Well, that statement that you just read, poppy, also included yet another threat of the u. S. Territory of guam. South korean intelligence say they are observing activity in north korea that leads them to indicate that north korea will fire some kind of Ballistic Missile possibly before saturday, a Major National holiday, Foundation Day in north korea. South korea said it could be a submarine Ballistic Missile, interrange Ballistic Missile like the kind they launched over japan or icbm, intercontinental Ballistic Missile, the kind they tested twice in july. And south korea believes it could be fired toward the pacific ocean, including the u. S. Territory of guam. Very fastmoving developments on the north korean pen peninsula, hydraul Hydrogen Bomb. Then this strife between President Trump and south korea, criticizing the appeasement of the regime. And then japan and shinzo abe who has been on the phone constantly with the president. They obviously have a close relationship. President trump appreciates shinzo abes flattery, the fact that japan will never openly criticize the president and, in fact, we spoke on new day with the japan ambassador, who spoke about this escalating crisis. Japan itself has not talked about military options. We have talked about, you know, going through the international community, Security Council. We do appreciate the fact that the u. S. Administration, President Trump, has talked about every option being on the table. Alliance between japan and United States is very important and we really appreciate the fact that the United States is right behind us. Poppy, that Emergency United Nations Security Council meeting set to get under way within the hour. It is, indeed. We may here from nikki haley has she goes into the meeting. Well be watching for that and carry that live here. You have another statement from the president this morning. Let me just read it for you. He says United States is considering, in addition to other options, stopping all trade with any country doing business with north korea. Now he may well, will, just have written china there, right . That is who this is clearly directed at, because china is responsible for 90 of the trade that korea does. Treasury secretary mnuchin said hes preparing these sanctions right now. Ive been speaking to analysts, poppy, who thinks this undermines United States credibility, because there are hundreds of billions of dollars in trade between the two countries every single year when you factor in goods and services. The relationship is enormous. And, first of all, its essentially impossible to just all out stop trading with china. This is such an intricate, economic relationship. They would be disastrous for china and the United States and u. S. Consumers. You have china responding, saying this kind of rhetoric is unacceptable, that threatening china on trade is not fair, that north korea is a totally separate issue. Yet President Trump has brought those two together. Could be very Difficult Conversations to come between the two countries. And, frankly, its important to note that china and the u. S. Have very different goals when it comes to the ultimate outcome of north korea and what they want from north korea, the u. S. Is not on the same page as china is in many respects on that. Will ripley in tokyo, thank you for the reporting. Lets go to the pentagon. Barbara starr is there. You have south korea talking about, carrying out these additional drills, saying their intelligence is showing them that north korea is preparing for another icbm test. What are you hearing in terms of preparations from the United States, given those words from defense secretary mattis yesterday . Well, you know, the defense secretary said two things, that the u. S. Would be prepared if there was an attack. He said the u. S. Would be prepared if there was a threat. What the threshold may be for some u. S. Military option probably remains deliberately, publicly unclear. They want kim to believe that they would respond with that overwhelming mass of force if he was to threaten or attack. You know, everything is in place that would ever be needed to carry out most of these options. The discussion, i think, right now is whether or not you want to send additional military assets to the region in some kind of socalled show of force. Does it make a difference if you send an Aircraft Carrier . U. S. Has done that before. The North Koreans are very well aware that manned u. S. Aircraft, not very likely to fly into north korean air space. Do you want to send more Missile Defense . Do you want to send more bombers to guam that could both protect guam and fly over the south Korean Peninsula . Were not hearing anything specific yet. It does seem to be the same general range of options are on the table plus the message from secretary mattis to kim jongun that if he threatens, if he attacks the u. S. Would have the capability for a massive response. Poppy . He made that very clear with those remarks yesterday. Barbara starr at the pentagon. Thank you very much. General marks, let me join with you. The supposed hbomb test that was carried out thats what north korea says it was. According to the new york times, the power that have was so great it would surpass the power of the atomic bomb dropped on nagasaki and hiroshima. How do you think that changes the calculation . Listen to this. [ inaudible ] will you attack north korea . We will see. What changes now . Poppy, the fact that this was a Hydrogen Bomb, the scientific evaluation is that it was its a distinction without a difference. North korea is a Nuclear Power this is another step in the direction of a more fullsome capability that theyre going to have. I think the key thing in our mind that we need to keep first and foremost is military