It looks like they are. Cowell has the rest of the weather. Happy st davids day. It is a chilly start, the risk of ice. Already some rain coming into the south west. Behind it in the south, it will become very windy later on. I will have more in about 15 minutes. Good morning. First, our main story. Donald trump has promised a new chapter of american greatness in his first speech to congress. He also appealed for unity, saying the time for Trivial Fights had passed. In an hour long speech he promised extra spending on infrastructure, the military, and pledged to tackle illegal immigration and terrorism. Our correspondent laura bicker has this report from washington. Donald trumps trip to Congress Gave him afew Donald Trumps trip to Congress Gave him a few last moments to practise his speech. The president of the United States. This platform is New Territory for this Political Insider outsider. Donald trump set out his vision with emphasis on border control. We must restore integrity and the rule of law at our borders. For that reason, we will soon begin the construction of a great, great wall along our southern border. He softened his tone on immigration, talking of reform and a new merit based system. Im going to bring back millions ofjobs, protecting our workers also means reforming our system of legal immigration. The longest and most bipartisan applause of the night was saved for the widow of a navy seal. Ryanis saved for the widow of a navy seal. Ryan is looking down right now, you know that. And he is very happy because i think he just broke a record. Most stayed stony threes throughout. Our also have the same Great American flag. And we all are made by the same guy. This was the most president ial power of his presidency and there will be summoned his party a sigh of relief. Great well get reaction to President Trumps address from a former speechwriter to George W Bush. Considering donald trump was swept to power because he was unconventional, this speech was quite a conventional political speech. But there was much in there that will please his own party. That talk of 1 trillion investment in infrastructure. The talk of repealing and replacing obamacare. That is the current Healthcare System. There was talk of the thing up system. There was talk of the thing up the Military Budget. On the other side of the aisle where the democrats were sitting, very much unhappy with what they were hearing. However, when it comes to what they will be asking for in the future, that talk of spending when it comes to infrastructure perhaps many states see new bridges and new roads and perhaps democrats will be looking to republicans at that time, saying, maybe there are some deals which can be done. In terms of what he needed to do in this speech, he achieved it. He needed to produce an historic moment where he showed that he could be a steady hand. And that is what he managed to do. Later we will get reaction to President Trumps address from us former speechwriter to George W Bush. People caught using their phone while driving face tougher punishments from today. Fines in england, wales and scotland will double to £200 hundred and offenders will get six points on their licence. It will mean newly qualified drivers with less than two years on the road face losing their licence if caught sending a single text. Our correspondent, robert hall, joined one Police Patrol in cambridgeshire as it stopped offenders. On a busy main road in cambridgeshire, Police Cameras capture another offender. The evidence from around the uk is crystal clear, weve been warned but we simply arent listening. The most recent report from the rac found 31 of drivers admit to using a hand held phone at the wheel compared with 8 two years ago. She had it held in both hands, texting or doing whatever with both thumbs. Can you just follow me, please . This driver was spotted holding her phone to plot a route. You had your phone in both hands on top of your steering wheel. You may or may not be aware it is going to change. Six points. £200 fine and no option of any sort of Education Course at all. Its just how she was using her phone that makes it an offence. Its more than just making a phone call. Further up the road, a two minute call will have serious consequences for this hgv driver. You were on your mobile phone. You are aware thats an offence . In the 20 odd years ive been on the road ive seen people with laptops, ive seen phone in one hand, laptop in the other, knee on the steering wheel. That what just happened there, minor indiscretion in relation to the scale of things. But, no, i should know better. Theres been an accident. Unfortunately your mums been killed. Police operations will now run alongside a Media Campaign centred on the family of one victim. Higher penalties are only part of the answer, in the end we must all be conscious of the lives we put at risk. Theres nothing that is so important that it cannot wait. Dont use your phone while youre driving. Robert hall, bbc news, cambridgeshire. Will be talking about that at length a little bit later. Two women have appeared in court in malaysia charged with murdering the half brother of the north korean leader, kim jong un. The suspects are accused of killing him with the nerve agent vx in Kuala Lumpur Airport a fortnight ago. Lets get the latest from our korea correspondent steve evans in seoul. Steve, Iwould Imagine there was strict security around their appearance. Huge security. They were leading separately by a phalanx of heavily armed police with helmets, paul masks, separately into the court. The charge was read to them that they murdered a north korean citizens in the departure terminal of Kuala Lumpur Airport. Citizens in the departure terminal of kuala lumpurairport. One citizens in the departure terminal of Kuala Lumpur Airport. One of them simply nodded that she understood the charge. The other said, in english, i understand the charge but ididnt do english, i understand the charge but i didnt do it. The assumption had been that they thought they had been duped into some kind of prank. In other words, that they were doing something for reality tv. Just the fa ct something for reality tv. Just the fact that the charge has been bought indicates that the malaysia authorities are not buying that theory. The rationale must be that if they thought it was a prank, they might have touched this substance themselves. They clearly didnt. They thought it was dangerous, therefore the charge is murder. It goes up to a higher court. At the end of it all, if they are found guilty, it will be a mandatory death sentence. The Government Faces the prospect of its first defeat over the brexit bill in the House Of Lords. Opposition peers want an amendment to protect the rights of eu citizens living in britain. Our Political CorrespondentCarole Walker is in westminster. Carole, if the government loses this vote, What Happens Next . It looks as if Opposition Peers and some conservatives will inflict the first defeat on the government over this issue. They say the government should guarantee the rights of those 3 million eu nationals in britain iiow. 3 million eu nationals in britain now. Thats despite the fact that the Home Secretary has written to piers saying this is a priority for the government. They say we want to do it as part of a reciprocal deal which also ensures the rights of a million british citizens living across the European Union. If, as seems likely, the government is defeated, the issue comes back to the commons. It will be embarrassing for the government but ministers will hope to be able to overturn the defeat in the commons. It has to go back to the lords. It is hoped they will back down and let the Bill Go Through and trickle trigger article 50 as scheduled by the end of march. At the other end of the country we have showers and some are wintry with the risk of ice. The risk of ice on untreated surfaces this morning in scotland, Northern Ireland, north west england and wales but away from the showers its not bad to start with, sunshine in scotla nd not bad to start with, sunshine in scotland and Northern England, variable amounts of cloud and some sunny spells in Northern Ireland and south through the rest of england and wales, variable amounts of cloud again buta and wales, variable amounts of cloud again but a lot of dry weather and sunshine until the south west. This is where we have the rain continuing to push across the south west coming up to push across the south west coming up across to push across the south west coming up across the english channel, the Channel Islands and through the day that will continue its journey moving eastwards and northwards. Still a question as to how far north it will get but this is what we think at the moment. Away from that, not a bad day, you have that mixture of sunshine and showers, some will be wintry on Higher Ground and the rain approaching Northern Ireland means the cloud will build a head. Still quite a cool day, temperatures in double figures towards the south. Later in the day what youll find is we will see the wind strengthening across england and wales, particularly Southern England and wales and there will also be some snow so wales and there will also be some snow so it could lead to travel disruption with the snow further north. There goes the rain and as it engages with the cold air we could see some snow but the wind will almost certainly be a feature. Were looking at gusts in man, 50, 55, 60 mph and around the coasts, 70 mph inland. That wind speed across the south, wales and Northern England eventually, again they will uproot trees and bring down branches and we could see flying debris. If youre travelling in a high sided vehicle 01 travelling in a high sided vehicle ora travelling in a high sided vehicle or a Light Vehicle, take extra care. The snow will be in parts of wales, the midlands and Northern England and the south of Northern Ireland, mostly a hill feature but we could see some of this at lower levels as well. North of that it will be a cold and frosty night and theres the risk of ice where we have some light surfaces. Tomorrow morning we start with the strong winds but slowly they start to ease. It will still be quite a windy day having said that. A band of rain weakening, but you can see there is still some attached to that and as it engages with the cold air further north and the showers, some of that will be wintry as well but a lot of dry weather, temperatures in double figures and we have the range showing its hand in north wales and Northern Ireland. More weather to look out for, especially this evening and overnight. Its been quite dramatic. Thank you very much and happy saint davids day as well get your daffodils out she did already youre watching breakfast from bbc news. Drivers caught using a phone within two years of passing their test will have their licence revoked under new rules in england, scotland and wales. Lets have a look at the papers, ben and sally are with us. Lets start with some of the front pages, this is the front page of the times this morning. Philip green is on the front page of many of the papers, made to pay for the biggest ever pension deal and we will talk about that later with ben and this is a picture of one of the relatives those killed in tunisia in the resort of sousse outside the Royal Courts Ofjustice Resort of sousse outside the Royal Courts Of Justice in resort of sousse outside the Royal Courts Ofjustice In London yesterday, another story we will cover this morning on breakfast. There he is, front page of the daily mail. We were talking about the Car Insurance and they are saying there could be a review ordered last night into a could be a review ordered Last Night Intoa Car could be a review ordered last night into a Car