It is spreading east. Hundreds of rescues last night in lake charles, louisiana. Today, on the 12th anniversary of hurricane katrina, new orleans is under a flash flood warning. Im going straight to cnns scott mclean in houston who spent the night with flood victims under an overpass. What can you tell us, scott . Reporter pam, we are under a highway overpass right now. This is sort of a staging area for lots of firstry responders and private citizens who showed up. Im get out of the way so my photographer can zoom in and show you what we are looking at here. You can see in the distance, there are house that is are quite far away from the road. This, as i understand is one of few entryway points into the neighborhood which extends one mile or several miles inland and there are houses that are under water back there. There are houses that are not under water, but hard to get to. You can see some of the boats going in and coming out with people as well. Theres boats, jet skis. Some people have rafts and dinghies and things like that. This was a very active scene last night in the overnight hours. I spoke to people who came from mississippi with a fishing boat. They arrived and started pulling people out at 6 00. They worked until 4 00 in the morning, got about four hours of sleep and we saw them head back into the neighborhood to pull people out. There were some people they simply could not get to yesterday because of darkness or time. In some cases, these areas are tricky to get to. So, i want to introduce you to donald randall. Donalds motherinlaw, your motherinlaw is stranded out there, is that right . Yes, sir. Yes, she is. She stays four miles inland. The problem is, theres high water to low water. Its very difficult for the boats to get in. Then you have to have an opportunity or avenue for them to get back deeper in there. We are worried about her. She is elderly, 74 years old, diabetic. We want to make sure she has enough medicine to last. Right now, shes working on 24 hours without power. The last thing we want is something to happen and no one get to her. Me and my wife, her daughter, have been down here since yesterday trying to figure something out. Its tough right now. Reporter her house is dry, theres just no way to get in or out . Correct. The water is up to the driveway on her town home. No way to get into there comfortably without multiple options to move her out of there. Reporter how long has she been trying to get out and how long have you been trying to get help . Since yesterday, about noonish. About noon yesterday, kind of figured out the water was getting bad. We worked this way. Not knowing how bad the side roads have been. We stay maybe four miles up the beltway heading north and our neighborhood is fine, you can get in and out. This is a very high flood area, so, they want to stick it out, didnt think it was going to get too bad. Hindsight, we wish we would have got her out saturday evening. Not knowing harvey was going to sit on us like this, thats tough. Reporter have you been able to talk to her on the phone . How is she feeling . Shes feeling good. She is calming down. Her daughter lives with her and shes calming her down more than vice versa. She understands the process. It takes time. So, shes very patient right now. Just hoping and praying that somebody shows up. Were hoping and praying the say. We understand its a process. Where she sits is a very tight neighborhood to get to and not necessarily easily accessible based on conditions. Reporter does she have power and water . Power, no. Bottled water, she has that. We are more worried about the medicine side especially when offices are going to be closed. Not knowing what the situation is on dosage, if she has enough to maintain for a few days. Reporter i understand you did speak to the coast guard and she is on their radar to get . Yes. She is on their high priority list. Once again, we dont know how deep that is. We understand theres a process to it. We have called multiple emergency services. They are working as best and fast as they can. We appreciate all the work they have done. Guys who yesterday helped us get almost close to her. Once we got there, the boats couldnt go any further. It was as hard deal to get right there with an opportunity and had to turn around because the water is not high enough, which is probably the craziest thing to say. Cant get there because the water is not high enough. We are going to keep praying and keep hoping for the best. Reporter well send our prayers as well. Pamela, we have been hearing this over and over again. You heard it from donald and i heard it from First Responders and private citizens with boats, part of the challenge is, its almost like a relay race to hand people off. At some points, the water is too shallow for boats so you need a high water vehicle and other places is too deep for a high water vehicle. People might take two or three boats or vehicles to get from their homes, a couple miles back to the underpass where they are taken to friends houses or local shelters. Sounds like a lodgist cal nightmare. Scott mclean, thank you for that. We expect houston officials to update us on the flood situation and the rescue efforts. As soon as that begins, we will take you there. Lets go to rosa florez where 10,000 evacuees are staying. What is the latest from there, rosa. Reporter i want to introduce you to