preparedness on the peninsula is at the highest level its been. It always has been a fight tonight type of environment. We have to change the die nam being a little bit. If were serious about the possibility of a military strike in north korea, first of all, it would be in response to a provocation by the north. United states and south korea would not unilaterally, provocatively go after the capabilities in the north. We have an ability to assess, monitor all the missile launches that have taken place before we have been able to get the attitude and the flight pattern of that missile to determine its not provocative either to japan or our neighbors in the south or the region. If it was, United States, number one, would take it down. Number two, then that would open the door for a military response. We have to keep that on the table and also be very, very clear that, look, United States and south korea are not looking at the reunification of the peninsula. Were not looking for a one korea solution and the denuclearization of the peninsula is aspirational but its a pipe dream. Its not going to occur. But, general, you have the president just weeks ago threatening north korea with fire and fury. True. Should it threaten the United States once again. Now it has clearly threatened the United States once again. The words this morning, it will eradicate the land of the u. S. With no trace left on earth. Sure. Did the president box himself in . No, i dont think he did. My point is, this type of rhetoric is certainly not helpful but its not relevant. What is relevant in terms of the Korean Peninsula and clearly the target being the communications target being pyongyang and the regime. Its what we do, not what we say. What the president says, i think, is not particularly helpful. What is helpful is the fact that United States and south korea remain prepared and words, vitriolic communications really add nothing to this. We get whipped up about that stuff but we shouldnt. But, laura, when it comes to south korea and having the United States on the same page as this key ally in the region, especially youve got in the last 48 hours the president criticizing south korea, talking about their, quote, unquote, appeasement policy that he says will not work. And then youve got leaks coming out, Washington Post reporting that the president is strongly considering pulling the u. S. Out of this trade agreement, which would infuriate south korea. Effective strategy here . Im extraordinarily concerned with what appears to be a lack of strategy from this administration and, in particular, a failure to be coordinated with one of our key allies in the region, south korea. Will mentioned earlier the number of times that President Trump has spoken with japanese Prime Minister abe. He has not spoken with the south korean president , moon jaein since the nuclear test over the weekend. Instead, as you noted, he has tried to humiliate them on twitter, leaks about the Free Trade Agreement and his considering pulling out of that. Problem is that one of pyongyangs goals is to divide us from our allies, to divide us from south korea and japan and what President Trump is doing and saying is playing right into pyongyangs hands. Helpful context for what youre saying, you have had in the last 24 hours, President Trump speaking with Prime Minister shinzo abe twice and then theres 30 hours before he called president moon of south korea. And senior officials in the white house are telling us that the president has grown frustrated increasingly at moons stance, which he called apie appeasement at north korea, not believing that president moon is doing enough. Given all that, is it also important to note that china has very different goals here . Big picture, laura, for north korea and the future of the peninsula than the United States does . Absolutely, poppy. Its really important. You hear a lot of talk about how china needs to do more. China has the leverage. Those are both true. Theres no question that we need to see china taking further action to kurtail trade, cut off the flows of money and supply that are fueling and providing input for the nuclear and Missile Program bus we need to understand that china will never have the same interests as we do. Thats why it concerns me when we see very vague statements from the president about whether its cutting off trade with, as you indicated, would be implying china here, or whether its about china needs to solve this for us. China is never going to solve this for us. Its really dangerous if we begin to think in that way. We also want to say i agree with Major General marks on many things. Unfortunately, i do disagree with him that the president s words here dont matter. Our adversaries and allies alike look to the president s words as a key signal of both deterrence and reassurance. The credibility of our words matter incredibly in these kind of scenarios. One of my biggest concerns i see playing out right now is miscalculation by one of our allies that thinks the credibility of our defense commitments arent real or miscalculation by pyongyang who misreads a signal that President Trump inadvertently sends. I think these words matter extraordinarily and that they seem to be uncoordinated from any major strategy is concerning. Do you want to respond to that, Major General . Words matter but in this particular case, actions are incredibly important. If we, in fact, continue to hold and we do, the military option as being part of the solution, we understand that there is nothing but a bad outcome that would result from that. Clearly, kim would disappear. His regime would go away. China has a different opinion about what north korea would look like after some kind of would occur. We need a strategy thats pretty well