Turkish pressure Tayyip Erdogan said it has failed and its government is in control. It is is slowly reinserting power after opposition soldiers tried to take over 1,500 military personnel have been arrested. Translator this nation broke a certain government using their own will by election. The government is in control. 50 of the people elected the president , and that president is on duty. Well, friday night, members of the Turkish Military bombed government buildings, including parliament. This video was taken during an air strike on the Parliament Building and posted on social media. Soldiers also entered our affiliate, cnn turk claiming martial law. It resumed broadcast after being taken off the air for 45 minutes. We spoke earlier with the Networks News director. We did manage to get everybody out of the building. Everybody seems to be okay. They pulled our signal down. We remain down, although my turkish counterparts in ankara seem to have gotten their signal back up. It was quite a scary moment. My staff, their phones were c confiscat confiscated. Clearly a lot of people were shaken up. Journalist Andrew Finkle joins me from istanbul. We hear of people being shaken up and a military coup quashed. The president , andrew, says he is in charge. Does it feel that way this morning . Well, i have been out and about istanbul. It is a quiet time. People have decided perhaps they were up all night to see what was going to happen. I think there is a sense of relief that order has been restored, the coup attempt has failed. It is mid morning now. Take us back to the middle of the night in istanbul. What did you hear and see . It was friday night. People were out and about. Quite suddenly we realized we couldnt get across the bridge, the major arteries. Not only could we not get across them but the reason we couldnt get across them is there were tanks and soldiers guarding them. Pretty soon we realized there was a coup attempt going on. A curfew was imposed. They said the government had lost its legitimacy. And things were about to be restored. The government fought back in the most extraordinary fashion. The president , Tayyip Erdogan who was on on holiday, appealed to his people. But on facebook asking people to go on the streets, to ignore the curfew and to show the coup had failed. Thats what happened. Turkey is no stranger to coups. In the past they have been successful. What happened this time, and who was behind this prop . Well, as you say there have been three coups in my life. The last in 1980. That was really quite a long time ago. I think there are two things here. One is that in order for a coup to succeed, you really have to have the army behind you. In this case the army was divided. And the other thing is they really didnt they were urging people to go down in the streets. The old days you would have heard by a radio station. Here it was social media. It really won the day. It wasnt a very well thought out plan. A lot of people died. Sure. 60 dead, 1,000 wounded at least. Andrew, thank you for that. We have learned that u. S. President barack obama has spoken to u. S. Secretary of state john kerry about this coup attempt in turkey. Both officials suppressed their support for the democratically elected government and urged all parties against violence. We spoke to Anderson Cooper of the coup on u. S. turkey relations. Have a listen. For hours we talked to officials across the city, officials at nato, and everybody continues to say, even now, they are monitoring it. Its very monitoring at the moment, anderson. Because i think there is a real sense of in stability that they see in turkey dont. And they are not sure what to make of it. This rapidly, regardless whether the coup succeeds or fails, has become a National Security crisis. Why is that . Because turkey is such a close ally in the war on terror, there are 1,600, they fly missions out of the base, even tonight. The u. S. Wants to see that continue. They want the turks to crack down on the border to keep isis from coming into turkey and on into europe and plotting more attacks. They want the turks to crack down on terrorism. But heres the big problem. If the Turkish Military, governmentcontrolled military is not in full control of the country, if there is a coup it becomes a difficult matter of policy to stick it out with the turks. They dont do it where things are taken over by force where there is not a democratically elected government. But the decision tonight in washington support the erdogan government and try toen they can try and maintain some stability. Because turkish policy aside, keep access to the bases and keep the turks as an ally in the fight against isis. Barbara, the u. S. Has 1,500 troops stationed in turkey. Do we know what their status is tonight . Well, we checked a short time ago. We are told that the base in anderlecht, everything is is secure. There are no problems. Those air strikes continue. But and its a big but, if the government cannot reassert control in turkey, all of this may have to be reassessed. Behind the scenes they have already begun looking at planning scenarios. If they had to send u. S. Troops into turkey to protect at the base or had to send marines to the embassy to protect that u. S. Installation. And that about all the u. S. Citizens that tonight are in