Have a great deal of work ahead of us. Reporter saturday, a search team scouring an abandoned property in virginia found human remains, eight miles from where 18yearold gri ham disappeared. I believe got wanted us to find what we found. I dont know how else to explain it other than something inside me told me just continue to look. Reporter shortly after Charlottesville Police relaid the news of the discovery to grahams parents. Forensic tests need to be conducted to determine the identification of those remains but nonetheless we wanted to be quick and timely to share that information with the graham family. Graham vanished in the early hours of september 13 from charlottesvilles downtown mall. Last seen in surveillance videos with 32yearold Jesse Matthew. Matthew is the only person detained in connection with grahams disappearance. He is behind bars, charged with abduction with intent to defile. The remote location where the remains were found is within miles of the farm where the body of another missing coed was found in 2010. 20yearold Virginia Tech student morgan harrington. Law enforcement has connected matthew to harrington through dna evidence, calling it a significant break in her case. Police have since seized a cab he was driving the night she vanished. No word on how long it will take to identify the remains found over the weekend, but if they are those of hannah graham, Jesse Matthew could be facing a murder charge. Sergeant dale terry of the chesterfield Sheriffs Department actually found the remains and this is very difficult to listen to, but this will be evidence, carol, and its e extremely important. It was skeletal remains, there was no hair, there was no flesh, the remains were scattered, he says, and there was a very long vertebra. But the fact remain there is has been no identification of the remains, collection continues to happen and at some point there will be an autopsy, a Forensic Autopsy by the chief medical examiner in richmond, virginia, to identify conclusivefully this is hannah graham. Carol . So hard to listen to. Jean, the young man standing behind you is jehlen ross, a university of virginia student, Council President , we welcome him. Also tom fuentes, jehlen, i just want you to get into how students are feeling because this wasnt the outcome that people had hoped for. Thats definitely true. Thanks for having me. I think the first thing that everyone feels is its a reviving of this deep sadness that we all had from the very beginning. This time, though, i thinks sort of a healthy perspective to see were thankful at this point about the amazing work that police have done, that everyone has supported each other in the community, the administration and that were still getting news. I think a lot of us were worried wed go a long time without hearing everything so everyday is closer to close your for us. Tom, are you surprised, if these Hannah Grahams remains, i should make that clear, but its likely they are, are you surprised police were able to find them so quickly . Actually, in a way, carol, yes. Because given the large area that they had to look and the number of people searching, its such a densely forested area, theres lakes, ponds, rivers, mountains, theres a lot of area to get rid of a body, frankly. So i was surprised that they were able to find it that way. How long do you think, tom, it will take to positively identify those remains . Its possible it could take the rest of the week, carol. And the reason is that the crime scene work at that scene is going to be extremely meticulous. The searchers are looking for items almost microscopic, small skin particles, hair follicles, pieces of finer that might have come off the perpetrators clothing. And the search obviously for any kind of body fluid that would link back to the person that is responsible for her being there. So that type of work is just i mean its literally inch by inch, plus the surrounding area looking for additional evidence, if she was murdered, the murder weapon, all of those type of things take a lot of time. Contrary to Popular Television shows. Thats true. We always get Incorrect Information from them. Its over in an hour, right, and that will not happen in this case. Jean, was there any weapon sound in are they still searching that property . And is that property in any way connected to Jesse Matthew . You know, the search has been discontinued, quote unquote. But what we saw yesterday along this highway which the perpetrator would allegedly have to drive to then deposit the body or be with the victim, we saw Law Enforcement searching either side of the road and common sense tells me they were searching for something that may have been thrown out of the car or something along the way. So the search is still going on because everything and anything could be potential evidence critical to a prosecution. And jehlen, a final question to you. Has behavior changed at the university of virginia in light of Hannah Grahams disappearance . It definitely has. Right now were all thinking critically about what hannahs legacy is going hoob here. I can say pretty confidently i think that is its a safer uva, its a safer charlottesville. Were thinking about safety in a way we never did before. We started this year with a campaign we were calling whos