articulated. The words the president uses in terms of the message it gets to pyongyang is much different than the message that gets to our allies. I agree, that concerns me. We need a tight, cohesive alliance. Frankly its never been stronger in terms of our Regional Focus in that part of the world. This is as strong as its ever been. The president , when it comes to north korea, has not minced his words. He hasnt detailed what he would do but threatened fire and fury, right, if there were even another threat from north korea. Now theres been another threat from north korea, saying they will wipe the u. S. Off the face of the earth. What plays does the white house have in its playbook that could actual ly work . He said, actually, hes trying to figure that out himself. Defense secretary mattis saying that he would be talking to the president to explain what the options are. We have to realize that this whole issue is relatively new to the president and so the approach that he is taking is not based on having a deep amount of knowledge on these issues. Yeah, but his team does. His team does. But the reality is that they dont know yet what they want to do because theyre still trying to figure out what it is that north korea is doing. What we do know, though, is that they are not responding to trumps words that he needs to back down. Theres a new report, caitlyn, interesting from our White House Team in d. C. , that the president is increasingly frustrated with moon jaein of south korea. He called it appeasement. He called shinzo abe twice, he took 30 hours to call moon. He is threatening, according to t the Washington Post to pull out of trade agreements. What is the end goal there . Would it be effective to anger one of your most significant allies in the region . This issue, to your point, represents the way in wish Trumps Campaign promises are coming to reality here with these foreign conflicts. Remember, he campaigned, of course, on withdrawing from different trade agreements, talking tough on trade with other countries, from withdrawing u. S. Presence around the world. So all of these things are kind of coming to a head here in north korea. In many ways the president is left with little options, very few options. Experts say there are no really great options left. The president is also learning kind of the diplomatic routes here, right . He thought he could have a relationship with the chinese president , thinking that the chinese president could be tougher on north korea. A lot of people said that wouldnt happen. Hes realizing that now. Trade, of course, was an issue in his relationship with the japanese president. Now these relationships have changed and morphed. Lots of people were concerned about that threat, that chiding of south korea, when that country is going to be a really key ally here. David listen to what former cia and nsa director Michael Hayden said on state of the union yesterday, that he is concerned about. I fear two things, the tweet that just goes out at 5 00 a. M. And unintentionally creates effects that make this is go to a place we dont want it to go. The other is this. We got into a duel with the north korean chairman, with kim jongun. If we had a choice of weapons, i think it was a bad choice to get into a hyperbole contest with that kind of guy, mr. President. Its not a manhood issue. This is a National Security issue. Dont let your pride get ahead of wise policy here. This is a guy who worked in very key positions in National Security under president bush and president obama. What do you make of that . This administration has been very interesting. I dont think you can fault the administration for trying to change the game when it comes to north korea. Three successive strags that have come before this one tried all sorts of carrots and sticks, all sorts of diplomatic efforts, none of which has worked. And its one of the reasons why were now in the position that were in. What hayden is saying right. Hes worried about pride get nth w ing in the way here. Is it a legitimate concern . Of course it is. With President Trump theres always the issue of who is the alpha male. That seems important to him. With the administration, it seems to be anyway sense like a twoheaded operation here. On the one hand you have general mattis and general mcmaster, the National Security adviser sort of running a very conventional, careful, strategically cohesive pushback, trying to keep our alliances solid in the region, trying to make sure that north korea knows that there are consequences to its actions. Thats a very necessary part of trying to deal with this. On the other hand you have the president who is empowering his defense secretary and his National Security adviser to do this. I think thats important. On the other hand, obviously, likes to speak freely and does so over twitter and has done so in a manner which is undermined the very good work that his administration has tried to do to deal with a very difficult problem. Theres nothing wrong with ratcheting up the pressure and getting more aggressive because years of diplomacy have failed. Whats important is that we do that in a way that you can deliver. You talk about fire and fury and dont necessarily deliver or think about how north korea is going to react, you talk about end iing all trading relationshs without the intention or ability to actually do that, the message that sends is theres a lot of bluster and not a lot of delivery, not unlike the way, in a sense, president obama dealt with the syria issue which, of course, became a problem. Setting red line. Yep. On daca, reporting from all sources, guys, is the president on tuesday is going to give it a sixmonth delay, sixmonth window and say congress, you figure it out. Its not an immediate deportation of these 