Orders to try to capture this man. But apparently a firefight broke out. Handtohand combat he resisted. He was killed in the firefight along with other isis fighters there. His wife captured and taken back to iraq. The big question why this guy, why was it worth risking so much u. S. Military lives to go after him . What we are being told is he was an isis leader if you will in their oil and gas operations. So thats very key. Because of the Financial Impact the financial benefit to isis. But perhaps more serious even there had been a sense by the u. S. That he was increasingly involved in isis command and control. And isis operations. And u. S. Officials are beginning to indicate there may have been a reason to believe he might have been in contact at some point with abu bakr albaghdadi, the very reclusive leader of isis. The guy the u. S. Of course wants to get. All right. Lets talk more about this Senior International correspondent Nick Paton Walsh is with us from beirut. Nick you have covered isis extensively. What more can you tell us about this . Tunisian citizen and his role in isis . Not much more than the white house and pentagon have said. Hes not somebody who was a familiar name. Abu sayaff i should point out is is a nom de guerre it is not his real name. We do have a name who isis experts think is his real name. But that may be wrong. So im not going to share it with you in this particular medium. But the pentagon say hes a man who is behind the oil and gas operations we know theyre very lucrative for isis in the beginning about a year ago when they made million as day through Smuggling Oil out of oilrich iraq. But a lot of airstrikes against Oil Infrastructure have suggestly degraded that kmas kpas capacity. The suggestion that this man was growing in his military and operational role and suggestions that perhaps he had phones or email addresses or computers on them that might lead him to other people. And that is more credible reason that enormous risk was endured by the white house and the pentagon to risk this operation. Weve heard hes close to al adnani and perhaps he was in contact with abu bakr albaghdadi. If that were the case they may have thought they would get one of those two men by launching this operation. This was an extraordinarily hard feat. The delta forces here. Were talking about an oil field, one of the most heavily fortified lair that isis have. 5kilometer fortress around it. So a lot that had to be done just to insert this extraordinarily risktolerant delta force. They must have thought the prize was worth it. Imagine the complex explanation the white house will be going through at this stage, had this god forbid operation gone wrong. A lot of questions still to be answered. Exactly what perhaps was in the u. S. Crosshairs but didnt turn out to be there. Okay. So the prize is clearly him. Hes been taken out. But at the same time you mentioned the comes, the communications the phones the computers, all of those assets. So special Operations Forces were presumably able to secure that. So that too, is part of the prize . Comms. We know from the bin laden raid when they gathered all of his treasure trove of information from his lair there was a rush to there through and digest it the helicopter blew out and it was quite clear what happened news of the raid leaked out. So they didnt have the time they may have wanted to go through the detail and look for other key al qaeda leaders, this potentially a similar case. Abu sayaff were trying to work out how significant he really was. Hes not a key name. Not part of the major four or five sought by the u. S. He may have had information in those cell phones that would lead them to someone else. Im sure the u. S. Would have tried to act on that and pursue individuals with the realtime information. But news of the raid began to leak out through activists in the area. Talking on social media. And also Syrian State Television the head of the pentagon announced in fact talks about how it was their forces who had gone in and killed the isis oil minister in their words. So the information was clearly coming out there. That obviously limited how maybe useful it would have been for isis intelligence to be acted upon by the u. S. Always a perishable commodity. A very complex night seshl, one in which we have yet to hear the full story. So one woman was, who was being held against her will was freed and then the other woman, we believe, that has been captured is abu sayaffs wife. What kind of role might she play in the whole structure of isis . What kind of information would they be able to get out of her . One of the more confusings things about the white houses version of events here is the notion that umm sayyaf thats not her real name. That means the mother of sayyaf. So abu sayaff and umm sayyaf mean the mother of a child called sayyaf. Is that she was intricately involved in Human Trafficking isis daytoday operations thats entirely feasible but its rare. We dont normally see isis using women in their leadership. They dont seem that often to have a role in the daytoday operations. Women in the vision that isis have for society take a secondary role certainly and there are women who support them on social media, who travel to iraq and syria, to be with them to be in the kind of society they espouse. But unlike the syrian kurds where the women fight alongside the men. Its a much more chauchbvinistic society. It does potentially give rise to the notion that her capture was a lucky side effect for the u. S. Of this raid rather than something they were planning on in the first place. But yes, the yazidi woman, one of hundreds if not thousands of yazidis abducted when isis moved into Northern Iraq she is now free and the u. S. Say she will be reunited with her family. Nick paton walsh, thank you so much. Meantime the National Security council says president obama ordered the raid with their unanimous recommendation and support. Lets get more now from the white house. Cnn National CorrespondentSunlen Serfaty is there. What more do we know about the sequence of events that led up to this authorization . We dont have any specific reaction from president obama himself yet, fred. But we do know that as you said president obama made the call that would be a call that would specifically come from him. To order this mission, order this raid. And the National Security council says that was done after a unanimous recommendation from his National Security team indicating that the intelligence showed that it was sufficient, that it had been developed and they were confident that the mission could be carried out successfully. We do have a statement from the secretary of defense responding to this mission, saying quote, the operation represents another significant blow to isil. And it is a reminder that the United States will never wave anywhere denying safe haven to terrorists who threaten our citizens. And those of our friends and allies. Now we know that president obama has been regularly briefed on this mission. By his National Security team. Fred . So sunlen this comes at great risk right . The white house is acknowledging that. There was a similar attempt last year with special opps being sent in to syria to win the release hostages. Why did the white house and the National Security team feel this was worth the risk this time . Thats a key question. The National Security council describing it as a complex mission when they released a lengthy statement about the raid. The big question is was this terrorist, was abu sayaff it was worth it to go in . What did they know about what he knew within the isis leadership. We know that the white house at least, they call him senior isis leader and they say that even though it should be noted as Nick Paton Walsh has been talking about, he wasnt necessarily high profile within the isis leadership. But a Senior Administration official here at the white house tells me that they do have indications that he potentially would have interacted with abu bakr albaghdadi. Of course that is a main isis leader that the United States has been trying to locate for so long. So thats why this was a capture mission. They wanted to go in and capture sayyaf. Gain any intel they had about albaghdadi and isis leadership. But this mission obviously turned into a kill mission after we know that abu sayaff fired on those u. S. Forces. Sunlen serfaty, thank you so much keep us posted especially if the president does comment on it this weekend. Joining me now via skype, cnn military analyst, retired Major General james spider marks. Good to see you. Lets talk more about this. So abu sayaff not the name that people have come to know. But why in your view is it important that these special opes would target operational leaders . He presumably being one of them . Was more than an operational leader. We would probably characterize him, the United States the Intelligence Community, would characterize him as the cfo of size is. He was the one responsible for all the oil and gas revenue. Which is clearly the primary source of their ability to conduct operations. So the fact that the United StatesIntelligence Community and with support of others were able to zero in on his location clearly there was some confirming intelligence that gave the United States the likelihood of good reward. That gave the authorization to execute this raid. A shot from a drone or from some other type of aircraft or some other means. So given he would have so much information, why in your view would he be taken out . And the other prize i spoke with you know Nick Paton Walsh about this the other prize being the other kind of evidence that may in that compound such as cell phones and computers and that information, is something that the special ops forces leave, not empty handed at all. Not at all. Clearly the objective was framed in what we know as a kill or capture. The commander on the ground the senior person on the ground has the authority to make the decision if its going to be one or the other. And the circumstances as described, as we understand them now, is that there had to be the order to kill because of the resistance that was provided. But following that there was the capture of his wife who ostensibly is deeply involved in his former activities not only as the cfo should they feel confident that she will talk . Youre never confident that anybody is going to talk. Thats why you have interrogators and thats why there will be a period of interrogation. Shes being interrogated right now in a facility in iraq protected by the United States outside protected by the iraqis. With the full understanding that they need to get information from her. But theres also a deep exploitation thats taking place right now, fredricka, on all the intelligence that the special operators were able to bring back as a result of that raid. Like what . How would they do that . Its phenomenal what theyll probably uncover. This was the c dpmpb o of isis. If all the different verticals and cutouts that you will have in this black organization where command and control is really not known very well the cfo cuts across all of those. This is the individual who is responsible for funding activities for getting revenue. For having the contributors to make sure that isis can continue to exercise the type of activities that they have. So she is available to answer questions. Information that they gathered from the raid will hopefully be able to determine what we would call a target list what the United States would call a target list in terms of what else is out there, that now the United States and its partners can go after, to further degrade isis. And is there great confidence that he is indeed the cfo . Or might there be many cfos, so to speak . You take out one, like abu sayaff and theres somebody else that steps in his place . Well you know most organizations, the cfo is kind of revered as we all know. Im saying that with a bit of a smile. So this is a person who enjoys great access enjoys great power. And in fact has so much information. In many cases albeit everybody is no one is irreplaceable. But in this case the loss of the cfo within isis is a significant damaging result. That is going to put isis on its heels. Its certainly not the end game at all. But we might be moving in a different direction, with the loss of this individual but more importantly, the capturing of the intelligence that will allow the Intelligence Community to get a better picture of who is out there and who is providing funding. Those then become targets to go after again. And you already use the terminology, you said high risk high payoff. That defend this this operation technique. It is high risk to have the personnel choppered in dropped in. As opposed to a missile strike or a drone strike. Which would be broader. This is more of a surgical approach. Why take this kind of approach . Fredricka, the key result that you want from an operation like this is the intelligence that can be derived. If you took a drone strike that would incinerate everything thats there. You would also get into the long debate as to who was on the ground who was targeted what were the results. Who does the dna sampling . How do you understand whats going on . Then you have this game of marketing and dueling thats taking place both from the United States and from isis that says you didnt harm us this was no big deal and were trying and the United States is drying to make this a big deal. It is a big deal. And the United States has been able to take the results of this strike and exploitation is taking place right now, to see if theres Something Else thats actionable that would allow the United States to go back and say look weve got some really good intelligence that the United States can have a restrike. This is an extremely, extremely big grab. I know im getting gruesome with the last question but got to know. Would they remove take the body of abu sayaff . They could. Absolutely. They absolutely could. There certainly would be room for that. They had positive identification on the individual. So i could see taking that individual back for proof of what took place. But more importantly as weve discussed, its the amount of intelligence thats available for future exploitation. All right. Major general spider marks, thanks so much good to see you. We talk more about isis but right now we follow new developments into the amtrak crash investigation. An fbi Forensics Team has now been called in to assist investigators. They will be looking into the possibility that some damage to the windshield of the train may have been caused by some sort of projectile hitting the train before it derailed and train 188 could be just one of three trains hit by objects that night. Erin mclaughlin is live for news philadelphia following the investigation. So erin wlarks more do we know about the damage to the windshield . Investigators say theyre very interested in a circular pattern, a fistsized circular pattern markings located on the lower lefthand side of the windshield. They think it may be the result of some sort of projectile that hit the train prior to the crash. And are so interested theyve asked the fbis Forensic Team to come in and analyze those markings further. In