got your back about bystander intervention, keeping track of your friends and keeping each other in your minds. Thats a campaign we know hannah was engaged in so we like to believe and we hope that wherever she is, however she is its something she would be happy to see us doing in her name. Thats terrific. I dont think for a minute that the republicans in congress would have denied the World Health Organization the funds they did to organize emergencies or cut back on the nihs research budget. Glad youre with me. Rich, im going to start with you because you said this is president obamas katrina moment. Really . About 1,800 people died after katrina. One person has died of ebola in the United States and he caught ebola in liberia. Really . Yeah. Because it im not talking about the number of deaths. What im talking about is neither of these two president s had anything to do with the crisis that confronted them. But both, i think, have found we know what happened with president bush, fema became kind of the laughing stock. Now with president obama is cdc is sort of a laughing stock. Its not the event and its not the actual effects of the event, its the political out fall from the event. Heres what happens and i think hilary will agree with this. You have to guard against something that triggers the publics mind a specific example of what they sort of thought anyway. And i think thats maybe where we are with the president and the administration now that they have been worried that hes disengaged and then it took two weeks for him to kind of get his arms around it. Im not blaming him for ebola. I thought that obamacare was president obamas katrina moment,hilly. We well, for the six and a half years hes been in office there have been multiple times the president was going to have a katrina moment. But the cdc is not a laughing stock. We had an unfortunate situation in dallas where somebody did not have full coverage on their protective gear and so we have ebola there. And or maybe they didnt take it off properly. Come on, hilary, the cdc didnt react quickly enough. Thats valid criticism. Let me talk. What weve had, though, is kind of nonstop five days worth of media, politicians, everybody talking about the coming crisis. But the truth is, actually, that the administration has been talking about this, thinking about this, planning for this, working on vaccines, working on cures for a long time. The president is very much ahead of this problem. And so i do think that what we have is, you know, a cacophony of things, of politicians talking that we would not have if we werent going to have an election in three weeks. I dont know that you could argue that the president has been ahead of this. Although i think you could argue that of course you can. Theres some hysteria amongst members of congress about this. I mean, am i right . No, youre not wrong. There is hysteria. But i think even we do this, too. Like you opened the secretary generalment with 21 days in quarantine, is that enough . We all do this. Politicians dont live in a vacuum. Theyre living in the world everyone else is and getting the same kind of messages. But the judge in texas today had the right thing when he said lets just calm down, lets just focus on the fact that people who have been in quarantine have not shown more symptoms. We actually dont have an ebola crisis in the u. S. At all. No, but theres a political crisis that attaches here. No, theres not. Well, let rich finish. Go ahead. Sure there is. Because it what the democrats appear to be facing well be a lot smarter in 125 d er ier i what democrats are facing is an Enthusiasm Gap between what democrat voters are looking and and Republican Voters looking and at this is a problem for democrats running from Public Office because they have to separate themselves from president obama, i know what youre saying but its not been sold to the public, i dont think, that president obama has been thinking about ebola for two and a half years because it looks like he just caught up. Is it any surprise that the president appointed ron klain as he ebola czar which a lot of people say is a political operative. Well, i dont know what his job is going to be. Look, after 9 11, president bush appointed a governor, tom ridge, to be the head of homeland security. He wasnt renown as a counterterrorism expert but he was a really good manager. If klain is a really good manager, hes probably perfect for this job. Look, i think everybody agrees that both tom freeden and to and tony fauci are the best epidemiologists and Infectious Disease experts you can have and thats who you want on this problem. But is tom frieden the best witness before a Congressional Committee . No, hes not. Is he going to communicate with as many different constituencies as need to be talked to about this . No. Thats not going to be his strength. So ron klain is going to bring those pieces together and do that. But i dont think that you could argue that the fact that hes just coming to this job means that we have had a significant problem in the United States. All were doing, really, is stemming the potential for future harm. But you know as well as i but the crisis is in africa and republicans and folks who want to pile on to democrats, looking for desperation, looking for issues, are