Is it time for this to become more of a public discussion with Congress Taking the lead on the debate . Well, let me say where we are right now. I think what happened yesterday with the president and secretary hagel and the Vice President biden, coming out strong and letting the americans know, letting our allies know that america is strong, america is tough, and were not going to tolerate americans having their heads cut off in public and not sit there and do nothing. What needs to be told is there has been a lot going on. Our military and intelligence all coming together. That information was not out. I think yesterday has changed the tone and were ready to move. Also, we cant be sheriff for the whole world and i really think this is positive that these other countries are coming in and we Work Together to make sure that we can take out, stamp out isis. When you talk about other countries coming in, you mean European Countries or do you mean middle Eastern Countries . The United States needs middle Eastern Countries help in this, right . Sure. Yeah. Well i both. I think you right now, you have the brits and you have the australians, you have the french, you know, canada all coming together, working with us now. I think were going to see and we need to see a lot more of the middle east countries being involved. What we want to do in iraq as an example is that we want the iraqiss with the kurds who by the way are excellent fighters, we want to give them the resources, help train them so they can take the have the boots on the ground and take isis on. As it relates to syria thats a different issue. The issue is do we go in, do we use military force, and that right now, were evaluating how do that, which way to do it. The bottom line is we have to make sure that if we do go into syria, we take out their leadership and we take them out. We dont want to kill other people, innocent people. Thats whats going on right now. Its being evaluated and that information will come to the president and the congress should be kept advised all the way through the process. It seems like air strikes wont accomplish that. How much how real of a possibility is it that there will be american boots on the ground in that part of the world again . I dont see boots on the ground. But remember, the americans have tremendous resources. Better resources than any other country in the world. We have the best intelligence resources. We can provide air power. But as far as boots on the ground, weve been there in iraq and afghanistan. I dont believe that the American Public want us to be in a largescale, long war again in the middle east. Now, we will do that. Whatever we have to do to protect americans and to work and protect our allies. Now the problem with syria as an example you just said well do whatever we have to do, and if we dont get help from countries like saudi arabia, jordan or turkey, or the Iraqi Government cant get it together, wont be the United States be forced to put boots on the ground . I dont believe we will because i think what we know and the resources that we have, that we can take out isis. Its just not about military either. Look at iraq as an example. Its not a completely military solution. Its also about the people coming together, making sure and iraq as an example that the sunni population will not tolerate isis any way at all and they will stand up as a country and not as a sunni shia issue. You know, i had a political debate with two pundits in the last hour and we were talking about whether the president should go to congress and they should all talk publicly about this so the American People can understand exactly what kind of threat isis presents to us. Both pundits, democrat and republican, said thats crazy. The president goes to congress, congress isnt going to listen to him. Its just going to be a food fight. And i found that sad, actually. Well, unfortunately there is history in the last two years, but when it comes to what we do in the area of intelligence and the area of national security, i think if you look at some of the votes weve had, just in the cyber area, weve been able to come together and the president is the commander in chief. He has a great team behind him. Whether its intelligence, whether its military. But the president is now using article 2 of the constitution as the reason why hes able to do what hes doing now in iraq. And that is to protect americans. And that is the number one issue now is to protect americans and our allies. You know, we have to protect the homeland, which is clear. My concern, though, is and is a real concern are the americans that have passports that have gone to syria, have become radicalized and they have the ability to come back to the United States and theyve been trained. An example is the individual who went to syria from the United States, became radicalized, he was trained as a suicide bomber, and then he came back to visit his parents, went back to syria and blew himself other and killed other people. That is my biggest concern. Is to protect the homeland and american lives. Those americans in other parts of the world, very vulnerable. Do you think that the president should act without congress and not involve congress . Hes involving Congress Every day. I am a member of the gang of eight, chairman rogers and i, chairman feinstein and the senate side, and saxby chambliss, we get information or our staff every day. He is notifying and advising congress as we move through the process. If the war is going to be a longer duration, then it should come to congress. It should be debated. We need to move forward. Its not at that point yet. Were attempting to stamp out isis right away. Its a threat. Theyre threatening us. Theyre cutting americans heads off and we have to act now and aggressively. I think again, when you have the Vice President yesterday saying were goings to chase them to the gates of hell the Administration Means business. I think they werent able to get their message out to the American Public as well as they should have because we have people in the military, intelligence, Law Enforcement working 24 hours a day, seven days a week, for years, to protect us from these terrorist attacks. In