Good morning, welcome to bbc newsroom live. Four more cases of coronavirus have been reported in england bringing the total number in the uk to eight. They are all known to have come into contact with a previously confirmed uk case. Its believed to have come from a british businessman who went to a conference in singapore. From there, he went skiing in Les Contamines montjoie, in the french alps, where he came into contact with these new cases. The businessman then travelled to brighton, where he became unwell. He was transferred to london for treatment. The new cases announced this morning were also taken from brighton to london over the weekend in order to receive specialist care. This comes as the government introduces new powers to deal with the spread of coronavirus, and declares it is a serious and imminent threat to Public Health. Under new measures, the department of health says people with coronavirus can now be forcibly quarantined and will not be free to leave. Our health correspondent, philippa roxby, is here. Lots of developments, you can see a diagram on the page in front of you, linking all the different cases. Just go through the development. Until this morning, we knew what they were four new cases of coronavirus in the uk, the student in york and a relative, the chinese national. There was another man in brighton who had come via brighton, and another contact of his who had also caught it in france. This morning, we realise there is another four cases all link to the ski chalet in the alps where the men from writing was for leading for a few days, those four cases have returned to the uk, that are now eight in total. He is being dubbed a super spreader . Yes, that is a difficult turn, we dont know what that means it yet, it is certainly true that he is linked to five of these cases. Of course, he was in very close contact with people on holiday, in confined spaces. There was opportunity for cough droplets to be passed around, that is obviously how the virus affected other people. The term super spreader is unhelpful at this point because it seems to be just a highly transmissible virus and people were in close proximity to him. New powers brought in will mean that somebody suspected of potentially having lee briers will be able to be forcibly quarantined, this is because one person under quarantine decided they dont want to stay . Yes, it is reported that somebody who flew back on a flight from wuhan was not happy about being quarantined. The government have asked people to sign a contract before they got on these flights to make sure they were happy with being in isolation for m days, somebody decided they were not too happy about that. The government have had to up their powers to enforce that quarantine, a full two weeks, that is to stop the risk of the virus spreading any further. In the case of the businessmen are being treated in hospital in london indicates the chain of somebody who has the virus but may be unaware, spreading it as the go. How widespread is the quarantine in this country currently . There are two facilities being currently used where people are being quarantined. There are also specialist hospitals dotted around the uk, a couple in scotland, some in england, newcastle and london, they are specially prepared to treat people with these Infectious Diseases, they know exactly what they are doing. How many are in quarantine . Were talking several hundred gnarled, i believe, at the latest count. There will be people worried all the time, worried about their health, who will have travelled back from asia, and may have very mild symptoms,. The government are saying that the right thing to do is to be cautious, to sound nhs want want one, not to into yourgp sound nhs want want one, not to into your gp surgery, but to let somebody through one and they can be picked up. Joining me to talk about how the virus spreads is dr connor bamford, virologist at the Wellcome Wolfson Institute for experimental medicine, queens university. It is obviously being pretty carefully tracked, so what is your understanding of how it is spreading, and how serious this is . I think this virus is a very serious virus, it can infect people and cause disease, for some people, if fatal disease. It can transmit from one person to another, we know on average, one infected person can give it to another two or three people. This causes a lung infection and can be spread through coughing, sneezing, even touching your mouth or nose on surfaces, and then putting to that york now is. In terms of how deadly it is, the total number of deaths in china is now 908, there are more than 40,000 cases of the buyer globally, so the death toll is relatively low, is it still on par with the flu . Importantly, this virus can kill people. The latest figures of how many people we know have been affected and help how many people have died, it is about 1 . This is likely to be an underestimate, we dont really know about these mild cases. Influenza may be because hes deaf rate of 0. 