trying to make this seem like america has the reason stop, hilary, just for a second. The treason president appointed ron klain is because there is a political problem with the way this thing has been rolled out, the way this thing has been handled. Its not we dont expect him to be a doctor and epidemiologist. But for you to say that everybody else doesnt that the white house doesnt feel any political pressure wrong on the facts. The fact is, they had to hire a ron klain to come in to at least put some space between the news cycles so that we have somebody that can tell the story as they want it to be told. Just within the last couple of hours, weve gotten new information from inside the besieged town of kobani. A city official tells cnn u. S. Military planes have successfully dropped weapons and ammunitions to kurdish fighters who have been pinned there. Theyre trying to stop isis terrorists from devouring yet another town in syria. This was a significant air drop. 28 bundles of weapons, machine guns and ammunition. Just as a sign as to how close the fight is down there, one of the bundles fell outside of the area controlled by the syrian kurds, too close to isis front lines, so another plane came back and destroyed that bundle so those arms would not get into the hands of isis fighters. But, you know, its significant as well because coupled with the air strikes, kobani is now the most struck target in the u. S. Led air campaign in either syria or iraq. Youre seeing an enormous allocation of resources to saving kobani from isis. Its become a real focus of this campaign. So doesnt this mark a shift in policy as well as in tone . After all, didnt washington tell the world kobani really wasnt that important . No question, carol. I cant tell you how many conversations i had with u. S. Officials early on in this fight when kobani looked like it was going to fall and they said listen, kobani is not strategically important. The only reason you reporters are paying attention to it is that your cameras are able to see it because we have a lot of reporters, including cnn reporters, on that Turkish Border there watching this fight. Sometimes on live tv. But now in the last couple of week there iss certainly been a shift because youve had a tremendous number of air strikes focused there. Like i was saying, more than anywhere else in iraq or syria. And ill tell you what u. S. Military officials tell us. They say the reason far change is that isis want this is town so badly, thats why the Usled Coalition is keeping it from them. So that in effect is the justification for the change. So how much of kobani does isis control . Do we know . Well, we do because were in contact with Syrian Kurdish fighters fighting them from inside the city and theres been progress in the last several days where isis has been pushed out of the sent other of the city. Theyre on the outskirts of the city but more of that town city, town, its quite small is under the control of syrian kurds so you can say the air campaign is working there. Police in indiana have a possible serial killer suspect in custody. Officials stay 43yearold man who was taken into custody for the friday night killing of a 19yearold pregnant woman at a motel has also confessed to killing other women, at least seven deaths are now being investigated. Cnns Miguel Marquez joins us with more. Good morning. The big question here is whether or not there may be more deaths out there that they may be investigating. This 43yearold man is known to be a or at least the mayor is saying he is a sex offender from austin, that there may be other cases. The mayor of hammond easily calling him a serial killer. Police there were able to stop this individual. The mayor gary, interestingly enough, where these bodies have been found, a is not saying tha yet. We expect to hear more about this individual. Did this man confess to police when he was arrested for the 19yearolds killing . This began on friday night at a motel 6. This 19yearold woman was found, africa hardy, and then he was taken into custody shortly thereafter. Led police to three different abandoned residences in the gary area where different women were found. In all, seven women were found. One of them had been reported missing for about two or three weeks. A woman named anneth jones. Some of them may have been prostitutes as well. It is a very, very disturbing story that i think the police there it seems they think they may have only found the tip of the iceberg. So this man is in indiana, but i understand he has a connection to colorado. So what might that mean . Well, one of the victims has a connection to colorado, he has a connection to texas as far as we know. But he may have been operating in other places across the country as well so i think police want to have their ducks in a row, they want to figure out where this guy has been, whether or not there are other victims out there. Apparently he is talking in a cool, calculated, intelligent way and he is telling all. He led police directly and specifically to these spooky abandoned houses where other women were found, knew exactly where they were. It is a disturbing case and my guess is were only hearing the beginning. And i understand we have the gary mayor on the phone right now, Karen Freeman . Do we have