Insurance shakeup which could impact millions of drivers and Government Ministers could be looking at that again. Here he is again on the front page of the mirror, £363 million, sir philip green and the Daily Express has him as well and emma watson as well. Were you about to say hermione . I was, i went all harry potter. And a beastly link to 11 cancers obesity linked. The front page of the daily telegraph, children as young as four will be given sex and Relationship Education to warn them about the dangers of the internet. Theres a court case about the < caroline brothers and lots of papers talking about the aspects people are being talked about in that court case cantlie. What have you got . The Daily Express, what will he do, stay at Manchester United for another year . Actually theres a growing theory wayne rooney could go back to everton and thats a shot of him playing for everton in 2002. Once a blue always a blue. You leave your boyhood club, the club you supported as a kid and you play for them in a dream scenario, go back as a. Theres been no animosity, he loves them and the fans and the club still love him. Youve seen some . Sometimes you see it. They would certainly have him back. Its not like when michael owen went from liverpool to Manchester United. Very different. Shall i go . Manchester united. Very different. Shalll go . Go Manchester United. Very different. Shall i go . Go for it you can carry on if you like of course im going to talk about philip green later, were going to speak to the organiser of the campaign trying to get him to cough up campaign trying to get him to cough up and pay the extra £360 million. This story at the bottom of the times. There was concern of course as part of the brexit negotiations we would no longer be able to travel to europe and be able to roam for free because remember the European Commission is scrapping Roaming Charges in june and commission is scrapping Roaming Charges injune and they Say Commission is scrapping Roaming Charges in june and they say thats still the case. I want to show you this, it says donald trump, the travel ban in the us, a huge fall in the number of searches for trips to the number of searches for trips to the us. 58 fall in searches for flights to tamper in miami, 30 down in miami, theyjust down a0 . Flights to tamper in miami, 30 down in miami, theyjust down 4096. Do you know the pound coin is changing . do know this. Only one in three people know the round pound will be gonein people know the round pound will be gone in october and replaced by this little number. Its being replaced quite quickly, it comes into circulation this month. Is it not round . It is 12 sided. It is. The point being so many people have to change. One of our guys was saying their local Leisure Centre will have to spend £100 changing every locker to spend £100 changing every locker to a cce pt to spend £100 changing every locker to accept the new pound coins. You think about trolleys and Vending Machines and all those things. Go through the day and think how many times you use a pound and all that needs to change in the next six months. Im thinking about going through all the pockets in my coats and the back of the sofa. Youd have as much as philip green the serious reason is there are so many fake £1 coins, this is the reason. It is harder to fake that one . It is harder, to different mess metals, it is 12 sided, lots of reasons. Two years ago, 38 people were killed by gunfire at a resort in tunisia. For six weeks the inquests into the 30 british deaths have been taking place. A coroner concluded the victims had been unlawfully killed. Suzanne evans lost her eldest son, brother and father. Cheryl stollery saw her husband john killed next to her. Both suzanne and cheryl have been speaking to our correspondent, sarah campbell. I hope people will never forget what happened to my family, my son, my brother and my dad. Within 12 hours of arriving on holiday, they were murdered and the only protection they had was each other. Words will never explain the devastation of losing my family in such an horrific manner, and every day is a struggle. My thought at the time was im going to die and where was my son . We were trying to seek refuge, we didnt know where to go, no one was directing us anywhere. It was just a free for all. That was chaotic too. So once wed found somewhere to hide we thought wed be relatively safe until, as you said, people would come to help. People whove got the responsibility, the guard, the police, the national guard, but they didnt come and unfortunately several minutes went by from the start of it to the point where john was killed. And at the time we were all we did consider ourselves behind the main reception to be in a place of refuge where we were safe but unfortunately that wasnt the case. Unless youve been through a situation like this, there are times where only someone else who has been through that situation sometimes can fully appreciate how youre feeling or what youre going through. People say to me, how do i cope . And i say, well, you know, im still a month and im thankful for that that ive still got owen and owen keeps me alive. The coroner mentioned your youngest son, owen, and his extraordinary courage. How is he coping . Hes doing well, hes an inspiration to us all. I often say if owen can get up and go to school and do the things that hes doing then i havent got any reason why i cant. We follow owen. Hes fantastic. Can anything positive come out of what happened onjune the 2015 . No. We can never bring the people, those 30 people, back. What we have to do is learn to live with that, to try to move on. Theres always going to be people out there who want to impose their will, their beliefs on others. We need to get better at protecting and looking at ways in which to safeguard and we can only do that if all the people involved start communicating and working far more closely in partnership. And i will do all i can to try and do my part to make a difference. That was Cheryl Stollery and Suzanne Evans speaking there. Later this morning, just after 8am, well be speaking to the independents travel editor simon calder, and olivia leathley, who was on holiday in tunisia at the time of the attack. A dry and for some a bright start to the day but gradually the sky turning a little more like this as we had through the course of the morning with outbreaks of rain arriving from the south west. This dry weather fairly short lived first thing and if you do get a bit of brightness, some sunshine, that will quite quickly turn hazy as the cloud increases from the south west. The rain arriving midmorning for many of us so quite wet through the afternoon. The average temperatures are a touch more mild than yesterday at around ten. Gradually the rain overnight makes slow progress north and east but eventually it does clear out of the way. Much clearer spells by dawn and that South Westerly Breeze will start to strengthen. The minimum temperature, four or five. It start to strengthen. The minimum temperature, four orfive. It is going to be a better or improved day tomorrow, the cloud clears out of the way, its a bright start with plenty of sunshine throughout. The breeze still fairly fresh, though, coming from the south and west. The maximum temperature tomorrow again, a touch more mild at 11. As we head towards the end of the week we return to rather more unsettled weather, well get some outbreaks of rain, some of that could be heavy for friday and temperatures on the whole staying in double figures but it will still be rather great, some outbreaks of rain and breezy. Well, lets get some thoughts from our correspondence, laura bicker, whojoins us from our correspondence, laura bicker, who joins us from washington. The complete change in tone from the president is striking. Donald trump was swept to power because he was the outsider, because he was unconventional yet this address to congress was very conventional indeed. Especially considering he was in an Environment Thatis considering he was in an environment that is very new to him. This was a one hour speech which contained ins and highlights those who followed his campaign rallies. There was the phrase america make America Great again. There was the Border War With Mexico and a new outline for an Immigration Policy. In the past, his talk has been of making sure that bad dudes do not get into the country. The talk in the chamber has been a new Immigration Policy based on merit system, the likes of canada and australia. That was new. He talked on a trillion dollar investment in infrastructure across the United States. Thatll be good news to any of those Construction Companies and those who wantjobs with those companies and yes, a lot of talk about jobs and with those companies and yes, a lot of Talk Aboutjobs and how he would create them and how he would keep american in america, hiring american. The mantra of america first. When it comes to the speech, there will be much in that for opponents to like. But certainly his political opponents sat stony faced throughout and his calls for unity went completely unhurt. Unhurt. And in a few minutes well get reaction to President Trumps address from a former speechwriter to George W Bush. President trumps first month in office has had its moments spats with the media, a fall out with intelligence advisors and a high profile court defeat to his controversial travel ban. Overnight, the president addressed congress for the first time, setting out his plans for the years ahead. In a moment, well assess how significant this speech is, and what it tells us about the new governments key policies. First, heres what mr trump had to say. Was this the new president Reaching Ounm absolutely was and this is definitely the best speech he has given, definitely as president , if not since he embarked in political life. His supporters are very happy tonight. What was he trying to achieve in the speech . Its not the sort of speech we give intimate detail of policies, it is meant to be more of a broadbrush. Did he do that . He was brought on most things. He did go into more detail on repealing obamaca re he did go into more detail on Repealing Obamacare and the principles that he wanted to see congress on in those efforts. The republicans have said they will repeal and replace it so they are in a Bit Ofa Repeal and replace it so they are in a bit of a tricky situation. Sunder Programme Details are popular with people, particularly the ability to purchase insurance if you have a pre existing condition, which previously was not guaranteed. He does have a number of vocal opponents. I am sure you are more than aware. Those who are not happy with what he was saying make that quite clear. Do you think some of what he said, will it appease any of those or will they not go along with anything that comes out of his mouth . This type of speech is very interesting. He is addressing people who are on his side and people they need more persuading. , most of those who are going to be Fissiparous Leap Of opposing him. You will see the theatre play out in some of the clips. He says some republicans stand up and cheer. Some of them are standing there stony faced. There are some who are very innocuous and bipartisan. Anybody could have cheered and clapped. There are people on the democratic side who would not even give him that much. The supporters are very happy. That much. The supporters are very happy i that much. The supporters are very happy. I think you cop wished what he was trying to do which is show that he has thought about some of the key legislative pieces the republicans want to bring forward in the next coming days. Some analysts are saying that it was intimated he might soften its stance on immigration. Did you spot that yourself . I