addition to that they interviewed yesterday, the assistant conductor who was on board that train, she says that shortly before the crash, she heard radio transmission between the amtrak dispatcher and a, an engineer that was on board a separate septa train, that was in the region. That septa engineer she says she believes told the amtrak dispatcher that a projectile hit his windshield. Now she said that following that she heard from her engineer brandon bastion. This is something that authorities are following up on. Theyre interviewing the septa engineer to try to get more information. Deepening the mystery. Were hearing reports from passengers who were on board a separate amtrak acela train. A third train that night, those passengers said that their train was also struck by some sort of projectile. Fredricka . All right and then erin the ntsb is now interviewed the trains engineer. What more is being learned from him . They said that Brandon Bostian was very cooperative, he was not feeling any sort of fatigue or illness prior to the crash. He said that he they said he demonstrated an Incredible Knowledge of the area as well. But he simply does not remember what happened. The last thing he says he remembers is driving the train through the north philadelphia station, ringing the bell and then Everything Else is just a mass of blank. His Attorney Says is hopeful that once his concussion sub sides, the concussion that he suffered in that crash, that his memory may return. Fredricka . Do we know when service is going to resume . Were talking about the weekend, and you know thousands of people rely on the amtrak northeast corridor every day. But particularly on weekends. When people you know are returning from work or getting ready for the work week. Yeah now we know they are hard at work trying to repair the railroad. Amtrak authorities had said that service has been suspended along the new york philadelphia route through monday. There is a possibility that some sort of service may return on tuesday. All right. Lets talk more about the amtrak investigation, joining me now, mary ski a of ao a cnn transportation specialist and a former Inspector General of the National Transportation department and richard viehl is a former train accident investigator for an Insurance Company and cnn analyst Phillip Holloway with me in atlanta. Good to see all of you. This investigation is looking into the possibility that the train had been struck by some sort of projectile. So richard, youve worked on crash reconstructions, what is the possible link between something hitting a windshield and the train accelerating as rapidly as it did . Well the correlation is the fact that he was accelerating he would have had his throttle wide open trying to get up to track speed. Had there been some sort of an event like something hitting his windshield and he would not know exactly what hit his windshield all he knows is hes traveling along and boom something large hits. He doesnt know whether its a gunshot, something large being thrown something being kicked up from the track. He just doesnt know. So he may have done Something Like dive to the floor, or you know jumped out of the way, just not knowing what it was. And at that point, the throttle is still wide open and accelerating the train. And if he possibly got an injury from whatever came through the windshield or caused the a chunk of the windshield to hit him. May be the reason why he doesnt know or remember what took place and why the general kept going at full speed. Mary is it plausible that perhaps this engineer given what you know richard just painted there, that perhaps he was disoriented, maybe lost track of time. Knowing that the speed would have to be reduced with that upcoming turn . Yeah i think richard pose as very plausible explanation. And this might be the piece of the puzzle we were missing. Because the engineer was was described as somebody who was conscientious, he was clearly alert, he hadnt fallen asleep he was talking to another train. The fact that there was a total of three gives an important clue. This is something ive worked on many cases where people have thrown things and shot at everything from trains cars planes. Its amazing or it should be amazing how often this happens. But this could be the missing puzzle. The fact that the third train was hit on the side makes me think its more gun rather than rock off an overpass. But we dont know yet. And then phillip, you know at least one suit has been filed. That being from an amtrak employee. Who states that even amtrak may have been negligent. So the investigation is yet to be completed. And with this kind of new possible information, how might that impact any kind of civil or criminal case against amtrak . Well we know that trains do not accelerate to 106 Miles Per Hour buy themselves. And we also know that it takes a human hand to manipulate that throttle. At 106 Miles Per Hour in a 50mileperhour curve, from a legal perspective there has to be a very good reason for that. And the explanation that was just given could potentially be that very good reason. Otherwise, youre in the realm of negligence or potentially criminal negligence or god forbid an intentional act i dont think theres been any evidence to suggest that it was intentional. But from a legal perspective, those would be the things that the investigators are looking at trying to find out whether or not this was something that was criminal or something that was simply an accident or perhaps a result of some third partys criminal misconduct. Does filing a suit so early in the game kind of undermine the possibilities of it being you know bringing any real validity . Well i think the reason that the suits were filed so early is because these lawyers want to you know get out there, hey, they are litigating this case and perhaps they may want to bring in additional clients, thats one possibility. But you know its its dangerous to go off and file a lawsuit alleging negligence until you know all of the facts and circumstances. One thing, though i think in these lawsuits theyre going to point to is that the absence of this positive train control that amtrak you know theyre going to say was negligent for not having it on that portion of the track at that time. The 21yearold showed no visible emotion as the sentence was read. The several survivors and relatives of victims wiped tears from their eyes and now that the sentence has been handed down. Whats next in this case . Joining me to talk more about this cnn legal analyst paul callan in new york. And here in atlanta, criminal defense attorney paige payton. Paul you first, any real surprises in the vurd and the speed in which it was rendered . No i was not surprised. I mean the jury deliberated for 14 hours. In a case where essentially the defense had conceded that the defendant, tsarnaev had done all of the horrible acts with which he was charged. The only real issue is was the Death Penalty appropriate. Was this the worst of the worst kinds of cases. And given the death of three people over 200 seriously injured, the carnage involved it didnt surprise me that the jury would reach the conclusion that if ever there was a Death Penalty case this would be the one. On the other hand paige, you do feel there was some surprise. You thought the defense did a fairly good job, humanizing this young man and that perhaps they would impose life . Thats what i thought. I do think the defense did a great job of humanizing him. And showing that he was not the driving force behind this. Yes, he was involved he was complicit. He killed people. But he was acting under the influence of his brother, who i think was a much worse character. So they talked about his family they talked about his age and i think all of that could have swayed the right jury. So the jurors didnt buy it. But is it presumed that there will be an appeal . That he will appeal this Death Penalty . Even though no one can forget that he scrawled a message in that boat the night that he was captured and he said he he felt jealous for his brother, that he found death and he was hoping that would be his fate too. So why should he appeal the Death Penalty . Hes going to appeal the Death Penalty because he has lawyers and thats what they do. So i anticipate youre going to see an appeal. I think their best issue is going to be the fact that the case was tried in boston. Literally in the crime scene. Where the government made the allegation that the entire city was a victim of the crime. So that is probably going to be the Biggest Issue that they raise on appeal. So paul why was a change of venue argument unable to be made successfully . Why was this case a federal case why was it in boston when people feel so emotional, the emotional ties to what happened two years ago. Well you know i have to agree with paige, i think its a, a surprising decision that they didnt change venue. You know its so personally affected people in boston. And boston is kind of you think of it as a big city but its really kind of a small city only about 600,000 people. Everybody knows somebody who was at the finish line that day. But on the other hand the reason i have to disagree with paige about whether theyll have a chance on appeal. They took this up originally before a threejudge panel. Federal panel. And that panel said no to the change of venue. Now theyre going to be appealing to that same court again. From this verdict. So and i also think that had this been a case where you were contesting guilt or innocence, in some kind of serious way, you could say the location of the trial made a difference. But really on these facts, would it have made a difference if it was tried in houston or chicago or los angeles . I suspect ironically this was the friendliest jurisdiction for people who are opposed to the Death Penalty. I think in the end it gets upheld. Last word paige . I disagree with paul on this point. By the dime you get this jury you have people who are pro Death Penalty verdicts. It may not make a difference for factual guilt. But for a sentence of death, thats. Paige and paul thanks so much. Special Operations Forces kill a key isis figure during a raid in Eastern Syria. Heres what we know now. In a statement defense secretary ash carter said abu sayaff, who was involved in isils military operations and help direct the organizations Financial Operations was killed in a raid. U. S. Officials also tell cnn that sayyaf was the equivalent of the isis chief Financial Officer. U. S. Officials also tell cnn that sayyaf was a tunisian citizen. And the National Security council said his wife was captured and is currently in military detention in iraq. A source tells cnn that abu sayaff may have been in contact with isis leader abu bakr albaghdadi. Lets talk more about this right now with cnn military analyst, retired military general Mark Hertling and former navy s. E. A. L. Jonathan gilliam. Mark you first, syria was not aware of this operation. How did this happen without the coordination of that country . Well thats whats special operators do fredricka. They sometimes will go after targets in countries that are not aware of their either entry or regress out of the country. Its part of the mystique of special Operations Forces and its hitting targets very rapidly and part of the required professional aspect of all of this. Jonathan help us understand and picture how it happens. We understand that a helicopter was involved and somehow the special ops forces are descended on this property. And then what . Whenever we go into an environment where you know we have little or no forces that are going to back us up over the immediate area. Overwatch is very important. Im sure there was a lot of overwatch. It appears from the reporting that they softened the target up quite a bit before they got in there by hitting it with either having an airplanes overhead or what have you. However they chose to do it. These operations are pretty quick typically. And it sounds like in this case they had some intelligence they had something that they were going after specifically. Because they wanted to get in there. Whether or not it was this individual and his wife particular or if they were secondary, it seems as know they definitely were bent on going in there. Mark you know high risk you know all the way around we also understand that there may have been some handtohand fighting involved in the special forces. With some isis members and that this was very tight quarters. Yeah first of all i would say the handtohand comment that Barbara Starr made earlier. Thats unfortunate for isis you never want to tangle with special operators in a weapons environment. Ill comment, too, on what jonathan said. Theres, we tend to focus primarily on either the s. E. A. L. S or the delta guys the guys at the tip of the spear. Theres a lot that goes into this fredricka. And i would suggest that even though were all waking up do this breaking news this has probably been a target packet thats been put together for months if not weeks. With a lot of intelligence a lot of overhead platforms, signals intelligence a lot of resupply operations overhead platforms to provide fire support. Theres a lot that goes into these kinds of strategic missions. And when youre talking about capturing or killing a key financier, thats a pretty big target when youre looking at all the lines of operations that were actually executing. We as a government are executing against isis. And then jonathan as this team the special ops forces Team Everyone has a role correct . Someone is assigned to actually gather the evidence that might be collected. Such as the phones and the computers. Can you kind of paint a picture for to us give us an idea of how these assignments are doled out. The different roles that any one, member of these forces would have . Well you have to look at this very similar to the way you would look at a Law Enforcement agency when they go in and do a big arrest. You know youre going to have way before as the general was saying way before this goes down these mission plans are thought out and Everybody Knows their role because they help to plan that part of the mission. So you know youll have whether it be Law Enforcement or over in this part of the world when theyre doing a takedown like this you will have people that are already in position that know their job, their primary or secondary job is going to be to look for computers, somebody says hey, ive got something over here they go over there, they try to get it. They try to now that theyre on site exploitation is a big deal in the military. Way more than it used to be. Because now the way that the fbi, the c. I. A. And all these units Work Together the ability to go in and actually collect this information, is tremendously huge. And the way we disseminate it is very fast. And then mark the staging area in iraq. Explain the significance of the use of iraq in an operation like this. Well, you have to have a basing area. As jonathan will tell you, you have to launch from somewhere. It could have been from iraq. It could have been from somewhere else. Im not suggesting that it was from iraq. Theres several countries in the area that may have helped. They may have egressed into iraq because there