a joint oped in todays times of london president obama and David Cameron laid out not only the goals of any action against isis, but also issued a warning to the terrorists. They said, quote, or they wrote, quote, countries like britain and america will not be cowed by barbaric killers. Be more forth rite in our defense of values not the least of which because a world of greater freedom is a fund mental part of how we keep our people safe. Cameron spoke to cnn this morning saying isis must be wiped out. Destroyed, squeezed out of existence is the way that i would put it. But we should be clear what were facing here is this islamist extremist narrative, poisonous narrative, it isnt just in iraq and syria. Weve seen it in somalia, mali, afghanistan, when hosted by the taliban. So this is a generational struggle. What exactly do we know about isis and its influence . Cnns tom foreman has been looking into that. One of the big mysteries about isis is precisely how many fighters do they have at their disposal . And this question is surprisingly hard to answer, carol. Some estimates are down around 10,000, others soar up to 80,000 men or more. This is happening because isis is building alliances with other groups who share their radical ideology. Are those allies members of isis or just temporary partners in crime. Its hard to say, carol. The other question people have, how well trained are these terrorists . Well, a core of this group grew out of members of the Iraqi Military under saddam hussein. Soldiers who were all pushed out of all Public Service after saddam was toppled, but who still have valuable knowledge of military tactics, strategies and weaponry. Other fighters with isis are likely less skilled, but they bring enthusiasm, commitment, medication. Theyve come from around the region and, indeed, from around the world drawn by these dreams of an islamic caliphate, an Islamic State and by isis sophisticated social media to appeal to them. It is estimated about 100 american citizens are fighting in syria right now and a dozen are believed to be with isis, carol. What about weapons . What kind of weapons do they have . They have all the typical things you would expect for a terrorist group, ak47s, improvised explosives. This is important. Isis is believed to be exceedingly wealthy, seem to capitalize on every opportunity to make money whether selling goods theyve stolen or electricity from places theyve captured, and with that, along with the military post, theyve overrun, theyve been able to amass a formidable arsenal of armored vehicles, rockets, missiles, mortars, machine gun, americanmade tanks, making them less like terrorist groups weve traditionally known, more like a terrorist army. And you know theres some i dont know conflicting information out there about just how much of iraq and syria isis controls. Can you bring us up to date . I can bring you up to date and tell you it changes every day. Our maps show them holding only thin swaths of territory in syria and iraq. Look at the red areas there. Thats what isis is believed to be in control of. But look at the yellow. Thats where their support zone is and if you go beyond that, to places where isis has influence, then it gets much bigger. Y have to talk about supporters in places like jordan and lebanon and even in europe and in the United States. A grand jury in suburban atlanta could indict the man accused of killing his toddler son inside a hot car as early as this afternoon. Justin ross harris has been charged with felony murder and seconddegree Child Cruelty. 22monthold cooper died after he was left inside his fathers suv back in june. Martin savidge looks back. Reporter it all began with the anguished cry of a father in parking lot nearly three months ago. He just screamed, what have i done loudly. Reporter 33yearold Justin Ross Harris says after taking his son to breakfast the morning of june 18th he forget to drop off 22monthold cooper at day care, leaving him strapped in his car seat in an Atlanta Area Office parking lot in 90 plus degree heat for close to seven hours. Discovering the mistake after leaving work that afternoon. Hopped out of the drivers seat, opened the back door, pulled his child out, laid him on the concrete, tried to resuscitate him. Reporter cooper was dead and within hours his father charged with murder and Child Cruelty held without bond. The public outcry against authorities was swift. An online petition demanded the charges be dropped saying they only added to a familys heartbreak over a terrible accident. But investigators painted a different picture. In a warrant authorities said during questioning ross harris admitted to researching online child deaths inside vehicles and what temperature it needs to be for that to occur. Then what came next took the case from conversational to sensational. His having up to six different conversations with different women. Reporter in a Pretrial Hearing authorities shattered harris image of faithful husband and loving father, instead painting him to be single in online relationships. Evidence has shown us he has this whole second life hes living with alternate personalities and alternate personas. To the grasp of the courtroom investigators said he was six g i lewd messages as his son was dying in the car seat. Were photos being sent back and forth while the child was in the car . There were photos of his exposed erect penis being sent and breasts being sent back to him. Harris attorneys called the claims irrelevant and nothing to do with the childs death. He said his client is not guilty and instead outlined what is likely to be harris defense if the case goes to trial. Its not criminal negligence. Its a horrible tragedy and accident. All right. Like i said, a grand jury is now meeting in suburban atlanta. They probably will have a decision whether to send this case to trial today. Of course well keep you posted. Nearly one month after unarmed teenager Michael Brown was shot and killed by a police officer, officials tell cnn attorney general eric holder is expected to announce a new investigation into the ferguson, missouri, Police Department as early as today. As you well know, browns death sparked National Outrage and