did not see him softening it. He announced the creation of a new office to highlight the victims of crime by Illegal Immigrants in the United States and that is something to show is still very serious. It did come out of the meeting. He could be open to Co Nta Ct Out of the meeting. He could be open to contact ash comprehensive Immigration Reform which could include include a path to legalisation for those who have committed crimes. He is not pursuing that right now. Later on we will be speaking to professor scott lucas to get his ta ke professor scott lucas to get his take on donald trump s first significant speech. I want to see that show you something beautiful. Look at this. The bonnie, bonnie banks. We are going to be in loch lomond later because there is a ban on wild camping but you can see why people might want to pitch their tents near that. The tents. Anyway. The tent. Carol. Good morning. For some we have some rain, courtesy of this Weather Front coming from the south west moving north and east. Further north we have some showers and some will be wintry, a real peppering in the north of Scotla Nd Real Peppering in the north of scotland and the risk of ice on untreated surfaces and a fair bit of sunshine. Wintry showers in the Southern Uplands and in Northern Ireland, your showers are rain showers with some sleet. Similar in the north of england. A lot of dry weather across both england and wales this morning, a lot of sunshine as well but still the risk of ice. Then we run into the rain coming in across the isles of scilly, cornwall and pushing across devon towards somerset and the Channel Islands. Through the course of the day that will continue going east and north and it will be breezy around it as well but move away from that and not a bad day for the first day of spring. Its also ash wednesday, the first day of lent and saint davids day so a lot going on today. A lot of dry weather, feeling cool as we go further north but temperatures back into double figures as we go to the south east. Later on in the afternoon the wind really starts to strengthen and especially so in parts of england and wales. As well as that, we see some rain and some hill snow. It is going to be windy but around 6pm the wind will strengthen from the south west, were looking at gales and the wind will transfer from southern parts of england and wales. At the same time we have this band of rain moving north and as it engages with the cold air we see some snow, mostly on the hills but also at lower levels in the midlands, North England and the south of Northern Ireland but the wind will be a feature. Gusts in land of maybe 55 and 60 mph. Around the coast, 60 70 mph. Thats the kind of wind speed that will take down branches of trees, some debris moving around and if youre a Light Vehicle or high sided, take extra ca re vehicle or high sided, take extra care but largely it will be later evening and overnight. North of that it will be dry and cold and the risk of ice and damp surfaces. Tomorrow morning early it will be windy but quickly the wind will abate a touch but that windy day will continue. A fine day for many in england and wales with some sunshine but still some rain coming in across Northern Ireland, north wales and eventually north west england as well. As you say, lots to watch out for, carol. Some good news for bhs workers . long Running Campaign to get philip green to plug the black hole in the pensions. Philip green has agreed to pay £363m to plug a black hole in the Pension Scheme after the firm collapsed last year. Workers will get the same starting pension that they were originally promised. Subsequent payments still wont be as generous, but on average former workers will get around 88 of their pension. Philip green was criticised for making millions out of the company, while the hole in its pension fund got bigger. Lin macmillan is a former bhs worker and launched the sell the yachts and pay the pensions campaign. Shejoins me now from our edinburgh newsroom. Good morning to you. As i outlined there, some good news in the sense that you will get more than youre expecting under the alternative scheme but its still not everything, is it . Its not as bad as it might have been but its not as it might have been but its not as good as it should have been. Youre ina as good as it should have been. Youre in a position where you hope you can get that money, philip green putting the money into the pension pot, did you expect to get to this position . I always hoped we would but it has dragged on for so long that we were beginning to worry nothing would ever be resolved. Its a big relief im sure too many people today to know that we are Going Forward with a positive outcome. Tell us your story, you worked at bhs forjust over ten yea rs worked at bhs forjust over ten years and you started roaring your pension but then all of that and the problems when the firm went bust meant you couldnt guarantee the money you put in . Thats right and you have to remember a pension is in effect a deferred salary you have contributed to over the years you have worked for a company. I felt it was appalling that people were going to be denied some of what they had earned for the time they had worked at bhs. What will this deal work for you now mean for you now . at bhs. What will this deal work for you now mean for you now . I think from what ive read it will mean my pension will be subject to a 1. 8 increase per annum, which will help so long as inflation stays at low levels. Obviously if inflation goes up levels. Obviously if inflation goes up then it will reduce the value of the pension in the future. Absolutely. Its the Inflation Issue thats the concern and i mentioned it in the introduction, on average most Bhs Pensioners will get 88 because maybe the future income will because maybe the future income will be eroded by inflation. Yes. What would you like to see done differently . Its been a long Running Campaign and a lot of pressure on philip green to pay this money, if we were to do this again how would it be different . money, if we were to do this again how would it be different . I would have hoped it would never happen in the first place because when philip green bought bhs in 2000, the Pension Scheme was in a very healthy state and it only went into deficit during the years he owned the company. I think the government needs to take measures to ensure that this sort of thing doesnt happen in other companies in the future. Ok, really good to talk to you. Lin macmillan, former bhs worker who launched the campaign to have philip green paid back into the pension fund pay. Philip green said the settlement follows lengthy complex discussions with the Pensions Regulator and he said he is satisfied a solution has been offered. More from the after 7am. Good news for them. Thank you very much. Campers are set to be told to pack up their tents if they pitch them on the shores of loch lomond. As of today, new rules come into force to protect the famous beauty as well the trossachs. There are plenty of official campsites but if you are caught wild camping you could face a £500 fine. James shaw reports. Loch lomond, the largest inland body of water in britain. Drawing in millions of visitors every year. Without doubt one of the jewels in the crown of scotlands natural heritage. These pictures, holiday snaps from hell you might call them, record the damage that has been done in previous years. Which is why the Park Authority wants to bring in by laws which will control wild camping in the busiest areas. This is a kind of typical example of people coming along and trying to get themselves some firewood thats maybe a bit bigger than their able to tackle. The sheer volume of folk can end up being damaging in itself and if you mix that with Antisocial Behaviour then sites can be degraded quite fast. Youve got some of the most wonderful landscapes you can imagine here and you can see why people come to enjoy it, we want the sites to match that while theyre here. From today anyone wild camping in managed areas along the shores of the most popular lochs within the park could face a fine of £500 and a criminal record. Wild camping enthusiasts see that as a breach of scotlands legal right to roam. They believe the Park Authority should focus on educating people about respecting the countryside. There are things that the rangers and the authorities can do to clampdown on this. They already can find people for littering, for Antisocial Behaviour. Theres no need to create this bylaw which criminalises people who arent doing it in the wrong way to. And lets be honest, it is a small mob of people and were almost letting them win. And with the new restrictions there could be a lot of disappointed campers this summer. The idea of scotland when i first came here was you could camp anywhere, nowhere to where you are, that was the law and you could camp. You could come up here the fact it is untented, thats why people come to scotland. If its a designated area, they can still come and camp and enjoy it but so can Everyone Else. People can come with animals and theres no rubbish left. This is the only location on the east side of loch lomond were wild camping will be permitted. The question is, will be permitted. The question is, will people know about these new controls and how strictly are they going to be enforced . The new bylaws will be reviewed in three years. So, for the wild campers, this is a fight thats not over yet. James shaw, bbc news, on the banks of loch lomond. We are live on the banks of loch lomond today, you can see why people wa nt to lomond today, you can see why people want to go there, look at this beautiful sunrise. Just breaking on the right hand side of the screen, gorgeous. Carol will have the forecast for us later as well. Time now to get the news, travel and weather where you are. Good morning from bbc london news, im sonja jessup. More than half a million Southern Rail Passengers could miss out on compensation for poor service because they use an oyster, or contactless payment card. Labours London Assembly group is warning that the government scheme to compensate those whove experienced delays and cancellations only applies to season Ticket Holders and some travelcard users. Its feared almost 600,000 passengers could be missing out. The Department For Transport says passengers with daily tickets can make claims through the usual rail compensation scheme. Doctors in south london have performed surgery on a premature baby believed to be their youngest ever patient. Abigail peters was born at just 23 weeks, four months before her due day. Atjust six days old she underwent a Life Saving Operation on her intestines. The surgery was performed at St Georges Hospital in tooting. The operation was a success and four months on her parents have been able to take her home. It was such a huge decision because they dont operate on babies that young and that small usually. Anyway, the next morning then they decided they were going to operate and its a very good job they did because she was just getting worse and worse and quite frankly if theyd left it another day she probably wouldnt have survived. Travel now. Theres no overground service between Willesden Junction to Shepherds Bush at the moment, other tube lines do appear to be running well so far. But a bad morning for Greater Anglia passengers, delays of half an hour and cancellations between norwich and liverpool street, a faulty train is to blame. South west trains are delayed by about ten minutes between surbiton and weybridge. This is how the Blackwall Tunnel looks. As usual weve got queues northbound from the Woolwich Road flyover there. And the m11 has one lane closed southbound on the Exit Slip Atjunction 6 for the m25 after an accident. Time for the weather now with kate kinsella. Good morning. A dry and for some a bright start to the day but gradually the sky turning a little more like this as we had through the course of the morning with outbreaks of rain arriving from the south west. So, this dry weather fairly short lived first thing and if you do get a bit of brightness, some sunshine, that will quite quickly turn hazy as the cloud increases from the south west. The rain arriving midmorning onwards for many of us so quite wet for the afternoon. The average temperatures are a touch more mild than yesterday at around ten. Gradually the rain overnight makes slow progress north and east but eventually it does clear out of the way. Much clearer spells by dawn and that South Westerly Breeze will start to strengthen. The minimum temperature, four or five. It is going to be a better or improved day tomorrow, the cloud clears out of the way. Its a bright start with plenty of sunshine throughout. The breeze still fairly fresh, though, coming and the south west. The maximum temperature tomorrow again, a touch more mild at 11. As we head towards the end of the week we return to rather more unsettled weather, well get some outbreaks of rain, some of that could be heavy for friday and temperatures on the whole staying in double figures but it will still be rather grey, some outbreaks of rain and breezy. