Go far enough. Hes trying to for the house to vote on articles of impeachment. Is that taking a stand or is that playing into trumps hands . Well get to that in a moment. Hes making very clear that hes not backing down, actually relishing the controversy over his racist remarks and hes seething for more. What is going on now with this impeachment conversation . Reporter we expect a vote that could happen as soon as today on articles of impeachment for this president. We also expect that vote to fail and it could fail on a pretty resounding basis, the speaker of the house nancy pelosi moments ago told reporters shes not supporting this resolution. They keither ki ee eer can e it or send it back to the House Judiciary Committee stalling it that way. Nevertheless democrats are not eager to move forward. They believe its premature. They believe they should wait for the Mueller Report. People like nancy pelosi who oppose moving forward on impeachment proceedings at the moment. Al green is a supporter of this measure told me today that theres enough evidence to imimpeach this president. Hes not pointing to obstruction of justice, hes pointsing ipo racism. Today we have an opportunity to punish as a result of what we did yesterday. The president doesnt suffer any harm. He wont pay a fine or lose his job. Today we have the opportunity to punish. Very similar to going to court but you have a bifurcated process. First part of the trial you convict. Second part you punish. Your colleagues say why not wait until after the mueller hearing . You dont delay justice. Mueller hearing has nothing to do with what were doing now. The mueller hearing is about obstruction. This is about bigotry and racism. The president says look lets wait for the mueller hearing to happen next week before we vote today which is whats putting democrats here in a difficult spot because several do want to move forward with an official proceeding force a vote against this measure in just a matter of hours because they dont agree with the procedure and that may not go over well with some of their supporters which is why the democratic leadership is in a bit of a difficult spot as they try to navigate this vote that the congressman can force. We expect that to happen as soon as today and be expected to fail. Really fascinating turn of events. Interesting as al green laid out to you that this isnt about the Mueller Report or the russia report, this isnt the Mueller Report or obstruction, this is about racism. Thats why he wants to move this one forward and move it forward now. Lets see where that goes. Yesterday we heard that behindthescenes at the white house aides were not happy that the president himself was going this route, if you will, taking on these four Democratic Congress women of color telling them to go back from where they came from and then doubling down saying if you dont like it here you can leave. Today, those is this turning into a Campaign Strategy . It is by necessity turning into a Campaign Strategy for the president , his campaign and his allies as over the last 48 to 72 hours they have tried to flip the debate and make it not about what the president said but about how they can use it against democrats. The results of it was yesterday that resolution vote that the president heralded as a sign of republican unity and then he said what it showed of that democrats are wedded to the squad, these Democratic Congress women who he attacked over the weekend. But even further now, theres this Impeachment Vote that President Trump seems to be implying is part of a fishing expedition and it seems that even if this may not have been President Trumps intent when he tweeted those comments about Democratic Congress women, it has now become a massive distraction on capitol hill. Hes accusing democrats of not getting anything done of trying only to attack him, using the chambers in congress to attack him and to follow up on the Mueller Investigation as al green said to introduce articles of impeachment against him for his racist comments. So the president is taking the hand that hes been dealt and using it politically and youll see him doing that even more tonight on the campaign trail where hes already teased hell continue go after these Democratic Congress women making the case to his own supporters this is about whether you love america or whether you hate america. They really were delayed in responding because they didnt know how to respond but now were days into this. They can see sort of whats happening and what were seeing is the president tweeted this morning is that there have been a couple of polls, theres also a reuters poll from yesterday that actually shows him going up with republicans. So clearly not independents, not democrats, but at this point it has turned into politics. They are seeing that this can work for them, that the squad, the four Democratic Women are sort of the foil of the president. Hes making all democrats like them. They are very progressive, liberal, and hes going to show how this syou know, this is what were up against. This is how i can win. Hes feeling good at this point. Hes feeling hes relishing the moment and that he can win politically on it. David, im fascinated by kind of one take away from all of this, this week is congressman cleaver basically pleading with his party today saying no matter how racist the president s tweets are to ignore the president s twitter feed. Let me play you what he said this morning to cnn. You let the president tweet away, twitter away his presidency. We cant continue to react to this. Hes going to insult others. Hes going to speak some untruths. We need to let him hang out at the white house and do that to the degree we can still do legislation and get some things done we ought to do it. My suggestion to the house and the senate and the people of the country is to forget the mans tweets. I think hes playing us like a violin. Stradivarius. Can they forget the mans tweets . The press too. Its all part of this conversation and i think