>> there is a disconnect which is leading to some of that confusion among the officials. as we have seen, he has been somewhat combative when it comes to the intelligence community's findings, even mocking the assessment as we saw on twitter. that has been going on for months. behind the scenes privately it's a different story i'm told by officials. donald trump is very polite, professional, deferential and he will ask questions, but not what you might expect based on what you see playing out publicly. there is a difference there and the hope is, anderson, after the briefing on friday between trump and the leaders of the intelligence community that relations will improve. >> appreciate the update. one note on the commitment he made to share the inside knowledge he said he had on the hacking today at the latest. today came and went and new word he intends to take on the intelligence community in ways that go beyond rhetoric. he restructures and pears back intelligence and have the cia as well. thanks so much for being with us. this restructuring the office of the director of national intelligence and the cia, what are you learning? >> sure. the director of national intelligence was established after the terrorist attacks. it is a way to get intelligence agencies like the cia to share more information so there were more surprises. a lot of republicans and the top national security adviser are suspicious of dni and believe it is spun in a way to make democrats feel better about what they are getting. he was at the defense intelligence agency and pushed out in 2014 by the director. now flynn is in the driver's seat and able to push this proposal that would pair back and take a lot of power away from washington and make it more of an analysis and put more power back into the cia's hands. >> you also write about the organization of the cia and less people at the headquarters where their analytical branch is and others on the field. trying to get more people out into the field. >> that's right. there is a lot of bullies in the trump organization that people at these headquarters are mory is ce is -- more susceptible. whether they are out in the field or mideast or elsewhere. the risk there is that decentralized communities, maybe they miss things and it's hard to get the balance right, but the trump folks. >> those are covert positions and director of operations. that's different than the branch back in langley. if they are talking about more people out in the field, they are talking about covert operations and that requires that people back in the united states supporting them and also requires a lot more perhaps contractors in the field protecting them. >> that's right. you are talking about raw intelligence and not as many analysts in washington deciphering what that means. you have to look what happened over the past month. the trump folks are upset at the way this news came out about the assessment that the hacking operation last year by the russians was done in a way to help trump win. they feel like that's political and undermines his winning the white house. it doesn't make it look like he won fair and square. they are resisting deeply. we wonder what the tweets are about and why does he hammer on and promote putin on twitter? this is what it's coming to. once he is inaugurated, this is going to start rolling january 20th. >> i appreciate your reporting. plenty to talk about tonight. the security analysts and former long time russian operations officer steve hall. the former white house political director and a trump supporter. let me start with you. you were an officer in the field. what do you make of the idea of more officers in the field and fewer analysts and others? >> like everything with trump, i agree with him. there are too many people back at langlangley. you have to restore the operations. i know some of the people advising the trump transition team and they are absolutely right and guarantee me there will be a blood bath at the cia and dni. frankly i think this is a side show to citing somebody like assange, a mouth piece of russian intelligence or taking the word of vladimir putin whether he hacked or not. i find this extraordinary that trump would side with the russians in any sense or russian influence. it's the twilight zone. another thing, this is not a war against the cia. most of this information about the hacking is coming out of national security agency and they have gotten into fiber optics and the meta data and the russian code and assange going on about a 14-year-old being able to hack the desk is nonsense. this is very sophisticated code that has been established by both the fbi -- >> there was according to the report in the "new york times" about how this happened. there was a lot of missteps along the way by the dnc. they got the call from the fbi and they were not sure it was the agent calling them. it seemed like a ludicrous cast of characters who didn't understand the impact of this early on. >> they no clue how vulnerable they were. the obama administration should have done something about this early on. we should have seen this before. right away. they are after us. it had nothing to do with who was elected president. we have to start dealing with the facts. besides julian assange or putin and taking their word is like the twilight zone. >> the potential restructuring, do you think it is a side show and a big deal to what bob was saying with julian assange and the presidency and lack of faith in intelligence community. >> i have to agree completely with bob about julian assange. he is a fugitive from justice and he doesn't have to face rape charges in sweden. he got all the members in the intelligence community saying one thing and maybe there is a plan there. with regard to reorganization, let's not forget he embarked on organization about two years ago. the modernization plan did have morale issues in the agency. now you are looking at president-elect coming in and saying we need to go through that process all over again. reorganization, there is a personnel price to pay. i do agree with bob. nobody is going to disagree that more people in the field, more operatives, that's a good thing. there is important analytical stuff that goes on and especially before you set foot in the oval office for your national security team in place. before you can see close up what's going on. it's sort of a strange way to go about it. >> what do you make as a trump supporter of donald trump siding with julian assange as someone he previously said should get a death sentence? >> he is the outsider. he is the executive. some of this is meant to stir his troops to better performance. i honestly don't know. i listened to the assange interviews that sean hannity had with him and he is adamant that ru russians were not involved. i don't know. having been in government whether it's the central intelligence agency or the director of national intelligence or housing and urban development or the justice department, these organizations can get very, very out of date and out of date quickly. very ideological in a sense. when you have a president come in and particularly this one who is an executive's executive, he is going to want and demand from his employees and the federal government that they produce. clearly that's what he is about. you will see this in other areas as well. >> to jeff's point, is this a way to push the intelligence community and people who will be reporting to him to work harder and scrub on the intelligence and rethink assumptions or does it kill morale? >> it was interesting as a member of congress was leaving and he said the president made it clear he would keep lending his voice even as a private citizen. one of the things president obama said was that he envied them. they will be on the field as he would fighting for this when he leaves office. the white house backed away from him getting involved