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. Bye for now. Hello, this is breakfast, with dan walker and Louise Minchin. President trump pledges a renewal of the American Spirit, in his first speech to congress. Believing yourselves, believing your future and believe, once more, in america. He also promised huge spending on the military and infrastructure and vowed to tackle terrorism and illegal immigration. Good morning. Its wednesday, 1st march. Tough new penalties for motorists using a mobile it means newly qualified drivers could lose their licence if theyre caughtjust once. Two women appear in court charged with the murder of the half brother of the north korean leader, kim jong un. The government wants britain to be the best in the world for technology and Digital Businesses with millions to be invested in training to get more of us living and working online. Im looking at why. In sport newcastle take a big step to returning to the Premier League. And im on the banks of loch lomond, reporting on the argument between campers and the authority which wa nts to campers and the authority which wants to control them. What a beautiful morning there. What about the rest of us . For many of us, a beautiful start to the day. There is some sunshine around, the risk of ice and a peppering of showers. We have got some rain coming in from the south west, pushing north through the day and later, some very strong winds. More details on 15 minutes. Good morning. First, our main story. President trump has promised a new chapter of american greatness in his first speech to congress. He appealed for unity, saying the time for Trivial Fights had passed. In an hour long speech, he promised extra spending on infrastructure, the military and pledged to tackle illegal immigration and terrorism. Our correspondent laura bicker has this report from washington donald trump Strip Donald Trump s trip to Congress Gave them a few last moments to practise his speech. The president of the United States. This platform is New Territory for this political outsider. Donald trump set out his vision with emphasis on border control. We must restore integrity and the rule of law at our borders. For that reason we will soon begin the construction of a great, great wall along our southern border. He softened his tone on immigration, talking of reform and a new merit based system. Im going to bring back millions ofjobs, protecting our workers also means reforming our system of legal immigration. The longest and most bipartisan applause of the night was saved for the widow of the night was saved for the widow ofa of the night was saved for the widow of a navy seal. And ryan is looking down right now, you know that, and is very happy because i think he just broke a record. There was much in the speech for democrats to like. A trillion dollar investment in infrastructure, talk of paid family leave but most stayed stony faced throughout. We all bleed the same blood, we all salute the same Great American flag. And we all are made by the same god. This was the most president ial power of donald trump s presidency and there will be some in his party breathing a sigh of relief. Our correspondent Laura Bickerjoins us now from washington. A busy night as well. Probably the most president ial the donald trump has been . Was it one of those occasions where he felt the need to reach out and was his successful in doing so . It has been a rocky first month. And the unconventional approach works with what he calls his people but perhaps it wasnt going to work with politicians. A number within his own party have been worried, been sceptical about exactly what donald trump was going to do and how he would deliver. So when he is addressing congress, these are the people who are going to help sweep his agenda through. He needs his friends there. And that is perhaps why he has taken the decision to address congress in this president ial tone. He looks like the man who is in charge to full in charge. There was much for republicans to like. He talked about the repealing of so called obamacare, the the repealing of so called obamaca re, the affordable the repealing of so called obamacare, the Affordable Care act and President Trump has said its not working, insurance payments are going up and itsjust not not working, insurance payments are going up and its just not working for the american people. So he is calling on congress to repeal and replace it but so far there is no plan to replace it and then there is that 1 trillion Infrastructure Plan which will go down well for states looking for construction jobs but there is no clear detail on how it is going to be paid for. And there we re is going to be paid for. And there were a number of calls for unity. Donald trump has been one of the most divisive president s so far. He points to a number of democrats seats, hoping to get some response but certainly, in that speech alone, his call for unity fell on deaf ears. Thank you, law. An important address overnight. More announcements overnight. Drivers caught using their phone Behind The Wheel will face tougher punishments from today. Fines in england, wales and scotland will double to £200 and offenders will get 6 points on their licence. We will be talking about that at length a little bit later. Heavily armed police, full body armour, helmets, visors, masks, the whole thing. The two women were led in separately. They stood side by side in the charge was read to them that they murdered a north korean citizen in Kuala Lumpur Airport on february 13. One of them nodded that she understood the charge. The other said she understood the charge but that she was not guilty. That was not a formal plea. This was simply a hearing to identify them and to read the charge to them. They have set in the charge to them. They have set in the past that they thought they were taking part in some kind of prank. Perhaps for a tv reality show. Its clear that the malaysia authorities dont buy that. They brought the charge which means they think the women knew that what they were handling was pretty deadly stuff. Steve evans, thank you very much indeed. It goes back to the commons. It looks as if Opposition Peers and a few tories will infect the first defeat on the government over its brexit bill today. They want to guarantee the rights of those 3 million eu citizens in the uk. That is despite the fact that the Home Secretary, amber rudd, has written to peers saying it is a priority that the government but only as part ofa that the government but only as part of a wider deal which ensures the rights of more than a million british citizens in other eu countries. If defeated, it goes back to the commons which could be embarrassing for the government but ministers will be hopeful they can overturn that defeat. It then has to go back to the lords but the expectation is that at that stage, the lords will back down. The government should be able to trigger article 50 but this will be a real reminder of the parliamentary battles ahead. Today is a very important one for parents and children across england and wales who will find out if theyve secured their Secondary School Of Choice. The good schools guide predicts that1 in 6 children in england will miss out on theirfirst choice. The problem is expected to be worse than last year, due to an extra 15,000 applications for places which is said to have been driven by a rising birth rate. Now you may have flipped a few pancakes yesterday but how about this for an Epic Shrove Tuesday Challenge . This is the final lap of the pancake race at worcester cathedral. As you can see, we have an excellent view from the perspective of the dean, the very reverend peter atkinson, as he completes a number of obstacles whilst flipping a pancake. They do the race every year, but it was the first time theyd strapped a camera to one of the participants the teams were made up of clergy, vergers and choristers all of whom were cheered across the line by some very vocal onlookers. This is the winning moment of the dean crossing the line. Berridge s, beautiful scenes the cathedral. This is bbc breakfast. Seeing someone using their mobile phone while they are driving has become a common sight. As of today, those that do might want to think again. Thats because they now face tougher punishments. am 2 the fine in england, scotland and wales goes up to £200. 6 points on a licence instead of 3. New drivers with less than two years on the road face losing their licence if they are caught sending a single text. According to the latest figures, 22 people were killed and 99 were seriously injured in accidents on britains roads in 2015 where a motorist using a mobile was a contributory factor. Edmund king from the aa joins us now from our london newsroom. Thank you forjoining us. The figures are really start. This is why the rules have changed, isnt it . Yes, good morning. It is a bit ofan it . Yes, good morning. It is a bit of an epidemic at the moment certainly from our surveys. Aa members, 70 , say they see other drivers on the burdens on most or indeed all journeys drivers on the burdens on most or indeed alljourneys and it still hasnt got that stigma the same as drink driving has. You need three elements, new legislation. We are launching a hard hitting out. Pulling people over seven ashley think there is a risk of getting caught. In a way drink drive campaigns have been successful at the last ten, 20 years. Do you think there are other resources in place to do that . The police have certainly committed to certain targeted campaigns. There was one in november, one in january targeted campaigns. There was one in november, One Injanuary and there isa november, One Injanuary and there is a new week Long Campaign starting today. They are using Unmarked Police cars. There are trucks, so they can set up higher than drivers. That will start to get the message across. I dont think we can rely entirely on the police. Drivers have to ta ke entirely on the police. Drivers have to take some responsibility themselves and that is where we really need to change attitudes. Far too many people are almost addicted too many people are almost addicted to their phones. In our surveys, 50 of younger drivers said they couldnt bear to turn their phone often couldnt bear to turn their phone ofte n get couldnt bear to turn their phone often get in the car. 21 of the general driving population. We are supporting