mayor freeman . Tell us what you know about this suspect at the moment. We know that on friday the police of hammond, indiana, began investigating a hammond murder that led them to a suspect in gary, indiana. After taking that person into custody and questioning him, we learned that there were six bodies that he was able to lead gary and Hammond Police to the location of. They were in abandoned buildings in gary, indiana, actually four separate locations and we also know that this individual continues to provide information of possible locations, not just in gary, but in other parts of northwest indiana. Did Police Pressure him to spill what he knew or did he voluntarily give this information to authorities . To my knowledge, this information is being given voluntarily. It is an Ongoing Investigation and both gary and hammond as well as the Lake County Police department and the Lake County Coroners Office as well as the Lake County Prosecutors Office are all involved in this process. I guess what i was asking you is, he seems eager to tell police where these bodies are located. Is that your sense . Well, he certainly was cooperative. What do you mean by that . Meaning that he led them to the location of this body. Whether he was eager or not im not in a position to say that. Was there any connection between these women . Any reason why he would target these women . At this juncture, we are not aware of a connection between the women. In fact, only two of them have been identified anneth jones as well as africa hardy, the victim in hammond. The Lake County Coroners Office is working to identify the other individuals. So correct me if im wrong, but three bodies found in gary. Do you fear more bodies will be found in your community . There were actually six bodies found in gary. There were three during the course of the night early into sunday morning and there have been three more found during the course of last evening into early this morning. And all we know about this man is hes 43 years old. Was he employed by someone . Do we know any information about this man . We dont have any information about his employment. We do know that he was a convicted sex offender out of texas. We do know he also had at least one conviction, certainly not in the sex offender category, out of lake county, indiana, which is the county that gary and hammond are located in. Do we know what brought them to indiana . We do not. But you expect more victims . Well, we have located six, leaving a total of seven in all. And after having 19 cases, including seven deaths, nigeria says it is now ebolafree. Its the second west african nation with that distinction following senegal. The World Health Organization calls the Nigerian Government response to containing the virus a spectacular success story. Lets talk about that incubation period now. 21 days is the incubation period for those who come into contact with an ebola carrier but one democratic lawmaker says thats not long enough. The 21day incubation period these studies showed do not its not 100 coverage that shows people dont get sick after that incubation period. There are studies that show people do get sick after that incubation period which is why we need to follow the World Health Organizations standard that they have in place which is a 42day period. Lets talk about that. Im joined by dr. Alexander value tulleken and charles haas heads the department of civil and Environmental Engineering at drexel university. Welcome to both of you. Good morning. I want to address my first question to you, mr. Haas, because the congresswoman was talking about a study that you put out from drexel. Is she right . Does the incubation period need to be longer . Well, based on the prior outbreaks, theres up to a 12 chance of people becoming ill even after a 21day incubation period. So just to be clear, should bit longer than 21 days . Should bit 31 days . 42 days . I think it probably should be longer, but the other thing is theyre doing more aggressive monitoring with people under quarantine rather than just looking at fever. So it may very well be by doing appropriate blood tests and looking for early signs of potential ebola infection, 21 days would be sufficient. There needs to be more of a dialogue between the scientific and medical community and the policymakers on deciding what that appropriate level should be. Actually, dr. Van tulleken and i were talking about that in a break. Go ahead, ask away. Im interested in this idea that the cdcs original guidance on 21 days was based on Research Done decades ago now and possibly on primate studies as well. What youve done has been presumably undertaken of your own volition, am i right . That is correct. And do you know how the cdc had reacted to it and if they are considering revising this period . I have not heard anything from cdc or for any of the feds for that matter so im not sure what the response and the reaction is. Does that surprise you that you havent heard anything . Well, theyre certainly busy fighting fires and i understand the manpower issues, but it does surprise me a bit, yes. And its very interesting that weve heard so often the idea of the precautionary principle, this idea that were based on the science and yet when you look at the science theyre using, its quite