What we are talking about this morning is the energy price cap. A quick reminder on what it is because we are going to getan on what it is because we are going to get an announcement at 7am from the Energy Regulator saying how this will change. At the beginning of last year, theresa may introduced a cap on how much Energy Suppliers could charge us. That was designed to crack down on what the government said were rip off energy prices, especially from the six Biggest Energy firms. What that carpet does is limit how much people can charge based on the default tariff, based on an average household using an average amount of energy. It doesnt mean you can leave the power on all day and pay the same. The cap is set twice a year by the Energy Regulator ofgem and is often determined on the wholesale prize on the market price for gas elleker city. It doesnt apply if you switch to a fixed deal or shop around. It is likely that there will be much cheaper, its just that default tariff, the one you get stuck on if you do not move or cannot move to a cheaper deal. So, that affects about 11 million households across the country, so those are the ones that are in line for a bit of a saving when we get that announcement this morning. It is ourjust about half of all households, and they include rodney, who has been telling us he is on rodney, who has been telling us he isona rodney, who has been telling us he is on a standard variable tariff. |j just had to stick with my Energy Tariff because it is the lowest one they offer at the moment unless they extended to include other services. There are different names tariffs with other companies, but its very difficult when you get them, because you do not know, it doesnt tell you the unit rate. You could say this. You cant, in terms of what i paid the moment, its not likely to make a lot of difference. £37 . £3 a month . I suppose its £3, a beer, but thats all he has his priorities right, rodney. It may not sound like a huge amount, but all that adds up and it is as rodney was saying, notoriously difficult to work out exactly what you are paying. It seems extremely likely that especially for homes that have had to work from home or be at home for whatever reason more than they used to, that energy usage and households will have increased. We dont know the full extent of all of that but it does mean its likely bills will go up. This is really important to consider with the price cap, because the price cap works on unit prices for every unit of electricity and gas. So with your usage stays the same, what we will see from ofgem is a like for like cut, but if you have been using more at the same time, it is possible that will offset it. So ben, the question is, how is the cap going to help further . Yeah, like we heard there, it all sounds like it is not a lot of money, but if you add it allup, a lot of money, but if you add it all up, what we heard was ofgem that households add £1 billion because of that cap last year by regulating how much the big energy firms can charge us much the big energy firms can charge us for those standard default tariffs. Remember, of course, as we all say, youre probably better off if you shop around and switch. Get a fixed deal, something you are a bit happier with, you know what you are paying for every month and chances are that will be significantly cheaper. There are a lot of people who dont want to, a lot of people who dont want to, a lot of people who can switch. So they are the ones who can switch. So they are the ones who will be affected cannot switch, we are expecting a cut of about £85, and we will get the details of that at 7am, and just after that i will speak to the boss of ofgem to talk about some of the implications for all of us. There are some patients who really like it and like not having to sit in the waiting room, but some people miss the old ways and some doctors, dare i say, we also miss having that face to face conversation. We are evolving into a system where people get a phone call and then work out fairly quickly whether you need to meet someone fairly quickly whether you need to meet someone face fairly quickly whether you need to meet someone face to face and get a bonor meet someone face to face and get a b on or arrange it. So it is working. Get ppe on. B on or arrange it. So it is working. Get ppe on. Even if it isa working. Get ppe on. Even if it is a zoom consultation, you still need to be on time and people need to turn up, dont they . Things dont change. Yes, we have been spending time trying to get hold of people on the phone whether they are busy and things. So you have to change some things. But this can change how you perceive how you are feeling and how much you are drinking, that can all have an impact. With social distancing we need to make sure even if we are not going out and about we need to keep social distance. I see some people are struggling when they have face coverings with the heat, and that is another thing to take into account. You still need to cover up and keep all the precautions in place to stop yourself getting and spreading coronavirus. So sometimes people think i willjust go to the supermarket a bit later when it is good and i can manage having my mask on my face. There are all of these little considerations people need to ta ke little considerations people need to take into account. Tell us about the heatin take into account. Tell us about the heat in relation to covid, it may mouse wearing becomes a little bit more difficult or claustrophobic mask wearing. People are saying various things about whether heat has relation to how covid can trans from person to person transfer from. One of the theories people haveis from. I dare say you have been looking with interest both as a clinician but also as a person about local lockdowns. It would appear to be something we would have to get used to, as there are little clusters across the uk, and medical professionals and authorities across the country will be across that. |j think the country will be across that. think the thinking now as we can manage things a bit better by doing local lockdowns, so is in an area we getan local lockdowns, so is in an area we get an idea that the cases