a campaign with the Department Of Transport with stickers that you can put on your glovebox and its renaming your glovebox and its renaming your glovebox and its renaming your glovebox a phone box. And all Aa Driving Instructors will be telling their pupils the first lesson, the first thing they should do is turn up first thing they should do is turn up the phone and put it in the glovebox. If we can start with education, we can get more Police Enforcement and we can begin to change attitudes towards what really Isa Change Attitudes towards what really is a killer on the roads. That is talk about education. You cant use your phone, can you . You are trying to use it as a satellite navigator. Lots of people dont realise, even if youre stuck at Traffic Lights in traffic, if the phone is in your hand it is an offence and you will get six Penalty Points and the £200 fine. Really the best thing is to put it out of the way, put it in the glove box, turn it off and then you wont be tempted. What did we do before Mobile Phones . It wasnt a matter of life or death whether we should see the latest text or tweet. So we got to readjust our addiction to the phones and start turning them off. With the young drivers, the rules are slightly different because their licence will be revoked . Indeed. This is pretty serious. If youre a young driver, within two yea rs of youre a young driver, within two years of passing your test, if you get caught doing one text at the Traffic Lights you will lose your license and more than that you will actually have to retake your test before you get your license back. I think its worth thinking about because a lot of young drivers, theirjobs may depend on being able to drive, it is an expense to retake the test. Even if the Safety Element is on top of their mind, think about the personal element at and how it will affect you. We will see people losing theirjobs as a result of getting driving bans. Its a simple thing to turn the phone off but we have to educate ourselves to do that. I should say new drivers, they dont necessarily have to be young. Thank you very much indeed. Thank you. We will be looking at that story through the morning. Let us know what you think about Mobile Phones and driving. Carol has the weather and weve seen beautiful footage from loch carol has the weather and weve seen beautifulfootage from loch lomond and thats a gorgeous picture. It is lovely and its indicative of the skies through many parts of the country this morning. A fair bit of sunshine and the risk of ice on untreated surfaces but there are also showers and in addition we have also showers and in addition we have a Weather Front from the south west and that will move northwards and east through the day, bringing rain with it. Some wintry showers peppering northern scotland, they will be on and off through the day but a lot of dry weather. Weve got some wintry showers in the Southern Uplands. Rain showers in Northern Ireland but a lot of dry and brighter weather and in Northern England, a similar story, a few showers, most seeing them and we have the sunshine as well. Here in Northern Ireland and of west wales, ice on untreated surfaces. Coming south, a beautiful start in wales. We already have the rain through the isles of scilly, cornwall, devon, somerset and the Channel Islands at an through the day it will continue to move towards ken, east anglia and wales and through. Kent. More cloud ahead of it as it progresses towards Northern Ireland. For many it will be a fine and sunny first start of the day to the meteorological spring. Temperatures still maybe, 6 8, in the south, already double figures. Behind this band of rain things start to change because as we head through the evening and especially overnight, the wind is going to strengthen. Some gales around and there will be some rain and some hill snow. The wind strengthens through the afternoon. By around tea well be looking at gales through the south west and for the rest of the evening and overnight. Even inland through Southern England, the midlands, wales, east anglia, gusts are twinned 50 and 60 mph and around the coasts, 60 70 mph. When you see those levels you could see degree moving around, small branches on the roads and small trees uprooted but tricky travelling conditions for high sided vehicles and Light Vehicles. At the same time a band of rain is migrating northwards, as it gets into the cold air in north wales, parts of the midlands, Northern England and the south of Northern England and the south of nor the nile and it will turn to snow on high ground but we could see a spell of that at lower levels as well south of Northern Ireland. A cold night, frosty and the risk of ice on untreated surfaces. Tomorrow we start windy in the south but the wind will quickly ease down. Still a windy day but we wont have the gales, a lot of dry weather but rain coming in later in the day from the west. Carol, thank you very much. Asked for your comments about we asked for your comments. Thinking of using it as a sat nav, you can have it mounted, but if you touch it you could get six points on your license. More on that later and another interview. Hello, ben. Im not touching my phone, its not here for once finally some good news forformer bhs workers. Philip green has agreed to pay £363m to plug a black hole in the bhs Pension Scheme after the firm collapsed last year. On average former workers will get around 88 of their pension. Well still be able to use our Mobile Phones without paying extra charges when travelling in europe, even after brexit. The boss of vodafone says charging british travellers differently is not very logical and uk phone firms would still be part of the eu system. The European Commission will scrap so called Roaming Charges altogetherfrom june. Searches for flights to america have fallen sharply according to figures from the travel firm kayak. It says theres been a 58 fall in searches for flights to orlando, down 52 to miami and las vegas enquiries are down 36 . The study says hotel prices are also down as a result with the cost of a hotel stay in new york 32 cheaper. It doesnt take account however of weak sterling which means our pound doesnt go as far. A coroner ruled that the Holiday Makers were unlawfully killed by an islamist gunman in the resort of sousse two years ago. He rejected a finding of neglect against the travel firm. So once wed found somewhere to hide we thought wed be relatively safe until, as you say, people would come to help. The people whove got the responsibility, the guard, the police, the national guard, but they didnt come and unfortunately several minutes went by from the start of it to the point where john was killed. And at the time we were all we did consider ourselves behind the main reception to be in a place of refuge where we were safe but unfortunately that wasnt the case. And according to the Charity Teach first, poorer pupils are 25 less likely to attend outstanding schools. Were nowjoined by fi newsham and her son zac, who hasjust found out which Secondary School hell attend in september. Is is it good or bad news . Its great news, first choice. Thats fantastic, great news. John is the director of the good schools guide. Bernadette, obviously delighted but not everybody would have done. That one in six figure, it masks a situation which will be worse. In london, birmingham, 30 of people will not get the place they want. Talk is that the process. Youve got in anzac is going to the school you wa nt in anzac is going to the school you want but how stressful was the process . Want but how stressful was the process . You werent expecting zac to get the first choice. On the application, you need to choose three schools. First, second and third choice. The First Choice School was heavily oversubscribed. It seemed unlikely to us that we we re it seemed unlikely to us that we were going to get the First Choice School so it was kind of stressful. While we put to other schools down, we didnt want to go to either of them so it was a waiting game. What has it been like for you, zac . Has it been a concern for you . It has, yes. Its been kind of strange because i have been worried that i might not get it but a kind of knew that i was going to get it. More confident than your mum. When you make the choice is, you talk about your First Choice School. Why was that a first choice . Two reasons. Academically the best and also all of his friends and peer group will be trying to go to that school. If you come from a very small village school, its quite a Small High School, its quite a Small High School as well. We wanted him to follow through with that education. We didnt think a Massive School would be right to him. Loads of people getting contact on this one. Jenny says, such a stressful time. Less so but the kids but whatever happens, most adapt brilliantly to their new school. A lot of people are saying, bernadette, it is getting worse. Surely the government could do something to alleviate this situation . You would think. Thing is, they fail to plan. We knew 11 years ago how many children were going to require School Places. There is a policy where local authorities no longer have the right to build schools in their areas where they have a need and its been open to the free market. This is meant, for example, last year, there was a meant, for example, last year, there was a preschool built in bedford. 99 of people in bedford last year got the place they wanted. There was not need to build a school there. In other areas, there are other big conurbations, sheffield, leicester, the granting of places for the numberof the granting of places for the number of there are not enough places for children there. It makes it difficult. There is an appeal system. Is it work worth going through it . You need to present an exceptional case and its difficult to predict individual success. Overall, about 22 success rate but that can vary. One school might prop 30 places and another, one place. Youre entitled to appeal to all the schools you put on your application form. Its free. You dont need a lawyer. It is designed to be done by lay people. If you are struggling with it, you can come to us and talk through the process but its certainly worth a shot. Can i check with the bernadette. If they have got a place at a school but not the first choice, should they accept the place and then appeal . What is the best way to do it . You must accept that place. The local authority only has to give you a school place. There is no requirement for them to give you the place you want. If you dont accept that place, you are out of the system and they have no obligation to you and you are in a very poor position. Accept the place you have been offered this morning and go on an appeal to the schools you want or go on the waiting lists and if you get a school you prefer, you give up the place you have been offered already. Zak comedy no cure friends have gotten in . As far as i am aware, only one or two of them have actually seen it. It is important, isnt it, to be with your friends . Does the fact that zak has made his first choice, is it easier for your sister . I wouldnt have thought so because she is one years old. A long time to go. Immediately, you come upon the priority list though. Thank you so much. Say hello to your little sister as well. Thank you very much bernadette as well. Cani you very much bernadette as well. Can i show you this lovely shot of loch lomond . Go on. But, that is great. She wants loch lomond, she gets loch lomond. It is so beautiful bear. It is lovely watching those colours. That is gorgeous. The risk of ice on untreated surfaces, a Weather Front coming the risk of ice on untreated surfaces, a weatherfront coming in from the south west introducing rain that will push