isaac sandoval. He and his wife were rescued, but their family was separated. They have four children, ages 3, 7, 10 and 11. He was telling me about how they were rescued and the stress involved when your family has to be separated. He said they took the women first. Can you share with us how you were rescued . In advance, he said his english is broken, so hes asking for people to have a little kindness with him. Ill translate if you have any issue. Well, first thing i was rescue after six, seven hours when we started asking for help. When we got help, a boat, the people where we were living called friends and one of those friends came with a boat. But, they it was they trying to save children and women first. We had to be separate. Thats the stressful part on my heart because to see my kids and my wife going and not be sure they were going to be safe. After that, we have to wait eight more hours to be rescued. Reporter tell me about that wait . How difficult was it, not knowing if your children and wife are okay and knowing you havent been rescued . In that situation is real hard. My heart broken because its pretty hard to think that you cannot do anything for them. Its hard. Its hard. Reporter your wife was describing seeing people wanting to get on boats and not being able to get on those boats because the boats were already full. Share with us what that was like. Reporter when we got when we meet at the convention center, she told me what she saw on the way. One thing that i saw, too, later, when i went on the boat, it was a lot of people swimming, trying to save the kids. They try to reach a safe place. Its pretty hard. Its pretty hard. What she told me, too, families, you know, trying to get family in safe place, but they couldnt make it. So, they, they were they were swims in the water, they had to leave the family in the boat. Where is harvey . Where is the storm heading . The storm center of harvey is almost due south of galveston. Thats why ed lavandera is so bad. That is one of the new inner bands of the tropical storm. It is not gaining strength, but its gaining humidity and moisture and rainfall potential. Still raining in houston and new orleans and along the gulf coast. This is what the da radar is looking like. Minor flooding as far east as pensacola or mobile, alabama. Beaumont, you are the center of the bogey together. We talked about the reservoir situation going on in texas. Im going to take you through it again in case you werent with us. You have heard Buffalo Bayou for five days. Here it is. There are major reservoirs to the west of houston, built when houston had 250,000 people. Here they are right here. The Addicks Reservoir holding back billions of gallons of water. Back here, barker is holding back a lot of water. Eventually, the water spills out over the spillway control and into the Buffalo Bayou. We have been controlling this spill for days now, pushing the water out controlled. But that has all failed. Theres not enough water coming out and the reservoir has filled up. It has filled up and flooded all the neighborhoods on the well be right back here that have been built since 1930s when this reservoir was built. Get rid of this real quick and i will show you what else we want to talk about. Here is the reservoir, an earthen dam built on dirt, big piles of dirt. Above sea level here. On the north side we have 108 feet, ending right there. Thats where the water now, at 108. 3 is spilling over and into areas that have never seen flooding before because this barrier, this dam, this earthen dam has always been there. Now, its not failing. This is just how high its ever supposed to get. Even at this point in time, all of these neighborhoods are all full of water. Now, the water is finally spilling over here, going to be flooding different spots, different places and back into the Buffalo Bayou, uncontrolably, so rosa florez may see more water coming up in downtown houston because of this water has to go right through the city. That is certainly not good news for people there. Chad myers thank you for breaking it down for us. I want to go west of downtown houston. The river there is rising. We heard chad myers touch on this. The sheriff of the county joins me now by phone. Sheriff, thanks for coming on. Several neighborhoods in your county are under mandatory and voluntary evacuation orders. What is the situation. Caller that is correct. We have had an enormous amount of rain. We have evacuated more than 5,000 people from their homes. For the next 2448 hours, even 72 hours, we are extremely concerned about these water ways running through the county, exceeding their banks, then even further, exceeding the levees protecting the neighborhoods. I know, sheriff, you, yourself, have helped to carry some of these residents to higher ground. Tell us what you have been seeing. Caller i have access to an airboat. We are awaiting the arrival of President Trump and the first lady in texas. They are expected to touch down in Corpus Christi in an hour. They will see the widespread devastation firsthand. First, President Trumps stern warning to north korea, quote, all options are on the table. This is after the Missile Launch to japan and the fourth Missile Launched in four days. Ambassador, nikki haley says, enough is enough. No country should have missiles flying over them like those 130 Million People in japan. Its