are some facilities in that country, especially in the kurdish regions where they could have these targets. But the intelligence youre going to gather from a mission like this and truthfully fredricka, as a commander in Northern Iraq a few years ago, we would run with our special, assigned special Operations Forces like this multiple missions every night. And the amount of training that these young men and sometimes now women go through, in order to execute a mission of this strategic importance is incredible as jonathan says it makes what a professional Football Team or sports team do pale in significance in terms of the choreography and the nuanced approaches and the missions assigned to each individual on the team. They deserve a lot of credit and they rehearse it quite a bit before going in. That doesnt underscore this has been in the works for months. And so you know jonathan while most people dont know the name abu sayaff clearly the u. S. Has had their eyes on this person for a very long time. What would be the benefit of perhaps putting his name on some sort of you know watch list for all to know . Or does that become a distraction and that perhaps explains why his name isnt on a list that the general public would know about . Well you know theres a couple things i think that are very important to this mission. And that any time you can hit a strategic leader somebody who is actually in the leadership of this organization. Or any organization that youre at war with. It really does send out a message that hey, were tracking these guys and we have the ability to come in and get them. In this case going into syria where were not typically doing a lot of operations and boldly taking this guy out in one of the most guarded areas that isis has, i think that sends a message up their chain of command that is just tremendous. And regardless of what you know the information that actually ends up coming out of it. The message that we sent is a big message. And i think you know a lot of times these strategic targets just taking them out and letting them know that we have our eye on you, is almost just as important a lot of times as the information that we get out of there. So mark you agree the psychological hit . Im sorry . Mark you agree that theres kind of a psychological hit that comes with this absolute will you. Its interesting to hear the folks talking about how we didnt know these individuals. Because as jonathan will tell you, when youre talking about strikes, kinetic or nonkinetic strikes against these kinds of individuals, the target packages that are involved everyone likes to focus on the operator. Those are the, thats the key guy that are in the top 20 list of the top five list. But truthfully fredricka, the strategic level, youre also targeting the financiers the lawyers that help them make decisions based on sharia law. Thats an important part of any kind of operation that isis is conducting. They always have to have their operation blessed by a religious figure. You have other elements of the information ops guy. I would suggest all the people who say, hey, i dont know who abu sayaff is. I would say okay do you know who their chief Information Operations officer is too . Thats as critically important. They are doing a lot of the recruiting efforts. So all of these individuals are strategic targets. Across the various lines of operations. Heavily condemning the whole procedure, that had to do with this trial, despite that though Mohamed Morsi was sentenced to death. Todays trial really wasnt whether he was going to be found innocent or guilty but really what would the sentence be. A lot of people assumed that he was going to be found guilty and the death sentence not just to him but over 100 people. A lot of the people tried in absentia a lot included the leading member of the Muslim Brotherhood. This will go to egypts leading legal scholar of islamic law in egypt, hell go over all of the evidence go over the case, and issue an. Opinion. Then on june 2nd, thats when the same judge will determine whether to confirm this death sentence or not. But this is the harshest sentence weve seen for the former president. Learning brandnew details about a major separation against isis in syria. The white house says u. S. Special Operation Forces conducted a raid deep in Eastern Syria, killing the key isis figure and capturing his wife. Joining me now, pentagon correspondent Barbara Starr, who broke the story. So barbara, i understand that youre learning new information about this senior isis official . Reporter more information coming to light. The name that the u. S. Is using is abu sayyaf that clearly not his real name but the u. S. Government not yet releasing the mains real name or the real name of his wife. What we are being told by officials with direct knowledge of the operation inside syria is they were able to capture the wife shes undergoing interrogation in iraq. He was killed in a firefight with u. S. Forces but they were able to capture a good deal of communications equipment, a good deal of intelligence now being gathered. One official telling me a short time ago, that the u. S. Now has what the official is saying reams and reams of data on how isis communicates operates and what they may be up to. That is now what they are going through. Abu sayyaf is characterized as the cfo, if you will of isis which special expertise in oil and gasp their money making operations in resent months. But the u. S. Intelligence community had had some increasing evidence. He was taking a more operational role. He was getting involved in commanding control and operations and planning. This may help explain the big question why did president obama authorize such a risky operation to send u. S. Delta force commandos deep into syria to try to capture this man and get whatever intelligence they could . Those commandos all coming back safe but they were in a tough firefight, we are told they even engaged in handtohand combat. Fred . So, barbara is there an explanation coming from the pentagon or white house why they decided to carry out a risky operation . And i guess most of us are using the word risky because there were Ground Forces that were used in syria in an operation last year which was not considered to be a successful one. So why do it this time . Reporter why do it this time indeed. There is no indication there were any western hostages on the ground a yazidi woman from asect in that area was held by hes people but no indication of western or american hostages. This was an effort to get to one of top operatives in isis not a wellknown name to most people but i will tell you that the sources were talking to tell us this operation had been in the works since about several weeks, march, even maybe before that. This was somebody they were keeping their eye on. Very much intelligence driven. They took to the president , risk absolutely but there were in fact fighter jets overhead. There was intelligence overhead. Jamming communications as there always is. There was a lot of backup for those u. S. Troops on the ground. And this is the real expertise of u. S. Commandos. They get the intelligence on a target they go in very quick, very hot, very heavy. They will open fire. They will secure a perimeter. They go after their target. And they get out as fast as they company thats their security in and out, as fast as they can. They would have been planning for this for some time fred. This operation taking place, deep in Eastern Syria. Barbara, thank you so much. I want to also bring in Nick Paton Walsh who is in beirut. Youve been covering isis for a very long time. What more can you tell us about the location where this operation took place . Reporter listening to barbara report ace staggering i think, development for u. S. Military development in syria. We dont normally see them going into handtohand combat with bloody knuckles fighting with isis militants. This is an extraordinary hard place to reach, inside syria isisheld territory. The oil field fortified, 3 to 5 kilometer perimeter of security about, were told by activists. Had it seem to be hit by air strikes beforehand midnight hearing from activists who have spoken to witnesses and this delta force went in. Extraordinarily large risk and a difficult, i think, operation to explain, had it gone wrong for the white house to an American Public constantly assuring there would be no more boots on the ground in the middle east. Definite perhaps embarkment here on u. S. Military policy. You have to ask, who was their key tar bet. Theyre absolutely sure abu sayyaf was the key man, money man, involved in military operations. As barbara was say, not a household name far from it. You struggle to find his name in isis literature. Hes not been in their social media maybe a back room dealer, maybe somebody along the walls of targeting cells in parts of iraq but not somebody you could have explained to the American Public essential to go after. His wife um sayyaf were being tolding, being debriefed, a big deal when it comes to Human Trafficking isis is involved in up women arent involved in operational isis. Thats a stretch. Frankly its imagined she would have a vast amount of information. What they may have been after is abu sayyafs cell phones computers, bridge to other leadership the spokesperson, thats plausible. They may have thought they were together at this stage. But all of these questions still to be answered. What we do have is an extraordinarily high risk raid deep into syrian territory. Its just maybe the gloves are off now for u. S. Special forces when it comes to isis leadership in syria or perhaps Something Else they were after, they havent talked about. Barbara, we hear high risk high payoff. You mentioned officials are tell you reams of data that was collected from this operation. So with um sayyaf the wife now in the possession of u. S. Personnel, what kind of information is expected to be gained from her . Reporter well as nick pointed out, the working theory by the u. S. She was heavily involved in isis Human Trafficking operation. So theyre going to want to know everything she knows about any hostages that isis held at any point, that they may have killed any hostages they still have. What their Human Trafficking operations really are and what she knows about it that has brought such misery to thousands of people in that immediate area and of course to so Many American families and families in japan, in europe who have lost their loved ones to isis murderer murderers. There will be an effort to see if she knows anything about all 0 that. In terms of communication gear laptop cell phones electronic data that they may have been able to capture, typical, they will go through all of it they will scrub it look for anything they can match up, any clues they can find about what isis is up to. And then what . I mean once they try to get any more information, perhaps from um then what . I mean would she be released . Would she be ultimately facing any kind of war crimestype charges . What would happen potentially . Reporter i think its very early to say. Shes in iraq right now. We dont know if the Iraqi Government wants to hold on to her for potential prosecution. There have been a lot of cases in the past where the u. S. Has captured counterterrorism suspects overseas and brought them to the United States for trial. Bringing a toplevel isis person no the United States for trial, does that open up a potential lone wolf threat even bigger in the United States to have that kind of target here . All questions we dont know the answers to. Then, nick youve been covering isil and isis for a very long time and learned so much about the inner workings of it. When Something Like this happens, is there a way of knowing potentially this location has been compromised with the death and collection of data and information. What happens structurally within isis or isil in terms of how the hierarchy changes, those operational leaders, what might they be doing now . Obviously, these men, had lengthy experience in evading american surveillance. A lot of them in al qaeda in iraq remember them back during the iraqi insurgency the u. S. Military in iraq and then in the Islamic State of iraq. They are steeped in exactly how the u. S. Will try to track them down. Im sure thats one of the u. S. problems here. When you hear Something Like this you can imagine theyre not using the same cell phones ever again and maybe changing email address. Those are obvious things you can imagine them doing immediately. The question really has to be what level of intelligence has the u. S. Had with sayyaf. Are they Reading Communications that could have gone to him, to the person they were communicating with if they knew necessarily where they are. They hoped there was something other than abu sayyaf unless he is this money man key linchpin figure. Its feasible except you would have perhaps now on social media isis themselves may have been talking more about him who he was, what he did. Instead theyre saying if that was your target your operations failed because he wasnt much of a player. Thanks to both of you. Well appreciate it. As Barbara Starr reports, you know abu sayyaf was the cfo of this of isis and that he played a vital role. But he also apparently had an increasing role in the terror groups operations and communications and with the collection of some of this data one has to wonder how much does this really hurt isis or isil as a whole. Well anytime you get data okay what youve got to look at look at isis like a company, okay . And were the opposing company trying to take them down. Anytime you get data any data it helps. When you take out a figure thats in the basically the executive branch of this company, that also helps to diminish their ability to carry out business on a daytoday basis. So now when you look at them as an enemy in a war you start to see how i know the last reporter there was talking, you know made it sound like its not that big of a deal if you look at what we did and where we did it that first of all says that we can now reach in there. It was in syria. That it was in syria. Without permission or consultation or even assistance from that countrys government. Which im not really that countrys government is in such shambles right now, i think the easiest thing to do. But you know we now have the ability to go in there, reach into their hardened heart. One of their hardest targets and actually get specific people and collect intelligence. I think that says a lot. I think Barbara Starr was excellent in wait that she was pointing out how they risk going in there and what exactly it was they potentially could have gotten. This intel, once that is spread throughout the task force and goes back into the United States scrubbed by the bureau goes to the cia, back out to the operational sides, you will see a lot of Movement Based on intel if its good intel. I wonder if you can tell us more about that potentially. Barbara did underscore that reams of data from cell phones and computers that were taken, we understand that some of those special ops forces made their way back to iraq with the wife and then the other young woman, yazidi woman, who was captured and now freed is that a lot of the