1 , this virus would actually be ten times more than that. Importantly, it can affect a lot more people, that 1 can account for a lot of individuals. What you think about the measures . Every new measures come out, the government says it is just taken the precaution because of the fact that somebody is side they would stay in quarantine for the full 14 days. Every time any measure is taken, it leaves people thinking how serious is this, is there something we do not now . Undoubtedly, there are a lot of things we doubt now. We have known about this virus for a month or two, we are learning about it all the time, it is a constantly evolving situation. With person to person transmission, the idea that you can spread the virus when you have mild symptoms, these are things we didnt appreciate how important they might be. And because we dont have vaccines and cures, we only have prevention that is quarantine and isolation. In terms of quarantine, when we look at the businessman in singapore, five people infected in france who came into contact with him there, then another four people in this country. He has now being treated himself in hospital. As you are saying, it shows it is spreading around people, what does that say about the effectiveness of quarantine . Sorry, can you repeat that . I was asking about the effectiveness of quarantine when you have people walking around, potentially spreading it in the community as with the singapore businessman, before they then go into hospital . We know with this virus, you can spread out when you have mild symptoms, that is why people have to be aware if you have exposure in places like china and singapore, and you develop a cough or temperature, this is where you should self isolate athletic a lot of precaution to alert the authorities, do not go to your gp. More than 200 Flood Warnings remain in place, 150 of them in england. Yellow weather warnings for snow, ice and wind are also in force for large parts of the uk. Further rail disruption is expected and commuters are being urged to check their routes before travelling. The solar orbiter is carrying cameras and sensors that should provide new insights on the workings of the sun and how its behaviour affects technology on earth. It will take the orbiter two years to reach its destination, 26 millions miles from the surface of the sun. To survive the extreme heat, a huge titanium shield will protect the probe. Rebecca morelle reports. Five, four, three, two, one, zero. And lift off. Blasting off a mission thats been 20 years in the making. The spacecraft, called solar orbiter, on its way to the sun. Its jam packed with instruments, and will take images from closer to our star than any spacecraft has before, but it will be operating in an extreme environment. The instruments on board the spacecraft are incredibly sensitive. And then to put it close to the sun its really, really difficult. And its quite nerve racking when you send your delicate little instrument on the top of a rocket towards the sun you just hope that its going to be working. At the Royal Astronomical society, records of our sun go back hundreds of years, charting huge solar storms. These would have had little effects on us in the 1800s when these notes were written today, though, theyd wreak havoc. Knocking out communications and navigations satellites, and causing power failures. The hope is, though, that solar orbiter can help us to better understand and eventually predict them. Solar orbiter will give us a new view of the sun, and will let us see its poles for the very first time. Scientists say this could be a game changer. Theres so much that we dont understand about the interior of the sun, how the energy leaks out, how Magnetic Fields play an important role. I think theres a real chance for a breakthrough in our understanding of the sun from solar orbiter. The journey to the sun wont be easy, and itll take two years for solar orbiter to get into prime position. But once its there, the secrets of our star will finally be revealed. Hamilton isa truth from our struggles. Hamilton is a perfect example of that. Absolutely, it is this gorgeous story about the strength of an immigrant, really, and the strength to persevere through things. We do not necessarily always have the a nswe rs , not necessarily always have the answers, i think last night was a good step towards more equality. I think it is continuing these conversations. I think it is calling in at when it needs to be, that is not to cause a fight and conflict, it is to find High Resolution together, to avoid that lead tribalism that we have as human beings in trying to overcome our own shortcomings and coming together to Work Together and telling the stories that imitate life. Just some breaking news to bring you about your coronavirus, specifically the flight your coronavirus, specifically the flight that the british businessman travelling back from singapore they a france took, because easyjet are now saying that they can confirm the businessman who flew from geneva back to the uk on the 28th of january has coronavirus. Health officials are trying to trace other passengers who may be at risk. A bbc news investigation has uncovered further claims of preventable baby deaths at an nhs trust, which has already been criticised for its maternity services. Four families say their babies would have survived, had east Kent Hospitals trust provided better care. The probe protected with special heat shields will study the inner workings of the sun to help us better understand its affects here on earth. We built the overall mission, delivered in partnership with the European Space agency as it is a European Space agency as it is a European SpaceAgency Mission and we are part of that organisation. But also, we were the real brains behind the mission, so four out of the ten scientist behind the mission where uk scientists. And tell us more about the instruments. We got the sense that from a backer that part of the drive of this mission was to protect some of the kit that drives cons and things like that in space. Absolutely. It is incredible because the sun is a huge Energy Source and drives much of our planet, but we dont know much about it. So this mission will tell us about the sun. If you put those together, you can start to understand when and how these big eruptions happen from the suns service, so these are things that give rise to aurora, really beautiful effect, but also it can be really