unacceptable. They have violates every single u. N. Security Council Resolution we have had. I think something serious has to happen. I think something serious has to happen. [ inaudible question ] we hope china and russia continue to work with us like they have in the past on north korea. I think enough is enough. Cnn correspondent Barbara Starr joins me now. What is the pentagon saying about the missile and the launch . Pamela, the u. N. Ambassador saying enough is enough, the president saying all options are on the table but here at the pentagon, i would say they are taking a very cautious approach to this because they have seen it before. Is there really a realistic military option that the president might engage in . It doesnt appear so. At least not right now. This missile, what they are tracking here at the pentagon is the fact when it launched out of north korea, it did fly over the northern japanese island, over hakaido and they woke up to warnings to take cover. Thats a serious matter. It was so high, the trajectory was so high, it didnt pose a threat to japanese territory, per se. It flew over japan and what to do about that because the north koreans will continue to engage in these provocations. A lot of language, the japanese leader, shinzo abe calling it grave and serious, the south koreans engaging in a show of force, practicing their bombing runs, but it comes back to the fundamental question, what would change kim jonguns mind, change his behavior and all the threats, rhetoric and possibilities of military action simply dont appear to be changing his mind. Pamela . Clearly, the recently passed u. N. Resolution did not change his z mind and the missile test continue. Barbara starr, thank you very much. I want to bring in former state Department John kirby, a retired admiral in the navy. I want to ask you, it seems we hear it time and time again that all options are on the table after north korea tests a missile. At what point do those words seem hollow or do they already seem hollow. Barbara starr is saying its rhetoric more than reality. When we say all options are on the table, we think military options. Thats what we gravitate to. Clearly, barbara points out, threats and bluster, those kinds of things arent changing the calculus of kim jongun. When i hear all options on the table, what i hope it means and the Administration Means is diplomacy is still an option, there are ways to work through it in a diplomatic, peaceful way to deal with the crisis. You have to remember, kim jongun thinks the United States is a threat to him and his regime. That is why he pursues this program. As long as we give him reason to believe that, hes going to continue to perfect his program. Im not saying we reduce military exercises or reduce or presence on the ground, but we need to look for opportunities to get on the table. Thats hard. Theres no reason for kim jongun to go back to the table. Clearly, the sanctions and military rhetoric is not working. You think diplomacy might be key here, the president of council on Foreign Relations tweeted this. He said, lets see here, the rest of assumption raises new questions here, increasing odds of u. S. Preventive strike. Do you agree the changes of a strike by the u. S. Have increased . I dont think it has to increase, pamela, i really dont. I hope thats not where the administration is leaning. I dont disagree with him when he talks rationality and deterrence. Thats one of the reasons why we havent seen the kind of positive outcomes we tried to seek through the various deterrence capabilities we put to the peninsula and the regime. Again, they view us as a threat. For kim jongun, this is about the United States. For us, its about the International Community increasing pressure. For him, its about us. Therefore, we have to take the lead in trying to find a diplomatic solution. I do not think this launch alone increases the likelihood of a preventive strike. I hope its not the way the administration is leaning. This should increase the sense of urgency to try to get them to the table and negotiate this capability down. As you probably recall, last week, rex tillerson, secretary of state said the Unsecurity Council sanctions were working and commended north korea for exercising restraint. Here is what the president said about that. And you see whats going on in north korea. All of a sudden, i dont know, who knows, but i can tell you what i said thats not strong enough. Some people said it was too strong. Its not strong enough. But, kim jongun, i respect the fact that i believe he is starting to respect us. I respect that fact. What do you think . Does the latest test show we misjudged him . Its a middle finger to the Charm Offensive in terms of trying to woo kim jongun and pat him on the head and say good boy when you havent reacted to anything in the past. Look, this isnt just about messaging, pamela. This is about capability. Every time he fires off a missile, whether its a Ballistic Missile or not, he learns. He perfects. He improves his program. This program to him is the ultimate insurance policy. Thats what he is doing. I agree, flying over japan like that, that clearly was a very clear, not veiled message to japan and our allies and partners in the region they pose a threat and the japanese should take it seriously. What is the impact of the levee breach . The water is coming over the top of