are increasing so if we are in an area, we can ask people to lockdown and they are stricter about who they are meeting and where they are meeting people. And the use the test and trace, whether that is working well, that depends on people being in contact with people with coronavirus, they need to get a test and make sure whether they are clear. I think we will have to get used to that. It can happen really quickly. You can go to bed and everything is fine and you wake up and everything is different. I think some of that will be about i think some of that staying on top of what is changing locally and what is happening and what you need to do differently now. It also follows a similar decision that was taken further south in the republic of ireland where the Irish Government there also decided earlier this week to push back the date for allowing bars and pubs that dont serve food to reopen. What they have told us this morning is that price cap will be cut by £84, bringing it to its lowest level ever since it was introduced to £1042. It doesnt mean you can leave all your gas and electricity on and only pay that, this is based on an average household using an average amount of energy and your bills should be £1042 and no more. That is what the regulator is telling us this morning. They have also cut the price you will pay if youre on a prepayment plan, we know there are 4 million households around those, so there are implications there lets speak to ofgem now. Lets speak to the boss of the Energy Regulator ofgem. Jonathan brearleyjoins me now. Another cut taking it to its lowest level. He will benefit from this . Certainly those on standard variable, bog standard tariffs, the default if you do not shop around . Yes, that is correct. Thats around 15 million households, so a huge number of people will benefit from this. And that is around £84 lower thanit this. And that is around £84 lower than it is at the moment, and that is also coming in in october, which is also coming in in october, which isa is also coming in in october, which is a great sign for customers. And what the price cap does today. And what were saying is we know costs have come down because the wholesale price has come down, were making sure you as customers benefit through your bills. Is there anything to stop the energy firms are simply raising prices on Everything Else . So, as you have analysed them here, you are limiting how much they can charge us on those standard tariffs, limiting how much they are able to bill us. Whats to stop them from putting up the prices for Everything Else . This is the whole bill. So this covers everything they pay for, there are network charges, contributions policy and indeed, those wholesale prices. One of the really interesting things about this price cap, many people feared that the competitive part of the market would actually become more extensive, that is not the case. We see a very, very competitive part of the market where you can get the best deal possible, but the price cap protects those people who do not want to shop around. You touched on it at the beginning. A lot more people spending a lot more time at home potentially over the winter, many more people working from home. Give mea more people working from home. Give me a sense of what you can do to protect them . As we said, this only applies to those on standard tariffs, but you doing any work to protect those in other tariffs . There is a huge number of things were doing, particularly in response to the financial situation households face following the covid 19 crisis. The price cap does affect 15 million households, taking £1 billion out of the Energy Market and putting it into the pockets of customers about equally were very cognizant of families facing financial hardship, that is why we introduce these measures a month ago that requires supplies to treat them fairly, to make sure if you are getting into trouble with your energy bill, you will be put on an affordable repayment plan, and customers should be making sure providers should be making sure you can have that management plans. Basically, theres a lot of Construction Companies, architects, interior designs that offer their help for free. They are contacting people over social media, over connections. They are coming down to see the houses, to see how much damage is there and how to try to help. There is also a lot of the nations from lebanese abroad, coming to the lebanese, especially for Construction Companies to be able to rebuild the buildings. And then of course the issue of medical supplies as well, getting them out to people quickly and hospitals that have been severely damaged. Yes, three of the main hospitals in lebanon are located near the explosion. They we re located near the explosion. They were not fortunately destroyed. A lot of medical supplies were destroyed. At the part of the reason a huge warehouse of medical supplies and it was totally destroyed. A Record Number of migrants crossed the channel by boat yesterday, and several more have been spotted this morning. Our reporter simonjones is on a boat on the English Channel this morning. He sent us this report half an hour ago. We have been out on the channel since about four oclock this morning and as soon as it got light, we spotted an object in the distance. It turned out to be this guide. We think there are about 17 people on board. Two of them are women, one of them pregnant. There area number of women, one of them pregnant. There are a number of children as well. They told us they were from iraq and simply wanted to get to the uk. At the moment they are wearing lifejackets, most of them, and although the boat is overloaded, it does seem to be secured. We have been asked by the coastguard to follow this boat to make sure it does not come into any problems in the shipping lane, the busiest shipping lane into the world. They are dealing with other incidents, a couple of inflatables and also a cardiac has been reported this morning. Yesterday was the busiest of record for channel crossing by boat by migrants. Also a cardiac kayak. Our government is saying the french need to improve because a lot of people are getting through. On a day like today, perfect