damaging for satellite infrastructure and indeed, seven some of the infrastructure on the ground. So this mission is so important to Space Science and two Space Missions, but it is also very important to our everyday lives. Give us a sense then, of the technical challenges involved in getting ourselves, you know, across several years getting ourselves, you know, across several yea rs into getting ourselves, you know, across several years into this precise position in relation to the sun. And so hot, and surviving that. Yeah, exactly. It is quite a long way. So nearly 1 exactly. It is quite a long way. So nearly1 million miles to get to the sun and we are going about three quarters of the way there. From that position, we think we are getting the best Vantage Point and also, whilst we still have the capability to resist some of those tremendous temperatures that will be there, so we estimate temperatures of up to about 550 degrees, so the heat shields have to be really, really specialised to be able to withstand those temperatures. Yes because otherwise all of the delicate instruments inside well what, melt . Yes, the ironic thing is on the one hand we have to have this incredible capacity for protecting instruments, but some of the insurance that are protected from the sun actually get too cold, so we have to have heaters from them as well. So it is an exquisite piece of tech that has been developed here in the uk. And you expect the results, the interesting info to start coming back when . A couple of years. It will take a couple of years for that information to come back and what we will do is combine some of the data streams from the us mission that was launched a couple of years ago and it is really by combining all of those different datasets that you are able to get the greatest picture of what is happening in the sun. What they did instead is they have stopped people being charged for going over that agreed overdraft limitand going over that agreed overdraft limit and now all of this will potentially be paying interest for using our agreed overdraft facility. This is being sold to us on the basis that they will effectively be paying much less, in some cases nothing. However, people using existing overdraft could be paying double what they are paying already. And the regulator is saying, hang on a second, all of you big banks have set a suspiciously similar tea and we wa nt set a suspiciously similar tea and we want to know how you have come up with it. It isjust we want to know how you have come up with it. It is just under 40 and it is asking them for evidence of how they got to that number . That is right. The regulators went into action quite quickly on this man and there are other concerns as well. That is risk based, which we basically means it is an additional tariff for someone who is in more Financial Difficulties than another person might be. So there is a whole moral element about this as well, any sense that ill be charging people more who are struggling financially to stay within an agreed facility . And the issue of course is that all of this is designed to make things clearer, simpler for all of us to know exactly what were paying, than it sounds like it is anything but right now. And that is exactly the case. I have been doing this for many years and i have sat down and try to work out precisely how the average persons bills might be affected and let me tell you, it is very, very difficult indeed. The big concern is that if people are stuck with a 2000 or £3000 overdraft, they are doing ok but they cannot get out of that they easily. Retrospectively, they may turn that loan into an interest free one. That is not the easiest thing in the world though and some people are being told they will be defaulted, registered as not having paid, which seems terribly unfair to me. So really it is a case of how the banks going to help people who already have an overdraft limit get out of them without a penalty . Thank very much. Four more cases of coronavirus have been reported in england bringing the total number in the uk to eight. They are all known to have come into contact with a previously confirmed uk case. Its believed to have come from a british businessman who went to a conference in singapore. From there, he went skiing in Les Contamines montjoie in the french alps where he came into contact with these new cases. The businessman then travelled to brighton where he became unwell. He was transferred to london for treatment. The new cases announced this morning were also taken from brighton to london over the weekend in order to receive specialist care. In the past hour easyjet has announced it is trying to trace other passengers who might be at risk who flew alongside the businessman on a flight from geneva to gatwick on january 28th. All this comes as the government introduces new powers to deal with the spread of coronavirus, and declares it is a serious and imminent threat to Public Health. Under new measures, the department of health says people with coronavirus can now be forcibly quarantined and will not be free to leave. Ive been getting more details from our health correspondent, philippa roxby. Up until this morning, we knew that there were four new cases of coronavirus in the uk, the student in york and a relative, both chinese nationals. There was another man in brighton who had come via brighton, and another contact of his who had also caught it in france. This morning, we realised there is another four cases all linked to the ski chalet in the alps where the men from brighton was for a few days, those four cases have returned to the uk, there are now eight in total. He is being dubbed a super spreader . Yes, that is a difficult term, we dont know what that