the levee, it started an hour or hour and a half ago. It is a subdivision along the river. We have known for several days that the water was going to breach the levee, from the projections. Hopefully most of the people are gone from the subdivision. We went doortodoor two days ago, letting them know flooding was imminent. We hope most are out. We have assets on sight to assist with anybody that needs to head out and come to angleton, that is where we will be sheltering folks. They need to come out to highway 35 and head north toward angleton. What is your biggest concern now that this levee has been breached . Caller the biggest concern is the few folks that may have disregarded our warnings and we dont want anybody hurt. This is a significant event. We are going to see the worst of our flooding is still yet to come and i dont want to see anybody hurt or worse over the next several weeks that we have this event ongoing. Judge, are there enough resources, enough volunteers to help these people in that community . Caller in that community, yes. However, this event is going to be, as it continues to develop is going to be much wider spread than just this small community. We have the san bernard floodplain, the river floodplain that is going to be impacted today and ongoing as it has waters come out of the rivers and get through the community. Folks have, i believe a little bit of a misunderstanding that the flooding may be at its peak right now. River waters have not yet, most of these areas, we have had tremendous amounts of rainfall over the last three to four days with more rainfall today and tomorrow. Thats all the flooding thus far other than this flooding, this is river water. But we have the brazis river at the elevation it was last year and continuing to rise. The san bernard continues to rise. More rains are going to exasperate the situation. So, we need all folks that are in our mandatory evacuation areas that we put out 48 hours ago, hopefully few are left in these areas. Those that are left need to get out now. Clearly, you make the point that an already horrible situation could be worse in the coming hours or days. Caller it will be worse. Yes. Thank you very much, judge. I want to go to a pentagon briefing about the resources being gldeployed there. Almost 300 animals rescued. Not only the humans associated, but the pets as we continue to alleviate the pain and suffering that the citizens of texas are experiencing right now. I dont want to leave louisiana out of the equation as the storm continues to move across the gulf and potentially make what is called a third land fall. Louisiana is posturing capability. There are currently 400 airmen in the state of louisiana. The state continues to preposition equipment and material in advance of anticipated large flooding across especially the southwest portion of louisiana there. T the governor has not requested a gold status yet. The National Guard has in the event title ten forces will be needed. Louisiana will request a dual commander status as texas has already done. I would like to emphasize before we go to questions, this will be a longterm effort. You know, usually when the guard responds to hurricanetype events, we talk about the first 7296 hours with Life Sustaining takes place and then a recovery effort. Due to the nature of this storm across southwest texas for days and dumped record or historic levels of rain, our response to this hurricane has been very different than we looked at before and the planning associated with that had to be dim different because of the nature of it. As you look at the rainfall, 40 to 50 inches in certain areas there and then sustained flooding over a period of multiple days and weeks, as you talk response and recovery, our response is very sustained. In fact, its fazed in terms of how it comes in as areas become isolated and are in need of food, medical, Water Supplies or lift by boat or rotary out of that area. So, the planning for this, has been very different. Normally, we plan response for the first 72 hours, 96 hours, weather passes and we are in a recovery mode. We will be doing life saving and sustaining efforts for a longer period due to the nature of the storm. All the associated command and control structures as the department of defense looks at ramping up capability because the demand signal is not there immediate and draws off in the recovery phase. This will be sustained for d. O. D. Over time. Not only the National Guard, but title ten force, this will be a unity of effort over a sustained period by the entire department of defense in support of civil authorities to ensure we do all the life saving, Life Sustaining pieces, again, for periods of days, if not weeks before we are into the recovery mode. The planning associated with that, we have sent a large Planning Team to assist texas. You know, in terms of the National Capabilities so that texas is fully aware of everything that the department of defense postured under u. S. North com on the title ten side and the additional capabilities that come from surrounding states on the National Guard side to be able to add to that. Just to give you a round figure of numbers, we are looking at posturing just on the National Guard side, an additional 20,000 to 30,000 guardsmen that could be brought in. They are eveningineering capabl high profile vehicles and rotary. That is to finish