when for you Congress Women were having a press conference mentioned also this concern over taking the bait, sort of stepping into the trap that the president is setting. And you can see why theres concern about that. Yet, kate, its the president of the United States saying something to just ignore it also seems like a dereliction in duty as well. So it puts the democrats in a bind. No doubt about that. How do you respond to an attack without letting donald trump define the entire narrative which he has proven to be so skilled at doing and i dont think weve seen sort of a solid answer from the democrats on just how to do that yet. Yeah, i hear you. Anita, i dont know if its different, let me get your take on it. Maybe one thing how House Democrats deal with the president s attacks. Let me play some 2020 democrats are handseling it, though. Listen to this. I personally been told that, go back to where you came from. You too. I bet everybody raised their hands, right. Right. In the back people are raising their hands too. It is vile. It is ignorant. It is shallow. It is hateful. And it has to stop. It has to stop. He needs to go back to where he came from. Is the strategy different . Responding at all . Calling him racist . Any of it a . What were seeing from the 2020 candidates they are seeing this as a moment where they can really show america who donald trump is and really run against him. Not just on the policies but on personality, on this man and what he stands for. The thing is if you look back at 2016 Hillary Clinton also did that. She did it on policy but also did it on exactly like this look at his comments, look at his behavior. It didnt work. She didnt win. They will be united in that they are against donald trump. Will that work and also its a long time until election day. A million things will happen between now and then. This is a question whether this will be a reflection point for will it fade . Those 2020 democrats are running in a democratic primary. So this is a way to excite the Democratic Base is to take on donald trump. That is a far different calculus than applies to democrats in congress to figure out how to retain their majority. Then maybe im completely wrong. I think taking a look at the 2018 midterms is something people need to keep in mind or at least with what we saw in 2018 with women and minorities turning out in record numbers the issue that democrats focused on then in those trump districts that they turned blue was trump a little bit but not exclusively. Youre make being my point. Health care, gun safety, the economy, income in equality. You got trump going North Carolina tonight. Taking a look at how instructive that is in 2020 is important. Yeah. Because in a general election context which is what the 2018 midterm moment youre talk about syes, we saw big democratic turn out and theres no doubt that that turn out was donald trump fuel. That is certainly part of it. But what did we see the candidates running on . Remember these 40 democrats that are the majority make ethat made nancy pelosi the speaker of the house and the democrats in charge they came from districts where they ousted republicans. So they are not sort of just traditional reliably democratic districts so they did not want to sort of step into trump narrative day in and day out. They wanted to focus on health care on Economic Issues on pocketbook issues and ride the democratic enthusiasm wave that Donald Trumps behavior was fueling. I dont think that we can survive having a president of the United States who uses whatever voice he has in way thats about dividing and fueling hate in our country. The American People will not tolerate that. I know that. I know who we really are as a country. The American People will not tolerate this kind of hate from their president. I want to turn to tissue of health care. Yes. At the beginning of the year in january you talked about you were fine with getting rid of it all and then you indicated that there was a place for private Health Insurance and then the debate where you raise your hand understanding that you say you misheard the question. So lets youre building a lot into the question. I would like to just get to the point. But the theres a lot youre building into the question. The impression people are left with that youre not sure. Lets clear it up. From where you are tell me your position on what medicare for all means under president harris. Sure medicare for all means that everyone will have access to health care and costs will not be a barrier. As it relates to private insurance there will still be supplemental insurance but yeah transitioning into medicare for all will at some point reduce the requirement for insurance because everyone will have access to health care. Under medicare for all, in my vision in medicare for all they will have coverage in what they dont for dental care, eye care, im hearing from seniors hearing aids are not covered by medicare. Medicare for all means that you recognize that right now in america 91 of our doctors are in medicare. So youre not going to have to lose your doctor. Its very unlikely. It means recognizing that over a period of many years the Insurance Companies have been jacking up the cost of health care in terms of premiums, detax cuttables a deductibles and copays. So someone with insurance still will be out of pocket of 5,000 which for most americans is unaffordable. The role of private insurance are you limiting that to Something Like cosmetic insurance . Its to cover whats not covered. That includes what . Very little. Almost everything will be covered. So then how does this plan differ from what senator sanders is proposing . I think that they are very similar. I dont think im supporting his bill so to the extent that hes talking about his bill i dont know what else hes talking about. Im not in support of middle class families paying more taxes for it. Thats what i was hoping to talk with you about. Youre not in favor of a middle class tax hike. Thats correct. How do you