turkey with the istanbul airport still shut down. How do you get those americans back home. Yeah. Whether the coup continues on or not, this is a big mess for washington. And a person who witnessed this awful massacre. Welcome back. Were just learning five people are now in custody in connection with thursdays terror attack here in nice in france. Authorities have been trying to determine if the suspect behind that attack, which killed 84 people, had other help from other people. French Officials Say Mohamed Bouhlel plowed a rented truck through crowds celebrating the French National holiday. The 31yearold man was born in tunisia. Officials searched his apartment and took his exwife into custody. There were no signs that he was radicalized but he was known for minor crimes. Translator its a lesson that we must also learn from this tragedy, from this terrorist attack, one of many more after previous others in the last five years, we are facing a long battle. Because we have an enemy that will continue to a. All people, all countries who possess freedom as an essential value. Reporter with me is someone who was actually looking down on everything as it unfolded. A horrific scene. You were on one of the balconies looking down from one of these build here. Thats right. I was at my friends apartment to watch the fireworks. We watched from the rooftop. Then we saw Everything Else unfold directly from the balcony. So you would have been almost exactly where the truck stopped. Exactly, yes. So just describe that last bit that you saw. Well, we could see the truck from the windows of the hotel lobby. We saw it pretty much right after it stops. We heard the gunshots. We thought it was fireworks. We saw people running down the street. So we went to the lobby to see what was happening. We saw the truck full of let holes, the front damaged. And just bodies on the road behind it. Did you catch a films of the driver . No, i didnt. So what sense did you get as it was moving . I didnt see the truck moving. After it had stopped. We heard the gunshots, which i suppose was them stopping the truck. Then we went to see what was happening. And the truck was stopped there. And you presumably didnt have a clue what was going on . No. What was your suspicion . We thought it was probably some kind of terrorist attack. It was just so surreal. And, you know, Something Like that, a huge truck, we thought maybe there was something inside. Explosives. We dont know to have it all shot up like that we thought it couldnt have been an accident. It looked like a war zone pretty much. Is that how you would have described it. Yes. I would say so. Seeing the bodies strewn behind the car, it was unreal. And people were trying to make sense of it as well. They were trying to look for loved ones. Yes. Did you see that as well . I did see people out where there were bodies laying in the road trying to shake them. People kind of wandering around dazed. Even in our group of friends that were luckily safe inside, there were people we couldnt get a hold of by phone for an hour or two. The lines were down. Everyone was phoning everyone. Yes. Have you managed to make sense of any of this since . It is more just a feeling of shock really. Im still in disbelief. I mean, this is my home. You know, im on this promenade every day. Its where i run. Its where i work. I havent made accepts sense of do people have strong opinions . Not that i talked to. Mostly everyone is is grieving. Everyone is in disbelief that this happened. How is this going to change the way you live now . I dont know if its going to change anything i would do on on a daily basis, but it will certainly for me the promenade, this whole area, it wont be the same. Its interesting because i noticed yesterday just one street behind, all the bistros are open as normal. It looked very busy to me. I dont know how it is is normally. So people are going about their normal lives s. Is that out of defiance or there is nothing else, no other sort of response really . I think it could be a bit of both actually. As i said, for me and a lot of people i know, it is a feeling of disbelief. I guess we dont know what else to do other than the normal things we would do. But i do know also there is a strong feeling generally here when things like this happen that we wont let this affect us. Were going to carry on like we did. And the city is completely dependent on tourism, especially over the summer. Yes. People are going to think of terrorism when they think of. Do you worry for the people who work here and the hotels. Im actually in tourism as well. I work as a bicycle guide. It is a concern as well. Nice is so much more than this one incident. It has a long and beautiful history. It is still a beautiful place with beautiful people. One act by one person isnt going to change that. We really hope people can understand that. Thank you very much, indeed. But in paris it is about policy, isnt it . Youre right. The story here is a little different even though people feel for the people in nice. Most people will know somebody who is in nice or who planned to go for the holiday. As you say, there is a slightly different perspective on it here because there is also the entire political angle. As you were saying earlier, french president hollande faces a tough reelection