north and east. A peppering of showers, wintry in the north of scotland, the south of scotla nd the north of scotland, the south of scotland and some on Higher Ground in the north of england. For many it will be a dry day, the first day of the meteorological spring, not the astronomical one, and we will see plenty of sunshine. Through the afternoon we hang onto some showers across the north, a lot of dry weather, a lot of sunshine. Temperatures no great shakes, you wont be writing postcards about these, and in Northern Ireland a few showers with the cloud building ahead of rain later. Also some showers in Northern England and a bit of sunshine as well, sunny down towards the midlands, parts of east anglia and wales and then a Weather Front comes into its own and it will produce quite a bit of rain having moved in from the south west over towards kent, south wales and the midlands. Later on where looking at strong winds, particularly across parts of england and wales, rain and some will see some hill snow. The wind will pick up through the afternoon but around dinnertime we will see winds strengthening to Gale Force Wind the south west and the strong winds will be in southern counties, as i mentioned, wales, the midlands and east anglia. Inland were looking at gusts between 50 and 60 mph, that is enough to move duberry around and put branches off trees and youll find them on the roads as well and around the coast it will be more than that. Debris. As the band of rain goes northwards into north wales, the midlands, Northern England and southern Northern Ireland it will turn to snow readily on Higher Ground but for a time we could see some snow at lower levels as well, a lot to consider tonight therefore. Tonight, dreyer, some frost around and the risk of ice on untreated surfaces drier. Tomorrow evening we start windy but quite quickly the gales will abate, it will still be a windy day but look at the sunshine in england and wales are away from the north, where we will have a few showers. In scotland we will have some showers, wintry, windy in the far north and a couple of Weather Fronts coming from the south west producing rain across north wales and eventually getting to Northern Ireland. Double figures in the south but still pretty nippy as we go further north. Youre quite right, carol. Thank you very much. And happy st davids day to you as well. See you in half an hour. Weve heard about the governments industrial strategy this morning well hear about a new Digital Strategy. Bens got the details. Its not just about its notjust about how its not just about how we its notjust about how we compete with other countries but it is also about getting as online. A little later this morning the government will launch their Digital Strategy, basically a big set of targets for where it sees our economy moving in the future. Included in it is further detail of £1 billion worth of funding for superfast broadcast and 5g mobile networks announced six months ago. But also a commitment to train four Million People in so called Digital Skills, everything from banking online, to coding and will be backed by firms like bt and google. Lets talk to karen bradley, secretary of state for the department of culture, media and sports. Good morning to you. I touched on the idea of this digital divide, certainly some people are very tech savvy and are already online, theyre doing Online Banking and that sort of thing already and there isa that sort of thing already and there is a huge swathe of the population who are excluded from that and thats the focus of this Digital Strategy . Absolutely. Today we are announcing our vision of britain in the future, a world leading digital britain but youre right to identify the fact there are many people in britain today who arent benefiting from digital. We estimate around 12. 5 million adults who dont have Digital Skills today. We need to make sure we give them those skills and the ability to be able to use all the benefits of digital because digital is notjust the Digital Tech Companies that we all think of, but its the benefits to all business and all of us from being able to do more online. Youre going to work with some big firms to deliver this, on the list theres names like ba rclays, on the list theres names like barclays, google and lloyds. Clearly its in their interest to do that because if you look at barclays, they want asked to bank online, they save money from the high street and google profit from using the website has. Where do you draw the line between helping private business and helping the public . Its a whole strategy to work with the industry and others to deliver a world leading British Digital economy that we wa nt leading British Digital economy that we want to see. We want to be the number one country, as youve already said, for tech start ups and the number one country for trying out new ideas. You only have to look at the statistics for Small Businesses were those that have an Online Presence create twice as many jobs as those that dont, make twice the profits and grow at twice the speed. These are the reasons why its incredibly important that we have Digital Skills across the whole country and for everybody so that we can all benefit. I dont want to be a cynic about all of this but its going to take more than a few million quid to take the likes of Silicon Valley on, you look at google, facebook and the tech apps that we see these days, are we were going to compete with them . Thats why were putting this strategy in place, looking at it in the same way as our industrial strategy, building on our strengths but tackling wea knesses on our strengths but tackling weaknesses and we put the right framework in place so businesses can thrive. We have the opportunity leaving the eu to create a flexible framework that works for all and make sure we have the skills across the whole economies. Thats what the strategy is about and im looking forward to working with business to help with skills training and helping make sure we have the economy that works for them. Good to talk to you. Karen brett lee, secretary of state for culture, media and sport. Well have the details of that strategy later. Karen bradley. Campers are set to be told to pack up their tents if they pitch them on the shores of loch lomond. Weve been singing some beautiful pictures from there this morning. As of today, new rules come into force to protect the famous beauty spot as well the trossachs. Our reporterjames shaw is there. Ive been watching those pictures all morning and you can see why people would want to camp there. Whats going on . I feel i shouldnt say anything at all, i should let us all look at these beautiful images were getting from loch lomond. You can see the margins of the ancient atlantic oak woodland behind me going into the loch and in the distance you can see and ancient ireland. Very popular, 4. 5 Million People come here every year, which is why there are such enormous problems an ancient ireland. Loch lomond, the largest inland body of water in britain, drawing in millions of visitors every year. Without doubt one of the jewels in the crown of scotlands natural heritage. These pictures, holiday snaps from hell you might call them, record the damage that has been done in previous years. Which is why the Park Authority wants to bring in by laws which will control wild camping in the busiest areas. This is a kind of typical example of people coming along and trying to get themselves some firewood thats maybe a bit bigger than theyre able to tackle. The sheer volume of folk can end up being damaging in itself. If you mix that with a bit of Antisocial Behaviour then sites can become degraded quite fast. Weve got some of the most wonderful landscapes you can imagine here and you can see why people come and enjoy it, so we want the sites to match that while theyre here. They already can fine people for littering, for Antisocial Behaviour. Theres no need to create this by law which criminalises people who arent doing it the wrong way to. And lets be honest, it is a small number of people and were almost letting them win. And with the new restrictions there could be a lot of disappointed campers this summer. The idea of scotland when i first came here was you could camp anywhere. No matter where you are, just say that thats the law and you can camp. You come up here for the fact its untented, and you can go wherever you want whenever you want. Thats why people come to scotland. If its in a designated area, they can still come, they can still camp, they can still enjoy it but Everyone Else can enjoy it as well. People coming with kids, animals and theres not all the rubbish left. This is the only location on the east side of loch lomond where wild camping will be permitted. The question is, will people know about these new controls and how strictly are they going to be enforced . The new by laws will be reviewed in three years. So, for the wild campers, this is a fight which is not over yet. James shaw, bbc news, on the banks of loch lomond. So, we have exactly the right person to a nswer so, we have exactly the right person to answer those questions. This is gordon watson, the chief executive of the Park Authority. Tell us first of the Park Authority. Tell us first of all, how are you going to let people know about these new controls . Weve been doing that since last year, just over a year ago when the bylaws were approved by the government, the rangers were on the government, the rangers were on the ground telling people about the changes and now theyve arrived we are communicating that in a wide range of ways and our partners are publishing it in publications, we have signs on the ground and a fabulous website people can go to to see the camping opportunities at the park and the permits that we run. What about the enforcement, the idea somebody could be prosecuted, is that going to happen . Our approach first and is education, it always has been and always will be, we will have people telling people how to camp and how to do it responsibly. Where they can book a permit or a pitch and to make visitors as welcome as possible and to show them how to camp responsibly. Gordon watson, thank you very much indeed. Its going to be able and interesting summer here at loch lomond. As you say, james, words cant even begin to to describe the stunning beauty, it is heart stopping. Thank you so much and we will be back with you later. Stopping. Thank you so much and we will be back with you latenm stopping. Thank you so much and we will be back with you later. It is gorgeous, it is five miles wide, just a morning paddle for you in your triathlon gear i would love to be up there, i know it would be cold sorry to ruin the view of loch lomond by bringing us back time now to get the news, travel and weather where you are. In what is being regarded as his most president ial speech so far, donald trump has promised a new chapter of american greatness in his first speech to congress. He appealed for unity, saying the time for Trivial Fights had passed. It was an hour long speech he promised extra spending on infrastructure, the military and pledged to tackle illegal immigration and terrorism. Our correspondent laura bicker has this report from washington. Donald trumps trip to Congress Gave them a few last moments to practise his speech. A trillion dollar investment in infrastructure, talk of paid family leave, but most stayed stony faced throughout. We all bleed the same blood. We all salute the same Great American flag and we all are made by the same god. This was the most president ial hour of Donald Trumps presidency and there will be some in his party breathing a sigh of relief. Earlier our washington correspondent, laura bicker, described the speech as a conventional