800,000 young people brought into this country by their parents illegally. But youve got, eugene, paul ryan saying dont do that. Youve got orrin hatch. All these republicans saying dont do that. Florida congresswoman who is a republican, elaina Ross Leighton saying, potus slams the door on them. Some heart. These are all republicans. This would please his base, but its going against so many leaders in his party. Why . I think he realizes that his base is the group that has been with him and has gotten him this far. He is very loyal to them. Even support numbers for him are decreasing. If he wants to be reelected, hes going to have to listen to so many of the republicans who want him to keep daca in place. Whats interesting, caitlyn, well listen to his words when he utters them, today or tomorrow. All reporting is that he will give this a sixmonth delay, a sixmonth window. He could have ended daca immediately. Instead hes not doing this. Is that essentially him conceding i want to end this for my base . I promised i won would but i dont want this on me, congress has to fix it . Right. Leaving a lot in limbo here. Ags pushing the president on this by making a decision tomorrow. But when you talk to members of congress, theyve had a lot of time to come up with an immigration policy pertaining to those brought here illegally as children. As weve all followed congress, it is very difficult to see how they would be able to get a bill together and not only consensus on a bill but get the process moving by january, february wherks that deadline would come. When they voted on it in 2010, president obama administered an executive order. Kind of the issue at heart here is republicans making policy on this. One interesting thing, poppy, President Trump saying he would sign this if they could actually get it done. Weve lost sight of that in this analysis. An important point. Its a very disheartening and sad situation theyre in. Governor greg abbott of texas says thats a tiny fraction of what theyre going to need. Kaylie hartung is in texas. He said essentially 120 billion in federal aid. That would be more than in the aftermath of hurricane katrina. Reporter poppy, President Trump says he expects his request for funding to be approved quickly. But he also says that that funding needs to be tied to raising the debt limit. Thats where this gets political. His treasury secretary agrees with him. He has to borrow more money and pay for it if texas is going to get the funds that they need. That has raised concerns for many, like texas congressman who says the people devastated by this flood cannot be used as political pawns in this debt limit. Texas needs money now and that debt conversation can be a separate one. We expect to learn more with the battle ahead in congress over these federal dollars today as senator jon cornyn, kevin mccart hy will be in beaumont today. This water crisis continues. They felt that it had to respond soon after that. Text message about midnight went out to reporters saying that south korea does agree there should be pressure and sanctions in order to get north korea back to the negotiating table. Certainly weve seen from president moon jaein over the past week or so, fairly significant live fire drills in response to what weve seen from north korea. One happen this had monday morning. Fighter jets, surfacetosurface Ballistic Missiles. Very visual live fire drill, showing that they had willingness to destroy north korean assets and the leadership as well. So, certainly a very clear threat to the north korean leader, kim jongun there. As you say, white house officials senior white house officials have told cnn that mr. Trump feels frustration at moons stance toward north korea, feeling its too soft. Certainly, we saw that frustration play out in that tweet. Also on top of that, youve got the fact that the u. S. President wants to renegotiate the free trade deal which certainly many inside korea thought was signed, sealed and delivered. They dont want to, but they will. It was but the president certainly has the authority to pull out. Big promise that he made to a lot of his base. Well see what happens and what it all means for one of our key allies in the region. What are they doing in the face of this increased north korean aggression . Reporter well, the rugs hru have said that theyre very concerned about that nuke test by the North Koreans. We have to keep in mind russians also have a common border with north korea, poppy. What theyre also doing is criticizing the u. S. They accuse the u of saber rattling, saying none of the rhetoric coming from the Trump Administration has been particularly helpful in all of this. And the one thing that the russians are very critical of, and very concerned about is obviously the u. S. Moving assets into the pacific theater. And the russians have talked about even increasing their own missile troops in response to the u. S. Moving some assets in there. It certainly is a situation where on one hand russians are saying, look, we dont condone any of what north korea is doing. We consider it a major threat, especially nuclearizing the Korean Peninsula. On the other hand theyre criticizing the u. S. As well. Then you have china which is, by far, north koreas biggest trading partner and its lifeline in many ways. They said look, on one hand we also condemn this nuclear test. Its absolutely unacceptable but they also criticize the Trump Administration as well, especially that threat that he put out, that President Trump put out on twitter, cutting off or threatening to cut off any sort of trade ties with countries that do business with north korea. Chinese saying thats unfair and unacceptable. They say, look, were trying to help in this situation. Dont threaten us. Even though the u. S.