conditions for trying to get across the channel. It is extremely calm, it is warm and it is clear it is going to bea warm and it is clear it is going to be a really busy day for the Emergency Services. You are right and they are right to say hardship lies ahead, the numbers they set out paint a picture that is obviously not one that any chancellor would like to see. That is why we have taken significant action most recently with our plan forjobs, iam here in action most recently with our plan forjobs, i am here in scotland to see that in action today, where we have put in place measures to support, create and protectjobs across the united kingdom. All those new extraordinary measures we are taking and businesses have put in place to make their processes covid secure for us to return, combined with great local work on the ground from local authorities working with our test, track and trace procedures to stamp out problems early, that is how we will deal with this. We created the kick start scheme which will launch shortly, its a government subsidised job, that pays at least the National Living wage at 25 hours a week with good training alongside that, that will help a generation of young people get into the labour market. We also significantly increase the incentives, cash incentives, for the nurses to take on apprenticeships, £2000 to take on a young apprentice, £1500 to take on on an apprentice over the age of 25. There is a significant incentives we think will stimulate more apprenticeships. We think thats a great way for people to earn and learn at the same time. You know those initiatives have worked in the past, so were doing them again now but a bigger scale. And more generous given the situation we face. Those are a couple of examples for your view is that we do see this and take it seriously. We do know it is going to be many people whose jobs are at risk and that is why we have taken the unprecedented action we have to protect as many of those jobs as possible, things like the jobs as possible, things like the job Retention Bonus, but also if you measures like kickstart or apprenticeship incentives due drive newjobs in the future. apprenticeship incentives due drive newjobs in the future. I would like to ask you some specifics about some schemes in place already, the eat out to help out scheme, do you have evidence it is working . There are concerns people have gone out monday, tuesday and wednesday and spent money, but what they are doing now, and nandos was already reporting this, they were not there last night and wont be in the future. People are choosing the cheaper nights to go out. Well, you know, its very early days. We have only had a few days of this scheme and broadly the reaction seems to be very positive and reports im getting is that lots of restaurants are being booked and fall and are reporting Record Numbers of bookings, especially early in the week. And that is catalysing, we also know, extra activity when people are out and about. We are seeing some early signs of footfall on high streets and that is good for the economy overall. This is a novel initiative, i think, the economy overall. This is a novel initiative, ithink, you know, no bones about that. We are dealing with an unprecedented situation where we have essentially told people to stand home, we have shut down his businesses for three months and have lost the habit or feel anxious about returning to the things we took for granted, like seeing friends and family at the restau ra nt. Seeing friends and family at the restaurant. This is something that hopefully catches attention and will nudge people into doing that. And why are we doing it . Its because we ca re why are we doing it . Its because we care about the 2 Million People that work in this industry. Their disproportionately young people on lower wages and we want to protect as many of those jobs as possible. We can only do that if the industry is vibrant, and people are obviously feeling some sense of anxiety, but hopefully whether through this initiative or others, to go out and have a meal and see it is safe to do that. Because these restaurants have made an enormous effort to make their premise premises safe environments, you are ordering online, there are screens, tables are spaced, all of these things give people confidence it is safe to go out and enjoy a meal and we can protect as many of those 2 million jobs as possible. You and scott and of course, aberdeen right now is subject to a local lockdown situation you are in scotland, of course. Some 75 people were contacted in connection with an outbreak link to a pub. So, if you are linked to people contact trace, you get a phone call saying you have beenin you get a phone call saying you have been in contact with someone and you should not isolate for a fortnight. This local lockdown is likely to occur in more scenarios as we are already seeing . We have already put in place, charlie, significant measures to support peoples incomes when isolating. We changed how most of our benefits work and how most of our benefits work and how statutory sick pay works, so it is all eligible from day one and cove rs is all eligible from day one and covers those who are isolating. And we made other improvements, generosity is in strengthening is to our safety net to make sure that support is more accessible and more generous, and particularly covers those who are isolating in the circumstances you described. Yes, we are seeing an increasing number of cases in preston recently and there is a National Review that happens every week and we are expecting something today from the government and from Public Health england about what the situation is going to be in preston but we are not waiting to be told. We have already activated plans and making more tests available for preston and asking people to avoid social contact as much as possible inside houses and restaurants. We expect the Central Government department will also do their part in protecting the people of preston. How does that work, in terms of who is getting tested because there are more tests available and when and how more frequently . Nationally, the guidance is, if youre having symptoms you book a test