but none the less historic. Considering donald trump was swept to power because he was unconventional, this speech was quite a conventional political speech. But there was much in there that will please his own party. That talk of a trillion dollar investment in infrastructure. The talk of repealing and replacing the so called obamacare, thats the current Healthcare System that was brought in by president obama. And of course, there was this talk of beefing up the Military Budget by 54 billion. He did appealfor unity on several occasions. Pointing to the other side of the aisle where the other side of the aisle where the democrats were sitting very much unhappy with what they were hearing. However, when it comes to what he will be asking for in the future, that talk of spending when it comes to infrastructure, perhaps many states see new bridges, need new roads and perhaps democrats will be looking to republicans at that time saying maybe there is some deals that can be done. In terms of what President Trump needed to do in this speech, he achieved it. He needed to produce a historic moment where he showed where he could be a steady hand and thats what he managed to do. Drivers caught using their phone Behind The Wheel will face tougher punishments from today. Fines in england, wales and scotland will double to £200 and offenders will get six points on their licence. It will mean newly qualified drivers with less than two years on the road face losing their licence if they are caught sending a text. Our correspondent, robert halljoined one Police Patrol in cambridgeshire as it stopped offenders. On a busy main road in cambridgeshire Police Cameras capture another offender. The evidence from around the uk is crystal clear, weve been warned, but we simply arent listening. The most recent report from the rac found 31 of drivers admit to using a hand held phone at the wheel compared with 8 two years ago. She had it held in both hands texting with both thumbs. Can you just follow me, please . This driver was spotted holding her phone to plot a route. You had your phone in both hands on top of your steering wheel. You may or may not be aware, it is going to change. Six points and £200 fine and no option of any sort of Education Course at all. Its just how she was using her phone that makes it an offence. Its more than just making a phone call. Further up the road, a two minute call will have serious consequences for this hgv driver. You were on your mobile phone. You are aware thats an offence . In the 20 odd years ive been on the road i have seen people with laptops. Ive seen phone in one hand, lap on the other, and knee on the steering wheel. Whatjust happened a minor indiscretion in relation to the scale of things, but no, i should know better. Thered been an accident. Unfortunately your mum has been killed. Police operations will now run alongside a Media Campaign centred on the family of one victim. Higher penalties are only part of the answer. In the end, we must all be conscious of the lives we put at risk. There is nothing that is so important it cannot wait. Dont use your phone whilst youre driving. Thank you for your messages about that and we will be talking about it further shortly. Steve, Iwould Imagine there was strict security around their appearance . Absolutely vast security. The two women were led in separately right in the middle of heavily armed police, helmets, visors, full body armour, the works. In court, it was armour, the works. In court, it was a formal hearing. Not a trial, just identification and the charges were read to them. The charge was read to them that they murdered a north korean citizen on 13th February in Kuala Lumpur Airport. One woman said she understood the charge and the other woman said she understood the charge, but she didnt do it. It will be heard in a formal trial later where the not guilty plea will be put forward. Their defence is that they thought it was a prank. They thought theyd been duped into taking part into some kind of tv stu nt. Taking part into some kind of tv stunt. The malaysian authorities are sceptical about that because they reason that if these ladies thought it was a prank, why were they so careful that that substance didnt get on their own hands and that will be their case in court much later. Fascinating. Steve, thank you very much for that this morning. The Government Faces the prospect of its first defeat over the brexit bill in the House Of Lords. Opposition peers want an amendment to protect the rights of eu citizens living in britain. Our Political Correspondent, Carole Walker is in westminster for us this morning. Carole, if the government loses this vote What Happens Next . What it looks as though is going to happen is opposition mps, Opposition Peers, along with some conservatives will inflict a first defeat on the government over this brexit bill. They want the government to guarantee the rights of eu citizens here in the uk, around Three Million of them, the Home Secretary amber rudd has written to peers and said the government does want to do this asa the government does want to do this as a priority, but only as part of a wider deal that also guarantees the rights of up to one million british citizens across other European Union countries and we know that some other eu countries wont even talk about this until article 50 has been triggered and the brexit negotiations begin. If that does happen, if there is a defeat, it will come back to the commons. Ministers are certainly optimistic that they will be able to overturn that they will be able to overturn that defeat in the commons, though it will be embarrassing for them to have to go through. It will have to then go back to the lords again, but then go back to the lords again, but the expectation is that at that stage, having made their point, peers will back down. That should allow the government to trigger article 50 and begin the negotiations as planned by the end of march, but i think it is a reminder of some difficult parliamentary battles ahead. Carole, thank you very much. Scientists have found evidence of a strong link between obesity and cancer. The study, at Imperial College london, concluded that being obese increased the risk of getting eleven cancers including stomach, bowel and liver. Researchers say maintaining a healthy weight is the single most important way to reduce the risk of cancer after not smoking. Today is a very important one for parents and children across england and wales who will find out if theyve secured their Secondary School Of Choice. The good schools guide predicts that one in six children in england will miss out on their first choice. The problem is expected to be worse than last year, due to an extra 15,000 applications for places which is said to have been driven by a rising birth rate. Relatives of the british victims of a Terror Attack in tunisia are to sue the tour operator, tui. A coroner ruled that the Holiday Makers were unlawfully killed by an islamist gunman in the resort of sousse two years ago. He rejected a finding of neglect against the travel firm. The attack was the deadliest on britons since the 7thjuly 2005 london bombings. Joining us now are olivia leathley, who was on holiday in tunisia at the time of the attack and simon calder, the independents travel editor. Good morning to you both. Thank you very much forjoining us. Simon, just talk a little about the next steps because it seems that the families and olivia can talk about this ina families and olivia can talk about this in a moment are going to try to ta ke this in a moment are going to try to take the travel company to court. They certainly are. Now, as you mentioned, the finding of neglect was rejected by the coroner. However, that was a very, very close legal argument and in the context of a Coroners Court a finding of neglect is specific and he said legally it couldnt work, that doesnt mean there has not been negligence and as the families said yesterday outside the high court, they will be taking legal action against tui who they believe, effectively put their loved ones in harms way. Of course, the coroner himself is writing a detailed report which is going to be published at the end of this month and ab ta says, we will see if there are any learnings from the industry. Anybody who has gone through the six harrowing weeks of the inquests will have thought there is so much weve discovered about the travel industry and so much that needs to be changed. I have got a quote here, the coroner described the Tunisian Police at best shambolic and at worst cowardly. You have spond about how it affected you. Does that resonate with you when you think back to the way the security acted definitely. I didnt find out about the fact that there was an Armed Police Unit less than three minutes away until yesterday. I think that was a away until yesterday. I think that was a really big shock for, you know, the families of the victims and you know, us survivors and you know i wholeheartedly agree with the coroner. We put our faith in the police, in the armed forces to be there and to protect us and they didnt. Simon, you talk about the lessons being learnt. What is the most important thing, do you think . Well, i think, we heard earlier that terribly sad interview with two of the relatives of the victims including Suzanne Evans who lost her father, her brother and older son the beach that terrible day. She said, she couldnt think of anything positive that could come from it, but i would say even from this awful tragedy, there has to be lessons learnt. The most important one is actually we as Holiday Makers have to be more engaged with the destination. We need to understand culturally whats going on. We need, of course, to be aware of the security situation and take advice from the foreign office. But also, the travel industry absolutely has to do more. I have here the crib sheet that thompsons sent out after the Museum Massacre which was three months before the sousse massacre in which itjust says, business as usual. If you booked a holiday with usual. If you booked a holiday with us and usual. If you booked a holiday with us and i believe that you had done that, you want to change your destination or cancel the holiday, normal financial penalties will apply. Olivia coffey you were aware of where you were going, but did security come across as an issue when you are booking a holiday . Did you ever discuss with a travel agent, was it a concern of yours . No. We spoke to our families about it and they said there has been a lot of civil unrest after the previous attack, and we thought because we were previous attack, and we thought because we were so previous attack, and we thought because we were so far away, you know, we were right away from everything, were on the coast. And ina everything, were on the coast. And in a resort. Yes, that is why we we nt in a resort. Yes, that is why we went all inclusive, we thought we dont have to wander anywhere else. It will all be ok. And i was hoping that from the inquests, there would bea that from the inquests, there would be a lot more readily available information into what is actually happening in places like tunisia and for instant egypt and turkey. Just briefly, simon, any kind of legal action, it will all take a long time, and also be quite painful, i guess, for people to have to go through it again. They have enjoyed two years of sheer horror and that will im afraid continue, but it is really important they have endured. Despite these awful tragedies we have been hearing about, it is really important to bearin about, it is really important to bear in mind thats only peoples livelihoods depend on toes in tunisia, and keep the bigger risks in perspective, and you are far more likely to suffer as a