extrapolating of data taking place in iraq right now . Has it been quickly taken out of the country, back to the u. S. For evaluation . How does it generally work . How immediate is the deciphering of this information. I cant go into a lot of the details of how or what exactly is extrapolated out of this but what i can tell you is that its as fast as possible. And its as fast as the information can get to the people who extrapolate that information. Its going to be done. This is a type of situation where you know people are going to be coming in on the weekends and look at this stuff and trying to basically find the pieces of the puzzle that they dont have already. So theres certain, you know techniques and tactics and procedures that we have in place already that that is really what i can speak to is that we have things that we have set in place over this you know 15year war that weve been over in that area technologys come so far that we already have systems in place. Its not like thats not the reaction part of this. The reactive part is we have a mission, its fluid, they go in there, they take this guy out, get the information. When they come back this is something that is not fluid. We have procedures in place, techniques in the way we go through this. And that i think, is what has progressed and makes this so fast compared to to 20 years ago. No one is thinking taking out this ceo, cfo, rather of isis is going to stop or dismantle isis as a whole. But one has to wonder how disruptive it might be you know how shaken up might this organization be now that a primary operative has been taken out. How might u. S. Intelligence of forces try to take advantage of this moment the aftereffects of taking out a key operative . What are they watching in behavior and in dialogue chatter, all of that . Information is what pushes missions forward. So as they go through this information, there may be other carryon missions that are motivated by the intelligence that they gathered. Again, you know he was a cfo, but i think its interesting to see the way that isis reacted online because now maybe theyre getting a clue that minimumization is better which you normally see with criminals anyway when they try to minimize the crime or what actually happened to them. But regard also we know what we did. Our overwatch is such that once a mission is done we can really measure the impact that it actually had. All right. What do you think the next step is in as the u. S. Tries to get a handle of isis . Clearly, you know the leader would be on the top of the target list. But do you think its crippling the organization by taking out the supportive roles deputies before going in for the kill, so to speak, the head man . Well, ive been critical for some time now we dont have an overall strategic war plan. I think this is an example where we get headstrong on going after particular leaderships, which has theres no doubt about it has an impact. But i think overall isis has been allowed to spread to the point where when we look at fundamental islamic terror these different groups, mohammedism moving around the world, recruiting people we need to start seeing more of a coordinated war plan. I think this is good this is always on the table, go after their leadership. But it needs to be incorporated with the overall Global Movement of this group. An fbi Forensics Team has now been called in to assist investigators and theyll be looking into the possibilities that some damage to the windshield of the train may have been caused about a projectile hitting the train before it derailed. They say they believe that that was there prior to the crash and theyre so interested that theyre calling in fbi and forensic investigators to take a closer look. In addition to that they have new information from conducting assist ant conductor on board amtrak 188. She said that, prior to the crash, just before it happened she heard radio transmission between the amtrak dispatcher and the conductor on board a separate septa train nearby. That engineer on that septa train said he had been hit by a projectile the windshield rather had been hit by a projectile. She says that she then heard from the engineer on board amtrak 188, he said that his train had been hit as well. Now, adding to the mystery, a third train in the area around the time of the derailment passengers on board an amtrak acela train experienced a projectile. Projectile hit a passenger win do 15 to 20 minutes before the amtrak 188 derailment. Investigators taking this very seriously. My goodness. Talk about the service. A lot of people rely on that northeast corridor track and they havent been able to for days now, including this weekend. When might amtrak be back on board . Reporter well amtrak has been furiously working, trying to restore service to the very busy northeast corridor. We understand that the line between new york and philadelphia has been suspended through monday. But they are hopeful that that line could open up in some capacity on tuesday. The sentence comes as morsi was already serving 20 years for ordering the arrest and torture of protesters. So ian, was this a verdict expected by the masses . Reporter i think a lot of us expected a harsh verdict, fredricka. It wasnt really a matter of if hes innocent or guilty but what his punishment would be. And the judge very harsh, we see this a lot of times in these initial trials, these very harsh sentences. Mohamed morsi was one over 100 people sentenced to death in two cases that this judge heard today. One being this jail break, another being espionage. Amnesty international has come out strong against this condemning it calling this trial a charade. There really has been no love loss between the Muslim Brotherhood and egypts judiciary, when president morsi was in power, he tried to forcibly retire a number of top judges. Now hes also on trial for insulting the judiciary. These things pointing to the fact that a lot of criticism that he couldnt get a fair trial here in egypt but were not expecting him to go to the gallows anytime soon. Egypts top islamic scholars going to look over this case offer an opinion on june 2nd, the judge will make the final verdicts. But there still is two more appeals after this. Egypt has sentenced hundreds of people to death but only one person has been executed so far in this postrevolution period. So this appellate process could be very lengthy . Reporter definitely. In egypts judicial system is notoriously drawn out, slow and most of the times we do see these very harsh sentences, only be to reduced or overturned in a later appeals process. Weve already seen this with hundreds of people initially sentenced to death. But Mohamed Morsi is a special case. The government isnt going to want to see him released in the public anytime soon. Direct the organizations Financial Operations was killed when he engaged u. S. Forces. U. S. Officials also tell cnn that sayyaf was the equivalent of the isis chief Financial Officer. U. S. Officials telling cnn that sayyaf was a tunisian citizen. The National Security council said his wife was captured and his currently in military detention in iraq. Syria was not aware of the operation. How was this coordinated . How did this Operation Take place without the cooperation of the government there . Reporter well the important thing is that the Iraqi Government was aware, and the raiders left from iraqi airspace and went to this remote part of syria where the Syrian Government does not hold sway. You wouldnt have a senior isis leader where hed be threatened by syrian forces. Ive spoken to two senior operation officials about how they planned this. They said they knew it would be risky but that there wouldnt be civilians in the area. So there was a low risk of civilian casualties and thats how they took the decision they made their argument to the president , and they said go on this mission. Barbara starr reported that this wasnt one quiet operation but handtohand combat involving special ops and isil members. In your article in the daily beast you wrote that some isis fighters hid behind women in an attempt to use them as human shields and the second defense official said that the u. S. Troops had to literally shoot around the human shields to kill the fighters. So they come across as cowardly. Reporter well yes. Together with my colleagues kevin and nancy at the daily beast, weve built a picture of how this raid was carried out. They did meet resistance from armed guards with ak47s and abu sayyaf himself, but they were able to capture a lot of laptops, cell phones. So while abu sayyaf was killed he almost wasnt really the objective of this operation. As cfo, they knew he would be tracking all aspects of isis operation. One Senior Administration official told me theyre coming through that material to try to figure out to if the reports that isis number two was killed are accurate. Possibly they can track down the location of baghdadi through this information on these laptops and cell phones. All of that is being exploited. If they get information they say they could be conducting other strikes soon. Is your understanding he would be the singular cfo of this group or might he share that role with others especially since they are all highrisk targets . Reporter well this organization is fairly diffuse so the roles are a little murky. Yes, they would be shared among different members of the leadership. Just in case one person got taken out, youd have somebody else to carry it on. But this was about getting the kind of intelligence that leads to future raids that starts degrading the network. One of the officials i spoke to said that this is just a continuation of the Coalition Strategy to shrink the area in which isis can operate and just make it more difficult for them to wage war. And the staging area in iraq that seems very significant and crucial in trying to carry out an operation like this and perhaps as a prelude to other operations that you speak of are likely to follow. Reporter i did askis this a change in tone sign of things to come. I was told the problem before they havent had enough intelligence to get the go order from the president on Something Like this. This means their operations have gotten them enough intelligence to get them to this point. Once they get the kind of information thats on that laptop or those laptops, the hope is that they can Start Building a much more detailed picture of the network which will lead to strikes not just by the u. Fred, the evidence was so overwhelming in this case i mean it was beyond overwhelming. When the government continued to play pictures of the bombs going off and people getting body, limbs ripped out, children dying in front of the jury it was too much to overcome. Couple that with a disingenuous defense which the jury absolutely rejected. I mean this guys dying declaration, his manifesto, a dying declaration is an exception to hearsay, thats how strong it is hes its okay to kill innocent people for the cause. So there was nothing. And the only thing that could have saved him if he got on the witness stand. He didnt do it because he has no remorse. And its not a question of the morality of the Death Penalty. Its the law. Its on the books. And it was put in to play here. Avery, the only moment i think most people recall him showing, i guess a human side of him, he was tearful, when he saw his mother. But clearly the jurors did not feel that was remorse for the crime. Well there was some evidence in this case the sister who people remember as the nun in dead man walking interviewed tsarnaev and indicated that he was regretful, he was remorseful. The jury didnt buy that fredricka. The fact is that the evidence and i agree was so overwhelm overwhelming. This was a jury that was Death Penalty ready. Instructs at the beginning, could you do this if the facts warranted . Thats exactly what happened here. And i think youre correct also that there will absolutely be an appeal on the question of procedural issues substantive issues. Its heading to the court of appeals. Its got a long way to go. So richard, thats what makes it confusing, if theres an appeal. Who can forget that he scrawled inside the boat that you know he was jealous of his brother for his fate and he thought that he wanted to go with him. So now hes got the Death Penalty but then he would appeal. On what grounds . What would be the argument now . Well you know if hes such a badass and committed to his cause, why doesnt he waive the appeal and die and be a margin. Doesnt work that way. Because hes a coward. To answer your question grounds for appeal in this case there are no good grounds here perhaps venue, should not have been tried right in the heart of boston. The jury instruction, could have been better on if one juror held out that would defeat the Death Penalty. Perhaps this juror misconduct somehow. This was a flash verdict on a pretty intenseive juror plea there, verdict sheet. To come back that quick thats an issue, though. Yeah it is. And ultimate issue is whether a lethal injection is constitutional. That if. Hes going to lose on all four of those. If he doesnt get take ount in prison hes going to die. Well is it confusing, i mean if on one hand there is no remorse, you know people got what was coming to them. Zero. Based on his actions, based on what he said and youre going to say Death Penalty too severe its not the appropriate punishment . Wont that be a tough sell . I dont think its too severe. I think its the appropriate verdict. And a lot of antiDeath Penalty people say, no matter what somebody does its inappropriate, immoral. I dont think thats the question on appeal. Theres another case of a defendant convicted in 2001 fredricka, the patterson case that has gone back and forth on appeal. Its going to be retried in sipt of this year. Thats why i say theres a long way to go. Whether the appeal issues are dis disingenuous whether they lack merit doesnt matter because were dealing with the ultimate penalty and thats what goes on appeal here. And the procedures that attach to it. So thats why i say, weve got a long way to go until this is over. It hasnt been filed yet. Is there a gut filing avery, it wouldnt even be filed and this issue would be moot . You think its automatic . Its going to the court of appeals. 