year. He is up for reelection. He hasnt declared his candidacy in a years time. He wants to have very tough talk against terrorism. But are any of his policies actually working . I think that is a serious fundamental question french people will be asking themselves more and more as we move into this election campaign. Because after all the policies set in place by the government have not prevented terror attacks from happening. Whether its increasing bombings against the Islamic State group in iraq and syria, as the president said they would be doing more of yesterday, it hasnt stopped attacks like we saw happening. I would expect this to damage his chances of being reelected. What realistically can the Security Forces do . Obviously during the euro championships there was awareness they would be a target. There was massive security, and it worked. This event didnt have the same sort of security. They cant offer that, can they, for every sort of situation . Thats what youre talking about when you have random, low walls if you want to call them that. Max, youre absolutely right. Thats the fundamental question that french people across the country are asking themselves. I think there is to some extent a tolerance. Every attack cannot be stopped. Especially the attack we saw yesterday. Its random. It is very is hard to detect. And i think there is an appreciation for that across the general public. That has been the line of both the president and the Prime Minister of making the general public aware that that threat is very difficult to counter. They say the fight is is going to be longer. There are going to be more attacks. They are preparing the french people that, yes, you cannot stop everything. Of course we will have to take a longer, harder look at what the secret service can do, whether there are better forms of security, what security measures you need to put in place when you have large gatherings in nice. This may come back to haunt the government, at least the question will be asked. The word on nice, the government has been focusing the last few months on the threat outside the capital in france, medium cities in france. They know there are going to be big gatherings. They trained for this. Still, they were not able to t does it somehow bolster her cause in the far right cause . Because what happened here and the person who carried it out, whatever their motivations, sort of fit a box, didnt he . He was muslim. He was born outside the can country. But he does fit into a narrative which is out there. Youre absolutely right. The far right in general, their platform has been even before these attacks has been antiimmigration, tighter control of our borders. So this definitely plays into her narrative. She draws a direct connection between immigration and between terror attacks. This is going to help her. Shes going to be able to make sure case. Saying, look, we have allowed people from north africa, from muslims. This is her speaking, this is her narrative. To come into our country. We need to tighten borders because look what happens. This is going to help her in this election year. It makes her narrative more audible for the french audience. In terms of the election, has this changed everything . Is it all going to be about immigration and security . Its going to be key. I mean, definitely the reality in france is changing. But it is not entirely new. I wouldnt say there would be a before and after nice. Why . Because as you pointed out, this is the last of a string of attacks in france the reality has been changing since the Charlie Hebdo attacks a year and a half ago. Also, people will be asking themselves, even though they are asking themselves whether the government is able to protect them, i think people have in the back of their minds, maybe the opposition wouldnt be faring any better. How do you protect the general public against them . There is no sense that the opposition has a better plan than what the government has been putting in place. Okay. Thank you very much indeed. A source within Tayyip Erdogans office tells cnn more than 1,500 military personnel have been detained. And soldiers who took part in the coup have been surrendering. Some of them coming face to face with progovernment supporters on bosphorus bridge. This is a night of gunfire and explosions. 60 People Killed in the unrest. 1,000 have been wounded. Julian joins us now, a political scientist and analyst based here in paris. It is is becoming clearer what happened overnight. A failed coup attempt. What isnt clear is what happened next. It is is a limited part of the army, which is a little bit surprising. Actually the turkish army has a long expanse of coup. We dont know actually. The army does not need much movement. So now we definitely start to clean up a little bit the institution a little bit more than it did before. And certainly weeding out those he believes were part of this plot. We know generals and colonels have been arrested overnight. There have been one if not more high court judges. He believes those are part of the tkpwaou hand brotherhood. One point that is strange, the government came a little bit closer to the military at this time. It was never good since 2000. They denounced the fact that the military are too much involved in politics. And there were some