by speaking out more North Koreans will be encouraged to defect, but the control of information is still so tight that only a few will be able to hear their story. Hyung eun kim, bbc news. Jockeys could face tougher penalties for breaching rules on the use of the whip, after the British Horseracing Authority agreed to a consultation on the issue. It follows what they is a major review of equine welfare, and could mean a partial ban of the whip. Heres laura scott. Mid week in the middle of cambridgeshire and for horse racing fans, the chance to have a flutter and hear the thundering of hooves. But whilst racegoers at huntingdon were cheering home a well backed winner. Shouts of encouragement. For those in charge of the sport, it was a pivotal day for improving welfare standards, including tougher penalties for whip offences. I mean, what it needs to be is behaviour changing. I think if you have any breach in the regulation to do with welfare, then breaches must be changing behaviour so the person doesnt consistently breach the rules and win races. The racing industry has accepted that it has a perception problem on welfare issues. In agreeing to hold a consultation on the whip today, the British Horseracing Authority said it cannot be complacent and is willing to engage with the wider public. What are your views on the whip in racing . I wonder, its necessary . I saw a horse win last week and the jockey lost his whip halfway round. So perhaps its not necessary. I think its there for safety, more than anything. Because youre dealing with half a tonne of horse. Youve got to have some control because that bloke is like six stone thats sat on it. One aspect of the whip review will look into whether it should be used only for safety and no longer for encouraging horses to run faster. Animal rights campaigners have supported such a move, but as ever, its a divisive issue. Its always used for encouragement and correction of course, but i dont think theres a whole lot wrong with it, really. We could tweak a few things but i dont think it would be a good thing for racing to lose the use of the whip altogether. Racing commands a loyal following, but it cannot afford to stand still. What was acknowledged in todays wide ranging, five year strategy, is that to encourage the next generation of racing fans, more must be done to protect these equine athletes. Laura scott, bbc news, huntingdon. Thats it. Now on bbc one, time for the news where you are. Have a very good night. Hello and welcome to sportsday. Im austin halewood.