100 guaranteed got to do it. Hes a coward fred. How much of a problem is this going to be . Reporter well he dug himself a whole this week no question about that fredricka, and a lot of people around him would like to see him get a Campaign Structure around him to help him manage these questions more easily. Its a perfectly innocent mistake when being interviewed to not hear the full question because he started answering it it. I think i give him the benefit of the doubt on not hearing the question properly. But it took four days to clean it up. There was a lot of waffling and moving around. It was not a gainly sight. The people now looking at him, as someone who is likely certainly in the top tier of candidates may well be the frontrunner early, hes under a lot of scrutiny and doesnt seem prepared. Thats the big surprise. That is the surprise. Why would they not be prepared . He has no so many different forms distanced himself from his brother, we are different people we dont necessarily consult and talk a lot but we are indeed brothers. But he had to and the people around him had to know that many of the decisions his brother made as president he would be asked to draw comparisons or distinguish whether he is the same guy or different. Its mystifying youre absolutely right. Everybody has known all along that one of his biggest tasks in this campaign is to make himself his own man and not be so beholdened to his brother. So when he told a group, privately, of course it got out, that he was relying on his brother for Foreign Policy advice it was like what . I thought youre youre on man . Why would you turn to your brother at this sensitive time . Do i think i t. Will pass . I think it did. The interesting thing is both he and Hillary Clinton have been stumbling in the last few weeks. They both had rough and some would say lousy weeks. And theyre quote, so powerful in this race. I think both have a lot of work to done remember this fredricka, even as he was making his mistakes there was a poll this week First Nationwide poll weve seen where he is neck and neck one point ahead, of Hillary Clinton in the national race. Thats the first time weve seen that. And he hasnt declared that hes in. And he hasnt officially declared that hes in. So even as hes running into these problems to use a bushism, dont misunderestimate him. Whats the rule on that . Now that hes let the cat out of the bag, how does that expedite getting the wheels in motion for his campaign . I think what hes doing, he wants very much to see if he can raise 100 million by the first reporting date at the end of the quarter. With that wind at his back and hes doing very well on the Money Campaign but i hi hes others are looking at him saying maybe hes not as strong as a candidate, maybe hes rednot ready and needs to work on this. Jeb bush is very smart. Hes a sensible person. I think hell find his legs but this has been a rough time. Okay. And then, just to refresh the memories of some perhaps will are a lot of folks who didnt get a chance to see every moment of jeb bushs life this week i want to rerun what he said in the interview pithwith fox, knowing what you know now, would you have made a similar decision. Knowing what we know now, would you have authorized the invasion. I would have so would have Hillary Clinton, and everybody confronted with the intelligence they got. Okay. So could it have been a moment where he didnt quite hear the question . Well look i think he may have he said he misinterpreted the question. Knowing what you know now, whether at that time would you have authorized it it if youre making the decision today he wouldnt have done what his brother did, thats obvious to everybody. Could he have interpreted it would you have still made the same decision had you had the intelligence that george w. Bush had. Hes simple threat to his brother. He would have gone in. Theyre going to make the argument so say, funders, hes not quite the candidate you thought he was, hes not as good on his feet give me money because we need an alternative. You know look how far behind he is in iowa. This is a winnable race for, say, scott walker at this point who is doing well in iowa. The other candidates are going to take encouragement from this no question about this. But the real issue is how does it play with voters over time . Right. I think its one of the early gaffes that causes a lot of us to chatter because nothing else is happening in the race in some ways. You know were all looking for things to talk about. Right. The race is boring at this point for a lot of voters. You look for things about this and chatter about it but they go away if he turns out to be a better candidate in three months time. Breaking News Major Development in the u. S. War on isis. In a risky operation, u. S. Delta force commandos kill a key isis figure in syria, abu sayyaf. A man who controlled isils illicit oil and gas operations. A senior u. S. Official tells cnn well learn the extent of his of this cfo after we exploit the materials we took off the objective. He was not significant. This mission is really going to unsettle isis however. And this is just the beginning in syria. Watch and listen closely. Much of it wont be conspicuous but it will be telling and accumulating. That statement coming from a u. S. Official. Barbara starr first broke the story this morning and joins us from the pentagon and National Correspondent at the white house, Sunlen Serfaty. Barbara, you first, every hour we are learning more details. Tell us about the raid that killed the key isis figure. Well who was abu sayyaf . Thats the key question. I can tell you, u. S. Special operations the u. S. Intelligence community, knew about him and clearly knew he would be at this location when they took off on this raid. What we are being told by officials, directly familiar with the operation on the ground overnight in syria, is dont think of him as just the oil and gas guy for isis. Important, though that may be that abu sayyaf they now believe, had taken on an increasing role in operations in planning in military affairs of isis and possibly they are looking at indications he had been in contact of some sort with Abu Al Baghdadi the leader of isis. All of this added together is what made it worth the risk they say, to take the plan to president obama, get it approved and send those army Delta Force Commandos deep into Eastern Syria overnight. The idea had been the mission had been to try and capture him and his wife to bring them back their computers, laptops, cell phones. This was an intelligencegathering mission to get everything they could about what these two people knew. Now, the wife is back in iraq undergoing interrogation. But abu sayyaf was killed when he resisted we are told in a firefight with the Delta Force Commandos. How tough was that firefight . We are now told that handtohand combat broke out between both sides. So barbara, given the high risk what was it about this operation that National Security and the white house felt this is the only option this is the best way in which to take out this target and collect more data . Well think about it this way. You know weve seen a lot of air strikes by the hundreds Drone Operations against suspected terrorism figures. But this time they didnt want to do it that way because it wasnt about killing him. It it was about trying to go in capture him, and all of the information that might be at the place, the location where he was staying. This is something, you know behind the scenes that special Operation Forces have done for years. We saw a similar operation in the mission that killed Osama Bin Laden in his compound when the navy s. E. A. L. S scooped up the Data Computers that they could. We have seen it over the years, time and again, inside iraq afghanistan. When you go after a high value target if you want to capture or potentially kill that target on the ground you want to scoop up every piece of intelligence you can find. Let me bring in Sunlen Serfaty on this as well. Were getting response to this raid. House Speaker John Boehner released a statement moments ago. What more can you tell us about what is being said . Reporter thats right, speak or of the house john boehner expressing his gratitude to the u. S. Special forces that carried out the mission. But added, quote, while im encouraged by todays good news i remain gravely concerned by isils assault on ramadi that threatens the stabltd and sovereignty of iraq that is vital to americas interests. We know that iraqi forces now are desperately trying to keep control of that key city this after isis has made some advances in recent days. Yesterday afternoon raising their trademark black flag in some government buildings. The on friday the white house announced they are expediting weapon shipments to iraq. This was communicated by vice from Vice President biden to the iraqi Prime Minister on a telephone call. And so is there any interpretation from the white house as to how they measured this risk . Did they feel this was a large risk to take or just one that was necessary . Reporter well certainly was a risk as we know from Barbara Starrs great reporting all morning. We are seeing pushback from Senior Administration officials an explanation, why the risk was taken on. Again, ordered directly from president obama himself after an assessment from his National Security team. They call him a senior isis leader. Someone that might have had some sort of communication with al baghdadi. Of course a main isis leader they have been chasing for quite some time. So there was the indication that he could have been in communication with him in this role that he had been and we know from a Senior Administration official that the directive was to capture him, not to kill him. Of course once he started firing on u. S. Forces that is when those forces made the decision as they have the capability to go in ahead and kill him. Do we know whether or not the president watched this . He was able to watch out the taking out of bin laden, everybody remembers the still picture of Hillary Clintons expression as well. Reporter we asked that specific question of the white house, fred did he watch this from the situation room, was he watching or learning information in any sort of realtime capacity. The white house tells us that the president was regularly briefed on the operation by his National Security staff but would not say anything beyond that. As we just heard, the secretary of defense says this will be a significant blow to isis. Lets bring in Lieutenant Colonel james reese a cnn globe al fairs analyst and former u. S. Til dealt delta force commander. Whats your best guess as to how this unfolded . Fred good afternoon. Bottom line i will tell you, with the entire jsoc family what they have is these are battle drills. Theyve been doing this thing for years since 9 11. When we were in iraq they were turning these operations seven, eight, ten times a night. Now once we have left iraq and we dont have that whoo ill call homefield advantage we used to have its a lot more riskier and theres more planning that has to go into it. But these forces from jsoc now how to do this and do it all over the world and theyre the best at it. I will tell you one of the reasons i believe the president had to get involved here was because it was a crossborder operation into syria, putting boots on the ground not for hostage rescue and the reason jsoc goes in this is part of the network, you have to defeat you take a network to defeat a network. When they get abu sayyaf, thats one piece of the puzzle to try to get together it does become intelligence operation, and use that intelligence to go after the rest of the network. And you heard from our Barbara Starr, shes been reporting all afternoon long that reams of data have been collected from this raid some of that data perhaps, is in iraq and being extrapolated or maybe some of it is making its way state side. How do you see this kind of information being pulled from the cell phones and these computers . Would that be while in transit . How immediate will those results be . Its both fred. We have the capability now to do on the spot exploitation of cell phones computers, people who literally look on the target to see if theres anything to drive that Assault Force to another target right away if need be. That happensen the target very quickly. Over the years, the exploitation capability the joint exploitation forces brought it to do this exploitation to bring all of the intelligence out is quickly brought in where years ago, it used to go to a warehouse and sit. Now its actionable theres folks across the Intelligence Community going in dwelling through it gleaning the information and getting it back out to the forces and to the command to make sure we can drive the next piece to bring this threat work down. This cant be a coincidence this will be taking place days after we hear isis taken control of ramadi in iraq. Do you see a connection here in. I dont, fred. Jsoc their role and their mission is the Senior Leadership of isis. Just like its the Senior Leadership of al qaeda. It was the Senior Leadership of the baath party when we first went to iraq. They are laser focused on these people because they know if we can knock out literally we want to capture these guys we get that information. Unfortunately they turn we have to shoot them it brings it down a notch. Its a coincidence. There could be another raid tonight for someone else if something gleans out of this. Abu sayyafs wife abus sayyaf the one killed his wife captured being interrogated. What kind of degree . What kind of information do you think they could anticipate from her in. The National Transportation safety board says it is looking into the possibility that some damage to the windshield of the train may have been caused by some sort of projectile hitting it before it derailed. Train 188 would be just one of three trains hit by objects that night. Erin mclaughlin is live in philadelphia following the investigation. What more do we know about the damage to the windshields, and what role the fbi is now playing . Reporter hi fredricka, investigators are very interested in a circular marking located on the lower lefthand side of the windshield. They say its fist size. They say they believe it was there prior to the crash, possibly caused by some sort of projectile that struck the train. Theyre calling in the fbis Forensic Team to analyze that further. In addition to that, theres more evidence new evidence from the assistant train assistant train employee who was the assistant conductor, rather sorry, on the fourth car of that train. She says that just before the train crashed, she heard radio transmission take place between the amtrak dispatcher and an engineer on a separate septa train in the nearby area. That engineer told the amtrak dispatcher that the septa trains windshield had been struck by some sort of projectile. After that she said she heard from the amtrak 188 engineer say that his train had also been struck. Deepening this mystery, we are hearing from passengers that were on board a separate amtrak acela train in the vicinity that night. This passenger tells us that about 15 to 20 minutes before amtrak 188 derailed an unidentified projectile struck one of the passenger windows on that acela train. Initially, authorities had discounted these reports as being unrelated to the amtrak 188 crashen but clearly now taking another look. Fredricka . Thank you so much. Keep us posted on any new developments. Lets take a closer look at whats next for this investigation. Joining me right now, dr. Mitch garber a former ntsb senior medical officer and consultant with csi. Youve investigated these accidents before. What are they looking at now . How are they zoning in on the potential markings on the windshield specifically this amtrak lower lefthand side they mentioned . Obviously, theyre going to be very very concerned, fred with when did this happen how did this happen what was it that actually hit this . You can imagine, at the speeds that this train is going, impact of that sort even something relatively small, is going to have a tremendous effect on both the windshield and the noise is