propose to pay for you version for medicare for all fit resembles what senator sanders is proposing. Its about wall street paying more. What we tax in terms of financial service. Thats part it. The other part is to understand this is an investment which will reap a great return on investment. We cant only look at this issue in terms of cost without think about benefit. Benefit to the American Public will be that people will have access to health care that right now they cannot afford and were all paying a rice for that. Senator sanders say thats impossible to achieve without a middle class tax hike. Im not ready to engage a middle class tax hike. It would cost 30 trillion over a decade to pay for this. Taxing wall street will reap 30 trillion in order to cover this . What were doing right now is unaffordable. To so Many American families. And the idea that were going to go down this level of analysis that suggests that status quo is okay is completely unacceptable. So people who have private insurance would eventually have to give that up under your plan . They would eventually be covered under medicare for all and still see their doctor. Thats what they want. How long would this transition take, do you envision . The bill is four years. I think it will have to take more than that to be honest with you. All of this done without a middle class tax hike. Yes. 30 trillion often years. Theres ways to pay for it understanding the investment well be making in way thats is going reap great benefits in the earnings of other costs. The investment where . In American Health and what were otherwise paying as a cost for people not having access to health care and the burdens that place on systems across the board. When people dont have access to health care. When you when people question that there is no formula for this, that youre going to find money in magical ways is not realistic thinking how do you respond to that status quo is not enough. So we have to be open to challenging status quo so everyone has access to health ca care. Whats happening right now is not affordable to many, many working families. Joe biden says that this is what you are suggesting an elimination of obamacare. Is that accurate its absolutely not. Listen, i will put my record up against anybody as having been a fighter for the maintenance and sustainablity of obamacare. As attorney general on the debate stage im the only one who went to court to fight and keep in place all the benefits of obamacare. Like president obama himself has said, he used the analogy of it being like a starter home. It was a profound Public Health policy and shift. It was incredible the courage he had and so many others to actually get it done and the wherewithal to get it done was profound. But now its about taking it to the next step. Its unsure whether thats going to happen or not. I believe that under house rules, of course, he can bring certain privileged motions to the house floor. But what ill tell you is that theres been lots of different president s over the course of history that have been racists. I mean you think about Dwight Eisenhower literally when he brought chief Justice Warren to the white house during brown versus board of education and told Justice Warren later in the evening that southerners were typically good people they just didnt want their daughters to sit next to black bucks in the classroom. Racism in the white house is nothing new. You say its no reason to impeach a president . Im saying that its not new, its been around a long time. We had lots of racist president s. I think that members of Congress Want to know if this president obstructed justice and, of course, were going to have hearing to answer those questions. If this comes for a vote will you vote for it . If this comes for a vote, you know, obviously im going to have to weigh all of my votes like i do right before i get on to the house floor. I look at all the facts and make a decision and will do so at that time. Im getting a sense from you, you dont think this is the right time to imimpeach fortunate. I dont think this is the right time to vote on impeaching the president. We want to make sure this is not seen as political. If its seen as political it will backfire and only favor President Trump and we dont want that right now. We need this guy out of office come january 20th, 2021. This does not need to be seen as a political process. We need to listen to what mueller has to say next week and move forward from there. Congressman youre on the whip team. Will you be whipping against this since you dont think this is the right time i havent gotten any instructions from our chief whip, our head whip. As soon as i get instructions from his office on whatever were work on, im going to be happy to whip for it, whether its this or another piece of legislation that were working on. On the president s attack and the impact they are having my colleague randi kaye sat down with eight republican women in dallas. Dallas is part of your district. They told her that they dont see anything wrong with what the president said about the four Democratic Congress women. Let me play you some of this, please. He was saying that if they hate america so much because what were seeing out of them and hearing out of them they hate america. If its so bad theres a lot of places they can go. Im a brown skinned woman. I am a legal immigrant. I agree with him. You dont think thats racist not at all. Its demonstration of how their ideology spills over even though they are american now, so to speak they are not acting american. Look, i dont know if these are votes ever gettable for a democrat in the group of republican women sitting there but they are not being convinced by what democrats are saying on this. What does that mean for democrats heading into reelection . Look, you know, i actually had an opportunity to watch that entire segment this morning. And i will tell you that that, first of all, didnt surprise me at all. I mean thats the story of me as a black person