triggered clashes between protesters and local Law Enforcement. Lets bring in justice correspondent pamela brown in washington, also joined by defense attorney and former federal prosecutor tonya miller. Welcome to both of you. Carol. I want to start with you and the Justice Department investigation. Tell us more. Well, carol, officials tell us that the Justice Department will be launching a civil investigation looking at the patterns and practices of the ferguson Police Department and in the wake of the Michael Brown shooting. This will be a top to bottom look at the departments training, a review of past incidents and allegations of misconduct, to see if the department has as a whole has any practices that violate federal law or the constitution. At this point, justice officials will only be looking at the ferguson Police Department, but of course theres always a possibility the probe could expand to other departments in st. Louis. I want to make it clear, carol, this is separate from the other federal and local investigations looking into the Michael Brown shooting. Carol . Is it unusual for the Justice Department to take this step . Its not unusual if you look at the history of the Justice Department and the civil investigations theyve launched in other Police Departments. In fact, the department has launched 20 investigations into Police Departments just in the past five years, carol. Thats twice as many as the as the five years before that. So that gives you a sense that in some ways, this is expected. This is the next expected step in the wake of whats going on in ferguson. Interesting. So tonya, theres another legal battle brewing if you will to release browns entire juvenile record. According to the st. Louis dispatch browns juvenile record shows he was never convicted of any serious felony but its unclear he faced charges for lesser offenses. Should those records be released . No. At least not right now, carol. When youre talking about getting at juvenile records, records that exist in family court and Juvenile Court from offenses that range from truancy to littering to loitering all the way up to and including other violent felonies those are typically protected records for juveniles. They are not criminal cases in the traditional sense. Juve files arent found guilty. They are found delinquent. Those records are not released. They are private. For us to be looking into this victims criminals past is really premature and many people think its an effort to demonize him, to criminalize him, to objectify him, to create this or perpetuate this image of him as a thug who potentially had it coming. Theres really no basis for doing that at this time. So i think that the court had it right by just sort of generally saying look, he has no serious violent felonies and anything else that you ask for, i think, is inappropriate. Who was asking for this information . A conservative blogger, right. At least one newspaper. There were these rumors circulating that Michael Brown was involved in seconddegree murder as a juvenile, but the judge said he wasnt. Exactly. I mean those are rumors. Again, we see this happening often times when we have young, africanamerican males who are the victims of crime. All of a sudden, their criminal past or allegations about their criminal past or their character becomes fair game for whether its a conservative blogger or other folks in the media who are trying, i guess, in a way, to show whether they mean to or not, it certainly sends the message, that potentially this victim of a crime had it coming. I dont know that we see this traditionally happen when we have other victims of crime. I will say, tonya, i will say, tonya, we dont know what happened that day and im just playing devils advocate. We dont. . We dont know the Police Officers side of the story, we dont know. Why dont we know his side of the story. No one has been charged with a crime as of yet. Thats correct. What we know and what weve heard from the witnesses, several witnesses who have come forward who were there, unlike the officer who has not come forward and given his side of what happened, witnesses who come forward and say that this young kid was unarmed. His hands were up. He was gunned down in the middle of the street. Left there his body left there to fester for hours afterwards. So we know that much. Now, you know, the specifics of the incident or the officers justification, if he has one for gunning him down, we havent heard that yet. This movement started in 2012 and since then, the campaign spread from one city to 150 citieses in the u. S. The last strike there was activity on six continents. The president has pledged his support of the fast food workers. Minimum wage is being raised to 15 in seattle, theyre voting for 15 in san francisco. L. A. Is going to 13s. I think they have the support of americans. Americans dont want to see fast food workers who are the lowest paid workers, 7 billion of taxpayer money being used to assist these workers. Youre energized because state governments are enacting legislation raising the minimum wage but the restaurants themselves have not responded to your protests. Well if you look on the ground in actuality a lot of these workers who are involved in these protests and strikes when they first began they werent getting raises and could be fired any day. Now theyre getting raises a lot of them, now a lot can have sensible conversations with their managers, get more days and hours and theres just a lot more respect inside of the store. It is true that the industry as a whole has not come to the table and thats why fast food workers voted at the convention to escalate to do whatever it takes because they want to make sure the industry sees them, hears them and feels them so they come to the table and negotia negotiate. Restaurant says if they raise wages it will put them out of business. Are you no longer worried about that . Have you ever been worried about that. I mean, you know, what the fast Food Industry has historically done, theyve hid behind the franchisees. There was a case in front of the nlrb and the General Council ruled that mcdonalds is essentially the franchisor and theyre on the hook for what happens