going to be incredible. This is a potential distraction to the engineer. Thats the big concern the ntsb has now, could this have something to do with why the aeng aeng engineer was not attendtive to the speed as he should have been. When youre on a train, it is noisy. Particularly is the case if youre the engineer here. So given all of that extraneous noise to hear an impact or see something hit the glass, it would seem as though that might not be a huge distraction for an engineer. Right. The one thing thats important here is that this is not this is not a necessarily unique event to this scenario. Stuff hits trains theyre going fast going through corridors where there may be debris, even during the accident sequence its very important to ensure this did happen before the accident and not as a result of it but when thats happening, yes, there are a lot of things going on. In this particular case the engineer should have been attending to those speeds in spite of what distractions may have been there. Ntsb will be looking at that as well was this Engineers Training background was his ability to attend to things that he should have been attending to as it should have been . We heard through erins report another amtrak employee in a different car remembers hearing radio transmission perhaps something may have struck a septa and acela, a higher speed train along that northeast corridor. Now theyre going to be comparing the kinds of impacts, you know how will they try to determine whether these are similar, you know . Is the glass similar . There are lots of different factors here even if you have the same kind of projectile the impact might look different. Absolutely. Theres no guarantee its the same projectile. If someone is hurling rocks as an example at these vehicles it may not be the same type of rock each time that hits them. Theyre looking at mechanism speeds required to hit this the locations it could have come from. A lot of the information wrapped newspaper ballistic test testing of these vehicles with these wind screens to see what type of events could have caused them. The fbi and ballistics forensic folks will be very involved in that. The question people have if something hit the windshield how does that explain the fast acceleration of this engine . Whats important, theyre looking at data recorder right now to see what kinds information they can get from that. But one of the questions i not just this idea of did this could this have been a distraction, but why was what was the engineer doing in there, what are they doing it appropriately regard office the distraction . There may have been a speed increase during a time wed expecting a decrease. If thats the case this doesnt explain that and theres additional investigation. The curve United States always there, he has done this route before theres that familiarity. There is. This may end up this is a wild goose chase. This may not have anything to do with the accident. And the reason why its automatic is because of the high stakes in a Death Penalty case. Let me explain briefly whats going to happen fredricka, is that these appeals will become automatic, theyll get filed immediately, and basically whats up for grabs in terms of the appeal is many of you will remember theres a huge fight over the venue, and whether or not it should even be in boston. You can bet your money on the fact that one of the big appeals will be that judge otoole was made huge reversible error and that biased the defendant by not moving this case out of boston wait they did, for example, with Timothy Mcveigh. This is perplexing though right, because were talking about somebody who wanted death. He expressed that already. So now he gets Death Penalty by way of a jury and so it would seem that his sentiment would weigh on the appellate panels mind as to whether to even exercise an appeal process . Well you know its interesting that you say that you know in the case of Timothy Mcveigh he actually let go of the appeal process midway and thats why they were able to execute him within four years, because he disband the appeals. I heard a couple of experts on our channel Say Something fascinating, which is these werent suicide bombers. They actually fled from the police and fought back. So yes, while he was dying in that boat he did say some things about being ready to die however, he surrendered. So while he may have said certain things about wanting to die, i think his actions make it clear maybe he didnt want to die. I wouldnt be surprised if the jury ever speaks if they say that they talked about that fact. So then help us understand where hes held you know what the conditions are like on death row on the federal level for him. Well so whats going to happen is this right now hes in massachusetts in a federal prison. Hell be held there until august or september, theres a bunch of legal things that need to happen. Hes been sentenced to death on 6 of the 17 Death Penalty counts but there were 13 other charges that dont carry the Death Penalty that the judge will need to sentence him on additionally. So after the sentencing he will be transferred from the u. S. Marshalls to the u. S. Bureau of federal prisons. Hell be moved to indiana where the federal Death Penalty prison is and he will be in lockdown 23 hours a day, its a miserable life. He will get visits mostly from his lawyers, if from anybody. Hell have a brandnew team of lawyers, by the way. Why. As soon as the case is filed on appeal what you want is a fresh set of eyes and these appeals are hugely complicated. And this was a massive case. So there are Death Penalty attorneys that specialize fred in the appeal process, which is why its so costly. This is going go on for year. The first phase will be to question every single ruling of the trial. If they exhaust all of at peels in that first phase they can go back and do an entirely second phase of appeals where they argue things like lethal injection is unconstitutional the Death Penalty is unconstitutional things not related to the case. So this could be a decade before they ever execute him, if they do. This is taxpayer financed right . Didnt he have a public defender . Thats correct. Also one more thing, fred that a lot of people dont realize is that a lot of people say, hey you know somebodys convicted in a case like this just execute them. I dont want to pay for him to rot in prison. The truth is it costs approximately 10 or 11 times more to kill somebody than it is to house them for the rest of their lives because of the cost of appeals and because of the cost of putting them on death row. Officials tell cnn that the man, abu sayyaf a tunisian citizen the equivalent of isis chief Financial Officer. Also involved military operations a source tells cnn he may have had contact with isis leader al baghdadi. Sayyafs wife also captured in the wife. An official says command doze made off with reams of isis data. Cnns Nick Paton Walsh is covering the story in the middle east and has more on this key isis leader. Reporter the question i think many longterm observers of isis are asking is quite who was abu sayyaf. Now, clearly very valuable to the United States in the statements were hearing from the pentagon and the white house, this was a man increasingly in control of military operations who had valuable communications, who was key to the oil business they used to run where they used to get so much of their money. But he wasnt wellknown. He didnt appear in social media, he wasnt a name youd immediately latch on to. We dont know his real name at this stage. Abu sayyaf means father of sayyaf and his wife captured by u. S. Special forces means mother of sayyaf. Details still to come forward about that. But also the risk was staggering. Would have been an outside chance they would have captured him alive and hed get his wife. Well, this is someone that im told that was either deeply involved either deeply involved or knowledgeable about isis hostage taking operation and could provide his wife now that shes in custody, now that shes being interrogated could provide knowledge and information about the treatment of hostages, particularly any americans that were being held by isis in syria. Now, the fbis High Value Interrogation Group is expected to conduct that interrogation. Thats what they do is they do two types of interrogations. One for intelligence purposes and one for possible prosecution. That raises the possibility that while she is being held at the wife is being held in iraq military detention, she could perhaps someday face justice in the United States if they can gather enough evidence to bring charges against her. Im not sure what citizenship she has, if she can be tried in another country but certainly what the u. S. Will try to do, if possible bring her to justice in the United States if possible. So evan what do you know about that type of end of the operation, whether she would be brought to the u. S. Or whether the interrogation would continue to take place there on foreign soil how much more complicated does it get to try to bring her to the u. S. . Well you know it is complicated. But you know theyve done this type of operation before theyve tended to put them on a military ship sometimes spend over a week trying to bring them back to the United States. Theyve done that before to conduct these type of intelligence interrogations. Again, two different types of interrogations that they try to do. And what i think is the importance here Nick Paton Walsh was hinting at was the idea that this is somebody abu sayyaf in particular that the American Public doesnt know a lot about, never even heard of and the importance of him and his files and his wife is such that they wanted to risk american lives to try to capture them and bring them back. Clearly he died in the operation, but it does it does point to the importance that the u. S. Believes they played in again, this hostage taking hostage movement of hostages and the mistreatment of hostages perhaps even the beheading of the hostages that weve seen so far that have drawn so much International Condemnation of isis. This points to the importance of both the spouse and abu sayyaf and the possibility that the u. S. Government disclosed there are none left isis killed them all. I think abu sayyaf i dont i really doesnt believe he was the primary target. I think there were others that were delta force was trying to go after. A few minutes ago the daily beast reported quoting a senior u. S. Official saying that there were other targets and that some of these were possibly even more high valued than abu sayyaf himself. Its important to recognize a few weeks ago, the u. S. Put out a hit list bounty on what they consider to be the top figures in isis. This mans name nowhere near this list there wasnt any reward offered for his capture. You can say because they were planning this raid all the time. But its still very murky and unclear to me why they risked american lives to go after a guy that to be honest with you, people inside isis have never heard of. I couldnt believe that myself when i put it to a few people in the organization. So i think youre saying you talked with people who are either inside isis or close enough and youre saying they dont even know who this person is. A few of them in syria have confirmed they never heard of him before. If he was a highravgnking official hes responsible for training the oil back and forth to the assad regime that i probably do believe. Now he has a role in hostage taking it was suggested earlier on this morning, despite being in charge of the financial resource operation of isis which by the way the pentagon itself has said they no longer make the bulk of their money through selling oil but thanks to degradation of the Oil Infrastructure through Coalition Air strikes but he had a role in command can control, so a military strategist. This guy becomes more and more prominent and influential. You sound very skeptical, doubtful of his role whether hes a valuable target it almost sounds like youre now questioning the entire operation. So just tell me flat out what are you thinking. Yeah i think look obviously this is a big scout for the americans, he was a i would say probably mid level figure in the isis anpparatusapparatus. The line ive heard, which to me seems possible the foremost iraqi expert on isis says that abu sayyaf, who was close to Nick Paton Walsh referred to him the official isis spokesman but hes one of the top contenders to be the caretaker caliph in the event thatting abaghdadi is killed or rendered incapacity. Somebody like adnani if he goes back to the days of zarqawi, he has a long history in the organization. He has very prominence amongst the isis because of his official role of spokesperson, he could be somebody i can see delta force going in. Do you think this operation rattled isis even if hes mid level or sources are telling cnn that he has a highranking operative, hes more mid level but do you think, nonetheless, the taking out of abu sayyaf rattles in any way isis . Yeah look when we say mid level and high ranking, its important to understand within an organization as murgy as isis theres a lot of criminology being done on whos who, who is up who is down who is the number three guy versus number five guy. I say mid ranking because no one has no analysts of isis or scholar of the organization myself included and i wrote a book on these guys had never seen this guy as a major figure. Thats not to say they doesnt have an intelligence portfolio the United States is aware of. In terms of rattling isis yeah absolutely it shows that they can get these guys, sending in elite teams of u. S. Special forces in both syria and in iraq. This isnt the first time by the way, special operations have nabbed an al qaeda in iraq isis figure in syria. In 2008 they killed a man who was the guy at the border responsible for funneling in jihadys from syria to iraq for blowing up u. S. Solders. The intelligence haul from this operation, i submit is likely to be greater in terms of the, you know the future conduct of the war. Yeah. Exactly. Right now almost the entire republican president ial field is descending on iowa the state that holds the first president ial caucus less than nine months from now. Among those seeking support this weekend is jeb bush who is struggling in the polls there. He held a town hall this morning, in fact in dubuque and this week he also struggled in a major way with a question about the iraq war. It took the former Florida Governor five days to clarify his position on whether he would have invaded iraq in 2003 like his older brother, president george w. Bush. Knowing what we know now, would you have authorized the invasion . I would have of the and so would have Hillary Clinton, just to remind everybody, and so would almost everybody that was confronted with the intelligence they got. I interpreted the question wrong. I was talking about given what people knew then would you have done it rather than knowing what we knew now. So with 20 20 hindsight you would have made a different decision . I dont know what that decision would have been but the simple fact is mistakes were made. I literally theres no way for me to what she said was knowing what we know now what would