means it yet, it is certainly true that he is linked to five of these cases. Of course, he was in very close contact with people on holiday, in a chalet. Lots of opportunity for cough droplets to be passed around, that is obviously where the virus infected other people. The term super spreader is unhelpful at this point because it seems to be just a highly transmissible virus and people were in close proximity to him. New powers brought in will mean that somebody suspected of potentially having the virus will be able to be forcibly quarantined, this is because one person under quarantine decided they dont want to stay . Yes, it is reported that somebody who flew back on a flight from wuhan was not happy about being quarantined. The government have asked people to sign a contract before they got on these flights to make sure they were happy with being in isolation for 14 days, somebody decided they were not too happy about that. The government have had to up their powers to enforce that quarantine, a full two weeks, that is to stop the risk of the virus spreading any further. In the case of the businessmen being treated in hospital in london indicates the chain of somebody who has the virus but may be unaware, spreading it as they go. How widespread is the quarantine in this country currently . There are two facilities being currently used where people are being quarantined. There are also specialist hospitals dotted around the uk, a couple in scotland, some in england, newcastle and london, they are specially prepared to treat people with these very Infectious Diseases, they know exactly what they are doing. How many are in quarantine . Were talking several hundred now, i believe, at the latest count. There will be people worried all the time, worried about their health, who will have travelled back from asia, and may have very mild symptoms. The government are saying that the right thing to do is to be cautious, to phone nhs111, not to into your gp surgery, but to let somebody through nhs111 and they can be picked up. Lets speak now to virologist, professor George Lomonossoff who joins me from thejohn innes centre in norwich. We obviously have a really interesting case to follow, in terms of looking at the trajectory of how the virus is spread through one person, at least, this businessman who came from a single poor, went to the french alps, back to the uk, en route, five brits in france were infected. He has gone into hospital in this country, is now four or more in this country, is now four or more in this country, is now four or more in this country have been infected by ahem. Easyjet have no say theyre trying to trace passengers that he took back to this country on the 28th of january. It seems a bit odd, doesnt it, that people are only now being thrice at this stage, when it is clear that this has been spread quite extensively on the way . This idea of a super spreader, i think it is really to do with how close i contact you have had with others. Another way to think of it is, one of the more familiar viral diseases, things like the common cold or influenza, the more close contact cold or influenza, the more close co nta ct you cold or influenza, the more close contact you have with other individuals, the more likely you are to spread it. Obviously, being confined in things like aircraft or ski chalets is likely to increase the proximity to a number of other individuals. The easyjet statement says, as the customer was not experiencing any symptoms, the risk to others on board the flight is very low. We remain in contact with the public Health Authorities and are following their guidance. Too many mirrors are on a 14 day self monitoring period, today is the 30th day. They say Public Health england is contacting all passengers seated in the bin synergy of the customers to stick to guidelines. Do you think that is enough . They say he wasnt experiencing symptoms about the risk was allowed to others, that is quite weird considering others were affected in france. Normally, you tend to shout the virus out large quantities once you yourself are showing symptoms. In this case, this particular virus, people who are asymptomatic can actually said the riders. I think it is sensible to trace all the contact. The problem is, how far do you go when you are dealing people who do not show symptoms . You are then almost having to, possibly in everyone , then almost having to, possibly in everyone, starting to limit transport. Drastically, you begin to cause other sorts of problems, a little bit of an issue on yokohama, people are running out of other medicines when they are quarantine. You can i shall create additional medical issues by strictly controlling movement. The pictures we are looking out at the moment are those people being taken to quarantine on these buses are escorted. In terms of how the quarantine is being handled, obviously, you make the point of it you run into difficulties when you are deciding potentially how wide to spread the net. But isnt the way it is being handled at the moment, right, as far as you can see . As far asi right, as far as you can see . As far as i can see, the precautions are sensible and proportionate. It does need to be monitored closely. Unfortunately, monitoring for diagnosis sufficiently robust and accurate so that can be done. Fortunately. We have already seen that the government taking increased powers today, i think it is basically a moving tour good, it is a newy basically a moving tour good, it is a new y race with new properties, related to ones we already know about. The old adage i was brought up with, coughs and sneezes spread diseases, to take sensible precautions if you thought you were coming down with even a cold or flu and avoid