the response phase, then go into the recovery phase. Like First Responders get tired, guardsmen will get tired and burn out. This has to be a phased approach and texas is planning for that phased approach, not only with the organic National Guard forces but forces that could be brought in from surrounding states and emergency contacts. Again, i would like to emphasize that our response to this hurricane has been different than anything we have experienced before and we expect it to be much longer in terms of the response phase and what we would normally see during a hurricane, just due to the nature of the storm, dumping historic, record amounts of rainfall in Southeast Texas and southwest louisiana. You mentioned general hamilton being dual commander, he reports to a governor, is that correct . And you mentioned he would have command of federal forces, if thats the right term, in addition to the National Guard. Are there already active duty federal forces participating . There are. Ill start with the last piece first, then back up into dual status commander, a brief explanation of that. United states Northern Command postured well over 1,000 active personnel in association with it. That was Major General james from the National Guard reiterating the harvey effort will be a long one, a longterm effort and pledged thousands of National Guards troops and military assets for the regions. Thousands of victims have been rescued from flood ravaged homes in texas. Countless others are stranded and 24 hours ago, this woman was one of them. She was trapped inside her home with ten other people. She was in the thick of a life threatening situation when i spoke with her yesterday. What is the feeling. You said 11 people trapped in this house, including children. How is everyone handling this right now . Caller we try to be calm, but i worry about the children. Thats our concern. As they say, like some people can come, three people oh, choose from here. Somebody is to come to this address. A whole street under water. A lot of people that need help. She joins me now for an update on her status. First off, leidys, break down what you have been through. We were texting back and forth saying you havent been rescued, then a moment saying we are all out. Tell us what you went through. Caller yes, we were concerned about the whole situation, about the kids in the house being trapped and unable to get out. They would have somebody who was around the area and rescued us. They happened to be at the house. A safe place where we at now with my kids and my family. Explain how you felt when you realized someone was finally there to get you all to safety. Caller i was so happy. Very happy to have the possibility to survive. To for me, it was, like, born again with my family. It was amazing. I am so appreciative for everyone and you guys. We were able to be rescued and out of the house. Tell us the story, if you would, about the rescue. How did that happen . Caller we saw with we share with all the people concerning about us. We see more boats coming in to our house but it was too many people there. It was a slow process. We were screaming for help, asking for help and help. We have babies, can you please help us. He was touched by that and came in to help us to get out with the babies. They came back and got the other half of the family. Otherwise, 11 people. I was going to say, thats a lot of people for one boat. Caller yes. Whats amazing here is, this is not the first time you have been through this. You were a victim of katrina. How do the two situations compare . Caller yes, it was a very dim different equation because we had mandatory evacuation in katrina. We did evacuate. Our house was on the second floor. In that moment, we were not trapped there. We were away from that. This time, it was we with were trapped inside the house. Its two different scenarios there. So, where are you now . Where are you now and the rest of your family . Caller yes. We are in the hotel on i45. It feels like a safe area. Its not flooding at all. My concern and also for those people who live in areas where just evacuate. Dont wait until the last minute. Just evacuate. Your life is very important. Okay. Its amazing to see these houses. Thank you very much. The houston mayor is speaking about the rescue efforts. Im going to delay employees returning to work now instead of wednesday, it will be thursday and we will take it day by day. I am asking city of houston employees of notices going out that working at these shelters will work as well. Im encouraging sitting employees, if they can. If they can get in, safely, working at the shelters will be very, very much appreciated. We need their assistance. But, in terms of returning to work, we will continue to operate with just essential personnel through tomorrow. We will we will plan, we are still planning on having our regular City Council Meeting tomorrow. That will take place but only essential personnel. With respect to shelters, at the brown now, we have expanded our capacity. Initially, the we capped it at 5,000. We have now gone beyond 9,000. We are looking for other shelter locations. In fact, we have identified a couple of other megashelters locations. Im not going to announce it at this time. That announcement will be forthcoming. I want they want to get set up first, then ill be meeting also with the county judge some