Window set to last four hours. They said it does not apply to areas where their soldiers have been operating. Announcement came on the heels of the deaths of 19 people when a shell hit a u. N. School where palestinian families had taken revenue. Some 1283 people in gaza are now confirmed dead, deaths on the israeli side stands at 56. The israeli spokesman joins us. We want to talk about this humanitarian window. We understand that there was supposed to be an hour left in this window of opportunity to sort of get some people out. Some supplies in. Already weve witnessed and her and seen several explosions just in the past few minute. It sounds as though this ceasefire is over. Well, the truth is we announced earlier today a humanitarian ceasefire. We did that in coordination with the United Nations at their request. The trouble is hamas rejected it and then continued to shoot. And a ceasefire means not just israel ceasefire. A ceasefire means that hamas must ceasefire too and if rockets continue to be shot at our cities and so forth, of course, that means the ceasefire has become null and void and so we have restarted operations, but the reason that we didnt last the full four hours was hamas who said openly and publicly that said we reject this ceasefire. Its a pity. I want to ask you about what happened last 24 hours. The u. N. School hit. The palestinians, United Nations say it was from israeli troops, it was israeli munitions that hit this. 19 people are dead, including children. Does israel need to be doing more to protect children and civilians in gaza . This incident is a tragedy and its shocking. No one wants to see innocent civilians caught in the crossfire between us and hamas. Let me be clear about that. We are making a targeted effort. But the question that has to be asked why has a u. N. Facility been turn into a combat zone and the answer is clear, hamas has had a deliberate policy of abusing u. N. Facilities, not that mark regev says so. I can be seen in new york and all the delegates at United Nations can see this. You have a consistent pattern of behavior to abuse u. N. Neutrality. On said day, we had an israeli soldier who was shot dead by fire that was from immediately adjacent to from a u. N. Facility. They were using that fill as a human shield. If there is fighting going on and around u. N. Facilities, its because hamas has decided its open season on the u. N. We will press the palestinian official later in this show about these weapons that have been found by u. N. Officials at their compounds, but the fact remains, sir, that you have warned gaza civilians, people in gaza to leave their homes, to find safety and one of places they find safety is at these u. N. Fimts so again can you do more to make sure these facilities remain safe havens for these people . Well, first of all, we dont target civilians and we dont target u. N. Facilities. Let me be very clear about that. So are you just a bad shot . Is the Israeli Military is just a bad shot because this has happened numerous times, sir . First of all. It hasnt numerous times and its not clear what happened today. Obviously, in a difficult combat situation, when people are shooting at you and we know there was a fire fight in the immediate area of the facility, we dont know if it was our munitions, we dont know if it was palestinian munitions that caused this tragedy. Yesterday, you had a palestinian rocket that was fired at israel, fell short and landed in a hospital and all hamas blamed israel for another atrocity until we released documentary evidence that showed that it was hamas rocket. We cant rule out the fact that it was also palestinian fire here but of course there are people in gaza that can control the message because as you know theres no freedom of speech in gaza. Blame israel, blame israel. We dont know what happened at the school. Were looking into it. I can say unequivocally, we do not target civilians. Chile, and other countries have pull their ambassadors from tel aviv. What is your reaction to this reaction from around the globe . I think its incomprehensible. You have israel thats acting to protect its citizens. On the other side you have a Brutal Terrorist Organization hamas which is committed to the destruction of israel, that says every israeli civilian is a legitimate target in its war of terror, that says the only solution to the conflict is the elimination of my country, violent jihad and they are hoot shooting rockets at the israeli civilian population and at the same time they are adopting tactic, turk turning gaza citizens into human shields, deliberately indangering them. Its clear the responsible for the conflict and ongoing tragedy fall clearly on hamas. Do you anticipate offering another temporary ceasefire any time within the next day . Do you think this will expire without any extension in 50 minutes from now . Can i be clear . Since this conflict has started, we first of all agreed to a total and complete ceasefire when two weeks ago we already accepted the Egyptian Initiative for a comprehensive ceasefire for a total and complete ceasefire, a proposal that was supported by egypt, by the United Nations, arab league, by the United States. Its hamas has reject that. In