trials, very is high ranking military in the year 2000. But now it was a little bit better relations because of the war in the southeast. But the relation was good. Perhaps this is the reason why not all the army were in the coup. You alluded to the pkk, a turkish faction at war with president erdogan and his group. If we are seeing the beginnings of a crackdown on those who may have been involved in this coup, can you imagine a further crackdown domestically on other opponents, or is this an opportunity for reconciliation. We have seen perhaps one bright spot overnight in that the opposition parties have actually come together with president erdogan and criticized this coup attempt. I think the behavior of different parties, even of the opposition is very interesting and working for national unity. But the point is regarding to the pkk, im not sure president erdogan would change his policy. Not only the pkk. Theres communist movements. A faction split from the pkk. All of these on movements in the turkish state as it is is today led by the president. And we know as well there was the Islamic State over there. Messages of support from the International Community this morning for sure. But appeals for calm from washington and various other places, their relationship with turkey, turkeys relationship with the outside world, be it regionally or internationally, has been very difficult on of late. But we have seen the turkish president offering some olive branches, some attempts of reconciliation for example with the likes of moscow and president putin. Possibly even with egypt. So how does this leave turkey . I think that the International Community is interested in a stable turkey. I really think that is the reason why the International Community actually but the president. Youre right. The realizes with the rest is a member of nato, for example. Right. But they need stability f. Turkey collapsed, with regard to the immigration, with nato, the realize with russia that we have. So it is a little bit difficult. They should go back and the Prime Minister of turkey said they should go back to syria. And they excused themselves for firing at the russian jets. So it was like news. It gets a little bit better but it is always a little bit messy. Turkeys line was always to get friends with everybody but it never kind of worked. Confusion then overnight on the streets of the cities in turkey. And very confusing for the likes of washington, who watched what was an attempted coup unfold. A coup now seems has been quashed and the president back he says in control. Well, Officials Say at least 60 people are dead. Thank you. At least 1,000 hospitalized. Local time in turkey with a recorded statement by the Prime Minister that turn issue military units are attempting an uprising. Just before midnight, cnn showed twitter video of a military jet flying extremely low over the turkish capital of ankara. 12 07 a. M. , the Turkish Military says it has taken control, according to reuters. 40 minutes later, cnn tweeted, Turkish Military has taken over the government and imposed martial law, according to an announcement read on turkish tv. Then just after 1 00, cnn tweets, the turkish president is urging people to take to the streets to stand up to the military. His message had been conveyed through a phase time trace on the phone of a cnn turk anchor. At 1 23 a. M. Local time, cnn reports gunfire heard in streets amid military coup attempt in turkey. That confusion and chaos continued for some time. Then just after 3 00 a. M. , cnn tweets that turkeys National Intelligence unit claims the coup is over. But confrontations between military and demonstrators continue. At 3 47 a. M. , cnn turk anchor reports soldiers had entered the building. Thats it. We now have to go. Then at 5 00 a. M. , cnn tweets, Law Enforcement has started arresting military officers. By 5 26 a. M. , cnn turk was back on the air after being shut down briefly. That is why so many of the victims were children. 16yearold Kimberly Torres was separated from her mother in the chaos. Translator i didnt understand what was happening. I saw the truck. And i went closer. Then i saw everyone lying on the ground. I started running because everyone else was running too. But i still didnt understand. She cant finish talking to us. She starts to cry. Her mother says, shes tpwogoin be 17 soon. She said mommy, there are severed heads. Mommy, come get me. I didnt want to cry in front of her but i cant hold back anymore. Her leg was injured in the stampede to escape. But she was lucky. Three children remain in critical care, one still unidentified. In all, some 50 children were brought here. For many, their parents have not been found. Now, this is the promenade where the attack happened. You see people have been leaving flowers here all day. The truck actually started its attack right around the bend there. And the closest hospital to the scene is the Childrens Hospital right there. Doctors told us they rushed in expecting many of the wounded to be brought in but they had no idea just how many of those wounded would be children. These were not the wounds we saw in brussels or paris, says dr. Christian. These were massive blood trauma injuries, run of, crushed beneath the truck. Something you would see in a car crash. To have 50 children