old. Now theyre very busy. Theyve had months to review what would be the best quarantine period and i think the assumption weve all been making is that they will have looked at this number. And when charless data came out, people were shocked at where the original number came from and how many cases might be missed. So is it safe to say that this just all makes it confusing when everybodys not on the same page and nobody communicates with one another . It just seems odd to me. I think so. Thats what you dont want in the middle of an outbreak or the middle of an epidemic to revise your period and i think dr. Haas can speak to this better than me but theres a tradeoff between the costs of quarantining people and the benefits of quarantining people. And i would also add to that, i think a message needs to be communicated that we dont live in a riskfree society and so we need to decide what an appropriate level of confidence is when we make that decision. Id like to move on to another topic and talk about this travel ban. Because a number of lawmakers, dozens of them actually, say there should be a travel ban put into place. Yet you look at nigeria, its ebolafree, it never put a travel ban into place. What should we take away if that, dr. Haas . Well, again, i think theres a cost benefit relationship that needs to be looked at. I know over in the e. U. There have been serious examinations even of the screening for fever and the cost benefit is certainly not clear that we wouldnt lose more than we might gain by travel ban. Talking about cost benefits, im not sure people can relate to that at this moment. Its such an interesting thing because the benefits of the travel ban seem obvious. It seems like if you can stop the visas well stop people who are likely to have ebola coming in. Weve seen from other epidemics that that just doesnt work. There are lots of other people who are potentially exposed who can get in through other routes from those countries or exposed from countries where they dont have travel bans and then travel to america. A u. S. Citizen brought ebola to nigeria so we know travel bans will affect u. S. Citizens as well. We do have a significant Economic Investment in this region thriving and a travel ban visa restriction will prevent that, it will slow travel, slows trade. Enormous economic costs for all what i would say no benefit. A best you could say only a very, very small hard to demonstrate benefit and the false sense of security is something wed have to worry about. So im going to pose this question to bot of you. I think because of the highprofile nature of this case they are probably getting sophisticated advice about who the top legal players are and billy martin is one of the top lawyers in the country, he shows up in big cases all the time, Good Washington connections so i cant challenge their choice of counsel. They did put out a statement. This is from amber vinsons family. They said to be clear, in no way was amber careless prior to or after her exposure to mr. Thomas eric duncan. She has not and would not knowingly expose herself or anyone else. Now, why are they putting out that statement. Are they afraid for their daughters career as a nurse . Well, it sounds to me like theyre positioning themselves to bring a libel suit, a slander suit. This is a suit for defamation for damage to her reputation. You know, the press, a lot of individuals have been saying she was incompetent, why did he get on a why did she travel in public after having been exposed to him . So she may feel her reputation has been so damaged by this that she has a cause of action. So it sounds to me like theyre positioning not to defend her but for her to sue somebody for damaging her reputation. And im just im just trying to figure without that might be. Because the dallas hospital hasnt said anything negative about amber vinson, correct . As far as i know. No, they havent. But i will tell you a lot of these cases are brought against the press, carol, heaven forbid. And there have been a lot of statements that are sort of made in the heat of hysteria about people and the way they acted and now i dont know what was of course not at cnn. Not from me. But at other less careful news outlet there is might have been damaging, inaccurate things said about her which would give her the right to sue for libel or slander depending on how it was disseminated . Although i will say in defense of my professional that its reasonable to ask why a nurse, a trained professional, when shes not feeling well would get on a plane. Even though she called the cdc to clear it. Maybe common sense would say maybe i shouldnt fly. Well, i dont think we can expect a local nurse to be smarter than the cdc or maybe, you know, maybe thats not such a High Standard anymore. I think thats what the what the reporting has been. I dont want to say theyre going to sue here. Theres a second reason you might put a lawyer in place. If somebody has been infected with ebola as a result of contact with her or maybe many people, we dont know at this point, she may be just positioning herself with a topnotch advocate to get ready because there will be suits against her and the hospital and maybe the cdc as well. So shes just getting good representation. Just another thought that popped into my head.