you have done. Whatever i heard, it was translated knowing what you knew then what would you do and i answered it honestly and i answered it the way i answer all the time which is that there were mistakes made but based on the information that we had it was the right decision. I think we need to reengage and do it in a more forceful way than the president is very reluctant for whatever reason to make a clear commitment that we should have kept 5,000, 10,000 troops there. If were all supposed to answer hypothetical questions, knowing what we know now, what would you have done i would have not engaged i would not have gone into iraq. Thats not to say that the world is safer because Saddam Hussein is gone. It is significantly safer. Thats not to say that there was a courageous effort to bring about a surge that created stability in iraq. All of that is true. Thats not to say that the men and women that have served in uniform and many others that went to iraq they did so certainly honorably. But weve answered the question now. Oh boy. All right. Look i honestly believe that he really thought the question was a little bit different because the way he answered saying yes, i would have done that and so would Hillary Clinton, she voted for the invasion as well in the context that he responded to it most people that are going to be gop voters did not find this to be that big of a deal. He was, i think, defending his brothers decision and a familiar agriculture member and preemptive in talking too quickly. Fault him for that. But most voters just did not and people that do not even like jeb bush in the gop are not jumping on this. You see other candidates running against him, they didnt come out to beat him down on this either because i think they realized he just answered the question in a way that he thought it was different. But you said he defended his brother but he both defended and also threw under the bus. Look at what he said about Hillary Clinton. Immediately brought up Hillary Clintons name. It doesnt matter hillary. Were talking about his brother. But what im saying is the point that he was making that day was based on the intelligence we had, it was the right decision. No, i get you, ben. I dont disagree that he probably interpreted the question the way youre describing. But the point is throughout the week and throughout those other times where he talked about it he suddenly said okay yeah i shouldnt have done that it was a bad choice. Going to iraq wasnt a good idea but the surge made us better. Killing Saddam Hussein made is safer so he was trying to have it both ways. Im not concerned with the way he responded to the question. What seems bizarre to me is if your brother were responsible for the biggest unforced Foreign Policy blunder in u. S. History, you should probably have an answer in your pocket. But apparently his people had already prepared him for that isnt that the case ben . So why didnt we see that jeb bush preparedness . I think he was sitting there trying to have a real conversation in politics. We complain when politicians are too scripted and not real enough. Then when theyre real enough and make a human mistake or didnt hear the question perfectly, then we want to destroy their entire campaign over it. Thats not my point, though. Let me finish. If you get so scripted look at Hillary Clinton. Shes actually you know playing into this in a smart way. Shes not answering anybodys questions and people are complaining about that saying she never takes questions, she never talks to the media. Since shes announced, shes nowhere to be seen unless its scripted area. You understand why candidates do that because jeb bush got beat up the last five days over this. What does this end up doing for jeb bush and his kpoezcomposure, his preparedness. Does it become a distraction . Thats strike one. I think it does become a distraction. Its obviously been a distraction. Hillary clinton had to get past the email thing and i disagree with the idea that Hillary Clinton hasnt responded to anything. Hillary clinton has been responding to lots of stuff. How many questions has she taken from the media . Im not suggesting Hillary Clinton is an open book. Im saying Hillary Clinton has a very carefully curated campaign. Im not criticizing jeb bush for being open and making a human error, im saying once he corrected the mistake, i still dont like the answer. I dont think it will hurt him in the republican primary and many people are hawkish and it will help him to be hawkish. I think it will hurt him later when he begins to stumble. Ben, isnt this still about really about bush and bush . Isnt it really about the bush name and younger bush trying to distinguish himself, separate himself, but at the same time not deny the fact that he is the brother of the president. So how does he do this . His biggest asset is his last name and his biggest liability is his last name. It allows him to have a platform where hes able to raise the funds that you need to run for president. It allows him to make connections and have phone calls made on behalf of him by his brother and his father two former president s. Thats incredibly powerful. But at the same time its your biggest liability because you have to answer questions about your brothers policies and people want to put a wedge between him and his brother. So i hear you saying it will haunt him for a while . Its always going to be an x factor. Yes, during his entire campaign its going to be an issue and it will be for him a tight rope. Officials have described him as the cfo, the chief Financial Officer of isis but you are learning there is even more to him than that. Reporter thats right, fred. The importance of abu sayyaf and now his spouse his wife who is being interrogated by the fbi team the High Value Interrogation Group, is that they have according to u. S. Official official theyre believed to have deep knowledge and involvement in the isis hostagetaking operation and so the expectation is or the hope is from this interrogation of the spouse of the wife that they are going to learn more about how that worked the treatment of the hostages. As you know some of the hostages the u. S. Hostages have been killed murdered beheaded in very gruesome ways. And so now the hope is that they can begin to gather evidence both intelligence and possible evidence for a prosecution if that is the route they want to take. Right now the wife is being held in military custody. I believe Barbara Starr reported that she was taken to military custody to iraq but thats not the longterm plan. The plan is to figure out a way to bring her to justice for whatever role she may have played in the isis hostagetaking operation. The hope was to try to bring him as well, but that failed. He was killed in this raid earlier, fred. Evan perez, well check back with you. Thank you very much. Lets go to the pentagon and get more information from Barbara Starr who broke this story. Barbara, tell us more about how this operation was carried out, how long its been in the works and why officials are calling this so successful and counting on it for lots of information. Reporter this was an intelligence operation beginning, middle and end, fred. It was about trying to capture both these people capture their laptops, their computers, their cell phones their electronic media, get everything they could about them because of their potential involvement in hostage operations but also because abu sayyaf not just involved in isis oil and gas but he had taken on an increasing role in operations isis operations isis planning Isis Communications and the u. S. Believed he may have been in some sort of communication with the leader of isis. So when they went to the president and wanted to get his approval to do this operation, it was very much about this tradeoff, the risk of sending u. S. Troops in on the ground deep inside syria and the payoff, the intelligence that they might be able to get out of this. Clearly the president signed off on it feeling it was worth it. There were some issues. They were able to reassure they could minimize civilian casualties. Indeed when they went to the residential site there were a number of women and children there, the u. S. Special forces ensured that none of them were hurt. But make no mistake, this was a firefight of the first order between isis and the u. S. Army delta force. We know it even got to the point of handtohand combat at one point in the firefight on the ground. Fred. And in terms of this information that was extrapolated extrapolated at what point will officials feel like this is information they could use to their advantage to perhaps further cripple isis . Reporter well i think thats a fascinating question because they are going to have to move very quickly to analyze, essentially exploit all the intelligence they have. We know that they move quickly when they get this kind of intelligence because of the very fact any potential isis operatives in syria or iraq would now be changing their locations, changing their passwords, changing how they communicate. So this will be to some extent a race against time of the first order. Go through everything they have as fast as they can. At least go through it all once see what there is. See if there is anything that they potentially can act on immediately and carry out any additional raids, any Additional Air strikes or missions. We are told nothing is in the works at this point, but everybody should really keep their eyes open because we dont know what they got in the way of intelligence in this raid and what it might lead them to. Fred. It all makes perfect sense. Barbara starr, thank you so much. Lets get more now on the white house reaction. Unanimous support from the National Security team supporting the president s decision. What support is he getting from congress now . Well fred its a mixed bag so far. I have to tell you we just got a statement from representative adam schiff a democrat from california. Hes a top democrat on the house intelligence committee. He said that operations like this and the Coalition Air strikes have helped put pressure on isis but he poured a little cold water on the significance of this raid saying in a statement, quote, while sayyaf was a significant figure it is a serious setback to isis and we should be under no illusions about the longterm impacts of any particular operation. This terror group, like al qaeda, has proven adept at replacing its commanders and we will need to keep up the pressure on its leadership and financing. Schiff says he looks forward to having further briefings from the white house this week and i expect that will be one of many questions coming from capitol hill as this debate over risk versus reward about the specific Mission Starts to be uncovered. And this is clearly a risk that the president has the power to take without any kind of congressional approval. However, even the house speaker, john boehner, is also kind of pouring a little cool water on it isnt he . Thats right, he is. Of course praised the u. S. Forces that went about this mission, saying that he has utmost gratitude for those forces. He added while i am encouraged by the good news ill skernds about isils assault on ramadi. Forces are trying to hold onto control of ramadi as isis has made significant gains in the last few days. On friday fred isis forces raised their trademark black flag over some government buildings. We do know from the white house announced last night that they expediting weapons shipments to iraq specifically for ramadi and that was announced via a Conference Call between Vice President biden and the iraqi Prime Minister yesterday. All right, thanks so much. Lets talk about this with former navy s. E. A. L. Jonathan gilliam back with us now. It does seem very impressive that this operation would take place particularly under the conditions that we have now learned going deep into Eastern Syria with these special ops forces descending essentially being dropped in by helicopter making it to their target and extracting what Barbara Starr reported reams of information. That this individual abu sayyaf is like the cfo of isis with his expertise in oil and gas. At the same time you heard barbara just now reporting that now its a race against time because the information that was gathered by special ops forces now has to be extrapolated very quickly because isis is likely to scramble quickly and change its operation. How quickly is quickly in terms of this race against time in your view . Well before i get into that let me just correct you on one thing. He was the cfo. He is no longer the cfo of isis so thats a good thing. But i would say very quickly, fred this stuff, especially considering the fact that this new light has been shed that they may have been involved in the hostage movements or at least the whatever the missions that they may be doing to either collect or hold on to hostages that is a big thing because all of the hostage scenarios are time sensitive. The quicker they can get that information back scrubbed and then actually put out to any of the groups that are going to run the missions or coordinate these types of operations the faster they can get that the better. And so help me understand what you mean by that scrubbing this information. Like if the grabbed cell phones its a matter of quickly trying to grab numbers because all those things would likely change if one of the top dogs in the operation is to be killed or apprehended, then lots of changes are going to take place in terms of all those communications. Right. You know again, some of this stuff is very guarded and i cant get into a lot of it but i will tell you that this is the part of you know the spy groups that everybody is angry of the potential spying on the United States this is where they shine, the same groups. Theyre able to carry out missions very quickly because of what they do. This shows you where theyre how important these different, you know nonground combat troops really are. The intelligence groups. The people who go through the intel and just a simple phone, going through it and matching it up. Do we have phone numbers for these individuals because very quickly what typically happens is when it comes to phones those phones are dropped and nobody everybody drops their phones. Radio frequencies are very important because those are a little bit more difficult to mess with. But i think this wife may actually have better intel than what we were thinking before because if she was involved in Human Trafficking or smuggling and theres a difference between those two, but probably trafficking, where theyre forced then she may actually have knowledge of these hostages or at least some knowledge of where they are or how theyre being moved. So now lets talk about the parameters of those discussions theyre trying to get this information from this wife. We understand that she is in iraq theyre interrogating her. To what extent would those interrogations go if you could share on that. And then if the amount of time in iraq has been exhausted, would she be transferred to somewhere like guantanamo even though the president is trying to close and reduce operations at guantanamo is that still a place that would be considered u. S. Soil