at least publicly. they said he will try to do what past former presidents have done and back away. they said that the president believes it's time for others to take the lead. it's time for fresh blood as they put it. he is not going engage on a regular basis, although they wouldn't rule out him feeling like he wants to lend his voice. i guess it will be on a case by case basis. they made it sound like he will try to stay out of the fray, but not rule out him jumping in from time to time. >> o appreciate it. thanks and back with you. saying that democrats are to try to make americans own whatever the ramifications are. >> that makes sense. this is the first chance for republicans to show how they will lead now. they have control of the power in washington and they want to do this for a long time. they passed bills to repeal dozens of times and think everybody said what are you going to reflays with? they said the dog caught the car and don't know what to do with it. they don't have any idea about this repeal and delay. they will repeal it and sort of kick the can down the field in four years and give them time to come up with a replacement. >> it does seem they would have to have something to replace it. >> you suggest there is like 18 million insurance customers and they will probably weigh in. the swamp has not been drained. they are donors and they have friends. they will make a few phone calls. my expectation is they will have a big round of finger-pointing and positioning and we will see renaming of things. they will say it's new and different and rebrand it and the compromise that will let everybody move forward other than impose ka taft officer onny. >> donald trump during the campaign and the coverage on preexisting conditions. he wants to keep the coverage and people as they are older up to 26 years old can stay on their parents's insurance. there is not a lot of details. >> i engine will -- you have the finger forward and backwards. they know it will be back. i don't have any doubt and embrace it. i don't think president obama imagined this will be called obamacare and this would be a bad thing. i think i may have said i have been stopped by people. this was their gripe. a man had a stroke and had to deal with obamacare and he was furious. the decision has been made to replace it. the trump administration should be bold and go out and take the credit and change it. >> a lot of people like obamacare and there are problems with it and it needs to be fixed, but it's inibcredible fo the republicans to not have a plan. to tell the democrats you don't know what you are doing and not have any plan. >> i don't think that's true. we just don't know it. >> that's ridiculous with all due respect. that's what you say when you are insulting someone. throughout the whole campaign, we heard their band playing. they have been on capitol hill trying to take it away with nothing to replace it. donald trump promised i think it was the 60 minutes interview that nothing would be repealed. people need not worry until there was something to replace it with. his vice president is saying a totally different message. this is not about politics. it's what should be happening. that's not a joke. that laugh is about the problem we have. what should be happening now is republican and democrats should be listening to americans. find out what works and what doesn't and together write a plan to fix it. what we are seeing now is pivots to don't own it. people are sick and that gets it. >> this election was a mandate on whether or not obamacare works, donald trump did win the election. >> but he won the election that pains me to say, but it is a fact. i will say we will repeal obamacare and replace it. now he said we will repeal it and hang on rk, there will be something maybe tomorrow. >> do they need to replace it immediately? >> he never exhibited racial behavior. if you look at mr. hebert, he provided false testimony through two committees during the hearing if you look at the real transcript, he had to sup limit his testimony to admit he lied in that confirmation hearing. >> you are saying categorically that sessions is being smeared should. >> that's exactly right. no doubt in my mind that senator sessions is being smeared. if you look at the transcripts and you look at the testimony hebert provided, he came back and said i'm sorry, i lied in that confirmation hearing. >> how do you think about what he said personally? >> a couple of things here. you hear often people who exhibit racist behavior like i have black friends that does not negate institutional or systemic racism. i don't know if jeff sessions is racist or not, but i know he acknowledged perhaps saying that the naacp was communist or unamerican that worked to protect not only the rights of black people, but all people since 1909. i don't know if he is racist, but a deputy u.s. attorney who worked under him said he called him boy and told him to watch how he talked to white folks. i don't know if he is racist, but i know he worked fraudulently to prosecute an organizer who worked with dr. king and two other activists for voting fraud. the same year he stood before the committee for that nominations. i don't know if he is a bigot, but he worked against immigrants and he supports building a wall. i'm not done, william. i'm almost done. i don't know if he is i bigot, but he said horrible things about the lgbtq community and opposed them. >> and politically he doesn't agree with you. >> i'm not talking about politics. i'm talking about human decency. you don't call a grown black man boy. >> she doesn't know about decency. she doesn't know jeff sessions. never spent 30 seconds with him. i know jeff sessions well. to sit around and say i person you never met and don't know and you never talked to is a racist is inappropriate. >> let me ask you, william. when did you hear me say -- yes, i have met jeff sessions. >> you have not spent 10 minutes with him. >> william, let me help you. even though we are both attorneys, you missed what i said. what i said repeatedly is i don't know if jeff sessions is a racist. i don't know if he is a bigot. i gave you the fruit. i know one thing. we know a tree by the fruit it bears. i don't know if he is racist or not. >> you don't like jeff sessions. >> let her respond. >> you don't like his policies and that's your big problem. the american people like the policies jeff sessions has come up with. that's why he has been reelected and the american people said we stand with jeff sessions. >> the american people have not said that. >> voters have voted. >> in alabama. >> to be their senator for many, many years. he put himself in the public arena. >> but we have people who vote in the south that don't stand where i stand on voting rights. jeff sessions had the opportunity to work to ensure it was easier for people to vote and he -- >> how did he vote on the voting rights act. he voted for. where were you at? >> reporter: anderson, i just got off the phone with police. with a few more disturbing details. the victim in this particular case was targeted because he has a mental health challenge. they described him as someone who was very tender. while it took some police work, they said, they were able to find the offender, four people in custody. according to police, officers were patrolling on the westside of chicago when they saw a man that was disoriented and traumatized. the officers sent him to the hospital actually, anderson. then there was a battery call that came in. police officers respond to that. they were able to link the evidence from this battery call to this disoriented man and then there you have it. video on social media that was able to fill in the picture. before we show you this video, we should warn you that it is very disturbing. take a look. >> yeah, grab that be [ bleeped ]. >> gee. boy. >> why you do this. >> ain't no blood on the blade.