the interim we have aagreed to a whole host of ceasefires for humanitarian purposes. Weve accepted those as we did today and as we saw today in every case, either hamas violates or rejects these humanitarian ceasefires. So israel will continue to be willing for humanitarian ceasefires but we have to see what hamas is willing, because up until now they are quite willing to see the people of gaza suffer on the agenda of their very radical extreme agenda. Thank you so much for being with us. Mark regev, joining us from israel today. Were going to the palestinian point of view on this crisis. We will ask about these missiles that were found at a u. N. Facility. Israel wants hamas tunnel destroyed. We will ask what it will take to get rid of them. Were going to ask the founder of the Palestinian National initiative in a few moments are from now. So weve mentioned several explosions in gaza in scbrus the past few minutes, already putting at risk this temporary ceasefire. Our john vas was live on the air when it began. Lets start with that unilateral its over. As you can tell. What we have right now is smoke which is coming from an earlier air strike in downtown gaza city. Thats a gas station, a petro station which was hit according to palestinian officials. What that other target was hit at this point we dont know, but clearly that humanitarian window is now closed. It was meant to be open for another hour and a half, but obviously the israelis said it did come with a provision that if hamas continued to fire those rockets, if israeli troops were in fact end darged in in i weigh then they would respond. As you can tell, they are now responding to that to those hamas rockets which to be fair have continued to fire from gaza. Just over here. This building over here which has just been hit. Right now, our team in gaza is taking cover. As soon as they are safe, well go back there for a live report. This conflict certainly continues. Rockets continue to fly out of gaza during this ceasefire. The hope is these ceasefires, even temporary would lead to a longer discussion about a more longer lasting one. If this temporary one wont last, it makes me wonder how hopeful we can see any cessation of the fighting. Wolf blitzer goes inside these tunnels. Such a crucial issue. Interestingly amid all of the fighting in gaza, a new poll reveals that most israelis do not want a ceasefire. What will it take to end the violence . Well discuss. She inspires you. Just moments ago, live on our air we saw just how fragile this humanitarian ceasefire was in the middle east as we saw our john voss in the midst of doing a live report on cnn, see explosions happen right behind him. He joins us now to give us an idea. We obviously know that you guys had to take some shelter. How are things now . What are you seeing from your Vantage Point . Well, michaela, it certainly seems as if the israelis may just may be making up for lost time during that temporary humanitarian ceasefire. There has been another air strike just behind me in the distance, you may be able to see some smoke and were also getting some information about casualties caused by these air strikes. One over here and david you can pan over to my left and you can see the smoke which is still pillowing from the billowing from the downtown area and were being told by palestinian official that 15 people have been in fact been killed by an israeli air strike there, including quite possibly a journalist who has been covering this conflict as well. As you can see the smoke there continues to rise over that neighborhood. These areas have in fact been told by the israelis, they drop pamphlets telling residents to get out of these areas, get to safety one of the big problems weve had especially over night, even the areas that are meant to be safe turn out not to be. We saw a u. N. School was hit. It was sheltering about 3,000 people. It happened 4 30 in the morning. The u. N. Says it was hit by an israeli tank shell. Maybe as many as 40 israeli tank shells, leaving possibly 20 people dead. Israelis said they have no fact that it was the israelis who did it. They warned them several times. They were sheltering thousands of people who were moving away from their homes because the conflict here in gaza. The idf has started an investigation into the incident. They say their preliminary findings at this point say that their soldiers did in fact come under mortar fire from militants who are firing from the facility of that u. N. Run school and they returned fire but a full investigation is still under way. Our john vause in gaza. Over the last four hours, he made clear that the rockets flying out of gaza into israel never stopped. Those rockets one of the things that israel is trying to take out in gaza. One of the main issue is these tunnels. These tunnels running from gaza under the border. Israel says these tunnels are used by hamas to smuggle in weapons and launch attacks into israel. Our wolf blitzer had an opportunity to go under ground and see one of the insides of these tunnels himself. He joins us now. Its such a Sticking Point for israelis. They dont want to stop until these tunnels are obliterated. Give us a sense what it was like inside of these. If you