in which to conduct operations . Well that last question thats you know i really dont know because theres been so much fluctuation in the way the political atmosphere the way we deal with these hostages that i think they have kind of clamped down on where theyre sending people and how theyre being held. And rightfully so because the more that gets out see, what happened in guantanamo was that the prisoners learned, they learned our system. They learned how to deal with our system and so did the groups over that are battling against us overseas. So its time that we clamped down on the information and i think thats what were seeing a lot. Tell me the first question again there, fred. I was asking if she would be transported. I mentioned u. S. Soil. Ive been to guantanamo. I know while its in cuba that space is considered u. S. Soil so would she be transferred there because they have exhausted all possibilities while in country in iraq . It all depends on how much they can get out of a person at the point that theyre taken. I think thats very crucial, because right now while they are going through this intel, how much is she willing to tell. I mean a lot of people once they go through a firefight, theyre just like an open sieve of information. Sometimes they clamp down. In those cases, you know the interrogators have to use their skills to get the information out of these individuals. So i think its hard to tell at this time. The federal Railroad Administration is ordering amtrak to improve the safety on its heavily traveled northeast corridor. This is the same route where the accident took place. We are live now in philadelphia following the investigation. Help us understand what this means because amtrak has been requesting to the federal government it needs more money to improve safety and now youve got this federal Railroad Administration telling it to improve safety . Reporter yeah thats right, were just hearing the fra putting out an instructions to amtrak to take a number of safety steps to improve safety along a very busy northeast corridor. Theyre going to issue an emergency order in the coming days that includes the following, instructing amtrak to install technology to control train speed, something called automatic train control which detects when a train is above a speed limit and is capable of automatically stopping that train. Its currently used along the northeast corridor for the southbound trains in the area of that deadly derailment but not in the northbound. They want to change that. Were also hearing the fra saying theyre instructing amtrak to assess the risk of all curves along the northeast corridor and finally they are recommending speed limit signage. They want amtrak to increase its wayside signage alerting engineers of maximum speeds along the northeast corridor. These are being described as initial steps. Now the route from new york to washington has been suspended. We understand that that suspension will be through monday. Its possible we were told by amtrak that service would be continued on tuesday, at least partially, but questions now with these new instructions that thats going to happen. We have yet to hear amtrak comment on these latest instructions. And then now, erin more on the investigation now focus is being made on the windshield because of some reported projectile that may have hit this amtrak train as well as two others that same night. What more is being said about that and what the fbi is learning since they are now involved as well . Reporter yeah absolutely. Investigators are very interested in some circularpatterned markings the size of a fist thats located on the lower lefthand side of that front amtrak windshield on the amtrak 188 train. They say theyre going to bring in the fbi Forensic Experts to look at that. They think that was there prior to the train crash, possibly caused by some projectile that struck the train before the crash. They also have been talking to an associate conductor who was in the fourth train car of amtrak 188. She said in the moments before the crash, she heard some radio transmission take place from a nearby septa train talking to an amtrak dispatcher in which the septa train engineer said his train was hit by a projectile. He heard from the amtrak 188 engineer that he said prior to that crash that his windshield had also been hit by some sort of projectile. And sort of deepening this mystery around the very same time in the very same area an amtrak acela train passengers say was also hit pie some unidentified projectile. So investigators previously discounted these reports of projectiles hitting other trains but now are taking a look at this very seriously. Erin mclaughlin, thank you very much. These people will forever be affected by what happened to them on that day. We tried to project that and tried to show them that these cases just are so full of emotion. Several survivors and their relatives wiped away tears. It is bittersweet. You know theres no winner today, but i feel justice for my family. Reporter of 12 jurors only two believed Dzhokhar Tsarnaev was remorseful. Only three believed older brother tamerlan planned and directed the terror attack. It was a political crime designed to intimidate and to coerce the United States. Although the defense claimed that the defendant was himself intimidated and coerced by an older brother, the evidence did not bear that out. Reporter while the jury was unanimous in sentencing tsarnaev to death they did not hand down related to counts of the bomb planted by tamerlan. Reporter tsarnaev barely moved when the word death was said outloud in the courtroom. The judge thanked the jury the lawyers and even tsarnaev himself for comporting himself with propriety. Abu sayyaf a tunisian citizen, was the equivalent of isis chief Financial Officer. Also involved in military operations. A source tells cnn that he may have had contact with isis leader abu bakr al baghdadi. Sayyafs wife was also captured in the raid. An official saying she and sayyaf were expected to be involved in or have deep knowledge of isis hostage operations. Isis operates all over the world. To maintain those operations it needs money. Last year alone the group made nearly a half a billion dollars. But where does that money come from . Here now is cnns miguel marquez. Reporter its the bestfunded terrorist organization in history. Isis controls big territory in syria and iraq and it runs its pillaging machine like a business to fund its ultimate goal. One ginormous Islamic State. At its heart, isis is a criminal enterprise. In 2014 the u. S. Treasury Department Says it made at least half a billion dollars from seizing banks in northern and western iraq. But banks arent the only target. Isis fighters loot houses they steal cars chop them up for parts, trade weapons and people. Its a revenue stream that thrives on territory. The more they control, the more they can steal. Theres a reason isis has been compared to the mafia. It extorts protection money from the people it lords over. You want to move a truck down the highway . Pay a tax. Youre a farmer with 100 sheep . Isis takes five. The extortion game earns it several Million Dollars every month. Isis has made millions selling oil from fields it controls in syria and iraq. As much as 100 million in 2014. Its less now that the price of oil has fallen and the u. S. And its allies started bombing refineries. But isis doesnt need refineries to make money from oil. The unrefined crude it pumps out of the ground is worth money. Isis fighters smuggle it in barrels across the border or in containers to fit under a truck. A middleman buys it and sells it on the black market. Kidnapping for ransom also big business. In 2014 isis made at least 20 million that way. The United States says it wont negotiate with terrorists but some European Countries do and so do wealthy arab families whose relatives are targeted. Isis has taken sledgehammers to ancient artifacts but also makes money looting and selling stolen treasures. A gold babylonian coin is sold and thats how isis makes its millions. Well that kind of revenue is key to paying the ranks of recruits that have been coming in thousands month by month, to syria and to Northern Iraq joining the cause. It also pays for weapons, ammunition and for keeping the peace in the towns and cities that isis holds sway in. They have to you know they hand out traffic tickets. They keep the lights on. They keep the water running. All of that needs money. So isis does need this constant influx of cash to keep its operations going. So if you get the guy whos been managing that money, he is the one whos been writing the checks to all those people. And that is part of what u. S. Officials used as their key argument to president obama, to say this is an intelligencerich target its worth the risk. And then on the black market who is buying this oil . Because its not like you just buy enough for your vehicle or you know for fueling your home but it has to be in sizeable quantities in order to make a dent to really earn any money, right . Well yes and no. Youve got a lot of local consumption in Northern Iraq in syria, large parts of that country are cut off from the outside world. And even in remote parts of turkey. So you do have a ready source of people to sell this to. Now, but the more important part of this raid i think, was his connections to military operations. They also believe that his wife was an active member of isis. So interrogating her, looking at the laptops and the cell phones that they got from the compound that is intelligence they hope to exploit that may lead to future raids very soon by the u. S. This weekend the parents of a 16monthold florida girl wilbury their daughter. In this case the parents happen to be a public defender and an assistant state attorney. Reporter an attorney for the family tells us they are trying to get through this very difficult time as they prepare for the childs funeral this weekend. A family in northern florida in mourning after losing their 16monthold girl in what their Attorney Says is a tragic accident. The father according to authorities, forgot to take the girl to day care leaving her inside a car until just after 3 00 tuesday afternoon. Temperatures that day reaching the 90s. Paramedics responding to the mans house found the child dead inside the car. I just think its awful. Like so sad. Theres not even words. I cant even imagine. Reporter the girls mother wendy kwon an assistant state attorney. The father, young kwon a public defender. A colleague said they just dont make them any better than young and wendy. He was great with his kids. There is absolutely no way that this is anything oarther than a horrendous accident. A day later, hundreds of miles away you left what . My little baby. Reporter a panicked father in massachusetts dials 911 asking for help. I left my child in my suv by accident this morning at north quincy station. Im on my way back. Reporter the child rescued and unharmed. Police believe the baby had been in the car 35 minutes and thankfully temperatures were cool. The father meanwhile, released a statement to cnn affiliate wbz explaining that his typical day involves two day care dropoffs and a train ride adding quote, the baby had fallen asleep in the child seat and i went into autopilot. While this is one of the worst days of my life, i know that we were also very fortunate, as it was a mild temperature day and i had come to my senses before too long. No charges have been filed against the massachusetts father. But last summer Justin Ross Harris made National Headlines after he was arrested and charged with murder for leaving his 22monthold son in the car all day. Police say he researched online how to kill a child in a hot car. He remains in custody. He has pleaded not guilty to the charges. Because the parents in the florida casework for the third judicial circuit, the Florida Department of Law Enforcement is handling the investigation. So far theres no word on whether any charges will be filed in this case. Lets talk more about this now with legal analyst Philip Holloway. We just heard alena explaining because we have two lawyers, theyre very familiar and intimate with Law Enforcement there and so now the state, fdle is involved in this investigation. What are they looking for . How will they get to the bottom of accidental or Something Else . Well its absolutely appropriate for them to bring in the state, the Florida Department of Law Enforcement, because of the at least maybe appearance of impropriety or conflict of interest so thats the good news. A good investigator is going to follow the evidence to the truth, wherever that may lead fred. If it turns out to be simply an accident like the situation we just heard about where the father called 911, then there wont be any charges. But if the evidence suggests that perhaps the father was criminally negligent or god forbid did it on purpose, then we would probably see some charges. And i wonder what that evidence would be. We all remember in the case of harris here in georgia what helped lead to charges in his case is that he was searching on the internet and they were able to see that there was there was some interest in how long would a child die if left in a car, information like that. What would be the kind of information that might reveal something about intent when looking at these attorneys . Theyre going to interview everybody involved in this. Theyre going to interview the parents, the mother and the father if theyre willing to speak to them. They dont have to but they may. Theyre also going to do a similar investigation to what we saw here in atlanta in the ross harris investigation. Theyre going to look at computers, theyre going to do a forensic analysis of cell phones computers, anything like that. Theyre going to find out what was in the mind if they can, of this father at the time he left the child in the car. Its not yet clear who put the child in the car in the first place in the morning. There seems to be some discrepancy about that. So the sequence of events is going to be very key. We also saw how georgia investigators were looking at ross harris went to a Fast Food Restaurant and the child was in the car. Did the child fall asleep something that he alleged. So in this case of this it would be the sequence of events. Who put the kid in the car, like you mentioned. How long was the distance of the driving. Were there any stops, who saw what all of that. Well the initial reporting is that the father did not notice the child deceased in the back seat until he arrived home from work. So whats going to be important so after getting in the car, did he come from the rear the side tinted windows, florida. He works around the court house and so theres bound to be some security videos. Thats another thing investigators will pull. Theyll look at any evidence like that just like they did in the ross harris case to try to piece together exactly what happened. As i said a good investigator is going to objectively follow the evidence to the truth, wherever that may lead fred. Gosh this is a disturbing case. No matter how many times you hear about this reportedly happening anywhere you know its still so unsettling with a small child in the car.