and in areas with higher number of cases, what were doing here, not only people with symptoms but also the contacts even though they may have no symptoms. We are asking people to come forward to get tested so we can find the virus hiding in close contact and stop the transmission. How many more people you think will be tested and how effective will it be tested and how effective will it be in understanding the rate and increase in numbers . We expect the testing rate to actually go up and thatis testing rate to actually go up and that is our experience in other parts of east lancashire where we acted earlier with more people coming forward for tests and actually in the first two or three weeks we expect the cases to go up because we will find all cases and after that we expect things to settle down, particularly looking to the percentage of people is around 396, the percentage of people is around 3 , expecting that to slightly increase and then go down to 2 and the national average. The incident is around 34100000 and we expect that to go up and then go down to meet the national average. What is the time scale . We spotted this boat after daylight and we went up close and it was clear they were women and children on board and we followed the boat as it headed towards the white cliffs of dover but then it broke down. The problem with the engine. People started to grow but that did not seem started to grow but that did not seem to be making any progress. They we re seem to be making any progress. They were shutting over to us to alert the Emergency Services because they could not get a signal onto the phone but Emergency Services already knew where they were and were heading in that direction. They have been picked up by this borderforce boat. They will undergo processing and initial health check and given a mask because of the coronavirus situation and ultimately they will be escorted around the country. Ultimately probably claim asylum. We do and we have fairly clear and concise messaging for people to visit the coast and indeed any beach around the uk. The message starts with protect your family, follow safety advice, save lives. If you are heading to the coast take some basic precautions. Check the time of the tide, its possible if you are exploring you can get cut off in many locations around the uk. Check what the weather is doing, if you are not totally confident in your confidence in the water stay within your death, dont venture too far. Reduce risk, help us to help avoid placing an unnecessary burden on already stretched Emergency Services. We heard recently about a ten year old boy who followed advice he saw in a bbc programme and you help to draw up that advice and it saved his life, didnt it, he survived for an hour at sea so what was the advice . Incredible story and he did so well to remember what he learnt and survive for that length of time, he is one of a series of people that weve heard from that have followed the same advice and lived to tell the tale. The advice is if you find yourself unexpectedly in water, lean on the back, fight the instinct to swim hard and thrash around, spread your arms and legs, bit of gentle paddling and wait for help to arrive. We are going to be hearing from that young boy, what happened to him. For other people who maybe want to go in with their inflatable, is that a good idea . Especially this year we are urging people not to use an inflatable around the coast, they are not designed for the coastal and sea environment. Every year they generate are lifeguards and crews a huge volume of incidents all the way around the coast. Lifeguards responded to some five and a half thousand separate incidents around the coast of the uk just over the holiday period last year. A large proportion of those were related to the use of inflatables. Interesting, the use of inflatables. Interesting, the hot weather, so tempting to go running into the sea but you really have to think carefully before you do that. Guy and rick, thank you both. Well, one little boy who knows all too well how tips like this can save your life, is 10 year old ravi saini. After being swept out to sea in scarborough during last weeks hot weather, ravi survived for more than an hour, using a floating technique he learnt on tv. Well chat to him and his dad in just a moment, but first lets take a look at what happened. Reunited with the lifeboat crew who saved his life. And a gift for his extraordinary bravery. Ravi was enjoying a day out at scarborough beach. He went for a swim with his dad but they got separated. And ravi was pulled away by a strong current. He was dragged half a mile away to the other side of the bay, making him very difficult to find. Luckily, he knew exactly what to do. Hed watched the bbc documentary, saving lives at sea, and remembered the float to live technique. But if theyjust float. He spent almost an hour floating in the water until the crew could find him. Although it was the hottest day of the year so far, the lifeboat crew say the water was only around 10 degrees. He was obviously very cold and scared, and you know, i reassured him. It takes a special type of person to actually pluck up that courage and remember what he learnt. I mean, its an inspiration to us all. It was very strong, when it went around my neck in the water, i lost control and i was unable to get to ravi. I came out of the water and asked for help. I got help from the rescue team. Then i informed the rescue team and they will do a very quick response. After that, a couple of minutes, they found ravi, the officer got the phone message, he said we found something. On that, i am phone message, he said we found something. On that, lam not phone message, he said we found something. On that, i am not sure. That must have been such a relief. Ravi, you are the man at this point in time, lots of people will see what you did on that day in what could be quite traumatic circumstances. You dont actually know whether there is about coming to you, what was the time he realised that rescue was there and with you . It was a long time after. I think when you finally got to the rescue hot and you were taken in, you were given some oxygen, is that correct, and how