are claustrophic, you dont want to be in there. You cant stand up. Its secure. Sophisticated. Im going to show our vours what it was like inside. The israelis say they discovered 31 of them so far. They have destroyed 15. They dont know how many more there maybe going from gaza into israel. They are continuing their operation. Right now, they are searching for the tunnels what their big fear is hamas militants go through your tunnels through those tunnels, kill some israelis, capture a soldier, bring a soldier back. Kidnapped a soldier. But look the tunnels have been part of the gaza operation for a long time. Most of those tunnels were originally built between gaza and egypt. They were designed for smuggling, products or whatever, but weapons as well. Products, weapons coming into gaza from egypt through the sign sinai. These tunnels have been around for a while but the israelis are really focusing on them now and they say thats one of their top priorities. If not their number one priority right now. Wolf, you say they have been around for a while yet we get the impression here that the Israeli Military is surprised by the number and the effect i have effectiveness of these tunnels. Why has it taken so long to destroy the ones they have found . They have only destroyed 15 out of 31. Whats the hold up . They are very secure. Very rigid in term of the concrete that was placed there. I had a chance to walk through those tunnels. Apparently its not that easy. What they do, they destroyed the entrances and the exits, if they can. So its a massive operation. It takes a while and as one of the israeli officers, when i was out there said to me, you dont know what you dont know. So you basically dont know how many there are right now. So its a big operation for the israelis, and i think you are right. They were surprised how extensive the Tunnel Network was, how secure they were, what was going on. I think they had a sense that there were these tunnels but i dont think they knew exactly how many or how extensive it was so its a big deal for them. A really fascinating look, helping us to understand, and weve appreciated having you on the ground, wolf, giving us context, perk, and giving us a different view of what is going on there. Thank so much for that. Thank you. On the ground and in fact under the ground as well. Literally. Wolf blitzer going the extra mile here. We did bring you the israeli point of view on this conflict. Next up the palestinian point of view on the voil in gaza violence in gaza. I want to welcome back our viewers of the United States and around the world as the attack and the counterattacks in israel and gaza do continue or they begin anew. We should say, after israel had declared a fourhour ceasefire. There were rockets that came out of gaza during that whole fourhour period and the israelis clearly just began striking back in gaza just behind our reporters there. We want to get the palestinian perspective on the situation right now. I want to bring in mousustafa b kbxt udi. Thank you for joining us. During this fourhour time period there continues to be rocket fire from gaza into israel. This follows a day when the Palestinian Authority called on both sides, hamas and israel to begin a ceasefire and hamas refused. Do you think that hamas is missing an opportunity here to stop the fighting . Unfortunately, your statement, sir, is full of wrong narrative, and thats the problem with the world media these days because israel narrative is overwhelming everybody with wrong information. First of all, there was a ceasefire for four hours declared by israel and violated by israel and Israel Attacked a market and killed 15 people and injured about 100. Before that, Israel Attacked a school protected un and this is the sixth school that Israel Attack and killed a number of people. What we see here are mass kers. This is not a war between hamas and israel. Its not a war of israel on hamas. Its a war of israel on the sillian population. Thats why 1,310 people have been kill among palestinians. Mostly civilians. 90 of women and children and 7,200 people are injured. On the israeli side, its merely Israeli Soldiers that are killed who are invading gaza. So in my opinion, it is a total disproportionality here. Israel is using this against the civilian population. There is no justification for these massacres are happening inside gaza. By the way, i am part of the groups of the talks. Hams has agreed on the ceasefire. It was israel who reject the efforts for a 24hour ceasefire. It was mr. Netanyahu who said he didnt want a ceasefire and wanted to continue his operation. We do recognize the fact that there have been far more casualties on the pal palestinian side. Our frusks is when frustration is when both sides the ceasefire, they did it, they did it, they did it, at some point somebody has to blink. At what point do you think there will be a calm or do you believe there wont be that when a real work toward a ceasefire can happen . Its very simple. Let the United Nations Security Council meet and issue a declaration and impose a ceasefire. And th we asked for that in the beginning of this conflict would have saved more than 1300 lives if this ha happened. It was the United