inside their stores. They can no longer hide behind their franchisees and whats happening in their stores. Its a 200 billion industry. Theres more than enough money to pay 15 to the workers and give them a union. Youre sounding confident and victorious almost. I mean, you know, when these workers started in 2012 i remember people saying they were crazy and there was no way theyll win and now you see people in the country who are low wage workers making 15 an hour and its because fast food workers were brave enough to do. A Privacy Group called the digital citizens allow Alliance Says they found a hacker selling numbers they posed as a customer. Im calling about the credit cards. Do you want cvss fulls . I think fulls. Im trying to figure out how many i can buy. Data, social as well . I dont know. Im trying to get some cash, so im looking to buy some stuff so i can sell it. Youre looking to buy stuff online, right . Yeah. Okay. What sites are you planning to target . Reporter before your card is bought and sold over the phone, youll find them for sale on whats known as the dark web. Think of it as the underbelly of the internet. Its a network youre only able to access through an encrypted browser that makes it difficult to identify users. The average black market price for all the data on your credit card is a little over 100. If its taken from an account on ebay or paypal its cheaper. Youre looking at a price tag of about 27. The cost to take control of your bank account, close to 200. Stolen cards from asia are worth more than those from the United States. Different factors including how quickly your Credit Card Company reacts all play into the black market value. You know, its pretty unbelievable when you think about the value of the cards. We spoke to a russian ethical hacker who went on the sites where a lot of data is being sold and lately hes seen chatter about a lot of new valid credit cards which means they will go for more because people dont know that theyve been breached yet, carol. So the tour that i hows you to go on the allows you to go on the dark web why isnt that illegal or something . The government uses it. A lot of folks use it. Its a way to safely browse anonymously. With it comes good and also bad. I want to bring in mike english, the executive director of Heartland Payment Systems which processes payments for debit and credit systems. Good morning. Glad to have you here. Some experts say shoppers would be safer if they had a chip and pin credit card. Explain what that is. All right. A chip and pin credit card is instead of the mag stripe resident on the card today, you will have a chip, a micro processor that is activated when you insert it into the terminal or you tap it on the terminal. This emv chip has all the account information that would be placed on the mag stripe as well. However, its much safer. In terms of it has some tamper resistant characteristics if tamperred with will disable and delete all the internal stored information. It also has information on it and wherewithal to chip and pin, for example, stores the chip as well as transaction counters and Different Things that help deny skimming as well as the subsequent counterfeiting. So it sounds fantastic, so why arent we using them . P. Well, thats a great question. And theres a couple Different Things. A, as you probably are aware, we are at the last region to move to chip and pin. And theres a couple reasons for that. One is, the mag stripe solutions that we have in place today, everything is online, and it works fairly well. The transactions are quick and people dont have to stand in line because of payments as well. Secondly, is the cost of migrating to emv. Estimates in the industry range between 8 to 12 billion. That includes new equipments, new equipment, new terminals, the certification with the card brands, training of staffs and that, so theres a lot of things that go into it. But still, laurie, and i understand its expensive, but when you factor in all of the costs that companies and Credit Card Companies have to pay out because of hackers does it even out . Justin harris faces felony murder and Second DegreeChild Cruelty charges in the death of his 22monthold son cooper. Why did police decide why did the prosecutor decide to take this to the grand jury . They were under a tight deadline and in georgia if a person is not indicted within 90 days after being arrested that person is entitled to a bond as a matter of law. The District Attorney knew he had to indict the case this week or next week or they would have to give mr. Harris a bond and let him out of jail. How long has the grand jury been hearing the case some. Probably not long. Whats unusual about this case or whats usual, is that most grand juries only hear the prosecution evidence. In this case what theyre going to do is present the main investigating officer whos going to inform the grand jurors about the investigation, the witnesses theyve talked to, the evidence theyve found, and youre not going to hear any defense witnesses. So it doesnt take the grand jury long to just hear from that one detective and then deliberate and make a decision. Theres been so much publicity surrounding this case nationally, but especially locally. Can the grand jury come to some sort of fair decision . Well thats interesting, carol. A lot of people think that if youre going to go to trial you a right to a fair and impartial jury and thats true and thats why we occasionally see a change of venue in a highprofile case. But that is not the case with grand juries. There is no constitutional right to an unbiased grand jury. I completely expect that many of the people who are serving on this grand jury, have heard about the case and may already have an opinion even before the evidence was presented. So your best case as to what might happen later today. I anticipate were going to see an indictment. The real question is, what will the charges be . S just because he was arrested on a warrant for felony murder and Child Cruelty, that doesnt limit the grand jury. They could indict him for malice murder which could possibly carry a Death Penalty sentence or a lesser charge like manslaughter. It really is up to the grand jury.