long did it take you to recover because she went on to hospital . Each of the men will be focusing on key areas they say need to change. Forjermaine, its the criminal Justice System and the way black men are treated by the police. Me and lee, we were on a moped. Lees qualified, got the insurance, everything, but we were on the moped with our t shirts on and the hoodie version to this t shirt, we got pulled over. We just. You just looked suspicious. What do you mean, you looked suspicious . Did you run the plates . No. You just pulled us over. You saw two black guys on the moped, yeah, two black men, fathers, on a moped and you think were up to no good, and that happened the other day. Chris will be focusing on mental health. He worked in the corporate sector, but says he wasnt treated the same as his white colleagues. He had a breakdown at the end of last year and left. Theres a saying, sometimes you need to go through hell to get to heaven and my hell was going through the experience of not feeling valued. So one of my purposes now is to also connect with people who are going through that similar self doubt, who are going through anxiety, depression within the black community because theres still a long way to go, but were on the right tracks now. An investigation is underway into the devastating explosion in beirut which killed at least 137 people and injured around 5,000 others. International aid has been arriving in the city to help support the people who have been made homeless. We can speak now tojeremy smith, from the british red cross. Thank you for your time this morning. Tell me what are you facing at this moment in terms of what you need to do right now . At the moment, what we are facing is an unprecedented humanitarian disaster in beirut. The scale of the need is mind boggling. We have had team in the zone one affected area, where the zone one affected area, where the blast destroyed and badly damaged a residential area surrounding the port and they have been handing out food packets, water and supporting people with hygiene kits, including disinfecting materials and masks. Because this obviously happened during a spite of covid 19 cases in lebanon and we have been handing out shelter kits including tarpaulins, bits of wood and anything that can support people to make their house at least somewhat habitable. The Lebanese Red Cross has supported people through emergency accommodation and we have set up accommodation for 1000 people, people who have nowhere else to go and we are also providing emergency medical support for those who need it and also secondary medical we have set up first aid stations near the port and in parts of the city, supporting people who need secondary support for stitches being redone for other kind of medical needs. The medical needs are massive and we are supporting with blood, replenishing the stocks that we re blood, replenishing the stocks that were lost. And helping people get the medical care that they need. Of course, medicine is important and people need to eat as well and there are food sources that have been affected as well through the explosion . Thats right, a lot of the wheat reserves were destroyed in the wheat reserves were destroyed in the explosion when the port was destroyed. Food scarcity is a high risk, at the moment, facing the country. Lebanese red cross, who will be supporting people with Food Security and food distributions and food assessment is happening today of zone one and zone two areas, to see what the ongoing food needs will be while people are busy concentrating and taking care of their loved ones and concentrating on rebuilding their houses and cleaning up their businesses and getting their lives back on their feet. I mean, this awfulthing has happened to a city and a country that was already struggling economically, financially, and people were already feeling the pain of that. And, of course, the covid crisis, as well. In terms of social distancing, in terms of how life has been affected, can any of that and any of those restrictions still be in place . I was in the affected areas yesterday and it felt like eve ryo ne areas yesterday and it felt like everyone in lebanon has swarmed down to beirut to pitch in and help, armies of volunteers are everywhere, sweeping up glass and debris and that was in incredibly close proximity to each other. People are Wearing Masks everywhere and people are trying, but at the moment, it is are trying, but at the moment, it is a situation of need. The red cross have been supporting with testing and distribution of personal Protection Equipment and trying to support hospitals and maintain covid capacity. It is an incredibly difficult challenge to manage both these needs at the same time. Throughout the Programme Today weve been following one boat during its journey. Our reporter simonjones is on the channel now simon, tell us whats happened. What more has happened . Early this morning, we were seeing you around 6am with a boat behind you, with children inside and a family inside, as well . Its been quite an eye opening morning. We set out at around 4am and shortly after the sun rose. We spotted a blip in the sea and we went close what it might be and it was a boat carrying around 17 migrants. Greece is visited by about 2. 5 million tourists every year and they have a population of about 10 million spread across many islands, creeks, lesbos, roads and catalonia to name a few, popular with brits but in zante town and across all of greece, restrictions have been placed on nightlife including huge music festivals, and one due to take place this evening and all weekend, that has been dramatically scaled back. 4000. August in greece is normally the biggest month for summer holidays, but in zante, where visitor numbers are normally in excess of 250,000 tourists, bookings are down by 80 . All we want is to stay open. Its nice when people come on holiday and see everything open, not closed, not only one shop, but most of the places open. And all we want is for our government to give us a bit of help. Cut down a bit of taxes and make it easy payments for us, so we can stay open until the end of the season and welcome our new tourists for next year.