time around 12 30. Well make a joint announcement with respect to an additional shelter. But, there are additional shelters that are going to be set up. The reality is, not only are we providi providing shelter for houstonians, but people coming outside the city of houston who have been directly impacted by the storm. We are not turning anyone away, but it does mean that we need to expand our capabilities and our capacity. In that regard, we certainly made the official request to fema. We need additional assistance, so, we have asked them to provide supplies and cots, food for an additional 10,000 individuals. Hopefully those supplies will get here as soon as possible. At the latest, we hope, you know, no later than some time tomorrow, if before then, it is needed before then. But we are asking for an additional 10,000. Quite frankly, in many ways, the city of houston is serving more of a regional hub. So, not only are taking care of people from the city of houston, but also accommodating people coming in from other areas. Additional announcement on the shelters will be forthcoming, probably in the next few hours. We just need them to set up. Yesterday, the focus was on rescue. Today, will continue to be on rescue. Thats critical and important. Let me call on the chief and give you an update on rescues and other related matters as it relates to Law Enforcement. Chief . Thank you, mayor. Good morning. We continue to operate throughout the city conducting search and rescue. Our rescues of last count well over 3,500 folks rescued and its important for the city to know were not just in a search and rescue mode but in a Law Enforcement and Public Safety mode and last night actually had some arrests made of a crew robs members of our community. Officers heard about it. They deployed in heavy rain. Found them. They went in pursuit and all of those suspects were taken into custody. Heres what id like to say to people that would take advantage of individuals. This is the state of texas, and were a welcoming city, but we are not going to tolerate people victimizing, especially committing armed robberies of our city. Were going to catch you and i promise you, we are going to push hard ive talked to the District Attorney to seek the fullest two things the fullest prosecution possible for any crime committed and, secondly, were going to urge juries and judges to give you the most, the toughest sentence that you can possibly get. So word to the wise is dont come to houston. Youll be caught. I guarantee you, when you take advantage, including our own criminal element here, take advantage of people and prey on them under these circumstances is despicable behavior and were pushing hard to make sure you dont see the sunlight anytime soon. So weve got Armed Robbers last night, the middle of the night, and also more looters, a handful of looters at a game stop last night and the chief helped catch three of them. Its all hands on deck. Were fully operational. We have resources coming throughout the state of texas from other major cities. They are already in the aor, we are beginning to task them to give them specific missions. They will be doing two things. First, they will be conducting security at some of our locations where we have evacuees, and secondly, they will be relieving some of our officers in the near future. We will not be reducing our posture. Our officers continue to sleep in the stations. They will be continuing to sleep in these stations throughout the response phase. We are still in the response phase and probably not moving towards recovery for a matter of a couple more days. Or officers will not be going home. Weve had 160 of our families so far impacted that we know of and i cant speak enough about, not just the Police Officers and the firefighters, but all city employees, that this mayor leads, that no one has left their post. Theyre out doing their job. Were fully functional. Still trying to get folks, like we said yesterday, dont give up on us. Seek higher ground. We will get to you. We have assets at every passing hour, more boats are getting into the water. Every passing hour, more highwater rescue vehicles have come into the theater, and, please know, one of the delays has been this is a catastrophic event that i dont think weve seen when the Weather Channel starts creating a new color to, for rainfall, theyve never used that color before. Theres a reason theyve used it. For all the monday morning quarterbacking ot the ining out cant talk about hindsight. There is no hindsight in terms of an event that never occurred. With that, just know that these relief convoys have been stuck because of all of the inaccessible roads but were starting to get them all in and in good shape moving forward. Thanks, chief. And i certainly want to thank other cities, mayor price from fort worth, for example, sending down 100 Police Officers yesterday. I want to thank the city of fort worth. Of course, our dallas mayor rollins, of course, they have set up to house up to about 8,000 individuals who are coming from the surrounding areas. The surrounding counties like galveston. And i want to thank them. The mayor in austin, also setting up to receive people from the region. And so i want to acknowledge him and the mayor of san antonio has also extended his hand. So we want to thank all of our partners, mayors and other cities throughout the area, and