result of Road Accident or an accident in water than you are as a result of terrorism. Olivia, would you ever go back . Me and mike really want to, because the first five days were absolutely incredible. The hotel staff were amazing. We were really happy with thomson, they got us on a flight happy with thomson, they got us on a flight home that night, they reimbursed ourentire flight home that night, they reimbursed our entire holiday, even though we said it is not a problem, and we would like to go back, for the hotel, and to get some closure. Thank you very much, really interesting to talk to you. We have a statement from tui. Who say they have played a full and active role throughout the process of the inquests and wanted to understand the specific circumstances surrounding these tragic events. They say, as an industry they have adapted and we will need to continue to do so. Coming up on the programme today. President donald trump has promised a renewal of the American Spirit in his first speech to congress. Drivers caught using a phone within two years of passing their test will have their licence revoked, under new rules in england, scotland and wales. If you have been watching for a while this morning, you will know my favourite part of the programme is this. I thought it was going to be carol laughter it is obviously carol, but this and carol together, it has been such a stunning view. The weather is lovely there, what about everywhere else . It is gorgeous at loch lomond, it is called mind you, and of course it is said david stay, so our weather watchers have been sending us in pictures of daffodils. This is in port talbot. Play macro what we have today are a gathering of wintry showers across, a Weather Front coming in across the south of england, bringing in some rain that will continue to move north and east through the course of the day. The risk of ice on untreated surfaces first thing this morning but for many of us a fine start to the day, and afine many of us a fine start to the day, and a fine day generally with some sunshine. Across the north of scotland, we hang on to the showers on and off through the day. Equally we will hang on to the sunshine as well in between the showers, and away from the showers temperature is up away from the showers temperature is up to about six celsius and stop not a bad afternoon in Northern Ireland but the temperature building from the south. One or two showers across Northern England but outside, there will be a loss of sunshine as we pushed down towards the midlands and east anglia and also north wales. The south wales and Southern England, the rain coming in courtesy of the Weather Front, although later on they will brighten up across the a rts on they will brighten up across the arts of silly and cornwall. However, having said that, later on too the wind will strengthen and will be a feature of the weather, particularly overnight, and we will have rain and snow too. So the focus on the wind, by around tea time we are starting to blow a gale across south west england, that will transfer across southern counties to wales, the midlands, in the east anglia. Inland, gusts of 50 to 60 mph, around the coast about 60 to 70 mph. That can bring down small trees, branches and can move dave reay and will make tricky travelling conditions if you are in a light or high sided vehicle, because as well as the strong winds, the band of rain continuing to move northwards, and as it engages with cold air across north wales, the north midlands, parts of Northern England, we will see some snow, particularly in the hills but also to lower levels for a time. As we move further north from that band of rain and snow, it is drier but there will bea and snow, it is drier but there will be a risk of frost and also ice. Tomorrow morning we start off still with gales very first thing, but they will subside through the morning. They will still be a windy day but for much of Southern England and wales, a fine day with increasing amounts of cloud at times. Some showers too across Northern Ireland, someone true showers across scotland, and then a band of rain pushing in, bringing rain to Northern Ireland and across north wales. Still a bit nippy in the north, that bit milder as we pushed down towards the south. For friday, our next area of low pressure is just waiting friday, our next area of low pressure isjust waiting in friday, our next area of low pressure is just waiting in the wings to come our way and that too will bring some further spells of rain across england and wales, but further north at the moment it looks like it will stay that bit drier and brighter. The lions share of the sunshine will be across scotland, here we have highs of seven to about 11. Ican here we have highs of seven to about 11. I can only apologise to everyone for my very bad welsh pronunciation saying at saint david stay. Seeing someone using their mobile phone while they are driving has become a common sight. As of today, those that do, might want to think again. Thats because they now face tougher punishments. The fine in england, scotland and wales is doubling from today up to £200. With six points on a licence instead of three. New drivers with less than two years on the road face losing their licence if they are caught sending a text. According to the latest figures, 22 people were killed and 99 were seriously injured in accidents on britains roads in 2015 where a motorist using a mobile was a factor. David jamieson is the police and crime commissioner for the West Midlands and a former road safety minister. Hejoins us from our birmingham newsroom. Thank you for coming on and talking to us about this. We have had a huge response from our viewers as well, as many people are saying they welcome these measures, they are saying it is not go far enough. What are your thoughts on that . saying it is not go far enough. What are your thoughts on that . I welcome the measure, i welcome the tougher financing increase in points. I as a transport minister brought in this band back in 2003 and im glad to see its toughened up. This banned. If you dont have the enforcement or the ability to enforcement or the ability to enforce it, it is ineffective. My force and other forces around the country, my force have lost 2000 officers in the last seven years. That means the blue line is thinner, and the capacity for officers to enforce this is more and more difficult. So i have written, last yeari difficult. So i have written, last year i wrote to the secretary of state for sport, asking that the fines from people using web phones while striving, if that can be recycled back to the local Police Forces like mine, and we can use it forces like mine, and we can use it for the enforcement. So then instead of the taxpayer having to pay for enforcement of this particular measure, it is the offender who pays instead. Listening to what you have just said, is it most pointless making these changes if it is unenforceable because of a lack of resources . Unenforceable because of a lack of resources . This is the point i made to Chris Grayling last year, that although i very much welcomed the measures he was taking, i said to him there is the problem of enforcement. And the level of enforcement. And the level of enforcement we are able to do at the moment is nowhere near that which the public expects. And i am not calling the new public money, what i am saying is let the people who are offending, the people who are breaking the law, let them pay for some of the enforcement of this law. So bring those fines back to the Police Forces, so we can put more officers on the road to keep us safe. On a slightly different issue, resources is one side of this, it but you said at the time when he brought in those measures back in 2003 you are doing that to make the roads safer for us all. Why do you think the messages on getting through . Firstly, the roads are safer. People are still using their phones more than ever before. I know society has changed but people are using them in their cars more. The roads are safer, we have halved the number of people who die in our roads of the last 15 years, so they are safer. What has happened is that more people now have Mobile Phones than they had back in 2003, but there are also many other Electronic Devices people can use, and our officers a few months ago actually found a heavy goods Vehicle Driver watching the television on the dashboard of his lorry. I am glad to say he is no longer on the road and no longer has a license, so there are more devices around than used to be. But i come back to this point, it is the enforcement and having the capacity for our fleece forces to enforce the law and i think i want the offender to part from that. Lot of people have contacted us say what comey do in a car, can they use their phone as a sat nav . If they are looking at the phone or handling it, they should not be doing it at all. Any device or anything that distracts you you should not be using. A sat nav is just one thing in the car way you can glance your eyes that but people should not even be making calls of any sort, even from a hands free phone. They should not be making those calls. So i would say just not be making those calls. So i would sayjust dont use these devices. Of course you can have a sat nav where you occasionally look at it and you can hear a message coming at you but that is very different from handling a phone. David jamieson, good to talk to you this morning, thank you. Still to come this morning, protecting scotlands National Parks or damaging campers rights . We are at the lovely loch lomond, more stunning views for you shortly. Good morning. It was a cold and icy start across northern parts of the uk. Weve got this weather system starting to push in from the south and the west coming into the cold air. That could produce some snow. In between the showers in the north as is often the case with showers, you will see sunshine as well. Quite a good deal of it today. It isa a good deal of it today. It is a decent enough start further south, but already weve got the patchy rain into the south west and that will push cloud and rain northwards and the rain will turn heavier. So you can see the cloud increasing across wales, Southern England, across the midlands and into the afternoon and pushing towards Northern Ireland. As it hits the cold air we could see snow over the hills if not at lower levels. This is the mild air, howeverfor most of us, despite sunshine, a killy day, but the risk of snow heightens as we go through this evening and overnight as the rain band increases in intensity. Gales or se gear Gale Force Winds. Gusts up or se gear Gale Force Winds. Gusts up to 70mph. That could cause issues. Further north, that issue with snow, wales, Northern England, the midlands and Northern Ireland, possibly at lower levels in the heavier bursts. It will be an icy night for the central and northern parts of the uk, but an improving picture tomorrow. The winds ease and a weak Weather Front, it weakens rapidly through thursday, but we have an intensification of the rain and possibly hill snow later for parts of wales and Northern Ireland. Still a chilly day as you can see. Only sevens and eights. Friday, another area of low pressure winds itself to give southern parts of the uk more wet and windy weather. This is business live from bbc news with rachel home and sally bundock. Making america wait again. President donald trump delivers a toned down address to congress, with lacklustre detail about his plans for tax and economic reform. Live from london, thats our top story on wednesday, 1st march. It was a highly anticipated speech, but Donald Trumps first address to congress lacked direction. The president gave little detail about his plans for economic reform