States that rejected that offer, prevented the Security Council from taking that resolution on israels order. That is the problem. Israel thinks that it is a military solution to every political problem. The problem here is that the Israeli Military occupation of palestinian land. The problem here is that israel insists to maintain a system of apartheid and discrimination against palestinians and without resolving that, we cannot have peace. We have tried talked for 21 years, what weve gotten more selings settlements and more illegal actions. It feels totally we feel ourself to go to the International Criminal court very soon because we cannot live with these massacres against our civilian population. Doctor, and again, i think its probably fruitless to get into a discussion who violated which ceasefire request when. Lets leave that aside for a moment. I want to ask you you mentioned the u. N. Facility that israel perhaps hit killing 19 people. We pressed an israeli official on that a few minutes ago. I want to ask about another u. N. Facility right now because the United Nations says that they found munitions stored in a United Nations School Inside gaza, whether they were hamas weapons or Islamic Jihad weapons, there were weapons there, rockets. Do you think that that is a violation of International Law and do you approve of hamas perhaps keeping these weapons in these facilities . Of course not. Thats a mistake and it should not have happened. Thats a violation but that does not provide any justification for killing people inside shelters. You see the whole sector of gaza is only 140 square miles. The israeli army has declared half of it unsafe zones and everybody who dares to go there will be sheled at. Imagine a situation where the people of brooklyn will be told you have to evacuate your homes within two hours, otherwise you will be sheled. Thats exactly what happened to many palestinian neighborhoods so far. That left the whole population of gaza of 1. 8 Million People with only 70 squareles miles where they are clustered. Many of them are clustered in these sheltered schools and then the israeli army comes and bombarding these schools. Its very clear, these are massacres and its time to stop them. This will create hate. This will create demand for revenge. This is not good for israel or palestine. This is criminal. Its driving everybody into a terrible situation that should be stopped immediately, and the world must interfere and say enough is enough. Occupying has to end. Racism has to end and peace must prevail. We thank you for joining us on the air today to talk about the palestinian side. Joining us from the pal national initiative. Its interesting. You and i both sit here and ask the questions of both sides and neither side is happy and we get accused of being fed the wrong information from the opposite side. Its such an impasse that were at. Patrick sawyer was one stop away from heading many home to minnesota and celebrating his daughters birthday but you never made it. He collapsed after getting off a plane in nigeria. He died five days later. The First American killed by the ebola virus in what furbles are now calling the worst outbreak ever. His plane started in liberia. He reportedly started showing symptoms on the plane. She said he may have unknowingly cause the disease taking care of his sister. He was visiting his sister. She was ill and he helped care for her, and so he contracted it that way. They didnt know it was ebola because ebola displays other symptoms, like malaria symptoms, so they thought she may have malaria. Had he known, he would have definitely taken better precautions. United kingdom has called the virus a very serious threat to that country. High level british official convene earlier today to discuss the threat. The world health organize says at least 672 people have died already from ebola. The disease is spread across three african countries, guinea, sierra leone and liberia. Dr. Sanjay gupta joins us. Lets talk about this. Because i know the concern about Patrick Sawyer is that its a different scenario than dr. Kenneth brantley. He sensed that evan well. He isolated himself. Patrick sawyer, i dont think, had a sense that he was ill at all. He got on a plane. Thats the concern there because he could have exposed other passengers. Yeah. I think that you are absolutely right, and you know, whether he was completely healthy even when he got on that first flight, he took three separate flights to get to nigeria, whether he was completely healthy or not or was starting to feel sick, we dont know at this point whether a screening test, taking his temperature would have caught him and prevented him from getting on the flight. We dont know. But you are absolutely right now it become a question of trying to track those other passengers which is no small task. Finding them. Alerting them and what they would do is simply monitor their temperature for 21 days. If you dont develop a fever within 21 days, you are likely in the clear, but you are absolutely right. It just highlights how challenging it is where people are moving around internationally. In the headline here its tragic and its also alarming. As you say its a plane filled with people, but