brought in from a car crash all at once is is very rare. Dozens of children are still in this hospital, barely able to grasp the trauma that will remain with them for years. We were going to speak to someone who was actually in the crowd on that fateful evening. Well be back in a moment. We do expect them to open up to allow the public back into that space, which they have always enjoyed for years and which has been closed off since the incident actually took place. The country sees the promenade filled up once again and back to normal. A sense of defiance really and the public will embrace that. We have had some breaking news. A claim of responsibility has been made for this attack. We will bring nima. Isis in the past claimed responsibility for attacks they have only inspired. It is important to drill down to the wording. They are citing an unnamed Security Source inside isis, which is incredibly interesting wording. It is is almost like a news agency in the west. That gives a sense that perhaps they werent as involved as they would like to portray. When they have been involved, they have been very quick to report to that. This clearly is something they would love to take credit for, continue to amplify the impact of the terror attacks of last month. It is interesting they are claiming one step removed. And if it turns out there are no links with isis, i guess it means they around that as well. Absolutely. We have been hearing horrific stories from the witnesses. One is frank vidal. You were just down here. Yeah. I was listening. I was on the roof. I was just at the beginning. Its amazing. I just stood there pause the concert was good. The band was good. So i had, okay, im going to stay a little bit. I felt something strange in my back. I looked in my back and i saw jumping on on people. He drove straight. He tried to go faster and faster. But he stopped because he took so many people. Because there were too many people at the end, so he stopped. He took so many people. So the people, all the people stopped the truck. The bodies were blocking the truck . Yes, of course. So he had to reverse and move on . The truck was jumping on the road. You dont realize because and it was very fast. Of course it was fast. And after i was from the route, i tried to speak to people who lay on the road. There was silence. I spoke with them to try to do something. But they just died. And this was very awful. And maybe in my mind it was more. But i decide it was a terror attack. We didnt understand. People around didnt know. We were just like i dont know. Like a ghost. Because we dont realize the situation. We tried to find something to hide ourselves. And, me, i went back to my place because im not so far away. Well, our thoughts are with you. I hope you somehow manage to come to terms with it in the months ahead. Yeah, of course. Perhaps today im very sad, of course. All of this is stupid. We are in france. Its almost like theyre giving themselves wiggle room. They clearly, the sense were getting is that they perhaps dont know the extent of any of their members involvement. Many of the cases are selfradicalization on line, recruiters reaching out to people. But we have to remember omar mateen and the orlando nightclub. Sometimes it is people who have Severe Mental Health issues. This man definitely had a very difficult and disturbed home life by the sounds of it, gypspired at home watching inspired at home, watching on their own. Reporter Officials Say there are so hines no signs he was radicalized, there may not be any on line, but he was directly inspired. It could have been a madman frustrated with his estranged wife. You think thats why we may have this wording in the statement . Absolutely. The details of his home life are disturbing. The fact he smeared excrement through his estranged wifes house. Those four men in custody will be key. Clearly authorities are working exactly that did anybody work with him . Can we tie him to anybody else . Journalist Andrew Finkle has been reporting in and about the country for decades and joins me via skype from istanbul. A chaotic and bloody night in turkey. Subscribe what you saw and heard. Reporter well its a quiet day, i have to say. Theres a small demonstration behind me in taksim square. People are weary and want life to return to normal. It started last evening when there were troops stopping people crossing the two major bridges, arteries in istanbul, bosphorus, which traffic goes across. We wondered if this wasnt another isis attack or sort of attack. In fact, it turned out as we quickly discovered, to be a military coup. There were planes flying low over ankara, the capital. This were the actual grand National Assembly was bombed, and people died in the bombing. That assembly is going to reopen this afternoon in an extraordinary session. So as the evening progressed, the coup makers did all the classical things that coup makers are meant to do. They seized the television stations, they ordered a curfew. But the government swept this aside, mr. Erdogan appeared in the most extraordinary format on an iphone which a Television Presenter popped up in front of the screen. He was talking on some sort of social app, and he said, you know, ignore this coup, ignore the curfew, go out into the streets, occupy the squares and the airport.