growing up in fort worth, texas. Oftentimes people forget im a gen xor. Im in my 40s. We were the first generation of kids to go k through 12 in the Dallas Independent School district and the fort worth Independent School district which i went through. We were the first kids to actually go through that School System completely integrated k through 12. Oftentimes in school kids would use the nword over and over again and say oh, its not that big of a deal, youre overreacting, youre too sensitive. You call each other that all time. The fact women are repeating what i heard in school is not that big of a surprise to me, first of all. Thats actually pretty normal thought amongst a lot of white people in the dallasft. Worth area. I dont want to generalize everybody but for a lot of people that is you would hear that at any social setting. So, do we have a tough, a very tough battle to win back the white house . Its always tough to beat an incumbent. What ill tell you if you look at the 2018 Election Results and you look at how were doing in some of these Battle Ground states right now that are going to be key to us getting those 270 electoral votes that i think were going need in order to win back the white house i think well have good candidate thats going to have a good unifying message to beat donald trump. I can tell you, i know that cnn likes to focus on a lot of the things that activists and what have you are saying out there and things that you guys hear on twitter but if you come to fort worth, texas or dallas or irving, texas or other cities i represent in the 33rd Congressional District the average guy thats putting seats in a car at a General Motors plant in arlington or working in a cafe in the metroplex they will tell you they want this guy gone and we have that working to our advantage and well make full use of it. First and foremost theres an opportunity to move that process along maybe today. Lets see what happens in the house if the vote does happen with articles of impeachment. Theres right now a huge backlog of cases in Immigration Courts. Its grown by 68 under President Trump according to analysis from the marshal project and politico. Number of days it takes to complete a case heads to a ten year high and courts are so jammed in cities like new york, l. A. And houston judges are now scheduling hearings into 2023. Make no mistake the fate of all of these migrants ultimately lies in the hands of an immigration judge. Joining me right now is a judge who is president of the National Association of Immigration Judges. Jthanks for being here. When i hear theres a backlog of some 870,000 cases, that sounds almost insurmountable. What are Immigration Judges facing . How big is this problem . The backlog is now over 900,000 cases and we have about 420 judges across the country that are responsible for these cases. Approximately 5 to 10 cases are individuals who are in detention. Maybe 100, 130 judges are responsible for those cases. And so their dockets consist of maybe several hundred cases at a time because doesnt very sensitive to the detention or custody nature of the individuals. The other judges are handseling cases of 4,000 or 5,000 per judge. Our judges are in court every day morning and afternoon. Not unusual sometimes for some of our judges to be scheduling or told they have to schedule 50 to 80 cases in any session. Is the backlog due to migrants crossing the border or it is something else, is it the system . What a lot of people dont appreciate when you use the word immigration judge, Immigration Court there are certain assumptions about the use of the court or judge which is that a court must be independent of the prosecutor, of the parties that appear before it. We are not. Immigration court is within the Justice Department and were all accountable as to our chief federal prosecutor who is the u. S. Attorney general. And because of that, because of that structural flaw most of what were seeing today in terms of the backlog, in terms of the challenges and the compromise of the integrity of the court are all due from that structural flaw. You cant fix this problem by just throwing more judges and more money at it. Weve seen the backlog grow in the last three years from over 600,000 to 900,000 even though we now have increased the number of Immigration Judges by 180. So until you actually fix that structural flaw, until you remove the Justice Department, remove until Integration Court from the Justice Department, and allow it to function as a court, allow the judges to be judges, youre not going to be able to fix this problem. What did el chapo say in court today . A lot of people are wondering if he would say anything at all. As he entered the court he basically looked for his wife and then shook the hands of his attorneys, and then spoke about 10 minutes. He said a couple of things. The headline is that he feels he did not get a fair trial. Thats the headline. Second from there, theres no justice here he said. He has also said he has never experienced so much physical, emotional and mental torture, he says, as he has felt in terms of being incarcerated here in the United States. He called it some of the most Inhumane Treatment he has ever experienced. When you couple that with what the prosecution says he is accused of during this trial, which is the murder and torture of 26 people, some of these murders and tortures, they say, he actually took part in and ordered. You talk about the funneling of billions of dollars of drugs through the United States over the course of decades. The prosecution basically summed it up in this way. They say today was not just justice for the American People but it was also justice of the people of mexico as well. This sentence today finally separates the myth of el chapo from the man joaquin guzman. And for the man, it is the end of the line and it is a reality that he will not be able to escape. The defense says that what the u. S. Government wants is for el chapo to disappear in colorado. What do they mean by that .