you have been pointing out theres a difference between infectious and contagious. Yeah. I think this is a really important point. I think when people think of viral diseases you think of Something Like the flu, something getting into the air and possibly infecting lots of people around you. Ebola doesnt behave that way. Its not airborne. It is something that is spread through bodily fluids and its when the person is very sick themselves. So they are typically in bed. They are not up Walking Around and shaking peoples hands. So its not contagious in that sense. The flip side is that its highly infectious and what that means is a very small am of virus in that body fluid can actually cause someone to get infected. It doesnt make much. People panic when they talk about airplanes, how this could spread throughout the world. We see u. K. Official already taking steps to plan ahead. If it comes to the United States, are we better prepared to deal with this . Will it ask us . And is there a concern annive of an outbreak here . I think theres no question were better prepared in the United States. A typically a lot of where ebola originates is in much smaller remote villages where they dont have any resources at all and they gradually bring in more and more resources from the World Health Organization to combat that. In the United States, you would have much more better resources. You would be able to isolate someone. Provide fluids to the person. They would have a better chance of surviving and not turning into a outbreak. It is likely that someone will arrive in the United States that has ebola. I mean, thats the world in which we live, but i think its unlikely that will become an outbreak, that other people will get sick as a result. So bad news but potentially something thats containable as well. I think that first part of that will scare a lot of people sanjay, the second part that should reassure them is its not something that will get out of control. Getting to the crash site of flight 17 right now might be more of a quest than a mission. Investigators denied access for a fourth straight day because of heavy fighting in the region and now reports from ukrainian officials of a new danger they claim that rebels have bobby trapped the crash area with land mines. Its almost too much to bear. When you think about these families looking for closure. I want to talk about this with our military analyst, rick francona. Its crazy to think about this first of all. Lets talk about the capability, what kind of weaponry could potentially be in the hands of the separatists that, you know, you have to know who you are fighting against and what they are fieging you with. They have lowend equipment. Its mostly the same stuff the ukrainians have. Nothing that where they can really project power. Ukrainians have that but not the separatists. Yesterday, you know, we wreck broke the report that the ukrainians are using these short range Ballistic Missiles against the rebels. This is in ukrainian territory. Tell me about these missiles. How accurate are they . How usual or unusual is it to see in these close quarters civil wars type of conflicts . This is the ss 81. It goes a short range. Goes about 50 miles. A thousand pound warhead. Its a lot of damage in a concentrated area. The kill zone is about 1,000 feet apart. Its supposed to be used against troop for medications. What we are seeing them in syria in syrian cities. Its a good weapon. Its accurate and the ukrainians feel this is a good weapon to stop the separatists. Can you get them out in the open . Lets talk about the bobby traps as we came to you. Look, they are dealing with rebels. They are dealing with different factions. You talk about that a whole lot. Ukrainian forces are up against a bifurcated group of people with varying degrees of organization and manpower, et cetera. Bobby traps, thats dirty pool. They are using land mines. All you have to do is put a sign up that says land mines and youve denied that area. Its an area denial weapon. Its saying we dont want you in this crash site. Its very effective. Because they are both trying to control this area, whoever controls it first puts this down, lays a mine field, puts up a sign, and you own that territory for a long period of time. It speaks to me that this investigation is so incredibly hampered. Not even talking about the fighting and what have you. Im talking about the investigation of what happened to this airplane. I think we know what happened to the airplane but getting the evidence to prove it is another thing and it appears that the rebels do not want anybody in there to get their hands on that physical evidence because its going to point to them. Can i ask one quick question about the buk Missile System that everyone thinks shot down mh 17 . Youve seen what it can do. What if Something Like this falls into the wrong hands . Have you heard any hopes for for a ceasefire. . Both sides have decided they need to fight this out. The gazans hamas knows that once they stop fighting its going to be very difficult to rearm because they usually get rearmed through the egyptian smugled in through the egyptian side, the egyptians are no longer their friends and on the israeli