going to public places. Flood defence work further up the river, in mytholmroyd, they are due to come to an end this summer. But even though they are well under way there, that village was completely submerged in water. It happens every year. The oscars are so white. That was five years ago, oscars are so white, it is still going. What we are seeing with the likes of parasite winning is an evolution to moving towards more diversity. The oscars were set up to spotlight the big studio films and it is still doing that. The academy is over 80 white, they are trying to diversify in terms of gender, but since 2015 they had 8 women and now 16 women. We are still dealing with small figures. You can just see one of the names up there. It is the name of eight female directors who made great movies in 2019 and none of them were in the best director category. We have british independent film awards and they have unconscious bias training so the voters can look at how they can view film representation. Is getting easier to have films that do not the traditional mould that have dominated for years and to get other films made . Yes, i think things are slowly changing. When we look at the percentages and figures in terms of the money that is going behind films made by women, are people of colour, it is still much less than the usual people bc. And there was eight female directors that were on Natalie Portmans outfit made the successful films over the last year, it is ten years since Kathryn Bigelow won best director, the fact there are female directors out there making big movies last year, although they did not get recognised in the award ceremonies, it indicates, does it, the numbers are growing and the air may be getting more opportunities, as fair to say . I think that in time and the next generation will not have the experience we are having. When you think about the fact there are lots of people now behind the camera as well as in front of it who are making the movies. One of the things that is really refreshing about parasite doing so well at the oscars is that it bucked the trend of the previous award ceremonies when all of the other categories mimic each other and it can get quite similar through the process. Give mea give me a sense of the issue here. In their traditional form, nondisclosure were used to stop Sensitive Information getting out. You are suggesting they are being misused here . You are right. There are misused here . You are right. There a re lots of misused here . You are right. There are lots of situations where non disclosure agreement or a confidentiality clause can be used legitimately. You gave an example of when that could be. We found, and we hear about it in the media co nsta ntly hear about it in the media constantly nowadays, sometimes they are misused. In particular to cover up are misused. In particular to cover up acts of wrong doing any business around things like Sexual Harassment. That is just wrong. Acas decided to write advice for employers and the workers to explain what nondisclosure agreements are and when they can and cannot be used. We want people to understand that so they do not enter into agreements in those situations. That so they do not enter into agreements in those situationsm that advice you suggest by using them inappropriately, it stops the farm tackling the underlying issues. That is right. In effect, it is sweeping the issue under the carpet by stopping the worker talking about harassment or another issue like that, you are trying to ignore that issue exists. Our advice would be face it head on. These things do crop up in organisations and you should have policies and procedures to tackle the issues and the underlying cultural issues that tend to be associated with Sexual Harassment or wrongdoing. That is the best way to protect your workers and the reputation of the company and the reputation of the company and it creates inclusive workplace cultures. It is just and it creates inclusive workplace cultures. It isjust that, isnt it, this is advice, it wont stop them being used inappropriately. The solar orbiter is carrying cameras and sensors that should provide new insights on the workings of the sun and how its behaviour affects technology on earth. It will take the orbiter two years to reach its destination, 26 millions miles from the surface of the sun. To survive the extreme heat, a huge titanium shield will protect the probe. Rebecca morelle reports. Five, four, three, two, one, zero. And liftoff. Blasting off. A mission that has been 20 years in the making. The spacecraft called solar orbiter on its way to the sun. Its jam packed with instruments and will take images from closer to ourstarthan any spacecraft has before, but it will be operating in an extreme environment. The instruments on boa rd the spacecraft incredibly sensitive. To put it close to the sun, its really, really difficult and its quite nerve racking when you send your delicate little instrument on the top of a rocket towards the sun and you just hope that it is going to be working. At the Royal Astronomical society, records of our sun go back hundreds of years, charting a huge solar storms. Now, these would have had little effect on us in the 1800s when these notes were written. Today, though, they would wreak havoc, knocking wreak havoc, knocking out Communications Navigation satellites and causing power failures. The hope is, though, that solar orbiter could help us better understand and eventually predict them. Solar orbiter will give us a new view of the sun and a view its pools for the very first time. Scientists say this could be a game changer. There are so much we dont understand about the interior of the sun, how the energy leaks out, how Magnetic Fields play