throughout the country, for their support. Let me also now call on the fire chief for a status report. Thank you, mayor. Good morning, everybody. So as of midnight tonight, the Houston Fire Department responded to over 1,000 calls for service. Over 400 of those have been water rescues or waterrelated incidents. We have, weve augmented our deployment teams, our boat teams with members from the Texas Task Force one as well as fema teams. We keep, as resources arrive onscene, we deploy them to one of eight area commands. Firefighters as well as Police Officers have been working tirelessly since this event began three days ago. We have some crews that are going on their third day in a row. So weve implemented certain things to ensure that our firefighters are receiving the appropriate rest, and nourishment, and have directed the staff to go ahead and establish operational periods, and there will be periods where we have less firefighters in the game, so to speak, because they are they are placed out of service to rest for a few hours, and then brought back in and rotating crews that way. Its difficult for us to bring in 800 individuals to replace the people that are on duty, because in a lot of areas we cant get in and our the fire stations and cant deploy them to where we need them with their equipment, and thats a, logistically thats an issue were having to deal with, but based on command staff recommendation, weve decided to manage the resources we have onscene and as were able to bring in fresh crews from offduty were doing so. But our operational profile remains the same. We are in a rescue phase at this point. Well continue to do so until we ensure that weve serviced every call for rescue coming in to the rescue center. Thank you. And an added note on rescues and that is, kingwood would be a folk macal point for today. We will continue to work on all area, but kingwood will be a focal point, because theres more water thats coming in to the area. So in terms of water, water rescues in the kingwood area, we are focusing on the area called the enclave, an area with primarily onestory houses in that area, and so water rescues are taking place at the enclave. Bariton in kingwood. Royal shores in kingwood, closest to lake houston as well as forest gardens. Water rescues are out there. I know the Fire Department and the Police Department are sending additional assets in that area to the people in kingwood, and they are being taken to Creekwood Middle School, which is a red cross shelter to get them out of that area for now. The next 24 hours, i think, for the kingwood area is going to be very important. Were seeing how the water continues to flow, but we are watching that area carefully and im working very closely with Council Member dave martin in the kingwood area, but, again, water rescues are taking place in kingwood at the enclave, bariton, royal shores and forest gardens, and they have been taken to Creekwood Middle School as a Holding Place for right now, and were watching that area. All other areas within the city of houston were focusing on, whether its this area, whether its in the inner city itself, Spring Branch area, down in the clear lake, on the south side, all of the areas, we a lot of our resources are all over the city. I certainly want to thank, again, the First Responders, police and fire, for being out there 24, 24 7. Not just during the daytime but some of the most hazardous times happen to be at night and telling all houstonians to continue to stay off the streets, i continue to asked all houstonians stay off the streets. I want to say, First Responders are on the streets. They are on the street as night, in varied treacherous situations. And so i cannot say enough for them that are working around the clock. I want to give you an update on the northeast water plant, since thats very important to the city, and to areas, communities, that are supplied clean water by that plant. Jeff, you want to come in and give us an update . Crews are continued working at the plant. The water plant is operating. Houstons water is safe, and we dont expect any change in that situation. And i appreciate public works support on that effort. A lot of conversation to addicks and the reservoir. Indicated yesterday they were raising their release level from where it was yesterday, 5,000 cubic feet per second, up to 8,000 gradually and i think theyve reached that point. But i want, steve, if you will come and kind of bring us up to date on that. Thank you, mayor. Good morning. This morning we were advised by the corps of engineers that the addicks dam will have what we call uncontrolled release rates starting this morning. Basically the ponding levels in the dam have exceeded the elevation at the tail, which is the north end between clay road and tanner. That uncontrolled release rate will continue through probably september 20th to some level, degree of level, peaking out at some point during august 31st. In about two days. E are in close contact with the corps of engineers as well as the Flood Control district to see where it will meander through, what neighborhoods. We anticipate it will be confined within the areas just west of beltway west between the reservoir and beltway 8 and the north side tanner, the south side i10. So well have a better handle moving forward and want to put the communities on notice to be mindful whats going on i