side, they need to get those tunnels, they need to depleat that rocket inventory. Israels fourhour ceasefire in gaza is set to expire under ten minutes from now. Already though weve heard explosions across gaza city. Most of israels Jewish Population does not want a ceasefire with hamas, not yet at least. This is according to a new poll. It shows about 87 of jewish israelis say it is not time to accept a ceasefire because hamas continues firing missiles on israel and not all the hamas tunnels have been found yet. Our sara sidner is near the israel gaza border. Reporter we know from israeli jews weve been talking to theres a great deal of support to keep going, for israel to keep pounding gaza until hamas is put down. I do want to give you an idea whats happened just after the ceasefire here on the israeli gaza border. That over my right shoulder is gaza. Weve been seeing a few plumes of smoke. The sirens went off about 15 minutes after the ceasefire was called. A mortar came over the border. This is what people have to do when they hear the sounds of the sirens, they have to get behind something that can try and protect them. This blast wall here has been put in place for drivers, for example, who are trying to find a safe place to go. There is also this, what would be a bus stop, but it is also made so it can be a shelter in case of fire coming over from gaza. At this hour, president obama accused of starting a new cold war. A russian lawmaker saying it will be the president s contribution to history. Clearly, the kremlin is not happy with the new round of sanctions from the u. S. And its european allies targeting russian oil companies, banks, some of the pals, if you will, of russias president. Christopher hill has served as u. S. Ambassador to iraq, south korea and poland. Hes author of new book called outpost, life on the front lines of american diplomacy. Diplomacy is something we can use here. Thank you so much. Im curious what your thinking of the sanctions and what kind of effects you think theyre going to have substantive effect theyre going to have on russia. The concern about the ripple effects it could have on europe. I think the Obama Administration has done well to stay close to the europeans. And that hasnt been possible until recently. And i think the shootdown of this malaysian airliner has been a bit of a game changer. So the u. S. Is still out ahead of the europeans but the europeans have also moved with the sanctions package of their own. I think overall this does have a chance of having people around putin say, vladimir, i think youve made your point, and i think maybe we ought to pull back a little from what were up to in ukraine. So you serve in a lot of posts all around the world. You sort of having different Vantage Points. How do you think he will respond to this pressure . Is he the kind of guy who will crack when his friends, as you say, hey, vladimir, its time to give up . He may not seem like that kind of guy to a lot of people. Well, he needs those friends. So i think the key question is whether were reaching the people around him. I think sanctioning some five out of six russian banks will take its toll. But overall, sanctions have a very mixed track record because you have pea liople like putin tend to be unwilling to come to the table when theyre threatened with sanctions. I think these people, crony, if you will, are probably going to get a little nervous about this and maybe getting that message to putin. Israel, gaza, we saw a ceasefire, humanitarian ceasefire essentially broken, not official, but in action. What can be done, sir, in your estimation, to keep from these sides breaking ceasefires . Yeah, ceasefires that are not connected to a forward Peace Process have a track record of being broken very quickly. Now, clearly, they need an ongoing Peace Process. Theyre unable to get it. Meanwhile, a lot of people being killed every day. So i understand the focus on a ceasefire. But in the absence of a followon process, its going to be tough. I think what secretary kerrys been trying to do is have some humanitarian, you know, just a few hours and that kind of ceasefire might give momentum to a further process. But right now, its very tough. One gets the sense this was not at all teed up for the secretary of state when he went to the region. That is, he went to the region to try to tee up his own peace deal and thats a tall order for anybody and you have to admire someone who goes into the middle of this without any real sense of how it can really come out. Its a tall order especially when both sides seem to prefer the fight right now than any chance at peace. Ambassador hill, thank you. Thats it for us. Thanks for joining us. Im mikaela pereira. And im john berman. Legal view starts right now. A fourhour conditional ceasefire set to expire right now in gaza. Though it may never really have started. Israel authorized the humanitarian window but did not let up on air strikes. And hamas kept the rockets firing. All this as gazas infrastructure continues to collapse. Also, the worst ebola epidemic in history. Claims its First American victim. The virus is still sweeping west africa and may make its way here to the u. S. Though our experts say it is