an important role. I think there is a real chance of a breakthrough in our understanding of the sun from solar orbiter. The journey to the sun wont be easy and it will take two years for solar orbiter to get into prime position but once it is there, the secrets of our sun will finally be revealed. Well, the solar orbiter was assembled in the uk and is being described as, the most significant uk investment in a Space Science mission for a generation. Uk space Agency Director alice bunn says its a really big moment for the country. We built the overall mission, so airbus uk had the overall control over the mission, delivered in partnership with the European Space agency its a European SpaceAgency Mission, and we are part of that organisation. Also, we were the real brains behind the mission. Four out of the ten instruments were led by uk scientists, so we really were totally driving on the agenda here. Tell us more about the instruments then, we got the sense from rebecca that one of the drivers for this mission is to protect some of the kit that drives comms and other things in a space . Yeah, thats right. Its incredible, really, because the sun is so important, it the engine house of our whole solar system, and yet, there is so much that we still dont know about it. So this mission will give us unprecedented detail on the surface on the sun, and it will also tell us about the magnetic field. If you put those together, you can start to understand when and how these big eruptions happen from the suns surface. These are the things that give rise to aurora, a really beautiful effect. Also, it can be very, very damaging to satellite infrastructure, indeed, some of the infrastructure on the ground. This mission is so important to Space Science and to Space Missions but is also very, very important to our everyday lives. Give us a sense of the technical challenges involved in getting ourselves, across several years, into this precise position in relation to the sun. And so hot and surviving . Yeah, exactly. Its quite a long way nearly 100 million miles to get to the sun, we are going about three quarters of the way there. From that position, we think we will get the best Vantage Point. Also, whilst we still have the capability to resist some of those tremendous temperatures that will be there, we estimate temperatures of up to about 550 degrees celsius, so the heat shields how to be really, really specialised to be able to withstand thoses kind of temperatures. Otherwise, all your delicate Electronics Inside will melt . The ironical thing is, on one hand, we have to have this incredible capacity for protecting the instruments. But some of the instruments that are protected from the suns heat actually get too cold, so they have to have heaters, as well. So its a really exquisite piece of technology thats been developed, here in the uk. You expect the results, the interesting info, to start coming back when . A couple of years, it takes a couple of years for that data to come back. What we will do is combine that with some of the data streams coming from the us mission that was launched a couple of years ago. That mission is really looking at the atmosphere. Its really by combining all those different datasets that you are able to get the greatest picture of what is happening in the sun. The bank of englands vaults hold £190 billion worth of gold bars. If you stacked them all on top of each other, they would be the same height as 46 eiffel towers. Unsurprisingly, not many people ever get to see them but for one day only, the safe was unlocked for our security correspondent, frank gardner. Have you ever wondered just how much gold is inside the bank of england . We have been given rare access to the banks underground gold vaults. Security is so tight here that most of what we saw, we couldnt film. I think your stat said, if you are going to do an italianjob on this place, you would need 4,000 minutes. That is right, yeah. It is incredible to look at, but it doesnt do anything. Why is it so valuable . Partly because it is rare, so it is in limited supply. You cant keep making it. The gold here is a store of value. It is globally recognised, people want gold, so it creates a market in itself. It doesnt change the value as much, for example, as currencies. This is a lot more durable than investing in chocolate or Something Like that. Gold reserves, mined from countries all over the world, are held down here for safekeeping. This is the second largest gold vault in the world. It is incredibly rare to be allowed down here and the numbers are staggering. There are over 5,000 tonnes of gold bars down here. They are worth more than £190 billion. If you stacked all of these one on top of another, they would be nine miles high. There is enough gold here to make 1 billion gold wedding rings. If you scraped all of this into gold leaf, it would be enough to cover the uk six times over. What would this be worth, roughly . £475,000 at todays market price. Right, well, that will sort the mortgage. So most bars are in this. What we think of as a trapezoid form. It makes it easier to handle. But this bar here, from the united states, is in the form of a brick. The Federal Reserve bank of new york. It is built on bedrock, so the gold can be stacked one on top of another. Here at the bank of england because it is built on clay, we have floor loam in the mix, which is why we have the gold in its own pallet. During the second world war, the vault was turned into a staff canteen, with all the gold being temporarily shipped off to canada. The area was used as an air raid shelter and it had a canteen, had a billiards table, it had beds in. And ever since the bank was founded in 1694, no one has ever stolen the gold.
